This U.S. Bureau of Mines report reviews the first 2 years of the agency's progress in implementing total quality management (TQM), which the agency refers to as Quality Improvement (QI). All employees have been trained in basic TQM concepts, a cadre of facilitators has been selected and trained, and 13 Bureauwide teams are addressing specific issues that were identified by Bureau employees nationwide as problem areas. Also in place are a Quality Council composed of the Bureau's top executives, a Quality Management Board, and eight QI Working Groups to provide a national 01 infrastructure. There are also Quality Steering Groups at each Bureau location nationwide to address local concerns. In addition to the narrative text, the texts of salient memoranda and other documents are included as appendixes.

An overview of the evolution of computerized mine planning and design has been given, emphasizing the need for a knowledge-based system for planning and design of underground coal mines. An outline for the development methodology and procedure has been provided. Problem structuring guidelines have been used to incorporate intelligence and integration to the design modules. A skeletal model for a mine planning and design expert system has been prescribed, and the development process has been documented in detail. A feasibility prototype has been developed to test the structure of the skeletal model and to ensure completeness of the design process. The feasibility prototype development and its contribution toward proto typing has been addressed in this paper. At present, prototype development is underway. The prototype is expected to be avail-able for testing and implementation in early 1991.

"This paper on coarse particle recovery (CPR) summarizes a process to capture coarse particles that are not recoverable by regular flotation. Several porphyry copper operations in the world operate analogous circuits that recover non-floated copper from tailings; however, the case presented here is unique in that extensive underlying test work has allowed us to elucidate some fundamental principles behind recovery enhancement. This paper discusses an overview of the flow sheet that is proposed to Minera Escondida Ltda., the nature of copper in the feed to the CPR circuit, and the various unit operations within the recovery circuit. Details of the technology behind each unit operation will be presented in later publications.INTRODUCTIONSince 1996 BHPBilliton and MEL (Minera Escondida Ltda.) have developed a process to recover copper from coarse particles in the rougher tailings. Copper recovery from fresh tailings is not new. Several operations in Chile, such as Chuquicamata, El Teniente (AMEC, 2003), Mantos Blancos and others have operated various forms of tailings circuits. Both Chuquicamata and El Teniente practice cascade flotation scalping off froth containing fine copper particles after allowing sufficient retention time, air inducement and, sometimes, additional reagent addition. Chuquicamata tailings are not segregated but floated in sequential cascade and conventional large cell arrangements. At the Valle Central operation of El Teniente a coarse fraction of mill tailings is ground and floated, with the rejects recombined with fine tailings and subjected to cascade flotation through a sequence of concrete launders as the tailings flow towards their final deposition area. Mantos Blancos cyclone the rougher tailings and blend the underflow with scavenger concentrate from elsewhere in the principal circuit prior to flotation in Wemco Cells. Kemess in BC, Canada operates a 160 m3 Outokumpu cell to reduce the tailings sulfur content (Rasmussen, et.al, 2004)."

