W. J. Parton—Those operators faced with the problem of treating fine coal whether in bituminous or anthracite will find this paper most timely. I would like to take this opportunity of discussing Mr. Schiffman's paper and at the same time express certain views relating to our Tamaqua plant. I would like to ask the author what type of impeller and diffuser is used in the Denver cells? Screen analysis of products from individual cells indicate that coarser material resists flotation and only floats after greater retention time in the last few cells. Also, the need for a scavenger screen to reclaim non-floated coal particles further stresses this point. I have always felt that more efficient means of cleaning coal between 10-mesh and 28-mesh existed than flotation. Reagent and power costs are high for the flotation process. When floating +28-mesh particles, cell capacity is lowered and some of the particles are lost with the refuse. The Tamaqua plant of the Lehigh Navigation Coal Co. floats —28-mesh coal and capacity of recoverable coal is 40 tph for 1800 cu ft of Denver cells; or 0.05 tons per cu ft of cell. At Kimberly 7.75 tph for 600 cu ft of cell gives 0.013 ton per cu ft of cell. At Bessie 14 tph for 800 cu ft of cell gives 0.017 tons per cu ft of cell. It would be appreciated if the author would comment on what he feels is the upper size limit of particle to attain most efficient utilization of the flotation process. The dewatering screw is a very interesting development since it offers a simple way to prepare coal sludge for more complete clewatering by drainage or mechanical dewatering on screen or filters. In other words it could be used to accomplish the same thing as a thickener tank. I would appreciate having the author's comment on how he thinks such a screw dewaterer would work on a froth.* The process as used in floating coal at the Bessie and Kimberly plants may be referred to as more of a bulk oil float in contrast to a froth flotation process. Experiments on increasing capacity of cells is most interesting since we are going through such an experi- mental period at the present time. Recently a double overflow was installed on our No. 30 Denver cells. So far results are not conclusive. In reviewing this paper the following comments are made pertaining to investigation of methods for increasing capacity: Supercharging: Supercharged air in matte flotation or for that matter the use of the normal amount of air drawn in by the impeller would in all probability cause such an aeration in the cell as to destroy the buoyant effect given to the coal particles by the excessive amount of kerosine used. In other words, air creates an agitation zone throughout the cell, creating a boiling and thereby giving a lower recovery in the cell. It would be interesting to know whether the 7 pct increase in recovery was with no air being admitted to the stand pipe. Changing Impeller Speed: The speed of a receded disc impeller for a No. 30 cell as recommended by the Denver Equipment Co. is, I believe, approximately 250 rpm. At this speed and using supercharged air in excess of 8-oz pressure, we have observed a boiling action in the cells. In our flotation we endeavor to obtain some degree of froth flotation using pine oil as a frother. The boiling action as caused by increasing the amount of air added to the cells is detrimental to recovery in froth flotation. It is our belief that to obtain increased recovery from a cell in froth flotation, additional air must be introduced but at the same time this air must be dispersed throughout the pulp in the form of small bubbles and this can only be done by increasing the speed of the impeller. Therefore, if Mr. Schiffman decreased the speed of the No. 30 impellers and at the same time continued to use supercharged air, the boiling action may have been increased because larger bubbles developed. The lower recovery as reported could be due to this factor. Decreasing the impeller speed will definitely decrease the power consumed but may have other disadvantages. First, we believe it will permit "sanding" in the cell and this in our opinion will increase the wear on the impeller and diffuser, especially so, if there is pyrite and/or sand present in the feed. "Sanding" in the cell when air is used, as in froth flotation, will effect the dispersion of this air and cause boiling.

IN spite of the fact that in 1944 Canada experienced a decline in production of all her leading base metals-nickel, zinc, lead, and copper; despite uncured headaches in the coal-mining industry; and cheerfully ignoring a still further drop in gold, the most valuable product of her mines, which had the lowest output of any year since 1931, the Canadian miner retains the traditional optimism of miners everywhere as he looks forward to the postwar period. Some factors should keep the Canadian mining industry from being too optimistic of the coming era of peace, but the fraternity generally holds that its confident attitude towards the future is based on sound reasons. The decline in production in the Canadian mining industry last year can be almost wholly attributed to the serious shortage of labor and the difficulty in obtaining transport and supplies in remote areas. Some falling off occurred in the demand for certain strategic metals, but the diversion of gold miners, especially, without replacements being obtainable, to direct war work or allied pursuits, was certainly the principal cause of the reduced output in 1944. But that is a situation which will right itself at the close of the conflict.

