The purpose of this paper is to provide an illustration of the Resource Management Act processes at their best. Many of you will be aware of the Martha Mine situated in the middle of Waihi Township in Hauraki District. Underground mining ceased on Martha Hill in the 1950s. A new mining licence was issued in the late 1980s and since that date open cast mining has continued at the site. The Hauraki District Council notified its proposed plan in October 1994. Prior to that date numerous discussion papers and draft sections of the plan had been disseminated in the community. Considerable consultation was undertaken with all interest groups. As an indication of the success of that consultation process only 17 references to the Environment Court were lodged following the making of decisions on submissions and further submissions. Those references, which included a number from the Minerals Industry, were all resolved by consent. Out of the reference and consent order process EMMA (Extended Martha Mineral Area) was born.

This paper describes the process typically involved with obtaining permits for quarry blasting in urban, suburban, and rural areas, including: content of SEPA (State Environmental Policy Act) driven documentation; regulatory review and comment; public interaction; public hearing(s); periodic regulatory review(s); negotiated solutions; monitoring; and the role of public interaction, demonstration(s), and education in the process. Case studies will be presented of projects undertaken in the State of Washington that illustrate the approach and regulatory interaction as well as the importance of public interaction throughout the process. Reference will be made to the role of national and state regulations and local codes and ordinances that provide additional limitations on blasting practice. The paper will also present regional blast monitoring data that are used in the permitting process and the layout and design of blast monitoring systems typically required as conditions of the quarrying permit. Our presentation will include tools, which we have developed to assist with explaining blast related phenomenon to both regulators and the public.

Longwall face ventilation is an important component of the overall coal mine ventilation system. Increased production rates due to higher-capacity mining equipment tend to also increase methane emission rates from the coal face, which must be diluted by the face ventilation. Increases in panel length, with some mines exceeding 6,100 m (20,000 ft), and panel width provide additional challenges to face ventilation designs. To assess the effectiveness of current face ventilation practices at a study site, a face monitoring study with continuous monitoring of methane concentrations and automated recording of longwall shearer activity was combined with a tracer gas test on a longwall face. The study was conducted at a U.S. longwall mine operating in a thick, bituminous coal seam and using a U-type, bleederless ventilation system. Multiple gob gas ventholes were located near the longwall face. These boreholes had some unusual design concepts, including a system of manifolds to modify borehole vacuum and flow and completion depths close to the horizon of the mined coalbed that enabled direct communication with the mine atmosphere. The mine operator also had the capacity to inject nitrogen into the longwall gob, which occurred during the monitoring study. The results show that emission rates on the longwall face showed a very limited increase in methane concentrations from headgate to tailgate despite the occurrence of methane delays during monitoring. Average face air velocities were 3.03 m/s (596 fpm) at shield 57 and 2.20 m/s (433 fpm) at shield 165. The time required for the sulfur hexafluoride (SF6 ) peak to occur at each monitoring location has been interpreted as being representative of the movement of the tracer slug. The rate of movement of the slug was much slower in reaching the first monitoring location at shield 57 compared with the other face locations. This lower rate of movement, compared with the main face ventilation, is thought to be the product of a flow path within and behind the shields that is moving in the general direction of the headgate to the tailgate. Barometric pressure variations were pronounced over the course of the study and varied on a diurnal basis.

Tracor MBA under a contract to U.S. DOI Bureau of Mines designed, developed, fabricated and demonstrated a conveyor belt service machine. It is self-contained, battery powered, rubber tired and capable of handling, storing and transporting conveyor belting, wire rope and associated structures for sectional conveyor belts. While moving the tail section to its next position the machine discharges the belting, wire rope and belt structures. The belting is elevated and separated to provide for the insertion of the structures with minimum expended effort. A hydraulic system provides the power for steering, braking, winding or unwinding under controlled tension the belting and wire rope, operating a load-bed slat conveyor, raising, lowering and locking connection hitches and powering external hydraulic tools. Also, a pneumatic system is available to operate air impact tools. The service machine, with its present components can function in coal seams as thin as 48 inches, double wind conveyor belting 42 inches wide, 400 feet long, load or unload 3/4" wire rope on two separate reels and is controlled by two operators. A complete belt move using this machine requires only four workers. Successful underground demonstrations were conducted in coal mines located in West Virginia and Kentucky.

