"The DC Clean Rivers (DCCR) Project is a 25 year, $2.6 Billion court ordered project to reduce combined sewer overflows (CSOs) discharging into the Potomac and Anacostia Rivers and Rock Creek, and also reduce flooding in the northern areas of the District of Columbia. Like all massive infrastructure programs, DCCR faced technical challenges, management challenges, risks of cost and schedule overruns, procurement challenges, and financing challenges. While DC Water is no stranger to large capital improvement projects (CIP), this CSO Program represents a once in a lifetime event for the Owner requiring the assembly of a single purpose team to implement. Some of the DCCR Project team’s most successful accomplishments to date are attributable to its introduction of early contractor involvement (ECI) to thoroughly vet the work from the perspective of the future constructors, development of functional baselines to share risks that are difficult to price and reduce reliance on geotechnical baseline interpretation during tunnel excavation, and attainment of financing through Municipal Century Green Bonds based on using design criteria of a minimum of 100 year life for the structures to establish intergenerational equity and fairness. This paper will discuss these innovations in detail and provide some sets of recommendations for the underground industry on when and how to use different approaches to better manage projects of this magnitude. INTRODUCTION The District of Columbia Water and Sewer Authority (DC Water) is an independent multi-jurisdictional authority that was established in 1996. Its primary mission is to provide water distribution services to more than 640,000 residents in the District of Columbia (District), and sewer treatment and disposal to 1.6 million residents of the District, Montgomery and Prince George’s counties in Maryland and Fairfax and Loudoun counties in Virginia."

This study investigates geophysical logging capacity to predict coal quality. It was analyzed for possible correlation, some parameters determined via laboratory analysis of coal against results for the same parameter derived from wireline logs recorded by a geophysical probe. These probes detect variations in some rock physical properties, such as their natural gamma ray emissions and electrical resistivity. Results showed a strong correlation between natural gamma and ash content, establishing a linear model to estimate ash content from geophysical logging data with a low estimation error (less than 5%). Besides, results showed that there is no correlation between sulphur content or volatile matter and resistivity, neither with natural gamma of the rocks. Ash content derived from gamma ray values can be used as secondary information to evaluate coal quality during resources estimation, using methods such as soft indicator kriging. The methodology is illustrated using a case study at a coal deposit in south of Brazil.

T HE ore-dressing problem at Tul Mi Chung is complicated by the unusually complex nature of the ores. These come from replacement ore- bodies in limestone at the contact with a granite batholith, and contain copper, gold, silver, bismuth, molybdenum, iron, arsenic, zinc, and lead, the first two metals constituting the principal sources of profit. Iron is present as pyrite, magnetite, and hematite. Arsenic occurs both as mispickel and lollingite (FelAsa), the latter carrying a certain amount of finely divided gold. The gangue minerals are those typical of limestone con- tact-metamorphism and include a large percentage of garnet, together with diopside, serpentine, calcite, epidote, zoisite, actinolite, 'mica and other minerals. A part of the gold occurs in a free state; some is combined with chalcopyrite and lollingite, and a consider- able proportion is contained in the pyrite. Researches towards the improvement of recovery have been energetically conducted since 1915. Amalgamation, gravity concentrating tables, vanners, can- vas plants, etc., have all been tried and discarded in favor of flotation. It was very quickly established that fine grinding was essential for satisfactory recovery. This was and is still accomplished in Hardinge ball and pebble mills. A comparative test showed that when the ore was crushed to the point at which it contained 20 to 26 per cent. coarser than 100 mesh, the gold recovery was only 55.9 per cent., whereas when crushed so that only 11 to 15 per cent. was coarser than 100 mesh, the gold recovery was increased to 82.5 per cent. No particular difficulty was ever experienced in making a satisfactory recovery of copper but the losses in gold were considered serious and led to the investigation described in this paper.

[The two types of sulfide deposits in the Bathhurst Newcastle area are; (a) epignetic fissure deposits, and (b) massive sulfide deposits. Geological evidence has been variously interpreted to suggest a syngenetic origin, a source bed' origin, or a magmatic hydrothermal origin for the massive sulfide deposits. Sulfides disseminated through the black shales and argillites of the host rocks are enriched in S32 (mean value 22.34, S34. = 5.8 per mil) relative to the meteoritic standard of 22.21, and have a broad spread in range of values. S32/S34 ratios of sulfide minerals from the deposits occur in two distinct groups. The massive sulfide deposits exhibit ratios between 21.88 to 22.05, while the fissure deposits exhibit ratios between 22.18 and 22.21. These results suggest two separate sources for the sulfur, each, however, resulting in magmatic hydrthermal deposition because of the narrow spread of ratios in each group. Granite intrusive into the host rocks of the sulfide deposits have a mean K/A age of 386 ± 10 M.Y. Lead minerals in the sulfide deposits have a mean nodel lead age of 370±20 M. Y. Thus the lead minerals and the granite bodies were emplaced during the same major orogenic event. Sulfide minerals from magmatic hydrothermal deposit have a very narrow range of S32/S34 values, as do those of the Bathurst area. It seems reasonable, therefore, that well homogenized magmatic hydrothermal solutions are the most logical source of the sulfide deposits. Furthermore, the homogeneity of the lead isotopic abundance data gives strong independent evidence that the ores are of a magmatic hydrothermal origin.]

