To George Orwell the year of 1984 was the inspiration for a book. To most New Zealanders it was the year that the fourth Labour Government was elected to power. It was also the year that the review of mining legislation commenced. While Orwell's book and the election of Labour are clearly events of some historic note, one could be excused for classifying the review of minerals legislation somewhat differently in terms of its present achievements! Since the review began it has led a tortuous path through a rapidly evolving policy environment to a point three years hence where no major policies have been determined.

The Epithermal and Mesothermal Gold Prospectivity modelling projects carried out by Crown Minerals provided explorers in New Zealand with a new compilation of historical exploration data combined with new geological information from the GNS QMap 1:250,000 scale mapping project. These data were used to produce predictive mineral potential maps for gold mineralisation in New Zealand. The aim of these projects, to stimulate mineral exploration and investment in exploration, has been successful with eight new companies acquiring new tenement positions and committing significant exploration expenditure to exploring in New Zealand in the coming years. The projects were done at a national scale and consequently not all exploration data were compiled into the prospectivity models. Several of the new companies recognised the value of the prospectivity modelling work and committed exploration funds to continue the modelling process. They recognised a need to compile the remaining data and run the models again to allow detailed exploration targeting. Detailed data compilations including digitising historic exploration stream sediment sample, rock chip sample, soil sample and drilling data has been completed. New models have been completed in Otago for mesothermal gold mineralisation and in the Coromandel and Northland for epithermal gold. The new models have been compared with the original regional scale models and used to target prospect scale exploration. This work has allowed exploration models for epithermal and mesothermal mineralisation in New Zealand to be refined. More importantly this work has identified significant areas with potential to host gold mineralisation with little or no systematic geochemical data including soil sampling or drilling. Exploration work programs have been designed to acquire these missing data and exploration funds have now been committed to test the areas highlighted by the prospectivity modelling. In summary, the Epithermal and Mesothermal Gold Prospectivity modelling work has successfully attracted new investment and ideas to the exploration scene in New Zealand. The projects had an estimated cost of NA$250 000 and will in the next two years, just through exploration expenditure, attract more than NZ$10 M in investment. If a mine is discovered the return on investment will be considerably greater.

The ability to design a beneficiation process for a new orebody based on particular feed characteristics is a powerful and practical tool. A new technique has been developed where beneficiation outcomes can be calculated by combining feed size-by-size chemical analysis, mineralogy, liberation and particle characteristics with a series of simple theoretical unit separation models rather than a simple mass balance approach or an exhaustive beneficiation test program. The new technique provides the ability to rapidly identify ore types that have the potential to meet product specifications whilst also rejecting others that will not meet specification even if a perfect separation was achieved. Beyond the broad scale decision making process, practical mineral separation curves from actual plant data can be used to more closely simulate the proposed process. This approach reduces the amount of laboratory and pilot plant work necessary by targeting what process stages will be required, increases early rejection of uneconomic options, identifies problematic ore types or unit operations and is a step towards estimation of final grade and recoveries achievable in potential circuit configurations.

Owing to improvements in computer capacity, it is now possible to undertake fully coupled or partially coupled, three-dimensional (3D) hydromechanical Finite Element (FE) simulation of mines, including explicit representations of large numbers of discontinuities. The analysis requires fewer assumptions than uncoupled analysis or two-dimensional (2D) analysis, but may require a change in how hydrological data is collected. The way hydrological data is incorporated in stability assessment and the approach to uncertainty in hydrological information also requires discussion. The current procedures for this type of analysis are discussed, along with some practical difficulties and teachings from early applications. A work flow for integration of 3D hydromechanical modelling with pit planning and some considerations for the management of uncertain data are also proposed.