Image processing is a technique that simulates the human vision system. This technique enables applying every statistical or intelligent operation to recognize differences. In this way this new technique is used in quality control systems in most industries. Studying sedimentary rocks is very important from the economic point of view. Some units of sedimentary sequences involve different mineral deposits, hydrocarbon and water resources. Therefore it is important to identify and classify different sedimentary rocks. Descriptive classification of sedimentary rocks is usually based on visual and textural features and chemical composition of a sample. In this paper different samples of a limestone mine in central part of Iran are classified. The samples were collected from different parts of the mine and crushed down in size from 2.58 cm to 3.58 cm. The rock samples were labeled based on percentage of chemical and lithological compositions. Each sample was assigned to one of the distinguished groups. The images of the samples were taken in appropriate environment and processed. A total of 74 features were extracted from the identified rock samples in all images. In order to feature dimensional decrease, principal component analysis method was used. Then Bayesian statistical algorithm was used as a useful tool for classification. Classification Correctness Rate (CCR), calculated for the test data sets are %88, %68, %61 and %72 for the first to fourth class respectively. Therefore it can be inferred that the extracted features of images are appropriate indicators for different samples identification. These precise results besides the advantages of image processing technique, which are increasing speed of operation and decreasing cost, appears to be a desirable success.

Recently, a large Pittsburgh seam longwall mine was nearing depletion of a major portion of its current reserves and had begun to develop in a different direction from its original portal area to access additional reserves. This meant that a large area of the mine would be abandoned and sealed. However, continued use of the original mine portal area required that the water accumulating in the abandoned mine would eventually need to be pumped to the surface. This would be in addition to the discharge water associated with the new portion of the mine. Several pumping and sump options were investigated to handle the quantity and quality of the anticipated discharge water. This paper describes some of these options, their advantages and disadvantages, and the final engineering decisions. Some problems and unanticipated outcomes, as well as the eventual solutions are discussed, including: (1) estimates of pump requirements, (2) water pool size, (3) eventual water quality, (4) anticipated inflows, and (5) integration into the overall mine water system.

The secondary copper industry is comprised of numerous enterprises which collectively employ many of the recovery and refining processes now used in primary plants as well as many other processes that are unique to the industry. Effective methods are used for identifying and segregating all types of scrap according to widely accepted standard classifications. Segregated scrap and waste materials usually require some preliminary processing to remove both valuable and deleterious associated constituents. Smelting, melting, alloying, and pyrorefining are common methods used for producing secondary metal, but operating techniques usually differ from primary metal operations because of the difference in physical and chemical properties of the respective raw materials. Some copper scrap is converted to copper chemicals rather than to refined metals or alloys. Recovery efficiencies of all processes are reasonably high, and the quality of products meets rigid specifications.

Tracers of known densities are used world wide in coal processing plants to evaluate plant performance. Tracers are added to the feed stream and are counted after being recovered from the product and discard streams to determine partition curves. The need to recover the tracers can be eliminated by adding radio frequency identification tags to the tracers. Readers mounted on the product and discard streams record the passing RF tracers and produce the partition curve instantly. Tests were performed with three different shaped tracers at different collieries on cyclones ranging from 510mm to 800mm in diameter. Sink and float analyses of coal samples were used to compare conventional partition curves to partition curves obtained by using RF tracers. The average amount of tracers recorded was 78% of tracers in the feed. The results indicate that the stone shaped tracers represent the results from the sink-float analyses the best. The results suggest that RF tracers can be used to evaluate cyclone circuits in the coal industry and will make it possible to evaluate a coal circuit?s efficiency without stopping a plant and waiting for laboratory analyses. A testing program was conducted to design a cemented backfill fur hydraulic placement in underhand cut and fill mining of a steeply dipping coal seam. The testing evaluated the use of three different backfill aggregates, locally available at the coal mine, with Portland cement and five different pozzolans, including a Class F fly ash, a Class C fly ash, a cement kiln dust and ground smelter slag. Both viscosity and uniaxial compressive strength of backfill mixtures with different pozzolan and Portland cement contents were used to evaluate their suitability. Based upon the results of preliminary testing, an optimum mixture of alluvial sand with six percent Portland cement and ten percent Class F pozzolan was chosen for further compression testing.

