THE South African Mining and Engineering Journal recently pointed out that no satisfactory solution of the question of compensation for silicosis can be arrived at by placing further liability of an inequitable nature upon the mines. There are at present 35 scheduled mines liable to contribute to the annual levy of $800,000 and provide for the net outstanding liability of $6,400,000. Several of these mines have, as yet, not been able to set aside sufficient funds against their out- standing liability to the Compensation Fund. The gold producers declare that the gold mining industry today is passing its zenith, and that the production of gold will decline, with a consequent lessening of the spending power of the mines, which in about ten years will be reduced to a great extent unless encouragement is given for the opening of new mines. It is during this period of decline that the mines will be required to meet the large burden already created by miners' phthisis. In England the Workmen's Compensation Act, 1925, was extended to industries involving exposure to asbestos dust.

The oxidation characteristics of hafnium and zirconiunr diboride were measured between 1200 and 2200'K by a thermal- conductivity method which continuously ttzeasures the rate of reaction of oxygen with the diboride and by a metallographic air oridation method zuhich provides a measure of the total arr7ount of bovide conuerted to oxide for a given time interval. The oxidized specimens obtained from the tl~eritaal-coi~ductitrity method were also examined by quantitatire metal-lographic procedares. The significant results obtained in this investigation reveal that metal-rich compositions of lzafi~iutil diboride proride the most oxidation-resistatzt material up to 2000°K; hafnium diboride is tmre oxidation- resistant titan zirconium diboride at all tempevatures examined; the morphology of the oxide formed on H/B2 and Llie temperature coefficient qi. the oxidation rate constants change at the temperature of ttze monoclinic to tetragonal phase transition] in HfO2; the oxidation of neither HfB2 nor ZrB2, results iN catastrophic Jazlure at lorc. oxygen pressures; and pvefevetztial gvaLti boundary oxidation was not obsevued for either HfBi or ZYB, A comprehensive study of the high-temperature characteristics of refractory transition-metal di-borides is currently in progress. This program has included investigation of the physical, thermal, and thermodynamic properties of TiB2, ZrB2, HfB2, NbB2, and TaB2. In addition, aspects of the synthesis and fabrication of such materials have been studied. In view of the diverse nature of this research, a number of other laboratories have actively participated and contributed specific capabilities for analysis and characterization of these materials. As a consequence, an extensive description of the relevant properties of these compounds has emerged which is central in evaluating their high-temperature (1200" to 2500°K) performance. To date, information on thermodynamic stability, specific heat, and vaporization characteristics,1 hot hardness and electrical resistivity,1, 3 therma1 expansion:'4 and thermal conductivity 1, 5 has been presented. This information has been generated on materials of the highest purity (98.5 to 99.9 wt pct Me + B) and density currently available. Samples fabricated by zone melting6 and high-pressure hot pressing"3'7 techniques have been used to generate suitable specimens for all of the aforementioned studies. dation characteristics of the most oxidation-resistant of these materials, hafnium and zirconium diboride, is presented and a description of the synthesis and the experimental procedures used to prepare and characterize specimens is given. The high-temperature range under consideration (1200" to 2200°K) and the known dependence of oxidation characteristics on sample chemistry, density, and oxidation conditions required a close coupling of