Perlite is a hydrated acid volcanic glass that has been derived from the alteration of obsidians through incorporation of water into the silica structure. It is distinguished from other members of the water-bearing natural glass family by total water content, characteristic fracture and luster. The distribution of major occurrences worldwide is associated with silicic Tertiary through early-mid Quaternary volcanics related to plate movement. The No Agua dome and flow complex is one of the most highly studied perlite occurrences in the world. It clearly exhibits lithologic and textural zonations that reflect simple cooling history. Similar features are commonly observed within other perlitized, extrusive glass selvages. This paper briefly discusses current thought regarding geologic occurrence, the hydration process and the modes of origin with special emphasis on No Agua.

Zinc production by Cominco Ltd. began in Trail in 1916 at a rate of 55 metric tonnes per day (t/d) and was increased ,in several increments until now electrowinning capacity approaches 750 t/d. The last increment, 40-t/d high-productivity electrowinning plant, was commissioned in 1974. In this paper, the design and operating experience with both the existing electrowinning plant and the new high-productivity plant are described.

"ORIGIN OF INVESTIGATIONThe Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States, July 24J 1946, contains the following provisions with regard to rock dusting: Article VI. - Section 2. Rock dusting.(a) All mines, except those mines or those locations in a mine which are too wet or too high in incombustible content to propagate an explosion, shall be rock-dusted to within 80 feet of the faces of rooms and entries; however, if the mine or any part of it is wet but becomes dry, the mine or portion of the mine so affected shall be rock-dusted as ·soon as it becomes dry. (b) In mines partially rock-dusted or in mines that are required to start rock dusting, haulageways and parallel entries connected thereto by open crosscuts shall be rock-dusted. Back entries shall be rock-dusted for at least 1,000 feet outby the junction with the first active entry. Inby this junction, the rooms, entries, and crosscuts shall be rock-dusted by generalized rock dusting as provided for in section 2(a).(c) Where rock dust is applied, it shall be distributed upon the top, floor, and sides of all open places and maintained in such quantity that the incombustible content of the mine dust will not be less than 65 percent. In trackless entries and air courses, protection in lieu of generalized rock dusting may be had by using bags filled with rock dust, if they are placed at regular intervals and staggered as described in Bureau of Mines Report of Investigations 3411."

This paper will outline the problems and solutions of the new generation washeries, as well as the recent technological advances which are being considered for future coal preparation plants. The subjects to be covered will include: - reasons for considering coal preparation plants; - raw coal crushing and handling systems; - types of coal cleaning equipment being used versus new equipment being considered; - fine coal circuit sizing; - clean coal centrifuging and dewatering; - thermal dryer problems and changes; - fine refuse dewatering systems; - clean coal storage problems and changes; - materials handling within the plants; and - control systems for preparation plants. The design and integration of the various circuits that form a modern coal preparation plant have led to the creation of an exciting new field of industrial research. As the need for energy sources increases, efficient methods of preparing coals for specific markets will become more important.

Completion of the Hall Street Coal Transfer Terminal in St. Louis marks the beginning of a major shift in the movement of coal to the power generating stations of the Midwest and South Central regions of the United States. The location of the terminal is significant. The 10 million ton- per-year facility is the first high capacity rail-to-barge transfer terminal to be built on the western shore of the Mississippi. This terminal and others to follow will link the massive coal fields of the West with the high coal consuming markets adjacent to the 25,000-mile Inland Waterway System.

