ADDRESS BY THE PRESIDENT OF THE INSTITUTE (MR. J. G. SYMONS) IN PRESENTING THE AWARD TO ELLIOTT SYLVESTER TIMOTHY O'DRISCOLLTim O'Driscoll comes from a mixture of Irish and Scottish stock. His family on the paternal side settled on land in Western Australia in the middle of the last century. His family on the maternal side were part of the W.A. goldfields scenc, including places such as Kanowna, and the Great Fingal mine, near Cue, where his grandfather lies buried.The combination of land and mining environments may perhaps have contributed to an innate interest in geology shared by Tim and his two brothers, all of whom became geologists.Tim showed an early liking for mathematical and geometric subjects, and in his B.Sc. studies at the University of Western Australia he took a major in mathematics along with geology in 1940.His first job was on the Kalgoorlie Golden Mile, and then at Norseman. After serving as a flying boat navigator in the north and south Pacific theatres in World War II he returned to Kalgoorlie and thence to Broken Hill.

Expansion of the B.H.P. Co. Ltd. mater ials handling facilities, at their Newcastle Steelworks, began in 1964 and continued until 1970. The present complex handles the annual iron ore requirement of some three million tons for the Sinter Plant and Blast Furnaces. Iron ore is discharged from ore carriers and conveyed at rates up to 3,000 t.p.h. to either of two 180,000 ton capacity storage yards, where it is blended using boom stackers. Material is reclaimed from these yards at rates up to 1,000 t.p.h. using a slewing boom bucket-wheel reclaimer and fed to a screening station. Oversize material is scalped out and crushed in a closed circuit cone crusher. Undersize material is sized on double-deck vibratory screens which separate at 1/4in (6mm). The two fractions are blended in two of four 70,000 ton capacity blending yards using slewing boom travelling stackers. Bridge-mounted bucket-wheel reclaimers reclaim the blended piles at 1,000 t.p.h. Fine ore is conveyed to the Sinter Plant and lump ore to a second screening station, for rescreening, before passing to the Blast Furnace.

The Circum-Pacific area is one of the most important gigantic skarn-metallogenic belts in the world. In more than 20 coastwise countries of this region, there exist thousands skarn deposits of different types. According to the differences of major metallic elements, the skarn deposits may be classified into seven subtypes, i.e. Fe, Cu, Pb-Zn, W, Sn, Mo and Au skarn deposits. In this paper, the distribution. and geological characteristics of above-mentioned types of skarn deposits are described briefly. Skarn deposits may also be classified on the basis of the dominant calc(magnesian)-silicate mineral assemblages into four types: magnesian, calcic, manganoan, and alkaline skarn types. Magnesian skarns may be associated with Fe, Cu, Au,, Sn, B, Be mineralization, calcic skarns with Fe, Cu, W, Mo, An, Be, Pb, Zn, Sn minerailization, while the alkaline skarns occur in U(Th, Nb) deposits. The skarn deposits of both East and West Pacific rims have many general characters, but have some diferences in geotectonic settings, intensities of mineralization, distribution, and metallogenic epoches. In this paper, the minerogenetic series and the mineralizing specialities of related magmatic rocks of the skarn deposits are also discussed.

