Luossavaara-Kiirunavaara Aktiebolag’s (LKAB) Konsuln iron ore mine, located just south of the famous Kiruna iron ore mine in Malmfälten in northern Sweden inside the Arctic Circle, was developed as a test mine between 2018 and 2020 for the Sustainable Underground Mining (SUM) project [1]. Besides functioning as a test mine, Konsuln also contributes to ore production. The existing mine ventilation system was designed for the current production rate of 0.8 Mtpa using conventional diesel machines. The design was created by Kiruna mine ventilation team, Stina Klemo and Joakim Jonasson, in cooperation with a consultant, Tomas Bolsöy from EOL Vent Mining AB. There is a plan to increase this rate to between 1.8 and 3 Mtpa in the future, and this requires the primary fans to be upgraded. Therefore, a study was carried out to determine whether using ventilation on demand (VOD) could avoid this fan upgrade and reduce Konsuln’s ventilation and heating power costs in the future. The study also investigated whether using battery electric vehicles (BEVs) along with VOD or as a standalone strategy could further reduce these power costs. In addition, the study analyzed the suitability of heating power reduction strategies presently or previously used in Nordic countries and Canada to investigate potential additional strategies to reduce heating power cost, the largest portion of Konsuln’s ventilation and heating power costs.

"Previous work has shown that the strengthening Al-Mn alloys with copper leads to the formation of an undesirable reduction in recrystallized grain size. In this study the mechanisms of strengthening and recrystallization behavior in a continuously cast automotive heat exchanger fin stockof Al-1.1wt%Mn-0.5wt%Fe-0.3wt%Si with a0.3wt%Cu addition were investigated. Metallurgical analysis revealed that the Cu strengthening was dominated by the formation of dispersoid particles, while solid solution strengthening decreased with the Cu additions. This result is attributed to the decrease in the amount of Mn solid solution. The post brazing recrystallized grain size was reduced compared to that not containing Cu. It is postulated that the Cu addition leads to a decrease in the amount of Mn in solid solution which leads to a finer grain size. This effect is attributed to Mn in the aluminum matrix inhibiting boundary migration but allowing other grains to grow during heat treatment. The results are rationalized based on particle stimulated nucleation (PSN), wherein dispersoid particles are more likely to become active recrystallization nuclei during the heat treatment. The increase in the number of active dispersoid particles with Cu addition is correlated to the recrystallized grain structure.INTRODUCTIONImprovements in properties such as strength, braze ability and corrosion resistance in thermal fin stock alloys are all means to gain improved efficiency in heat exchangers particularly in automotive applications. While Al-Mn alloys dominate automotive heat exchanger fin stock alloy, even small chemical compositional changes can profoundly influence these properties (Kawaharaet al., 2004; Yoshino et al., 2009). The microstructure (particularly the grain size and shape) also plays a key role in determining the product performance and hence the thermo-mechanical processing (TMP) must also be considered. The casting method (typically conventional direct chill, DC, or continuous casting) significantly influences the properties in no small part due to the very different TMP routes that are used. Continuous casting is generally favored for fin stock applications as its higher cooling rate (which can be 2 to 3 orders of magnitude higher than DC casting) leads to finer as-solidified intermetallic particles and an increase in super-saturated solid solution elements (such as Mn)that are known to improve fin stock performance such as strength, braze ability(Okiet al., 2008)."

