ALMOST as many attended the annual dinner this year as last, when the presence of Mr. Hoover was such an attraction that almost two-thirds more than had ever attended before were present. Only by putting the late comers at tables in the balcony could everybody be accommodated. Past President De-Golyer was the toastmaster and in opening the post-prandial exercises referred to the regrettable fact that this was the last of the long series of dinners which have been held at the Waldorf, as the hotel will be torn down to give way to an office building before another year. To the delight of the gathering "Oscar" appeared and, in a delightfully brief but characteristic speech, referred to the long association that had existed and hinted that a new Waldorf-Astoria may arise, where the Institute could continue to gather annually in an enlarged replica of the room they had met in so long. Before taking up the presentation of the medals, Mr. DeGolyer referred to the Institute's "Legion of Honor," the 34 men who have been members continuously for over fifty years. For various reasons only five of them, W. S. Ayres, F. G. Corning, Henry D. Hibbard, A. F. Schneider and Arthur Thacher, could be present. They were all seated at the speaker's table, and W. S. Ayres, 56 years a member, as the dean of the group, was called on to respond for them all. He said: "The introduction I have just received would indicate that this particular group of men to which I belong is considered by the chairman to be a group of real antiques. Possibly you are questioning the accuracy of his judgment. I hope you are, although there may be some first-sight evidences tending to substantiate the view held by the chairman.

RECENT years have seen important practical advances in the construction of recording instruments for use with thermocouples. The difficulties of the problem will be appreciated when it is remembered that a 10° F. change in temperature of a base-metal couple at 1500° means a change in the electromotive force of about 0.00035 volt. In a circuit having a resistance of 350 ohms, this means a change in the current of 0.00000,1 amp.; and despite this requirement of great sensitivity the instruments must be sufficiently robust to withstand the rough usage which is so often their lot. Two methods are in common use for the measurement of the electromotive force produced by a thermocouple: 1. The milliammeter method, in which the current produced by the thermocouple in a circuit of known resistance is measured and from. this the electromotive force is deduced by Ohm's law. 2. The potentiometer method in which a known potential difference is opposed to the thermocouple electromotive force. The use of thermocouple and milliammeter for measuring temperature introduces some possible sources of error, for the reading depends on a number of factors, including the following: (1) Electromotive force set up at the hot junction, (2) electromotive force set up at the cold junction, (3) resistance of the circuit including thermocouple, lead wires, and meter, (4) field strength of magnets, (5) strength of controlling springs in meter, (6) friction at pivots, of pointer on paper, etc. It is obviously necessary to so design and maintain the installation that the reading is independent of all the factors except the first. The electromotive force set up at the cold junction can easily be taken care of provided it is constant. This has been approximately accomplished by burying the cold junction in the ground or actually secured by locating it in a container, the temperature of which is kept constant by means of a thermostat.

The Institute of Metals and Iron and Steel divisions of the Institute are then to meet jointly at the Hotel Statler, and the American Society for Steel Treating, the American Welding Society, the Society of Automotive Engineers and the Iron and Steel Division of the American Society of Mechanical Engineers present carefully planned programs at their respective sessions. The National Metal Exposition will be held on Commonwealth Pier.

THE second session on geophysical prospecting at the February meeting of the Institute was a discussion of the mining law and the bearing of the new method of search on location of claims and assessment work thereon. Allen H. Rogers was chairman of the meeting, which he opened by reviewing the present law and the proposed changes. W. R. Ingalls commented (by letter) on the Arentz bill, as introduced into the House of Representatives in 1921 and the need for revision of the present mining law. L. W. Douglas explained (by letter) the bill that he introduced and which has been passed by the House. SAMUEL S. ARENTZ, Nevada: It is my opinion that if the American Institute of Mining and Metallurgical Engineers is to sell this proposition to the people in the West, they have to sell it to the lawyers, because, after all, they are heard loudly when it comes to speaking in Congress. One man tells the other, "This thing is a vicious piece of legislation"; it might not be, but they will pass it on if it affects them. If the Institute would impress on the people affected that we need a re-codification of the mining law and that such is necessary along certain lines; that things have changed during the past decade or two, so today instead of doing our prospecting alone through the sinking of a shaft, through a discovery that may be seen, we are now moving on to more modern means of discovery through geophysics, through the churn-drill, through geology, through geological inference, I think we could get somewhere.

