Background: Frictional ignitions continue to be a problem facing the U.S. underground coal mining industry. Many methane igni-tions are associated with the impact of mining machine cutter bits on quartzitic material (e.g., sandstone) during the coal-cutting process. Most ignitions result in small methane-air fireballs often only a few feet in size and limited to the cutter head location. However, under certain conditions, frictional ignitions can lead to larger methane explosions and/or fires with the potential for causing serious injury or death to the mining machine operator and other nearby miners. The requirements for a frictional ignition are a flammable volume of methane-air and an ignition source. This source is usually the hot streak caused by the frictional impact of the mining bit on hard rock, and the frequency of occurrence increases with increased bit wear. Another possible ignition source is the fric-tional impact of rock on rock during a roof fall.

Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

Formation of hydrogen peroxide (H2O2), an oxidizing agent stronger than oxygen, by sulphide minerals during grinding was examined. It was found that pyrite (FeS2), chalcopyrite (CuFeS2), sphalerite ((Zn, Fe) S), and galena (PbS) generated H2O2 in pulp liquid during wet grinding and also when the freshly ground solids are placed in water immediately after dry grinding. Pyrite produced more H2O2 than other minerals and the order of H2O2 production by the minerals was found to be pyrite > chalcopyrite > sphalerite > galena. The pH of the water influenced the extent of hydrogen peroxide formation with greater amounts of H2O2 produced at highly acidic pH. Furthermore, the effect of mixed sulphide minerals, i.e., pyrite-chalcopyrite, pyrite-galena, chalcopyrite-galena and sphalerite-pyrite, sphalerite-chalcopyrite and sphalerite-galena on the formation of H2O2 showed increasing H2O2 formation with increasing pyrite fraction. There is clear correlation of the amount of H2O2 production with the rest potential of the sulphide minerals; the greater the rest potential of a mineral the greater the formation of H2O2. This study highlights the necessity of revisiting the electrochemical and/or galvanic interactions between sulphide minerals, and interaction mechanisms between pyrite and other sulphide minerals in terms of their flotation behavior in the context of inevitable H2O2 existence in the pulp liquid.

Pile foundation designs are performed routinely based on geotechnical information available at the time of design, often with due consideration of large uncertainties inherent to soils and site conditions. These uncertainties frequently are the causes of piles being installed not the same as those designed, especially by factors beyond quality assurance and quality control. With a variety of both satisfactory and unsatisfactory pile test results from these nonconforming piles, the design engineers are required to examine the foundation performance as a whole against the project design requirements before signing off on them or calling for potentially costly remediation. Over the years, as-built analysis has been a consistent way of dealing with pile non-conformity and damage in our practice, avoiding many construction delays and it is an integral part of our pile foundation design. In this paper, the key elements of an as-built analysis along with several major bridge projects are presented.

"Selective mining, such as post pillar cut and fill, is used in large, flat, irregularly shaped ore bodies where ground stability is to be maintained. This selective mining is used to open the stope to the full lateral extent of the ore body in order to minimize the dilution and maximise the recovery. For increased mining depth, design of the post pillar becomes more challenging since those pillars will eventually fail as mining progresses upwards. The post pillar should be designed such that failure does not occur at the early mining stage, such as at the first cut. After mining progresses upwards, the post pillars are expected to fail but be confined by backfill. In order to maximise ore recovery, both drift width and post pillar size must be designed adequately with a consideration of all geomechanic parameters. This paper will describe the process used to design post-pillar cut and fill for one of the ore bodies in Vale’s Copper Cliff Mine using a combination of both empirical deterministic and numerical modelling techniques. By utilizing both empirical deterministic and numerical modelling techniques drift width and post pillar size can be effectively designed. Current post pillar cut and fill design in the existing Vale operations are used to validate the design for Copper Cliff Mine. INTRODUCTIONCopper Cliff Mine is located within the Copper Cliff Offset in the limits of City of Greater Sudbury, Ontario, Canada, as shown in Figure 1. The Copper Cliff Offset extends about eight kilometres south from the Sudbury Igneous Complex into the footwall rocks. Until 2008, the current Copper Cliff Mine was operated as two separate mines i.e. North Mine and South Mine. However, as part of restructuring of Vale Ontario Operations, the North and South Mines were merged in 2009 to form the “Copper Cliff Mine”."

