This paper synthesises the findings of five studies undertaken by the CSIRO Wealth from Oceans Flagship in 2009-10. This research explores the concerns, expectations, and information needs of a range of stakeholders, (ie government, seafloor exploration and mining industry, other marine industries, environmental non-government organisations (NGOs), community members) in relation to the possible exploration and mining of minerals and aggregates from the seafloor, as well as the conditions for meaningful engagement with communities regarding seafloor exploration and mining (SEM) activities. The SEM industry has been described as the ‘next minerals frontier’, as incentives to explore and mine seafloor resources increase because of diminishing reserves of easily accessible onshore mineral and aggregate deposits. However, the conditions (if any) under which SEM would be acceptable to stakeholders (notably the public and regulators) have not been established. This work seeks to address this gap and ascertain the levels at which potential environmental and social impacts become unacceptable to those stakeholders. The research follows an earlier phase of studies undertaken in 2006 - 2008 that: identified the opportunities and barriers to the development of SEM in Australia, took the first step towards understanding the public and political contexts surrounding the industry, and mapped the positions of key stakeholders and captured their major issues and concerns. Together, these two phases of research confirm that environmental concerns dominate stakeholders’ responses to the idea of an expanded industry. However, the most recent phase of research has also found that, similar to current onshore scenarios, reservations due to environmental concerns do not completely outweigh social and economic objectives. This is provided stakeholders feel confident that there are systems in place (regulatory frameworks, watchdogs, independent research, and stakeholder consultation) to ensure that all interests are protected. When making decisions about the social acceptability of potential seafloor mining, stakeholders favour a precautionary approach, supported by rigorous scientific analysis of the potential environmental impacts, transparent and socially responsive management processes, and meaningful stakeholder engagement. This paper outlines the details of these findings, which may also be relevant to understanding the social acceptability or ‘social licence to operate’ for other future mining scenarios featuring a new approach or technology.

Mine life cycle planning and enduring value are taking centre stage to meet corporate goals and deliver socio-economic outcomes for communities over the life of a mine. There is a general agreement in the literature about mining-induced effects on locals adjacent to mining operations and subsequent closure. In response, international regulatory bodies, through the implementation of global agendas, encourage exploration and mining companies to embrace the concept of corporate social responsibility. This concept is designed to provide sustainable outcomes and maintain a social license to operate over the life of a mine. This paper proposes a practical application of the sustainable livelihood approach as a tool for international planning. With this approach as the governing framework, this paper proposes an innovative tool for mine life cycle planning. Based on the findings, this paper discusses the socio-economic impacts of mining and mine closure. It also argues that transferring some of the benefits from mining to create lasting value for communities needs to be considered at the initial stages of planning for the mine and the community. Findings also indicate that conditions such as a strong local government, good governance arrangements, relevant capacity-building for sustainable livelihoods and a diversified economy are important to transferring some of the benefits from mining to create lasting value for communities. The paper is based on a mixed research technique for data analysis and a case study methodology. Intensive resource extraction, in the form of multiple mining operations, presents significant assessment and management challenges for resource developers, governments, community and the environment. Cumulative impacts, ie the successive, incremental and combined impacts (both positive and negative) of an activity on society, the economy and the environment, can place significant pressure on social, economic and environmental capital and render conventional mine-by-mine approaches to management ineffective. Cumulative impacts can be what are most important to environments, communities and economies surrounded by multiple mining operations because cumulative impacts are what they experience. There is much to gain from increased consideration of cumulative impacts. Unmitigated impacts have the potential to delay or even prevent expansion of mining in existing and prospective areas. On the other hand proactive management of cumulative impacts can benefit regional environments and communities and contribute to the industryÆs social license to operate. Resources are often not the limiting factor to better cumulative impact management. More effective coordination of existing resources may go a long way toward mitigation and enhancement, and better planning and assessment may help avoid impacts and exploit opportunities for efficiency gains through reduced duplication. In this paper we draw from working examples to present five practical assessment and management strategies applicable to resource companies to enhance positive, and avoid and mitigate negative, cumulative impacts. The strategies are presented based on their capacity for achieving outcomes, ease of implementation and cost effectiveness and are drawn from a multi-year study on the assessment and management of cumulative impacts in the Hunter Valley, New South Wales and a follow-up study to improve cumulative impact assessment and management practice in the Australian coal mining industry, both reported elsewhere.

