This report is submitted in accordance with the provisions of the Synthetic Liquid Fuels Act of April 5, 1944 (30 U.S.C. 321-325, as amended), which require that: "The Secretary of the Interior shall render to Congress on or before the first day of January of each year a report on all operations under this Act." Owing to the broad scope of the content and the diversity of interests represented, the Annual Report for 1953 has been divided into two separate publications. Each has been published by the Bureau of Mines as a Report of Investigations, and the respective titles follow: R. I. 5043, Part I - Oil From Coal. R. I. 5044, Part II - Oil From Oil Shale. Identical in each report, the introduction summarizes research progress made in 1953 under the entire Synthetic Liquid Fuels program. A free copy of each of these publications may be obtained by a written request to the Bureau of Mines, Publications Distribution Section, 4800 Forbes Street, Pittsburgh 13, Pa. The R. I. number and title of the publication desired should be indicated.

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Technical issues related to subsidence regulations The subsidence regulations of June 1, 1983, consist mainly of two parts: a subsidence control plan as part of the permitting process; and substantive provisions establishing performance standards. The new Embassy of the Peoples Republic of China in the United States (Chinese Embassy) is located in the Embassy Row portion of Northwest Washington DC. The 475,000 ft2 (44,125 m2) structure has five levels below ground and four above, making it the largest embassy in Washington DC. The structure approaches the property line on all sides, and is immediately adjacent to several foreign embassies and a secure U.S. Federal Building. A vertical soil nail wall was used as the primary support of excavation (SOE) system for the project. The soil nail wall was irregularly shaped, benched in areas, and reached total heights up to 98 feet (29.9 m). The soil nail and shotcrete system consisted of approximately 1,600 soil nails and 50,000 square feet (4,645 m2) of exposed shotcrete wall surface. Tight excavation requirements were defined for the project due to the location of the building relative to the property line, requiring fairly precise wall positions and shotcrete tolerances. Design challenges included soft soil conditions, inside wall corners, underground utilities, and seismic impacts from blasting. The paper will focus on the design, construction, and performance of the soil nail SOE system, as well as touch on the logistical and political factors that influenced the design. The paper also notes the Value Engineering and communication approaches that were generated during construction. These efforts resulted in a significant improvement in the quality control and quality assurance exhibited on site, expedited the schedule, and led to significant cost savings to the contractors, engineer, and owner.

Borates are minerals that contain boron. Trace amounts exist in rocks, soil, water and people. Boron-containing ores are rare and U.S. Borax, a subsidiary of Rio Tinto Borax, controls one of the world’s two world-class borate deposits. Through its global systems of mines, refineries, ports, sales offices and distribution centers, the company supplies nearly 45 percent of the world’s demand for borates. Borax has been mining borates in California for more than a century. This year the company celebrated 131 years of continuous business in the Golden State and 76 years at its operations in Boron, the site of California’s largest openpit mine. It also has mines and refineries in Argentina, refineries and ship-ping facilities in Europe and technical staff in the United States, North and South America, Europe and Asia Pacific. So, with the 130±years of borate mining and processing experience behind it as well as its global marketing and distribution centers, there is very little that Borax does not know about borates.

Since the last paper on mining methods was presented to the Annual Conference of the Australasian Institute of Mining and Metallurgy in 1:960, numerous advances have been made in drilling and blasting techniques at Mount Morgan. This paper describes the drilling and blasting methods being employed in the open cut. The change over to track mounted percussion drills for all types of primary drilling is almost complete and new techniques such as detergent drilling and pressure loading of ANFO are being applied successfully.

The manganiferous schists occurring in the vicinity of Kings Mountain, North and South Carolina, suggest significant tonnages of potential submarginal ores. Although some reconnaissance work in connection with these deposits has been reported, no recent information has been published. Evaluation of the schists as a possible domestic manganese resource has not always adequately considered the fact that the manganese content occurs quantitatively both as oxide and as the silicate, spessartite. The Bureau of Mines investigation herein reported includes preliminary studies to indicate the extent of manganese oxide mineralization and to deter-mine the amenability of the material to sulfur dioxide leaching. The field reconnaissance studies suggest a resource containing in one area an average of 6.4 percent manganese as oxide. The procurement of depth information was beyond the scope of the investigation.