"The Key Lake mill was commissioned in 1983 to process the two Key Lake ore deposits. With the depletion of these ore bodies in 1999, the plant was converted to mill the exceptionally rich McArthur River deposit located seventy eight kilometers northeast of the Key Lake mine site. This paper describes in detail the Key Lake milling process. The mill consists of a grinding circuit, a leachkounter current decantation circuit, a solvent extraction circuit, a yellowcake precipitatiodcalciner circuit, an ammonium sulphate crystallization circuit, and a waste treatment circuit. The paper also describes process changes to handle McArthur River ore, including the ore receiving stationLOCATIONThe Key Lake mill is located 78 kilometres south of the McArthur River mine. It is located at latitude 57' N in northern Saskatchewan, within the southern boundary of the Athabasca formation. The nearest town is Pine House, located 240 kilometres to the south. Access to the mine is by an all weather road and by a private airstrip.HISTORYAND DESCRIPTION OF OPERATIONThe Key Lake mill was commissioned in October 1983 to process ore from the Gaertner and Deilmann ore bodies. The mill was designed to produce twelve million pounds of uranium oxide (U308) a year from a feed grade of 2.4% U3O8.Following grinding, the uranium is leached in a two stage leach circuit using oxygen and sulphuric acid. An eight-thickener counter current decantation (CCD) circuit is used to separate the uranium bearing solution from the solid waste residue. The uranium is further purified in a solvent extraction circuit and then precipitated using ammonia. It is then calcined at 840' Celsius, and packaged into drums for shipping to refineries. There is a crystallization circuit to recover ammonium sulphate produced in the process and a waste treatment circuit."

Richards Award, a distinction which is widely regarded as the highest honor in the field of mineral engineering. I am deeply moved by this tribute, which suggests not only regard for my service to the profession but also the affectionate esteem of my fellow mineral engineers. You have made me happy at the prospect of the permanent association of my name with that of Robert Hallowell Richards and of the distinguished recipients of the award, Arthur Fay Taggart, Frank R. Milliken, John F. Myers, Edward William Englemann, C. Harry Benedict, Edward W. Davis and Arthur W. Fahrenwald. I wish to thank you all for an honor so generously bestowed. Professor Richards is known to us all as a legendary figure, and we can read about him in the Richards Memorial Volume of our Transactions. Some of us have even had the good fortune of knowing him. I count myself among those lucky few. In its intangible attributes the Award recalls those things for which Professor Richards stood: for Science in Art, for thoroughness, for meticulous accuracy, for bold imaginativeness, most of all for professional integrity. Now, as in his day, these attributes are central to an engineer's creed. They are appropriately needed in a formulation of a definition of the mineral engineering profession.

Andesites are a major source of aggregate for much of the North Island of New Zealand. There are regional differences with respect to some important properties of the andesites. Some are reactive with cement and are designated as potentially deleterious or deleterious by the concrete industry. Other andesites, particularly those that are slightly altered or weathered, have rather high Plasticity or Clay Indices and perform poorly in road construction.   The performance of the andesites has been investigated and can be shown to be determined by: +        the chemistry of the rock which in turn determines the chemistry of the glass in the rock; +        the presence of large amounts of groundmass glass in the rock; and +        the nature of the superimposed alteration processes. Environment of extrusion and how rapidly the rock has been cooled or chilled are also important as they determine the fabric of the rock and how much glass will be present in the rock.   There are three main types of alteration that affect the quality of the aggregate: 1.   hydrothermal alteration, 2.   late magmatic alteration associated with the devitrification of glass, and 3.   weathering.   Each of these alteration types produces different alteration minerals. In fresh andesites the devitrification of glass has an important affect on the rockÆs properties. The Taranaki andesites are shown to have unusually (in comparison with other North Island andesites) high Na2O contents, held in the groundmass glass, which is the fundamental reason for the high alkali û silica reactivity of these andesites.

