TAXATION has become a major item in the operation of Canadian mines, and, as such, merits our most serious consideration. I feel it was a splendid idea for the Institute to set aside this time for a frank discussion of this important subject, and believe great benefit will result from a better understanding of the methods and underlying principles involved. Mining, as a great national industry, may quite properly be called upon to pay its fair share of the cost of running the country; and there is no tendency on our part to avoid this responsibility. There is, however, a very definite demand that the proportion be just, and fairly and sensibly applied. I believe that Mr. C. G. Williams, Secretary of the Canadian Metal Mining Association, and others, are giving details of the various Provincial and Dominion regulati6ns, so I shall not touch on that phase of the situation. However, there are some important factors to which I should like very briefly to call your attention. The first is the vital need for stability. As you all know, a considerable period must elapse between the preliminary stages of any mining venture and the time when it comes to production-or is finally abandoned as un-profitable. These early days are fraught with many unavoidable uncertainties. If, to these natural hazards, the apprehension of instability of governmental action be added, the risk becomes so great that capital seeks other and safer fields for investment, and many otherwise promising projects are thus discarded. There probably never has been a time in recent years when so much money was seeking investment as now. Under favourable conditions, the development of our great mineral resources would be a natural and attractive outlet for this money. The amount of taxation which the mining industry can properly absorb is of the utmost importance at this time, and it might be well to consider this question in its relation to the economic stability of our country, for it cannot be too greatly emphasized that direct taxation is only one item in the net return which our governments derive from the mining industry. Indeed, the many indirect benefits are so manifest that it would seem almost unnecessary to enumerate them! We almost invariably think of mine taxation as a direct company tax-overlooking the fact that sales tax, customs duties, acreage tax, income tax on mine dividends, foreign shareholders' dividend tax, and others, must all be taken into consideration. It would seem that the economic value of non-ferrous metal mining in Canada is not sufficiently understood and appreciated.

The Holmes Safety Association was organized and named in honor of the late Dr. Joseph A. Holmes, first director of the United States Bureau of Mines. The association is a national organization and operates through local, sectional, or State chapters in mining, petroleum, and allied industries. The National Council of the Holmes Safety Association consists of representatives of State councils and local chapters, with the Director of the Bureau of Mines as president.

Electrical accidents occurring in coal mines from 1975 through 1979 were categorized and analyzed. The data was searched for common electrical hazards, common activities on the part of those injured, and common negligent or careless behavior. The most common electrical hazard was abnormal arcs or sparks, the most common injured activity was handling energized trailing cables, and the most common careless behavior was failure to de-energize circuits before working on them. The accident data was combined with mine production statistics to form a normalized electrical accident rate. It was found that some mines have consistently more lost workdays per man-hour worked than do other mines. Bureau of Mines electrical safety research contract expenditures were reviewed to judge whether the research effort was directed to those areas which are related to the most accidents. In some cases it was not. A method was devised and utilized to estimate the relative cost to the mining industry to implement certain safety measures developed through Bureau research, and also to estimate the potential safety benefits. Some safety changes are recommended, others are not. MSHA regulations were reviewed for effectiveness in preventing electrical accidents, and suggestions were made for discontinuing, clarifying, or otherwise modifying the regulations.

As part of an interegency agreement with the Energy Research end Development Administration to develop unproved refractory materials for use in coal gasification processes, the Bureau of Mines reviewed the literature to determine the effect of steam, H2, CO, and CH4 as well as the alkali metal oxides K2O and Na2O on refractory materials. Emphasis was given to the performance of high-alumina castable and fired refractories to conditions expected in coal gasification processes. Approximately 85 references were reviewed with 40 cited in the text. The literature was found to contain little data directly applicable to the selection of refractory lining materials suitable for use under the conditions of temperature, pressure, and gas compositions expected in second generation coal gasification reactors.

