In most surface mining operations, overall project economics is driven to a significant extent by the slope angles that can be achieved within the rock masses present. This is particularly true of precious metal pits in which stripping ratios can be relatively high, although examples from other non-precious metal operations (such as large iron ore and copper pits) can also be found. As a consequence, it is not surprising that in most large (deep) open pit mines, relatively small changes in slope angle (of the order of two or three degrees can translate into changes in project value measured in the tens or even hundreds of millions of dollars. Understanding how this potential value can be realised, and quantifying the associated risks, should be one of the key outcomes of modern slope engineering practice. In striving for optimised slope angles, therefore, mining companies and their specialist consultants are increasingly turning to more sophisticated methods of engineering open pit walls. This paper summarises contemporary slope engineering practice as well as some of the key technical issues that are either currently being researched or will need to be researched in the future. It is written in the context of the slope engineering process; namely, data collection and analysis, failure mode identification and stability assessment, slope design, slope formation, and slope (face) mapping and monitoring (the latter two activities being the primary on-going data collection functions that close the design loop).

It is indeed a privilege and honour to deliver the keynote address at this 15th APCOM symposium. APCOM has played a significant role in my own career and I am sure in the careers of many of the thousands of other participants over the years since its inception as a short course on "Computers and Computer Applications in the Mineral Industry" at the University of Arizona in 1961. The technical papers and addresses presented at the 14 past symposia provide an imposing record of sustained pro- gress and achievement in the field of computer applications. I will not attempt to analyse this technical side of APCOM but rather endeavour to provide you with a broad popular perspective of the road travelled to date and that lying ahead of us. The name of the series of symposia has changed from time to time, with titles such as Mathematical and Statistical Techniques, Mining and Exploration, and Decision Making being used at various times until in 1972 the name APCOM was coined and the present loga designed by the South African organising committee for the 10th symposium. On the first of October 1991 two significant pieces of legislation came into force. Both of these are relevant to the allocation and use of minerals in New Zealand . They are the Crown Minerals Act 1991 and the Resource Management Act 1991.   The full legal implications of these is not fully known because the Planning Tribunal and the superior courts have not as yet had to deal with them in any detail. However, the thrust of the legislation is clear and it is appropriate to give an overview of how the statutes will operate in tandem if you are seeking to pursue or oppose any prospect, exploration or mining of Crown Minerals in New Zealand.

"World-class mine projects are increasingly failing to become world-class mines. Non-technical, socio-political and environmental problems seem, in part, to be the cause. However, the intangible and qualitative nature of these problems means overcoming them will require a greater systemic understanding of how the various technical and non-technical factors interact. This is particularly important as the concept of sustainable development has changed the industry paradigm sufficiently that it is no longer clear what world-class means. Finally, this better systemic understanding of mine projects needs communicating back to the exploration sector to improve exploration targeting.However, a disconnect between the exploration and mining sectors and between geologists and mining’s other professional disciplines means this is currently not possible. The use of economic evaluation techniques to assess the risk and value presented by the various technical and non-technical factors can assist with this by giving the varied professions a common language and including inputs from all disciplines. This paper therefore suggests a theoretical framework for analysing the various technical and non-technical factors, particularly the most challenging intangible and qualitative ones, and incorporating them into the typical economic evaluation techniques used in the mining industry.Understanding the risk and value relating to both technical and non-technical risks, however, places a greater emphasis on mining geologists to be conversant with a wide range of disciplines. Mining geologists will have to develop three types of knowledge:focusedinter-disciplinarybroad. In addition, they will have to become systemic thinkers to connect these types of knowledge. This multidisciplinary approach will require the use of fundamental critical thinking skills, common sense, intuition, experience and quantitative modelling techniques, dependent on the situation. This paper summarises the lessons learned during a recent carbon reactivation kiln upgrade project at the Sukari Gold Mine in Egypt. The kiln is being replaced to ensure that the plant achieves full value from the current throughput expansion from 5 to 10 Mt/a.The suitability of the original engineering design criteria for kiln selection and the adequacy of the original kiln are reviewed in the light of the carbon chemistry, operating experience and a site inspection of the kiln. Particular aspects of the reactivation facility are discussed including: predrying, preheating, feeding, gas seals, kiln heat transfer, steam injection, counter-current sweep gas flow, carbon cooling, fines minimisation and removal.Design criteria for a carbon predryer, reactivation kiln and cooler combination for carbon heavily fouled by high molecular weight frothers and collectors are discussed and the abridged Ausenco datasheet for the combination is presented.Responses to a request for a budget price sent to most of the worldÆs suppliers of carbon regeneration kilns are summarised.CITATION:Claflin, J K, La Brooy, S R J and Preedy, D, 2013. One of the important directions of further increase of quality and efficiency of control of mining companies and branches is the creation of the operation and development monitoring systems of such facilities. The main purpose of these systems is to provide managers with reliable and timely information on the current state and typical tendencies of operation of the facilities under control. However until the present time no scientific and methodical ground for system monitoring of the mining companies and branches has been created. Therefore, the authors of the report have aimed to assess the current situation with regard to the researches in this field and to do analysis of the most important aspects and ways of solution of the issue under consideration.

