Remarks of Mr. Robert W. Hunt, General, Superintendent, Albany and Rensselaer Iron and Steel Company., Troy N. Y.—In discussing Dr. Dudley's two most interesting papers, I feel a natural hesitancy in disagreeing with conclusions formed after such careful and conscientious work. But I think he has made his deductions from too meagre premises. The analyses of but twenty-five samples are entirely too few to justify the establishment of so important a formula. When we consider that he indirectly proposes to regulate an interest amounting, even at the present low prices, to over $20,000,000 per annum, we may well hesitate before accepting a formula based upon the chemical and physical analyses of but twenty-five steel rails. Dr. Dudley touches the keynote in referring to the proposed labors of the Government Test Commission. They based their hopes of attaining success upon the chemical and physical analyses of a very large number of samples, and in the only branch of investigation which the short-sighted policy of Congress has allowed them to complete, i.e., chain cables, we find that a dozen, twenty-five or one hundred tests gave no satisfactory results. It was only after many hundreds that they were enabled to' draw conclusions. There are so many circumstances hearing upon the life of a rail, that the task of extracting a correct result seems herculean. I presume I am right in stating that in our Northern latitudes early winter and spring months witness the breaking of the greatest number of rails, thus seeming to prove that an unstable road-bed has much to answer for. Then, again, broken and flattened wheels must be taken into account, but I am convinced that more rails have been broken by the treatment which they received before leaving the rolling-mill

J. H. Lord (Geological Survey of Western Australia): During the last few days in Kalgoorlie here we have heard on various occasions of the great job the mining engineers have done persisting against rising costs and increasing salaries without a rise in the price of gold. I think it has been somewhat overlooked that it has been difficult to find additional ore as well. I consider that geologists also should be commended on their action in persisting to search for more orebodies. This goes on in any mining community, but in Kalgoorlie in particular, I believe, over the last few years that it has been more difficult all the time to find additional orebodies and the Companies are calling for higher grades to offset the economic condition. I feel that this paper by Mr. Finucane shows that the geologists have persevered on an idea and discovered that they can find additional orebodies in the calc schist where previously it was thought that these did not occur. This has added many tons to the ore reserves, and although it is not very significant at the moment, the significance will probably improve as more work is done.The whole thing has shown us the importance of economic geology. Mr Finucane has had many years of experience here and he has given us a very able exposition of the economics of ore finding, and there are not many questions that one could pose to him, because most of the information he presented is obviously fact borne out by drilling, underground development and lining up the ore channels. He did briefly touch on ore shoots-the Oroya shoot and several others. It would be very good if we could, and I feel sure...

"INTRODUCTION Industrial sands, characterized by specific physical and chemical proportion, are,essential new materials for the manufacture of glass, sodium siliante and other products. Sands of suitable characteristics are used extensively for molds and cores in the casting of metals as a granular medium in municipal water filters, as abrasives, as traction sand to prevent the slipping of driving wheels of self-propelled vehicles on trucks and in various ceramic and other structural forms. In addition to the use of common silicon sands in concrete, cement, and mortar, special sands find use in sand-lime brick oxychloride cement, and flooring, for coating prepared roofing, and for placing ware in saggers although sand for sandpaper has been mostly displaced by other harder mineral or synthetic grains, other abrasive uses are numerous and include sandblasting stone sawing, glass burnishing and finishing."

Acidic and basic uranium leach plant residues located on the Navajo Indian Reservation, Tuba City, Ariz., were successfully stabilized against wind erosion using a relatively low-cost chemical method. An elastomeric polymer chemical was applied to the dike areas and a calcium magnesium lignosulfonate to the beach areas of three tailings ponds. The water-soluble chemicals were applied with an automated sprinkling system. The stabilization cost was $335 per acre for the 34.5-acre tract.

For the first half of the 21st century, the United States will rely on the same mix of fuels it has for the past 50 years. Petroleum for the United States will cost more and availability will decline as developing nations modernize. Increased use of natural gas for electric power generation will result in stress on the gas supply. Coal will be the fuel of last resort. More than half the petroleum used is imported, about the same amount as used for transportation. Only coal can provide relief by fueling railroads through electrification while encouraging “piggy-back” trailer haulage, co-generation for manufacturing and expanded passenger service.