In situ stresses, based on isotropic and anisotropic relations, were evaluated using computer techniques from overcoring data obtained in dimension stone quarries along the Appalachian Piedmont, the Ozark Uplift, and the Ouachita Tectonic Belt. Stresses in the horizontal plane near the surface are compressive and range from 100 to 4,500 psi. The direction of maximum compressive stress seems to be alined with the general tectonic structure for most of the determinations. The ratio of the maximum to minimum elastic parameters in the horizontal plane ranges from 1.05 to 2.46 for these competent rocks. Isotropic versus anisotropic stress determinations show differences only as great as 25 percent in stress magnitude and 25° in orientation.

ACCELERATED by the demands of war, research and development work in nonferrous physical metallurgy has continued at a rapid pace during the past year. In particular, advances have been made in processing and fabrication, especially of the light alloys, and in the surface treatment of metals. Theoretical physical metallurgy, although less active, has not been neglected and the year has brought forth some -notable contributions to our understanding of the fundamental structure of metals and their behavior in service. Of course, much work that has been done cannot be publicly discussed because of wartime restrictions.

Derelict and ownerless (D&O) mines in South Africa have been an ongoing concern for over a decade. While some progress has been made to rehabilitate D&O asbestos sites, significant work remains, exacerbated by the growth in illegal mining. There are concerns regarding the accuracy and transparency of the D&O database, lack of oversight, and constrained funding, and the government is increasingly looking to the private sector to fund rehabilitation. Given these challenges, a new, sustainable approach to D&O sites in South Africa is needed to bring clarity and transparency to the process, recognise responsibilities and promote partnerships, and explore economic opportunities at D&O sites to reduce the financial liability and respond to the growing demand for critical minerals. This article has three components: i) reviews of international D&O good practices; ii) it analyses South Africa’s current approach and the D&O sites; and iii) proposes a D&O framework that addresses data, risk ratings, responsibilities and rehabilitation, economic opportunities, and stakeholder engagement. The study finds that the majority of the 6,100 so-called abandoned D&O mines are quarries and mine site features, 16% are operational, at least 11% have owners, and only 752 (12%) require rehabilitation. The framework aims to bring clarity and fairness to decision-making and to assign risk and responsibility for rehabilitation and seeks to incorporate economic opportunities to reduce the financial burden of rehabilitation, create jobs for local communities, and respond to the growing demand for critical minerals for the clean energy transition.

IN the parlance of Hollywood, it was a super-colossal meeting. In the more restrained language of engineers, the Institute's 75th Anniversary Celebration attracted the largest crowd ever; was the longest Annual Meeting ever held, occupying a full week; had more important papers, more important people, more of an international flavor, and more glamour than ever before. And in the minds of those who came to the big city from the wide open spaces, one other record should be mentioned: for those not on an expense account, it was the most expensive affair ever staged by the Institute! To state the attendance down to the last digit for a meeting such as this is impossible. The total names registered on cards, plus those who attended the Annual Banquet but were not otherwise registered, came to 3149. But a few were registered twice, and probably a still larger few did not register at all, but just dropped in for a session or two in which they were interested. It would appear that 3200 would be about as close an estimate of attendance as could be made, and that is some 300 more than came to the biggest Annual Meeting of the past-in 1944. A considerable number of members brought their wives, but most were delegates at large.

Magnetic fields have been used for inclusions removal from melt and preparation of materials with gradient compositions. Fundamental in these applications is that the induced magnetic forces on the particles/melt can enhance migration and change the interaction behavior. In the present paper, migration and interaction behavior of electrical-insulating particles in a conductive melt under strong magnetic field are theoretically analyzed. It is found that the migration can be considerably enhanced for micrometer sized particles by applying a strong magnetic field. In addition, two forces are involved in the interaction between two particles: the interparticle magnetic dipole-dipole attractive force due to magnetization and the repulsive force induced by flow of the melt. This theoretical analysis renders a better understanding of recent experimental results. Additionally, a new method by using strong magnetic field can be proposed to control the particle size distribution for the preparation of metal-matrix composites.

