It is crucial to reestablish a domestic rare earths minerals production industry to help secure the Nation's clean energy future, reduce the U.S. vulnerability to material shortages related to national defense, and to maintain our global technical and economic competitiveness. Given that the Chinese dominance of the rare earths market has adversely impacted supply stability and endangers the United States and its allies' assured access to key materials, rare earths should qualify as materials either strategic or critical to national security. Further, the U.S. government should facilitate the reintroduction of a globally competitive rare earth industry in the U.S. Realization of this objective requires: ? Developing domestic processing capability so that the U.S. is not primarily dependent on China as a source of rare earth ore, and almost exclusively dependent of China for processing of the ores. ? Providing a mechanism where access to Federal lands for rare earth exploration and extraction is possible, and ? Training engineers to design and operate rare earth ore processing facilities

Australia’s mineral valuation code continues to evolve, while mineral valuation standards are also being written for Canada and Southern Africa. The author is leading a task force for writing the extractive industries addition to the International Valuation Standards. Meanwhile, the International Accounting Standards Board is continuing the development of an extractive industries addition to its International Financial Reporting Standards, with an emphasis on valuation reporting. This paper analyzes the need, content and ownership for a U.S. minerals appraisal standard in the context of both these developing international standards and also existing U.S. regulations and appraisal standards. The author provides many questions for research and debate.

The Old Hickory mineral sands ore body in Virginia (>2000 ha) currently supports a productive rowcrop agriculture. Reclamation experiments were implemented on pilot-scale mining pits from 1995 to 1998. Half of each mining pit was topsoiled (25 cm) while the remaining half was left as either (1) mixed tails/slimes or (2) re-graded subsoil over tails/slimes treated with 112 Mg/ha yardwaste compost. Post-mining productivity was estimated to be reduced by 23%, 3%, 27%, and 20% for each crop (wheat/soybeans/corn/ cotton) in sequence when compared to undisturbed soils. The U.S. Bureau of Mines (BOM) constructed the Hydraulic Transport Research Facility (HTRF) to investigate the hydraulic parameters relating to the transport of coarse coal. To achieve these goals in a timely and efficient manner, the Bureau contracted to Boeing Services International (BSI) the responsibility of operating the HTRF and providing technical support. This data report is a summary of the testing and data results for the period 22 November to 10 December 1982. The testing covered herein is for coarse 2-in by 0 (minus 50 mm) Pittsburgh Seam coal in a 6-in (150 mm) pipeline, at velocities ranging from 5 to 20 ft/s (1.5 to 6.1 m/s) and at concentrations ranging from 15 to 45 pct by weight.

Mineral Resource Throughput Management is based on the extraction of the maximum potential value from an ore reserve with the emphasis to generate maximum ROI and ROR (return on reserve). A steel producing company in India implemented MRTM to significantly improve their ROI and ROR. The value chain of this company consists of their own iron ore and coal mines, ore washing plants, sinter plants, steel plants, and sales and marketing division. The target for the mines was to produce at a stable and predictable rate and at specific quality requirements. These requirements were set to improve productivity and ROI of the steel plant. The implementation constituted the alignment of the reserve potential, total production chain, human resources and management culture at the mines with the requirements of the steel plant. Many typical mining practices were challenged and changed. Production targets regarding lump vs. fines ratio, consistent product tons, quality targets such as Fe, Al content and moist, and standard deviation on the quality targets were not achieved. A reverse distribution model with release mechanisms to satisfy the demand were developed and implemented at the mines. A stable and predictable flow of mine product with quality standards well within the required standard deviation targets were achieved. The contribution from the mines to significantly improve the Net Profit, ROI and ROR of the company were reached.

