B. C. Burgess-—Prior to hearing this paper presented at the San Francisco meeting, I travelled by car from Yuma, Ariz., across south-central California and up through the San Joaquin Valley. After hearing the paper I returned by the coast route to San Diego then along the Mexican border to Yuma. The striking feature of these trips, related to this paper, was the dry river and creek beds at a time of year not the dry season. Contrasted with this was the wasteful use of water in irrigation canals and laterals. Poland says "at least 90 pct of the ground water pumped is used for irrigation." That being the case, it would appear that first consideration should be given to conservation of this use. Probably a small part of this is actually reaching the plants. Some measure of this loss between pump and crops would be revealing. Methods that might be employed to reduce this loss are pipe lines and spraying of some crops such as the banana planters are using in Central America. NEARLY two hundred 'engineers attended the dinner given at the Hotel Pennsylvania on Monday-evening, Oct. 10, to the delegation from the American l3nginiering Societies to Great Britain and France when the John Fritz Medal was presented to Sir Robert Hadfield and to Eugene Schneider. Representatives of the British and French Governments ' and of foreign engineering societies gave to the event an international aspect unique in gatherings of engineers. Messages from men distinguished in science, statesmanship and diplomacy were read. Medals struck by the French Government were presented to the general chairman of the deputation, to the chairman of each' individual delegation and to the president's of the four Founder Societies. The meeting was regarded by engineers as formally ushering in a definite movement for world unity in the engineering profession. J. Vipond Davies, president of the United Engineering Society, acted as toastmaster. The speakers ,were Ambrose Swasey, Charles F. Rand, F. B. Jewett, A. S. Dwight, John R. Freeman, all members of the deputa- tion; and M. Gaston Liebert, French Consul General; Captain G. H. Armstrong, British Counsel General; G. G. Clapperton, representing the British Institution bf Electrical Engineers, and Prof. Jacques Cavalier, spokesman for the French universities. Among the engineers from other cities was Governor. James Hartness of Vermont.

As Dr. G. 0. Smith has already discussed these propositions from the standpoint of the experience of other countries, I shall base my criticism upon certain general economic principles, which will be grouped under the following five topics: 1. The dual theory of property. 2. The essential factors in fixing prices. 3. The relation of land ownership to the distribution of wealth. 4. The relation of land ownership to speculation and development. 5. The relation of land ownership to the political power. I shall give here only a brief outline of these topics, as they are fully treated in the standard treatises on political economy.1

In a previous paper,l a method was suggested for determining the depth to a bed in the simple case of a uniform overlying layer of constant thickness. The main purpose of the present paper is to show how a slight modification of that method has been used to interpret specific data obtained in the upper peninsula of Michigan by the staff of the Depart- ment of Mathematics and Physics of the Michigan College of Mining and Technology. The method of Tagg2 has also been used on the same data, thus furnishing a comparison of the two methods, as well as a method of using the two methods jointly. The method of measuring the apparent resistivity is that suggested by Wenner,3 and illustrated in Fig. 1. A current I enters the earth at the positive pole C and leaves it at the negative pole D. The potential V of the high electrode A, with respect to the low electrode B is measured by suitable means. The separation of the collinear points in the order shown, DBA C, is I, the same for each interval. INTRODUCTION ARSENIC, antimony and phosphorus are now used in the brass industry as standard inhibitors in preventing dezincification in [ ] condenser tubes. This subject has been thoroughly covered by Barry,1 who described the testing procedure by total immersion of suitable specimens in a I per cent cupric chloride solution at definite temperatures. Effects of dezincification were then determined by loss in tensile strength and elongation of the test specimens after definite periods of immersion. In the crystallography of the chemical elements as tabulated by William Hume Rothery,2 phosphorus (metallic), arsenic, antimony and bismuth are placed in group V-B and the type of crystal lattice for arsenic, antimony and bismuth is given as rhombohedral. The Metals Handbook3 [ ] lists them as "rhombohedral hexagonal," with the additional notation that for arsenic this is the ordinary form at 20°C.; other modifications known or probable at other temperatures. In view of these statements and of the fact that phosphorus, arsenic and antimony are effective in increasing the resistance to dezincification, it was natural to assume that bismuth would act in the same manner. A series of tests was therefore carried out employing the methods described by Barry. Much to our surprise, bismuth did not inhibit dezincification, but rather seemed to accelerate it. WHEN H. I. Smith joined the Institute back in 1908, he was an instructor in mining and metallurgy at Penn State the college from which he had graduated the year before with a B.S. degree. He had not gone far afield for his education, for he was born, February 15, 1984 at Finleyville, Pa., a small village some fourteen miles south of Pittsburgh and without doubt famous chiefly as H. I.'s birthplace. The summer that he graduated he took a trip to the copper mines Arizona and Mexico and en route worked for four weeks for the Portland Gold Mining Co. at Cripple Creek, Colo., as a mucker and trammer. The next summer he roamed farther afield mines and metallurgical works in Europe. Wishing to see more of Arizona, he left the Penn State faculty early in 1909 and went out to Wenden in that State to become mining engineer and assistant superintendent of something called the Corona Copper Co., with 72 mining claims and a one-mule-powered whim for a hoist. When that job folded he helped build the Santa Fe railroad from Parker. Ariza., to Danby Cialif., and then came back to Pennsylvania to enter Government services as a junior mining engineer with the Bureau of Mines.

A study of the literature shows that the greater part of research work on annealing of cold-worked iron has been for the purpose of studying the effect on grain-size and properties other than hardness. No reference has been found of experimental work of the same nature as that explained in this short paper. The material used throughout was Vismera iron, an iron containing 0.03 carbon and made several years ago by the Inland Steel Co. One-half inch stock was cut into cylinders ¾ in. long. H. C. WEED*—Referring to the use of "dummy fuse" for checking the shots in chute blasting operations, I believe that an even better practice is to blast the chutes with no delay electric blasting caps. Permanent wires can be strung through the grizzly lines and the lead wires from the shots attached to these lines. Using this method, no time is lost in spitting the individual fuses. The possibility of a fused charge becoming dislodged by previous shots and falling into the chute below is eliminated and there is no chance of a man walking back into his own blast. A small hand twist blasting machine or a radio "B" battery can be used to fire the shots if the lines are fired individually. If so desired the entire area can be blasted at once by a switch at the manway or in the drift below. providing a sufficient source of electricity is available. In case a switch is used, proper precaution for locking the switch must be provided. R. H. WIGHTMAN (author's reply) —We do use electric blasting when the number of shots is large; but we have found it more satisfactory to use fuse and caps for individual shots on the grizzly.

The Red Mountain district, in Ouray County, Colorado, has been already referred to in the Transactions of the Institute, and notably in papers by Mr. T. B. Comstock, on " The Geology and VeinStructure of Southwestern Colorado" (Trans., xv., 218), and on " Hot-Spring Formations in Red Mountain District, Colorado—A Reply to the Criticisms of Mr. Emmons" (Trans., xvii., 261), and in the paper of Mr. S. F. Emmons, on " Structural Relations of Ore-Deposits" (Tram., xvi., 804). The district has attracted much attention from those interested in geology, because it seems to present a variety of ore-deposits rarely, if ever, met with elsewhere, and one which cannot be described by such well-understood terms as fissure-veins, bedded-deposits, or contact-formation. It will be the scope of this paper to note briefly, from the writer's experience in developing the Yankee Girl, Guston and other Red Mountain properties,—first, observed facts as to the ore occurrence and formation, and second, certain unsolved geological questions.