Large metallurgical complexes are substantial users of energy, water and assets. To improve the effectiveness of energy and assets the quality of the data and events become paramount for real-time operational management. A lack of resources at the local operations and at the enterprise makes it impossible to process the sea of information and many projects have failed. As such, a novel approach for implementation of continuous improvements at the local level and innovations at the strategic level was implemented at all operating plants at Anglo American Platinum. Sixteen concentrators, three smelters and two refinery process systems were integrated to scale the information for manufacturing services at the local and enterprise level. The new capability of an enterprise real-time monitoring and diagnosis software infrastructure was available to implement many business strategies in tandem. Mineral and metallurgical processing knowledge is used to simplify the implementation of the data model. As such, asset monitoring, energy, production and process control management were implemented in an integrated approach reusing the same data but with different context and time horizons to have a standard methodology for local root cause analysis. This paper will highlight a sustainability management approach to change and empower the local and strategic team to collaborate using a new approach for adaptive reporting and condition-based event management and notifications. The results based on the integrated and collaborative team efforts will be presented. An integrated and dynamic water balance and water quality model for a proposed base metal mine has been created using the GoldSimÖ software package. The model was initially developed to address the water quality of the Tailings Management Facility pond and how pond discharge would potentially affect downstream water quality. However, due to changing project objectives, the modelling has expanded over time through an iterative process to encompass the full mine site and all receiving environment water quality. The model results have been used as part of the mine planning/design process but are also intended to be used for the environmental impact assessment and permitting process. The model has been built to allow for changes to input terms to be readily made as additional data becomes available. The model results serve as a prediction of water quality and the potential project impacts to the receiving environment water quality. This paper presents the process by which data from a wide variety of sources was used to construct the model and how the model results were used to guide development of a conceptual water management plan. In addition, the role of the model in establishing proposed discharge criteria will be highlighted. The model has been delivered as a fully functional application with the intent that the end-user can be other than the modeller, the development of this aspect shall also be covered. Spotted Quoll is a massive sulfide nickel deposit located in the Forrestania greenstone belt in the Archaean Yilgarn block in Western Australia. Discovered in October 2007, mining has progressed from open pit to underground and currently uses longhole open stoping with paste fill as the primary stoping method. Immediately prior to 2019, the Mineral Resource estimate (MRE) was defined by a single grade domain of nickel greater than or equal to 0.8 per cent, irrespective of the host lithology, a legacy of the original ore wireframe being built using explicit methods. While a number of obvious structural offsets were honoured in this nickel grade domain, only one modelled fault was used to undertake domaining of arsenic. From 2019 onwards, implicit modelling in Leapfrog Geo™ was used to construct a mine-scale geological model, which triggered the definition of a high-grade core of massive/matrix nickel sulfides surrounded by a low-grade halo of stringer/disseminated nickel sulfides in the surrounding rock. As part of the evolution of the geological model and with the aid of Seequent Central™ to allow collaboration between site-based mine geologists, Perth-based resource geologists and Melbourne-based consultants, a detailed review of the structural mapping was carried out as additional information from underground development became available. This allowed numerous faults and shears to be identified – particularly in the lower half of the mine. These were used to define further structural domains and to refine the understanding of the nickel and arsenic grade distributions in the mineralised envelope. The increased definition to the domains provided by the geological model resulted in a significant improvement in the accuracy of the Mineral Resource estimate, as measured by reconciliation using voids of the mined stopes determined from the cavity monitoring survey (CMS).