DURING 1931 the petroleum industry has faced the most hazardous periods of its existence, caused by large potentials, overproduction, and demoralized markets. Two state governors actually resorted to the use of the militia in an effort to restore a semi-stabilized condition within the industry, to prevent waste of the states' natural resources, and to restore prices to a level that would yield the states a reasonable tax revenue. These conditions have made it necessary to put into effect most. stringent economies and have produced a spirit of cooperation between companies to an extent that never before existed. The necessity for unified action on such matters as proration and the advantages to be gained by unit operation are being realized by the oil industry as a whole. Fewer wells have been drilled and wildcat operations almost eliminated: development and operation costs have been greatly reduced and more attention is being paid to efficient recovery methods. The net work of oil pipe- lines has grown rapidly especially in the area of East Texas. The construction and operation of natural gas and gasoline pipelines into areas far distant from the source of supply has been one of the outstanding accomplishments. Refining efficiency has continued to increase and the public is being supplied with a better grade of gasoline at a lower price. The unreasonable tax which state politicians have succeeded in placing on gasoline has encouraged tax evasion and unfair competition by un- scrupulous dealers and has misled the public as to the true price of gasoline.

(Cleveland :Meeting, October, 1012.) In general, the art of securing copper from sulphide ores or concentrates may be said to consist of : (1) separation, in the molten state, of copper sulphide with some iron sulphide, from the great bulk of gangue-material, followed by (2) elimination of sulphur and iron from the molten matte, by oxidation and fluxing, leaving metallic copper. The definition is made broad enough to cover the general practice, whether or not the ore or concentrate is given a preliminary roast for the removal of surplus sulphur. The above process, which I will designate as the smelting process, makes necessary the presence in the ore, or the addition thereto, of such silica, lime, and iron as may be necessary for the formation of a light and fusible slag, together with sufficient sulphur and iron for the formation of copper-matte, and also the addition to the matte of sufficient silica for the oxidation and fluxing-out of the iron. These items, together with the cost of fuel sufficient for melting the mass, constitute important items of cost in the copper-smelting process. Numerous cases where fluxing-materials are scarce or dear, or where fuel is expensive, have caused special attention to be given recently to the wet process of copper-extraction, which may be designated as consisting of forming soluble copper salts which are then washed or leached out of the ore or concentrates by dissolving in water or acid. IF the observation of our British friends is true that Americans put new records in bigness above everything else then the 150th meeting of the Institute was not the grand success it seemed to be. Just why the attendance slumped a little this year is anyone's guess, but the favourite explanation seemed to be that half the country is planning to come to the New York World's Fair this summer and that two trips from the hinterland to the me- tropolis, with another to San Francisco of course, can hardly be justified with the present condition of the stock market and the prices of the products of our mines. Certainly, some were pre- vented from coming too by the epidemic of respiratory afflictions that was rampant in February. Unfortunately. several succumbed after they had reached New York.

ORE tests are made for the purpose of determining the correct methods of treatment for any particular ore. They should be conducted so as to insure that the results obtained in actual mill practice, on ore of similar grade and physical nature, will duplicate the results obtained in the test work. As the expenditure of many thousand of dollars may be involved in the building of the necessary mill, the testing of ores calls for extreme care and skill in handling laboratory machines, and a knowledge of actual practice to guard against the danger of obtaining results in test work that would be impractical to duplicate on a commercial scale. The importance of a correct sample of the ore is at once apparent. No matter with what degree of care the test 4rk is done, it loses its value when made on an unrepresentative sample. It is the first safeguard against future disappointments in the loss of capital and time. A number of failures in the past have been traced directly to faulty or lax methods in obtaining the ore sample.

THOUGH the fall meeting of the Coal Division was held in the heart of the anthracite section, at Hazleton, Pa., the bituminous industry was well represented also, and the two groups found much common ground for discussion. The' technical part of the program was confined to two sessions in the morning and afternoon of the first day, Friday, Oct. 14, the evening and the following day being reserved for field trips and social functions. The attendance more than met the expectations of those in charge of the arrangements; there seemed no hint of depression here.