Por ello, el presente trabajo señala la importancia de las políticas de desarrollo y prevención de dicha anomalía, a partir de la información de la organización médica de Higiene industrial y de los demás ingenieros a cargo. La silicosis se produce a través de la inhalación del polvo que contiene sílice libre ( partículas menores de 5 micras) aproximadamente. Así, la primera medida a tomar es la reducción de dicho polvo en el yacimiento minero, manteniendo un porcentaje establecido en dicho polvo menor doscientos millones de partículas por metro cúbico de aire). Sin embago, si hay una mayor particularidad del elemento, mayor será la toxicidad a la superficie donde se encuentra. La segunda medida estriba en la protección a los trabajadores del polvo a través del equipo adecuado. La tercera medida, implica suministrar ventilación adecuada y obtener de la que se disponga el mayor rendimiento posible. Finalmente, la corporacion minera debe estar conciente de las medidas y garantías del control de dichos polvos, así como del examen médico previo, cambios de colocación, control periódico y de una compensación por enfernmedad profesional.

Gold and precious stones were mined in Egypt in prehistoric times. This mining, carried on at intervals, extended over thousands of years, until about 1300 A. D. Then ensued a dormant period of several hundred yoars. In the mean- time Europe made great rogress in mining practice, metallurgy, and geology and sent out various expeditions during the nineteenth century to investigate ancient mines. But the exploratory work produced no material results, and not until the beginning of the present century did actual mining recommence. The reopening of old gold mines in Rhodesia aroused interest in London and Paris, and these cities provided the capital necessary for the investigation of the ancient minee in West Africa and Egypt. Speculation resulted in the division of most of the uncultivated area of Egypt and the Sudan into huge concessions, and a number of expeditions were made; but after an unprecedented activity in West Africa, roaction set in, and the flow of capital ceased. At Sams Creek a gold-bearing, peralkaline granite pophyry dike intrudes Ordovician-Silurian metapelite and quartzite. These metasedimentary rocks have undergone three phases of folding: a first phase of recumbent folds (F1), a second phase (F2) of northerly-trending inclined folds with a prominent crenulation cleavage, and a third phase (F3) of steeply plunging folds. The granite porphyry dike has a thickness of up to 40 m and intrudes thin lamprophyre dikes along its contacts. Deflection of the crenulation cleavage around the granite dike, shearing within the dike and its sinuous outcrop pattern indicate that the granite dike has been deformed during F2 and F3. The granite has been hydrothermally altered, with a first stage of magnetite-ankerite alteration. This first stage is cut by a second stage of quartz-pyrite veins and a third stage of sulphide, quartz and ankerite veins, accompanied by pervasive silicification represented by quartz-perthite-albite-rutile¦pyrite-ankerite-sericite assemblages. Lamprophyre is altered to an ankerite-chlorite-sericite assemblage. The sulphide veins are composed of arsenopyrite + pyrite ¦ gold ¦ galena ¦ sphalerite ¦ chalcopyrite ¦ pyrrhotite. The altered granite and the veins have been deformed and recrystallised. The competent sulphide minerals pyrite and arsenopyrite are fractured and brecciated, with fractures locally filled by galena, a ductile sulphide mineral. Vein quartz shows local cataclastic and mortar textures and develops pressure shadows around arsenopyrite. Alteration and mineralisation are confined to the granite porphyry and adjacent lamprophyre. These features together with the style of veining and the sulphide mineralogy indicate that the mineralisation was formed from a magmatichydrothermal fluid that was sourced from the granite. Oxygen, carbon and sulphur isotope values of the vein minerals (quartz, ankerite and sulphides) are also consistent with a magmatic source.

Two meetings for the reading and discussion of papers, etc., have been held during the year 1906-namely, the Ninetieth meeting, held February 21st to 24th at Bethlehem, Pa., and the Ninety-first meeting, held July 24th to 27th in London, England, in connection with the meeting of the Iron and Steel Institute. The proceedings of these meetings, including descriptions of the entertainments and excursions connected therewith, have already been published and distributed to the members of the Institute; the Bethlehem meeting in Bi-Monthly Bulletin, No. 9, May, 1906, pp. 497 to 508, and the London meeting in Bi-Monthly Bulletin, No. 12, November, 1906, pp. 809 to 908. The proceedings of the London meeting were published separately and distributed among the many individuals and concerns whose cordial friendship and delightful hospitality contributed so largely to the success of the visits in London and environs and the excursions in England, Scotland and Germany. At the Bethlehem meeting, 37 papers and discussions were presented and the names of 198 members and guests were regis¬tered at the Institute headquarters ; this number, however, does not represent all who were present at the sessions and excur¬sions. At the London meeting, 26 papers and discussions were presented, not including 5 of the papers and discussions read before the Iron and Steel Institute at the joint session with the American Institute of Mining Engineers, which, by a mutual agreement between the Councils of the two Institutes, have been selected to be republished in the Bi-Monthly Bulletin and Transactions of the Institute. Soon New York City will have a new train station. A tunnel project is under construction to extend Line 7 to a new station that is located near the Jacob K. Javits Con-vention Center. This is also part of the Hudson Yards redevelopment project that is intended to aid redevelop-ment of the west side of Midtown Manhattan around the Long Island Railroad?s Caemmerer Railyard. The station, or ?cavern? as it?s called by those excavating it, will be the portal for that growth. In the city, public transportation means high-rise residential proper-ties will have better access to the business district, and those outside the area will have greater access to event facilities ? two factors that are critical for development investment.

