INTRODUCTION The trend in the coal industry for many years has been to make every- thing "bigger and faster." This also holds true for loading and storage facilities. Where once a 1 million st per yr (910,000 mt/yr) mine was rare, 3-5 million st per yr (2,730,000-4,550,000 mt/yr) mines are not uncommon today in the bituminous industry. This great increase in production, made possible through mechanization, requires greatly improved loading facilities just to get the coal away from the mine. Also, there is a trend to- ward combining production from more than one mine and cleaning it in a single preparation plant. In addition to increased loading capacity, this frequently necessitates raw-coal storage and blending facilities. The development of the unit train with its attendant economics has contributed more than any other factor to the widespread construction of storage and high-speed loading facilities. THE manganese ore deposits of the Gold Coast, British West Africa, occur in very ancient rocks, of both sedimentary and metamorphic types. In. certain respects, they strongly resemble those of India and Brazil, as contrasted with those of Tertiary age in Georgia. Viewed from the present condition of the maganiferous rocks, the oldest deposits are in the sediments. Later than these are the progressively metamorphosed representatives of these sediments; youngest are the products of decay and degradation with the concentration of manganese oxide of both areas. The oldest occurrences are in argillaceous and siliceous phyllites and slates, which show only a moderate amount of metamorphism. They belong to a series which also includes mudstones, sandstones, grits, conglomerates and subordinate limestones, with tuffs and lava-flow's largely of basic types. To this series I have given the name Birrim. Its age is unknown, for no definite fossils have been discovered in it. As the characteristics of these non-fossiliferous strata at many places are the same as those of strata in many parts of the world that are suitable for the preservation of fossils and that contain them, it is assumed that the Gold Coast deposits are pre-Cambrian. These rocks of the Birrim series have normally a northeast-southwest strike and are folded, but not to any very great degree except in certain belts. From the Eastern Province of the Gold Coast they may be traversed across their strike for more than 600 miles to the extreme northwestern corner of the Northern Territories. Thence they probably extend much further into French Territory.

INTRODUCTION The objective of this chapter is to inform the industry, as well as the public, of the challenges in dealing with problems associated with air and water contamination by coal preparation plants. The need for an informed industry is most important. It is hoped that some contribution may be given to a more efficient and economical approach to the problems of plant waste contaminants at individual plants. The problem has many facets, and consideration should be given to specific areas before any significant problems develop at a given plant. It is then possible to have a reasoned approach before the pressures of an emergency environment force hasty and incomplete solutions. It will be necessary to anticipate these problems in the design of new preparation plants, and advance consideration should be given to all problems concerned with contaminants.

THE problem of the equilibrium between iron, carbon, and oxygen was first carefully investigated by E. Baur and A. Glaessner,1 who determined the equilibrium conditions of the two reactions Fe304 + CO ? 3FeO + C02 (1) FeO + CO ? Fe + C02 (2) within the range of temperature of 350 to 900° C. The next series of investigations was made by R. Schenck and his co-workers,2 who sought to check the results of Baur and Glaessner's work within the range of 550° to 700° C. and to elucidate the conditions of formation of iron carbide. The equilibrium conditions at the higher temperatures, however, are generally understood to be much more complicated, owing chiefly to the formation of solid solutions between iron, its oxides, and carbide; nevertheless their determination is of much more practical importance than those at the lower temperatures. It is well known that each of the reactions is reversible; equilibrium is established when the partial pressure of oxygen in the gaseous phase has become equal to the dissociation pressure of magnetic oxide in equation 1 and that of ferrous oxide in equation 2. These equilibria are subsequently designated by "the Fe304-FeO equilibrium" and "the FeO-Fe equilibrium," respectively. As the Fe304-FeO equilibrium has three phases with three components, it must be bivariant. But the reaction involves no pressure change in the gaseous phase, hence the final composition of the latter is practically unaffected by pressure. To know, the equilibrium conditions, the compositions of the gaseous phase at different temperatures must be determined. At the higher temperature, however, iron and its oxides dissolve one another in various proportions forming solid solutions; in many cases the content of oxygen in the solid phase becomes a new independent variable.

