The other South Pacific islands included in this chapter extend from Papua New Guinea, east of the Indonesian Province of Irian Jaya on the island of New Guinea, to Fiji, straddling the 180° meridian. A number of islands have been omitted from this chapter owing to the fact that their only mineral production remained insignificant to the economy of the respective country or territory. These islands include the French overseas territories of French Polynesia and Wallis and Futuna Islands; the independent states of Kiribati, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands; and the New Zealand dependency of Niue. The mineral production that did exist in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities used solely for domestic consumption. FIJI Fiji, an archipelago in Melanesia consisting of 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets to the larger mountainous, volcanic islands of Kadavu, Taveuni, Vanua Levu, and Viti Levu, straddles the 180° meridian about 1,800 kilometers south of the Equator. Fiji has been an independent member of the British Commonwealth of Nations since October 10, 1970.

The Golden Cross mine is situated in a sensitive environmental setting on the North Island of New Zealand, about 150 kilometres south-east of Auckland and about 8 kilometres NW of Waihi. The mine is situated in dipping topography, with volcanic ashes making up soils, fault zones running through the area, and rainfall of about 3 m per year on average. Water management is the most demanding environmental challenge on site, and a comprehensive programme has been put in place to address tailings deposition, long term tailings storage, and water treatment during and after operations.   The tailings impoundment is built with an underdrainage system that collects groundwaters and waters that seep through the impoundment. The embankment and impoundment are both built to withstand the Maximum Credible Earthquake and the Probable Maximum Flood. Tailings are treated to remove cyanide and to decrease metal solubility to reduce long term risk to water quality after mining. A state-of-the-art water treatment plant is utilised to treat water from the underdrainage system and water decanted from the top of the tailings pond and stormwaters to remove residual cyanide and metals to extremely high standards with a great deal of reliability and at reasonable cost. Closure of the facility addresses long term post mining water quality issues, and rehabilitation of the area with wildlife habitat as a priority.

During the past few years, the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) has been evaluating developments with surface support liners which includes shotcrete and thin spray-on liners (also referred to as sealants, coatings and membranes) from a ground control perspective. The proper selection and use of a surface support material can significantly enhance ground control which may result in a decrease in worker related injuries due to ground falls. The purpose of this paper is to evaluate the preliminary findings of a long-term underground study of various types of surface support liners, and to examine installation practices that are critical for an effective liner material application. The underground study utilizes NIOSH’s Lake Lynn Laboratory Experimental Mine to evaluate the long-term performance of several types of shotcrete and thin spray-on liner materials. Liner material performance to date was evaluated on a regular basis over a three year period. Although the study is still ongoing, critical mining practices were identified that may seriously affect the bond of the liner material to the mine roof and rib.

This article examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are:(a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f)training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

Residual collectors and their byproducts (e.g., CS2) in flotation effluents can cause water contamination and even result in serious health hazards to humans and animals, Therefore, residual flotation reagents should be removed properly before discharge or recirculation into flotation circuits. In this work, four thiol collectors (potassium ethyl xanthate (EX), sodium diethyl dithiocarbamate (SN- 9), O-isopropyl-N-ethyl thionocarbamate (Z-200), dianilino dithiophoshoric acid (DDA)) were chosen as model pollutants. The collector removal, mineralisation and byproduct formation were compared by sole O3 and O3/UV185+254nm. The degradation rate constants of thiol collectors by O3/UV185+254nm were 2~6 times higher than those by sole O3. The mineralisation of collectors was also remarkably enhanced by O3/UV185+254nm. The degradation efficiency by O3/UV185+254nm had the order: EX>SN-9>>Z- 200>DDA. The Z-200 and DDA were refractory flotation reagents. The degradation of thiol collectors caused the reduction of solution pH and the increase of ORP and conductivity. However, the O3/UV185+254nm achieved more evident changes of these parameters than sole O3. During the degradation of thiol collectors, less than 4% of total sulfur in collectors was emitted into air as CS2 and H2S. Compared to sole O3, the O3/UV185+254nm had additionally included UV185+254nm photolysis and O3/UV254nm, resulting in higher efficiency in removing collectors. The O3/UV185+254nm was an effective process in treating mineral flotation wastewaters containing organic reagents. Sensor-based ore sorting is being increasingly used to reduce the amount of low-grade and waste material processed in mineral concentrators. This type of preconcentration provides bottom-line benefits to users by reducing the amount of energy, water and consumables, as well as reducing capital cost. Existing operations can increase metal production, while previously uneconomic deposits and low-grade stockpiles can also be exploited. The technology can also be used to separate ore types for selective processing. The path to implementing sensor-based sorting may include:• geometallurgical evaluation• first inspection testing to investigate sensor response• bench-scale testing where sensor selection is not obvious or for difficult applications• performance testing in full scale sensor-based sorting machines• larger scale site-based piloting with a temporary semi-mobile plant installation. Sorting requires material to be suitably prepared and presented to the machines and typically this consists of crushing and screening to limit top size and optimise liberation. However, where material streams are suitably sized and prepared, additional equipment may not be required (e.g. the sorting of semi-autogenous grinding (SAG) Mill pebble streams).This paper presents a case study of economic upgrading of gold ore, by preconcentrating with sensor-based ore sorting. The case study examines sorting amenability, test work, the feasibility study through to implementation, with associated flow sheet development. The development process is analysed and evaluated with a view to rationalising the process for development of future projects. Because of price structure, ANFO is normally considered to be the most cost effective explosive used in quarry blasting. Results indicate that bulk smulsion can be more cost effective in applications where hole sizes range up to 6.5 inches in diameter while providing the simplicity of single product loading and storage. This can be accomplished without any fragmentation and/or movement loss usually in patterns which are about twice the size of ANFO patterns, allowing the combined drilling and blasting cost to be less when using bulk emulsions. Examples are presented supporting this concept using actual field results along with some simple calculations which take into account differences in the products such as density, matrix and detonation velocity.