"Various approaches are used in the industry for establishing procedures (sample mass estimation and method of subsampling) for sampling and analysis of gold ores. The key factors that determine the accuracy of the results that can be expected for a given set of procedures are widely misunderstood.Recent developments in sampling theory show that the estimation of the accuracy that can be expected for a given gold ore as a function of sample mass is actually a simple matter. For a given sample mass, the accuracy that will be achieved depends only on the grade of the ore and the range of masses of the grains of the gold in the ore. This, of course, demands that a reasonable estimate of the distribution or spread of gold grain masses in the ore be known. But this is something that should be known if the gold is to be efficiently recovered in the processing plant.This paper provides a simple explanation of the real facts about sampling of gold, either in the field or in the plant, and provides results for a number of cases of combinations of fine and coarse gold in an ore. Didipio gold-copper mine operation is situated in the island of Luzon, approximately 270 km north of Manila in the Philippines, in an area of high seasonal rainfall. The hydrogeological water flow model implied that there would be high connectivity between regional structures and underground operations. This model predicted that underground mine groundwater inflows were expected to quickly rise as the decline progressed to a peak of 510 L/s. Designing a capital pump station to deal with 510 L/s has its own challenges, however developing the decline down to the required level, always dealing with 300 L/s of water and constructing the pump station is extremely challenging and required a robust water management plan and mine design. When dealing with expected high volumes of water, underground mine design and scheduling plays a key role in protecting electrical infrastructure, equipment, secondary pumps, and the decline from flooding. A good drainage system and controlled dewatering plan is essential for safety and progress. This paper details the dewatering techniques and mine designs required to accomplish decline development with high water inflows as used in the Didipio project. It will describe the learnings and outcomes that are achievable with a flexible design, as new structures are mapped, and water intersections are increased. It also highlights the potential for adaptability in mine planning to provide evolving improvements or to evade problems that are expected from the constant reconciliation of data recorded during development.

The outstanding environmental management initiatives undertaken by Novacoal at its Western Main Site near Lithgow in New South Wales over the past five years are detailed in this paper. These initiatives have been based on a combination of proven and innovative investigation and implementation techniques, close consultation with regulatory authorities and full support by colliery management. The results of these initiatives have enabled the colliery to exceed its pollution control obligations from a base well below industry standards. The initial poor condition of the mine was the result of over 50 years of traditional mining which paid little regard to environmental management. The transformation of the colliery within such a short period, with limited capital, is considered a model for the N.S.W. coal industry.