A research programme sponsored through the Australian Mineral Industries Research Association investigated two aspects of mine aerodynamics on model scale. These were aero- dynamic losses in (a) shaft/airway intersections and (b) losses created by mine cages moving in a combined haulage/ventilation shaft. The shaft/airway intersections studied included base and intermediate levels for both upcast and downcast. shafts, with one to four rectangular airways intersecting a circular shaft. Changes in intersection geometry were limited to the installation of 45¦ conical brow cutoffs of varying size and the addition of simple flow control devices. The relative air- flows between the airways and the downstream shaft were varied over a range employed in Australian mining practice. In general, experiments revealed that a small brow cutoff was significantly better than none at all, and a simple device such as a cone can reduce losses and improve flow stability at an intersection. The mine cage studies determined the effect on aerodynamic loss of cage area blockage, height/length ratio, openings in cage walls and surface roughness due to external structural members. Quartzite is a common feedstock used for the production of silicon by reduction at high temperatures in a submerged electric arc furnace. Silica fume, formed as a by-product in this process, contains crystalline silica in the respirable fraction. The crystalline silica in the fume represents entrained quartz derived from unreacted quartzite raw material within the furnace. A knowledge of the fragmentation of quartzite feedstock, in response to thermal disaggregation in the furnace, is important in feedstock selection to help minimise (a) the amount of crystalline silica in fume, critical from an occupational health and safety perspective, and (b) impurity levels necessary to achieve the highest possible purity of product silicon. In this study, a series of quartzites has been assessed in terms of the above requirements and correlations drawn between mineralogical and chemical characteristics. Alkaline solubility correlates with grain-size and level of stored strain in the quartz matrix. Grain-size affects the surface area available for attack while stored strain enhances the chemical reactivity of the strained matrix as well as profoundly influencing the disaggregation and microfracturing characteristics of strained grains and, hence, available surface area for chemical reaction.

The Australian underground coal industry has experienced substantial improvements in longwall productivity and, as such, the methods of providing a safe and productive mine environment have needed to evolve and develop. Whilst the primary method of controlling atmospheric conditions is by airflow it has become impracticable or impossible for the majority of Australian longwall mines to contend with all environmental hazards with primary ventilation alone.If the ventilation circuit cannot provide a safe and productive mine environment at an acceptable cost and circuit duty then supplementary controls are required. Examples include pre-gas drainage, post-gas drainage, gas utilisation, refrigeration and innovative dust control systems. Of the 21 longwall operations surveyed in Australia, there were 13 in New South Wales and eight in Queensland.This study represents a timely opportunity for the industry to examine the primary and supplementary ventilation systems implemented in Australian longwall mines and to discuss how to equip the industry to successfully face the future of underground longwall ventilation management in Australia.CITATION:Webber, M, Belle, B and Rowland, J, 2017. The mining of Australia's rich and diverse mineral resources has been central to the development of the continent by "Europeans" over the past two hundred years. Mining has historically been encouraged (to varying degrees) by development-orientated state governments (the. managers of largely Crown-owned resources) and since Federation, by successive Com- monwealth governments (which have seen mineral development as a means of generating export revenue to fund predominantly social-welfare orien- tated budgets). This marriage of convenience between governments and the mining industry has to date served all parties well. However, Australia's entry to a new world economic environment at a time that community percep- tions are changing (owing to an education-inspired challenge to "old" values) is challenging the hitherto held assumption that mining develop- ment is always aligned with the well-being of the State and community. Issues such as the type and extent of State/Commonwealth government taxation, resource ownership and control, the environment, land use con- flict, the extent and desirability of secondary processing and infrastruc- ture funding are being debated in the public arena. Opponents of mining in the community are well-organised and are well funded, articulate and more importantly, they have effective communication channels with most governments, irrespective of political complexion. Apart from some television-orientated corporate image building and recent efforts by AMIC, the industry's response to this challenge has been unco-ordinated, poorly directed and arguably ineffective. Professionals working in the industry are concerned about the community's perception of themselves and their industry. Recognizing that the Australian democratic system ensures that, in the large, government at its various levels, is reflective of and responsive to the views and aspirations of people, the industry's response must be wide- ranging, equally articulate and couched in a form which is politically acceptable. New objectives in providing information to the public and its educators must be formulated. Moreover, professionals are looking for new directions from industry leaders. The Institute is well placed to facilitate this process.

