Magnitude and Econonmic Importance THE magnitude and economic importance of the problem of correctly valuing natural-gas leaseholds become evident when we consider that: (a) Natural gas is handled in 55 per cent. of the gas distributing plants in the United States. (b) Present known natural-gas acreage forms 47 per cent. of the total known mineral-land acreage in the United States. (c) Five acres of land are now required to protect and maintain continuous service to each of the 2,000,000 domestic natural-gas consumers in the United States. (d) The cost of acquiring and maintaining this acreage of an expendible resource represents a substantial part of the cost of the natural-gas service to the consumer. (e) "The right of a citizen by means of his ownership of or his mining leases on land to draw gas from beneath its surface is property and sometimes valuable property."1 A large number of other court decisions have established the basic legal principle that the right to drill for gas within a given area constitutes an interest in the land itself, and is necessarily an exclusive property right.

As electrical power is used to a greater extent on the Rand than in any other mining center, it is thought that a short description of the methods used and results obtained may be of interest. In comparing Rand practice with that on other fields, several general factors should be borne in mind: First, the mines are all working on large tonnages of low-grade ore (average. $6.50). The annual crushing rate is about 27,000,000 tons. Second, the mines are all grouped udder the financial and engineering control of mining houses, so that the results of a group, rather than an individual mine, are open for study, and practice follows more uniform lines. Third, coal of fair quality (about 12,000 B.t.u.) can be obtained for $2 to $3 per ton., Good supplies of condensing water are, however, scarce, and have to be carefully stored. Power Supply Power is supplied by the Victoria Falls & Transvaal Power Co., Ltd., and its subsidiary, the Rand Mines Power Supply Co. Both companies, which are practically one from an engineering point of view, operate the following stations, all feeding into the same system.

IT has been recognized that oxygen in minute quantities is extremely detrimental to the room-temperature ductility of molybdenum. Early fracto-graphic studies' of the cast metal indicated that oxides are formed preferentially at the grain boundaries. Additional verification of this preferential segregation has been obtained from internal friction studies on poly crystalline molybdenum (average grain diameter varied from 0.039 to 0.065 mm) and from observations of the effect of oxygen on specimens of extremely large grain size. Specimens A, B, and C, of 0.040 in. diameter commercial molybdenum wire (Lot FW 13-40) were heat treated in the vacuum furnace described by Few and Manning according to the specifications given in Table I. Internal friction studies of these specimens were carried out using a low frequency (approximately 1 cycle per second) torsional pendulum completely enclosed in a vacuum tank. As the pressure of oxygen in the heat treating atmosphere changed, the portion of the internal friction vs temperature curves ascribed to grain boundary relaxation changed correspondingly, Fig. 1. The suggestions of the members of the Institute are very much desired by the Committee on Nominations prior to deciding upon its nominations to fill the places of those officers who retire early in 1917. The Committee must make its final report to the Board of Directors early in October. The members are, therefore, asked to send in promptly their suggestions for Directors as well as for Vice-Presidents and President. The Committee hopes to hear from a large number of the members. The officers to be elected at the annual meeting in February, 1917, are: One officer, known as Director and President. Two officers, known as Director and Vice-President. Five officers, known as Director. The attention of members is called to Articles V and VII of the Constitution, and to By-Law XIII, which reads as follows: "The geographical districts to be considered by the Committee on Nominations shall be as follows, until otherwise ordered by the Board. District No. 1. New England, New York, and-New Jersey, excepting New York City and district, which is provided for in the Constitution. (N. B.-New York City and district is designated District 0.)

