A sociotechnical system (STS) creates a framework that allows an examination of how social and technical factors affect organizational outcomes within a specific environmental context. STS has been rigorously studied with a primary research focus addressing worker-technology interactions. Although these interactions are important, the social processes and interactions that occur whenever any technical or environmental change is introduced into the system have been undervalued. If social processes are better understood, mining organizations could efficiently prepare and stabilize for such changes. With this goal in mind, we sought to extend STS theory through applying principles of meta-design to analyze the results of two case study interventions. Specifically, we studied the impact of an unregulated dust control technology (the Helmet-CAM) and a regulated dust control technology (the Continuous Personal Dust Monitor) on factors within an STS including employees’ knowledge of, communication about, and use of technology to mitigate respirable dust sources. The results are presented in a way that first, addresses the overarching principles of meta-design STS including organizational participation, flexibility, and communication and second, examines how technology implementation processes differ when the organization is complying with a formal, higher-level requirement. Results show that a prominent focus on the social factors within an STS framework could help reduce unpredictability on the technical side and may improve communication within the system to help reduce adoption time, especially if and when accompanying a new, formal work process.

Porphyry copper deposits are the most important source of copper and also gold within the orogenic belts. These deposits are characterized by low grade copper ore (0.2% to 1% copper) and host precious metals like gold, silver and platinum. A characterization tool has been developed for complex porphyry type copper-gold deposits with an aim to quantify copper and precious metal deportment. This quantification is a challenging task due to low grades and also due to the presence of both visible and invisible precious metal content in different sulphide and non-sulphide phases. Studies were initiated on various complex, ore deposits and also on samples representing various processing streams such as flotation and leach products. This paper presents the development of a systematic approach to diagnostic metallurgy using state-of-the-art optical and automated mineralogy, micro-probe, dynamic SIMS and TOF-SIMS analysis for quantification of invisible and visible precious metals content in various species. The relevance of this characterization to metallurgy will also be briefly discussed in this paper.

THERE have been two important accomplishments of the Truman administration; the Hoover Commission report on inefficiency and waste in government and the report of the Paley Commission on the natural resources of the United States. Both reports are in the interest of the American people and should transcend the boundaries of political parties. Both reports are starting points for the formulation of policies which must be continuously revised to meet changing conditions. Regardless of the outcome of the election the principles embodied in these two great documents must be kept alive. The Paley report is right in our own bailiwick of mineral raw materials and it behooves us to study it carefully as our responsibility to posterity. To those in the mining industry who have limited their field of observation to moving rock or to metal prices it may come as a surprise that our production of such staples as copper, lead, and zinc has fallen behind increased requirements to the point that substantial tonnages must be imported. Iron ore is next on the list and everybody knows that such metals as tin, tungsten, chromium, manganese, nickel, and cobalt are imported almost exclusively. The crisis in raw materials pointed up by the Paley report has been reported annually by Elmer Pehrson and others to small gatherings at the Mineral Economics Division sessions at the Annual Meeting for as long as we can remember. In September 1949, the United Nations Economic and Social Council held an international resource conference at Lake Success which disclosed these same grave conclusions: - Consumption of raw materials is multiplying at an alarming rate, faster than discoveries or replacements are being made. - Production has been wasteful and utilization lavishly beyond enginee¬ing and practical requirements. - Industrialized nations are depleted and many raw materials consumed by industry are not found in the industrialized countries. - Nations formerly exporters of raw materials are increasingly building their own consuming industries. - Political forces in the world are limiting access to raw materials. The Paley Commission selecting the quarter century, 1950 to 1975, to project raw material requirements for the United States, pointed out obstacles to meeting these requirements, and made recommendations for procurement. It is not important that we disagree that cobalt consumption will reach 344 pct of present, or fluorspar 187 pct when iron and ferroalloys are only expected to increase 75 pct. What is important it that the fabulous appetite of the United States for mineral raw materials has consumed more since World War I than was consumed by the entire world in all recorded history prior to 1914. And, unless the people of the United States are satisfied to remain at their present standard of living (which is unthinkable) this consumption is correctly plotted by the Paley Commission as continuing to expand. If the U. S. is to continue on a course of progress, it must procure raw materials wherever it can at the lowest possible cost. Natural resources are clearly an area in which the broadest cooperation between industry and government must exist to achieve efficient exploitation, economic consumption, and expansion of sources of supply. The message of the Paley report requires action comparable to that of the North Atlantic Pact. Its implication is as significant as military preparedness. It is a world problem. It is a mining engineering problem. Don't let it die!

