Construction contracts in the USA contain the clause "Value Engineering" ? an interesting and curious clause allowing contractor initiated design changes. Misleading is the interpretation of value engineering implying cost saving and sharing with the owner, and curious is the timing, just before beginning of actual construction. It is not surprising that such a clause would simply be ignored, because it involves change, often major design changes in very short time; and change is feared, moreover, it is vehemently resisted by all parties, owner, designer, contractor. The problem in the USA may lie in the divergence and separation of the two entities: Designer/Engineer and Builder/Contractor, assigned to the "one" engineering project. The priorities and incentives of these two groups are very different. The Engineer spends years, even decades, in design and prepares contract drawings often without a deep understanding of construction methods. Worse, with all the time available to him and in our era of tremendous advances in computational methods and speed, the designer turns in plans that are inexcusably exaggerated code-based design with excessive safety factors. As to the Contractor, he builds, often without appreciation of design principles or regard for design engineers. Redesign to apply a new technology or optimization of an inferior design just before construction becomes unthinkable. It is not surprising that adverse and hostile relationship between the designer and the contractor is a norm with extended disputes and claims, not to mention the cost these entail. Surprisingly, "Value Engineering" was successfully implemented in record speed on several very large projects in the metropolitan New York area. The process of change was unconventional, painful, and even comical. Four case studies are presented: two Design/Build: the 1.2 billion dollars Hudson-Bergen Light Rail Transit System in New Jersey and the 90 million dollars MTA Bus Depot in Manhattan, and two Conventional Design/Bid/Build: the 90 million dollars Queens Boulevard Bridge and the 150 million dollars Long Island Expressway.

The National Granite Commission at its annual meeting in Norfolk, Va., in January, 1930, passed a resolution requesting the Bureau of Mines to conduct an economic study of the granite industry. In compliance with this request a preliminary review has been made of trends, in, the production and uses of block granite. Some unfavorable conditions, were, thus brought to light and certain suggestions regarding a. more orderly and consistent growth in the industry are herein discussed. The results of the study axe, presented in this report for the earnest consideration of the industry and comments are invited, not only on this report but as to future work that might be accomplished by the Bureau of Mines. The authors desire to acknowledge many helpful suggestions and comments from Paul M. Tyler of the Bureau of twines and from Harris F. Sherman, secretary of the National Building Granite Quarries Association. Miss A. T. Coons of the Bureau of Mines rendered valuable, assistance through her wide knowledge of granite statistics.

An overall study was conducted to evaluate the properties and processes influencing the rate and magnitude of consolidation for oil sands fine tailings produced using different extraction processes. As part of this overall study, consolidation tests using slurry consolidometers were carried out for caustic and non-caustic fine tailings. The influence of a change in bitumen extraction process (caustic versus non-caustic) on consolidation properties, namely compressibility and hydraulic conductivity, was determined, as was the effect of adding a coagulant (calcium sulphate [CaSO4]) to caustic fine tailings. For fine tailings originating from two different oil sands ores (Ore A and Ore B), results were presented in terms of variation in average void ratio with time (settlement), void ratio with effective stress (compressibility), hydraulic conductivity with void ratio and coefficient of compressibility and hydraulic conductivity with sodium adsorption ratio. Findings indicated that chemical characteristics of fine tailings (water chemistry, degree of dispersion) do not have a significant impact on their compressibility behaviour and have only a small influence at high void ratio (low effective stress). The biggest advantage of non-caustic fine tailings and treating caustic fine tailings with coagulant is an increased initial settlement rate and slightly increased hydraulic conductivity at higher void ratios. Thereafter, compressibility and hydraulic conductivity is governed by effective stress.

The establishment of a central steam-heating system in Winnipeg and its inauguration in October, 1924, has attracted a considerable amount of attention. Not only does it excite the curiosity of the engineer, but it has stirred financial and civic bodies throughout Canada to such a degree that there is now a much keener general interest in this particular type of public utility than has been shown heretofore. This does not mean that we may expect a mushroom growth of central-heating systems in all our larger Canadian cities in the near future, but it does mean that the pioneer work which Winnipeg is now doing will undoubtedly be used to guide others in their judgment as to the feasibility of similar projects elsewhere. The success of the municipal hydro-electric system in Winnipeg, and the low rates for electricity resulting therefrom, was without a doubt the most important factor influencing the citizens of Winnipeg to venture into this new field. The events which led up to the central steam-heating proposal in Winnipeg are interesting.

The ballasts were to be used in the modified and new portable and machine-mounted lighting systems designed by the Crouse-Hinds Company, per Tasks I through IV of Contract No. H0220065.