In recent years, increased attention is being paid to the application of oil-agglomeration technique for (a) improved recovery of low- ash clean coal, (b) effective beneficiation of low-grade coking coals and (c) removal of pyrite sulphur from high-sulphur coals. In this technique, which has been proved to be more effective than convention- al froth-flotation, advantage is taken of the oleo-philic nature of finely ground coal to separate it under controlled conditions from the associated minerals which are hydrophilic in nature. Unlike froth- flotation, no aeration is needed in the process and the concentrates which are obtained in the form of agglomerates or micro-pellets have easier dewatering characteristics. Optimization of operating variables in treating individual raw feed is a pre-requisite for the successful application of this process. A 10 gram batch unit was employed in the present test series. This paper presents - results from these investigations on such operating variables as (i) size of coal, (ii) amount of oil used, (iii) time of stirring, (iv) rate of stirring, (v) solid content in slurry and (vi) effect of conditioning.

KIRCHEN, FREDERICK BRADSHAW, C. B. LAKENAN, TASKER L. ODDIE. The formation of the Nevada Section was originally suggested by Professor F. C. Lincoln, who had discussed the subject with Mr. William L. Saunders when the latter was President of the Institute. Professor Lincoln sought the assistance of the Nevada Mine Operators' Association, whose Executive Committee constituted itself a Committee on Organization, and authority for the establishment of a Nevada Section to include the entire State was secured from the Board of Directors of the Institute. The formal installation took place at 10 A.M. on May 18, Mr. William L. Saunders officiating. The Honorable Emmet D.. Boyle, Governor of Nevada (and a member of the Nevada Section), made the address of welcome. The solubility of hydrogen in liquid Pure iron and in a number of liquid binary iron alloys has been measured in a Sieverts'-type apparatus. Sieverts' law is obeyed in all alloys studied UP to 1 atm Pressure H2. The alloying elements, Al, B, C, Co, Cu, Ge, P, S, and Sn, decrease the solubility while Cb, Cr, Mn, and Ni increase it. ALTHOUGH the importance of hydrogen in steel-making has long been recognized, there has been, until recently, very little information in the literature on the effect of alloying elements on the solubility of hydrogen in iron. There is also disagreement on the solubility of the gas in liquid pure iron. Because of the earlier work in this laboratory,1,2 with the Sieverts method to determine the solubility of nitrogen in liquid iron alloys, it was decided to apply the equipment and procedure to hydrogen. The literature that is pertinent to this study (Ftefs. 1 through 15) will be discussed later when the results of this investigation are considered rather than at this point to avoid repetition. Since its development about forty years ago by J. V. N. Dorr (Cyanidation and Concentration of Gold and Silver Ores, McGraw Hill Book Co., 1936, 1-5), and others, continuous countercurrent decantation has not only become one of the standard methods for extracting gold and silver from their ores, but has also found wide application in other metallurgical and chemical industries. In 1917 L. B. Eames published an excellent paper (Countercurrent Decantation, Trans AIME, 1917, 57, 143- 158), in which he determined the effects of grade of ore, ratio of solution precipitated to ore treated, variations in the density of the thickener spigot discharge and variations in the value of the barren solution upon the gold assay of the solutions discharged from the thickeners in the system. Eames showed that, other things being equal, the dissolved gold lost in the tailing varies directly as the value of the ore and as the value of the barren solution. The tailing loss de- creases rapidly as the ratio of solution precipitated to ore treated is increased to about three or four to one. Beyond this point the improvement is negligible.

At a meeting of the Associated Engineers, with Columbia Section in charge, a discussion of the metric system was led by-Mr. F. A. Ross. While the majority of the engineers present favored resolutions seeking compulsory adoption and use of the system at the end of 1924 it was believed the engineers present should not undertake to speak for the entire membership and upon suggestion of Mr. J. B. Fisken the resolutions were laid over to be acted upon at a later meeting. The resolutions are as follows: WHEREAS the Great War has drawn the United States into a permanent and close relationship with the other nations of the world and opened the way to an unlimited foreign trade; and WHEREAS more than-70 per cent. of all nations have discarded their arbitrary standards of weights and measures and have made the use of the decimal, or metric, system obligatory; and WHEREAS the United States still clings to an antiquated, complex, cumbersome, and wholly illogical system of weights and measures, consisting of a duodecimal and fractional arrangement of arbitrary units, instead of definitely determined and correlated units following the decimal system; and