Iron Ore Holdings Ltd (IOH) is an emerging junior iron ore company that is actively developing projects in the Central and Western Pilbara region of Western Australia. IOH commissioned URS Australia Pty Ltd (URS) in mid-2008 to prepare environmental assessment documents for the Phil’s Creek Project, which was rapidly moving into the development phase. This project comprised a small open cut iron ore mine that was expected to deliver approximately seven million tonnes over a five year mine life.IOH faced several challenges in the environmental assessment process for the Phil’s Creek Project. Although the Phil’s Creek Project attained approval but has now been placed on hold, it is a useful case study to discuss these challenges and how IOH addressed them. Several important lessons were learned through this process that can assist other proponents in addressing environmental challenges in a constructive and proactive manner.One major challenge faced by IOH related to the endangered northern quoll (Dasyurus hallucatus). Another challenge was the unusually high species richness of troglofauna recorded within the project area, with several species initially known only from within the proposed pit footprint.Meeting and overcoming these challenges has provided IOH with an increased understanding of the level of input required for consultation with government departments regarding environmental assessments, and this should stand the company in good stead for developing future tenements. Challenges in regards to the environmental assessment process may be faced during future developments, but IOH’s experiences to date and the lessons learned from the Phil’s Creek Project, will help pave the way for successfully overcoming them.

Bulk ore sorting technologies, whether surfaced based or penetrative, have seen an increased uptake by the mining industry for preconcentration application. As with all technologies, going through the technology validation process is key to de-risking the operationalisation of the technologies and to demonstrate and confirm predicted value propositions. The ability to laboratory calibrate cross-belt bulk sensors is standard practise for sensor vendors, however transitioning the technology from laboratory to real-world application is a non-trivial process. The industry has taken two main approaches to trialling and validating bulk sensing technologies in operational environments, namely:  Construct an off-line pilot facility at scale, or  Install bulk sensing systems on production conveyors Each of these two approaches have significant advantages and disadvantages and require different experimental design programs and analysis methodologies. Consideration of material movement, heterogeneity degradation, logistical requirements, and financial investment all factor into which approach is most suitable for an evaluation scenario. CRC ORE in partnership with mining companies, have conducted several bulk sensor pilot trials utilising different sensor technologies employing each of the two main approaches outlined above. This paper describes the challenges faced, learnings obtained and outlines a position on how to transition bulk sensing technologies from the laboratory into the operating environment. The case studies presented cover a range of commodity types in both open pit and underground operations.

The suitability of magnetic surveys flown at low altitudes to identify buried heavy mineral (HM) strands has long been accepted. This is despite the low intensity magnetic response often obtained from such strands. The fundamentals of the magnetic survey method dictate that the closer the instrument is to the source the stronger the response. As such the optimal elevation for the magnetometer is at or near the surface. Iluka sought to use a ground based magnetometer to aid in the exploration target generation process and allow accurate targeting of exploration drill holes. Following the initial trial Iluka recognised the potential additional application of data obtained by a ground based magnetometer over known strand deposits. The detail of the ground magnetic images can confirm the assumed strand continuity between cross-sections of close spaced drilling and can aid in the definition of the geometry of different generations of mineralisation. The ability to confidently determine that the deposit has not been truncated by post emplacement erosion of the mineralised deposit may enable reductions in drilling requirements as well as assisting mine planning activities. Iluka intends to investigate advanced modelling of the magnetic data to determine the level of strand geometry and HM content resolution that can be achieved from the ground magnetic survey data and its potential application in the mining grade control process.It is anticipated that the surveying of Iluka’s known resource deposits will provide the ability to correlate the magnetic response from new exploration targets with those from known deposits for a given depth, HM grade and mineralogy suite.