During the last 28 years, I have had the very challenging and rewarding experience of working as an engineering professional in a large multinational company, both as a manager of engineers and engineering projects as well as an inventor and generator of new engineering processes and products. Due to the diversified geographic and tech¬nical nature of my employer's business, my responsibilities have taken me all over the world. This has included interactions with people in different industries including minerals, coal, chemicals, petroleum, pulp and paper, agriculture and pharmaceuticals. As diverse as my experience may seem, it has always amazed me how common the basic underlying technology and economic trends are that shape the working environment that any given engineer in any given geographic loca¬tion will experience. I would like to discuss the industrial evolution from micro to macro engineering. One of the basic truths behind how industry must and will operate is "change," including: • the creation of conditions for change, • the anticipation of change, • the resistance to change, • the rewards that being part of a change can bring and • the destruction that change can bring to the unprepared. This fact was well stated by Heractitus around 500 BC.: "There is nothing permanent except change." This simple truth has been valid since the dawn of time and, if anything, is accelerating in nature every decade.

"Of the 135 current or past-producing 'gold-only' mines in the Superior Province of the Canadian Shield which have produced more than 100,000 tons of ore, the 33 mines which have produced one million ounces or more of gold have accounted for over 84o/o of the total production of 137 million ounces. The published literature on these 33 deposits was reviewed in order to determine the geological setting of the mineralization on a regional (mining camp) and local (mine) scale. The dominant rock types underlying the mining camps are mafic, variolitic, tholeiitic volcanic rocks with a significant ultramafic (komatiitic) component, and clastic and/ or exhalative sedimentary rocks. Felsic volcanic rocks are generally subordinate. Most mining camps are located at or near the top of the mafic-ultramafic sequence, and generally there is a major sedimentary-volcanic contact present which may be 1) a stratigraphic superposition of volcanic and sedimentary units, 2) a rapid, along-strike gradation from dominantly volcanic to dominantly sedimentary units due to facies change, or to the formation of structurally controlled sedimentary basins during volcanism, or 3) frequently (at 40o/o of the camps) a juxtaposition of sedimentary and volcanic sequences across a major fault zone or 'break', which in many instances may represent a reactivated, syn-volcanic basin-margin fault.In contrast to the regional setting, on a local or mine scale over 90o/o of the 33 mines contain felsic intrusions and/ or extrusions within mine workings. The felsic rocks may be quartzbearing (commonly quartz-feldspar porphyries) or dominantly quartz-free (commonly feldspar porphyry syenites or monzonites), and appear to have been emplaced in two different depth-zone environments: an epizonal intrusive environment, and a volcanic vent environment. Although the distinction between epizonal intrusive and volcanic intrusive-extrusive rocks is uncertain in many deposits, the two are tentatively separated on the basis of the grain size of the rock matrix (medium to coarse grained vs aphanitic to fine grained), homogeneity (multi-phased and/ or compositionally zoned vs compositionally homogeneous), and the shape and relationship to stratigraphy of the igneous body (circular or oval in cross section, and cutting the stratigraphy at a low angle vs lenticular and either stratiform or cutting the stratigraphy at a high angle). In addition, felsic intrusions of the volcanic environment commonly grade into tuffs or breccias of extrusive origin, whereas epizonal intrusions do not.Stratiform ore zones of possible exhalative sedimentary origin appear to be confined to deposits in which volcanic felsic rocks are present, and are absent from deposits in which only epizonal felsic intrusions are present. Pervasive carbonate- rich alteration, commonly in roughly stratabound zones of regional extent, and carbonate-rich chemical sedimentary rocks are present in over three-quarters of the deposits containing quartz-bearing felsic volcanic rocks, but are much less common in deposits with quartz-free felsic volcanic rocks. The host sequences of epizonal felsic intrusions which are quartzfree are more commonly sedimentary than those of quartz-bearing epizonal felsic intrusions.Quartz, carbonate minerals, arsenopyrite, scheelite, tourmaline and Cr-muscovite ('juchsite') are the most common mineralogical associates of gold. Arsenopyrite is essentially restricted to the volcanic environment, occurring in about twothirds of the deposits with quartz-bearing felsic volcanic rocks and less than half of the deposits with quartz-free volcanic rocks. Tourmaline, on the other hand, is almost ubiquitous in deposits associated with epizonal intrusions and also occurs in about two-thirds of the deposits associated with quartz-bearing felsic volcanic rocks, but in only one of the eight deposits associated with quartz-free felsic volcanic rocks. The Bureau of Mines Minerals Information organization collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Minerals Information activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral- material production or consumption.

Following extensive trials on a 100 000 tpa Research and Development facility at Kwinana, Western Australia, Hismelt Corporation (wholly owned by Rio Tinto) are confident of the future commercial success of this technology. The Hlsmelt process uses iron ore fines and non-coking coals to produce molten pig iron suitable for feeding to BOF and EAF steelmaking vessels. The unique process configuration combines direct injection of raw materials into the molten iron bath, high rates of metal and slag mixing, and effective post-combustion of the bath gases to achieve efficient coal utilisation. This is the key to the strong economic performance of the process.

