A world-class example of sustainable development in practice, the Local Resource Development Initiative (LRDI) grew from agreements between the Ambatovy nickel mine developers and the Government of Madagascar. A program of training and community development, the LRDI aims to maximise local benefits by optimising the integration of local resources during the construction period of the mine. By local resources, we mean the local labour force as well as local goods and services. Begun in 2007, the foundation of the LRDI is to integrate local resources into the mining project and where gaps are identified, design and implement training, mentoring and other programs to fill those gaps. The principal accomplishments are: the establishment of training centres that trained over 4000 people in little over one year, 96 per cent of whom hired to work at the mine; a support program for local micro, small and medium enterprises that has led to the award of 65 contracts for goods and services with training and mentoring of over 100 local businesses; and a number of special projects that have, among other results, strengthened local agricultural development and created employment for young people. The LRDI provides unique insights into key indicators and lessons learned to strengthen the social and economic sustainability of mining projects in developing countries. The paper will discuss these in terms, among others, of: the importance to project success of upstream planning to address socio-economic issues; the role of civil society and other local partners to strengthen and expand sustainability outcomes, and to spur governments to demand that major projects promote economic and social sustainability; and the integration of mine sustainability with sustained regional social and economic development.

The Singapore Land Transport Authority (LTA) has been procuring the expansion of their underground mass rapid transit rail network at a prodigious rate since the first line opened in 1987. Four lines (149 km) are currently operating and several more lines are at various stages of planning/construction; one of these is the Downtown line stage 2 (DTL 2).DTL 2 contract C917 was awarded in September 2009 for S$320 M. On 18 June 2013 the original contractor became insolvent, leaving the works incomplete. Following a fast-tracked tender process, McConnell Dowell was awarded the S$254 M contract on 29 August 2013 to complete the works. This contract includes two underground stations constructed by cut-and-cover methods and twin bored tunnels between the stations. Each tunnel is 1400 m long, excavated by earth pressure balanced (EPB) tunnel boring machines (TBM) at an average depth of 20 m and segment lined to 5.8 m inner diameter. The tunnel alignment is located under a busy five-lane road lined with prime residential real estate and congested with utilities.To compound the difficulty the tunnels are located within the notorious Bukit Timah Granite formation. This has a very wide range of strength, from below 1 MPa to over 300 MPa. This strength range is a consequence of six weathering grades, from soil to fresh rock, with the fresh granite causing severe abrasion problems. The various grades can occur within a very short distance of each other. Consequently, the problem of supporting a mixed face exists, particularly in the intermediate weathering grades where intact rock is encountered in the invert and corestones within a loose soil matrix in the crown, which can increase the instability by allowing the ground to flow into the TBM.The focus of this paper will be the excavation of the bored tunnels by EPB TBM used by McConnell Dowell to complete these challenging works.CITATION:Jones, G and Shepherd, J, 2014. "The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. This paper is a step in the direction of developing a computer model of the near source dispersal of suspended particulate matter (SPM) in planetary boundary layer (PBL). Since Surface Mine blasting is done during daytime, study of daytime dispersion in convective boundary layer (CBL) is relevant to the mining engineers. The scope of this paper covers dispersal after the blast in any type of PBL ie stable, convective and neutral but only under weak wind condition. Mathematical analysis of the dispersion of vertical dust column has been carried out during weak wind conditions in a tropical meteorological environment. It is noted that dust concentration reaches its maximum value some distance away from the point of blast, immediately after the blast (t*=1) and thereafter rapidly decreases. After a short interval from the time of blast at t*=11 the dust concentration shows linear decrease in concentration with distance. Dust concentration also rapidly drops during the interval t*=1 to t*=11, thereafter, rate of drop is nearly the same at any distance from the point of blast.

The theory of constraints (TOC) is a business improvement method that focuses on exploiting a business’s bottleneck to deliver the highest possible profit. Early applications were mostly in the manufacturing industry; however, the theory in itself is completely generic and has now been applied widely in other industries such as services, retail, software and distribution, amongst others. The intent of the approach is attractive – it focuses on the ‘silver bullet’ rather than ‘death by a hundred projects’, and it focuses on growth rather than cost cutting. Application within the mining industry has been limited to date, although there are a few applications emerging. This paper discusses how TOC can be applied to maximise value during the project planning phase and how to maximise profits when the mine is operational. The paper uses two case studies to illustrate the approach. Case study 1 uses the approach to improve tactical mine planning, which delivers an increase in revenue of 58 per cent. A hidden asset in most exploration and mining activities is data. Common practice involves the spending of large amounts of money to discover, define and prove the viability of a mining project. Some organisations have used operations research analysis and internal costing methods to allocate a value to their data and to compare the costs of data maintenance to other more tangible activities like plant and equipment maintenance. Those organisations, which do not undertake such an analysis often, have little knowledge or understanding of the extent and the worth of their data. Often the organisations lack of knowledge and understanding of the data is indicated by their failure to fully exploit or realise their opportunities. The focus of this paper is to discuss new technologies that optimise the management and security of collected and derived data. The technologies discussed are components of the software systems acQuire and MineSight.