Two new splitter designs for intercepting moving streams of matter are presented, the variable cross-stream splitter (vCSS) and the rotary stream splitter (RSS), which are intended for implementation in a fully automated modus. The vCSS facilitates obtaining up to three subsamples with different splitting ratios from automated laboratory flow paths, while the RSS divides the intercepted sample into 16 equal analytical aliquots. The splitters can process a wide range of dry, granular and free-flowing materials (<5 mm). The required weight for each subsample can be set without mechanical adjustments in the case of the vCSS. Typical applications are subsampling/splitting for X-ray fluorescence pelletisation (or fused beads) or splitting for average shift composite sampling or grain size analysis. The vCSS combines the advantages of riffle splitting (three user-defined subsample masses) with miniature bed blending and can accept up to 15 kg in total incoming sample mass. In practice, the automated vCSS can deal with unlimited ingoing mass fluxes, while the RSS is designed to operate at a user-defined fixed subsampling rate (1/16th in the tested version). Both splitters have the potential to be optimised and evaluated according to an application/user-defined total sampling error (TSE) + total analytical error (TAE) threshold. Both splitters were tested under adverse conditions and with compositions involving three components with properties representing typical mass fluxes and components concentrations in industrial and technological systems: phosphate concentrate 89.00 per cent (<500 µm), slag ten per cent (>2 mm) and glass spheres one per cent (750–1000 µm). The slag particles vary widely in particle shape, aspect ratio and surface roughness, while the glass spheres are extremely prone to bouncing and segregation (spillage). This test system is extremely difficult to split and thus constitutes a realistic worst-case scenario. While the vCSS does not comply strictly with Theory of Sampling demands for correctness, both splitters may well be able to deliver fit-for-purpose representative results if/when tested properly. Average relative mass deviations ranged from 1.89 per cent for phosphate concentrate (relative standard deviations of 20-fold repeated splitting) to 4.72 per cent for glass spheres and 13.04 per cent for slag. For the RSS, the average replication experiment splitting variation was 2.89 per cent for phosphate concentrate, 4.82 per cent for glass spheres and 11.1 per cent for slag. Both new automated online splitters would therefore appear to be able to be tuned to fit-for-purpose representivity (defined here as maximum relative reproducibility <5 per cent) for many non-extreme materials; however, it is always imperative to test every new type/class of material empirically. Economic and at the same time environmentally acceptable mining of small vertical ore bodies and veins to great depths has always been a challenge for miners. The Bauer cutter system, widely used in civil engineering, has been further developed for applications in exploration and mining, to a sustainable system for selective mining with a focus on small vertical ore bodies and veins, as well as residual ore in open pit operations. Current situation of conventional mining of small ore bodies and vertical veins Small ore bodies and vertical or near-vertical ore veins often pose a challenge to the mining industry. The relatively small size of the ore deposit over great depths or lengths, with only limited exposure to the surface makes economical mining difficult. Open pit mining of such ore bodies must either be terminated early because of the high stripping ratio and the enormous environmental impact or is unprofitable from the very beginning. The required massive stripping of waste rock leads to high material hauling times and costs, intensive roadway and bench construction and maintenance, possible safety hazards due to heavy vehicle movement, pit wall stability risks, intensive surface water management and massive waste dump requirements. In addition, it can be assumed that increasingly extensive rehabilitation measures will be required in the future after mine closure. Particularly in vertically oriented magmatic and hydrothermal deposits the technical, economic and environmental limits for further pushbacks, to extend the open pit depth, can lead to an early end of mine life even if a significant quantity of residual ore is left behind. Going underground is only a viable option in a limited number of mines with very high ore values and volumes. The high development cost of an underground mine, as well as the higher underground mining costs, often prevent further mining to greater depths.

This paper discusses modern practices in the extrusion of steel. Particular emphasis is given to a description of the Ugine Sejournet method of extrusion, involving the use of glass as a hot work lubricant. Other methods are also mentioned. A brief history of extrusion is presented; present practices in the quality extrusion of tubing and solids are described; and the future potentials of the) process as a tonnage producer are briefly discussed. The advantages of extrusion and the reasons for the use of a glass lubricant, as well as the various methods of using glass, are given. The process, as described, is being used in the manufacture of large commercial quantities of stainless steel tubing and sections. This extrusion process is an essential and unique means of forming such atomic-age materials as titanium, zirconium, molybdenum and other super alloys all of which are materials required in the creation of nuclear installations.

