In discussing the taxation of mining enterprises, it is desirable to place limits of both time and space on the field of discussion. For our present purposes it seems best to limit consideration to taxation of mining enterprises in the United States, and to further limit the subject to taxation under approximately current conditions. Even with such limitations the field is large enough, since in this country we have, in most regions, a number of taxing powers; so that state, county and village tax systems must ordinarily be considered, in addition to our national or federal taxes. Nor is it possible, in discussing United States mineral taxes of today, altogether to pass by similar taxation in earlier periods, or related systems in other countries. It is perhaps hardly necessary to remind you, at the outset, that each age in the history of the world displays its own system of public revenues, and that the taxation systems of today are everywhere different from those of older times. Theories as to taxation have varied according to the economic basis of the society in which they were formulated, and our ideas as to justice in taxation fluctuate with changes in social conditions. The word taxation is used in a fairly definite sense today, but you have only to glance into the history of taxation to find that the paragenesis of ore deposits is a fairly simple subject as compared to the paragenesis of taxation systems.

During 1967, the Metropolitan Sanitary District of Greater Chicago adopted a policy of land application as a method of using the solids produced in the wastewater treatment process. Research by the Agronomy Department of the University of Illinois, several demonstrations on farm land, reclamation of acid strip-mine spoils, fertilizing a land fill, and reclamation of an alkaline sand waste pit showed the value of using wastewater solids to reclaim marginal and submarginal lands. To launch the Solids-On-Land Program, 10,000 acres of land in Fulton County, Ill., was purchased, part of it previously strip-mined for coal. The Sanitary District initiated a water monitoring program, constructed holding basins, leveled the land, awarded a liquid fertilizer transportation contract, installed a distribution end application system, and began application and crop production. During 1972, the Sanitary District completed the first year of application and harvested the first corn crop. The corn yielded 60 bu per acre while the previous year in a demonstration field it yielded 56 and 13 bu per acre, respectively, on treated and untreated strip-mined land.

In addition, your President, accompanied by President Jennings and Secretary Stoughton, in the year 1918, attended meetings of members in Minneapolis and Duluth, Minn., and Houghton, Mich. A dinner and meeting of the members in Pitts-burgh, Pa., was also attended, in company with the Secretary and your President also attended the meeting of Canadian Mining Institute in Montreal, in March, 1919.

DURING the past few years there has been considerable activity in prospecting for oil and gas in several parts of western Washington. From time to time seepages of oil or emanations of gas have been reported from various places. Several companies have been organized for the purpose of drilling, but only a part of these have actually begun operations. In certain localities very small seepages of oil occur, but up to the present time no oil or gas in commercial quantities has been obtained. In order to determine the conditions which may be favorable or unfavorable 'to the occurrence of petroleum it becomes necessary to know the character and extent of the geological formations in which such deposits might occur. In other regions where producing wells have been developed it is possible to know what formations contain the oil mind what structural conditions influence its concentration in reservoirs or zones. It is usually possible to determine those strata which contained the a materials from which the petroleum may have been derived and also the position and distribution of the more porous sandstone belts into which it may have collected. Detailed stratigraphic surveys, may even determine the depth at, which a certain known oil-bearing zone may be tapped at any particular place. It is also possible to recognize those formations which are presumably barren of oil, as well as those which are absolutely so.

At Elkol, Wyo., about 80 miles northeast of Ogden, Utah, the Kemmerer Coal Co. and the Utah Power and Light Co. are involved in a joint venture that will soon see 1 million tons of coal going "out by wire" to Ogden. Kemmerer, owner of a multi-seam strip mine, and the utility, now building a steam power plant adjacent to the mine site, expect to begin initial power generation by February 1963. Although capable of producing only 150,000 kw at that time, this plant is expected to be ultimately enlarged to 500,000-kw capacity which will require about 2 million tons of coal annually. The deposit consists of more than 30 seams of coal, usually varying in thickness from 2 to 40 ft, and separated by beds of sandstones and shales. In certain areas the aggregate thickness of all the coal seams measures 300 ft. The thickest and most spectacular of these seams is the lowest one, referred to as the No. 1 seam, which is 118 ft thick in some places.