"The lining of a grinding mill has an important role in creating the conditions for the grinding process. The main purpose of the lining is to transfer the energy taken by the mill motor to the contents of a mill. The power draw curve of the mill, if measured with sufficiently short intervals, describes how well the lining works in lifting and mixing the material to be ground.The power draw curve can also be used for determining the volumetric filling of a mill. This new measuring technique was developed at the Pyhasalmi concentrator in 1989-90. The measuring device with its PC-connections offers an excellent tool for controlling volumetric mill filling, for maximizing throughput and for research purpose (e.g. process studies, mill linings design).The paper describes the new method and the results achieved at Outokumpu's concentrators.INTRODUCTIONVarious methods have been developed for measuring mill load; weighing, noise, etc. Weighing is one of the most reliable methods but installing the sensor to existing mills is often difficult. Besides the load measurement does not indicate the volumetric filling if the specific gravity of the mill feed fluctuates. Noise measurement has often failed with its sensitivity to various disturbance sources.As known, the power draw measurement is one of the most accurate measurements in grinding circuits and therefore it has been utilized in sophisticated control, e.g. in power peak seeking algorithms for maintaining maximum grinding efficiency.About 10 years ago power oscillation measurement was developed at Pyhasalmi concentrator. In this method the amplitude of the oscillation caused by the lifters was measured. The oscillation amplitude and the mill filling has quite a good correlation and together with the power draw measurement it could be used for maximizing mill throughput (Koivistoinen and Miettunen, 1989). The main difficulties in this method were that the dependence between mill filling and the amplitude is unlinear and that the dependence also is individual for each mill.The method developed during 1989-90 is also based on the power oscillation but on its phase shift. In principle level of the material in a mill is measured. The method has been successfully used for maximizing throughput at Pyhasalmi and Enonkoski concentrators and at Harjavalta slag concentrator."

The Konkola Mine, a subsidiary of the Konkola Copper Mines Plc (KCM) which is owned by the Vedanta group of companies of India and Zambia Consolidated Copper Mines Holding limited, is located at Chililabombwe in the northern extension of Zambia's Copperbelt province. In its operations, the mine has been experiencing problems in ascertaining the optimum degree of fineness and the operating density of the hydrocyclone overflow in order to achieve high flotation performance. It was believed that recovery of sulphide copper minerals from Konkola ore is a function of the fineness of the grind so that it might be an economical justification to modify the grinding plant in order to run at lower cyclone overflow densities than the case is now. In an effort to improve these operations, it was decided to carry out test work on various hydrocyclones of sizes 0.381 m, 0.4575 m and on 0.508 m. The later was found to give satisfactory results and was installed on the plant. Despite giving satisfactory results there was need to investigate further to establish the working densities and size. Increasing the density of cyclone overflow decreases the per cent passing 75 pm at least in the range 1080-1 150 g/l. Furthermore, hydrocyclones give better separation at low densities of feed and hence the efficiency is high at low feed densities. Circulating load increases with an increase in feed densities and an decrease in the grind. The flotation performance in both sulphide and oxide copper minerals rougher stages is enhanced with an increase in the degree of fineness of the grind, with an optimum being obtained at a density of 1 150 g/l and 81.4% passing 75 µm. "An OK 300 cu. ft. Skim - Air cell was installed at the HBM&S concentrator in Flin Flon in 1987. Since that time, 3 additional OK Skim - Air cells have been installed in HBM&S concentrators. The cell treats a coarse 70% solids slurry with a residence time of 2.5 minutes. The product from the cell (a unit cell type application) is a final grade copper concentrate with high precious metal values. Since its installation, the cell has improved gold recovery by 10 - 15%. Process variables such as circulating load, pH, froth depth, feed size, and reagent additions all have an effect on the operation of the cell. Maintenance on the cell has been minimal. Initial operating problems involving level control have been significantly reduced and operations are now relatively trouble free. Although very successful at Flin Flon, site specific operating circumstances will determine the suitability of this cell. INTRODUCTIONHudson Bay Mining and Smelting operates four concentrators in Northern Manitoba. Three treat copper-zinc ores, the fourth mills a copper-nickel ore. The Flin Flan concentrator operates two circuits in parallel which treat copper and zinc ores from the Trout Lake and Callinan mines. Both circuits in the Flin Flan mill have Skim-Air cells integrated into the grinding circuits.The Trout Lake cell was installed first and had a payback period of a few months. Required modifications to the cell were made to enhance its performance. These included changing the discharge valve size, tuning the level controller, and installing an insert into the rubber valve sleeve to increase its wear life. The payback period on the Callinan cell was significantly reduced because these modifications were completed prior to its installation.The cells produce a final grade copper concentrate and since their installation gold and silver recoveries to the final copper concentrate have increased significantly. Operating parameters such as coarseness of cell feed dictate the metal recoveries and froth depth determines the selectivity of the cell and therefore the grade of the concentrate.The Skim-Air cell can be suitable in applications where a final product is generated. However, when a bulk concentrate, which requires further separation, is produced, the coarseness of the product may not make it amenable to conventional flotation.The Flin Flan mills Skim-Air cells have worked exceptionally well with little maintenance required."