Ensuring the success of a major resource development project, whether in the Gippsland Basin or elsewhere, is typically both a complex and costly process. It is therefore imperative from the point of view of the proponents of such a project - and in particular the financiers - that everything possible be done to minimise administrative confusion and delay in the establishment phase of the project, and to put systems in place which enable the project to run smoothly and efficiently in the later stages of its development and operation. An essential element in this process is ensuring that the project management is able to come to terms with and deal effectively with the relevant planning and environmental laws.

The conventional practice in open cut coal strip mining has been to blast the overburden or coal layers in separate blast events. This is done in order to maximise the benefits from throw blasting and also to limit coal losses. Each blast event usually has a particular design of hole diameters, burdens and spacings, explosive charges and blast timing in order to achieve the required blast outcome for either the overburden or coal. This means that each blast has to be separately cleaned on the surface after excavation of the previous blast. Hole locations then have to be individually surveyed and marked, holes drilled, explosives and initiators loaded and the blast fired. Each of these actions takes considerable time and resources and therefore impacts on mine productivity. The mine has to be cleared for each blast event and every blast presents a new potential source for noise, dust or vibration disturbance to the neighbouring population. Open cut mining of the Black Rock chalcocite ore started in 1963. A ground movement monitoring programme was commencing in the early stages of mining when signs of instabilityof the western wall became apparent. Eventually 100.000 cu vd, of overburden Were removed beyond the rim of the western wall in an attempt to stabilize the slope. Subsequent decpenlug and mining till the final batter angle of 45 resulted in deterioration and mining was stopped 38 ft short in the ulltimte design deplh of 520 ft.Investigations showed that the geology of the western wall , was a major factor in the instability of this wall. A block jointed model was made 10 illustrate some of the pehomena observed. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. What is your assessment of the status of the mining industry as we see some evidence of an economic recovery? I am optimistic about the short and midterm prospects for the industry and, hence, for the professionals in the industry that constitute the majority of the SME membership. All who will read this interview recognize that the quality of life we enjoy today is largely a result of our achievements in the mining and minerals processing sectors. I believe that the sustainability of that quality of life and the aspirations of other sectors of the global community to attain that same lifestyle will significantly depend on the continued successes of these industries. Looking at some of the traditional economic indicators, we see predictions of continued increases in gold prices during the next 12 months as a new round of quantitative easing keeps real interest rates low and drives excess capital flows from countries with trade surpluses - who have traditionally parked their money in U.S. government bonds - into other investable assets, such as gold. On the fuel side of the industry, we have during the last decade seen a steady rise in the cost of coal, and some of the recent spot prices have seen dramatic increases. Some suggest that coal prices may rise sooner than anyone expects, as global reserves are revised downward. This is based on the hypothesis that some of the main coal-producing countries are overestimating supplies and that coal prices could start rising far sooner than anyone thinks - with obvious serious implications for energy policy. Those forecasters note that, for the past couple of decades, global supply has been dropping at a faster rate than consumption.

Arbitration is a legally recognized alternate litigation for the resolution of civil disputes. The parties agree, either before or after a dispute arises, to submit that dispute to an independent third party for resolution. The decision of that third party is binding on the parties. A decision of an arbitral tribunal, typically referred to as an "award," cannot be reviewed by a court except on very limited grounds, such as fraud. See, e.g., Va. Code 8.01-581.010. Indeed, an arbitral award is typically less subject to judicial review than the decision of a trial court, whose decisions are almost always subject to appellate review as a matter of right. Arbitration is typically the result of a contractual agreement between the parties to submit disputes to arbitration. On occasion, arbitration can be required by statute. For example, the California Department of Transportation requires the arbitration of all disputes arising under its contracts. Public Contract Code, Article 7.1 (§§10240-10240.13). There may be a question whether statutorily required arbitration is truly arbitration or an administrative law disputes resolution procedure. The significance of the difference is that the decisions of administrative law bodies are typically reviewable by a court of law as a matter of right while, as set forth above, arbitral awards are almost never reviewable.