IGO Ltd’s (IGO’s) Nova-Bollinger Deposit (Nova-Bollinger) is a magmatic nickel-copper-cobalt (NiCu-Co) sulfide deposit found 160 km east-north-east of the town of Norseman in Western Australia (WA). The deposit is hosted by the Mesoproterozoic rocks of the Fraser Zone, which is part of the Albany Fraser Orogen (AFO). Since mining commenced in 2016, IGO’s Nova Operation (Nova) has mined and processed to 31 December 2020, 5.63 Mt of ore grading 2.04 per cent Ni, 0.86 per cent Cu and 0.07 per cent Co. Nova’s mine geology team (MGT) has used commercially available implicit modelling (IM) and general-purpose resource modelling (RM) industry software systems, to prepare the 31 December 2020 (CY20) update of Nova-Bollinger’s JORC Code reportable Mineral Resource estimate (MRE). This CY20 MRE update was predominantly based on ~386 km of diamond core drilling, with the drill holes having a nominal grid spacing of 12.5 by 12.5 m throughout the mineralised zones of the deposit. Using IM tools, Nova’s MGT interpreted and modelled 22 separate domains from the drill hole logging, assaying results, and the MGT’s underground mapping. These IM closed volumes were then used to control the estimation of MRE variables into conventional industry digital block models using RM and other ancillary software systems. During 2021, a commercial machine learning (ML) software was trialled by Nova’s MGT for preparing block models of Nova-Bollinger’s MRE domains. The motivation for the trial was that the ML process could expedite modelling through the direct creation of a domain coded block model from the drill hole logging. Compared to the industry standard approaches of wireframing or IM, where the modeller usually makes many subjective choices to produce the domain model, ML offers a more objective ‘hands-off’ process for determining the connectivity of domains defined in drill holes. Additionally, the ML process provides a quantitative confidence metric associated with its output that may have utility in mine production and resource classification. In this paper, the results of the Nova-Bollinger ML modelling trial are compared to the MGT’s current workflow for MRE work. The MGT’s conclusions as to the advantages and disadvantages of the IM and ML methods for preparation of MRE domains are discussed. The ML software was also tested as a method of rapidly interpreting geology outside the principal zones of MRE interest. These testing results are also presented in this paper.

“Let’s get discipline and quality into easy to understand evaluations!” Project Managers and MetPlant Operators accept poor quality evaluations because they are generally unaware of what they should expect.The 2010 draft AusIMM ‘Guidelines for Techno-Economic Evaluations’ were collated by a subcommittee of practitioners and are regarded as best practice.They apply directly to projects and metallurgical plant evaluations, including those with a heavy technical basis. They can be applied to technical problem solving where there are no monetary computations. Project Managers and MetPlant Operators should demand that economic models and evaluations follow the six principles. They should become working tools which are easy to understand, fit for purpose, consistent, rigorous, record sources of input data, have key graphs and are rapid to audit.

The Project Specification and Technical Requirements documents associated with several recent large road tunnel projects within Australia have specified the application of AS/IEC 61508 – FunctionalSafety of Electrical/Electronic/Programmable Electronic Safety Related Systems at very high performance levels for the various control and fire life safety systems associated with such facilities.This paper seeks to explore the implications of referencing this standard within the road tunnel services context in terms of practicality, complexity and cost, whilst providing some examples of how a high safety integrity level (SIL) level can theoretically be achieved given current hardware availability.