the synthesis, fabrication, and evaluation procedures.8 This was accomplished by continual surveillance of chemical composition of starting materials before and after specimen fabrication and by evaluation of density, phase constitution, and microstructural features prior to and after oxidation exposure. I) PROCUREMENT AND CHARACTERIZATION OF STARTING MATERIALS In view of the current state of the art in fabricating refractory boride materials, the methods used in preparing samples for the present study are given in detail as follows: starting materials were purchased in high-purity powder form and fabricated by high-pressure hot pressing into 0.40 by 1.00 in. bars from which oxidation specimens were obtained. The hafnium diboride used in this study was purchased from Wah Chang Corp.; the zirconium diboride from U.S. Borax and Chemical Co. These powders were routinely characterized by quantitative chemical analyses for metal, boron, carbon, oxygen, nitrogen, and iron, by qualitative emission-spectrographic analysis for trace impurities, by X-ray procedures for extraneous phase identification, and by powder densitometry for comparison with X-ray (theoretical) density. Hafnium and zirconium metal and elemental boron were also purchased as high-purity powders and characterized for impurities by emission-spectrographic analyses. The hafnium diboride was procured in three shipments which were designated as HfBl.g7(1), HfB1.88(2A), and HfB2.12(2). The indicated stoichiometry is based on the atomic ratio of total boron to total hafnium; the number in parentheses identifies the shipment number. Shipment 1 was 5 1b, shipment 2A, 1 1b, and shipment 2, 8 1b. The zirconium diboride was procured as a 20-1b shipment and designated as ZrB1.89(1). A small quantity of purified zirconium diboride was also supplied and designated ZrB1, 9(P). The averaged results for chemical analyses which were generally performed according to the procedures set forth in the compilation by KrieGe9 are presented in Table I. Qualitative spectrographic analyses indicated that Ca, Cr, Ti, Si, Zr (in H~B~), and A1 were present at levels between 0.01 and 0.10 wt pct. Other metallic elements were found to be less than 0.01 wt pct. THE purpose of these conferences has been to find some basic principles to guide us in the chaos which confronts us, to arrive at elements of a national policy. None such exists, nor, as a matter of fact, have there been any concerted efforts by the public or the mineral industry to evolve one. In the absence of such a policy the administrative agencies of the government can hardly be expected to be consistent or really effective in their handling of mineral problems, domestic or foreign. Basic Facts MINERAL reserves are unequally distributed among the nations. The principal world supplies are grouped around the north Atlantic, and nearly three-fourths of the world's total is controlled politically and commercially by English-speaking people. No one nation has a complete supply of the minerals necessary for modern industry; specialization, reciprocity, and large-scale movements between the nations are inherent in nature's unequal distribution of them. The principal sources of supply are relatively few compared with the nations to be served-a fact which determines broadly certain natural outlines of the world flow. National isolation with regard to minerals can be accomplished only through backward steps in industry and lower standards of living even in the nations possessing the most of the mineral supplies. A certain measure of unified commercial control, international in scope, is a natural consequence of the limited number of the large sources of supply. Mineral supplies for the world as a whole are so large that there is little need for concern about early exhaustion, but every nation has important problems of early exhaustion of particular minerals, which must affect their policies.