The incidence of liquid inzmiscibility in binar)) indium alloys has been theoretically analyzed on the basis of the Hildebrand-Alott equation. Bedictions of miscibility or otherwise Imve in general been found to agree with those phase diagrams that are already publislzed in the literature. Out of a total of 27 systems, where either the complete phase diagrams are published or liquid immiscible behavior is reported, the Predictions agree with the experimental data in 25 systems, the exceptions being the Te-In and Ni-In systems. According to the equation, liquid immiscibility is also indicated in the binary alloys of indium with K, Rb, Cs, Na, Sr, Ba, Ti, Zr, V. Nb(Cb), Ta, W, U, Re, Ru, Rh, Os, and Ir. RECENT investigations by the author have shown that indium when alloyed with iron, chromium, and cobalt shows liquid immiscible behavior.1"3 The Fe-In phase diagram shows a wide range of compositions where the liquids are immiscible.4,5 No intermediate phases are present in this system. No precise information is available about the extent of liquid immiscibility in the Co-In system. However, it is certain that there is a range of compositions where the liquids are immiscible and that there are two or three intermediate phases,376 in the system. Liquid immiscibility is also strongly indicated in the Cr-In system and no evidence was obtained in the brief investigation to indicate the presence of intermediate Cr-In phases.2 The present paper deals with a theoretical analysis of binary alloys of indium with certain elements of the periodic table and indicates the systems where liquid immiscibility may be expected. The incidence of liquid immiscibility in binary systems has been theoretically examined by many workers and many excellent papers are available on the subject. In this paper, the alloy systems are examined on the basis of the more recent ideas proposed by Mott.7,8 It has been claimed8 that the Mott parameter predicts the incidence of miscibility or otherwise with reasonable accuracy and consistency. BACKGROUND TO MOTT&apos;S APPROACH Hildebrand applied his immiscibility rule for non-polar liquids to various alloy systems.9 The basis of this rule is that the equation for the excess free energy of formation of a liquid solution is rather similar to the theoretical expression for the energy of mixing of a regular solution. He postulated that when the heat of mixing is sufficiently high, separation into liquid phases will occur and the condition for complete CUPPAM DASARATHY is at the Research Centre, British Steel Corporation, (South Wales Group), Port Talbot, Glamorgan, Great Britain. Manuscript submitted March 12, 1969. IMD miscibility was shown as where VA and VB were the atomic volumes of the components A and B, and ?EV the energy of vaporization of the component. The term (?EVA/VA)1/2 was regarded as a measure of the binding energy of the component A and was called the L&apos;solubility parameter" 8A. On this basis immiscibility occurs when 1/2(VA+VB)(bA-bBf > 2RT [2] Apparently, however, there were several inconsistencies in that according to Eq. [2] several systems known to be miscible in the liquid state were predicted as immiscible. MOTT&apos;S ANALYSIS ~ott&apos;" regards that the reason for the inconsistencies arising out of Hildebrand&apos;s equation was largely due to the electrochemical attraction between the two elements, not being considered. Hence, Eqs. [I] and [2] were modified by taking into account the electro-negativities of the two elements XA and XB, and Mott arrived at an equation for immiscibility, i(VA + VB)(6A - aB)2 - 23,Q60n(XA - XBf > 2RT [3j which can be written as i **&£*&* >&apos;*°™- &apos;• HI T being the melting point of the more refractory component of the system. In Eq. [4], the numerator was called the Hildebrand term, the denominator, the electronegativity term, and their ratio, the Mott number. Mott observed that if the Mott number of a given binary system was greater than the maximum