"To provide an indication of expected performance of the mine and mill, feasibility studies should include an assessment of the expected day-to-day variability in process plant feed. Attempts to do this based on conventional resource models will be flawed as such studies fail to consider and account for the in-built smoothing (averaging) of input data.This can lead to one of two situations: an expensive, over-engineered process plant that can cope with every possible situation, or operational strategies that fail to manage the natural variability within the orebody and the impact of day-to-day operational decision-making.In both cases the value of the project diminishes through excessive capital costs or reduced throughput or recovery during operations.Unlike conventional estimation techniques, the geostatistical method of conditional simulation can reproduce the inherent variability of the deposit. Once a valid model has been developed, it is possible to analyse the model using a transfer function that simulates the proposed mining processes and provides a representation of the likely variation of mill feed characteristics at any time scale.The case study demonstrates how the proposed mining strategy would result in mill feed being considerably more variable than expected, resulting in poor recovery, low throughput and potential breaches of environmental conditions. Mitigation measures included budgeting for additional mining equipment to enable greater flexibility during mining and revised stockpiling and crusher feed strategies.Awareness of the benefits of modelling the variability of geometallurgical parameters will increase the use of this approach in producing more realistic financial models of expected mine performance at the design stage.CITATION:Shaw, W J, Khosrowshahi, S and Weeks, A, 2013. Gravity recoverable gold (GRG) is largely distinguished from other gold by its non-mineralised, metallic form, its high degree of liberation from the ore and its appreciable particle size. The gold mining industry has so widely accepted the use of batch centrifugal concentrators (BCC) and intensive cyanidation (IC) systems for the recovery of GRG that these may well be considered requirements of any plant processing ore containing appreciable GRG. The recovery of gold by gravity is quick, easy and cheap by comparison to alternatives. However, there are cases where attributes of the ore make recovery of gold by gravity and IC unusually challenging. This paper describes three examples where such challenges have been encountered and met, including those where the ore contains cyanide soluble base metals and where fine GRG is to be recovered from flotation concentrate.CITATION:King, A and Carrillo, J, 2018. "The use of reverse circulation (RC) drilling for grade control sample collection was selected by the Pueblo Viejo Mine Geology department at the recommencement of the operation in 2010. This method was selected because it allows: for multi-bench drilling (60 m hole depth, four benches of mining) to aid mine planning and provide a detailed close spaced drill data comparison with the reserve model angled drill holes to optimise the drill hole interception of the vertically controlled mineralisation dry sample collection in areas of excessive surface and groundwater mining operations to commence with the long assay return period (due to the need for the samples to be shipped overseas for analysis) until the on-site laboratory is operational.To date, 118 302 m of drilling has been completed throughout the operations of two open pits: Monte Negro and Moore. Two drill rigs (contractor and site-owned and operated) with three generations of sampling systems have been used to date. Throughout the drilling a 20 per cent quality assurance, quality control (QAQC) sample check (blanks, field duplicates and standards) have been used to check the drilling and laboratories performance. In addition, a total of 1104 fines samples were collected to compare the drill chip samples collected and the fines lost with two of the sample systems used.The drilling to date has highlighted the need for a complete and coordinated system to be used before sufficient confidence in the quality of the samples collected is achieved.The complete system must be set-up and coordinated to obtain the best quality sample possible. This complete package includes: drill bit size and shape for the rock being drilled and mineralisation targeted face sampling hammers with the correctly sized hammer shrouds sample hose routing to reduce sample flow turbulence and choking blow-down valves to eliminate drill hole water that has entered the drill string during rod changes correct drilling techniques targeting sample quality a sample system that captures the fines for inclusion into the sample.These improvements can be obtained without reducing the drilling rates.The measurements required to demonstrate the improvement in the sample quality will be the focus of future work within the department.CITATION:Goers, M and Almond, M, 2012. In 2019 the Chinese Ministry of Ecology and Environment issued guidelines promoting the implementation of ultra-low emissions in the iron and steelmaking industry. These guidelines aim to drive improvements in air quality through the reduction of particulate matter (PM), sulfur dioxide (SO2) and nitrogen oxide (NOx). Secondly, it also represents an initial means to commence decarbonisation of the industry. The ultra-low emissions guidelines propose that well over 80 per cent of China’s production capacity will achieve these targets by 2025. In response, many sintering operations have implemented numerous improvements to the process that result in significant efficiency gains. Of note is the adoption of deep bed sintering where, with some modifications to equipment, the sintering bed depth is increased resulting in sizable reductions of SO2 and NOx emissions. This paper will also provide an overview of the requirements to introduce deep-bed sintering into an operation and highlight test work completed which quantifies the resultant reduction in emissions.