DeGrussa Copper Mine, resource status 10.2 Mt at 5.7 per cent Cu, 2.1 g/t Au (Sandfire Resources, 2013), commenced concentrate production through its 1.5 Mt/a conventional copper flotation processing plant in September 2012. Geometallurgical assessment during the feasibility study identified potential process-critical ore factors that required further investigation to determine potential impact on processing. Ore characterisation and metallurgical processing performance test work of ore types ensued and subsequently, the first quantitative DeGrussa geometallurgy model was born. Now one year into steady state production, the geometallurgical program has evolved significantly from its infancy and provides valuable insight into ore characterisation and behaviour in the processing plant. The geographic imperative of ore systems leaves mining, more so than virtually any other aspect of modern industry, heavily dependent on obtaining and maintaining social licence to operate. A prospective miner cannot arbitrarily walk away from a deposit in search of more favourable community perceptions – concentrations of mineral endowment represent highly specific and fixed elements of the landscape, and their development and extraction thus requires the acceptance and trust of a specific network of landholders and stakeholders, sometimes with diverse and even competing interests in the development and use of the local environment. Weakness or absence of such social licence can bring added costs and complexity to developing and operating a mine – and in extreme cases even result in project failure. "In 2010, two McLanahan RSS14×50 scrubber screens were installed at Fortescue Metals Group’s (Fortescue) Christmas Creek site. By 2015, the trommel (screen) section had effectively reached the end of their serviceable life. This was determined by regular measurement of structural components over the previous 18 months that tracked wear life. At the same time, numerous trials and optimisations had taken place on screen panel design and material composition. During 2015, a new set of trommels were designed, manufactured and installed that incorporated many new features: increased open area to facilitate high throughput, improved wear protection for structural members, simplified trommel panels and realigned discharge ports to reduce wear on exit. Numerous other upgrades have taken place on the drive system, feed chutes, liner and weir configurations and park brake, to name a few. The prevalent strategic approach in the mining industry is one of planning. However, it is widely recognised that planning does not work in complex and uncertain situations (Mintzberg, 1994), such as those associated with ‘above ground’ non-technical orebody complexity (Trench, Packey and Sykes, 2014). Mintzberg, Ahlstrand and Lampel (2009) suggest the focus instead should be on strategic ‘thinking and doing’ and using the many ways to think about strategy to make sense of complex, uncertain, and unique situations. They therefore place great value in cognitive flexibility. Scenarios development utilizes several different thinking styles and thus assists with this type of flexible strategic thinking (Figure 1). The ‘Centre for Exploration Targeting (CET) Scenarios’ were developed with the ‘Oxford Scenario Planning Approach’ (OSPA) (Ramírez and Wilkinson, 2016). The OSPA aims more to improve the thinking skills of decision makers, rather than forecasting per se (Wack, 1985a, 1985b). As such, this paper focuses less on the content of the scenarios and instead on the practical value of scenarios in strategizing. High-nugget effect vein-gold systems are generally considered to be one of the most challenging of deposit types to evaluate and exploit. To potential investors and mining companies, they are viewed as high risk because of the associated uncertainties in the grade estimate and general paucity of Ore Reserves at production start-up. However, despite the well-known risks, these deposits often have a grade upside that makes them potentially attractive. The reporting of resource grade is of importance and perhaps even more so is the reporting of the associated uncertainty attached to the grade estimate. The use of the grade estimate supported by a grade range is recommended to achieve more complete and useful disclosure. The definition of the grade range can be somewhat subjective, ranging from opinion based estimates through to data-based estimates and geostatistical conditional simulation. Whichever method used, the over-riding issue must be the provision of enough data of appropriate quality and full disclosure to the public of relevant uncertainties.CITATION:Dominy, S C and Edgar, W B, 2012. The photoresponse of natural mineral pyrite and galena electrodes has been studied in aqueous solutions on freshly fractured surfaces (some fractured in situ) using moderate overvoltages. When fractured in situ, the electrode potential of both minerals instantly drops several tenths of a volt. Pyrite exhibits a spontaneous anodic photocurrent at fracture, which indicates upward band bending (depletion layer) on the n-type electrodes. The negative surface charge responsible for the depletion layer is believed to arise from a surface state that is intrinsic to pyrite surfaces, possibly modified by hydroxide ion adsorption. The flat band potential, Vty, of pyrite is at approximately -1.0 V (SCE) at pH 9.2 but to reach V(b, pyrite has to be cathodically decomposed. In contrast, galena assumes the flat band potential at fracture. Subsequent polarisation of galena at potentials positive of Vth produces an anodic photocurrent (upward band bending) and polarisation negative of Vro a cathodic photocurrent. Most of the galena electrodes studied were degenerate n-type and at potentials negative of Vtb, no cathodic photocurrents are observed, indicating the bands cannot be bent downward, consistent with the Fermi level at the surface merging with the conduction band edge near Vn,. Several were close to intrinsic, with the photocurrent changing sign near Vn,.