This paper presents the metallurgical results of column and stockpile leach tests with forced aeration to determine the usefulness of this process in the operational leaching at Sociedad Minera Cerro Verde S.A.A. The evolution of the aeration system is presented and also an innovative solution developed to overcome forced aeration’s main problem, which is the early obstruction of the aeration pipes located at the base of the stockpile, causing a decrease in air and oxygen levels and therefore a reduction in the metallurgical benefits.

Mechanization has been at the core of productivity improvements since the industrial revolution. During the past 20 years, mining has derived spectacular progress from mechanization. In the future, however, mechanization alone will not be enough. In the next few decades, automation will bring about new generations of highly productive and safe machines, with low operating costs. Increased use of new and better technology is generally accepted as the prime factor capable of closing the productivity gap. The productivity gap is the difference between inflation and metal prices. The three S-curves in Fig. I represent the evolution of technology in general, and mining in particular. TI represents incremental changes. the dominant sort of technology changes in the mining industry: - Better drills, electric hydraulic drills vs. pneumatic drills, the drilling rate is twice as fast. - Better steel and bits, to accommodate the higher performance drills. - Improved chemical explosives. - Bigger trucks in open pits.

A running facebreak ahead of the powered support units occurred on the number 4 seam at Matla Coal’s number 3 shaft (Matla 3) in April and May 2002.Very difficult mining conditions were experienced for a distance of some 150 m in the tailgate and to a lesser extent on the face itself. The paper analyses the main causes for the high stress conditions leading to the facebreak, namely, the existence of a >20 m dolerite sill close to surface and the effect of stopping longwalling on the overlying 5 seam. Difficulties experienced during the facebreak are discussed, including, pillar and roof collapses in the tailgate, high stress areas ahead of the face causing roof and sidewall stability problems, flushing of broken rock into the face area at the tailgate, secondary mid-face breaks, and the availability of critical support units. Successful rock engineering interventions and learning points were that, a goaf angle of 14.6° was found to be more realistic than the previously used 20 to 25° in predicting dolerite sill behaviour in this area, pre-split blasting of the sill significantly reduced stress on the face and tailgate allowing re-support work to proceed, varying pillar support types were analysed and rated, the need to always have a ground control “First Aid” kit available was recognised and a strategy for subsequent panels beneath the sill was developed. Numerous support units were used and the performance of the more suitable types is briefly discussed. Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