The orebodies are long bedding-plane lenses of chalcopyrite and sphalerite, associated with garnetite masses. Most of the orebodies are within a 50-ft thickness of Cambrian limestone; other Paleozoic limestones and dolomites are locally metamorphosed but only slightly mineralized. Pre-mineral faults are numerous, but shallow folds were the main ore-localizing structures.

The dynamic principal stresses induced within rock by an explosion under con fined conditions are analyzed for the case of blasting with one free face by applying the values of measured radial displacement, particle velocity and so on to equations derived from the theory of elasticity. The dynamic stresses on the free face are also calculated from the strain measured by wire strain gauges affixed on the free face. Some results obtained are briefly: 1) The maximum stress on the free face appeared at the intersection between the free face and the burden, and its magnitude was about twice as large as the magnitude of the tangential tensile stress imparted by the incident stress wave within the range related to the breakage by blasting. 2) The maximum value of the compressive stress near the free face was decreased due to the existence of the free face, while that of the tensile stress was increased. 3) At any point near the free face, the directions of the principal stresses in the r? plane using spherical coordinates with the origin at the center of the spherical charge, changed with time except in the direction of the burden. However, at another point near the explosion point where the principal stresses were mainly those stresses caused by the initial longitudinal wave, the directions of the principal stresses coincided with those of the coordinate used. 4) The maximum value of the tensile stress in the F direction was larger than those in the re plane at and near the free face. 5) The tensile stress caused by the Hopkinson effect appeared only near the burden. 6) It is presumed from the results of stress analysis that radial cracks will be produced in the rock mass near an explosion point, but with the approach of the free face, the directions of cracks curve towards a direction parallel to the free face. INTRODUCTION In order to investigate the mechanism of rock breakage by blasting, it is considered to be very im- portant to know how the stresses are generated and distributed within the rock by explosion of a confined charge. As part of a research program concerning the mechanism of rock breakage by blasting, the authors have already published papers on the detonation pressure produced at the inner surface of the charge hole1 and on the behavior of the dynamic stresses within rock caused by an explosion in the case where no free face existed.' In this study the dynamic stresses on and near the free face have been investigated for the case of blasting with one free face. The mechanism of rock breakage in blasting is discussed in the light of these studies.

THERE is a constant reiteration in some quarters that technical societies are autocratic and that democracy is utterly lacking and that members would welcome democratic societies in which they had full, control of affairs. While we may not speak for other societies, than our own, in so far as th's Institute is concerned such charges- can only come from people uninformed as to the circumstances. It. is no curtailment of the democratic privileges of the members that a -slate is prepared by the Nominating Committee to be voted on at the annual meeting. The Constitution of the, institute stipulates how the nominating committee shall; be chosen and who shall compose it, which prevents anything like- a- clique controlling- the situation. The Constitution further provides how the nominees shall be distributed geographically and the by-laws specify geographical boundaries: for-these nomination districts. Further more, any man or complete ticket can be placed in nomination by means of a petition signed-by only; twenty-five members,- and three or four times such an independent slate has been so nominated and elected.

A discussion of the paper of W. F. Wheeler, presented at the Toronto Meeting, July, 1907 (Trans., xxxviii., 621 to 632). A. BEMENT, Chicago, Ill. (communication to the Secretary*):¬Formerly it was the general practice of engineers to designate coal that is free from moisture and ash as " combustible,", not-withstanding that it contains oxygen and nitrogen. The origin of this practice was more particularly due to the requirements in connection with boiler-testing, which demanded a consideration of that portion of the fuel which took part in the combustion-process because results based on a unit of either moist or dry coal were not comparable, since both moisture and ash were recognized as variable quantities. Thus, a pound of " combustible " became a standard of value, and was treated as a constant before employing measurements of heating-power and calculating therefrom the percentage of efficiency. The recognition of this term ." combustible" was an advance to be credited to the engineer .rather than to the chemist, because the latter, not having to do with the interpretation of analysis in practice outside the laboratory, usually saw no reason for reporting results in terms other than those of the moist-coal composition. Some years ago I needed a table of fuel-composition in terms of moist, dry, moisture-free and ash-free coal, and of the combustible components. This table required the use of the word combustible in its proper sense, for the purpose of designating carbon, hydrogen, and sulphur, instead of including these three elements with oxygen and nitrogen, to which aggregate the term combustible was formerly applied. To make such a tabulation involved either the use of the inconvenient and cumbersome term, "ash and moisture-free coal," or of some other representative term, and for this purpose I adopted the expression " pure coal," which is short, simple, convenient, and technically correct. PETROLEUM and natural gas are composed principally of the saturated hydrocarbons ranging from methane, the lightest, to nonvolatile liquids and solids containing approximately thirty-five carbon atoms. A technique for locating buried accumulations of these hydrocarbons before drilling obviously requires that some of the hydrocarbons leave the deposit and migrate toward the surface of the earth where they may be detected in their original form. Earliest attempts to link near surface hydrocarbons to petroleum at depth were apparently made by Laubmeyer1 in Germany and by Sokolov2 in Russia. These investigators collected samples of soil air from boreholes one to two meters deep and analyzed them for traces of hydrocarbons. They found that soil air over producing areas is richer in these constituents than is soil air over barren areas.