Geotechnical conditions in the Lochiel Deposit are somewhat unusual, and thus geotechnical and hydrological investigations have assumed a high priority. The cost of mining the deposit has been shown to be very sensitive to geotechnical design parameters, and it is now seen to be of paramount importance to establish a high level of confidence in the design parameters used for mining cost estimation. Geotechnical investigations in the Lochiel Deposit reached a crossroads in 1985, when there appeared to be several quite different and equally attractive routes to follow to establish a satisfactory level of confidence in geotechnical mine design parameters. Three main options were identified, referred to as the No Further Work Route, the Drill and Trench Route, and the Trial Pit Route. The No Further Work Route was ruled out as being technically unsound and as satisfying none of the Electricity Trust of South Australia's (ETSA's) or the State Government's requirements. This study simulates the impact of a shale gas well casing breach near a longwall mine. Field studies are conducted to measure mining-induced permeability changes over the abutment pillar of a longwall mine, and a geomechanical model is developed in 3DEC, a three-dimensional numerical modeling code, to predict the aperture of fractures in the overburden at the study site. The predicted aperture values are used to determine mining-induced permeabilities and the results are compared with the field measurements. These aperture values are provided as inputs into fracture flow code (FFC), which generates a stochastic discrete fracture network (DFN) model for the study site and predicts the potential shale gas flow to the mine. Results from 100 DFN realizations are statistically analyzed using the bootstrapping method to compensate for notable variation in fracture geometry. The results show a significant difference between the gas inflow for nearby panels due to increase in the induced permeability during mining of the second panel. The average gas flow to the mine was calculated as 4.72×10−2 m3/ s (49 cfm) for a hypothetical breach at the Sewickley horizon during the first panel mining, 8.97×10−3 m3/ s (19 cfm) for a hypothetical breach at the Uniontown horizon during the first panel mining, 2.16×10−1 m3/ s (458 cfm) for a hypothetical breach at the Sewickley horizon during the second panel mining, and 8.07×10−2 m3/ s (171 cfm) for a hypothetical breach at the Uniontown horizon during the second panel mining. Depending on the mine ventilation system, this could result in methane concentrations exceeding regulatory limits. Hence, these findings provide insights into the potential risk of an unconventional gas well casing breach near a longwall mine under shallow cover.

"The analysis of the mining laws of the different European States reveals big diversities and, often, remarkable complications. This is due, firstly, to the history and culture of different States and, secondly, to the assets of natural resources. It is therefore difficult to find a common line between the text of the various mining laws, but it can be observed that nearly all the States distinguish the mining resources in two categories: the materials whose importance is considered strategic belong to the first category; in the second category the materials whose importance (above all economic) is mainly local are comprised. The paper, analysing in detail the planning procedures in some important Countries, investigates the possible perspectives of arranging some guide-lines for a correct approach to the sustainable exploitation planning/programming of mineral resources (with particular reference to "quarry" materials, such as aggregates), considering both the environment protection and the production needs."

ENACTMENT of Public Law 290 by the 78th Congress authorized the U. S. Department of the Interior, Bureau of Mines, to conduct an experimental program to develop the technology for obtaining oil from oil shale. In adopting and later extending this legislation, the Congress recognized the impending necessity of supplementing ground petroleum reserves with synthetic fuels. Under the provisions of this legislation, the Bureau of Mines, among other things, was charged with the responsibility of developing mining techniques, methods, and equipment for mining the oil shales of the Green River formation of Colorado, Utah, and Wyoming.