The prime objective of geometallurgy is to improve the profitability of mines through the use of spatial models of rock properties that have a significant impact on value. Although a key property is the grade of the component of interest, because it directly influences the revenue from saleable material, increasingly attention is being focused on other attributes. These 'non-grade' variables may have a less direct, but equally profound impact on value, either by reducing potential revenue (eg lowering recovery, deleterious elements, etc) or increasing mining or treatment costs (eg comminution, grindability, throughput, reagent use, etc). Collectively, these variables have been described as 'geometallurgical'. There are three main areas of activity required to realise the value of geometallurgy: 1. acquisition of appropriate data through sampling and measurement, 2. building spatial models of geometallurgical variables, and 3. using these models to optimise value. Each of these is built on the foundation of the preceding step. In building reliable spatial models, it is critical that the amount of error introduced to data by the sampling and measurement processes is understood and quantified, in order that the inherent variability of the component of interest can also be properly understood. Management of the quality of grade variables is now applied (with different levels of diligence and success) across nearly all sectors of the mining industry, not least because of the necessity to adhere to Codes of practice (eg JORC, 2004). The necessity for quality management and at least the broad framework of what to do in practice is reasonably understood by many relevant professionals. There are also a number of tools, including software products, statistical analyses and presentation formats, available for those managing grade data. It is also abundantly clear, that in many cases people have little understanding of why they are doing particular quality control activities, or how to sensibly interpret the results. The same is not true for many geometallurgical variables. In almost all instances the authors have seen, the magnitude of sampling and analytical/measurement error variance embedded in geometallurgical test data is untested and unknown. This is partly because until relatively recently, metallurgical data has mainly been collected for the purpose of process and mill design, with few, expensive tests carried out on 'average' samples of the orebody. Increasingly however, there is a move towards collection of much larger data sets from spatially distributed sampling, and thus a growing necessity to understand the errors inherent in both sampling and analysis of these types of variables, and how to manage them. In order to understand how the quality management practices applied to grade variables can be extended to geometallurgical variables, it is essential to understand the theoretical foundation that supports these practices. This requires an analysis of the concepts that underpin the 'principles of additivity' (Matheron, 1963), the 'theory of sampling' (Gy, 1982, Pitard, 1993), and 'statistical process control' (Shewhart, 1930). Relevant concepts are then integrated to form a foundation to develop methods to improve the quality management of geometallurgical variables. Application of this framework will significantly increase the integrity of geometallurgical data, the reliability of geometallurgical models and ultimately the value derived from implementing geometallurgy. The cohesive zone in the blast furnace is largely affected by the softening and melting behaviour of ferrous burden because of its vital role in the blast furnace process. The Visual High Temperature Methodology (VHTM) has been given to study the softening and melting behaviour of sinter, two kinds of lump ores and acid pellet intuitively. Before softening, both two kinds of lump ore swelled and more serious for lump ore B because of its denser structure than lump ore A. The softening and melting temperature intervals are different from one another and this phenomenon contributed to the gas permeability of ore layer in the cohesive zone since the ‘ore window’ has formed. Besides, the softening and melting behaviour of mixed burdens have been studied, where it has been found that the softening and melting characteristics of mixed burden A (consisting of sinter and lump ore A) is better than mixed burden B (consisting of sinter and lump ore B) and mixed burden C (consisting of sinter and acid pellet) despite the poorest characteristics of lump ore A. The reason is that the high temperature interactivity between lump ore A and sinter is much better than lump ore B and acid pellet. The high temperature interactivity is mainly influenced by the chemical compositions, porosity and contact condition. On a worldwide basis trackbound transportation is on the decline. As mining operations progress from open cast operations to underground operations, most utilise mechanised equipment. However, in South Africa hard rock mines, only a small percentage (¦10 per cent) of the production can be generated by mechanised methods and therefore trackbound mining methods will remain the dominant means to transport ore. In the Australian context there may be occasions where the nature of the orebody would dictate the use of rail transportation with the ore being transported from drawpoints by means of locomotives and hoppers. This paper focuses on horizontal rail haulage systems from the stope loading boxes to the shaft station area and will be largely based on South African experience. It is intended that this document will provide a practical guideline for mine designers and planners during the design process. The paper looks at trackbound transport systems and evaluates such items as construction and management of an underground rail haulage system. Current transportation systems for personnel, material and rock transportation are evaluated, gaps in technology highlighted, and recommendations made.