J. Leja (Professor, Dept. of Mineral Engineering, U.B.C. Vancouver, Canada) — I would like to offer some comments on the behavior of contact angle with time, treated in this paper. The authors should be congratulated for a clear exposition of these uncommon departures in the correlation between flotation and contact angle, in systems of importance to industrial practice. Some nine years ago Professor J. H. Schulman (presently at Columbia University, New York) and I reported on a similar study conducted at the Ernest Oppenheimer Laboratory, Cambridge, England.' The systems used by us had, how- ever, no direct practical application at that time, as mercury in solutions of xanthates was tested with a variety of alkyl-aryl polyoxyethylene frothers which were then new to flotation practice. Further, the paper dealt with findings contrary to the then widely held belief that the contact angle established in collector-solution is unaffected by the addition of a frother. Correlation with flotation, or lack thereof, was not sought, though we did suggest that in many cases the selectivity of frothers might be influenced by the dynamic contact angles. In the course of a study concerned with structural stability of precipitation hardening nickel base super -alloys after exposures to elevated temperatures, some interesting effects of hydrostatic pressure treatment on Rene were observed. The evidence presented below suggests that hydrostatic pressure treatment of the solution heat-treated alloy can affect the dispersion of the y' (Ni3Al) phase upon subsequent precipitation heat treatment and long time aging. Rene 41 alloy has the following nominal weight percent composition: Al B C Co Cr Fe Mn Mo Ti Ni 1.4 0.006 0.7 11.3 19.2 1.0 0.05 9.4 3.3 balance The effect of successive pressure, precipitation heat treatment, and long time aging on the microstructure of this alloy was determined by subjecting a number of alloy buttons to five different thermopressure treatments. Pressure and precipitation heat-treatment parameters are listed in Table I. Fig. 1 shows y' morphology* of specimens in groups I and 11. I have used for about two years, in the laboratory of the Joliet Steel Company, a rapid method for the determination of phosphorus in iron, steel, and ores, which possesses one or two features sufficiently novel to warrant description. In general, it is the method described by Mr. Benjamin B. Wright (Transactions, vol. x., p. 197), involving the precipitation of the phosphorus by means of molybdate solution, and its estimation in the yellow precipitate by reduction of the molybdic acid, and titration of the resulting oxide with a standardized permanganate solution, according to the principles laid down by Werncke (Fres, Zeit., vol. xiv., p. 1). In the use of this method, I had difficulty at first in obtaining a yellow precipitate of reasonably uniform composition. It is a well-known fact that, to secure this result, the conditions of precipitation must not vary. The principal condition is temperature; and acidity, concentration, proportion of nitrates and chlorides, and time, are important elements. I am aware that uniformity in these conditions has been obtained to a reasonable extent by many chemists,. so that they are enabled to use with success, methods based on the

GENERAL INTRODUCTION To paraphrase comments made by Black and Hoek(1) on the status of rock mechanics, the general methods of applied science related to rock mechanics are: a. Observe the phenomena of nature as they occur and, wherever possible, quantify the observations. b. Propound a model or theory to explain the phenomena observed. c. Test and develop the theory by further experimentation in the laboratory and in the field. d. Use the theory developed to predict behavior in similar or extended circumstances. e. Insure by measured experiment and observation that the predictions made are valid, or that deviations from the predicted behavior can be accounted for. f. Modify the theory and practice as necessary, and continue the process until more general laws can be formulated and applied, with a useful degree of confidence, to practical problems. This paper will present an infant concept. It will, in fact, propound a possibly useful theory to help explain commonly observed phenomena. It will test and develop the theory for a material similar in nature to some rocks. It will be used to predict behavior in the extended circumstances of a