THE 130th Meeting of the Institute was held in Birmingham on Oct. 13 to 15, with visits to other mines and districts before and after. The last visit of the Institute to Birmingham was made in 1888, thirty-six years ago, and vast development has been made in' the district since then. With proverbial southern hospitality compounding over this period of years the welcome given to the Institute was such that .it is difficult to express properly the gratification and appreciation of the visiting members and the officers of the Institute. The Birmingham News in an editorial said: Birmingham is duly appreciative of the presence of these gentlemen, not because they are all distinguished in their great services in the mining and metallurgical world, but for the further reason that our interests are very largely wrapped up in their deliberations. Birmingham is one of the great industrial centers of America. Their discussions are of vital concern to all of us.

INTRODUCTION The equilibrium constants for methane and for water, and for ethane and water have been calculated from experimental data for the two binary systems.2,3,11,12 These constants are for the two-phase systems for the temperature range of 100" to 340°F and the pressure range of 200 to 10,000 psia. The constants for ethane are greater than those for methane. Equilibrium constants for a natural gas from a natural gas-water system6 are about the same as those for methane. Equilibrium constants for water in all three systems are very nearly the same over the greater part of the range of temperatures and pressures studied. In ideal solutions, the vapor-liquid equilibrium constants for a component should be the same in all such solutions at a given temperature and pressure.5 Few solutions are ideal, and consequently the use of generalized constants often leads to error in situations where they do not actually apply. In decidedly non-ideal systems, it is desirable to have equilibrium constant data for the specific system. Vaporization equilibrium constants may be calculated either by thermodynamic methods or from experimental vapor-liquid equilibrium data. In the thermodynamic calculation. the equilibrium constant K may be shown to be" K = fP,/fl'..........(1) where fPi is the fugacity of the pure component i at the given temperature and at the vapor pressure of the pure component, and fp is the fugacity of pure i in the gaseous state at the temperature and total pressure of the system. At best the thermodynamic calculation results in a K applicable to ideal solutions. Equilibrium constants calculated from Equation (1) have been found to have only limited agreement with experimental values, even though the solutions for which they were calculated approached ideality."'" If the more volatile component is at a temperature above its critical, the accuracy of the equilibrium constant for the component is made more doubtful by the use of the vapor pressure term under such conditions. In order to make the thermodynamic calculation on a component above its critical temperature, one must resort to one of the empirical methods of extrapolation of the vapor pressure to conditions above its critical point.13 Application of the thermodynamic equilibrium constant then to the methane-water or the ethane-water systems would be risky since the systems are non-ideal, and the methane and ethane are above their critical in most petroleum operations. SHORTAGES of metals and minerals and substitution of less critical materials for those in which a virtual famine exists received detailed and frank discussion at a recent conference in Washington called by Robert E. McConnell, director of the Conservation Section, Office of Production Management. Representatives of the large engineering societies in the United States and O.P.M. department heads participated in the discussion. To open the session Mr. McConnell called upon Zay Jeffries, chairman of the O.P.M. Advisory Committee on Metal Conservation and Substitution, to summarize the present situation. Dr. Jeffries touched briefly on the status of metal shortages, which has already received considerable attention in the popular press, and said that much of the present difficulty was caused by the too-hasty substitution-without sufficient con¬sideration of the immediate conse¬quences-of metals having ordinarily a small yearly consumption, for those having a much larger annual consumption. As a result, all the alloying metals used in alloy-steel manufacture have become scarce, with the exception of molybdenum; further¬more, despite a reserve of 11,000 tons of molybdenum in this country and despite a normal consumption of only about 3500 tons and a prospective annual production rate of 21,000 tons by October, a shortage of molybdenum is possible before this war is over.

The Wind River Formation of Eocene age is the host rock for large high-grade uranium deposits in the Shirley Basin. The major deposits are in a northwest-trending belt of sandstones that were deposited in stream channels and that were lithologically favorable for uranium accumulation. Paleotopography influenced the character and position of the belt. The major deposits within the belt are at, or near, the margins of large tongues of altered sandstone formed in the most transmissive parts of thick sandstone beds. At least two tongues of altered sandstone are present in the belt, one of which is 5 miles long, 3 miles wide, and 70 feet thick; the other tongue is somewhat smaller. Ore bodies consist of a few hundred tons to several hundred thousand tons of material containing from 0.10 to about 2.00 per cent U3O8. The ore mineral is uraninite associated with pyrite, marcasite, hematite, and calcite. Deposition is believed to have taken place when neutral to slightly alkaline, oxidizing, uranium-bearing ground water, on entering the basin, encountered a reducing environment. The reductant may have been H2S of biogenic origin. Geology played an important role in discovery, exploration, and development of ore in the Shirley Basin.