THE structure of anodic films formed on aluminum and other metals under varied conditions is not well known despite the wide use of such films both as protective coatings and as the dielectric medium in elec-trolytic condensers. The present work was undertaken as a survey of the possibilities of electron diffraction in the investigation of anodic films, especially in comparing the properties of anodic films formed under dif-ferent sets of conditions and subjected to various subsequent treatments. In addition, an effort has been made to compare surface films formed on aluminum by anodic treatment with surface films formed by heating, immersion in chemicals, etc, The electron diffraction method in many cases has been successfully applied to the study of thin surface films. Its principal advantage is that it can be used without removing the films from the base material upon which they have been formed. The low penetrating power of electrons, in the "reflection" diffraction method which has been used in this work, prevents the appearance of diffraction patterns from substances at depths greater than about 100 Angstrom units (10-6 cm.). Different investigations of the structure of anodic films have shown widely varying results, depending on the methods used in preparing the films. Apparently under some conditions these films are crystalline and under other conditions they are amorphous, and it has been difficult to say which type of structure will be found in any particular case. Schmid and Wassermann's' X-ray diffraction patterns of eloxal? films show two broad, diffuse bands, which these investigators attribute to finely divided cubic y-Al2O3-§ Burgers, Claassen, and Zernicke3 obtained sharp X-ray

THE writer of this article has not attempted to write a technical paper; on the contrary, he has tried to express in "steel-plant English," for steel men, a viewpoint drawn from his practice and experience. It is not his thought that it shall be taken as the "last word" in the making of this class of steel, or that good rimming steel cannot be made by any other practice. The paper was written to serve as the basis of a discussion from which it is hoped much benefit may be derived. The paper deals only with rimming steel made by the open-hearth process, and with the lower carbon steels, such as sheet and tin bar, rivet stock, skelp, etc., although good rimming steel as high as 40 to 50 carbon can be made by having good open slags and giving proper attention to working and tapping temperatures.

THIS paper is written primarily for those who are familiar with the processes mentioned but who desire a further insight into some of the fundamental principles. It does not give a complete description of the various practices employed in the working of aluminum and its alloys, but presents a few illustrations of the essential respects in which aluminum differs from other common metals, and emphasizes the controlling factors of the processes under consideration. HEAT TREATING Certain aluminum alloys are capable of having their mechanical properties greatly altered by a heat-treatment process. The degree of this improvement may be illustrated by the typical properties of duralumin (Table 1). It is essential that the material be in the wrought condition in order to obtain maximum heat-treatment effects.

IN previous discussions on stresses in hoisting ropes, little has "been said concerning the effect of the elasticity of the rope itself on the stresses due to acceleration. Laschinger1 has calculated acceleration stresses. for several cases but he has ignored the elasticity of the rope as a factor, except as it compresses the drum and stretches itself as it winds thereon. He also deals with steam plants and he shows the effect of the "jerky" start of the engine. This effect would actually be reduced by the elasticity of the cable. With the advent of the motor-driven hoist, new conditions have arisen. The jerk mentioned by Laschinger has been eliminated and smoother starting made possible. But the elastic properties of the rope seem to introduce considerable periodic acceleration stresses in the rope. The following discussion of acceleration stresses is based on the assumption of a constant acceleration at the drum. To be exact, the mathematical work is based upon the assumption that the top is moving upward with a constant acceleration, and ignores the fact that the cable is shortening as it winds. However, the effect of the shortening would be inconsiderable during the first part of the acceleration period. Most hoisting engineers make the assumption of constant acceleration at the drum. Under the older method of calculating acceleration stresses, this would be true with a constant torque motor. But if stresses vary, as this paper attempts to show that they do, constant torque would not give constant acceleration, although the velocity-time curves obtained in the full size test herein described showed that they approach rather closely to this condition, at least as nearly as could be measured.