An investigation was carried out to determine the effect of Ca-Si additions on the dissolved oxygen content of liquid steel. An apparent equilibrium was reached after holding the melt for some time when the total oxygen content of the melt was identical with the dissolved oxygen. Results of the investigation show that for deoxidation with silicon and manganese the apparent equilibrium is reached after 8 to 12 min and the oxygen content of the melt is in good agreement with values reported in the literature for similar steel compositions. Ca-Si additions decrease the dissolved oxygen content appreciably below that obtained with Si-Mn deoxidation. It is postulated that some calcium dissolved in liquid steel at the time of its vaporization combines with dissolved oxygen to form CaO which then fluxes the manganese silicate, thereby lowering the activity of the deoxidation products. Slow flotation of calcium silicate inclusions is attributed to their slower growth rate. An addition of aluminum (to yield <0.005 pct Alsol) prior to introduction of Ca-Si improves the kinetics of removal of resulting deoxidation products. WITH the introduction of continuous casting of billets and blooms, application of calcium-containing alloys for deoxidation purposes has gained new interest. More so than in conventional ingot casting, the degree of control of the dissolved and total oxygen contents in steel for continuous casting can determine the success or failure of the operation because these affect both surface (pinholes) and internal quality of the billets. Of the available deoxidizers, only silicon has so far found wide application. However, in the typical range of application (0.20/0.30 pct Si), it is too weak a deoxidizer to suppress pinhole frequency to the level desirable for all but the least demanding appli-cations (approximately 10/50 pinholes per sq ft, de-pending on degree of subsequent reduction). On the other hand, Vincent&apos; has shown that it requires ap-proximately 0.007/0.008 pct A1 soluble in the steel to suppress pinhole formation to <10 pinholes per sq ft. In view of the difficulty of consistently maintaining this aluminum level and the associated problem of tundish nozzle constriction2 when aluminum is added to the ladle, steelmakers have searched for other de-oxidation alloys to circumvent the problem. Calcium-containing alloys offer such a possibility. When employed as a partial substitute for silicon, CaSi (30 pct Ca/60 pct Si) additions are reported to yield adequate pinhole contro1.3 Its use simultaneously preserves the "fluidity" of the steel and ensures good castability.4 Oxygen contents as low as 0.007 to 0.014 pct have been obtained with CaSi additions varying between 3 to 8 lb per ton.5-7 Due to the high degree of vaporization of calcium at the temperature of molten steel and the different methods used to introduce it into the liquid, the reported results show considerable scatter and lack of consistency. According to several investiga- deoxidation tors, the flotation characteristics of CaSi products are not as favorable as those found for alumi-num but are similar to those established for silicates with low alumina content.678 Thus, cleanliness ratings were improved when CaSi was replaced by a com-bination of Si + A1 followed by CaMnSi additions.5,9 In view of the lack of a comprehensive description of the deoxidation potential of CaSi alloys, a study was undertaken of the effect of CaSi additions on oxygen content in comparison to Si + Mn and Si + Mn + Al. The alloy chosen for this study contained 63 pct Si, 32 pct Ca, <3 pct Al, and 2.5 pct Fe. EXPERIMENTAL PROCEDURE The experiments were divided in three groups as shown in Table I. In each group, the CaSi addition was increased successively while maintaining the melt composition constant. The experiments in the third group were designed to determine the effect of prede-oxidation with small amounts of aluminum. Ingot iron, containing 0.02 to 0.03 pct C and 0.03 to 0.05 pct Mn, was melted in a 100-lb magnesia crucible. Pig iron was added to the melt under air in an induction furnace to attain the desired carbon content of 0.05 to 0.15 pct and thereby control the initial oxygen content of the melt between 0.04 and 0.015 pct. After removal of the slag, the furnace was sealed and argon was introduced through an opening in the graphite cover, Fig. 1. When the desired temperature was reached, electrolytic manganese was added to the melt and pin samples were taken (7 mm silica tubing) to establish initial oxygen content. To obtain maximum efficiency, CaSi and metallic silicon were introduced in a sealed steel pipe into the bath. This procedure assured minimum loss of calcium through vaporization as the deoxidants were always released at the bottom of the melt. Samples were taken at regular intervals and quenched in water. Temperature of the bath was measured with a Pt/Pt-10 pct Rh thermocouple. Portions of the pin sample were used for oxygen analysis; five determinations per sample were made to obtain average oxygen content. Oxygen analyses were made by the inert carrier gas fusion method with frequent cross checks with the vacuum fusion method.