High specification Prompt Gamma Neutron Activation Analysis (PGNAA) has been successfully applied to conveyed flows at iron ore operations since 2002 to representatively measure ore quality for improved quality management and process control. While the PGNAA technique has changed little since that time, significant improvements have been made in measurement capability. Elements previously unable to be measured well or at all using this technique are now measurable and one of these is phosphorus. Aluminium and magnesium are also key elements in addition to calcium and silicon in determining sinter basicity in ironmaking. Other elements measured routinely in iron ores include iron, carbon, potassium, sulfur and manganese. The benefits of representative measurement cannot be overstated as iron ore mining operations in South Africa, Europe, Australia, Asia and the Americas have discovered. The technology is applicable to any conveyed flow where elemental analysis in real time assists with quality management, from raw materials in ironmaking through to scrap steel in steelmaking and coal quality for coke-making. Major benefits are realised when raw material processing is optimised and this often includes diversion of material meeting a required quality so it can bypass unnecessary processing. This includes waste rock which can be diverted from a plant feed stream in 30 sec increments or ore that meets product quality being diverted to bypass beneficiation. Analysers are successfully utilised to identify ore types that assist with upgrade optimisation in jig plants; measuring feed, product and discard flows to also account for metal content. Product flows to stockpiles help manage production flows and stockpile qualities for different products and assist in blending ores into trains or ships to confirm specification compliance. Technologies can be used in magnetite processing but are predominantly used in hematite and goethite ore processing operations. The paper details examples of the above applications at various operational sites providing estimates of economic benefit as well as operational improvements.

Maintaining catch berm capacity in open pit mines through controlled blasting prevents production delays associated with managing risks associated with wall instability. A method has been developed to quantify the drill hole deviation of presplit holes at Century Mine. Different controlled blasting techniques are used to control wall quality and decrease the risk. The performance of presplit drilling, in terms of deviation from design has been investigated. A methodology has been developed to quantify the drill hole deviation in three dimensions. This methodology was converted into a series of algorithms capable of handling an extensive range of data. The methodology was applied to a case study at Century Mine to evaluate the performance of drilling on two presplit blasts. Overall, 67 drill holes were investigated in the case study. The drill hole deviation was quantified in terms of three parameters: skewness, linearity and drill hole deviation parameter. Methods for quantifying each parameter were developed. Skewness, a measure of the amount of curvature and linearity, was defined as the measure of the consistency of the gradient of the drill hole. Drill hole deviation parameter is defined as the average measured deviation of the surveyed drill hole position from the design position. Acceptable drill hole deviation tolerances for each of the defined parameters were developed by analysing drill hole deviation parameters with respect to implications to catch berm capacity. Verification of the methodology was confirmed through the comparing of the completed drill hole deviation results using both visual inspection and cross analysis for each of the three methods. Holes with an R squared value of less than 0.97 for skewed deviation were classified as having skewed deviation, while holes with a difference in gradient of 3.5 were classified as having linear deviation. The results show that 76 per cent of the drill holes had deviation. Of this, 19 per cent were skewed, 57 per cent had linearity and 12 per cent contained both skewed and linearity deviation.

Located approximately 570km NNW of Adelaide in South Australia, the Olympic Dam mine (OD) is the world’s fourth largest remaining copper and gold resource and the largest uranium resource. Discovered in 1975 and going into production in 1988, the operation consists of a fully vertically integrated underground mine, mineral processing plant, copper smelter and refinery, as well as associated infrastructure. BHP achieved production of 203,000 tonnes of copper cathode plus associated by-products in financial year 2016. The immense size and high-grades of the Olympic Dam resource offer a range of growth pathways, making closure timing estimation and planning a challenge. Current estimates put the OD resource at approximately 79 million tonnes of copper. Major factors influencing the closure timing estimation, as a result of the large resource and grade tonnage profile, include the mining method that may be used and the downstream processing method, ultimately influencing such things as the total disturbance area and the extent of infrastructure to be demolished at the end of mine life. In addition, factors such as the mining and processing method and production rate have a direct impact on larger rehabilitation items such as the total number of tailings cells required.CITATION:Grant, D, Tyler, M and Hill, G, 2018. Fibre reinforced shotcrete has long been accepted as temporary ground support in both mining and civil tunnel linings. Greater knowledge and understanding of shotcrete as an engineering material and advances in its quality have enabled designers to eliminate the requirement of a second pass lining. The initial shotcrete can be used as the permanent tunnel lining or be incorporated into the final lining design, rather than ignored and considered as sacrificial.For the initial shotcrete lining to become a suitable permanent tunnel lining it must be able to establish and maintain stability over time when subjected to all possible loads. To ensure this, best engineering practices are required during the design phase of the project to analyse; ground conditions including rock mass properties, ground and ground water quality, rock mass loadings, excavation sequencing, and construction methodologies.The increased durability of steel fibre reinforced shotcrete over traditional tunnel support, in the right ground conditions, makes it possible to achieve a serviceability design life of greater than 100 years (as required in most infrastructure projects). By specifying a good quality shotcrete mix and ensuring adequate quality control for batching, fibre dosing, preproduction testing, excavation sequencing, and application control, it is possible to eliminate the requirement of a secondary lining. The properties of a suitable permanent lining must be well established using suffi cient preproduction testing in combination with post application monitoring.A major benefit of steel fibre reinforced shotcrete in ground support applications is the removal of any requirement for workers to work under unsupported ground. Its use can also significantly reduce, if not eliminate, the manual handling associated with placing traditional reinforcement such as lattice girders and mesh. Both of these benefi ts are significant with the ever increasing focus on health and safety.This paper highlights factors that must be considered in the design and specifications to enable an initial shotcrete tunnel lining to become the permanent shotcrete tunnel lining.

