The two candidates in the upcoming presidential election in the United States each say that they have their own solution to the nation?s energy problems - solutions that will increase the amount of energy available, lessen the nation?s dependence on foreign sources and reduce the amount of pollution released to the atmosphere. Democratic nominee Sen. Barack Obama and Republican candidate Sen. John McCain both advocate research funding for coal-to-liquids and clean coal technologies. McCain also supports increased oil and gas drilling offshore. And Obama has even made some noises in that direction, although his plan leans heavily on the increased use of renewable energy sources. The energy debate is not new to this election. Congress and whichever party is in the White House has for years been trying to craft a comprehensive energy policy. One difference in this latest debate is that the increased use of nuclear energy has gained more attention. Current President George W. Bush has said he favors the increased use of nuclear power as part of the nation?s energy package. And McCain said he supports the building of more nuclear power plants. Obama has not said much about that. The American public is also showing signs of changing its stance on nuclear energy. To be sure, images of Three Mile Island and Chernobyl are still alive in some minds. However, the American public has said it wants cheaper energy and they want it produced more cleanly. With nuclear, the nation can have both. In the United States, nuclear accounts for slightly less than 20 percent of the electrical power used (see interview with Gary Steele of Energy Fuels on page 27). Globally, that figure is about 15 percent. And there are several nations that derive better than half of their power from nuclear sources. Add to that the world?s increasing need for more energy and the future of nuclear is bright.

SYNOPSIS An analysis was made of records of accidents involving Bantu mineworkers and which resulted in either minor injuries or hospitalizations to determine patterns in underground accidents from which to formulate priorities in accident prevention in gold mines. The results showed that: (i) specific labour categories, such as inexperienced men, are exposed to certain types of hazards the extent of which warrant the separate design of safety programmes to meet their specific needs; (ii) the systematic study of minor accidents provides a dependable source of. information of which safety departments could make greater use in their efforts to control and prevent mining accidents.

Flooding of open pits now receives considerable attention from the mining industry as an option that may minimize environmental impacts, particularly when anoxia in pit lake deep waters can effectively eliminate oxidation of pit-wall sulphides. A state-of-the-art, coupled physical-geochemical pit lake model is used to verify that a cost-effective, environmentally responsible closure strategy for the open pit at the Kori Kollo gold mine, southeast of La Paz, Bolivia is to adopt a controlled, two-stage infilling of the open pit upon cessation of operations. By filling the pit initially with highly saline waters from evaporation/infiltration basins and naturally saline deep groundwater, followed by capping with fresh river water, a very stable and strongly stratified pit lake will be developed. In addition, the stratification will result in the isolation of metal-rich saline bottom waters from surface waters of good quality. Results of this model provide defensible predictions of the physical stability and evolution of water quality in the Kori Kollo pit lake over time. The model results indicate that anoxic conditions will develop below the fresh-saline water boundary within 1 to 2 years, followed by the rapid onset of sulphate reducing conditions in the bottom waters. Hydrogen sulphide produced by sulphate reduction will readily react with dissolved metals to form highly insoluble metal sulphides. The process results in the gradual removal of metals from the water column and the concomitant improvement of water quality over time. A notable benefit of this strategy is that it can be fully integrated with other mine site closure options as well as future environmental management strategies. The proposed plan allows for: 1) safe storage of saline evaporation basin waters; 2) the potential for passive treatment in anoxic bottom waters of ARD seepages from other mine site operations should they arise; and 3) a repository for future reactive wastes that could be effectively isolated in a physically and chemically stable environment.