MILLING called for four sessions and a luncheon and covered broad ranges from speculative theory to basic practice, and from coal to gold. An attractive and profitable feature was the "get-together" of "coal preparers" and "ore dressers" for mutual discussion of their common problems. The first event was the Milling Luncheon in the Engi¬neers&apos; Club on Monday. A concentrated group of high¬grade appeared and many matters were discussed, but only two called for official action: The meeting unanimously recommended the use of the Tyler standard sieve scale as against any new scale, and also the adoption of micron designation for fine particles in place of decimals of an inch or millimeter, or theoretical mesh size. The real sessions began on Monday afternoon with a menu of Mineral Physics for the ore dresser, metallurgist, geologist, physicist, et al. Four papers by the staff of the U. S. Bureau of Mines dealt with the chemical and physical aspects of mineral structure as revealed by the first two years of research to date. A fifth paper by Dr. M. J. Buerger correlated to the foregoing the knowledge of "The Lineage Structure of Crystals" and finally a sixth paper was a progress report of further developments of the last year in explosive shattering of minerals by the U. S. Bureau of Mines.

This laboratory flow study covers propping agent transporl in horizontal fractures as influenced by the characteristics of the propping particles, fluid and fracture. Correlations are presented for the transport of particles, deposition and fingering through dunes. For particles moving individually, the article velocity in some cases may be low compared to the hulk average fluid velocity; in other cases, the particle velocity may exceed the bulk average fluid velocity. At high propping agent concentration or low fluid velocity, the likelihood of particle deposition and dune formation increases. Fingering and channeling accompany dune formation. Dune formation can be limited to the outer region of tile fracture by adjustment of pump rate, fluid viscosity and particle concentration. A method is presented by which pump rate and fluid vircosity may he selected to control dune formation for given propping agent concentrations. INTRODUCTION The area and flow capacity of a fracture predominantly control the stimulation derived from hydraulic fracturing. Generation of fracture area exposes the rock matrix to a flow channel; the flow capacity of the fracture controls the flow through the channel to the wellbore under a given pressure gradient. This paper pertains to an important factor that affects the flow capacity of a fracture: the transport of the propping particles in the fracturing during the hydraulic fracturing treatment. With a better understanding of particle transport, fracturing treatments may be designed to obtain more effective distribution of the propping agent. RELATED STUDIES In recent years, the approach to obtaining high fracture flow capacity has been partial monolayer propping. Three papers1-3 have dealt with various facets of this concept. However, in some papers dealing specifically with particle transport, the results generally indicate that packing the propping particles within a fracture is inevitable. In early work&apos; with a sand slurry flowing in a pie-shaped flow cell, qualitative results showed that particle deposition in a fracture during transport should be expected. In other studies"" correlations based on slurry flow in vertical linear flow cells showed particle deposition was primarily a function of fluid velocity. In a recent paper the rate of sand advance (movement of dunes) in a horizontal linear flow cell was discussed. Subsequently, a method was given for designing fracturing treatments, based on the extent of sand advance during a treatment. In this work, particles whose diameter was small relative to the fracture width (i.e., dl W< 0.2) were primarily considered. The particle transport approaches that of sand transport in a stream bed. The industry trend, however, has been to use larger size propping agents. That is, particles with diameters approaching fracture widths predicted by Perkins and Kern.&apos;&apos; This trend has led to generally better fracturing treatments with particle relative sizes in the range 0.2 <d/W < 1.0. In all of the particle transport studies previously cited, the fluid characteristics were discussed. However, little or no attention was given to the parzicle characteristics. In this study the particles. as well as the fluid and fracture, are considered. VARIABLES AFFECTING PARTICLE TRANSPORT In the exploratory work to set LIP a program for this study, it was noted that particles within a batch moved at different velocities in a horizontal linear flow cell. In some cases the particles moved independently. In others there was particle interference. Also, particle deposition and fluid fingering occurred in some cases (Fig. 1). As a result of observing the easily distinguishab&apos;le types of particle movement, the particle variables as well as the fluid variables were included. In addition, the fracture width was included because the fluid velocity profile surely must affect the movement of the larger particles differently than that of smaller particles. Particle variables were density, diameter (based on a sphere of equal volumetric displacement), long and short dimensions, drag coefficient and velocity. Fluid variables were density, viscosity, yield shear strength and velocity. Fracture variables were the width and the angle between the plane of flow and a horizontal plane. Two factors which may prove to be important were omitted because of the complexity resulting from the parameters cited above. These are the fracture-surface roughness and gross irregularities that cause changes in the direction of flow. EXPERIMENTAL EQUIPMENT AND PROCEDURE A linear parallel-plate flow cell (Fig. 2) was used in the study. Lucite plates 1 in. thick formed the test section and permitted a viewing section 11 ft long and 10 in. wide. Spacing between the plates was adjusted with shims to give fracture widths 1/36 to 1/2 in. The model could be tilted to an angle of 45" with the horizonltal plane. Fluid flow was maintained with a Moyno positive displacement pump. Single particles were placed in the flow stream with a particle injector. The American Society for Steel Treating, American Welding Society, Production Division of the Society of Automotive Engineers, the Iron and Steel and Machine Shop Practice Divisions of the American Society of Mechanical Engineers, the Wire Association and the American Drop Forging Institute will present a carefully planned program extending throughout the week.\