THE anthracite industry can be divided into two parts-the underground, or mining, and the outside, or preparation or manufacture. To understand recoveries in the two branches, some of the history of the industry and the changes that have taken place in the past century should be considered. It is a long step from 1807, when 55 tons were produced in the Wyoming field, to 1917, the peak year, when 80,841,223 tons were shipped to market from all the fields. In 1820, the Lehigh Coal Co., the predecessor of the Lehigh Coal & Navigation Co., shipped 365 tons in arks down the canal of the Lehigh Navigation Co. The Schuylkill field was not opened until 1822, when 1480 tons were shipped. The Wyoming field really became a producer in 1829, when 7000 tons were mined and shipped. It is well to note, at this time, the passing of the Coleraine colliery after a life of 88 years; in collieries of this age will be found the. romance of the region, as well as the history of the changes to date.

ALTHOUGH enormous tonnages of sulfide lead and lead-silver ores are treated by flotation, the products of flotation mills treating oxidized ores of lead and silver are almost negligible. However, each year there is a slight tonnage increase, and it is possible, should a sizeable oxidized lead ore tonnage be developed, the field will become an important one. In 1918, the Shattuck-Arizona Copper Co. erected a plant at Warren, Ariz., for the treatment of oxidized gold-silver-lead ores. Glenn L. Allen worked out the metallurgy for this plant, employing tabling, followed by flotation concentration. The Shattuck-Denn Mining Co., successors to the Shattuck-Arizona Co., now employs straight flotation in the same mill, treating about 200 tons daily. In 1922, the San Diego mill of the American Smelting & Refining Co., in the Parral district, Chihuahua, Mexico, started operating a 600-ton mill on a mixed sulfide-oxide gold-silver-lead ore. Tables and flotation are used here, and about 200 tons of oxidized slime treated by flotation. In 1923, the Eureka Holly Mining Co. started operating a 90-ton mill at Eureka, Nev., using tables and flotation, on an oxidized lead-silver ore. In 1924, the American Smelting & Refining Co. started a 250-ton mill in northern Peru, to treat a high grade oxidized gold-silver ore with very low lead values. In 1924, the Grand Central Mining Co. started a 200-ton flotation mill on old oxidized gold-silver-lead tailings at Fairbank, Ariz. In 1926, the Compania International Minera, a subsidiary of the Union Corporation of London, started a 250-ton flotation mill on oxidized lead-silver ores, and during April of this year, the Phelps-Dodge Corp. will probably start a 250-ton mill at Warren, Ariz., on oxidized lead-silver ores, similar to those being treated in the Shattuck-Denn mill.