OxianaÆs Sepon Copper Operation (part of the combined Sepon Gold and Copper Operation) is located in Savannaket Province, in southern central Lao PDR. The site is relatively remote, being some five hours inland from the Laos/Thailand border crossing on the Mekong River. The copper processing plant was designed to treat 1.3 Mtpa ROM ore to produce 60 000 tpa of copper cathode. Commissioning of the processing plant was completed in mid March 2005 with ramp up completed in January 2006 with 5260 tonnes of cathode harvested in this month. The focus of this paper is on SeponÆs unique grinding circuit. The entire grinding circuit is operated at highly acidic conditions, adding a number of different operational issues over and above those normally associated with grinding circuits. It became evident early in the ramp up, that reaching design mill throughput of 170 dry tonnes per hour with the original design would be challenging, coupled with the realisation that ceramic grinding media consumption had been underestimated. In order to lift the overall throughput of the processing plant, a significant continuous improvement process has been implemented within the grinding circuit to lift this key unitÆs production capacity. This presentation will focus on the key areas that have been addressed in the 12 month ramp up period and highlight areas for future work. Results to date have shown this improvement process to be very successful, with throughput rates in excess of 200 tph regularly achieved.

Separation of fine and coarse particles as separate streams prior to flotation, and their differential treatments, could substantially increase recovery and reduce collector consumption. A series of simulations was carried out to quantify the benefits from plant scale implementation of such a treatment at the Ispat Inland flotation circuit (Minorca mine). The study involved detailed plant sampling and sample analysis to generate the data needed for simulation studies. Samples were taken from all the streams from flotation feed to final concentrate, as well as cell lips and cell pulp. Sampling was repeated for the second ore blend that was processed by the plant during different periods of a year. Sample analysis involved sieve analysis and size by size chemical analysis for total iron, magnetic iron and silica. Raw data were mass balanced, and flow rates within the circuit were calculated. Mass balanced data were used to calculate model parameters representing the existing conditions. Usim Pac was used for both mass balancing and simulation studies. Available pilot and bench scale data were utilised to define the modified flow sheet and expected performance. The simulated flow sheet included classification of flotation circuit feed by hydrocyclones. While the coarse fraction followed the existing flow sheet, the fine fraction was sent to a magnetic separator. Magnetic and rougher flotation concentrates were combined to form the final concentrate. Two simulations for each blend were carried out. The first one assumed that there would be no change in size by size kinetic behaviours of both gangue and magnetite due to this modification. This was named as the worst case scenario, in which particles had a longer residence time due to reduced flow rates within the flotation cells. The second scenario anticipated that there would be an increase in recoveries of gangue and magnetite going into froth launder due to more efficient use of collector in absence of fines. Results showed that pre-classification of flotation feed could improve the flotation recovery by 0.3 - 0.5 per cent, with the major benefit being significant reduction (40 - 60 per cent) in the amount of collector used.

The ventilation circuit at the FrogÆs Leg Mine was originally designed to permit mining to progress down to 440 m below surface at a maximum production rate of 500 kt/a, as per the feasibility study. The FrogÆs Leg resource has now been defined down to 640 m below surface at a maximum production rate of 750 kt/a. In order to allow for this increase in production depth and tonnage, it was necessary to upgrade the ventilation circuit.This paper outlines the upgrades to the ventilation circuit that were undertaken and the underlying rationale behind them.CITATION:Llewellyn, A and Varvari, M, 2013.