The Chinese coal industry is the largest coal producer in the world. The total production in I995 was 1.28 bnt. On the way towards introducing a market economic system, this mature industry is facing major challenges. The main problems are a large surplus of manpower, shortage of current assets and capital, low productivity, high casualties and a huge deficit. This paper discusses the present situation and the future developments in the Chinese coal industry. The current policy can be stated as ‘rapidly developing the state collieries and improving the village and private mines; integrated development to achieve an economic operating scale and encouraging a diversified economy; rapidly exploiting and developing in the North west and South west; promoting productivity and efficiency; welcoming multi-sources and types of investment; setting up coal exchange markets; and the careful control of resources and the environment'.

The ubiquity of big data, internet of things (IoT), and smart devices is radically changing society; our personal lives are being tracked, digitally motivated through gamification, where information has become an addiction at all income levels, genders, and generations. These forces should not be held at bay in mining; rather, we should embrace and take advantage of this phenomenon to improve safety and productivity. It is time to rethink long-held conventions behind Fleet Management Systems, such as permanently mounted hardware, connecting through cables and Bblack boxes^, equipment centric rather than operator-centric, wireless requirements, minimal to no feedback to the operator, and high costs. We should also reconsider how we are collecting much of our safety, training, and preoperational forms on paper that then, must be entered into computer systems for compliance, and rarely if ever used in analytics, rather than entering the data directly into a digital device. Collecting safety and location data directly digitally also unlocks the information contained in safety forms and audits enabling new data mining and analytical approaches. Managing then gaining value from this new, greatly expanded mountain of largely unstructured data, requires the use of modern tools and approaches, such as gamification and big data, as well as skill sets, not traditionally available in mines. Furthermore, tablets can now provide a better user experience as well as new sensors when compared with traditional fleet management systems (Mining Magazine 2019, 2016, 2015), at a fraction of the cost, employing the extremely esthetic and engaging visuals derived from the video game industry. Real case studies of these applications of both technology and approach, such as gamification, show that these tracking technologies can bring high visibility and large amounts of data to even the smallest operations and the challenge of making use of the data can be facilitated through the application of gamification. As with our personal smart devices, these technologies are poised to deliver huge improvements in operator feedback, tracking, and performance management, at a much lower cost per unit.

Known resources of nickel laterites considerably exceed nickel sulfide resources and there is a growing consensus that most new nickel production will be sourced from laterites. The development of nickel laterite projects is very capital intensive due to inherently low grades, inability to concentrate ore prior to processing, complex processing technology and typically large infrastructure requirements. This has resulted in most recently proposed projects being "mega-projects," to achieve economics of scale. However, this may result in unacceptable project risk in many cases. Furthermore, many known laterite resources are not large enough to support a mega-project. This paper describes an alternative model for nickel laterite project development that allows, smaller scale and reduces capital exposure. The idea of using apron feeders for in directly feeding crushers is not a new one, it has been used for many years. To the best of our knowledge, the first apron feeder was used for bulk material handling in 1893. Since that time many design innovations have been introduced, with perhaps the most effective one being, the application of crawler tractor components in the feeder construction. This design was first introduced to the mining industry in 1954 by, national iron company. These feeders were used in the handling of run-of-mine iron ore on the Minnesota iron range, at the rate of 1,000 ltph. The material was fed over a grizzly to a jaw type of crusher. The crusher output was also handled by an apron feeder. Today, the apron feeder is being used in hard rock surface mine operations feeding crushers at rates of 5,500 ltph and over.