At the operation of mine winders in deep shafts considerable oscillations of winding ropes may occur due to elasticity of both wind-ing and balance ropes. The amplitudes of longitudinal oscillations may reach + lm at relatively low frequencies, ranging from 0.5 to 2 c/s. These oscillations may be dangereus for the rope and produce several hazards to the winding installation as a whole. They may cause conside-rable instant accelerations on the pulley and dangerous tensions in ro-pe wires. The excessive acceleration may cause the uncontrolled rope slip on the pulley. Several methods of limitation of these accelera-tions were developed, some of them have been already in control system: of electric drive of the winder. The most simple ones are: a/ limita-tion of the rate of change of acceleration and retardation of the win-der /so called "jerk"/ and b/ the proper selection of regulators of the winder control system to get the optimal control. The trouble in solv-ing the problem of rope oscillations is that the dynamic system of the winder is a nonstationaryone owing to changing distance of conveyance from the pulley. Besides, the system is described by the equations with distributed parameters. The brief discussion of the theory and its practical aspects are enclosed as well.

In a narrow vein mining scenario, employing preconcentration technology underground not only results in reduced transport and handling costs but may allow alternative mining methods to be implemented, improving overall productivity. Using processing technology underground is not a new concept with underground crushing and screening operations being quite widely utilised. With advances in processing technology over recent years, there are now a number of robust processing methodologies in existence that are capable of performing separation of ore and waste at a relatively coarse size. Many of these technologies are readily adaptable to the underground environment and if employed could result in a number of cost and productivity benefits.Assessment of the oreÆs suitability for preconcentration technology is the first step in harnessing these potential savings. The Chairman of this afternoon's session is Dick Carter. This afternoon is the culmination of this conference. We've looked in the first session at regulation; in the second session at valuation techniques and this session we look at valuation in practice. Dick's involvement in the mineral industry has been wide ranging and distinguished. Dick has worked with BHP since 1960, when he joined BHP Steel as a commercial trainee. Dick holds a B.Comm. from the Newcastle University College of the University of New South Wales and was educated at the Australian Administrative Staff College and Harvard Business School Advanced Management Programme. During the past decade, he has headed the minerals group's Aluminium Divison, Resource Planning and Development, Non-Ferrous Metals and Business Development Organisations. Dick currently serves as Executive Director of BHP Gold Mines Limited and Managing Director of Ok Tedi Mining Limited. His experience covers Australian Manganese Company, Mineral Deposits Limited, Northern Rivers Rutile, Tasmanian Electrometallurgical Company Limited, Mount Newman Joint Venture, Worsley Aluminium and Carnilya Hill Joint Venture Operating Committee. His industry associations include the Executive Board of the Gold Producers Association, the Federal Executive of the Australian Goldmining Industry Council as well as the World Gold Council. "In the 1990s metal prices were trending in a long-term decline and the usual cost-cutting exercises were adopted. Cuts to research and development made innovation difficult and the outlook was grim. But necessity is a strong motivator, and these conditions spurred the Mine to Mill movement that optimised across organisational ‘silos’ and utilised new technology tools, innovative software and increased computing power. Many applications of Mine to Mill exploited the fact that comminution is usually the site processing bottleneck and blasting is more efficient at breaking rock than grinding. This approach sought to: understand and characterise rock breakage from mining to the milldevelop models and simulators for blast design, fragmentation, crusher and mill circuitsdevelop tools to measure in real time the particle size distribution of rocks on run-of-mine (ROM) muck piles, at the primary crusher truck dump pocket and on conveyorsensure effective communication across the silos between geologists, blast design engineers, mining engineers and metallurgists.These methods and the technology tools