Zircon producers are often required to lower impurity levels to meet customer specifications as most of these impurities adversely effect the end use. For example, zircon sand in foundry applications needs to be free of any surface impurities (eg clay, gibbsite and goethite) which otherwise could cause sintering or fusion between cast metal and the zircon mould. Light coloured ceramic grade zircon, typically low in iron oxides and titania, is preferred in ceramics applications. The presence of impurities in zircon sands is a problem in the magnetic and electrostatic separation stages of their concentration. Previous work (Aral et al, 1997) showed that impurities in zircon sand concentrates occurred in the form of stains on grain surfaces, discrete gangue minerals and in the mineral grains. The gangue minerals such as rutile, garnet, xenotime, monazite, spinels, ilmenite, and aluminium silicates in the concentrate in some cases (Aral et al, 1997) contribute significantly to the impurity content of the concentrate. A careful hand picking of the impurity grains from a Western Australian zircon sand showed that the impurity content of the concentrate could be lowered significantly as a result of the removal of the surface stained grains and gangue minerals. The hand-picked ædirtyÆ fraction, comprised about eight per cent by weight of the concentrate, and consisted mostly of iron-oxide/hydroxide-stained zircon, silica grains and rutile, and occasionally ilmenite, monazite, gahnite and other (unidentified) coloured grains. The chemical analysis of the remaining æcleanÆ fraction showed that the major impurities (Fe and Ti) were reduced significantly (Table 1). The reduction in the uranium content was about 30 per cent. The other measured impurities, P, Mg, Al, Th, and Ca remained mostly unchanged as shown in Table 1. The contribution of ilmenite to the overall iron content of æcleanÆ zircon was insignificant as it comprised about 0.1 per cent weight of the æcleanÆ zircon. Rutile was the major source of titanium contamination (about one per cent by weight). Recent work (Aral and Calle, 1999) on zircon sand concentrates from the Murray Basin showed that, under the electron microprobe, the bulk of the impurities occurred in the dark back scattered electron (BSE) regions of the zoned zircon grains. The impurity contents of the light BSE regions and unblemished (unzoned) grains were low. The impurity content in zoned zircons has been investigated on single, relatively large, crystals (McLaren, Gerald and Williams, 1994; Smith et al, 1991; Romans, Brown and White, 1975). These studies generally aimed to investigate the incorporation of U in zircon as zircon is used extensively for U-Pb geochronology owing to its relatively high content of uranium. Smith et al (1991) identified a striking difference in composition between the areas of lower (dark BSE) and higher (light BSE) average atomic number in the zoned zircon. Their work showed in particular that the zones of lower atomic numbers contained very significant amounts of trace metals such as Y, REE, Nb, U, Al, Fe, Ca, Ba and, by difference H2O. In this paper the impurity distribution in zoned zircon grains was investigated on statistically significant number of grains before and after a leach treatment. The distribution of impurities was also measured in unblemished areas to compare the results.

Except for uranium search, conventional oil well logging techniques are relatively little-used in mining exploration. The main reasons for this are cost and an apparent lack of awareness of the potential use of the methods in the search for ore. However, relatively inexpensive portable units are currently available for performing the simpler electrical and radiometric logs in diamond drill holes.The emphasis in oil exploration logging programmes is largely on the estimation of porosity. In most mineral work, however, porosity is not very significant, and factors such as mineral conductivity and radioactivity assume an important role.The Bureau of Mineral Resources (BMR) during a programme to explore for uranium and associated base metals in the area east of Rum Jungle, N.T., carried out electrical and radiometric logging of diamond drill holes as a routine part of their investigations. Case histories are described in which the logs were used to aid in defining stratigraphic sequences and transgressive structures in base-metal prospects. Some surface geophysicalanomalies were explained by the logging: induced polarization and electromagnetic anomalies were related to black slate; and self-potential anomalies were related to oxidation of pyrite black slate, or apparent electrokineticeffects in the black slate. The logs provided an objective appraisal of the rock units penetrated and thereby helped to differentiate lithologies.Borehole logging, including newer techniques such as downhole analysis, could be done in geological and geophysical investigations in other areas for a relatively small cost with a considerable potential gain of information.

A Iaboratory drilling rig has been devised and placed in operation which permits the application of hydrostatic, terrastatic, and formation pore pressures to a rock sample for drilling under controlled conditions. Calibrated rests of this equipment in-dicate qualitative agreerment with field results on the effect of weight on bit, rotary speed, and rate of circ~~lation on drilling rate. Tests under pressure, using water and air as the drilling fluids, indicate that when drilling saturated limestone samples, a pressure differential between hydrostatic and formation pressure is the only pressure which affects drilling rate. A differential in either direction causes a reduction in rate, but the same diflerential from the wellbore into the formation causes the greater reduction. Also, in lime.stone, air favorably affected drilling rote only when compared to water at high hydrostatic pressurre, all other conditions remaining constant. Large increases in drilling rate with air could be obtained in the laboratory only while drilling a shale, which offered a limited permeability to nitrogen and which could be drilled with a differential from the formation into the wellbore. In general, the magnitude of the changes due to the pressure effect were small compared to changes in drilling rate obtainable by changing either bit weight or rotary speed. INTRODUCTION In the course of Humble's drilling research program, the desirability of investigating several factors which lend themselves to laboratory rather than field study became obvious. Principal reasons for this are the expense involved in field studies and the difficulty of exercising the required degree of control. Of primary importance are investigations of the effect of fluid pressure on rock rate, the effect of pressure on rock drillability, and a study of the fundamental mechanics of rock failure and chip generation. Several years ago some work in the laboratory on the effect of mud properties on drilling rate was re- ported to the API', but the completion of this work and the investigation of the other variables affecting drilling rate required equipment somewhat more elaborate than that used on these earlier tests. This equipment has been assembled to form Humble's Drilling Engineering laboratory. To date only the effect of pressure on rock drillability while using water and air has been investigated, and this work is not yet complete. Facilities are available to investigate the effect of fluid properties on rate of penetration, and information is being assembled on a current basis on the mechanics of drilling. This report, authorized under Contract Number H0220065, Amendment Number Six, documents the results of an investigation of lighting system modifications and designs for working place illumination in high and low coal entries of underground coal mines. The portable and machine mounted system designs, both modified and prototype, represent a continuation of work performed under Contract Number H0111403, Amendment Number One. See the Final Technical Report dated May 26, 1972 for detailed information concerning this prior Contract. All modified and prototype systems met the performance requirements of Bureau of Mines Specification 2G, as proved by test. In addition, the systems met the requirement for illumination, as specified in the Contract and in the proposed standards which were generated in response to Public Law 91-173.