Impact of small projectiles with velocities between 0.9 and 7.3 km per sec on basalt produce craters chiefly by the ejection of fragments. Weight-size distributions of the ejecta are linear for part of the size range of the fragments. Cumulative weight-size distributions of the ejecta from different craters vary because of erratic formation of large fragments and a large percentage of ejecta below 0.1 mm. In the range of velocities studied, the crater depth is approximately proportional to the 0.75 power of velocity of the projectile. This relationship may represent a transition regime between the fluid impact regime and the undeformed projectile impact regime. The volumes per unit of projectile energy of the craters produced are comparable to those reported for lower speed projectile impact and drill bits. An experimental investigation of projectile impact on rock is being conducted jointly by the Ames Research Center of the National Aeronautics and Space Administration and the U.S. Geological Survey. Projectiles are launched with light-gas guns at the Ballistics Range of the Ames Research Center. The craters and ejecta produced in these experiments are being studied by the U.S. Geological Survey. Steel, aluminum and polyethylene projectiles weighing from 0.25 to 0.015 g were accelerated to velocities of 0.88 km per sec (2,900 fps) to 7.3 km per sec (24,000 fps) with a light-gas gun, using hydrogen as the propellant medium. Projectiles impacted the targets normal to plane rock surfaces in an atmosphere of air with a nominal pressure of 25 to 50 mm of mercury. The metal projectiles were mounted in supporting four-piece nylon sabots, which guided the projectiles down the launching tube. After launch, aerodynamic drag acted to separate the sabots from the projectiles. Impact velocities were determined with time measurements and spark photographs of the projectiles in flight. Ejecta were collected in lucite and aluminum containers placed around the target block. A small hole in the containers permitted projectile entry. Impact of projectiles of the size employed produced craters in the rock targets chiefly by ejection of fragments. The craters are small, roughly conical depressions with crushed and intensely fractured rock at the bottoms of the depressions. The ejecta are composed of pieces of the projectile and rock fragments ranging in size from a few tenths of a micron or less to several centimeters in maximum dimension. In this paper, the structural features of the craters, the weight-size distributions of the recovered ejecta, and crater depth and crater volume relationships are described. The fundamental features of the Cable Belt Conveyor are described. It consists of independent wire ropes which take the transmission load, and a special reinforced rubber belt which acts 'only as carrier of material. The first cable belt installation in Scotland is described briefly.A general description of this type of conveyor is followed by details of the rubber belt construction and the method of joining sections of belt. The drive unit, the tensioning arrangements and the power requirements are outlined.Applications of the cable belt conveyor are 'dealt with and its advantages summarized.INTRODUCTIONThe cable belt conveyor, as its name implies is a conveyor composed of steel wire ropes and a rubber belt, in which the ropes serve as transmission members, and the belt merely as a carrier of materials.Over the years it has been the ambition of engineers connected with the belt conveyor industry to develop a conveyor that would use the high tensile strength of wire ropes to transmit the stresses involved in the driving of large capacity belt conveyors. Different lines of approach have been adopted in the United States of America and in Britain. In the United States the method adopted was to introduce a large number of flexible steel cables into the rubber belt itself, in the form of a closely packed layer arranged across the full width of the belt. These small cables are packed in a nylon filled duck envelope which is incorporated in the rubber belt. This is commonly known as the steel corded conveyor belt. In Britain, a Scottish firm developed a rubber belt conveyor in which full advantage was taken of the high tensile features of wire rope, without embodying or moulding the wire rope into the rubber belt, so that the two wire ropes and the rubber...

Progressive mine management is placing increased emphasis on improved ventilation as a contribution to better safety , health , and productivity of miners . Management is on the alert for means of bettering the working environment by increasing the flow of air and distributing it more effectively to the working places , having in mind the necessity of avoiding exorbitant ventilation costs . A basic need in planning betterments of this kind is knowledge of existing rates of flow and air pressures , infCoorrmmaattiicon that is supplied through ventilation surveys . Some companies make partial surveys from time to time , but few make complete surveys on a routine basis . This report describes the practice of a large British anthracite -mining company , which operates 24 collieries in South Wales , in carrying out a routine program of ventilation surveying . Ventilation characteristics and climatic conditions in the working places of its collieries are determined at frequent intervals with a view to increasing the effectiveness of ventilation and protecting the health of workers . It is thought that many of the points of the procedure used in making the surveys and in compiling and reporting the results will be applicable to American practice and that a discussion of the program may be helpful to colliery managers who are planning similar work .

"The notion of “value” has always been a subjective and contentious issue. Indeed, value is in the eye of the beholder. There are as varied methods and practices for valuing property, as there are industries in which they are applied. For example, there is replacement value, insurance value, salvage value, appraised value, book value, and fair market value, to name a few, although in the mining industry, valuations usually refer to fair market value.In the Canadian mining industry, at present, there are no comprehensive regulations or guidelines that specify which approaches or methods are appropriate for use in the valuation of mineral projects. In January 1999, The Mining Standards Task Force of the Toronto Stock Exchange and the Ontario Securities Commission recommended that the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) establish a committee to review and advise on approaches and methodologies for the valuation of mineral properties. Among the approaches to be considered are included the following: the discounted cash flow approach, the cost approach, the option pricing approach and the market comparables approach. In addition, methodologies differ depending on whether the project is at the exploration stage or the producing stage.The CIM Special Committee on the Valuation of Mineral Properties (CIMVal) expects that its final report will form the basis for a Canadian code or standard for the valuation of mineral properties."

As a high production and high efficient mining method, top coal caving method is now widely used in China. However, as more extra-thick coal seams are mined, it becomes more and more difficult to make the top coal fully broken up, resulting in more and more top coals flowing into the gob, rather than onto the rear AFC at the working face as designed. This research is aimed to investigate the failure mechanisms of the extra-thick top coal caving mining method.