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. "INTRODUCTION In recent years, there has been increasing focus on environmental and social impacts of the extractive industries, climate change and resource scarcity. The concept of the circular economy aims to replaces the “take-make-dispose” economic model with one that eliminates waste of all kinds and is restorative by design. Such closed-loop systems implicitly aim to reduce the quantity of primary extracted materials entering the economy, thereby affecting supply and demand dynamics, hence mining industry economics. For the metals industry, the ability to engage in, or adapt to the circular economy can be heavily affected by industry structure and geographical factors. Eco-efficiency initiatives that reduce waste and environmental impact may help the mining and metals industry align with some of the goals of the circular economy. This paper focuses on base metals, and explores case studies in copper, lead and zinc. It analyzes primary and secondary metal production, and recycling. It examines company structures and how these affect engagement with the circular economy. CIRCULAR ECONOMY PRINCIPLES Ellen MacArthur Foundation (2012) describes the circular economy as “an industrial system that is restorative or regenerative by intention and design”, which “replaces the ‘end-of-life’ concept with restoration”, and “aims for the elimination of waste through the superior design of materials, products, systems, and, within this, business models”. The concept is systems focused. For materials such as metals, a series of loops are considered, including maintenance of devices, reuse, refurbishment and recycling. Potential methodologies to achieve circular economy outcomes include disassembly and reassembly of manufactured goods, leasing rather than buying major appliances, and converting to renewable energy sources. The circular economy is partially aligned with the principles of eco-efficiency, which relate to reducing the environmental impact per unit of a material produced. PRIMARY AND SECONDARY METAL PRODUCTION Base metals (copper, lead, zinc and nickel) are essential ingredients in modern economies and are key commodities produced by the global mining industry. Metal production can be categorized as primary or secondary. Primary metal comes from the processing, smelting and refining of metal content extracted from ores, while secondary production comes from metals recovered from recycled streams (e.g. recycled lead-acid batteries, copper wire scrap, etc.). Metals are stored in natural, anthropogenic in-use and anthropogenic waste stocks. An example of the stocks, flows and processes associated with global copper extraction and use is shown in Figure 1."

SUMMARY: The effects of blasting on structures are assessed on the basis of the maximum amplitudes of the occuring vibration velocities. If the standard values in the German Standard DIN 4150 are not exceeded, damages to structures are not to be expected. The estimation of the maximum vibration amplitudes is usually based on experience or on emperical formulae. However, a comparison of expected with measured values shows that these estimations are not conservative, particulary in case of small distances between blasting locations and structures. More reliable predictions are possible on the basis of numerical analyses, which simulate the three-dimensional propagation of waves with consideration of the geomechanical and geometrical conditions. In addition to the expected velocities, these analyses also allow the determination of stresses resulting from dynamic loading. If the dynamic stresses are known, the effects of blasting on structures can be predicted. ZUSAMMENFASSUNG: Die Auswirkungen sprengbedingter Erschütterungen auf bauliche Anlagen werden in der Praxis auf der Grundlage der Maximalamplituden der auftretenden Schwinggeschwindigkeiten beurteilt. In der DIN 4150 werden Anhaltswerte angegeben, bei deren Einhaltung Schäden von Gebäuden nicht zu erwarten sind. Die Abschätzung dieser Schwing-geschwindigkeiten erfolgt meist auf der Grundlage von Erfahrungswerten oder empirischer Formeln. Der Vergleich der prognostizierten Werte mit Meßergebnissen zeigt jedoch, daß diese Ansätze insbesondere dann, wenn die Abstände zwischen den Sprengorten und den Gebäuden gering sind, nicht konservativ sind. Zuverlässigere Prognosen sind auf der Grundlage von numerischen Berechnungen möglich, in denen die räumliche Ausbreitung von Erschütterungen unter Berücksichtigung der geomechanischen und geometrischen Verhältnisse simuliert wird. Mit derartigen Berechnungen können die zu erwartenden Schwinggeschwindigkeiten und die aus der dynamischen Beanspruchung resultierenden Spannungen ermittelt werden. Dies ermöglicht Aussagen über die Auswirkungen sprengbedingter Erschütterungen auf Bauwerke. RÉSUMÉ: Les conséquences de vibrations résultantes d'explosions pour des bâtiments sont estimés dans la pratique à partir des amplitudes maximales des vitesses d'oscillation. Dans la norme allemande DIN 4150 des valeurs d'orientation sont données, avec l'observation desquelles de dommage à des bâtiments n'est pas à présumer. Ces vitesses d'oscillation sont estimés généralement à partir de valeurs d'expérience ou de formules empiriques. La comparaison des valeurs prédits avec des résultats de mesures montre cependant que ces hypothèses ne sont pas conservateurs, en particulier si les distances entre les lieux de sautage et les bâtiments sont petites. Des prédictions plus fiables sont possibles à partir de calculs numériques, dans lesquelles la dissipation spatiale de vibrations est simulée en considération de la situation géoméchanique et géométrique. Avec tels calculs les vitesses de vibration à présumer et les contraintes résultantes de l'effort dynamique peuvent être établies. Cela permet de constater sur les conséquences de vibrations résultantes d'explosions pour des bâtiments.