OZ Minerals' Prominent Hill copper-gold concentrator is located 130 kilometres south east of the town of Coober Pedy in the Gawler Craton of South Australia. The concentrator was built in 2008 and commenced commercial production in early 2009. The Prominent Hill concentrator is comprised of a conventional grinding and flotation processing plant with a 9.6Mtpa ore throughput capacity. The flotation circuit includes six rougher cells, an IsaMill for regrinding the rougher concentrate and a Jameson cell heading up the three stage conventional cell cleaner circuit. In total there are four level controllers in the rougher train and ten level controllers in the cleaning circuit for eighteen cells.Generic proportional – integral and derivative (PID) control used on the level controllers alone propagated any disturbances downstream in the circuit that were generated from the grinding circuit, hoppers, between cells and interconnected banks of cells, having a negative impact on plant performance. To better control such disturbances, FloatStar level stabiliser was selected for installation on the flotation circuit to account for the interaction between the cells. Multivariable control was also installed on the five concentrate hoppers to maintain consistent feed to the cells and to the IsaMill. An additional area identified for optimisation in the flotation circuit was the mass pull rate from the rougher cells. FloatStar flow optimiser was selected to be installed subsequent to the FloatStar level stabiliser. This allowed for a unified, consistent and optimal approach to running the rougher circuit. This paper describes the improvement in the stabilisation of the circuit achieved by the FloatStar level stabiliser by using the interaction matrix between cell level controllers and the results and benefits of implementing the FloatStar flow optimiser on the rougher train.

"This paper reflects on the author’s experiences in undertaking mining studies and reviewing mining projects and technical reports, particularly over the past five years, and the impact of recent changes in reporting standards and listing requirements pertaining to mining-related evaluation and valuation exercises. It also discusses contemporary changes in the expectations of the investment community and the implications for the role of the technical specialist in providing advice to such stakeholders.Not for the first time in history, the resources industry has experienced a significant downturn after a period of strong, sustained growth in line with the traditional view of the cyclical nature of commodity markets. The resource industry is currently faced with capital austerity in the wake of projects ‘failing’ (not delivering to expectations). In response, the industry has experienced changes in investment behaviour (slowing of investment) and an increasing regulatory burden as stakeholders seek a greater understanding of mining project risks.This paper discusses this response and uses case studies to highlight the key learnings (perhaps re-learnt) by the industry. It also discusses the challenges faced by technical specialists in communicating the results of technical and valuation studies to the investment community.As investors seek to take advantage of the current stage in the investment cycle, the key challenge of the technical specialist is to effectively communicate the uncertainty in technical assumptions, risks and opportunities that drive project value.CITATION:Fairfield, P J, 2016. Conditions encountered at a recently completed brownfields mining project provided valuable insight into, and development of, techniques for working in and around known underground mining voids in an open cut environment. The careful application of underground blasting principles to a pit environment and successful excavation whilst maintaining appropriate stand-off distances were two primary areas of innovation enabling the success of the project.Mary Mac Hill is a gold deposit situated less than 2 km south-west of the town of Laverton, Western Australia. It is owned and mined by Crescent Gold Limited. Previous underground mining by various other mining companies has left an extensive network of underground horizontal development, subvertical stopes and shafts, some of which daylighted at surface. This was identified as potentially posing substantial risks, which would prevent the application of conventional mining methods. Two major stopes were located under a hard banded iron ridge topped by a peak of cap, connected variously by narrow drives and vertical development. Due to the proximity of the first of these stopes to the surface, its dimensions and governed by procedures and advice provided by externally engaged engineers, Crescent Gold could not access the area of the ridge immediately overlying the stope using conventional open cut mining methods. This was the first of many hurdles surmounted in mining this deposit.The following report outlines how the challenges this geometrically complex deposit presented. Solving these problems enabled the team to mine the contained gold ore to a completed design, without subjecting personnel or mining equipment to harm due to a void breach incident. This paper outlines the numerous complications and difficulties Mary Mac Hill posed and explains the strategies developed to overcome them. Uncertainty in prediction and modelling of geological (physical) ore continuity in geometrically complex ore deposits is a key risk factor in mining. Reducing geometric uncertainty of hard-boundary ore/waste