Discussion of the paper of M. B. YUNG, presented at the Pittsburgh meeting; October, 1914, and printed in Bulletin No. 93, September, 1914, pp. 2451 to 2458. T. T. READ, New York, N. Y.-I might .point out that this paper of Mr. Yung's is on a field that is comparatively little known. It is not as well known as the Kochiu tin field, of Yunnan, which is probably the third . in tin output of the world. This field under discussion is considerably further west and the tin which is produced here is, according to Mr. Yung, of somewhat higher grade than the Yunnan tin, and is used by the refiners at Hong Kong to improve the grade of the Yunnan tin. Most of you know that the tin from the Yunnan is shipped to Hong Kong, where it is refined and shipped to Europe. Mr. Yung points out that the Fu Chuan deposits are entirely alluvial and not found in any veins. They .differ in that from the Kochiu deposits, which Leclere says are "nullement alluvionels; leur origéne filonienne est de plus evidentes." Granite is the country rock here; doubtless the tin occurred in veins in the granite, and the deposits have resulted from the disintegration of the granite. This is a country of strong erosive agencies. The country is semi-tropical, and the rainfall is heavy, so that one would naturally expect deep surface erosion of this kind.

PROBABLY the first metallic objects used by man were nickel alloys. In search for flints suitable for the fashioning of their rude tools, our paleolithic ancestors, some 25,000 years ago, quite likely may have come upon some of those heavy, metallic fragments that we now know as meteorites, which consist of an alloy of nickel and iron containing usually from 5 to 15 pct of nickel. Whether paleolithic man ever did discover and use meteoritic fragments, his sketchy records do not actually disclose. We do know, however, that such fragments have been found and used by peoples, particularly the North American Eskimos, for weapons and implements in just the same manner as stones, and prior to any knowledge by those peoples of the reduction of metals from ores. Meteoritic showers were recorded frequently in earliest times and the meteorites often were found and fashioned into useful objects. The ancient Arabic and other myths of "invincible swords fallen from heaven" seem thus to have had a very definite basis in fact, and such weapons, of meteoritic material, have actually been re- covered from archeological excavations. It thus seems probable that meteoric nickel-iron was found and used long before iron was recovered by smelting iron ores (perhaps about 1200 B.C.) and probably even before there was knowledge and use of bronze and gold. The problem of surface support in coal mining is naturally divided into three branches: 1. Surface covered with improvements of such value as compared with the value of the underlying coal, or with such elements of danger to mining, that absolute support is essential. 2. Surface with improvements of less value than the underlying coal such that moderate settlement may be permitted, but destructive settlement must be avoided, either by reason of danger to human life or unwarranted property damage. 3. Surface of relatively small value as compared with the underlying coal where destructive settlement may be permitted. First Problem In the first case it is evident that the original support must be maintained either (a) by leaving ample pillars and confining the coal recovery to a very conservative first mining, (b) by so supporting less conservative first mining by filling or flushing that the gradual deterioration of the pillars may be prevented and subsidence avoided, or (c) by incompressible support as masonry either as an adjunct to insufficient pillars or in place of the original coal support. a. Mississippi has had oil production for only the past six years and natural gas production of minor magnitude since' 1926. The search for oil and gas commenced in 1903 and 1496 wells had been drilled in search of oil and gas up to Jan. 1, 1946. As the year 1945 ended, 659 wells were producing oil and gas from 23 separate reservoirs. The production for the year was 8,353,719,000 standard cubic feet of natural gas measured on a pressure base of 15.025 lb. per sq. in. abs., 15.316,009 bbl. of oil¬field water and 19,093,766 bbl. of crude oil and condensate. Production for the year 1944 was 2,636,067,000 standard cubic feet of gas, 14,979,793 bbl. of salt water and 16,420,346 bbl. of crude oil and condensate.

The knowledge-feigning, theory- straining mining engineer." -Anonymous INTRODUCTION Taxes levied against mining properties and operations are a critical cost in the economic evaluation of mining investments. Indeed, taxes represent a substantial cost of doing business in the minerals industry and often have a significant impact on corporate investment decisions. A good example was the postponement of mineral development in the state of Wisconsin, primarily because of what was perceived to be excessive taxes imposed by that state. In many respects mining investments are no different from other industrial investments. Astute taxing authorities should recognize that geologic endowment is a necessary but clearly not a sufficient condition for mineral investments. The fact that a mineral deposit exists does not necessarily mean that it will ultimately be developed-a point that many taxing authorities fail to recognize. While it is true that ore deposits are not mobile in the sense that they cannot be physically moved to a district having more favorable taxes, corporate investment capital certainly is mobile and flows to ventures which maximize wealth to the firm. In short, higher taxes reduce project yields and tend to drive investment capital elsewhere. The appropriate type and level of taxation imposed upon the mining industry continues to be a very controversial and emotion-charged topic. Mining activities have been taxed at various levels over the years due to widely differing taxation philosophies. Location has also influenced taxation policies, as evidenced by the diversity of tax laws and assessment procedures applied to mineral deposits by the various states. Indeed, mineral taxation varies from state to state, from county to county, and from one mineral commodity to another. Whether or not a given tax is appropriate for a specific mineral deposit, or even an industry, is a difficult problem to assess. First, the type or kind of tax which should be imposed must be considered. Second, it is most important to define a fair and unambiguous base against which to levy the tax. Finally, one must consider the tax rate to be applied to this base. It is the combination of these two components