This publication presents the basic text for a 20-hour accident-prevention training course developed for supervisors by the Federal Bureau of Mines. During the past 2 years, the course has been used by the Bureau in teaching more than 300 groups of coal-mine supervisors-men whose responsibility is twofold: To manage in production and maintenance phases of coal mining and to guide their men along paths of safety. This is a handbook for teaching teachers. In this handbook will be found references to safety practices followed by companies that consistently have low accident records. These companies credit their outstanding performance to the adoption and faithful observance of accident prevention by supervisors and workers alike on a wholesome, cooperative basis. Teaching safety to workers involves both on-the-job and classroom-type instruction. If such training is to be permanently effective, it must be reinforced consistently on the job by the immediate supervisor of the worker. This publication is intended to provide such a supervisor with the motivation to provide such follow-up and shows how he can accomplish it effectively.

The U.S. Bureau of Mines has conducted studies to utilize rapid microwave heating to stress fracture ore samples. Iron ores containing hematite, magnetite, and goethite were subjected to microwave energy in batch operations at 3 kW and heated to average maximum temperatures between 840 and 940 °C. Standard Bond grindability tests showed that microwave heating reduced the work index of iron ores by 10 to 24 pct. In a microwave chamber designed to simulate a continuous throughput operation at 3 kW, the grindability of a taconite ore was improved by 13 pct at a bulk temperature of 197 °C. Because stress cracking occurred at a lower temperature, less energy was consumed. To further improve the economics of microwave fracturing, higher powers up to 16 kW were used to rapidly heat samples to relatively low temperatures in a continuous, belt-fed applicator. A significant improvement of grindability was obtained with a larger rod mill feed size in comparison to a minus 6-mesh Bond feed.

THIS report gives results of an investigation of the carbonizing properties of the following eastern Kentucky coals: Elkhorn No. I bed, No. 28 mine, Wayland, Floyd County; Elkhorn No. 2 bed, Turner No. 5 mine, Drift, Flood County; Leatherwood (Haddix No. 5) bed, Leatherwood mine, Leatherwood. Perry County; and Harlan bed, Path Fork mine, Path Fork, Harlan County. The carbonizing properties were determined by Bureau of Mines-American Gas Association (BM-AGA) tests at 800° and 900° C. and by expansion tests in the sole-heated oven. Plastic properties were determined by tests in the Gieseler and Davis plastometers. The coals were tested singly and as blends with 20- and 30-percent low-volatile Pocahontas No. 3 coal. The dry, mineral-matter-free, fixed-carbon content of the carbonizing samples ranged from 56.7 percent for Elkhorn No. 2 to 59.7 percent for Leatherwood, and the heating values on the moist, mineral-matter-free basis ranged from 14,420 B. t. u. per pound for Elkhorn No. 2 to 14,720 for Harlan. The percentage of ash ranged from 2.9 to 6.1. The fluidity of three coals, measurer. In the Gieseler plastometer, ranged from 230 to 670 dial divisions; the fluidity of Elkhorn No. 2 could not be determined by this method. Blending lowered the fluidity of each coal; the fluidity of the blends containing 20 and 30 percent Pocahontas No. 3 ranged from 16 to 53 and from 8 to 17 dial divisions, respectively. Agglutinating values determined on silicon carbide-coal mixtures in the ratio 15:1 ranged from 3.8 to 6.3.