INTRODUCTION The purposes of this conference are aimed mainly at the treatment of fine or ultra fine particles in terms of beneficiation and chemical processing of minerals. For this reason the discussion on leaching will be confined to processes which treat slurries rather than those which treat a large variety of low and medium grade materials by vat leaching or dump leaching techniques. This eliminates such hydro-metallurgical systems as solution mining from consideration. This discussion will focus predominantly upon the behavior of fine particles as associated with their chemistry in leach reactors. Four major sub-headings may be pointed to as encompassing the major areas in which research and engineering design activity should be directed. These are: 1) generation of fine particles, 2) heterogeneous kinetics of leaching, 3) solution chemistry, 4) engineering design and control of flow reactors. Each of these topics will be addressed briefly in this presentation to illustrate current developments and future needs. GENERATION OF FINE PARTICLES As will be pointed out more quantitatively in the next section the generation of fine particles has great influence upon leaching systems inasmuch as in most cases the rate of leaching is related to the surface area of the particles involved. This is true for acid or base leaching of oxide minerals as well as a large variety of sulfides which have been considered in commercial processes and which have in the case of copper received increased attention during the past decade. Mean particle sizes of slurries vary broadly depending upon the type of grinding equipment being used. It was observed for several bcc metal crystals that the Knoop hardness anisotropy was dependent essentially on the direction of the lung axis of the indentor alone and not on the plane of indentation. The generality of this observation was tested for an fcc md an hcp metal and an ionic crystal. For cubic crystals, this observation was valid; for the hcp structure, however, the planes of indentation did have an effect on the hardness anisotropy, although this was not nearly as significant as the direction of indentation. Because the direction of indentation is the only significant crystal-lographic parameter necessary to describe the hardness anisotropy, it is possible to represent the anisotropy of single crystals on the standard stereographic triangle. THE commonly observed1, 2 periodic variation of indentation hardness with crystallographic direction on the high-symmetry planes of various single crystals has been inadequately related to the physical or mechanical properties of the crystals examined. In fact, the hardness anisotropy curves for the various planes of a particular metal crystal, as is illustrated in Fig. 1, are uncorrelated and appear in the literature3, 4 as unrelated observations. Attempts to correlate hardness anisotropy curves with specific physical properties can be generally divided into either mechanistic or nonmechanistic approaches. A nonmechanistic approach would be to devise a mathematical expression that could describe the various hardness anisotropy curves. Such a relation could then be compared with the known anisotropy of various physical properties to determine which contribute to the observed hardness anisotropy. No such mathematical expression has been found in the literature.

When dealing with acid mine drainage as to treatment levels, costs, and evaluation of abatement schemes, predictions of the quantity and quality of the discharges are needed. An acid mine-drainage model is presented in this paper. In essence, the model is a hybrid of computer programs for stream flow simulation and acid mine drainage. Two major aspects of the model are discussed: mine-water generation and acid-load production. The former is based on hydrologic concepts and the latter on pyrite oxidation kinetics and oxidation product removal. The total model is programmed for the high-speed digital computer. The major inputs are: climatological, basin characteristics, and mine characteristics data. By the use o f the hydrologic model the amount of water that flows through the pyritic system is determined. From this information, acid loads removed by leaching, inundation, and gravity diffusion are then predicted. The outputs from the total model are: average daily mine-water discharge, the associated acid concentration or load, plus the average daily flow in the receiving streams or at basin outlets. The capabilities of the separate models have been tested individually and the joint model has been applied to a small drift mine in southeastern Ohio.