The wastewater-treatment system of the Anaconda Mining Co., at its Butte, MT., operation has been physically and chemically characterize modeled on a computer and investigated with respect to alternate systems for economic heavy metal recovery. The system involves lime addition to a mixture of acid underground copper sulfide mine water, acid effluent water from the iron induced precipitation of copper from acid leach solution and basic suspensions of solid effluent from a concentrator plant. Experimental chemical analysis and predictive computer calculations shows that the monosulfllte and disulfllte complexes of transition metals (Iron II being dominant) and alkaline earths are 40% of the total dissolved metal load of both acid streams. The suspended solids (30% by weight) in the basic concentrator slurries are dominated by quartz and pyrite and also contain kaolinite muscovite, biotite and undissolved lime. The mixture of these three streams result's in major reductions in concentrations of Al, Cu, Fe, Mg, Mn, Sir and Zn, and a pH >7 with calcium, sodium, potassium, and sulfate being the major dissolved ions. The treatment system has been simulated in the laboratory and accurately modeled on a computer. The computer program, an altered REDEQL-EPAK, is capable of accurately predicting the amount of lime required to reach a desired effluent water. Preliminary research has indicated the usefulness of electroprecipitation as a means of recovering the valuable metal load and providing an EPA acceptable effluent.

Dynamic pressures during blasting can affect performances of both electronic and non-electronic detonators. Boreholes can develop tremendous amount of pressures during blasting. The effect of such elevated pressure especially during electronic delay countdown is probably more acute in electronic detonators. Measuring the pressures during blasting can aid to understand the relationship between magnitude of the pressure developed and the multitude of blasting conditions.

Western AustraliaÆs Mining Act 1978 was amended in 2010 to provide for the requirement of a mine closure plan to be submitted to the Department of Mines and Petroleum (DMP) for approval, as part of a mining proposal application. The mine closure plan must be prepared in accordance with approved guidelines. Guidelines for mine closure plans were developed to assist the mining industry in Western Australia to plan and implement effective closure of mines. The guidelines focus on the application of integrated mine closure principles and industry best practice information on mine closure. This, includes stakeholder consultation, risk based approach, data collection and monitoring, development of completion criteria and financial provision.Due to the potential high level of public interest in the guidelines, extensive consultation with stakeholders was conducted. The purpose of this paper is to share experiences from the consultation process.CITATION:Nguyen, X T, 2012. Os aços inoxidáveis duplex combinam as propriedades mecânicas da ferrita com a resistência à corrosão da austenita. Quando submetido a tratamentos térmicos, pode haver precipitação de fases secundárias que prejudicam a resistência mecânica e à corrosão. O objetivo desse trabalho é avaliar a ocorrência de fases secundárias em um aço inoxidável duplex 2205 de grão ultrafino laminado a frio e submetido a temperaturas de recozimento de 600°C a 950°C por diferentes tempos (300-86400 s). Para identificação e quantificação das fases, foram utilizados microscopia eletrônica de varredura, difração de elétrons retroespalhados e difração de raios-x. As propriedades mecânicas foram avaliadas através de ensaios de tração e teste de microdureza Vickers. A presença de fase  e  foi observada junto ao carboneto de cromo, M23C6. A fase  foi confirmada apenas depois do tratamento à 800°C. De modo geral, o aumento do tempo de recozimento leva à uma maior precipitação das fases secundárias. À medida que a precipitação ocorreu, houve aumento da fração volumétrica de austenita e redução da fração de ferrita. Embora a resistência mecânica tenha aumentado, no geral, as propriedades mecânicas, como ductilidade, são prejudicadas pela precipitação.

El avance tecnológico en los sistemas de iniciación en voladura abarca desde el sistema convencional (Mecha de Seguridad y Fulminantes hasta el sistema de iniciación electrónica, donde a través de un control de vibraciones se controla la energía liberada en un disparo, optimizando la fragmentación y disminuyendo el daño a las paredes del pit. En ese sentido, el sistema de iniciación con detonadores electrónicos, fija con claridad los conceptos de precisión, flexibilidad y seguridad. Por ello, el presente trabajo señala el uso de detonadores electrónicos por la Sociedad Minera Cerro Verde con la finalidad de evaluar sus resultados en seguridad, precisión, fragmentación, vibraciones, y control de daño a las paredes de la mina. Los resultados fueron óptimos -en tanto mejoró la fragmentación, el proceso de carguío y se incrementó el flujo en chancado primario.