The opportunity to make a close study of the available geologic data existing along the line of the California Aqueduct crossing of the Garlock fault in the Tehachapi Mountains was brought about first by my involvement in the prebid examinations, and later with contractors' claim cases. The California Aqueduct crosses through the western end of the Tehachapi Mountains and cuts across the Garlock fault zone at a location about 9 miles east from its junction with the San Andreas fault zone. This is about 65 miles northwest of Los Angeles and 38 miles southeast of Bakersfield (Fig. 1) (1). This map was published after the tunnels were started and shows the corrected geology. At the crossing the fault has north and south branches which extend northeastward for about 22 miles before converging. In the vicinity immediately east of the tunnel line the north branch of the fault starts to converge toward the west. After crossing the line it passes under the upper plate of the apparent easterly extension of the Pastoria thrust fault, so the actual junction with the south branch is obscured. The aqueduct design called for the expected active slip zone of the north Garlock fault branch to be crossed by the 2,800 foot long Pastoria siphon, which connects with the north portal of Tehachapi Tunnel No. 3. "INTRODUCTIONCominco Limited, one of the free world's largest producers of lead and zinc having majority ownership in Pine Point Mines Ltd., operates a mining and concentrating complex on the south shore of Great Slave Lake in the Northwest Territories. The mine was developed in 1963-64 and commenced operation late in 1964 with the direct shipping of high grade ore. The concentrator started production in November 1965 at a design throughput rate of 5,000 T.P.D.In 1968, the Company acquired the mining rights to a large ore body located to the east of the Pine Point claims and subsequently an expansion program at the concentrator raised the throughput rate to 8,000 T.P.D. The expansion included a third grinding circuit and additional flotation capacity. The flotation capacity took the form of a completely separate circuit from the existing flotation plant. In 1972, the zinc flotation circuits were modified to include two additional stages of cleaning. This change concluded the ""Pre-Consolidation Flotation"" circuit at Pine Point.In considering these modernization programs of the flotation section of the concentrator, the philosophy was to utilize the largest available machine having proven and modern technological changes. With the advent of the large capacity machines available in the late 1970's, it was considered a suitable time to revamp the entire flotation circuit at Pine Point in 1979. Noise Induced Hearing Loss (NIHL) is the most common occupational disease in the U.S. with devastating consequences particularly in the mining industry. A study conducted by the National Institute for Occupational Safety and Health (NIOSH) revealed that 90% of coal miners have hearing impairment by age 50, compared to only 10% of those not exposed to occupational noise. According to the Mine Safety and Health Administration (MSHA), Continuous Mining Machine (CM) operators account for 30% of workers exposed to noise doses exceeding the Permissible Exposure Level (PEL). This number becomes more dramatic considering that 49% of the total national underground coal production is extracted using these machines. In this context, NIOSH is conducting research to identify and control dominant noise sources in CMs. Previous noise source identification was performed using a Brüel &Kjær (B&K) 1.92-m diameter, 42-microphone phased array. These measurements revealed that the impacts from the conveyor chain onto the tail roller, and the impacts from the conveyor chain onto the upper deck are the dominant noise sources at the tail-section of the CM. The objectives of the work presented in this paper were: 1) To rank the noise radiated by the different sections of the conveyor, and 2) to determine the effect of a urethane-coated tail roller on the noise radiated by the tail-section. This test was conducted using an Acoustical and Vibrations Engineering Consultants (AVEC) 3.5-m diameter, 121-microphone phased array. The results from this new test show that a urethane-coated tail roller yields reductions in the tail-section of 2 to 8 dB in Sound Pressure Level in the frequency range of 1 kHz to 5 kHz. However, integration of the acoustic maps shows that the front-section and mid-section of the conveyor also contain dominant noise sources. Therefore, a urethane-coated tail roller in combination with a chain with urethane-coated flights that reduces the noise sources in the front and mid sections of the conveyor is required toyield a significant noise reduction on the CM operator?s overall exposure. These results show the applicability of phased array technology for low frequency noise source identification.

Gwynfynydd is a small, high-grade black shale-hosted vein-gold deposit. The Chidlaw Link Zone is the only area being mined and contains 24 000 t ore grading 15.2 g/t gold. Within the Link Zone a complex vein structure occurs consisting of a mother vein up to 5 m thick and narrow (less than 0.5 m) leader veins. The former shows minor variations in dip, strike and thickness, whereas the latter show marked changes in all three. The leader veins are hosted within the footwall zone of the mother vein and both are composed of quartz with galena, sphalerite, chalcopyrite, pyrite and minor arsenopyrite. The vein system is transected by a series of cross-vein and intra-vein dip-slip faults. Pockets of gold occur at vein intersections or branches and within the complex footwall zone and are often related to variations in vein attitude and/or geometry. The Chidlaw Link Zone displays a complex, erratic distribution of gold mineralisation and a multi-stage history of structural activity, fluid flow and mineral deposition

