IN this survey of the progressive development of education for the mineral industries throughout the United States, the review of the history of each school has usually been completed wherever it is first mentioned, but the history of the schools in the cities of the eastern seaboard was not carried beyond 1870. It is necessary now to cover what happened during the period of approximately the last quarter of the nineteenth century in several of the schools in the east. PHILADELPHIA Of Philadelphia, it has been related in chapter 4 that the Polytechnic College of Pennsylvania began offering a curriculum leading to the B.S. in mining in 1853; that the school did not prosper, and finally closed about 1890. The establishment of a Department of Mining, Arts, and Manufactures at the University of Pennsylvania in 1855-56 was also mentioned, but its history was not carried beyond 1860. In 1859 J. Peter Lesley was appointed professor of mining in the University of Pennsylvania. The son of a cabinetmaker, born in Philadelphia Sept. 17, 1819, he had taken his A.B. degree at the University of Pennsylvania in 1838 and then secured a position on the Geological Survey of Pennsylvania under H. D. Rogers. When the Survey was discontinued, in 1841, he went to Princeton to study theology, was ordained a Presbyterian minister and followed that career until 1853, when the Pennsylvania Geological Survey was again started and he rejoined its staff. He published "A Manual of Coal and its Topography" in 1856, and studied at the École des Mines, Paris, in 1850-57. He published an 800-page "Iron Manufactures Guide" the year that he was appointed to the staff at the University of Pennsylvania. THAT neither the Reconstruction Finance Corp. nor its subsidiary, the Metals Reserve Corp., are in competition with private enterprise was stressed by Charles B. Henderson in an informal talk before the N. Y. Section, A.I.M.E., on Sept. 23. Among other things, the speaker stated that the R.F.C., since its establishment, had authorized loans of $12,000,000, of which over $8,775,000 has actually been distributed. Of this amount, over $6,600,000 has been repaid. None of this money was appropriated by Congress, the sole assistance from that body being the initial authorization of $500,000,000 capital stock.

TRIPOLI is a rather unusual form of silica, which thus far has been found in commercially valuable quantities only in the neighborhood of Seneca, Mo., although there are numerous deposits of somewhat similar materials in several southern states. The latter have not, however, attained any position of real importance, due undoubtedly to definite structural limitations which have rendered them less suitable for the particular uses that have given tripoli its principal outlets. Raymond B. Ladoo, mineral technologist, says': "Since that time (1880-90) the term tripoli has with increasing definiteness been reserved for the Seneca material, and other siliceous materials of similar origin and physical properties."

MORE men are killed and injured in the metal mines of the United States from falls of rock and ore than from any other cause. Dan Harrington, of the U. S. Bureau of Mines, recently stated that "falls of men and material continue to take about 50 per cent of the lives annually lost in our mines (coal or metal) and this kind of accident is now and has been one of the most difficult to prevent." The fact that comparatively little has recently been written on this important subject for the benefit of the metal miner is the incentive for the present paper. Little will be said that will be new, but I hope to place fresh emphasis on certain well-known' principles' and to reiterate and stress previously stated rules so that the average experienced miner, as well as his buddy who may not be so experienced,' will sit up and take notice. It is not within the scope of this paper to discuss mining methods from the standpoint of safety and the prevention of accidents from falls of rock. It is up to the mine management to select the system of mining best suited to the character of the ore deposit and its wall conditions. The solid inclusion cell for absolute in situ stress measurement has been found to give reliable results in coal. The cell is described briefly, along with the methods of installing, overcoring and taking readings in underground coal mines. The validity of the cell performance is demonstrated by reference to the stress-relief curves obtained during overcoring and a three-dimensional B.I.E.M. analysis of the installation to test for stress anomalies deriving from the geometry of the overcoring groove-borehole-cell arrangement. Case studies of two stress measurement projects using the cell are presented for coal mines in New South Wales, Australia.

WILLIAM BAYARD HEROY, Director of the Institute since 1935 and Vice-President for the past year, has been active in both geological and engineering circles of the petroleum industry for many years. "Bill," as he is generally called, was born in New York City in 1883, and graduated from the department of geology at Syracuse University in 1909 with a Ph.B. degree. Immediately he joined the U. S. Geological Survey, where he established an enviable record during the next eleven years. While with the Survey he acted variously as chairman, chief, and advisory engineer for a variety of Governmental bodies, many concerned with power.

The Tamano Smelter, which is engaged in copper smelting by Flash Smelting Furnace with Furnace Electrodes (FSFE) has since 1982 revised its computer and associated control system for the purpose of greater energy savings, stable operation, and strict environmental control. This revision is bringing about a remarkable cost savings through greater reduction in energy consumption. This paper describes in detail the following: (a) outline of renewed process computer system, (b) approach to prediction model of FSFE based on data collection and its analysis, (c) actual examples of process control by using its prediction model, (d) future trends in the computer control at Tamano Smelter.

William B. Phillips, Birmingham, Ala.: The analysis of Pratt coal made by myself, and given by Mr. Ormsbee in his paper (p. 113), is likely to mislead the reader as to the real nature of this coal.