The environmental impact of mining and evolving environmentallegislation has received increased attention worldwide in the last two decades (Bradfield, Shultz and Stone, 1996). The potential impacts associated with unstable spoil dumps from mine operations is the focus of concern both by the mining industry, environmental regulatory agencies and members of the public. Engineered slopes of mine spoils may be stable at the end of construction, but they can deteriorate over time. There is thus the need to increase the base of knowledge on the existing practices of spoil dump design and rehabilitation. Efficient engineering design and systematic economic evaluation of spoil dump reshaping techniques for mine rehabilitation assists in maintaining the expected standards of environmental compliance. As part of the overall approach for effective engineering design ofspoil dumps, a comprehensive, computational and efficient tool isrequired for assessing the economics and productivity of existing spoil dump reshaping practices for efficient mine rehabilitation. Such a design tool is useful in linking current spoil dump environmental management practices with engineering design planning and economic impact evaluation. This paper identifies the processes for the economic impact evaluation for existing spoil dump reshaping practices and proposed final site dump designs. Selection of an efficient spoil dump design at optimum costs will ensure operational efficiency. A case study is presented identifying economic impact evaluation in earthmoving equipment selection and the costs involved for the reshaping of spoil dumps to that of varying final site designs.

Low sulfidation epithermal deposits are important sources of gold and silver, and are considered the extinct analogues of modern geothermal systems. The aerial extents of alteration halos that surround twenty-two epithermal deposits range from 4 to 315 km2, with many less than 60 km2. Deposits with alteration halos <30 km2 typically have well defined limits, whereas deposits with alteration exceeding 30 km2 are commonly complicated by overlapping alteration centres related to adjacent epithermal deposits or other deposit types (i.e. high sulfidation, porphyry). Irrespective of the physical coverage of vein or alteration halos, both large (>60 km2) and small (<20 km2) deposits can contain large amounts of gold and silver. The size ranges for twenty-one analogous liquid-dominated geothermal fields from around the world have a restricted size range of 5 to 60 km2 and irrespective of physical size, commonly have multiple zones of focused fluid upflow. From an exploration perspective the comparison between epithermal deposits and geothermal fields provide the following four important points. 1) Alteration halos surrounding epithermal deposits as well as those for analogous geothermal systems show a range of sizes, although most are less than 60 km2. Therefore, where alteration exceeds 60 km2 multiple vein systems related to several paleogeothermal systems are predicted. 2) Multiple upflow zones are common in geothermal fields of all sizes (5 to 60 km2) and although difficult to demonstrate in epithermal deposits there is a strong possibility of discovering several discrete adjacent mineralised centres. 3) The orientation of veins parallels the principle orientation of the surrounding alteration and where alteration is wider than the vein strike length, this could suggest the occurrence of adjacent veins. 4) The physical size of both veins and alteration zones is not important in relation to amount of contained gold, as both large and small can contain large amounts of gold. These conclusions provide insight into the physical size limits and hydrologic structure of these paleogeothermal systems and highlight the potential for multiple mineralisation centres within a single alteration halo.

The role of a project metallurgist is diverse and covers input into the resource definition, mining studies, metallurgical test program development, process engineering and plant design, cost estimate preparation and financial analysis aspects of project feasibility studies. Mining project schedule and cost overruns can often be attributed to cutting short metallurgical test work, engineering and cost estimating leading up to commitment to development. In a significant number of cases this may result from the lack of understanding and commitment by the project proponent to the requisite metallurgical and processing studies required during the various pre-commitment stages of a mining project. Metallurgical test work, process development, engineering and cost estimating requirements for each stage of pre-commitment development are described together with a summary of the ongoing role of the project metallurgist during detailed engineering and commissioning of a process plant.