Ground control is critical to the success of a safe and productive underground stone mining operation. The primary focus of the ground control engineer is the stability of the roof or back; development and benched pillar stability; stability of the sill pillar between vertically adjacent mining levels; and floor stability. Roof stability begins with the selection of a stable back horizon based on the presence of a thin shale parting, stylolite or other discontinuity from which the production shot can easily peel away, leaving a stable back stratum. Bed thickness, fracture spacing, jointing and the material properties of the roof strata control the room width; the decision whether to bolt the roof; the bolt length, type and diameter; and the spacing of the roof support. Horizontal stress controls the header and crosscut azimuth. The mine operator should avoid driving perpendicular to the maximum horizontal stress direction. Where this is unavoidable, narrowing the opening width, narrowing pillar centers, increasing the support density and using three-way intersections are alternatives to remediate shearing along the roof-rib interface. Stable pillar dimensions depend upon the interaction of the vertical stress resulting from overburden thickness and multiple-level interaction of overlying level or levels; the mining height during development and the final mining height after floor shots are taken during benching; the presence of faults, folds or joints passing through the pillar; and limestone lithology, recognizing that the presence of oolitic bands, shale partings, joints and bentonite beds creates zones of weakness that can destabilize an otherwise competent pillar. Floor stability is typically not a significant issue for underground stone mines because the bearing capacity of the stone typically exceeds the vertical pressure transferred through the pillar. However, floor heave can be a ground control issue where shale partings, moisture-sensitive strata, weak stone bands or horizontal stress is present. Roof stability and pillar stability problems can be initiated as the floor heave enables the pillar and roof to settle. To illustrate these ground control issues, this paper presents four case histories that are a mix of ground failures and successful mining. The focus is on the geotechnical data required for roof, pillar and floor design and stability analysis.

Tower mill is considered to have a better regrinding and fine grinding effect compared with ball mill, and its application is much broader. The spiral agitator of the tower mill is driven by the motor. Media inside the mill is under the combined actions of the spiral mechanism, the cylinder, and media nearby, and these parameters are key factors affecting the grinding effect. However, it is not possible to obtain detailed information of kinematic law of media based only on traditional laboratory experiments, let alone the relationship between parameters of kinematic law of media and grinding effect. Experimentation is the only way to develop industrial equipment. However, this is time-consuming and costly, which hampers the further research of the tower mill’s grinding mechanism. The paper selects two structural parameters (gap between the edge of the spiral agitator and the cylinder wall, ratio between the diameter of cylinder and that of the spiral shaft.) and three operating parameters (diameter of media, filling ratio, the speed at the edge of the spiral agitator) as variables to do an orthogonal designed experiment of five factors, four levels, and thereby obtaining change law of grinding indicators of different parameters. Experimental equipment may be simplified to enable an applicable simulation strategy. Simulation based on a discrete element method is conducted to obtain the change law of the speed of media, collision frequency, normal force, and radial force. The relational curve between parameters of kinematic law of media and energy consumption of grinding is clarified, and key factors affecting grinding efficiency are determined. Those factors will be used for optimising the design and operating process. The research result of this paper obtained from laboratory experiments and computer simulation provides data support and theoretical bases, and has directive meaning and applicable value for tower mill’s optimisation and large-sized design. Tungsten metal, chemically equivalent to commercial grade, is produced by electrolysis of impure tungsten compounds or scheelite in an alkali, phosphate or borate electrolyte. A preliminary investigation of fused-bath electrolysis shows the effect of electrolyte composition, temperature, and current density on current efficiency, yield, crystal structure, and purity of product. Experiments show that tungsten can be electrowon from scheelite in a fused alkali, phosphate, or borate bath with similar results. Studies on electrolyte composition show that the addition of sodium chloride is essential to both electrolytes in treating scheelite. Although its main function is to react with or flux the CaO, it also increases the bath fluidity. Temperature studies revealed optimum ranges between 900° and 1,100° C.; 900° C. proved satisfactory for tungsten trioxide, and 950° to 1,050° C. for scheelite. Current efficiencies were satisfactory for all current densities ranging from 10 to 57 a./dm.2. Yields were 400 to 650 g./kw.-hr. over the same current-density range. Crystal size and purity of the product are functions of temperature, current density, and amount of impurities in the electrolyte. Deposited crystals vary in shape from spherical grains to clusters of dendritic hexagonal needles, and in size from smaller than 35 to 570 microns. The purity of the tungsten metal produced ranges from 99.7 to 99.94 percent.

Using constructed wetlands to chemically reduce hexavalent chromium Cr(VI) to Cr(III) from industrial and mining wastewater has proven to be feasible and efficient. Applying first-order kinetics to describe the process is simple, but in some cases a more accurate model is required to reflect the process. This paper studies the feasibility of using non–first-order kinetics to describe the reduction process. Results indicate that half- and second-order kinetics adequately described Cr(VI) reduction in laboratory wetland mesocosms. The organic carbon content played a relevant role, whether it was built up by plant growth or spiked into the feed water.