There are many factors which affect the productivity of a front end loader. One of the most obvious is the characteristics of the material being mined. Characteristics such as size distribution, swell factor or heave, and material hardness / abrasiveness will all effect the efficiency of the mucking cycle. The focus of this paper is to look specifically at the size distribution of blasted material, and quantify the effects on loader productivity.

"Since the autumn of 1973, the world's attention was captured by the startling revelation that conventional energy supplies were not inexhaustible but were in fact quickly dwindling with future shortages imminent until lagging exploration and technology yielded additional energy sources to catch up with the spiralling increase in demand. This situation was precipitated by the Arab Oil Embargo and the resulting soaring cost of world crude oil.During the past few years there has been tremendous activity in the energy field which has had a direct impact on the Inca Metals Company Ontario Division operations. The company's reaction has been to establish an energy management program which will be described later in the paper. First, a brief description of the Inca Metals Company and the primary energy resources which are utilized will assist in putting the program into perspective.The Inca Metals Company, a unit of Inca Limited, is responsible for the production and sale of primary metals products worldwide. The company's operations in the Sudbury District include mines, ore concentrating plants, a Smelter, Nickel and Copper Refineries and an Iron Ore Recovery Plant. The Ontario Division also has a mine and concentrating plant in Shebandowan near Thunder Bay, and a metals refinery at Port Colborne. Inca is the largest producer of nickel in the non-communist world and is also a major producer of copper and platnium group metals."

"The paper describes the author's experiences in the startup of autogenous and semiautogenous grinding circuits gained over the last twenty years on both large and small grinding circuits. Typical phases in commissioning from construction to startup with ore are covered. The paper also describes experiences with material handling systems, slurry pumping, vibrating screens, trommel screens and pebbles crushing systems. INTRODUCTIONThe commissioning of any new mineral processing plant is an important and exciting milestone in any project. It is at this point in time that the efforts of developers, design engineers, equipment suppliers and operators culminate in a finished product. The successful completion of any project requires that the plant achieve design throughput as quickly as possible. The success of any startup can generally be anticipated by the amount of careful planning which takes place before equipment is operated. The first part of this paper describes the steps in going from construction through to introduction of ore. The organization and planning of startup activities is also covered.The second part of this paper describes some typical problem areas and past experiences in the startup of semi-autogenous grinding circuits. Semi-autogenous grinding circuits present some special challenges in the startup phase. The description of some of these problems and experiences will hopefully provide other operators with suggestions on how to avoid (or at least prepare for) these problems."