For resources projects with healthy net present value (NPV) and low cash flow volatility, conventional discounted cash flow (DCF) analysis will continue to provide the dominant investment decision-making criteria. However, DCF analysis can be biased because it often applies a single risk-adjusted discount rate (RADR) to compare the value of projects with different risk characteristics. Many of the difficulties with DCF modelling arise from analystsÆ inability to determine appropriate risk discounts and to estimate expected spot prices inputs for the commodities produced over the life of the project. Modern asset pricing (MAP) is a very valuable complement to DCF analysis in addressing some of these issues. Most papers dealing with MAP, however, while academically rigorous, tend not to be explicit in terms of practical application of this methodology in routine project evaluation. This paper has the objective of reviewing the MAP methodology and of demystifying its complexity, by providing a simple but realistic step-by-step evaluation of a mining project, comparing its DCF and MAP NPV values. The paper concludes that MAP provides a minimum, risk-adjusted æfloorÆ value, thus representing a valuable complement to any DCF valuation.

"Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. Telfer Gold Mine combines a world-class gold and copper resource and longevity of operation as a major gold and copper producer. Telfer Gold Mine has undergone a series of transformations since mining commenced as a high-grade narrow-vein oxide open pit operation in 1977. In 1986, the open pit operation converted from a narrow-vein, high-grade operation, to a low-grade high-volume oxide mining operation utilising dump leach processing technology. Mechanised underground mining of the high-grade narrow-veins commenced in 1990. Total recovered gold production between 1977 to 1999 has totalled 5.7 million ounces. The Telfer Extension Project consists of two pre-feasibility studies, the Surface Extension Project (SEP) and the I-Series Project (ISP). The combined studies represent one of the more significant resource evaluations undertaken in the gold industry in recent times. Geological activities for the SEP pre-feasibility study have included the drill definition of a large low-grade resource within an area of 25 km2 . The surface drilling program has completed 15 000 metres of HQ3 diamond drilling and over 30 000 metres of RC between last quarter of 1998 and late-1999. The ISP pre-feasibility study is currently evaluating the resource potential of both a high-grade low-volume and a lower grade bulk mining scenario, 800 m to 1200 m below the surface of Main Dome. 15 000 metres of underground diamond drilling have been completed between last quarter of 1998 and August 1999 as part of this study. Systems and cultures have been developed to maximise safety, monitor the quality assurance/quality control (QA/QC) on all aspects of the operation, and minimise impact on the environment. All data are stored in database systems, specifically designed for Telfer operations. 3D geostatistical resource estimation using ordinary kriging has been carried out for over 220 geological domains within the 25 km3 of mineralised system. Non-linear geostatistical techniques are being investigated as part of the pre-feasibility study.

Any hypothesis for the origin of the Otago gold-quartz lodes must account for the following observations. 1. Southeast of Glenorchy, where the schists hosting the lodes are comparatively unaffected by Neogene Alpine Fault deformation, the dominant strike of the vein systems is NW-SE, parallel to the axis of greatest post-metamorphic uplift in the Otago Schist belt (Paterson, 1986). 2. The lodes are fault-hosted, with some developed along steep, low-displacement normal faults (eg Barewood, Bendigo, Nenthorn), implying NE-SW extension, and some developed along low-angle thrusts (eg Macraes) implying, in apparent contradiction, NE-SW contraction (Teagle et al, 1990). 3. The mineralising fluid was of metamorphic origin (McKeag and Craw, 1989), but while some of the lodes developed in a mesothermal environment at considerable depth (eg ~10 km for Macraes), others appear to have formed at very shallow depth (eg <1 km for Nenthorn) (Craw and Norris, 1988). 4. The timing of the mineralisation is generally poorly constrained but postdates the main Rangitata schist metamorphism. It probably initiated during early Cretaceous exhumation and unroofing of the schist belt (140 - 120 Ma?) and may have continued well into the Tertiary (Craw, 1989). Estimates for the relative ages of the different lodes are largely speculative but, based on pressure estimates from fluid inclusion studies, Macraes likely represents the deepest and oldest lode system while Nenthorn (just 12 km to the southwest) is perhaps the shallowest and youngest (Craw and Norris, 1988).