number of Pauling bonds which the two metals could form, then liquid immiscibility could be expected. The maximum number of bonds formed by a given metal was considered to be directly related to the number of bonding electrons available, i.e., to its maximum valency. Since the valencies of the elements considered vary from 1 to 6, Mott assumed that if the ratio of the Hildebrand term to the electronegativity term was >6, then immiscibility could be expected. On the contrary, if the ratio is <1, the metals should be miscible. Further, the alloying behavior is not only influenced by the valencies of the two elements but also by the relative atomic sizes that influence the types of packing and hence the coordination number. Mott considers that on average the maximum number of near neighbors of unlike atoms is 6. Thus, on both valency and size factor considerations, Mott concludes that the maximum number of bonds&apos; possible in any system was 6, this being the upper limit of the Mott number for miscibility. In many respects a porphyry copper ore concentrator plant can be considered as a simple system. Chalcopyrite typically liberates well at relatively coarse sizes, and even low grade ores are amenable to upgrading 20 to 30 times to produce concentrate grades in excess of 25 % in very simple Rougher- Regrind-Cleaner+Scavenger flotation circuits. The flotation response of chalcopyrite has been well characterised in many fundamental and applied research studies and the conditions necessary to depress pyrite and other floating gangue species are well understood. But what happens to the particle surfaces when you have a 50 km pipeline between the grinding circuit and the flotation plant? How does the seasonal variation in water quality affect your ability to control pulp chemistry? What impact does the relative concentration of the different sulphide species have on their separability? Why do two plants that receive nominally the same ore produce consistently different results? And most importantly, what do you need to do to improve the performance of both plants? To answer these and other questions, a focussed sampling and analysis programme was carried out at the Las Tórtolas flotation plants in 2018 and 2019. The work included full down-the-bank sampling, hot floats, the use of radioactive tracers for determining residence time distribution profiles, gas dispersion measurements, detailed mineralogy by size across the circuits and multiple regrind surveys. This comprehensive study was augmented by analysis of historical mineralogy, geometallurgy and operating data using modern data science techniques, and has provided the foundation for current and future optimisation initiatives. Six decades ago, the most dangerous job in the USA was mining coal underground. Roof falls were responsible for half of the deaths, killing about 100 miners every year. Fast forward to 2016 and zero roof fall fatalities. Just three miners were killed by roof falls during the following 6 years. How did the mining community achieve this historic goal? This paper starts by analyzing the roof fall fatalities in 1968, categorizing them by their fundamental cause. Then, it shows how each type of roof fall was reduced over time, using snapshots of the fatalities occurring in subsequent decades. Along the way, it evaluates the influence of the regulatory environment, changing mining methods, and better ground control technology. The study found that in 1968 more than half of roof fall fatalities at large mines were attributable to an inadequate safety culture. The immediate effect of the 1969 Coal Mine Health and Safety Act was to reduce the riskiest activities, like needlessly going under unsupported roof. Other hazards, like large roof falls, required technological developments before they were brought under control. Roof Control Plans, which the US Bureau of Mines had been advocating since the 1920s, played a significant role throughout the process.