Entrainment is a process by which fine and ultrafine particles are transferred to the flotation froth from the top of the flotation pulp, and eventually discharge to the concentrate product, evenwhen they are not attached to gas bubbles. Therefore, entrainment can be considered as a two-step process, one at the upper layer of the pulp to the flotation froth, and the other from froth to the concentrate. Entrainment is inevitable for both hydrophobic and hydrophilic minerals and is one of the significant factors affecting concentrate grade. This paper provides a comprehensive review of the entrainment mechanisms and entrainment models, as well as a summary of the main factors affecting entrainment and the techniques thatmay be used to lower or eliminate entrainment. Based on the review, we point out that selective aggregation of fine and ultrafine gangue minerals using appropriate process aids (polymeric depressants, inorganic salts, etc.) to increase their particle sizes appears to be a convenient and economical method. Directions of further research along this line are discussed.

The purpose of this paper is to present to the operator in other districts a detailed description of ho mining method used ins results obtained in tie exploitation of the bedded magnetite deposits of the Mineville district. The town of Mineville is situated in the Adirondacks, five miles west of Port Henry on Lake Champlain.

"This investigation was conducted by the Bureau of Mines as part of a program of the Solid Fuels Administration to encourage the utilization of anthracite fines, the objective being to determine the practicability of using anthracite fines in the manufacture of packagedThe experimental loss of packaged fuel covered by this report were made at a commercial plant using the Glenn Smith process and ordinarily making packaged fuel from Pocahontas screenings. These lots included several made from straight antimacite mines and others made from various blends of anthracite fines with four different bituminous coals. In all cases an asphalt binder was used. Determinations of the physical properties and the cobustion characteristics o the various samples of packaged fuel were made by the. Bureau of Mines at the Central Experiment Station.The physical tests indicated that a packaged fuel of sufficient strength for ordinary handling can be made from straight anthracite coal or from a wide variety of blends of anthracite fixes with bitunimous coal, using asphaltic binder. However the combustion tests indicated that packaged fuel made from anthracite alone tended to crumble excessively during burning and that as much as 30 to 50 percent of a caking coal may be required In the mixture to produce a block having satisfactory combustion characteristics.The authors wish to acknowledge the. splendid cooperation of Messrs. H. W. Kelly, J. L. Mooney and C. H. Tracer gases are an effective method for assessment of mine ventilation systems, but their dispersion characteristics can differ substantially as ventilation parameters, such as flow path and velocity, vary. This research utilizes Computational Fluid Dynamics (CFD) to model a simplified full scale model mine, details a sensitivity study examining mesh size for an underground coal mine simulation, and examines gas dispersion parameters to determine the optimal model methods for simulation of tracer gases in underground coal mines. These models can be used to determine how a given tracer gas profile might be generated in a mine or areas of a mine that are not accessible, for example, immediately following a mine disaster. Accurate simulation scenarios can allow for the remote determination of the status of the ventilation network, but the sensitivity of the simulation at mine scale must be carefully examined.

It has often been said by consulting engineers that foundation contractors are in the business of taking risks. One would agree that the mere fact a foundation project can be budgeted, planned, engineered and executed solely on the reliability of eight test borings made at a proposed site having an area of approximately 19,000 square feet, is a risky proposition, in and of itself. Now imagine that this site is actually one half of a city block located in an urban setting in an old, congested, historical neighborhood, surrounded by narrow city streets and historic landmark buildings. And suppose that the required depth of excavation for the construction of the new building on this site is approximately 35 feet and the natural groundwater table is at a depth below existing grade of only 25 feet. Given the difficult site conditions outlined above, one could certainly add the words "challenging" and "complicated" to the inherent word "risky" when describing the construction techniques involved to undertake a foundation project of this magnitude. This case study will discuss in detail how the excavation, sheeting, dewatering and underpinning work was accomplished as well as the problems overcome along the way.

An alinement (steering) sensor for continuous mining machines has been developed under a Bureau of Mines contract. A laser source in the entry projects a beam parallel to the centerline of the entry. The beam is optically shaped to a narrow, vertical fan and illuminates an array of optical sensors bunted on the mini machine. These sensors interpret the location of the beam into meter readings of heading (angle) error and lateral displacement errors. The system, which was tested for 5 months in an operating mine, appears to be fundamentally sound, and with some modification, should be applicable to remote or automatic guidance of continuous miners and other machines.