IN every commercial establishment,' it is customary and necessary to take inventory, periodically, and to account for profits and detect losses, to achieve productiveness and enhance efficiency. So, too, in the ordered life of every individual, there is the need of periodic introspection. The exercise of the Sabbath for rational thought, the utilization of pause, or rest, from the technique of daily occupation, orient the efforts. These are the constructive opportunities by which we grow always better than we were. Thus, also, there' is need of a periodic analysis of the organizations to which we belong and toward which we con- tribute. So we find' reason for the fitness of our loyalty. There seems to be no half-ground for the engineer. Whatever presumes to bear his name demands either the crushing pressure of his heel or the supporting pressure of his hand.

MARKETWISE the year 1935 was rather a good one for most of the rare and minor metals; as a class they climbed out of the depression much faster than the common metals. The diamond market, too, was better than it had been for years, attributable only in part to investment buying, as there was a genuine pick-up in consumer demand. Wars and rumors of war tended to speed up purchases of certain metals, but consumption for peaceful purposes was the principal factor. Significant was the important role played by new industrial uses. New discoveries during the year were disappointingly few, considering the broad extent of this research frontier. Scientific developments were far from being at a stand-still, of course, but the dominant note was the cashing in on research consummated in former years. With even a moderate upturn in general business a surprising number of laboratory ideas donned overalls and found jobs in industry.

IN spite of the war and the preoccupation of many physical metallurgists with work on secret or confidential problems, definite progress was made during 1944 in our understanding of the behavior of steel and of the effect of alloying elements. During the first two years of the war there was much concern over the possible unavailability of certain alloying elements; this period saw the development of the N.E. (National Emergency) steels. However, the measures taken eased the alloy situation and currently, highly practical problems under study are the graphitization of low-carbon steel and weld-cracking, while investigations of more theoretical interest have concerned hardenability, isothermal reactions, the effect of hydrogen and the interpretation of the notched-bar impact test.

Man had to learn to break rocks as early as the Stone Age, when they formed his main source of raw material. He started with chipping and over the years has reached a stage where he can employ atomic blasts and break, with one blast, millions of tons of rock. In between these two extremes there have been several stages of development including fire setting, use of the expansion of water on freezing in chipped cracks in cold climates, the use of low or deflagrating explosive black powder in about the 17th century, the use of high explosives with the discovery of nitroglycerine in 1846 by Sobrero, followed by the monumental discoveries of the great Swedish scientist Alfred Nobel in the latter half of the nineteenth century.

This paper discusses the impact of taxes at the state and federal level on typical on-shore oil and gas exploration economics in the USA. Taxes considered are the windfall profits excise tax, state production (or severance) taxes, state income tax, and federal income tax. Also considered will be market prices for oil and gas in the USA. The effect of government take as a percent of revenue, on rate of return, discounted Payout, and discounted cumulative cash flow is shown on the attached tables. The conclusion drawn is that tax laws, while rarely the most important factor to be considered when drilling a well, can have significant impact on the profitability of oil and gas ventures, and should be considered when determining where to drill. Hypothetical exploration wells were analyzed for the impact of tax laws on project profitability. The results of this study show that when factors other than taxes are postulated to be the same (such as producing rate, capital, operating costs, and prices), cash flow can vary by as much as 68% due to the differences in the tax laws. Other significant findings for the cases studied include: (a) that discounted payout varied by as much as 1.8 years, (b) that rate of return differed by up to 67% and (c) the total tax rate as a percentage of revenue had a maximum variance of 33%.