During 1916, the St. Joseph Lead Co. milled 2,505,670 tons of ore. This is a daily operating average of 7855 tons. The economic concentration of such a large tonnage necessarily requires a plant equipped with modern machinery and operated efficiently. The milling process used in producing this output has been a gradual development through the long period of years that the company has been in existence. HISTORICAL SUMMARY OF MILLING PRACTICE Ore was first mined at Bonne Terre, Mo., in 1864. The early milling practice was crude. It consisted of breaking the ore into small pieces by hand, pulverizing in a Blake crusher and a pair of Cornish rolls to approximately minus 6 mm., and jigging in the old-fashioned hand jigs. Only the coarse heavy galena was saved, the gangue being shoveled off and discarded. The output for the first year under this method was only 240 tons of pig lead. The first mill of the company was a combination of extensions and additions built from time to time as the mines developed. It was a museum of early milling machinery, such as jigs, percussion tables, buddies, dolly tubs, log washers, etc., following no definite flow sheet. The chats, or tailings, were hauled to waste dumps by mule and ox teams, as much as 500 tons per day being moved in this manner, until a railroad was built in 1880. This mill was burned in 1883, at which time the annual output had reached approximately 7300 tons of pig lead. A new mill of 500 tons capacity was designed and built by C. B. Parsons. This mill has been admirably described by H. S. Munroe.' The ore was crushed in Blake crushers, Cornish rolls, through 6-mm. screens, and treated by jigs of the Parsons type, percussion tables and log washers, or trunking machines, for cleaning the galena. It was pointed out in an earlier paper1 that our understanding of the atomic mechanism by which diffusion occurs in metallic alloys is scarcely in an advanced state. This unsatisfactory condition is the result not of any lack of interest, but of the difficulty of designing experiments that .will yield suitable data. The diffusion coefficient of an alloy, measured in the usual way, is simply a number specifying the rate of homogenization of a nonhomo-geneous metal; this number, of itself, can furnish neither the rate at which the individual atoms move nor information as to the mechanism by which they move. It does not necessarily follow, however, that such information cannot be obtained, even if the path to be followed is still not clear. Much success has been attained in the study of diffusion in ionic crystals. A number of experiments, for which there are few counterparts in connection with metals, yield information often indicating a detailed mechanism by which diffusion probably occurs. From such work, quite acceptable theories of lattice imperfections have been developed by Wagner, Schottky, Frenkel, Jost and others.2 It is postulated that real crystals of stoichiometric composition contain, in equilibrium, certain imperfections of which the most importarlt types are: (I) vacant cation sites, with an equal number of interstitial ions; (2) vacant anion sites, with an equal number of interstitial ions; (3) equal numbers of anions and cations in interstitial positions; (4) equal numbers of vacant anion and cation sites. The classification of a particular crystal according to this scheme then follows from studies of the variation of electrical conductivity with pressure of the electronegative component surrounding the crystal, with ion size, and with temperature; other physical phenomena, such as the Hall effect, have aided in establishing the classification. The relative mobility of the anion and cation may be determined by chemical analysis of the salt at the electrodes following electrolysis. With such information, and knowing that one ion never occupies the lattice site normally belonging to an ion of opposite sign, it is usually possible to ascertain the diffusion mechanism. It is clear that the same experiments are not applicable to metal crystals, and substitute experiments that yield as much information have not yet been devised. Much can be learned, however, about the mobilities of the two* kinds of atoms in alloys by the use of radioactive metals as indicators. Only one such experiment has been performed in the past. In 1933, Seith and Keil,3 in an effort to explain the great difference between the rate of diffusion of gold in lead and of lead in lead, measured the rate of diffusion of radioactive lead in 3 gold-lead

Primarily, 1961 was a year for widespread application of tools and techniques which have become operational in the past several years • • • Raising --Raise climbers and climber raising techniques have been improved; narrow veins as low as 55° dip are now being mined from climber raises. Climber modifications include: larger motors, tighter radius curves negotiated, improved lubrication and new methods of stowing the climber during a blast. Climber raises are now ventilated in several ways: a 12-in. diam flexible vent tube behind the climber rail; a 6-in. diam pipe behind the climber rail (with fan); or a 6 to 8-in. diam drill hole along the axis of the raise. In hot raises, these ventilating techniques have resulted in more rounds per shift. When driving raises from crosscut and lateral development, mucking machine loading of raise rock is preferred over slusher ramp loading for the following reasons: a) faster set-up and teardown of climber facilities; b) easier access for climber maintenance, repair and loading of raising supplies; c) area at the bottom of the raise can be kept cleaner. Both wide and narrow veins are mined from 7 x 7-ft climber raises at Butte and at Republic, Wash. At Republic, climber rollers have been modified to support increased weight when driving 55°dip raises • Drilling-The new largebore, short-stroke push feed drills are much faster drilling than previous models and are most satisfactory in hard ground. Although reports on maintenance studies of the new drills are not yet available, increased steel and bit wear and breakage, and increased drill maintenance are seen as potential problems. Mines in Montana and Idaho continue to test rubber-collared drill steel. The fabricating methods used are successful but advantages in increased steel life have yet to be proved. Underground applications of down-the-hole drills continue. Drilling speed and accuracy are reported as the outstanding advantages. Manufacturers are now hopeful of making drills which will operate in any direction. Present applications are for ventilation holes (to 8 in. diam) for climber raises, holes for hydraulic fill distribution, drain holes and "predrilled" raises. Good drilling accuracy has been reported to a depth of 200 ft. Cutting holes in drifting is seen as a future application