The Liberty Bridge in Greenville, South Carolina is a curved, cable-stayed, pedestrian bridge with primary support provided by two towers. The bridge is part of the Falls Park redevelopment. The bridge was originally designed to be supported on drilled piers. Alternately, the bridge was supported on a combination of micropiles and anchor piles because of difficult access and subsurface conditions. The use of micropiles and anchor piles led to improved construction scheduling and reduced costs. Micropiles were used to resist compressive loads. Anchor piles were used to resist tensile forces and to eliminate excessive settlement of pile caps into underlying fill during pre-stressing. This paper describes the site history, bridge construction, site and subsurface conditions encountered, and the decisions that led to support of the bridge using micropiles and anchor piles and foundation construction.

Raising capital by issuing debt or equity is necessary in almost every corporation. In the field of corporate finance, the raising of capital is a heavily-studied topic. However, some of what is studied on this topic in corporate finance is not applicable in the mining industry. There are also many financing options that were created for the mining industry such as flow-through shares, prepaid forwards, and royalty sales. The cyclical nature of the industry makes the risk-return profile of financings more difficult to estimate than in other industries. Additionally, the methods used to assess firm value are different than other industries, as the values of orebodies are not included on balance sheets. For precious metals companies, which are a hedge against most other securities, there are additional complications with determining investor expectations and cost of equity. This thesis puts forth a decision-making framework to explain mine financing choices from the perspective of mining companies. The approach is threefold. First, all of the major equity and debt financing instruments available to mining companies are presented and analyzed. Each financing method is assessed on a wide range of criteria. Next, these concepts are applied in case studies of four companies: BHP Billiton, Barrick Gold, Teck Resources, and Noront Resources. For each company, the overall choice of financing methods is shown and analyzed. The effect of financing choices on the weighted average cost of capital (WACC) is calculated. The final section deals with case studies of individual mine finance decisions during the past two years.

The results of designing, constructing, and laboratory testing of a modular, distributed, microprocessor-based mine monitoring and control system are presented. A standard computer communications protocol (DDCMP) was utilized throughout the system. Tests were performed on the utilization of a high-level language for programming mine monitoring and control systems. Laboratory tests were run on a combined air velocity/methane sensor.

"Introduction.During the past two years the Bureau of Mines has conducted a study of natural-gas heaters*** to determine (1) what types of heaters literate carbon monoxide; (2) why carton monocide is liberated; and (3) how, by change of design or construction, the liberation of this gas can be largely eliminated, In addition to the above study the bureau has investigated cases in the Pittsburgh dis¬trict where fatalities have resulted from carbon monoxide given off by natural-gas heaters.Since these fatalities were first brought to the attention of this bureau through the press, it is likely that some cases were missed and thus not listed. On the other hand, some cases reported as being due to carbon monoxide poisoning, on investigation were found to be due to causes other than carbon monoride.The cases listed herein were shown in all probability to be due to carbon monoxide. Those in which there is any doubt have been omitted; so have those in which there was part asphyxiation, where the victims later recovered."

The first reinforced earth railway bridge abutment in China has been successfully constructed of September, 1985 under the supervision of the Reinforced Earth Researth Group of Shanghai Institute of Railway Technology. In order to verify the reliability of the designed structure and its behaviuors, the 1:10 reduced scale model tests in laboratory and field tests on the actual structure during construction were proceeded. Various loads of different positions were charged, the vertical and lateral earth pressure in the filling soil, the stresses developed in the reinforcements, and the deformations of the models or the actual structure were recorded in those tests. The behaviors recorded are presented and discussed in this paper.