Geophysical methods are playing an ever increasing part in various engineering fields. About ten years ago, geophysical exploration was first applied in civil engineering to the study of foundations and the location of construction materials and water. Its usefulness is now being extended into the field of structural engineering. Almost every structure has to be so designed that it will withstand any force to which it may be subjected. Such forces may result from its own weight, applied loads, pressures of various kinds, including those due to wind and water, ground subsidence and vibrations. The last two, problems involving the nature and dynamic behavior of surface and subsurface formations, are within the scope of geophysical investigations. In the design of any structure, the disposition and dimensions of its members as well as their materials must be so selected that they will withstand any or all of the forces enumerated above. In other words, its "resistance" to such forces must be sufficient, allowing for a definite margin of safety. Often a static treatment of the problem leads to satisfactory results, but the static method entails serious errors when vibrations are involved, as in resonance with an impressed vibration the displacements of a structure or parts thereof may dangerously exceed the allowable values. The principle of "dynamic design"† is, therefore, avoiding or reducing resonance by suitable selection of the natural frequency of a structure, or by the provision of damping. Methods of Investigation Dynamic design of structures is required where ground vibrations occur naturally or are produced artificially. The decision of the Supreme Court -of the United States not to review the findings of the lower courts closes an interesting chapter in the mining litigation that has arisen as a result of the extralateral feature of the mining law. The time seems opportune to record some of the important geological features, and also some of the legal features, of the controversy, in the hope that these will be permanently accessible to members of the mining profession. After many rumors of litigation, the Utah Consolidated Mining Co. sued its neighbor for the ore that had been, it was alleged, wrongfully extracted from its so-called Yampa limestone lode. This ore lay beneath Utah-Apex surface and was claimed by virtue of the extralatera1 rights conferred on the Utah Consolidated Co. through the ownership of certain specific mining claims, one of the principal claims being the Yampa. Previous to bringing suit, the Utah Consolidated Co. had strengthened its position by purchasing the Old Yampa mine and by making an agreement with the Utah Metal & Tunnel Co., which gave it clearer title to the outcrop of the Highland Boy limestone. Access to the workings of the Utah-Apex Co. was secured and reciprocal privileges gave Utah-Apex representatives the right to enter the properties of the Utah Consolidated Co. This resulted in the Utah-Apex immediately bringing countersuit for ore alleged to have been wrongfully extracted from under its surface in the Leadville country, see Fig. 4. Six cases came up for consideration: five related to the original suit and the countersuit, and one related to the Dana extralateral claims of the Utah-Apex Co. Well-known attorneys, geologists, and mining engineers were engaged by both sides, and thousands of feet of development work were done to prove or disprove ideas that would sustain the contentions of the opposing sides. Models of wood, wire, and glass were constructed to present clearly to the court the actual physical relations. These models were also of great value to the attorneys and witnesses in clarifying hazy impres-

Intergranular corrosion in corrosion-resistant chromium-nickel steels has been widely discussed in the last few years. So far as the author knows, nothing has been published which definitely shows that this tendency can be eliminated, although suggestions have been made that a remedy is possible if certain specifications are satisfied. Strauss, Schottky and Hinnüberl suggested an increase in chromium content to an extent that would prevent the impoverishment of chromium on carbide precipitation sufficient to cause impaired corrosion resistance in the matrix. Pilling2 suggested an increase in nickel, so that the stability of the austenite matrix would be increased. Aborn and Bain3 say that "intergranular attack—may be eliminated by preventing carbide precipitation (e. g., by lowering the carbon content or somehow raising its solubility) or by precipitating it permanently under conditions which will not remove chromium from solid solution so drastically at any points." In a later paper Aborn and Bain4 state that many different metallic elements, tungsten, vanadium, copper, aluminum, molybdenum, titanium and zirconium, have been added in small percentages to increase the stability of these alloys, but that it has been reported that according to the copper sulfate test these added elements act only to retard the intergranular corrosion. and that increased nickel and chromium contents have similar effects. Newell5 showed that the lower the quenching temperature before reheating, the less severe was the intergranular attack.