SAFETY FIRST is a popular motto-most mining companies have adopted it. It is probable, however, that in the majority of cases it is only a motto and gets no further than the office stationery or the bulletin board at the mine's entrance. In but few industries is there employed a greater diversity of machinery and mechanical devices than in coal mining. The list ranges all the way from mechanical stokers to wood-working machinery and undercutters. Many of these devices, particularly those employed in wood working, are extremely dangerous. In 1913, 23 per cent. of all fatalities occurring in coal mining in the U. S. were caused by machinery of some sort or other. Although the forms of accidents occurring with mining machinery are legion, they generally arise from one or more of five causes: (a) Falls from ladders, platforms, etc.; (b) coming in contact with moving machines or parts thereof; (c) electric shocks; (d) failure of some machine part; (e) mismanipulation of valves, levers, switches or other hand-operated controlling devices. The steps which may be taken to prevent accidents from the above causes are almost as numerous as the accidents themselves. There is, and can be, no panacea for all mishaps, nor for any one class of accidents. There is no mathematical or other formula that will bring immunity under any set of conditions. Common sense is the only guide. The remedy for the first-named class of accidents is simple and generally effective-namely, make the staging, ladder, platform, or other support, abundantly strong to carry any possible weight that it may be called upon to bear; provide ample railings on platforms or runways, and non-slipping feet on movable ladders.

The first hole was started with a 13-in. bit and reached the Pittsburgh coal at a depth of 563 ft.; at 602 ft. the 10-in. casing was run in and the well was continued with a 10-in. bit and 1400 ft. of 8-in. casing was put in. It was then continued to a depth of 1770 ft. and 6-in. casing put in; then continued to a depth of 2555 ft. where the gas was struck. IN recent years the Homestake mine has been served by three shafts, the B. &. M., the B. & M. No; 2 and the Ellison, supplemented by an inside shaft, the Milliken, extending from the 2000-ft. level to the 3200-ft. level. In 1932, when a new operating shaft was under consideration, the bottom of the mine was at the 3200-ft. level. The B: & M. and the B. & M. No. 2 shafts were down to the 1550-ft. level and the Ellison was being deepened from the 2600 to the 3200-ft. level. All ore was hoisted at the B. & M. and-Ellison shafts. Levels below the 2600 level, which were under development only, were served by the Milliken shaft. Below the 1550-ft. level, the mine was served only by the Ellison shaft from the surface. Within a few years, when ore reserves above the 1550-ft. level would be depleted, operation would be limited to the Ellison shaft and the auxiliary underground shaft. The Ellison shaft alone was not adequate for hoisting the entire output from the deeper levels and also handling all men and supplies. Further-more, assurance of safety and uninterrupted operation required- two fully equipped shafts to the deeper levels. Therefore a new operating shaft was authorized in November, 1932, and was named for A. J. M. Ross, the mine superintendent.

Microscopic pyrites are present in all West Virginia coals. Sizes of these pyrites range from 0.1 µ 500 µ (1/2 mm) , and four types are noted: massive, patches, framboids, and isolated crystals. The relative and absolute abundances of the four types vary from seam to seam, and these distributions have a marked effect on the ease with which a seam may be cleaned of pyritic sulfur.