This study examined rock failure in brittle rocks hosting the deep gold-bearing ore bodies on scales between millimeters and kilometres. This research study is part of the International Continental scientific Drilling Program (ICDP) project, “Drilling into Seismogenic Zones of M2.0-M5.5 earthquakes in deep South African gold mines” (DSeis). The broader ICDP-DSeis project aims include the examination of the extent of damage, the stress state around the fringes of the earthquake, and the potential existence of living organisms associated with deep-level earthquakes. Nevertheless, this study focused on two seismogenic zones – the Cooke 4 mine and Moab Khotsong mine. At Cooke 4 mine, the study examined the evolution of mining-induced fractures (M1-4) occurring ahead of the stope face during the extraction of the remnant shaft pillar. These fractures were monitored and delineated by a dense array of acoustic emission sensors that allowed hypocentres to be located with decimeter accuracy. Using this acoustic emission data, the DSeis team drilled and recovered the fractures, rock breccia and gouge using a sophisticated triple-tube drilling rig.

The paper takes the reader into the depths of a modern ultra-deep South African gold mine and gives a perspective on the vertical and horizontal extent of the tunnel networks in such a mine. Depending on the mine design layout employed, tunnels once excavated are subjected to various levels of stress change over their life time, and the support requirements are explained. It is suggested that shotcreting is the only viable ultra-deep level support medium, and after looking at the latest developments, the logistical problems are put forward. In an effort to overcome most of these problems, the South African ultra-deep mining industry embarked on a collaborative research programme in 1998. The importance of tunnelling and in particular tunnel support as a critical technology for future successful ultra-deep level mining is stressed. While not yet fully ?on top of? these problems and challenges, our industry is now fully addressing them and we expect to make significant progress during the next 4 to 5 years.

One of the principal objectives of the Bureau of Mines program for developing super refractory materials is to obtain fundamental data on the physical properties of refractory oxides. This particular investigation obtained accurate thermal expansion coefficients for alpha alumina and evaluated, critically, those coefficients with other published values. High-temperature X-ray diffractometer measurements, by the Bureau, showed that alpha alumina expands anisotropically with expansion parallel to the c axis approximately 10 percent greater than parallel to the a axis. Thermal expansion characteristics of four different alumina samples were determined up to 1,200° C.; the results are presented in both tabular and graphical form. The combined random and systematic errors in the measurements are considered less than 3 percent above 500° C, and approximately 2 percent at 1,000° C. No differences in expansion were observed between the samples or between the heating or cooling cycles.