The temperatures of solid-liquid interfaces have been measured during the growth of Sn-Pb alloy crystals which exhibited a cellulur substructure. A simple descriptive theory was used in combination with this data and the other measurable growth variables to predict some features of the solute segregation such as the intercell excess concentration and the depth of cell grooves during freezing. The effective distribution coefficient at the tip of a cell, a, was predicted and experimentally found to vary in the range, 1 >a > k0. At the lower limit, the severe segregation that must arise between dendritic cells was substantiated by various observations such as the existence of a second Phase even for alloys of only 0.2 wt pct Pb. ThE cellular morphology of a solid-liquid interface is known to coincide with the formation of a zone of constitutional supercooling ahead of the interface during growth.' The occurrence of various cell structures, (two-dimensional cells, regular cells, dendritic cells), has been quantitatively investigated,'2,4 but the segregation of solute which arises as a consequence of this mode of growth has only been examined qualitatively. The method described is a modification of Schutzenberger's whereby the solution in titrations and the standards are protected from the atmosphere by a layer of kerosene. Indigo-disulfonate is the indicator and sodium hydrosulfite the standard. The method is rapid and delicate. It has been tried on a variety of mill solutions and mill men have found the method of value. THE important part that dissolved oxygen plays in the cyanide treat-ment of gold and silver ores is commonly recognized by most metallurgists and mill men.. But heretofore there has been no simple method on which the mill man could rely for determining the amount of oxygen in the various mill solutions. A few methods are adaptable to the, laboratory, such as the gasometric1 determination by actually measuring the oxygen. Winkler's2 iodometric method, and Schutzenberger's3 method, which depends on the reducing action of sodium hyposulfite on a blue solution of indigo carmine; but these are not readily adaptable to the needs of the mill man and cannot be applied to cyanide solutions without modification. The gasometric method is the most accurate but it takes too long to complete a determination. White's' method (a colorimetric method that depends on the degree of coloration imparted to a solution of pyrogallic acid in the presence of caustic soda) although much more rapid than any of the methods named, often gives misleading results on account of grading of colors of different solutions, which nearly always contain various kinds of salts. In casting a thermal balance of the heat generated and absorbed in a blast-furnace treating lead-, copper- and similar non-ferrous ores, assumptions have always to be made for the values of the heat of formation of slag. Considering that the larger part of the charge introduced into the furnace comes out in the form of slag, the significance becomes apparent of a lack of heat-values for the singulo-silicate, which is the type of slag commonly made. The aim of the present investigation is to supply these heat-values as far as possible with the apparatus and the time available. The heats of formation of the ferrous and manganous bi-silicates have been determined by Le Chatelier;1 those of some silicates other than iron and manganese by Tschernobaeff;' finally Richards3 gives a figure for a copper blast-furnace slag of known composition. The existing data and those resulting from the present investigation are assembled in Table VI. 11. Materials Used. The materials used in the experiments mere silica, ferrous oxide, and calcium carbonate. Silica.—The silica sold in the market as chemically pure usually contains small amounts of magnesia, lime, and alumina, and is therefore not suited for the work. A successful engineering structural design often depends upon a thorough understanding of the material properties of the structure. It is no exception when designing a supporting system for stable underground openings. For this reason, studies were made in the deep mines of the Coeur d'Alene mining district to obtain engineering properties of rocks and rock masses immediately surrounding underground openings. In this paper, data concerning laboratory tested physical properties of rocks and in-situ deformation behavior of rock masses from the Galena, Lucky Friday, and Silver Summit mines of the district are presented. Interpretations of the data so obtained and suggestions for the use of the results of the investigations as design criteria are also outlined.

IN conjunction with a geological investigation of the silver-bearing veins at Contact Lake, Northwest Territories, Canada, a survey was made with a Geiger-Müller counter of the gamma-ray emissions from the rocks in the vicinity of the mine workings. Discontinuous pitchblende veins have been encountered occasionally in the silver-bearing fissures, and the geophysical survey was undertaken with the hope that abnormally high gamma-ray intensities, if detected, might lead to larger and more continuous pitchblende discoveries. Before the instrument was used at Contact Lake, preliminary tests were made, first with laboratory specimens at Princeton University, and later over known pitchblende deposits at the Eldorado property, LaBine Point, N.W.T. The Geiger-Müller counter, as adapted for field use, is described; the technique of transporting and operating the instrument is outlined; and the general precautions to be observed are discussed. The results obtained at Great Bear Lake show that the instrument is capable of detecting not only a pitchblende ore shoot in a shear zone, but also the mildly radioactive "host rock" at a considerable distance from the ore body. Hence, use of the Geiger-Müller counter is urged, not just for the detailed search for an ore body in a shear zone, but for the detection of possible radioactive "host rocks" in large-scale reconnaissance surveys of unexplored regions made by prospectors and members of federal geological survey parties.

PRACTICAL or applied geophysics-as we designate the border region between physics and geophysics on one hand and practical geology on the other-has as its object the application of physical or geophysical methods of investigation to problems of practical geology. Its field of operation comprises all methods of physical measurement that are used in the problem of determining, from the geophysical influences of the subsoil that can be measured at the surface of the earth, the special characteristics of the association of strata, faults, etc., to detect the presence of deposits and to investigate underground structures. It therefore represents an aid, a physical method of research in practical geology, and is inseparably connected with geological studies; for this reason, it is also called geophysical prospecting. Formerly research methods of practical geology were based on observation exclusively: first, on the observation of the strata and formations at accessible tarts of the surface of the earth, especially in shafts, borings and mines if such were available; then on the observation of the tectonic conditions in so far as these were already known at places directly visible; and finally, by estimation of the importance of formations of the terrane. Later, there were added in special cases, analytical chemical crystallographical, petrographical and similar investigations of rock samples which were taken from the places under consideration. The knowledge thus obtained is of value and is expanded by hypotheses and constructions that are supported by geological theories of origin and by laws of the sequence of formations and rock systems, which are based on long experience.