What is the preferred electrolytic cell design and why? Hall: Considerable research remains to be done on electrolytic cell design. Studies are presently being conducted to determine optimum voltage and amperage. Zadra cells, which were used in some of the first carbon plants, are efficient when properly installed. Gold and silver are deposited on large-capacity, cylindrical steel wool cathodes. At times high value sludge falls from the cathode to the bottom of the cell. Rectangular cells, which were developed at some smaller operations in Nevada, require less floor space and have some desirable features in that cathodes can be moved and sludge can be removed from cell bottoms without actually shutting down the circuit. In South Africa two types of cells using graphite and diaphragm configurations are being tested. Duncan: The rectangular cell has one problem it&apos;s easy for shortcircuiting to occur. If you don&apos;t have a good seal on the side of the tank and on the bottom, the solution is going to want to flow around the bottom and sides of the cathodes and you&apos;re going to get poor performance in the cell. That is the advantage the Zadra cell has over the rectangular cell. With good sealing, which is a must, you should be able to get a ratio of the value of the solution going in to the value of the solution coming out of 10 to 1. Ken, can you tell me what you&apos;re attaining on the Zadra? Hall: At the Homestake gold operation in Lead, the cathode in the No. 1 electrowinning cell is loaded to about 600 ounces when it is moved to the refinery. At this time the No. 2 cathode is moved to the No. 1 cell. The No. 3 cathode is moved to the No. 2 cell and a cathode with new steel wool is placed in the No. 3 cell. In rectangular cells this sometimes is not possible because the loading on the cathode in the last cell may be as high as that in the No. 1 cell. As Don has pointed out this can probably be prevented by good seal design between cathodes. Potter: At the risk of sounding as though I&apos;m straddling the fence, I really believe that either the round cell, as developed by Jack Zadra, or the rectangular cell will do an acceptable job. The Zadra is a fine unit. Leaks are not unknown but there are not very many. However, the rectangular cell is very saving of floor space. Plastics have been greatly improved during the past year or two and there is a very efficient design for the rectangular cell. It would have six cathodes in it and contain about 25 ft of steel wool. The body of this rectangular cell would be reinforced fiberglass plastic but with an integral lining of a high temperature plastic. I think either cell is so efficient and reliable that I would almost be tempted to flip a coin depending on floor space requirements. Either cell can be used to pull a loaded cathode and to advance the lesser loaded cathodes. Don, what is the configuration of your cell? Duncan: The Pinson rectangular cell has dimensions 2 ft wide, 30 in deep, and 10 ft long-long enough to take a dozen cathodes and anodes. We are currently using six of each but are not up to full capacity as yet. It&apos;s a steel tank coated with rubber. We have copper bus bars, which brings to mind that the last cathode in the tank, in one instance, was loaded heavier than the first one. That was probably a function of poor contact between cathodes and the bus bar. You can have erosion of the bus bar and if you don&apos;t get current flowing into the anode and out of the cathode, the cells will not function properly. Kappes: Just a few comments on cell design. In an alcohol stripping circuit we are running in Beatty„ NV, we are using PVC pipes for all circuitry piping and a commercial polypropylene electrolytic cell. They seem to be working quite nicely. The cell itself has eight cathodes measuring 18 in2. At six gallons per minute flow into the cell, at an average gold content of about 500 ppm, we seem to get good loading on the first three to four cathodes and not much on the end cathodes. At 12 gallons a minute flow we seem to be seeing gold uniformly along all eight cathodes. We are running at quite a high amperage level, about 400 amps into that cell. Gene McClelland, US Bureau of Mines, Reno Research Center (from the floor): I was associated with a company where the packing density of their steel wool cathodes was much too high and created some short-circuiting problems in their electrowinning circuit. I would like to ask the panel if they can recommend a packing density for cathodes in pounds of steel wool per cubic foot. Hall: The weight of steel wool put on one of our cathodes is 10 lb and the dimensions of the cathode are such that density would be about 0.75 lb/ft3. Duncan: I made a rough calculation and I&apos;m estimating about 2 lb/ft3. Potter: In checking over a number of electrowinning operations, I found apparently very satisfactory operation within the limits that have been mentioned. I have come to a figure of about 0.5-1.0 lb of medium grade steel wool per cubic foot packed as uniformly as possible, of course. One consideration in packing is the fact that there should be good contact between the steel wool and the conductor. Operators tend to compact the steel wool more than would be desirable just to try to maintain good contact.