In his account of the Thackaringa sulphide ore, Lawrence (p. 92) reports the presence of valleriite as a minor accessory in chalcopyrite. He says that it is readily identified by its intensive anisotrophy and reflection pleochroism. He also gives (p. 87) the chemical formula as Cu8Fe4S7 Recent work by Evans et al. (1964), Chamberlain and Delabio (1965), and Schidlowski and Otteman (1966) suggests that most material identified as valleriite is, in fact, mackinawite. Mackinawite and valleriite are both extremely anisotropic and strongly reflection pleochroic, and so with fine-grained material it would be hard to distinguish them optically.Mackinawite, according to Evans et al. (p. D66) is a copper-free iron sulphide (PeS) with small quantities of nickel, whereas valleriite is considered to be a dimorph of chalcopyrite (CuPeS2 ). They found that mackinawite is much more widespread than valleriite, and, unlike the latter mineral, is commonly included in other sulphides, particularly chalcopyrite.Lawrence (p. 92) states that the valleriite inclusions are up to 0·01 mm long, so that an electron probe microanalysis should be quite feasible and provide a ready answer to this query.L. Probably the newest thing in mining safety, or safety for mines, is the apparent dissatisfaction on the part of the mineral industries, as represented by both management and labor, and the general public of the Nation, with the safety record of the mining industry. This is reflected by published comments and papers in the technical press;l-9 in labor periodicals,10,11 in popular journals and periodicals,l2, 13 and in the daily press; also by discussions of the Safety Committees sponsored by the National Safety Council,9, 14-15 the American Mining Congress,l.l6 the American Institute of Mining and Metallurgical Engineers,2,4 the Mine Inspectors' Institute of Amerthe Coal Mining Institute of America,5 19 the American Standards Association, and others.20.21 Mining safety is a joint problem of management and the individual workman. Safety is not attained and will not be attained solely by laws, decrees, and commands because, if it could be done in this manner, acceptable mining safety would have been achieved long ago by the individual states in our Nation and by the nations abroad. The best safety performance is found at plants where management provides a safe environment for the workers; where supervision is efficient and super- visors, others concerned with promoting safety, and the individual worker know through training, experience, and personal contact the safe and unsafe practices of their field; and where the trained individual worker has become safety-minded by experience, quiet influence, unconscious suggestion, and personal guidance. Despite what may be said to the contrary, progress has been and is being made in mining safety. This is shown in Fig 1 to 4. It is beyond the scope of this paper to give possible reasons for the valleys and peaks in the fatal-injury rates. Some recent factors that appear to be contributing to the improvement in these rates are briefly discussed. Aside from mining equipment, "what's new in mining safety" for some mines has been in effect or was tried by others long ago. A safety pro- gram is a living thing; as such, it must be vitalized and continuously fed with enthusiasm, constructive action, and improvements. Because safety is concerned with human conduct, it is necessary to practice safety at all times; if not, it is soon forgotten, and accidents occur. Mining-safety Records The large employment and production concerned with anthracite contribute much to the mining-safety records of the mineral industry. Approximately 81,000 persons are. employed in this industry having mines concentrated in an area of 480 square miles in northeastern Pennsylvania. Because of the achievement of the anthracite industry in safety during 1948, the other branches of the mineral industry can profit by a study of what has been done to achieve that record. Where one mineral is produced by other large groups having methods of mining that are similar in many respects to the anthracite-mining methods, an achievement in such a large industry is important. Salient factors concerned with safetye in the anthracite industry are: no radical change has occurred in the mining-safety regulations pertaining to anthracite mines. "The move to LRFD methods for structural design by AASHTO, ACI, AISC , ASCE, and the FHWA has been a major change for the American construction industry. The deep foundations industry has arguably been placed most at risk by this situation, because of the need for, and the difficulty of providing, reliable quality assurance.LRFD is attractive for both the owner and the engineer because it promises cost reductions, but the assumption underlying LRFD is often overlooked - that the acceptable margin of safety can be rationally reduced, thus saving costs, provided that all the factors involved are closely controlled. This means that both the quality of the materials and the quality of the construction work must be closely monitored, and held to an acceptable standard.This paper describes the type of comprehensive quality management program that is needed in deep foundation construction projects based on LRFD. Case histories are used to illustrate the importance of both adequate inspection and reliable testing to a comprehensive quality management program.IntroductionOver the last thirty years, the major organizations that set standards and practice policies for the American construction industry, such as the American Association of State Highway and Transportation officials (AASHTO), the American Concrete Institute (ACI) , The American Institute for Steel Construction (AISC), the American Society of Civil Engineers (ASCE), and the Federal Highway Administration (FHWA), have embraced Load and Resistance Factor Design (LRFD) as an alternative to, and in some cases, a complete replacement for, Allowable Stress Design (ASD). AASHTO first published a new set of LRFD-based design guidelines for bridges in 1996, with several revisions in 1997, 1998, and 1999 (AASHTO, 1996). The 1996 AASHTO Bridge Design Code was the first in the United States that required foundations to be designed using LRFD procedures. LRFD has a clear advantage over conventional ASD where variability in material strength, bias in design methodology, and degree of construction quality can be rationally accounted for to achieve an acceptable level of risk."

The current methodology to design stope support systems in South African gold and platinum mines is based upon the tributary area concept. The discontinuous nature of the hangingwall rock is not adequately addressed, and mechanisms leading to rock mass failures between adjacent support units are poorly understood. The work reported here aims to formulate a basis for quantifying support mechanisms and gain insights into the influence of rock discontinuities on stable hangingwall spans. Numerical models are used to qualitatively investigate the stress transfer from the support units to the discontinuous hangingwall. Stable hangingwall spans are quantified by considering two failure mechanisms, namely (i) beam buckling, and (ii) shear failure due to slip at the abutments. The output of the proposed design methodology is appropriate site specific support spacing, based on discontinuity spacing and orientation. The method is particularly suited to mines at intermediate and great depth, where typically the hangingwall is highly discontinuous due to face parallel mining induced fractures. Results of parametric studies show that with increasing in situ compressive hangingwall stress, beam thickness and friction angle, hangingwall stability is increased, leading to wider stable hangingwall spans between adjacent support units.