Metallurgists and engineers have always been interested in the mechanism of high-speed deformation because metals are rapidly deformed in various applica-tions and manufacturing processes. The deformation of metals by impact loads has recently engaged the attention of a number of investigators. Many of their results have not been disclosed but some of the published investigations1-8 have shown that the tensile strength, yield strength and elongation generally increase with increasing strain rate. The investigation reported herein is an attempt to determine the reason for this increase in strength and elongation. found to depend upon the strain rate. In the bars broken at high speeds, the slip bands appear to be more numerous. This might account for the higher strength as well as the greater elongation. Experimental Procedure Single crystals of copper (approximately 99.98 per cent) were made in graphite molds by the conventional method of lowering the mold out of the hot zone of a hydrogen furnace at a rate of one inch per hour. THE pronounced and usually deleterious effects of sulphur on all ferrous metals and the resultant necessity for its control in metallurgical processes have stimulated many investigations of the system iron-sulphur. The data required for thermodynamic study of the behavior of sulphur in molten iron and steel include the activity and free energy of the dissolved sulphur and its heat of solution. Such data are also of theoretical interest since there is all too little information available concerning solutions of nonmetallic solutes in metallic solvents. It was the purpose of this investigation to attack the problem very directly by a study of equilibrium at several temperatures in the reaction H2 (gas) + S = H2S (gas) [1] K1 = PH2S /PH2 as where the sulphur is present in the liquid iron in amounts up to several percent by weight. Such a method of attack is not new since several careful studies have already been reported. It is planned, however, to extend the study to other metallic solvents and particularly to determine the effects of the various alloying elements on the activity of sulphur in liquid iron. This paper presents the results on molten iron-sulphur alloys containing up to 4 pct sulphur in the temperature range 1530°-1730°C. IN this paper it is shown that when the tensile strength of a given steel in various states of heat-treatment is plotted against its elongation, a straight line results. The equation of this straight line can be computed with considerable accuracy from its chemical composition. The appropriate equations are given. The logarithm of the slope of the tensile-strength locus is shown to be proportional to the cumulative effect of the total alloy addition and the position of the line to be directly proportional to the cumulative effect of the alloy content. It is further pointed out that heat-treatment is more effective than composition in determining yield ratio. The latter enters mainly by its effect on hardenability, which is briefly discussed. Reduction of area and Brinell number are given some incidental attention. The data are applicable only to steels that have been normalized and/or quenched. The steels, if normalized, may or may not have been tempered. If quenched they must have been tempered at or above 400°C. (750°F.).

Various studies have estimated that for the next few decades, about half of all new power plants will be nuclear. The other half will be fueled with coal. Pending legislation on air pollution control would require all new coal-fueled power plants to install stack gas scrubbers or other technology to reduce sulfur oxide (SO,) emissions. These regulations would require flue gas desulfurization (FGD) or other technology for SO, reduction even on lower sulfur western coals. Among the options for FGD are single or dual alkali throw away processes using lime or limestone as the major reagent. These processes are currently more economically attractive than recovery processes, such as magnesium oxide and Wellman- Lord, that produce a salable product such as sulfur or sulfuric acid. One of the major problem areas with the throw away processes is disposal of the thrown away solid wastes, primarily calcium sulfite (CaSO3) and calcium sulfate (CaS04). Coal ash also must be disposed of, even if SOx reduction is not required. This paper addresses the alternatives for handling and disposal of throw away lime, limestone, and dual alkali process solid wastes. Advantages, disadvantages, and the economics of various methods are discussed. Both large central station power plants (500-1000 MW capacity) and smaller industrial power plants (up to 100 MW capacity) are considered. High sulfur eastern coals (53% S) and lower sulfur (3 1% S) western coals are considered.