Aspen, the flourishing mountain- and mining-town of Pitkin county, Colorado, is located in the valley of the Roaring Fork, 11 miles above Glenwood springs, where that stream empties its waters into Grand river, a tributary of the Colorado. The Roaring Fork heads on the western slope of the Sawatch range near Grizzly peak, and runs in a general northwesterly direction to its junction with the Grand river. Of its numerous tributaries, Castle creek joins it just below the town of Aspen, the town being built on an extensive flat hounded on the northeast by the Roaring Fork and on the west by Castle creek. The latter heads at the junction of the Sawatch and the Elk mountains and flows northward between the two chains, until it empties into Roaring Fork. Opposite the town of Aspen, Hunter creek, coming westward from the western slope of Mount Massive, joins the Roaring Fork. About a mile north of Aspen, the bed of Hunter creek is at least 300 feet higher than that of the Roaring Fork at Aspen. Hunter creek forms thus, at its mouth, one of the best water-powers in Colorado. A portion of it is now utilized for electric lighting in Aspen, while in the near future, the whole of this magnificent natural power will be applied, through electric transmission, for hoisting, pumping and ventilating at different mines of the district. The mountain opposite the town of Aspen, on the east side of Hunter creek (which near its mouth flows southerly), is called Smuggler mountain, from the famous mine at the foot of it. On the other, or western, side of Hunter's creek (see map, Fig. I), a higher mountain rises, on the slope of which the regular dip of the Triassie or Upper Carboniferous red sandstone strata, alternating with white layers of the same rock, can be clearly seen from town. IT has long been known that the outside skin of tool steel frequently exhibits properties widely different from the interior of the mass. Within the last few years it has been generally recognized that many of these properties were clue to surface decarbonization. The origin and effects of this altering of the composition have been but little studied. C. M. Johnson' arrives at the conclusion that, in annealing, "the most active agent in surface decarbonization is the rust or scale (present on the surface), which is actually reduced to metal at the expense of the carbon in the steel to which it adheres." W. H. Hatfield in his admirable paper, The Chemical Physics Involved in the Decarburization of Iron-Carbon Alloys,' has given us the most tenable theory of the removal of carbon from iron. While Mr. Hatfield's work has been principally clone in connection with the annealing of white cast iron to produce malleable castings, it is frequently applicable to the decarbonization of tool steel. The following equations which he proposed have been fully borne out by the author's experiments: 2Fe3C + 2CO2 = 3Fe2 + 4C0 2C0 + 02 = 2C02 Continuous 2C02 + 2Fe3C = 3Fe2 + 4C0 It is the purpose of the author to show, in a quantitative manner, the effect of various treatments in eliminating the carbon in tool steel. Some of the phenomena of the decarbonized surface will also be described, as well as the practical problems they present to. the manufacturer and user of tool-steel products.

The regular, bottom-blown Bessemer converter of the present day is a modification of previous forms, and most of the latest proposed modifications of it are merely returns to former types which Ressemer discarded. That he tried almost every conceivable method of blowing iron, with tuyeres at almost every possible position or angle, is well known; and it is to be supposed that he was familiar with the advantages of each type, since he finally settled on that form which has not been improved upon hitherto, for the purposes for which converters will generally be used. Modifications have been tried along two lines: In the arrangement of tuyeres, and in the manner of carrying out the process with tuyeres still blowing vertically upward through the bath. While they have all failed in general competition with the regular modern type of vessel, some of them have found special fields in which they have held their own. The most notable example is in the steel-casting industry, and especially in that part of it concerned with the manufacture of castings which require very hot or very fluid metal, or supply a demand of constantly varying physical or chemical requirements. In this industry the small converters occupy a field between that of the crucible-process and that of the open-hearth process, arid have won a place for themselves in France, England, America, Russia and other countries, which they bid fair to retain until either a new method is discovered of producing cheaply very hot, fluid steel, or the open-hearth process is so improved that very hot steel may be made with it at lower cost of repairs to lining arid roof.

The purpose of this paper is to report evidence, regarding metal structures, that is contradictory to the amorphous-metal hypothesis of Beilby, and particularly evidence that is opposed to the proposition that a vitreous amorphous layer is produced by polishing a piece of metal. According to the theory of Beilby, which has been developed by Rosenhain and others, polishing a piece of metal greatly affects the condition of the metal at or near the surface polished, making that surface entirely different in character from the metal beneath. A vitreous amorphous surface film is said to be formed. The polishing process, on the basis of Beilby's explanation, is well known and does not require discussion here, but it is advisable to seek the precise meaning of the term "amorphous." According to Beilby, "amorphous means non-crystalline in the most intimate sense of the word; the molecules arc not marshalled in crystalline order and orientation." According to Rosenhain, the amorphous condition is that assumed by a metal when the crystalline arrangement is completely broken up so that the atoms exist in a state of disorderly arrangement similar to that which exists in the liquid state. Thus, from the point of view of the phase rule, the "amorphous phase" is regarded as being identical with the liquid phase. Amorphous metal is often likened to an undercooled liquid. A crystalline substance is one in which the atoms are arranged in space according to some definite repeating geometrical pattern. The existence of amorphous metal has not been definitely proved. The evidence offered here that amorphous metal probably does not exist is of a direct nature and is afforded by x-ray diffraction effects given by a number of metals and alloys when polished, cold-worked, and annealed. Considerable of the experimental work was carried out with substantially pure aluminum and the aluminum alloy duralumin, but many of the observations made on these materials were checked by similar observations on copper, iron, tin, zinc, lead, mild steels, and