Namakwa Sands, a heavy minerals beneficiation business situated along the west coast of South Africa, is a major producer of titanium slag, pig iron, ceramics quality zircon and rutile concentrate to the international export market. The bulk of the economic mineralisation, which includes zircon, rutile, ilmenite and leucoxene is hosted by a late Cainozoic aeolian succession overlying remnant palaeo-strandline sediments. Relatively younger duricrust layers that cement a significant part of the generally unconsolidated ore compounds the challenging processing character of the primary mineralogy. The complex nature and hardness of the duricrust ore influence their mineability negatively, and can potentially destabilise downstream ore preparation processes. Effectively, up to ten per cent of the entire mineral resource is sterilised as the present infrastructure is not geared to treat the hard-mineralised ore. The metallurgical performance of the primary processing stage, which entails wet density separation, is strongly a function of the quality of the heavy mineral assemblage, liberation state of the economic minerals and slimes content. Elevated concentrations of garnet, a gangue contaminant exhibiting similar physical characteristics as the economic minerals, subtract substantially from the recovery performance of the secondary concentration process, which comprises mainly wet magnetic separation. By contrast, the intrinsic mineral purity of the economic fraction governs its successful recovery to saleable products as stringent product quality specifications apply. Improved mine planning through geometallurgical enhancement of the existing mineral resource model is envisaged to benefit the entire Namakwa SandsÆ mineral beneficiation chain, ultimately aiming to optimise mineral resource utilisation.

"Rare earth elements (REEs) have numerous key applications in both traditional and advanced technologies. A shortage of some critical REEs is expected due to the discrepancy between the REE abundance in REE deposits and the REE demand from the market. For example, Neodymium, Europium, Terbium, Dysprosium, Erbium and Yttrium are expected to be in short supply. REE recovery and separation from secondary resources such as uranium wastes, heavy mineral sands, and recycled materials can balance the shortfall in a cost effective way.The Saskatchewan Research Council (SRC) is engaged in the development and commercialization of complete REE recovery and separation technologies in Canada. One of SRC’s newest developments is the design and commissioning of a heavy rare earth (HREE) separation pilot plant. The pilot plant uses hundreds of stages of solvent extraction (SX) to produce high purity individual HREEs from both primary and secondary resources.This paper presents the design of an HREE recovery process for the particular case of uranium processing wastes. The separation results of a group separation are reported and discussed, as well as the issues and the challenges of the development, commissioning and operation of the continuous SX pilot plant.IntroductionSignificant amounts of strategic specialty heavy rare earth elements (HREEs) are found in uranium wastes in Saskatchewan. It estimated that about 47 tonne/a of heavy rare earth element oxides (HREO) including 27 tonne/a of Y2O3, plus 6 tonne/a of Sc2O3 are in the raffinate of every uranium mill for potential recovery. Since the HREEs are already in the raffinate, cost effective HREE production is promising in Saskatchewan.Selective precipitation including nutraulization, oxalate and double-salts precipitation, as well as sulfide precipitation, ion exchange (IX) and SX are commonly used technologies for the recovery and purification of REE solution. REE oxalate precipitation is an effective technology to remove Fe, Al, Ca, Si and other impurities by taking the advantages of the solubility difference between oxalates of REEs and impurities in acidic solution (Xu, 2005)."