THE Eastern Magnetite Industry produced approximately 7,850,000 long tons of crude ore in 1945 from which was obtained approximately 3,650,000 long tons of shipping product or a ratio of 2.10 to 1. Lack of skilled or experienced miners was the greatest handicap. Veterans returning to work improved the underground labor shortage in some localities but as a whole the labor shortage was keenly felt throughout the industry. One cannot now predict what may be accomplished in 1946 but barring major steel strikes a worthwhile improvement can be expected. At the Richard mine of the Richard Ore Co., the shipping product for the year amounted to approximately 124,650 long tons of concentrate and lump ore. Crude-ore production was 160,600 long tons. The average analysis for lump ore was 63 per cent iron and for concentrates 66.05 per cent. The Warren Foundry and Pipe Corp. at their Mt. Hope mine produced 73,000 long tons of lump ore averaging 59.5 per cent and 57,000 long tons of concentrate averaging 67 per cent. The total mine hoist was approximately 209,000 long tons. Operations were commenced through the new Leonard shaft on Jan. 18; the Brown shaft through which operations had been conducted since 1912 caved beyond repair on Sept. 26. No one was injured but pumping facilities were somewhat disrupted. In order to reach designed capacity a total of 400 men will be required with 300 underground. Due to shortage of labor all operations in 1945 were concentrated on the 1700 level. As fast as men can be hired and trained development of the 2100 and 2500 levels will commence. Mt. The introduction and use of synthetic materials in various applications may lead to potential hazards from toxic, gaseous, decomposition products if these materials are subjected to conditions abnormal to their intended use, such as high temperatures or burning from accidental causes. This report covers an investigation of such possible hazards from toxic gases produced by the burning or thermal decomposition of some low-density, expanded, synthetic materials, three of which consisted of polyvinylchloride and one of acrylonitrile. In the production of certain expanded plastic materials, Chemical blowing agents frequently are used to produce a cellular structure. One of these blowing or foaming agents contains azo-bis-isobutyronitrile, which is designated in this report as PN. Information indicates that a product of decomposition of this blowing agent, formed in the blowing operation, is tetra-methyl-succino-nitrile, designated as TSN, Which is significantly toxic. Decomposition of the blowing agent, with release of its azo nitrogen, is represented by the following reaction:

"Recycling of industrial waste provided they have enough valuable elements requires significantly less investment compared with ore processing. Promising man-made raw material of rare earth elements (REE) is phosphogypsum. Works performed on dismantlement of phosphogypsum only concern phosphogypsum processing from apatit. In this case, none of the developments was tested for phosphogypsum produced on the basis of phosphorus, chemical and mineralogical composition of which is markedly different from apatites. We studied phosphorites of the Karatau deposits (Kazakhstan). Mineralogically all the layers are composed of three main ingredients: phosphate, silica and carbonate, which account for 92-96% of the weight composition of ores and rocks. Of impurities there are pyrite, iron hydroxides, gypsum, fluorite. In addition to the actual composition of phosphate in phosphate ores there are apatite. Silica is presented by chalcedony and quartz, and carbonate by calcite and dolomite. The results of X-ray microanalysis showed point cluster of grains containing REE in samples of phosphate ore. Analysis of the grain showed that REE are in the form of phosphates and silicates, which according to numerous studies in apatites is not established. In this regard, phosphogypsum, waste of production, is different in composition too. Therefore, transfer of techniques proposed in the methods for extracting REE from phosphogypsum after processing apatite, did not give the stated results and required a new approach to solving this problem. It should be noted that the phosphogypsum produced by processing the Karatau phosphorite contains medium group of REE by 2.6, and heavy group by 7.8 times more than phosphogypsum from processing the Kola apatite. Given the shortage of medium and heavy REE research to develop ways to extract the lanthanides from phosphogypsum after processing phosphate rock is promising. The study contains results of studies on the extraction of REE from phosphogypsum after Karatau phosphorite processing."

The International Society of Explosives Engineers (ISEE), at its 1995 annual conference, established a Seismograph Standards Working Group to develop performance standards for blast vibration seismographs. This group was transformed into the Blast Vibration and Seismograph Section in 1997 with 5 working committees one of which was the Seismograph Standards Committee. Standards are essential to ensure that vibration records from different seismographs would report the same vibration levels within a stated tolerance. In 2000, the ISEE through the work of the Blast Vibration and Seismograph Section published the “Performance Specifications for Blasting Seismographs.” This document is available on the ISEE web site at www.isee.org/sections/blast.htm.