The influence of wastewater containing benzene from chemical industry by technology combined blow-off with Fenton reagent oxidation was experimentally studied. The present results suggest that the technology combined blow-off with Fenton reagent oxidation can effectively remove benzene pollutant in wastewater. The main factors that influence the removal benzene such as temperature and blowing time and volume, pH and reagent dosage of H2O2 and Fe2+ are studied and the optimal experimental conditions are as follows: time 20min, temperature 40i, air-blowing volume 0.4L/min, pH value 5, and H2O2 and Fe2+ dosage 2mL/L and 200mg/L respectively. Under the above conditions, benzene pollutant can be removed up to 97%. Compared to other removal ways of wastewater containing benzene, the technology combined blow-off with Fenton reagent oxidation is more effective and has the advantage of high speed.

"Currently construction of important structures like bridges, flyovers and high rise buildings in and around Kolkata are in full swing. These structures have mostly pile or well foundations. The design methodology and construction techniques are being employed keeping in view both the safety and economy of the project. The data presented in this investigation have been taken from Geotechnical Investigation report of Component B in connection with construction of Extradosed Cable Stayed Bridge over River Hooghly in Hooghly and Nadia district of West Bengal, India. The investigation site is located within close proximity of Eocene Hinge Zone which is being taken as the principal contributor of Earthquakes in and around Kolkata. Considering the importance of the project detailed and exhaustive geotechnical investigation has been carried out and site specific response spectra have been generated for analysis and design of the bridge. This paper presents site specific response spectra, liquefaction analysis and comparison of lateral load carrying capacity of pile using Winkler approach and IS 2911 guidelines.INTRODUCTIONPile foundations are used to transfer the load of the super structure through soft soil deposit to deeper bearing stratum by means of skin friction or end bearing or both. Pile foundations are regarded as a safe alternative for supporting structures in seismic areas and have been used for this purpose in non-liquefying as well as liquefying soils. But their design in case of potentially liquefiable soil is quite different from that of non liquefiable soil. In liquefiable soil the progressive buildup of excess pore water pressure will cause stiffness degradation and loss of strength which in turn will induce additional shear force and bending moment in the pile. The mechanism of pile behavior in liquefying soil has been investigated by several investigators in the recent years based on observations of pile performance during earthquakes and studies in the centrifuge and Shake Table tests. Exhaustive geotechnical investigation has been carried out along the proposed alignment of the Extradosed Cable Stayed Bridge i.e., along Baropara, Bansberia ROB, Ishwar Gupta Bridge, Saraswati River to collect disturbed as well as undisturbed soil sample, to develop average soil profile and to determine the design parameters. The proposed project site is very close to Eocene Hinge Zone, which is basically a strike slip fault, capable of generating an earthquake of Mw 6.7. Thus it is evident that the proposed Bridge needs to be designed considering the adverse geo-hydrological condition as well as the earthquake aspects needing special attention following the state-of-the-art technology as guided by relevant codes and published literatures. Considering the soil profile of these locations ground response analysis has been carried out using equivalent linear method to determine the site amplification. Site specific response spectra have been developed for the four zones and zone factors have been determined. The computed zone factors are 0.198g, 0.195g, 0.195g and 0.20g for the four zones respectively, much higher than the zone factor 0.16g, which is for zone III, as stipulated in IS 1893:2002."