THIS paper will present a review of the mining operations of one of Canada's most lately established gold mining districts (1). The history of the Little Long Lac and Sturgeon River areas is interesting in view of the fact that, although they have long been the scene of a certain amount of mining activity, they remained little more than an uninhabited wilderness until 1933, since which time ten producing gold mines and mills have been established in permanent operation, eight of these having entered production since the beginning of 1937. As complete a background as possible will be given concerning the major influences having a bearing upon living and economic conditions in the mining communities. The object, here, is to show the diversity of problems which demand the attention of the operator starting up and operating a new mine in present times, and to indicate the ways in which these problems are successfully met in this district. A description of the power facilities and plant equipment will be followed by a summary of the problems encountered and methods applied in exploration and development. This is to aid in forming a background showing the circumstances which influence the mining methods and costs of the various operations. The paper will conclude with a description of the mining methods used and the costs of the operations, including summarized analyses of the stoping methods and mining conditions. The various phases of operation will be dealt with separately, in so far as this is possible, in order to present clearly the salient features. It is necessary, however, that the reader bear completely and constantly in mind the fact that in actual operations these phases arc, to a large extent, intimately related and greatly affect each other, as well as being, in turn, affected by other circumstances beyond the control of the operator. A few of these circumstances are: capital available during the development period and early stages of productive operation; strength of rock comprising the ore and its boundary walls; grade, size, shape, and location of ore-bodies; and many other natural items which must be carefully weighed in relation to the details of operation.

One of the least known geologic regions in the U.S. is the area now called the Basin and Range Province. It is paradoxical that so little geologic information has been compiled for a province that has yielded billions of dollars worth of metals and is currently producing a small amount of oil. Regional stratigraphic studies of parts of this large territory have been published only recently, and regional structural interpretations of even parts of the province are rare in the literature. This, of course, does great injustice to the earliest workers: Gilbert,1,2 Russell,9 Le Conte,4 Spurr,5 Louderback,8 and others, who recognized the area as distinctively different from the rest of North America. Their simplified picture of the structure of the ranges and the province as a whole is the groundwork for present understanding and has never been superseded. Since their early works, however, geologic data from the province has consisted largely of detailed reports of widely scattered mining districts. Each district has been described as though it were an island in an unknown sea. More recent syntheses of the geologic history have been prepared by Lindgren,7 Ransome,8 Nolan,9 Bill-ingsley and Locke,30 Longwell,11 and Eardley.12 The tentative nature of the present interpretation, which treats the structural evolution of the Utah and Nevada area, must be considered in light of the scarcity of geologic information from the province as a whole. The methods of interpreting tectonic history from stratigraphy are based largely on the concepts of Marshal Kay.23 Discussions with Hoover Mackin also have aided in organizing the Tertiary history. TECTONIC AND STRATIGRAPHIC SETTING Two approaches to the subject of the tectonic history are possible; they correspond to looking through opposite ends of a pair of binoculars. One involves an expansion and extension of detailed work and the other an interpretation based on regional geological relationships. It is believed that the second approach, used here, is not in disagreement with detailed observations. The area of the Basin and Range Province is shown in Fig. 1. Within this area middle Tertiary to Recent high-angle faulting has controlled development of mountain ranges and valleys. Only the part of the area north of Las Vegas, Nev., and south of the Snake River in Idaho will be considered in this article. Within this part of the province most of the ranges trend north-south. Approximately two thirds of the area is covered by late Tertiary to Recent valley fill and lake deposits.

O objetivo desse trabalho foi avaliar o efeito do tempo de recozimento na resistência à corrosão do aço inoxidável duplex UNS S32205 laminado a frio. Quando o aço duplex é submetido a deformações intensas, a austenita transforma-se parcialmente em martensita, elevando a resistência mecânica do aço. Já quando é feito o recozimento essa transformação é revertida, ou seja, a martensita se transforma em austenita. Porém, esses aços apresentam forte tendência à formação de fases secundárias quando expostos a determinadas temperaturas por certo intervalo de tempo, que levam à deterioração das propriedades mecânicas e corrosivas dos mesmos. O aço estudado foi submetido à laminação a frio até 60% de redução da espessura, e posteriormente recozido a 850°C, temperatura na qual a cinética de precipitação de fases é máxima, nos tempos de 300, 600, 1800 e 86400 segundos. Para a análise microestrutural foram utilizadas as técnicas de microscopia óptica, microscopia eletrônica de varredura e a difração de raios-X. A resistência à corrosão foi estudada por meio da técnica de impedância eletroquímica (EIE), utilizando solução de NaCl 3,5% à temperatura ambiente. O aumento do tempo de recozimento aumentou a precipitação das fases secundárias, o que leva ao aumento de regiões empobrecidas em Cr e Mo. Com o aumento do tempo de recozimento, essas regiões são parcialmente recuperadas pela difusão desses elementos, melhorando a resistência à corrosão.