This article presents a proposal for the rehabilitation of the mined area of the Mogiana quarry. The Mogiana quarry produces material used in civil construction and is situated in the Brazilian State of Spo Paulo in the kilometre six of the Mogf Mirim - Itapira highway. The mineral exploitation in the Mogiana quarry provokes modifications in the environment such as alterations in the relief, vegetation, quality of the air, water and landscape. Through previous study of the area it was verified that after the closure of the exploitation the mine should be occupied mainly by pasturage. At the closing of the mine the exploitation benches, berms and slopes in general as well as the surrounding areas should be covered with a layer of soil and vegetated with native species in order to mitigate the negative impacts caused by the mine. The rehabilitation project of the area is based on the probable future use of the area, located between agricultural cultivations and cattle creation. The great alteration of the relief and soil would make future use of the area for agriculture difficult. It is more suitable t0 animal creation, mainly cattle. The high and thick rock slopes originated by the mining should be covered by vegetation, where possible, to reduce the negative visual impact. Obviously several measures will be necessary to reduce the impacts on the environment during mining. The final and definitive reclamation will only be possible after abandonment of the area. The main aspects of this reclamation process will be discussed in this paper.

"The Northeast Ohio Regional Sewer District (NEORSD) was required under the Federal Clean Water Act and U.S. Environmental Protection Agency’s (U.S. EPA) Combined Sewer Overflow (CSO) Control Policy to develop a Long Term Control Plan (LTCP) to reduce or eliminate overflows from its permitted CSO outfalls. The LTCP was completed in 2002. Key components of the plan include: 26 miles (42 km) of deep storage and conveyance tunnels providing a total CSO storage volume of 325 million gallons (MG) (1.2 billion liters); over 30 miles (48 km) of consolidation sewers to route CSO control flows to the tunnels; and associated diversion/inflow control structures and drop shafts. Final design and construction of the initial phases of the LTCP are completed or underway. Advanced planning of the final phases began in April 2013. This paper summarizes this advanced planning process and, specifically, how hydraulic performance and tunnel design and construction considerations were balanced to eliminate unnecessary projects and shafts, reduce implementation risks, and reduce program costs by approximately $650 million. BACKGROUND The Northeast Ohio Regional Sewer District (District) serves an area of approximately 350 square miles (SM) (907 km2), including combined (81 SM; [210 km2]) and separate (269 SM [697 km2]) sewer systems that discharge to three wastewater treatment plants in the greater Cleveland area. The service area, shown in Figure 1, is divided into three districts—Easterly, Westerly, and Southerly—each having its own interceptor system and treatment plant, ranging in wet weather treatment capacities from 100 to 735 million gallons per day (MGD) (378.5 million to 2.8 billion L/day). The system includes 124 permitted combined sewer overflow (CSO) outfalls overflowing into the region’s tributary streams, Cuyahoga River, and Lake Erie."

The new copper processing plant of the Sarcheshmeh copper complex consists of two parallel circuits. After a primary crushing, the ore is sent to a SAG mill and the product is further ground in a ball mill. The overflow of the hydrocyclones is fed to a flotation circuit which contains 8 rougher tank cells (RCS130), 3 cleaner cells (RCS50), 5 scavenger cells (RCS50) and a 4 x 12 m flotation column as recleaner. The circuit was initially designed to process a feed containing 0.8% Cu, but because of the ore type change, the feed grade decreased to 0.6% Cu. This resulted in a reduction of final concentrate grade and recovery from 28 and 85.5% to 24 and 84.4%, respectively. Based on the original design, the copper and silica recovery in the cleaner cells should be 69 and 55%, respectively, but these values increased to 85 and 75% because of a higher retention time. The rather high silica recovery (i.e., 75%) was found to be the main source of the lower final concentrate grade. In order to reduce the retention time of particles in the cleaner cell from 13.7 to 6.9 min, the rougher concentrates of two parallel circuits were fed to only one cleaner-scavenger and regrind circuit. This modification increased the cleaner and final concentrate grade from 15.1 and 24.5% to 17 and 26%, respectively. To prevent a possible reduction in the copper recovery, the froth depth in the scavenger cells was reduced. The overall outcome of the circuit modification was evaluated to be a 10% reduction in the energy consumption without any loss in the overall copper recovery.