available in the 1990s were widely adopted at numerous sites around the world with significant benefits. Semi-autogenous grinding (SAG) mill throughput increases of 10–20 per cent were common. This was the advance the industry desperately needed. It was low capital cost; it was obvious. It was here to stay.Except, in too many cases, it didn’t. In the minerals price boom of the 2000s Mine to Mill was no longer necessary to ‘survive’, even though it was still good business. Some operations, including some of the early success stories, slipped back to old habits of optimising within organisation silos instead of across them. Fortunately, other operators still embraced Mine to Mill and developed new techniques. Mine to Mill was still successful, but not as widely adopted as we had expected it to be. Now the boom has ended and operations are again under cost pressure. Since these are the same circumstances that created Mine to Mill, it seems time to achieve the wider adoption. Since the 1990s many new or advanced technology tools are now available for Mine to Mill projects: blasthole sensors, new explosives formulations, new blasting techniques and modelling, ore tracking devices, improved image analysis to determine size, texture and colour of coarse ore, grade sensors, whole-stream simulation tools, and even more powerful computing hardware and data analysis software. Mining operations have large power requirements. The biggest consumers of energy are the drives for the mills located in the concentrators. Assuming that the decision is made on how many mills are needed and how big these mills will be, it can be determined how these mills should be driven. The decision as to which drive should be applied depends on design limits for different mechanical or electrical drives, anticipated operation modes, capital expenditure optimisation and lifecycle cost optimisation.The task for the engineer specifying the drive equipment is to select a drive solution that can debottleneck the operation, avoid interruption of production and enhance the reliability of the process. At the same time, the engineer must choose a design that enables cost optimisation either in a single investment or in relation to the total cost of ownership (TCO).This paper outlines different mechatronic or electric drive alternatives for tube or horizontal mills applied in the mining industry, along with their advantages and disadvantages. The Australian Constitution specifies certain powers of the Commonwealth Government to be used in its capacity as the national government. Certain of these broad powers result in the Com- monwealth having a facility to play an important part in the development of the mining industry. The State Governments, however, by virtue of their wide powers to regulate matters within the boundaries of a particular State, are more directly involved in the day to day administration and standards of activities of mining operations. In this respect the Common- wealth has something of a dual role because of its "State-like" responsibilities for the mainland Terri- tories. The components of the role that the Common- wealth Government discharges in relation to the mining industry are qualified to varying extents at particular times by the political persuasion of the Government. In absolute terms the components are as follows. 1. Economic management. The Commonwealth's fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Commonwealth Government is of direct importance to economic decision-makers in the mining industry. 2. International matters. International trade and commodity matters are, more and more, becoming an everyday part of the conduct of a nation's foreign affairs. 3. Exports. The Commonwealth Government, via the constitutional powers over overseas trade, have exercised varying degrees of control over mineral exports to achieve particular objectives. 4. Foreign capital and investment. Australia in general, and the mining industry in particular, is and will continue to be a net importer of capital. There appears to be bipartisan political agreement in Australia that foreign investment policy must be enunciated to ensure that investors. are in no doubt that Australia welcomes beneficial investment and technology from overseas. 5. Environment and Aborigines. Governments, both Commonwealth and State, have in recent years become more involved in these areas in response to their interpretations of community aspirations. 6. Energy. Access to assured supplies of energy is now viewed, by Governments worldwide, as a desirable asset to ensure the well-being of a nation's people and industries.