This report on tungsten in Ouray, San Juan, and San Miguel Counties, Colo., is one of a series describing results of studies on the tungsten potentialities in Region III, Bureau of Mines. The San Juan tungsten deposits occur in an area of 250 square miles, centering near the common corner of Ouray, San Juan, and San Miguel Counties (fig. 1). Field work supporting these studies was done in May 1954. Bureau of Mines reports prepared from investigations made during World War II and under the Defense Production Act of 1950 were reviewed.

This report presents the theory and design of a stiff loading machine used by the Bureau of Mines. The machine incorporates three high-strength steel columns as the restraining member in parallel with the specimen. The theory presented gives the basis of design and the dimensions of component parts of the machine. Laboratory verification of the theoretical stiffness is described using three different setups involving a hydraulic jack and spacers and confirms the stiffness calculations to within 1 percent. Experimental techniques, testing procedures, and special equipment designed for determining the complete stress-strain behavior of NX cores of both hard and soft rock are described. Typical test data are presented as force-displacement curves for two rock types, a marble and a granite.

The aim of this study was to investigate desulfurization and de-ashing of a mixture of subbituminous coal and gangue minerals by the agglomeration method. For this purpose, experimental studies were conducted on a mixture containing subbituminous coal, pyrite, quartz and calcite. The effects of some parameters that markedly influence the effectiveness of selective oil agglomeration, such as solid concentration, pH, bridging liquid type and concentration, and depressant type and amount, were investigated. Agglomeration results showed that the usage of various depressants (Na2SiO3, FeCI3, corn starch, wheat starch) in the agglomeration medium has a positive effect on the reduction of ash and total sulfur content of agglomerates. It was found that an agglomerate product containing 3.03% total sulfur and 25.01% ash with a total sulfur reduction of 56.71% was obtained from a feed that contained 7% total sulfur and 43.58% ash when FeCI3 was used in the agglomeration medium. The motor gasoline that is being marketed in the United States this winter is in general, more volatile than that sold a year ago. This increase in volatility is shown by a lowering of the distillation temperatures, ranging from 2°F. at the average initial boiling point to 5°F. at the average end point. During the past eight and. one half years the Bureau of Mines has made semi-annual surveys of the gasoline marketed in the United States, the survey Just completed being the seventeenth in the series. The cities in which samples have been collected, have been chosen as representative of the more important marketing territories, as it is obviously impracticable to obtain a sample of every gasoline sold in the entire country. Samples were collected in Boston for the first time since 1919. It was believed advisable to include samples from that district in order to give a better balance to the survey for the country as a whole.

Coal is a valuable energy source in New Zealand and has been mined from the West Coast for over 100 years. Stockton Mine is New Zealand's largest opencast coal producer supplying around 1.5 Mt of hard coking and thermal coal to international markets annually. The Stockton Plateau forms an extensive, gently inclined dip slope on erosion resistant Lower Eocene Brunner Coal Measures unconformably overlying basement rocks. The dip slope rises 600 - 1000 masl, locally dissected by fault scarps and present-day fluvial systems, some of which are deeply incised. Within the Mt Augustus Mining Block overburden comprises of a 30 - 40 m thick sequence of fluviatile, coarse to granular coal measure sandstones. High quality coking coal is preserved as a gently dipping, 10 - 12 m thick seam. High and sometimes very steep cliffs of jointed overburden shape the skyline escarpment, above steep forested slopes and gullies. As mining has progressed at Mt Augustus individual coal blocks are progressively becoming more technically challenging. This paper outlines the scientific approach taken by Solid Energy International and mining contractors to carefully unlock many thousands of tons of coal whilst protecting nearby flora and fauna from the impacts of dislodged rock and other blasting side-effects. The strategy involved: an expert-driven onsite risk assessment,formulation of a management plan to manage impacts,conducting an in situ vibration research program, andanalysis of results and operational designs to eliminate potential environmental problems.