The critical problems in commercialization of the present solid oxide fuel cells (SOFCs) and useful electrical and physical properties of IT-SOFCs electrolytes are discussed briefly. The conductivity behavior of the perovskite-type and perovskite-related structure metal oxides are summarized. Perovskite-type La0.9Sr0.10ao.8Mgo.203_8 (LSGM) exhibits high ionic conductivity of 0.1 S/cm at 800 °C. In order to improve the electrical conductivity of LSGM and the In analogue of LSGM, substitutions have been made at the A-and B-sites. Substitution of trivalent La3+ by isovalent Pr3+ in LSGM and La09Sro ilno.sMgo.202.85 (LSIM), yield new mixed conductors. Among the investigated compounds in the present study, La0APro.4Sro.21no sMgo.2028 exhibits the highest total electrical conductivity of 3.2 x 10-5 S/cm at 200 °C in air with the lowest activation energy of 0.44 eV (200-700 °C). LSIM and Pr-substituted LSGM and LSIM perovskites show p-type electronic conductivity in the oxygen partial pressure range 10-5 ? 0.21 atm at 750 °C. The perovskite-type solid solution SrSn1-xFex03 exhibits compositionally driven phase transitions. For example, compound of the composition x = 0 to 0.3 crystallizes in an orthorhombic GdFeO3-like perovskite structure, where as that of x = 0.4-0.9 crystallizes in simple cubic SrTiO3-like, and that of x = 1 in orthorhombic structure. The electrical conductivity of SrSn1_xFex03 increases with the increasing Fe content and reaches a value of about 10-1 S/cm at 25 °C in air for x = 1. Compounds with low Fe content exhibit both ionic and electronic conductivity, while the higher Fe content 0.5) perovskites are electronic conductors over a wide range of oxygen partial pressure of 10-22? 0.21 atm at 750 °C.

Oceana Gold (NZ) LtdÆs, Macraes Gold Operation currently has two tailings impoundments, the larger of which covers approximately 75 ha. When an impoundment is temporarily out of use, the surface dries and dust can be blown from the surface to the surrounding area. At present water spraying is used to stabilise the surface, but this is not ideal as Macraes mine can experience water shortages during the summer. This paper examines an alternative method of surface stabilisation using vegetation as a ground cover. The tailings have a low natural fertility, so it is important to determine what will actually grow in the tailings, and whether amendments are necessary. Also important is the effect of the amendments on arsenic mobility in the tailings as the schist rock at Macraes has naturally elevated levels of arsenic. Three plants species, rye corn, barley, and lupin, were grown in metre-deep lysimeters at Macraes mine site. The plants were grown in unaltered tailings, and tailings with one of two amendments added: Bioboost (an organic fertiliser containing biosolids), and superphosphate fertiliser. The leachate from each lysimeter was collected and analysed monthly to determine the extent of arsenic mobility. In addition, laboratory experiments were set up to determine arsenic mobility in tailings with amendments at the centimetre scale.   All plants grew best with the fertiliser amendment, with rye corn growing the best overall. Plants growing in unaltered tailings either barely survived (rye corn, barley) or died (lupin). Plants in the Bioboost amended tailings grew only slightly better than in the unamended tailings. Laboratory experiments indicate that the addition of phosphate fertiliser greatly increases arsenic leaching at the centimetre scale when compared to unamended tailings. The addition of Bioboost only marginally increases arsenic leaching, compared to unamended tailings. This trend has not been repeated in the lysimeter trials on the metre scale over four months. Current results suggest that of the plant types trialed and amendments used, rye corn with superphosphate is the most practical short-term tailings stabilisation method at Macraes.

?Classification System Efficiency (CSE)? is a simple, powerful concept which can be used to measure and improve ball mill circuit efficiency. This paper describes six plant case studies which demonstrate the use of CSE to diagnose and/or improve grinding circuit performance, with related improvements in circuit efficiency ranging from 3 to 30 percent. The increased effective mill grinding energy is recaptured from energy that was going into over grinding, which can greatly benefit downstream mineral separation. The achievable CSE for given circuit design/operating variables is described, providing every plant metallurgist with the means to determine the potential for increasing their particular grinding circuit?s efficiency through increased CSE.