The process of longwall coal extraction coal causes fractures in the overlying and underlying strata and these fractures become pathways for gas released from adjacent coal seams to flow into the mine workings and contaminate the ventilation air. If the rate of gas emission exceeds the diluting capacity of the ventilation air, the gas concentration will increase and exceed the statutory limit resulting in production delays.All potential gas sources within the planned mining area, including coal seams located above and below the working seam, should be identified and sufficient gas data collected and used to determine the specific gas emission from each gas source. Gas reservoir and emission modelling is recommended to determine specific gas emission and changes in gas emission from individual sources over the planned mining area. Accurate gas reservoir and emission modelling provides the information required to accurately design gas drainage programs to effectively manage gas emissions and minimise the risk of ‘gas-outs’.Given the increasing occurrence of incidents of gas concentration in ventilation air exceeding the 2.0 per cent statutory limit and changes to mine plans to avoid ‘difficult-to-drain’ areas, it is apparent that many operations are not effectively utilising gas reservoir and emission modelling to identify high gas emission areas and are not completing sufficient gas drainage in advance of planned mining.The process of gas reservoir and emission modelling to support gas drainage design to control tailgate gas concentration and fugitive emissions is presented and discussed.CITATION:Black, D J, 2017. The lignite resource in the southern part of the South Island is New ZealandÆs largest source of indigenous primary energy. The ten deposits evaluated by the Liquid Fuels Trust Board (LFTB) have a total recoverable reserve of 6.2 billion tones equivalent to 74 000 PJ of energy or 20 times the original energy content of the Maui gas field. Updating the economics of the original LFTB studies indicates that lignite could be mined for between NZ$1.0 and 3.0/GJ. Its conversion to synthesis gas for production of petroleum products, chemical methanol, ammonia/urea fertiliser or electricity would be in the national benefit and likely to be commercially economic at todayÆs product prices.

The purpose of this paper is to provide an illustration of the Resource Management Act processes at their best. Many of you will be aware of the Martha Mine situated in the middle of Waihi Township in Hauraki District. Underground mining ceased on Martha Hill in the 1950s. A new mining licence was issued in the late 1980s and since that date open cast mining has continued at the site. The Hauraki District Council notified its proposed plan in October 1994. Prior to that date numerous discussion papers and draft sections of the plan had been disseminated in the community. Considerable consultation was undertaken with all interest groups. As an indication of the success of that consultation process only 17 references to the Environment Court were lodged following the making of decisions on submissions and further submissions. Those references, which included a number from the Minerals Industry, were all resolved by consent. Out of the reference and consent order process EMMA (Extended Martha Mineral Area) was born.

Column Bioleaching of a Low-Grade Nickel-Bearing Sulfide Ore Yellow Mountain Deposit belonging to GobiMin Inc is located in the Chinese Tianshan and Altay orogenic belts, Hami, Xinjiang Province, NW China. Indicated Mineral Resources of its reserve are estimated at 12 million tonnes averaging 0.40 per cent nickel. Mineralogical examination and chemical analysis indicated that the Yellow Mountain ore is a type of high Fe, low Mg and low Ni sulfide ore: the main sulfide minerals are ~8.0 per cent pyrrhotite (Fe1-xS), ~1.0 per cent pentlandite ((Fe, Ni)9S8), ~0.6 per cent chalcopyrite (CuFeS2), ~0.5 per cent pyrite (FeS2), and ~0.2 per cent violarite((Fe, Ni)3S4); the main gangue minerals are ~48 per cent olivine, ~28 per cent antigorite, ~3 per cent chlorite, ~2 per cent talc, ~2 per cent tremolite, and~1.5 per cent magnetite; the chemical analysis of the ore sample are Ni 0.40 per cent, Co 0.016 per cent, Cu 0.24 per cent, Fe 12.4 per cent, S 5.6 per cent, MgO 9.6 per cent, CaO 1.80 per cent, SiO2 48.5 per cent and Al2O3 10.3 per cent. Preliminary results of the shake flask test showed that pyrrhotite is easily leached and the high concentration of ferric iron would hamper the growth of bacteria which will bring a negative impact on the bioleaching conversely. This work aims to set up a method to prevent the negative impact of the ferric ion on the bioleaching of the ore. Two method were combined to prevent the negative impact of the ferric ion, they are adaptation of the mixed bacteria to iron ion and bleeding the off-solution periodically to control the levels of iron ion (depending on the tolerance of the microorganisms to the ferric ion) in the leaching solution. Using a mixed mesophiles composed of Acidithiobacillus ferrooxidans, Acidithiobacillus thiooxidans and Leptospirillum ferrooxidans under room temperature, a nickel recovery of 93 per cent and a cobalt recovery of 85 per cent were achieved in 280 days column bioleaching process with an average nickel concentration in the leaching solution of 2.6 g/L. The results showed that the negative effect of the ferric ion can be successfully controlled and the nickel can be bioleached successfully from theYellow Mountain ore.