Minerals appraisers/valuers often find great difficulty in attempting to employ the sales comparison approach to the market value appraisal of development and operating stage mineral properties. An important factor generally overlooked is a comparison of net operating income (NOI) margins on a per-unit-of-production basis between mineral properties, whether these be demonstrated or forecast margins. NOI margins can vary greatly between mines or quarries that are producing similar products. Ultimately, the expected NOI margin determines what a buyer is willing to pay for an income-producing property. Here, common criticisms of the sales comparison approach by mineral appraisers are introduced. These are counterbalanced by raising some issues in the way the inputs for the income approach are usually derived by minerals appraisers and by review of some conspicuous examples of the much-too-common misuse or abuse of the income approach in market value mineral appraisals. Example transaction analyses and sales comparison analyses are used to demonstrate the author?s methodology for adjusting units of resource in his transaction adjustment tables. The examples are used as the basis for a discussion of ways to employ adjustments for operating economics and many other factors, while warning against the potential for double counting. The conclusions include a recommendation that minerals appraisers attempt to apply at least two of the three valuation approaches when appraising the market or fair value of development and operating stage mineral properties, the two being the sales comparison and income approaches.

Between 1977 and 1984, No. 26 Colliery, at Glace Bay in the Sydney Coalfield, suffered from a series of 37 rock/gas outbursts. These events were characterized by the complete pulverization of a sandstone which was propelled into the mine roadway and an associated release of methane gas. The events began to appear at a depth of 700 m and increased in intensity and damage to the excavation as the mining depth increased. At the time of the closure of No. 26 Colliery (as a result of an unrelated fire), these outbursts were the subject of intensive investigation. Although No. 26 is now closed, there is concern that similar events could appear at Phalen Colliery where current development work is proceeding at a depth close to the 700 m threshold. Past investigations into rock/gas outbursts included studies of in situ stresses, the simulation of outburst events in the laboratory, investigations into the potential for destressing an& degassing of problem sandstone and the development of numerical models to assist in the design of openings in outburst prone ground. However, despite this work, methods of predicting outburst conditions are presently limited to examination of probe hole cores for core discing, and methods of working under such conditions are limited to boring and firing and using volley firing techniques to initiate any outbursts while workers are safely out of the heading. During this investigation of worldwide occurrences of this phenomena, literature obtained suggested that outbursts might generate microseismic precursors. An intrinsically safe (IS) microseismic monitoring system was designed and developed based on CANMET&apos;s rockburst monitoring system currently in use in hardrock mines, and installed in a development roadway at the deepest extent of the Phalen Colliery. The system will record microseismic activity associated with development work to try to identify characteristic precursors of outburst-prone conditions. This paper describes the steps taken to identify a microseismic system suitable for use at Phalen colliery, of which part of the requirement was that it be IS and approved for use in the Sydney Coalfield. The modifications to the selected system are described, along with its capabilities and the preliminary results of its performance over the first few months of use.

This report (arid related appendices) provides a description of the functional design specifications, engineering design specifications, and program of instruction for development of a training system for dragline equipment operators. Based upon a task analysis and training system analysis prepared under Phase I, Phase II efforts expanded upon and refined the functional design specifications. The training hardware components have been developed to a point shy of system fabrication. A detailed outline of the porgram of instruction and content sequence has been prepared. The objective of the training system described in this report is to provide new operators of dragline equipment with the requisite skills and knowledge to assure cost-effective development and an adequate supply of our human resources.

The Bureau of Mines investigated alloys of copper with 2, 3, and 4 vol pct alumina and with 2 vol pct yttria. Alloys were prepared by a coprecipitation process and were fabricated by pressing and sintering of powders, extrusion, and swaging. Tensile properties at room and elevated temperatures, stress-rupture strength, electrical conductivity, and density were measured. The superiority in elevated temperature strength of dispersion-strengthened copper to OFHC copper was confirmed. Increasing the oxide content from 2 to 4 vol pct produced only a small improvement in strength properties and decreased the electrical conductivity. The 3 vol pet alumina alloy had the best overall combination of properties.

This paper will discuss the design, construction, and performance of the support of excavation on the Dulles East and West Automated People Mover Tunnels and Station projects. The elements of the system included drilled soil nails and rock anchors with reinforced shotcrete to the excavated face. We will discuss the geotechnical characteristics, design and construction considerations, loading criteria, construction techniques, schedule constraints, and performance of the support of excavation system. In consideration of the conference theme, there will be a discussion of the application of the real-time instrumentation monitoring program. The project team worked to design and install approximately 710,000 square feet of shotcrete and 19,000 soil nails/rock anchors as well as excavate over 720,000 cubic yards of rock materials within 15 months and in such a manner as to minimize the disruption to airport passengers and operations.