"Pneumatic flotation cells of the KFM series are intended for the concentration of various ores and technogenic materials. The key operating principle of the flotation cells of the KFM series is the preparation of pulp for flotation in blowers, offering the advantage of an accelerated flotation process. This report summarizes the results of the implementation and operation of the KFM cells at Russian and foreign projects in 2015-2017. Their implementation and operation experience confirms the high efficiency of the KFM cells, especially in the head of lead and zinc, copper and zinc, copper flotation processes:head KFM-600 flotation cell recovers from lead-zinc ore (Rudmetal AD modular concentrator) up to 52% of lead in a single stage (without cleaner flotation) in a salable lead head concentrate (grade of up to 76% lead, 2.3% zinc). The flotation cell proved to be much more efficient than originally expected in the process description in the design phase,flotation of the copper-zinc ore from Novo-Shemur deposit (PJSC Svyatogor concentrator) in two KFM- 1400M cells recovers up to 65% of copper and 70% of zinc in a high-grade bulk copper-zinc concentrate containing 12-13% of copper and 25-28% of zinc. The installation of the two cells with a combined capacity of 26 m3 allowed to decommission 4 chambers of FPM-16 pneumomechanical flotation cells with a combined capacity of 64 m3 with a simultaneous increase in the overall ore concentration performancea single KFM-1400M cell (13 m3) recovers from the copper ore from Volkov deposit (PJSC Svyatogor concentrator) 53% of copper into a high-grade copper head concentrate (33.0% of copper). For comparison, the pneumomechanical cell FPM-16 (capacity 16 m3) has almost half as low copper recovery (29.6%) into the head concentrate at a lower grade (30.5% copper)."

The Telégrafo copper – gold deposit is located in the Centinela district of the Antofagasta region in northern Chile. Telégrafo is a porphyry copper deposit of Eocene – Oligocene age which has a total mineral resource in measured, indicated and inferred categories equal to 2.6 billion tonnes with an average grade of 0.38 per cent copper.Currently the project is in the prefeasibility study phase, including an infill drilling campaign to improve the knowledge of the deposit that should result in an improvement of the mineral resource classification. In this context was decided to review the classification criteria in order to optimise the drill hole density necessary to support the project.This paper presents an application of conditional simulation to evaluate the risk related to drill hole spacing, using a geostatistical approach that mimics the process of evaluation of resources from the perspective of geological modelling and grade estimation. The first step of the approach is the generation of conditional simulations using the available samples to generate several plausible scenarios of the deposit in terms of copper grades and geological units. These scenarios are considered as the unknown reality of the deposit and sampled by synthetic drill holes in order to replicate the geological model process and copper resource estimation. In this way it is possible to establish differences between the possible scenarios and the generated resource estimation models for several simulated drill hole spacing alternatives. These differences or errors can then be quantified in terms of estimated mean, metal content and tonnage over different production volumes.The resulting errors were useful in assisting the decision making process related to the design of drill hole spacing for each category of mineral resource in the Telégrafo project, and to redistribute the budget associated to the drill campaigns for the next stage of the project.

"The settlements between mines and smelters are based on the mass of metal contained in concentrate lots. The mass of contained metal is a function of the wet mass of a lot, and its moisture content and metal grade while the variance of the mass of contained metal is a function of the same variables and their variances. Uncertainties in the measurement procedure applied to estimate each variable are quantified in terms of precision and bias. The absence of bias and an acceptable degree of precision are the keys to effective risk analysis and loss control.ISO Technical Committee 183-Copper, Lead and Zinc Sulfide Concentrates, has developed standard methods for sampling and weighing, estimating precision and testing for bias, the determination of mass loss on drying, the calculation of the mass of contained metal and its variance, and various analytical methods for major and minor metals. The variance for wet mass is calculated from the precision of the scale while the total variances of moisture and grade are estimated from pairs of interpenetrating primary samples. The variance of contained metal can be calculated either from mine data or from smelter data but the risk associated with the settlement is largely determined by the absence or presence of bias and the variance of differences between exchange assays.ISO/TC 183 does not deal with precision and bias for exchange assays but is developing guidelines to determine realistic splitting limits. Given that the exchange of assays between mines and smelters accounts for a large part of the risk associated with the settlement, precision and bias for exchange assays should be measured and monitored. The need for umpire services can be reduced by applying statistical quality control (SQC).Calibrating static scales, moisture balances and analytical balances, bias testing of sampling methods and sample preparation procedures, estimating the variance of a single variable or the variance of a function that a set of variables defines, and monitoring precision and bias for exchange assays, are the quintessence of metrology, the science of measurement, when applied in mining and metallurgy."