A NOVEL practice in the bituminous coal industry is the accelerated method of burning coal to ash used in the laboratory of the Fidelity washery of the United Electric Coal Companies, Du Quoin, Ill. Development of this method has supplanted the tedious float-and-sink process for plant control at this plant. In normal operation the plant operators have available within thirty minutes the accurate ash percentage of the coal loaded in the railroad cars and can therefore make adjustments to maintain a practically uniform quality of washed coal, regardless of the variations in washery feed.

The effect of fluid-flow rate and fluid viscosity on oil-water relative permeability determinations was studied using the "dynamic flow technique." In this work relative per-nleability curves were obtained for homogeneous small core .samples from several sandstorle outcrop form-utions. Radio-tracers were used for the determination of fluid saturation and for the detection of saturation gradients. Cobalt-60 in the form of cobaltous chloride was used as a water-phase tracer in some of the experiments. Iodine-131 in the form of iodobenzene and Mercury-20-3 in the form of mercury diphenyl were used as oil-phase tracers in other experiments. Flow rates for each phase were varied within a range of 2.5 to 140.6 ml/hr. Oil-phase vis-cosities under flowing condition,> were varied from 0.398 to 1.683 cp. The relative permbilities ob-tained were found to he solely a function of saturation and independent of flow rare, provided there was no .Saturation gradient induced in the core sample by "boundary effect." Even though equilibrium with re-sped to flowing conditions was obtained at the lower flow rates, where a saturation gradient exists, this equilibrium is of a "contingent"-type rather than the "steady-state" equi-librium implicit in the relative per-meability concept. The only effect of increasing the oil or non-wetting phase viscosity was to decrease the flow rate required for the elimina-tion of the boundary effect. Fairly good agreement between experimentally determined and calculated values of the boundary effect was obtained when the non-wet-ring oil phase was the only Flowing phase. INTRODUCTION In the characterization of reservoir rock, as well as in the solution of reservoir production problems, it is most desirable to have reliablc rela-tive permeability measurements for the rock and fluids of interest. Many techniques have been developed for the laboratory determination of the relative permeability of both large and small core samples. In varying degree, difficulties attend the use of all of the methods. Each of the methods requires the metered flow of fluids of known viscosity through the core sample under conditions wherein the pressure drop in the individual flowing phases can be measured or closely approximated. Since the relative permeability is a function of the saturation and distribution of the flowing fluids, some means of obtaining such information is also required. The laboratory determination of the relative permeability of a sample should give the same relative permeability saturation relationship that would exist if the sample were in place in the oil reservoir. The attainment of this objective is complicated by the fact that the use of small core samples for laboratory measurements is usually necessary. As a result, errors in measuring the relative permeability arise from boundary effects at either the fluid input or output ends of the sample; no significant boundary effect is anticipated at the sides of the sample normal to direction of fluid flow. At the input end of the sample a boundary effect exists if the flow fluids are not com- mingled as they would be in the reservoir. At the output end of the sample a boundary effect exists as a result of discontinuity of the capillary properties of the system. Here the flowing fluids leave the small flow channels and enter a collecting system having much enlarged flow channels. Thus, there is a tendency for the wetting phase to be retained by the core sample because of the attraction of the core sample for the wetting fluid. No reference is made to these boundary effects in either Darcy&apos;s equation or in the relative permeability concept. As a consequence the saturation effect peculiar to the input end of the core sample may cause an error in the effective permeability measurement, since some portion of the core sample must be utilized for commingling of the flow fluids. At the output portion of the core sample a saturation gradient or a saturation change along the axis of flow results. Since relative permeability is a function of fluid saturation, this saturation gradient may cause a variable permeability measurement, especially since extent and character of the saturation gradient can vary with fluid-flow rate. The most convenient method of minimizing the boundary effect, especially at the output end of the sample, is to flow the fluids of interest through the core sample at such high rates that the capillary forces arc insignificant as compared to the viscous forces involved in the fluid flow. Since recent work of a preliminary nature has indicated that fluid dispersion in the porous medium increases with the flow rate, the high flow minimizes the boundary effect at the input end of the core sample by enhancing the mixing of the fluids.