Recent NIOSH published information has shown an increase of rapidly progressive coal workers? pneumoconiosis (CWP) in the southern Appalachian coal region (SAR) of the U.S., despite the fact that compliance data indicates that most coal miners have been exposed to coal mine dust concentrations below the statutory limit of 2.0 mg/m³. While the exact cause of these elevated CWP levels in the SAR has not been established, several factors may be contributing to the increase in occupational lung disease among coal miners. The mining of high rank coal is known to lead to higher CWP rates, and this type of coal is mined in a portion of this region. Also, a high percentage of the mines in the region are on reduced dust standards because of the high silica content of the airborne dust resulting in miners possibly being exposed to excessive amounts of respirable silica dust. Exposure to excessive amounts of respirable silica dust can lead to silicosis, a disabling and potentially fatal lung disease. NIOSH's Respiratory Hazards Control Branch has been investigating the possible causes that would account for the observed higher trends in disease progression through literature review, data analysis, and in-mine surveying. The investigation to date has revealed that underground mines are faced with cutting large amounts of rock in order to maintain haulage clearances. Cutting rock not only increases the potential for silica exposure, it increases the requirement for machine maintenance which was a concern observed during dust surveys conducted by NIOSH. Over half of the mines operating in the SAR are on reduced standards due to high silica content. Adequate face ventilation of the continuous miner and roof bolter and limited down-wind operations from the miner are also issues of concern and items which require the constant attention of miners operating in these conditions. "INTRODUCTION When permissible explosives are used in c procedure recommended by the Bureau of Mines 5/ they are relatively safe, and, no mine explosions are known to have resulted from this type of blasting. However, unsafe blasting practices - the use of nonpermissible explosives or the improper use of permissible explosives - have caused many serious disasters. In fact, such unsafe practices constitute the third most important cause (exceeded only by electricity and the use of open lights and smoking) of coal-mine explosions in the United States. During 1929-1947, inclusive, 81 explosions, resulting in 475 fatalities, were ascribed to unsafe blasting. 6/The hazards of black powder, dynamite, and other nonpermissible explosives in coal mines have been recognized for many years, and attention has been called to this in numerous Bureau of Mines publications. Not only can these explosives ignite flammable gas-air mixtures readily, but they can also ignite coal dust, as has been illustrated repeatedly in tests and at educational public demonstrations at Bruceton and elsewhere. 7/Research in the Experimental coal mine 8/ of the Bureau of Mines at Bruceton, Pa., and unfortunate experience in commercial mines have proved beyond doubt that improper use of explosives that have passed the official permissibility tests can cause as explosions. In limited tests with a fey American permissibles at Bruceton, and in more, extensive tests with permitted explosives at the Polish experiment station, 9/ explosive charges were fired from steel cannon and freely suspended in coal-dust clouds. In these experiments coal dust was ignited under some conditions. However, it has never been definitely established whether permissible explosives can initiate coal-dust explosions when fired in a coal seam. It is true that a few mine explosions were strongly suspected to have resulted from ignition of coal dust by misuse of permissibles, but in each case other complicating factors introduced some doubt in the minds of the investigators. Full knowledge of the problem is important, because coal dust is present in most blasting operations in coal."

"A fundamental aspect in the development of any open-pit mining project is the determination of the mineable mineral reserves, obtained with the design of the so-called ultimate pit limits. In this paper, firstly the Vulcan software applied over the data of MR phosphate deposit will be introduced. Modeling of the ore deposit has been done by geostatistical and conventional methods by using geological data of 41 diamond core samples. Insitu geological reserves were estimated to a level of accuracy to support detailed mine planning. Ore body has been divided into regular three dimensional fixed blocks. The ultimate pit limits of the model deposit weredetermined by the vulcan program by an optimizing technique. Additionally, the approximate location of the deposit and drillholles and the contour map of the ultimate pit limits generated by the vulcan program are presented. "

The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

Abstract-Since 1982, the US Bureau of Mines has inves¬tigated improvements in protection for operators of thin seam shuttle cars. Due to working height restrictions in thin seam mines (<_1.22 m or 48 in.). Federal mine regulations require that canopy protection on shuttle cars he provided only in mines >_1.07 m (42 in.). However, court obtained variances are granted to mines <_1.22 m (48 in). This paper presents ongoing research to design and evaluate a uniquely positioned, ergonomic compartment for a shuttle car that provides the operator with full canopy protection in working heights of 1.02 m (40 in.).