In 1936 the Institute established the Anthony F. Lucas Gold Medal, which will be awarded from time to time "for distinguished achievement in improving' the technique and practice of finding and producing petroleum." These awards will be sponsored by the Petroleum Division. Captain Lucas was a pioneer in the oil industry, one of the early wildcatters and a leading mining and petroleum engineer. He was famous as the discoverer of Spindletop. He became a member of the Institute in 1895 and in 1913 was the first Chairman of the Petroleum and Gas Committee of the Institute, the forerunner of the present Petroleum Division. ALTHOUGH the retiring Chairman of the Industrial Minerals Division, Charles Henry Behre, Jr., does not say "you all" he is a product of the deep South, since he was born at Atlanta, on March 16, 1896. At the Boy Scout age he moved to New Orleans, where his father owned an ice plant, which seems an intelligent business for that climate. Intelligence evidently runs in the family, for Charlie, as his friends call him, has one sister who is a professor of zoology and another who is a concert pianist. Charlie has no explanation of why, when he reached college age, he decided to go to the University of Wisconsin, other than something more than an ordinary boyish interest in science, and the reputation which Wisconsin then enjoyed. At Madison he fell under the influence of Eliot Blackwelder, chose paleontology as his objective, and transferred, at the end of his sophomore year, to the University of Chicago, where the paleontological panorama seemed more extensive. He took his B.S. there in 1918, and graduated into the U. S. Army, where he eventually became a Sergeant in the Medical Corps.

WELL known as an outstanding practical metallurgist, the Chairman of the Institute of Metals Division also possesses a rare combination of research and administrative abilities. Louis W. Kempf was born in Muskegon, Mich., on March 22, 1898. Following his graduation from high school, he obtained considerable experience in the automobile industry while employed by Continental Motors, the Studebaker Corp., and Dodge Brothers. He enlisted in the U. S. Army Signal Corps in 1917, and served overseas with an aviation unit. In 1919, Mr. Kempf entered the University of Michigan and earned both B.S. and M.S. degrees. While there he was elected to Tau Beta Pi, Phi Lambda Upsilon, Alpha Chi Sigma, and Gamma Alpha. In 1924, the Aluminum Co. of America secured his services as a research metallurgist. With a steady job he married Elizabeth Skelley in Cleveland in 1926. They have one son now seventeen. After six years Mr. Kempf was made manager of the Cleveland research division of the Aluminum Research Laboratories which position he held until last year. In 1945 he was promoted to assistant director of the Laboratories. He will direct research involving process metallurgy in Cleveland and New Kensington.

H. 0. Hofman, Boston, Mass. (communication to the Secretary*) :—The experimental demonstration by Professor H. Ries, of the fact that a mixture of clay and finely-ground flux will melt more readily than one in which the flux is less fine and therefore less intimately mixed, is very striking, and will be appreciated especially by those who have to discuss, before classes of students, fusions on a small or a large scale. The statement, that I " rather disputed" the influence of size of flux-particles on the ease with which fire-clay mixtures fused, is an erroneous inference from the paper written by Mr. B. Stoughton and myself in 1898.' We did not undertake to study the influence upon fusibility of the sizes of the particles, either of clay or flux. What we did try to find out was, whether the common practice of finely grinding raw or burnt clay, or a mixture of the two, before testing with Seger cones for resistance to heat and to fluxes, xould give the same results as if the materials were tested just as they were going to be

PROSPERITY of the gold miner has continued with attendant construction of numerous plants, many of them small but some of good size. Many new mills have been erected in Canada and in the Philippines, end one should mention the new mill at Cripple Creek, Colo., a custom plant allowing a choice of flotation, cyaniding, or roasting and cyaniding. Flotation is a feature of many of the new plants and some existing mills have been remodeled to use flotation in place of amalgamation and cyaniding. The Utah Copper Co. has re- opened its Arthur mill and operations are being resumed in the big Ray, Chino, and Inspiration copper mills. Examples of new construction are the Mountain City 300-ton copper flotation mill in northern Elko County, Nevada; the Star zinc mill and one or two other mills in the Coeur d'Alene district of Idaho; and the 500-ton mill for the Buena Vista mine at Stewart, B. C. The last-named is to be installed underground, following the example of the zinc mill at Gilman, Colo., and he small Doyle jigging plant in the Wisconsin zinc fields.