contacts and related geological features improves the efficiency of local mineral resource estimation and reserve calculation, mine/stope planning, ore control and in-mine exploration. Detailed underground mapping of serial-level drives provides a continuous record of the characteristics and contact configuration of ore, as well as crucial ore-related geological features that are required to resolve geometrical variability when closely spaced drilling proves inadequate or is cost-prohibitive. The mapping-based approach described in this paper re-establishes the focus on the geology of the orebody by incorporating high-value, detailed geologic mine mapping information. Mapped ore-related configurations and relationships, recorded on a succession of faces or on a series of levels, provide the basis for 3D interpolation and extrapolation of the local geologic continuity of an orebody. Correlative points representing locations of key ore-related geologic features on each face or level are linked by 3D polylines or trajectories forming a coherent geometrical framework. The coherent progression of geometric changes mapped by these trajectories reveals the overall ‘dynamic’ of the geometrical framework, as well as the spatial tendencies of its geological constituents. Distinct sets of ore control trajectories are selected from within the framework and are used in the construction of alternative geological ore continuity models. As mining proceeds, alternative models are evaluated, and are then either refined or rejected. The geometrical framework is used to evaluate theoretical models and practical heuristics, focus exploration targeting and inform and guide all aspects of mine geology in active mines. This approach also lends itself to analysis of global ore continuity in the re-evaluation of mature or abandoned mines. Its use is particularly effective in geometrically complex orebodies such as the West Branch orebody and the orebodies of No 2 mine of the Balmat-Edwards-Pierrepont zinc district, which are used to illustrate the method. Grade control programs aim to deliver economic tonnes to the mill via accurate definition of ore and waste. The foundation of a successful program is high quality sampling supported by geology and a suitable data management and modelling system. Underground sampling methods include chip, channel and panel samples; grab/muck pile samples; and drill-based samples. Grade control strategy is related to mining method and orebody type. Sampling protocols must be designed to suit the style of mineralisation in question. Holistic studies focussing on ore mineralogy and gold particle deportment, size and distribution are required for sample collection and preparation protocol optimisation through ‘Theory of Sampling’ application. Where possible, such programs should be undertaken early in the life of a project. Appropriate assaying procedures are also required. Program implementation will require suitably skilled individuals to train and mentor staff, with ongoing Quality Assurance/Quality Control (QA/QC) monitoring and review will allow protocols and staff to be updated as required.

The Mt Wright underground mine (MTW) is located near the town of Ravenswood in north Queensland and is operated by Carpentaria Gold – a wholly owned subsidiary of Resolute Mining Limited.The Mt Wright mine has gone through many stages, from the conception and implementation of the world first ‘sub-level shrinkage’ stoping (SLS) with continuous fill mining method in 2010, through to steady state production. These have been outlined in detail in papers presented by Mackay (2011) and Mackay, Long and Koen (2014) at previous Underground Operators Conferences.Since the last paper was presented, MTW has experienced significant change in two key areas.The first significant change was the discovery of a previously unknown hazard in the form of flat rilling events (FREs) from closed drawpoints (DPs). These events are believed to be unique to MTW and pose a significant risk to both the safety of personnel and the business as a whole. The paper will discuss this hazard and the evolution of the controls and practices that have been introduced to mitigate the risk posed by the identified hazards. The material involved in these events is extremely dry, fine and hot.The second significant change is an altered stress regime bought on in part by a change in the production front orientation and a general deterioration in ground conditions in some areas of the mine. This has caused some production interruptions at MTW. This paper reflects on the author’s experience working in site-based technical and management roles over a 29 year period, and the past 12 years in internal and external consulting roles. It discusses the author’s experiences and observations of operations management, and the significant value of the technical specialist’s role in providing management with information on what to base tactical decisions, which may or may not be part of a defined strategy.The landscape of mine management changes with the cyclical nature of commodity prices driving operating and capital prudence, as operations change their focus from expansion and growth to staying in the game. The role of the mine manager and management team in navigating through these changing times, attitudes and stages of the project life can influence the success or otherwise of many projects.Technical knowledge is one of the key drivers in realising or destroying the value of a project or operation. As managers focus on people management, management