Indonesia has enormous mineral resources. Its population of more than 180 million people inhabit most of the more than 13,000 islands. The country is becoming a significant economic power in Southeast Asia. Indonesia is the largest Muslim country in the world. Java, its largest island, is the most densely populated area. The country&apos;s diversity is its strength. However, as only an estimated 16 million inhabitants speak bahasa Indonesia as the first language, communication problems endure. Although burdened with large debts, Indonesia has been able to service the debts better than most developing nations. This has given it high credibility and, with increasing frequency, creditor nations compete to provide Indonesia loans with the most the most favorable financial terms. Recent rising prices of petroleum crude has further improved Indonesia&apos;s economic status. It maintains a policy of stable oil prices that it promotes in OPEC, of which it is an influential member. As a result, Indonesia is becoming increasingly attractive to foreign investors. The South East Consortium for International Development (SECID) is made up of 34 universities in the southeastern US and Indonesian partners Lembaga Afiliasi Penelitian dan Industri (LAPI) of the Institute of Technology in Bandung, West Java. SECID bid successfully against international competition to develop new academic programs and campus for the Sriwijaya University UNSRI) in Palembang, South Sumara. There is a large economic opportunity associated with improving metallurgical performance in mineral processing plants that use process control. Thus, future control systems will be developed towards more sophisticated user friendly, computer-based systems that use powerful software analysis and control techniques. Auto-tuning, adaptive control and process models will gain expanded use because of their transparent availability to the system designer. Control of individual unit operations will be optimized and coordinated through expert systems that monitor economic conditions and management directives and direct operations accordingly. Plant areas, once considered cost centers, will be integrated into plant-wide control systems for economic control and optimization. This article looks at new control hardware, process sensors, control strategies and software development tools. It also looks at the economics driving the continued development of advanced process control systems. Process control systems routinely used in the mining industry were born when the microprocessor was invented. They have continued along an evolutionary path from vendor specific processing hardware and proprietary operating systems to computer industry standard "open architecture" systems. The many economic forces that drive the development and functionality of these process control systems will cause this evolutionary process to continue. Two of the broadest categories are the needs of the end users and the desire of the system manufacturers to distinguish their products from one another. More

This paper describes developments in ferro-nickel furnace technology, specifically improvements to cooling methods, furnace controls, and high voltage furnace operating regime. The evolution of these technologies is briefly presented, as context for describing the current state of the art that has enabled ferro-nickel furnace operation at over 75 MW and specific energy consumption of less than 400 kWh/t dry ore. Examples from existing operations are used to illustrate present best practices, and potential future trends are discussed. The paper begins with an overview of the fundamental aspects of pyrometallurgical treatment of lateritic ores that drive ferro-nickel furnace design. Furnace wall cooling methods are related to the requirements resulting from specific furnace process conditions, including slag and metal compositions, as well as arc and bath power. The benefits of high productivity and low specific energy consumption resulting from high voltage (shielded-arc) operating practice are discussed, along with the furnace controls and electrical power train that enable such operation even with captive power generation.

The Cigar Lake uranium deposit was discovered in 1981 at the south western end of Waterbury Lake, approximately 660 km north of Saskatoon in the province of Saskatchewan (see Figure 1). It is the largest undeveloped high grade uranium deposit in the world. It contains proven and probable reserves of more than 226 million pounds U3O8 at an average grade of 20.7%. The world average grade is less than 1% U3O8. [ ] The ore body is located about 450 m below surface at the interface between sandstone above and basement rock below (see Figure 2). The sandstone is fractured rock and saturated with water. This makes water inflow a real hazard at the mine. In fact there have already been two significant mine inflow events. The first of these occurred in October 2006 and resulted in the flooding of the mine. The second occurred in August, 2008 during mine recovery activities.

One of the most sought after answers in any consideration of blasting activities relative to mines and quarries is how to safely and efficiently use explosives. While that discussion might be relatively straightfonvard in a “site specific” situation. it becomes more complex when viewed from a broad geographic perspective. Such is the case in considering the operations of one United States producer of crushed stone with surface and underground mines spread over a thirteen state area. Differing geologic environments set conditions that dictate to the blaster as now specifically to get optimum results from the blast hole. This treatise is a discussion of the various methods, materials, and principles used in conducting such blasting operations.