The lack of progress in controlling pulmonary diseases such as pneumoconiosis cases in recent years necessitates additional studies on dust generation and the characterization of airborne dust. Studies are underway by a NIOSH-sponsored project to observe the characteristics of the dust generated by pick cutters under various wear levels. This research performed a full-scale linear-cutting-test matrix on eight coal samples with various bit penetrations, spacing, and wear conditions. The specific energy and resulting PSD (particle size distribution) of airborne dust and material left at the cutting surface were measured and analyzed. The dust concentration was determined using the NMAM (NIOSH Manual of Analytical Methods) 0600 method. For fines, the PSD was characterized using Laser Diffraction, measuring percent channel and aerodynamic diameter, while Imagej, a virtual sieving application, was used for larger particles. The results show that for a new bit, as the cutting depth and spacing increase, the specific energy and dust generation decrease. The size and shape of the dust particles have been analyzed, and the observed trends are discussed in this paper.

The objective of these projects is to provide an ordered and sequenced series of advances toward the Bureau's overall goal of providing the system technology required to create a healthier and safer working environment for the Nation's mining and minerals processing workers.

The Bureau of Mines, under a Cooperative Agreement with the Bear Coal Company, Somerset, Colorado, conducted a large scale evaluation of the effect of time lapse on roof stability. Time lapse in this study is the interval between exposure and permanent support of the mine roof. The study indicates that time lapse is not a critical factor in roof stability provided permanent support is installed before catastrophic failure begins. Concurrently with the time lapse study, investigations were made of stress distribution around resin-grouted bolts, the regional stress field, and anomalous geologic conditions. The behavior of the resin-grouted bolts, at least in the Bear mine, appears to fit the Coulomb-Navier Theory. Geologic conditions are primary factors in trends of roof stability that extend across the mine.

Several case histories from Glencore’s Sudbury Operations show how passive seismic monitoring data is used for geotechnical decision making. The data comes from three different seismic arrays monitoring two open stoping deposits, and a narrow vein cut and fill/blasthole operation. Mining depths range between 1000 to 1680m below surface. The deposits are hosted in hard igneous rocks typical of the Sudbury basin, with characteristically high horizontal stress (approximately 1.8 times the depth of overburden). Rockbursting is the main geotechnical risk, due to the strong brittle nature of the rock and local high mining extraction. Fault related seismicity includes both fault slip events, and the stress channelling effect as the mining front approaches a major fault structure. Planar data trends generally line up with known faults and often indicate early stage fault activation. The structures are risk ranked based on their seismic response. This has been particularly useful at the Nickel Rim South Mine (NRS) where the structural fabric (jointing and small-scale faulting) is generally parallel to the more through going faults. The persistence of structures is difficult to measure, and the NRS faults generally have low offsets and thin gouge. The visual difference between the more persistent structures that occasionally generate large seismic events (up Mw 2.9 to date) and localised joints/slips is often minor. The seismic monitoring data clearly shows the more active structures. This information is highlighted on mine plans to help guide enhanced ground support and seismic re-entry protocol barricade locations. Pillar loading/yielding is a key element to the blasthole operations where a primary/secondary mining sequence is used. The secondary pillars are mined in a yielded state with just-in-time development. An example of the seismic signature of a secondary stope is shown with emphasis on the need for high location accuracy given the stope widths of 12.5 to 15m. The ratio of the shear wave energy to primary wave energy (Es/Ep) has long been used as a method to estimate source mechanisms; the higher the ratio, the more likely the event is fault slip versus rock fracturing. Data sets are filtered on Es/Ep ratios to highlight both fault slip populations and stress fracturing mechanisms. Examples of seismic data quality checks, high stress development, and re-entry protocols are also shown in the case histories.