systems and processes, recognising and understanding value in underlying technical knowledge, and getting back to the fundamentals/basics, can be overlooked. In reaction to the fluctuating commodity cycle, managers implement changes through optimisation, fast tracking or parallel streaming, expansion projects and changes in the application of technology. These responses occur against the background of changes in the appetite for risk, acceptance of project uncertainty and changes in personnel which result in a loss of knowledge and experience – often at critical times.This paper shares the author’s experiences and lessons learnt in dealing with and observing these issues. It is a common misconception that the grant of mining tenure, whether it be an Exploration Permit, Mineral Development Licence or Mining Lease, will entitle the holder to access all land within it in order to explore or mine. The ability for miners to access their tenure in order to undertake activities is critical to the industry. While significant time and energy is quite rightly dedicated to resolving native title and cultural heritage issues before the commencement of mining operations, the same cannot always be said for addressing potential impediments that arise as a result of the overlap between mining and other tenures. Miners should be aware of the overlaps that occur with other tenure and the impact of these overlaps on the minerÆs ability to explore or produce from the area. The existence of an overlap with petroleum tenure, nature refuges, national parks, wild river areas or reserves such as aboriginal land leases are all likely to have an impact on the minerÆs ability to access the area and conduct activities. In some instances, such as an overlap with petroleum tenure, Queensland legislation encourages the miner to reach agreement with the holders of the overlapping tenure. However, in other instances, such as an overlap with a national park, mining tenure is unlikely to be granted at all. This paper summarises the impacts and impediments that arise as a result of overlaps of tenure that are likely to affect mining operations. It also provides examples of how these impediments can, if possible, be overcome under Queensland legislation.

Forty years ago Dr Pierre M Gy, a metallurgist, introduced variography as applied to monitoring a process. Consequently, his followers used the variogram to elaborate meaningful process control charts, especially since 1993. The name æChronostatisticsÆ was suggested several times by Gy as a logical name for this new science. The intent was to draw a parallel between the variogram identifying the variability components affecting a process parameter as a function of time, and the variogram used in geostatistics identifying the variability components of a given mineral content as a function of space. Heterogeneity problems encountered have indeed strong similarities. However, there is a fundamental difference. The variogram used in geostatistics is often stationary within a given type of mineralisation. While investigating a dynamic process through Chronostatistics, there is no such thing as a stationary variogram. Still, the evolving variogram provides essential information about subtle, often overlooked process difficulties. Chronostatistics is especially useful for management to take advantage of existing data that are often a forgotten source of valuable information to pinpoint recurring structural problems. The superiority of Chronostatistics over conventional statistical process control approaches is that it links observations to the inherent heterogeneity of materials under investigation, therefore to the sampling theory. Chronostatistics is like opening a new world to the metallurgist, making the process variability speak in a more comprehensive and in-depth way. Several case studies are presented to demonstrate the potency of this new science. For each of them, observations lead to solutions for continuous process improvement, therefore attractive economic opportunities. The philosophy is this: if a control chart shows a process is out of control, it must also suggest logical and pragmatic directions for solutions. The intent of this presentation is to vastly expand on these valuable, almost forgotten ideas.

The United States (US) coal mining industry has been working under comprehensive planning, operating and rehabilitation regulatory requirements for nearly 35 years. The public desire for environmental protection during mining and rehabilitation following mining to achieve post-mining land use and sustainability goals has been a major factor and continues to influence the process. Mining companies have evolved operations to achieve outcomes that address the desired goals and regulatory requirements cost-effectively and successfully. Over the 35 year regulatory period, requirements for more diverse topography, specialised revegetation communities, landform stability and assured sustainability have increased and become more complex. These challenges are effectively met by maximising integration of mine planning and operating with the rehabilitation process. Rehabilitation is then implemented in a more timely and efficient manner and with effective results that achieve desired outcomes, commonly with added value. Peabody Energy (Peabody) has taken this approach in its US operations and this paper discusses an integrated approach and illustrates learnings and results with examples from several of its western US operations.CITATION:Pfannenstiel, V, 2012.