Recent exploration has identified the presence of detrital iron deposits (DIDs) associated with banded iron formation (BIF) units in the north-west of the Congo Craton, Gabon. The regional geology comprises a complex of granitoids and gneisses assigned to the Archaean Chaillu Complex, within which older slivers of lower amphibolite-grade greenstones are preserved including muscovite-biotite-garnet-bearing felsic schist, amphibolite and BIF. These units are typically overlain by several metres of residuum comprising colluvium, eluvium and duricrust. The residuum is overlain by a regionally extensive loess cover from 2 m to 10 m thick.The DIDs occur within the weathered residuum as mostly unconsolidated gravels with lesser canga (CAN) duricrust draped over deeply weathered hematite. Head grades are in the range of 45 to 52 per cent Fe. Fresh BIF, located from 30 to 50 m below surface, is comprised of magnetite-quartz±amphibole. The detrital iron gravels are comprised of rod- and plate-shaped clasts of hematite (martite)-maghemite-goethite composition, in a ferruginous sand to clay-sized matrix. The DID form ridges and plateaus that coincide with magnetic highs defined using high-resolution ground magnetic surveys.The field relations and petrography indicate that the detrital iron accumulations are the result of weathering (including enrichment) and erosion of primary BIF. This includes removal of quartz, further oxidation and re-cementation of BIF to form ferruginous caprock. This cap and the in situ oxidised BIF were subsequently disaggregated and liberated, and further weathered to form the detrital iron accumulations.Metallurgical test work on bulk detrital iron samples has shown this material can be upgraded to lump and fines iron ore products with grades of 62 to 65 per cent Fe using simple scrubbing and wet screening, followed by dense media separation of the -1 mm fraction, with overall mass yields from 75 to 85 per cent. The purpose of the work described in this publication was to determine, on a pilot-plant scale, the practicability of concentrating low-grade bauxite deposits to render them suitable for the extraction of alumina. In 1941, when it became apparent that the United States might soon be drawn into war, the government, through its various agencies and bureaus, began to stimulate and increase production from domestic reserves of bauxite, which is the principal raw material for the production of aluminum. This activity, which was centered in Arkansas, where 95 percent of the domestic reserve is situated, reached peak production when enemy submarine warfare greatly hindered imports from foreign sources. During this period the average domestic production in Arkansas rose from approximately 300,000 long wet tons to something over 6,000,000 tons in 1943.

"In smelting operations, finely divided material called ""flue dust"" is carried by the moving gases from the roasters and furnaces; it is partly settled and recovered in the flue system. The flue dust from copper smelters contains a high percentage of copper, usually some gold and silver, and occasionally other valuable metals. It is too valuable to throw away and in present practice is returned to the smelting furnaces for re-treatment. A part of this material again passes out with the gases and forms a circulating dust load in the system. The dust that passesout of the stacks into the atmosphere is an important source of loss in copper smelting. Loss of values also occurs by dust being blown away while in transit from the flues back to the furnace, and of course the greater the amount of rehandling the greater this loss.Dust carried in the gas currents causes corrosion of the roof arches in reverberatory furnaces. Returning flue dust to the furnace increases the quantity of suspended dust. Corrosion reduces the life of the arches and shortens the length of furnace campaigns; also the corrosion of arches limits the temperature at which a furnace may be operated. Every ton of material that must be re-treated in the furnaces reduces correspondingly the amount of new ore or concentrates that could be smelted.As the present tendency is toward finer grinding in flotation plants smaller particles will need to be treated at the smelters, increasing the difficulty of preventing losses in flue dusts. Many schemes and processes for a more economical method of treating flue dust have been proposed or tried, but in the main none of them has been successful."

Longwall mining originated in the early 18th century in the county of Shropshire in England, where it was known as the longway method. Its name implies the extraction of the seam over a long continuous length or wall of exposed coal. Until the late 19608 and early 1970s the use of the longwall system with a few exceptions was confined to the United Kingdom and Europe. It was not until the early 19708 that the highly productive longwall faces we now know, were developed and the application of the longwall system extended to Australia, South Africa, United states of America and other parts of the world. The modern longwall face has three major components, namely: +         the machine to break and load the coal +         the face conveyor; +         and a system of roof support.   This paper reviews the development of longwall mining technology. The parameters directly influencing the production 'of a modern longwall face are considered, as are the possible constraints to the further development of the longwall system.

Why do we look for better reconciliation when times get tough? Why wait? Mine reconciliation should be a priority throughout the good times too. In fact, with good reconciliation, those good times are going to be even better and will help pave the way to success through those preventable bad times. Reconciliation throughout the entire mining value chain requires the capture, validation, and analysis of copious amounts of data. This task can be daunting for a team in a small mine, let alone reconciling across a suite of large mines. This paper will outline the different ways we can reconcile across the value chain, why we should reconcile over differing periods of time and how Snowden?s solution to proving reconciliation can be a simpler, reliable and transparent process. Snowden?s Reconcilor is proving to be a valuable tool on any mining scale, by capturing, validating, sorting and reporting data for timely decision making by the site geologist through to corporate management. By instigating vigorous reconciliation, you are setting your mine up for the future.