"INTRODUCTION Iron ore containing titanium was first used in blast furnaces over a century ago. It is well known that TiO2 is a slag-forming material that will increase the amount of slag produced by the usual gangue materials, silica and alumina. Increase in the volume of slag due to the presence of TiO2 and a lack of information concerning its effect on the properties of the slag have prevented the general use of titaniferous ore. Also rather com¬mon belief among furnace operators that the bottom of the furnace builds up when ores containing TiO2 are smelted has militated against the use of titaniferous ore. This building up of the hearth has been attributed to the formation of copper-colored crystals of titanium cyanonitride, which have been observed in the salamanders of blast furnaces. Until recently the availability of nontitaniferous iron ore has left little incentive to use ore containing titanium.The presence of vanadium in certain deposits of titaniferous magnetite in New York State has created new interest in problems connected with the use of titanium-bearing ore. It appears that most of the vanadium in this ore can be recovered in pig iron, which can be blown in a converter to produce a slag containing vanadium in amounts suitable for the production of ferrovanadium.The Titanium Division of the National Lead Co. recently erected a largo mill to treat ore from Sanford Hill, in Essex County, New York, about 50 miles west of Port Henry. The ore deposit was acquired from the MacIntyre Iron Co. and is often referred to as Sanford ore. It is one of the largest deposits of Iron-bearing material to be found east of the Lake Superior region and is being mined by open-pit methods."

Each year, companies spend millions of dollars on safety training and on safe equipment, money that is generally well spent. Despite that, we still make mistakes. What happens if the mistakes are made not because of inadequate training, but because we are hard-wired to act in a certain way? If you read any of the ?Because of Human Error? text boxes in this document, situations like these may look familiar in your own workplace. ?The issues of risk, health, safety and the environment are getting more attention now than ever before, at all levels of the organization,? said Calvin Price, vice president of Global Health and Safety at LNC-Lavalin Inc., a company with 21,000 workers worldwide. Most would agree with Price that attention to safety is increasing because responsible companies care about their workers and the workers? colleagues, families and communities. However, cynics might say that the safety spotlight is powered by the corporate bottom line. Direct costs created by workplace injuries total $51.8 billion annually and include workers? compensation payments, medical expenses, civil liability damages and litigation expenses. This sum represents a staggering one quarter of each dollar of pretax corporate profits. Indirect costs may run as much as 20 times the direct costs of on-the-job accidents and illnesses. Examples of indirect costs include training replacement employees, investigating the accident and implementing corrective measures, lost productivity, repairing damaged equipment and property, and costs associated with lower employee morale and absenteeism. What?s interesting is that up to 90 percent of incidents are due to human error, not faulty equipment or other factors.

The importance of timbering, not only from a financial point of view but from an actual mining point of view, is so often overlooked or slightly glossed over by the average expert and investor, that I have thought it would prove interesting to go into the matter and to invite discussion upon the subject. We will first take small veins, or reefs as they are termed in some mining countries; and by small veins it is intended to denote fissures from a few inches to three feet. The ore body is supposed to be confined within well defined walls free from gangue matter, unless the casing can be defined as such. Now, if the walls are smooth and moderately hard, no timbering is required other than the stulls, which are braced from wall to wall in order to form platforms or stages to stope from. Should the reef from wall to wall prove payable, or should the vein be of a character to prohibit cleaning or sorting; and it be determined to send the whole of the stone to the, reduction works, the stuUs should be left in place until the section or block of ground is worked out, in order that if a weak spot in the walls (especially the hanging) occur, it would be possible, without any particularly extra expense or difficulty often times accompanied by danger to brace and secure the slabs. After the block became entirely stoped, it would pay where labour was cheap to remove the majority of timbers to stull another section.

The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.