"Acid mine drainage (AMD), the very acidic and heavy metal-contaminated leachate generated when pyrite-bearing rocks are exposed to surface oxidizing conditions, is a serious environmental problem encountered after the closure of mines and mineral processing operations. In this study, we investigated the effects of soluble phases and metallic oxides, which are commonly found in strongly weathered pyritic wastes, on pyrite oxidation. Strongly weathered pyrite containing melanterite (FeSO4·7H2O) as the main soluble phase was obtained from Furikusa mine, Japan. The sample was washed using two methods to vary the relative amounts of melanterite in the sample. The effect of metallic oxides on pyrite oxidation was evaluated using ultrapure hematite suspensions. Our results showed that under acidic conditions, the effect of soluble salts on the oxidation of pyrite was stronger than hematite. More thorough washing of the sample resulted in the formation of an arsenic-bearing iron-oxyhydroxysulfate coating that minimized pyrite dissolution. This oxidized layer became relatively thicker and mechanically stronger when hematite was introduced after the more thorough removal of soluble salts. Characterization of this “coating” coupled with geochemical modeling suggest that it is most probably composed of two materials: schwertmannite and scorodite. The Bureau of Mines recently initiated a study of geologic features that contribute to roof instability in western U.S. underground coal mines. The purpose of the study is to provide information for use in ground control planning and safety hazard reduction in that region, where mining activity has been increasing. Hazardous geologic conditions were surveyed in selected underground coal mines in Utah and Colorado, and both depositional and structural features were identified as potential ground hazards. Although the conditions found do not differ in kind from hazardous geologic conditions in the Eastern United States, they do differ in intensity of occurrence and relative importance. Three depositional features dominate where unstable roof occurs in western underground coal mines: paleochannel deposits, crevasse splay deposits, and flood basin deposits. Three structural features identified as hazardous, but not so widespread or common as the depositional hazards, are faulting, jointing, and igneous intrusions. This survey establishes a foundation for future studies aimed at reducing and preventing ground control accidents in western coal mines.

All parameters influencing the decision for selection of a suitable extraction method were first selected as the base of this study. Then these parameters were categorized in two main groups. The first group of the parameters includes ?geomechanical and inherent characteristics of the dimension stones? such as hardness, RQD, compressive strength, joints plane orientation and spacing, and water content. The second group was named ?technical and economical parameters associated with the investor?s objectives? like for example extraction capacity (production rate), blocks recovery, mechanization, capital investment and operational costs. Finally, the influences of all mentioned parameters on the selection of the most applicable extraction methods have been assessed and discussed.

The concentrated coal-water slurry has been receiving considerable attention recently due its ability to replace fossil fuels. Attainment of stable and concentrated slurry has been succeeded so far through several physical and chemical techniques. The present article reports the formulation and stabilization of a highly concentrated coal-water slurry formed from five varieties of non-coking coals with variable ash contents obtained from Eastern part of India, employing three varieties of starch esters, such as starch benzoate, starch formate, and starch carbamate as dispersant. The apparent viscosity of the modified coal-water slurry has been measured by varying coal loading, dispersant percentage, pH, temperature, etc. The apparent viscosity of the slurry has been found to be decreased substantially on addition of 0.8% of adsorbate in the slurry. The particle-particle interaction has been considerably decreased and stable concentrated coal-water slurry containing high weight fraction of coal (61.5-63.5%) has been achieved in each case. The slurries stay in a non-settling form for about a month with viscosity in a permissible low range. The coal-water slurry has been found to behave as a non-Newtonian liquid. Comparison of the zeta potentials of the naked and modified coals evidences that adsorption of the dispersants at coal-water interface results in inhibition of the agglomeration of coal particles through mostly steric repulsions.

"The Vietnamese economic growth of more than 5% per year leads this country to an enormous demand for raw materials. In the duration of ongoing expansion, the big challenge in the coming decades will be to make this process as sustainable as possible when it comes to economic, environmental and social objectives. Risk management especially in occupational safety and health (OSH) in enterprises is one of the most important tools to achieve this aim. But until now, this has not been taken into priority by Vietnamese coal mining enterprises. Main reasons for this situation can be found in deficient legislative conditions and in non-synchronized risk management systems. In contrast, Germany has implemented an adequate legal system and the German mining industry has gained lots of experiences in risk management, especially in occupational safety and health. This paper seeks to point out specific challenges how to improve occupational safety and health in Vietnam by transferring and applying German methods and standards."