The idea of a portable crusher is not new. Many such crushers are available but they are small and designed for construction work. For many years the author has suggested, both in this country and in Europe, the building of larger portable crushers intended expressly for use in quarries or open pits. Although not applicable under all conditions, there are mining operations where a mobile crusher arrangement could be more profitable than the facilities now used. The primary use of a portable crusher, i.e., a crusher mounted on crawlers or tires, in the rock and mining industries is to reduce costs by permitting the substitution of conveyor belt haulage for truck or track haulage. The usual sequence of operations in surface mining is drilling, blasting, loading, haulage, and crushing. Haulage is normally accomplished by truck or track-mounted cars, the latter method being used for the longer distances. However, by using a portable crusher in the pit, the sequence of operations would be changed so that the crushing stage would occur before haulage (Fig. 1). Such a sequence would permit the use of conveyors to replace the more expensive truck or track haulage methods. Since most quarry and open pit operations normally require a crushing stage, the only additional costs incurred will be due to the investment required to purchase or construct a mobile arrangement for a crusher. But this factor has to be weighed against the advantages to be gained by conveyor haulage. As shown in Fig. 2, transportation of material by belt conveyor over short distances is less expensive than by truck. The inclination of the belt has no effect on belt speed; consequently, the hourly tonnage moved remains the same. Conversely, the output rate of trucks as expressed in tons or ton-miles per shift decreases proportionally to the haulage speed, which is considerably slowed by the steepness of the road (Fig. 3, left). Although maximum possible grades and maximum economic grades of haulage are greater for a belt than for a truck (over the same total lift), the longer haulage distances favor the use of trucks. Although power consumption for hauling on a grade increases for both conveyances, the rate of power consumption increases faster for trucks than for conveyor belts (Fig. 3, right). Since the output rate and related fixed costs are affected by the travel speed, total haulage costs with trucks would increase with the grade more rapidly than the similar costs of conveyor belts (Fig. 4). Travel distance, road grade, speed, size and number of pieces of equipment, efficiency of operation, and many other factors affect such haulage costs. In general terms it can be said that the shorter the distance, the steeper the grade, and the greater the output, the more advantageous the belt becomes in comparison to truck or track haulage. In addition to potential cost savings in haulage procedures, a portable crusher would allow better utilization and performance of shovels. Loading operations would not be interrupted as often by the necessity of waiting for cars or trucks. Unfortunately, the application of belts in open pits for haulage from bench sites is generally not practical under existing conditions because a belt fed directly by a mechanical shovel can be torn, damaged, or worn out quickly by the large rock fragments falling on it during loading. However, by using a mobile crusher this situation can be avoided. As shown in Fig. 1 (b), the shovel feeds rock into the crusher located behind it. The crushed material is initially transported by an extensible and/or movable belt, thence by a longer stationary conveyor to the plant where the material is subjected to further treatment by secondary crushing, screening, etc. The first-mentioned conveyor, needed to bridge the distance between the shovel and the stationary conveyor, is necessarily variable in length owing to the continuous movement of the shovel and the desire to keep the stationary belt at a safe distance from the bench during blasting operations. The remarkable part of mobile crusher operations is the extra-ordinarily high output per man-shift, the low maintenance and power requirements for haulage, and the increased output of the loading shovel. A cement quarry which has been using a portable crusher and conveyor since 1956 requires only three men to operate the shovel and crusher and to transport the crushed rock by belt from the quarry face to the screening plant. Measurements have been made between 1040o and 1300°C of the equilibrium between chromium metal, chromic oxide, hydrogen, and water. The results are in closer agreement with those deduced from recent thermal data than with previous equilibrium values. They lead to the equation ?G°1300°-1600°k = -266,700 + 59.95T ± 300 cal for the formzation of a mole of Cr2O3 from chromium and oxygen. This same equilibrium has been studied with the chromium dissolved in solid iron, and in this way chromium activities in Fe + Cr alloys have been established. The measuremenis show that there are substantial positive deviations from ideality in the a, and b phases, and support the results obtained by Heymer and Kubaschewski against those of other investigators. There is considerable disagreement between existing data,1"4 which is referred to in the Discussion, concerning the equilibrium Cr2O3 + 3H2 = 2Cr + 3H2O [l] There is also substantial disagreement between the results obtained by various investigators5-' who have measured the activities of chromium in its alloys with iron by the Knudsen effusion vapor pressure method. In view of the importance in metallurgical processes of chromium and its oxide and of Fe-Cr alloys, an attempt has been made to study equilib- rium [I] both with pure chormium metal and with chromium alloyed with iron, at temperatures between 1040o and 1300oC.