An expression for the distribution ratio of arsenic between slag and copper matte or liquid copper was developed by both, an extension of the Reddy-Blander model for deriving a priori the arsenic capacity, and by a relationship between the arsenic capacity and the arsenic distribution ratio. In this study, the a priori arsenic capacities in the FeO-SiO2, CaO-SiO2, MgO-SiO2, FeO-CaO-SiO2, FeO-FeO1.5-CuOo.5-MgO-SiO2, FeO-FeO1.5-CuO0.5-CaO-MgO and FeO-FeO1.5-CuO0.5-CaO-MgO-SiO2 slags were calculated at 1573 K. The a priori arsenic distribution ratio between the FeO-FeO1.5-CuO0.5-CaO-MgO-SiO2 slag and copper matte (L s/m as), and between the FeO-FeO1.5-SiO2 or FeO-FeO1.5-CuO0.5-CaO-MgO slag and liquid copper (L s/Cu as) were calculated. The model calculated data are found to be in good agreement with the reported experimental data. The availability of reliable thermodynamic data for slag components and impurities in the slag-matte-metal system is essential for the accurate prediction of impurity capacities and distribution ratio data. The arsenic distribution ratio model developed here, can be extended for prediction in multi-component slags and mattes or liquid metal, and thereby may lead to the development of new slag systems for the efficient removal of arsenic in the copper smelting, converting and refining processes.

Fully resin encapsulated threaded bar and cement grouted cable bolts are common forms of reinforcement for underground mining excavations constructed at great depth. These elements are frequently installed to dissipate the dynamic loads caused by violent rock mass failure mechanisms. Failure of the ground support scheme without rupture of the reinforcement elements implies that the maximum energy dissipation capacity of the scheme was not utilised. The ground support damage mechanisms are useful to identify in this context as they reveal vulnerabilities which limit the scheme performance. This paper presents a number of field observations of reinforcement performance following a range of dynamic loading conditions. It was observed that fully resin encapsulated threaded bars exhibit variable behaviour. In particular, inconsistent resin encapsulation was frequently observed in combination with surface support failure, indicating that the retention function of these elements may allow preferential loading of the surface support system. Observations of cement grouted, twin-strand plain cable bolts reveal a common mode of damage involving differential displacement across the steel-grout interface and slip of the cable within the borehole. This is common where strands are not mutually tensioned with barrel and wedge assemblies. Surface fixtures that exceed the strength capacity of the cable strand are required in order to minimise the occurrence of this response. Improved load transfer from the rock mass and surface support to the cable can thus be achieved, particularly where small block size failure occurs.CITATION:Drover, C and Villaescusa, E, 2016. In the Rocky Mountain region, variations in Tertiary mineralization correlate with changes in tectonic setting and associated igneous activity that can largely be related to tectonics along the west boundary of the American plate. Successive settings include compressional tectonics and associated continental-arc igneous activity; transitional igneous types associated with intra- and back-arc extension; and basaltic or bimodal basalt-rhyolite assemblages associated with Basin and Range extension in- ward of a growing transform boundary between Pacific and American plates.

No symposium on die-casting could be complete without consideration of the methods of formula and impurity control. No corisideration of control would be complete without discussion of that new tool of the analytical chemist and inspector, the quartz spectrograph. Just as there is an increased appreciation of the possible applications of the die-casting process and of die castings, so too is there, slowly but surely, of the spectrograph. At present the role of the instrument might well be compared with that of brass or magnesium die castings. Neither is as widely understood or known as they will be. Product specifications are increasing and are getting more explicit and often more rigid. The designer, metallurgist and production engineer or superintendent will be forced to depend more and more on the chemical laboratory. Sampling, as well as analyses, testing and inspection problems will grow. The chemical laboratory must meet its increased responsibility and use of the spectrograph will become more common. Advantages of increased precision, greater speed, lessened labor and often lower costs cannot be ignored. It will be the purpose of this paper in part to outline the respective fields of chemical and spectrographic analyses and to indicate where one may overlap the other and in part to indicate certain possible sources of contamination of zinc-base die-cast alloys in particular. Composition Aluminum.-Aluminum die die castings are expected to conform to the specifications of the Amcrican Society for Testing Materialslt and the Society of Automotive Engineers2. The A.S.T.M. has recognized seven aluminum alloys in Tentative Specification B85-33-T. TWO are straight silicon and the remainder are of the copper-silicon type of which alloys VIII and IX have in addition respectively 2 and 4 per cent of nickel, but unlike the others are not covered by S.A.E. as well.