An understanding of the way that solutes are transported in mining or natural environments is essential to the development of sound strategies for managing waste disposal. Research on miscible pollutant movement in unsaturated porous media is carried out both experimentally and numerically. Results of numerical modelling are obtained by solving the groundwater flow equation and the solute transport equation. The finite element method is employed and comparisons between simulation results and experimental data are found in remarkable agreement.

An Innovative Process for Comprehensive Utilisation of Clay-Vanadium Ores By adopting conventional processing technologies such as flotation, gravity concentration, and magnetic separation, it is difficult to enrich vanadium mineral effectively. At present, vanadium extraction process usually has not the mineral processing enrichment procedure, but rather uses direct hydrometallurgical process: roasting - leaching - precipitating vanadium for obtaining high quality V2O5 product. But it results in problems, for instance, high consume of auxiliary materials like acid and alkali, serious pollution and high cost of vanadium extraction. In the project study on the ore of a certain clay vanadium mineral, by adopting the test process: scrubbing raw ore with reagents added in - dispersing and segregating with reagents - grading enrichment, vanadium concentrate product with higher grade was made by virtue of reagent's selective inhibiting, and the purpose of upgrading the raw material used for vanadium extraction with hydrometallurgical process is achieved. The process technology obtained from project study features simple process structure, low equipment investment, low cost of mineral processing and pollution-free to environment. It provides high efficient and practical technology for the comprehensive utilisation of clay vanadium mineral, and has a prominent prospect for its popularisation and application.

Though many mining and mineral processing companies have embraced the principles of sustainable development (SD), there is still a significant challenge of applying these in a practical sense, either in plant design or as part of day-to-day operations. The high-level nature of sustainability concepts often do not translate easily into workable activities or business case evaluations. This makes it difficult for engineers and company decision makers to understand whether their actions are making a contribution to sustainable development and a long-term business case. While several organisations have their own SD tools that can, to a degree, help identify these opportunities, they are largely ad-hoc and lack the necessary thoroughness to defensibly value these opportunities. Recognising these serious shortcomings, the Cooperative Research Centre for Sustainable Resource Processing (CSRP) has undertaken the development and trial applications of SUSOP« (SUStainable OPerations), a new concept that is somewhat analogous to HAZOP and the wider risk and safety frameworks used in projects today. The key goal of the SUSOP« research project is to produce a holistic, systematic and rigorous framework for project development, capturing, recording and evaluating SD opportunities and constraints against a chosen sustainability structure (eg Five Capitals). SUSOP« is being developed through an iterative process with input from research institutions and engineering companies. This integrated approach ensures that SUSOP«, in its final form, will have the academic rigour and industry realism required to assist the resource sector contribute to societal sustainability by embedding the concepts and processes into the design and operation of their assets in a meaningful and practical manner. SUSOP« has created much traction with both engineering companies and mining and minerals operators. This conference paper presents an overview of the SUSOP« framework and its current suite of processes as well as highlighting, through practical case studies, its capability to incorporate SD considerations at different phases of an engineering project's development.

Prefeasibility planning and cost estimation of conveyor systems has historically been undertaken by comparing fixed plant transport requirements to that of similar systems in service. This paper describes the development of a prefeasibility conveyor technical design and cost estimation application using Microsoft Excel Visual Basic for Applications (VBA) platform. The application tool known as D-Convey (Dachshund Convey) was developed with the goal enabling the end user:- to develop a technical model for conceptualised conveyor systems,- to perform economic analysis on the developed technical model, and - to conduct a comparative and risk analysis.An Excel VBA based platform was utilised to draw upon both the analytical and graphical capabilities of a spreadsheet. Some of the features of D-Convey system include a revolutionary dynamic graphical help system, known as the 'information pane' in lieu of traditional help files as well as the use of familiar graphical user interface elements such as the MS Office 2007 task ribbon. The D-Convey system incorporates material database allowing for mass handling prefeasibility estimation in other industries; it has been validated at a local quarry.