This paper discusses the principles and application of risk assessment and management as the basis for environmental management within the mining industry. Unlike in other industries, mines are required to obtain closure certificates in terms of section12 of the Minerals Act, which should ultimately release them from further environmental responsibilities. It is emphasized that the concept of environmental risk assessment and management, when applied correctly will mean that the mine will be identifying and managing environmental issues beyond those set by current legal requirements and management strategies. The focus shifts from conventional minimum legal compliance management to management of real environmental risks. The advantage of this approach is that the perceived ?shifting of legal and management goal posts? due to changing environmental laws or management principles, will not influence or dictate the mine?s short or long-term management objectives or actions, mine closure funds can be more accurately determined and mine closure should become a relatively simple procedure. The risk assessment approach has been applied to the planning of mine closure at Iscor?s Durban Navigation Collieries (Durnacol) in Kwa-Zulu Natal and certain key risk issues such as the long-term risk of water pollution from coal discard dumps have already progressed to fully quantitative risk assessment. This paper will discuss the process, which has been followed to date, with particular emphasis on the most recent phase, namely quantitative risk assessment and management of pollution from coal discard dumps. It is believed that the approach that is being pioneered at Durnacol and which overcomes some of the more obvious deficiencies of both the EMPR and the traditional IEM process will ultimately serve as the model for all responsible mines in South Africa. It is also believed that this approach will enable the authorities to issue closure certificates with the confidence that there will be no unforeseen surprises in the years after closure.

The mining industry continues to experience a skills shortage and this is having an impact on the ability of mining companies to operate sustainably. Apart from a few exceptions, there is a dearth of geologists, mining engineers, metallurgists as well as environmental scientists and other professionals in the global mining industry. This relates to both quantity and quality. It makes good business sense for mining companies to employ local professionals rather than expensive expatriate staff. In some cases a mining company could employ more than 10 local mining engineers for the cost of one expatriate. However, in many countries local professionals are not always equipped professionally to work on mine sites. The result is that many companies are not operated optimally due to human resources gaps. In some cases, particularly in key areas such as mine planning, this threatens the sustainability of the operation or at the very least results in sub-optimal resource utilisation. This paper briefly presents some of the issues and strategies being implemented and that might be implemented to maintain a sustainable supply of quality minerals graduates to the industry in 2011 and beyond.

Transient states of the air parameters in mine workings occur as the effects of natural and technological disturbances, and in particular as a result of changes in ventilation conditions, caused by alteration of the mine workings geometry, state of fans performance or emission of gases. Particularly significant are those transient states caused by disturbances resulted from catastrophes, since they are frequently associated with violent phenomena that may be a danger for life and health of the staff working underground. The paper presents a number of examples of transient states of the air parameters in mine workings after a catastrophe, like the bump in the ZABRZE-BIELSZOWICE coal mine. Registration of air disturbances by the monitoring systems of ventilation in mine workings in the area of disaster both at the moment of a catastrophe occurrence and later during the rescue operation, enabled to track out the incident and identify the circumstances and reasons of those tragic events which caused death of 18 miners during last two years. Furthermore, computer simulations of processes occurring in mine ventilation network make effective research tools to be applied in practice, among others for the study of accidents and disasters.

Illumination is essential for mine safety because miners depend most heavily on visual cues to detect hazards associated with slips/trips/falls and powered haulage. The National Institute for Occupational Safety and Health (NIOSH) is conducting mine illumination research to improve miner safety by enhancing a miner?s ability to see mine hazards. Thus far, 16 papers have been published covering diverse topics such as cap lamps, machine-mounted lighting, glare, lighting maintenance, and light-emitting diode (LED) technology issues. NIOSH has also developed an LED cap lamp, LED area lighting, and a Visual Warning System (VWS). This paper provides an overview of the improvements from NIOSH-developed lighting that include: 94% faster trip hazard detection with the NIOSH LED cap lamp; 79% faster peripheral motion detection to detect pinning/striking hazards; no increase in glare; 71% faster machine movement hazard detection with the VWS. Current research is described concerning an LED cap lamp for metal/nonmetal miners, illumination for refuge alternative deployment and inspection, and whether lighting could be used to improve miner escape and rescue in smoke. Lastly, future possibilities of using lighting to improve miner safety are described.

For the 22nd year, the chance to exchange knowledge, experience and business cards drew hundreds of mining and phosphate professionals for a two-day regional Phosphate Conference in Lakeland, Florida Nearly 400 people participated in the October conference, which focused on the phosphate industry?s future success. There were 41 exhibitors, 13 program advertisers and 23 sponsors among those supporting the conference. It was chaired by David Gossett, 2006-2007 SME Florida Section Chairman. In the opening panel session that he chaired, John Garlanger (SME) of Ardaman and Associates posed the questions; ?How successful has the industry been? How do we measure it and what factors contributed to the industry?s success? How long will the ethanol boom last? Can the industry obtain the permits it needs to mine for the next 30 years? Can the industry attract and retain the quality of workers it needs??