USE of oxygen in metallurgical operations was investigated by a committee of unusually able engineers more than ten years ago. A record of their work appeared under the title "The Use of Oxygen or Oxygenated Air in Metallurgical and Allied Processes," Serial 2502, Report of Investigations, U. S. Bureau of Mines. Shortly thereafter the A.I.M.E. published "Use of Oxygenated Air in Metallurgical Operations," based on a symposium at the New York meeting, February 1, 924. Quoting from the Bureau of Mines report In view of the many recent developments in oxygen manufacture, and considering the increasing cost and decreasing quality of our raw materials, the Bureau of Mines has taken the matter of the application of oxygen or oxygenated air to the metallurgical centers for consideration and has appointed an advisory committee to study the problem.

Stress measurements taken at Climax, El Teniente, Henderson, Lakeshore and Urad mines indicate that the deposits cited are generally subject to an inclined stress field that can be highly anisotropic. The horizontal stresses vary significantly between deposits and exceed the measured vertical stresses at Henderson and El Teniente mines. Experience at Henderson, Lakeshore and Urad mines is used to suggest a relationship between cavability and the premining stress. In poorly fractured, high strength rock masses, high stresses can assist the caving process. In well fractured, low strength rock masses, caving is ensured by breakage along fracture planes. The relationship between ground weight and the premining stress is also investigated. Ground weight problems appear to be most related to the competence of the ground rather than the magnitude of the premining stress as supported by experience at Climax and El Teniente mines. Recent developments in block caving favor the extraction of poorly fractured, high stressed rock. Accompanying the development of these deposits are new problems such as rock bursts. These pose particular problems to mine designers in that no experience currently exists in combatting rock burst problems at block caving mines.

FOR the second time the Mineral Industry Education Division opened the sessions at the Annual Meeting by gathering at the Engineering Woman&apos;s Club, Sunday at 3 p. in., and, in spite of the informality of the hour, with a good attendance of representative men in the educational field. The chairman of the Division, Thomas T. Read, after briefly reviewing some of the more significant events of the past year, introduced H. P. Hammond, professor of civil engineering, Brooklyn Polytechnic Institute, a leading figure in the project of the Engineers&apos; Council for Professional Development for accrediting engineering schools. Prof. Hammond made it clear that the project is not to rate engineering schools but to accredit them; not to arrange them in order of excellence, but to segregate them into two groups, those that are entitled to recognition as genuine engineering schools, and those that are not. About thirty schools in the whole country will presumably fall into the latter class; they are typified by an unnamed institution where the teacher of mathematics bears the title of Professor of Civil Engineering and the man who teaches chemistry that of Professor of Chemical Engineering, and having no engineering instruction except some elementary surveying, but still claiming in its catalogue to be an engineering college. While everyone would like to avoid the necessity of accrediting engineering colleges, it cannot be avoided, since the University of the State of New York, and several other agencies, are already doing it. If it cannot be avoided it is best that it should be done by a qualified agency set up by the national engineering societies, so that the results may command respect and general acceptance. It is for this reason, and this alone, that the accrediting committee of the E. C. P. D. has been set up. It is now ready to begin its task, and during-the coming year it will accredit the schools in two of the seven geographical districts into which the country has been divided, beginning with New England and the Mid-Atlantic States.