The Bulletin of the Institute for March, 1911, is chiefly devoted to papers upon the iron ores of northeastern Cuba. At that time information about the new developments in the peculiar brown hematites of the region was becoming widely circulated and interest was especially keen. For some years exploration had been conducted with pits and trenches and so great an area had been shown to contain ore in the Mayari, Moa, and Cubitas or San Felipe districts, that the reserves conveniently situated for the consumption of American furnaces were estimated as quite two billions of tons. BASIC open-hearth slags have no obviously unique features when compared with slags from other metallurgical operations. Open-hearth slags form and exist at temperatures ranging from 2500 to 3100 F (1370 to 1700 C). In the course of an open-hearth heat, the liquid slag changes slowly and continuously in chemical analysis-the changes reflecting changes in temperature, changes in metal analysis, solution of charged materials, solution of feed additions, and solution of refractories. Through- out the process, the slag performs specific primary functions that are responsible for a large measure of the technical and economic importance of basic open-hearth steelmaking. It is intended in this chapter to present the chemical reactions by which the primary functions of basic open-hearth slags are carried out, to describe the physical and chemical principles governing the extent to which these reactions proceed and can be regulated, and finally to indicate the limitations imposed on other features of the process by the fulfillment of the primary functions. Basic open-hearth slags perform three primary functions. First and foremost, the slag provides a means of removing phosphorus from the liquid metal. The ability to remove phosphorus is largely responsible for the widespread use of the basic open- hearth process. Second, the slag serves as a controlling factor in transferring the oxygen required for the other oxidizing reactions. Third, the slag provides a means of eliminating some sulfur from the open-hearth bath. While the extent of sulfur removal is not comparable to that of phosphorus, the ability to remove some sulfur contributes much to the value of the process. The effectiveness with which the slag fulfills its functions varies with temperature and composition. Since operating temperatures are fixed largely by the specified nature of the product and the equipment, the speed and extent to which the functions of the slag are carried out depend largely on its composition. Minerals long have been important commodities in international trade. As an inevitable result, the governments of the world have employed a wide variety of programs that affect the flow of trade. Roughly speaking, we may distinguish between the desire of more developed countries (MDCs) like the United States, western Europe, and Japan to control imports of minerals and the concern of less developed countries (LDCs), like India, about exploiting and exporting their minerals. The terminology used to describe different countries and the classification of specific countries into groups is unsettled and often changing. The poorest countries have been characterized as backward, undeveloped, underdeveloped, and developing. The problem seems to be in selecting a term that is both accurate and polite. Less developed seems, for reasons outlined by Hagen [pp. 51-57], the most convenient term. The borderline between an LDC and an MDC is always open to dispute. Objective measures are difficult to develop because of deficiencies in basic data, and enormous conceptual problems arise in making valid comparisons from even good data [see Hagen, pp. 7-28]. Thus, policies of the MDCs can be evaluated chiefly by using a few basic arguments for protectionist attitudes towards international trade. In dealing with the LDCs, a more far-ranging evaluation that covers general economic policy goals, the role of foreign investment, and the indirect effects of trade is required. This duality breaks down when trying to deal with the depressed areas in an MDC; here the issues are more akin to those associated with problems in an LDC. Similarly, variants of arguments used in LDCs appear in debates about foreign investments in MDCs. The whole discussion of minerals in LDCs, moreover, has obvious implications for MDCs like Canada and Australia. They, too, must face problems about the best utilization of their resources.