"Gas hazards may be divided into two principal classes- namely (1) inflammation and explosions; (2) asphyxiation and poisoning. Inflammation and explosion are prevented first by adequate ventilation so that gas sufficient to propagate flame or explosion can not accumulate, and second, by avoiding sources of ignition such as open lights, flames, sparks, electrical arcs, short circuits, or sparks. Ventilation is also the best preventive measure against asphyxiation and poisoning from toxic gases. When men must enter unventilated or poorly ventilated places containing poisonous or asphyxiating gases, suitable gas masks, hose masks, or oxygen breathing apparatus should be worn. As a rule, loss of life and property from gas hazards is due to ignorance of the properties and hazards of various gases commonly used, and consequently a failure to use proper measures for eliminating and meeting these dangers. It is the purpose of this paper to describe briefly the common gases and vapors with respect to the hazards involved in their use and to discuss the necessary precautions and methods for avoiding these dangersLight, heat, and power are prime essentials of our modern industrial civilization. The combustible gases and vapors used for the production of these necessary elements of our existence comprise the largest and most common group of domestic and industrial gas hazards. Almost every individual in his daily life subject to possible danger from asphyxiation, fire, or explosion due to one or more of these gases. For evidence one need only refer to the daily newspaper where headlines such as the following are frequently seen; ""Family asphyxiated by carbon monoxide from gas heater;"" ""Schoolhouse wrecked by gas explosion in basement;"" ""Man killed by automobile exhaust fumes in his garage;"" ""Fireman overcome by smoke fumes in basement ""Woman"".""Boman severely burned by accidental ignition of gasoline used in cleaning gloves;"" and 'in recent Years we often see ""Building wrecked by explosion of still in residential district.""It will be noted that these accidents are due to inflammation, explosion, or asphyxiation. Any combustible gas or vapor, when mixed, with air or oxygen within certain limiting proportions, will explode on ignition. The violence of the explosion varies with respective proportions of air and gas, and with the degree of confinement of the mixture. For example: Mixtures of natural gas and air containing between 4.5 and 12 per cent natural gas will explode, or propagate flame throughout the mixture without the continual presence of the source of ignition that started the inflammation. Paper written on project work carried out in partial fulfilment of B Eng Met Surface coatings persisting on zircon particles, after being leached in an acidic solution, are believed to be the cause of zircon misplacement during the electrostatic separation of heavy mineral beach sands. Electrostatic separation is employed to separate non-conductive zircon particles from more conductive rutile particles. Surface coatings on zircon particles are believed to render the non-conductive zircon particles more conductive, resulting in the contamination of the more conductive rutile stream with zircon particles. Resistivity measurements, X-ray photoelectron spectroscopy (XPS) and scanning electron microscopy (SEM) were performed to compare the surface characteristics of zircon particles found in the different product streams following electrostatic separation. XPS analysis showed that no significant difference exists in the outermost layer of the zircon particles found in the different streams. SEM analysis showed the existing surface coatings on zircon particles from different product streams to have similar chemical compositions. Resistivity measurements confirmed the results obtained from both the XPS and SEM analysis; no significant differences in the resitivities were observed. From the results obtained it suggests that surface coatings present on zircon particles are unlikely the primary cause of zircon misplacement. Zircon losses can possibly be a result of machine related aspects. Key words: XPS; SEM; resistivity measurements; electrostatic separation; heavy mineral sands.

Construction of the drilled shafts for the Brightman Street Bridge Replacement Project were not only challenging due to working over the water but were also challenged by changed soil conditions, concurrent work being performed by an adjacent contractor on the same project, environmental restrictions and severe winter conditions. A total of 36 x 8 feet diameter drilled shafts with 7.5 feet rock sockets were installed for the East and West bascule piers. This project also included Osterberg Cell load testing on two production drilled shafts at each the East and West bascule piers. The results from the load test program were used to fine tune the design of the drilled shaft rock sockets. From a constructability standpoint the reverse circulation drilling method with a pile top drill rig proved to be an excellent choice for drilling the overburden and rock sockets of the large diameter deep drilled shafts.