"Coal and gas outburst is an extremely complex dynamic disaster in coal mine production process which will damage casualties, equipment facilities and disorder the ventilation system by suddenly ejecting a great amount of coal and gas into roadway or working face. This paper analyzed the interaction among the three essential elements of coal and gas outburst dynamic system. A stress-seepage-damage coupling model was established which can be used to simulate the evolution of the dynamical system, and then the size scale of coal and gas outburst dynamical system was investigated. Results show that the dynamical system is consisted of three essential elements, coal-gas medium (material basis), geology dynamic environment (internal motivation) and mining disturbance (external motivation). On the case of C13 coal seam in Panyi mine, the dynamical system exists in the range of 8-12 m in front of advancing face. The size scale will be larger where there are large geologic structures. This research plays an important guiding role for developing measures of coal and gas outburst prediction and prevention. INTRODUCTIONCoal and gas outbursts are a complicated mine gas dynamic phenomenon that pose a serious threat to coal mine safety production. Since the first recorded coal and gas outburst occurring in Isaac coal mine of the Lule coal field in 1843, more than 40,000 outbursts have occurred in the world. China ranks first in outburst frequency and intensity. In recent 20 years, China on average increases 37 pairs of coal mines and more than 280 times outburst accidents every year (Yan, 2013). The coal and gas outburst occurred on Oct 20, 2004 in Daping Coal Mine, Zhengzhou Coal Group, caused serious gas explosions and ejected 1,894 tons of coal into the face, causing 148 fatalities. In recent years, despite implementation of numerous control measures, coal and gas outburst still occur frequently ash mining depth and mining intensity increase. The outburst mechanisms can be summarized in the following four aspects: the gas leading role hypothesis, the geostress leading role hypothesis, the chemical effect hypothesis, and combination hypothesis. The last hypothesis has won the acceptance of most scholars who consider that an outburst is the result of combined effect of stress, gas and coal (Yu, 1992).Numerous experimental measurements and numerical simulations were conducted to investigate the permeability and damage development process in coal seam. Sobczyk, et al (2011) carried out a laboratory research of the influence of sorption processes on gas stresses leading to coal and gas outbursts. Wang, et al (2013, 2015) conducted laboratory experiments to investigate the rapid decompression and desorption induced energetic failure in coal using a shock tube apparatus. Xu, et al (2006) developed a coupled gas flow and solid deformation numerical model and applied to simulate the coal and gas outbursts in underground coal mines using RFPA2D-Gasflow. An, et al (2013) and Xue (2014) analyzed major parameters and the effect of gas desorption on outburst initiation and established a model of gas migration and mechanical processes during excavation."

It is well known that clays affect the flotation performance, and many of the refractory gold ores around the world contain clay minerals. Therefore, an ore sample from the Carlin Trend was selected for this study as these ores contain large quantities of clays. The presence of clay minerals in an ore makes it susceptible to a range of variables, such as the solution chemistry determined by pH and the chemistry of the rheology modifiers. The viscosity of the ore slurry was measured as a function of solid concentration and particle size distribution, in addition to using different rheology modifiers and pH regulators. The results were correlated with the ore flotation performance. It was found that various reagents known commonly as dispersants or rheology modifiers have different effects on the ore slurry viscosity. This study revealed that the gold flotation recovery can be improved by changing the pulp rheology.CITATION:Farrokhpay, S, Bradshaw, D and Dunne, R, 2013. Type and shape of large dams founded on rock depend upon the expected deformation of their foundation. Their design consequently requires the assessment of the deformability of the rock mass at large scale. Seismic refraction, laboratory tests on rock samples and empirical formulas can provide an order of magnitude of the deformation modulus, with a limited degree of reliability. Direct in-situ measurement of the deformability of a volume of rock is therefore preferred, which integrate the effect of discontinuities, such as plate loading tests, dilatometric tests, etc. The authors have been compiling results obtained by in-situ deformability tests on a number of dam sites, including the Scarabée (“Petite Sismique”) method. This last method consists in thoroughly analysing the shape of seismic wave forms transmitted through the rock mass. It has been used since now more than 40 years over a large number of dam foundations, and has proved to provide a satisfactory assessment of the static deformation modulus. After comparing the results obtained from different methods on six dam sites, the Authors conclude that their reliability closely depends upon the size of the loading device in relation to the spacing of the discontinuities. Attempts to correlate results from different types of in-situ loading tests reveal difficult, because closely depending upon local geotechnical conditions at test location. Plate jacking tests appear to be the most reliable, because involving a relatively large volume of rock. On the other hand, the Scarabée method (“Petite Sismique”) allows a rapid assessment of the deformation characteristics of the rock mass at large scale, and has been found to provide values generally in agreement with those from plate loading tests, while dilatometric or flat-jack tests were found too dependent upon local conditions. The Authors conclude that preference should be given first to the Scarabée method, which uses light equipment and is quickly performed, together with an accurate geological and geotechnical assessment for interpretation. In a second stage, Scarabée shall be complemented by adequately performed plate jacking tests in selected locations, in order to cross-check results and refine the assessment. The general accordance between the results of the two methods, which both can integrate anisotropy of rock masses, justifies this statement.
