Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

The Bureau of Mines studied the cutting characteristics of point-attack bits to reduce airborne respirable dust and energy during cutting. Linear cutting of two coal types using four bit types at three depths of cut with three space-depth ratios was performed with a modified horizontal milling machine using an optical particle-size monitor for respirable dust sampling. The cutting action of one bit on a rotary hardhead mining machine was mathematically analyzed and compared with the results of the linear cutting test. Airborne respirable dust per unit mass cut (specific dust) was found to be a monotonically increasing function of specific energy. Specific dust and energy decrease with increasing depth of cut. The amount of nonairborne respirable dust was 100 to 1,000 times greater than the airborne dust. The plumb-bob bit produced the most airborne respirable dust and the highest specific energy of the four bits tested. Rotary cutting was a greater dust producer and energy consumer than linear cutting because of the constantly changing depth of cut, space-depth ratio, and attack angle of the bit relative to the horizontal bedding planes. A new cutting technique is proposed to minimize the existing problems of the rotary cutting machines by providing greater production, reduced dust, and minimized methane ignition potential at the face.

This final report on methods of reducing and controlling methane in coal mine gob areas indicates that vertical degas holes are beneficial to the mines of northern West Virginia working the Pittsburgh Coal. The USBM funded project involved the drilling and testing of eight vertical holes (four over longwall panels and four over room and pillar panels) based on a review of 13 previously in existence. Areas of observation included gas production history, flow entry profile, underground methane reductions, strata separations, and casing loads (accompanying subsidence). Observations led to the drilling of successful holes drilled short of the mine. Eleven gas production response to applied vacuum tests were conducted at nine degas holes under the contract. Significant production responses were recorded over longwall gobs.

Oceana Gold (New Zealand) Limited (OceanaGold) has commenced mining operations at the Globe-Progress mine in the Reefton Goldfield, an area that historically produced 2.1 million ounces of gold from underground quartz lode deposits. During the construction phase of the operation, advanced exploration programmes targeting near-mine prospects commenced. The focus of this ongoing exploration is the discovery of near surface, refractory gold deposits that are amenable to open-pit mining methods and treatment through the Globe-Progress process plant.   One such discovery is the Supreme deposit, located along strike approximately 3 kilometres to the south of the Globe-Progress mine. The Supreme area was tested extensively with diamond drilling in 2006, defining a deposit with similar mineralisation styles and grade to the Globe-Progress deposit. The mineralisation comprises a central core of gold-bearing quartz veins, locally containing visible gold, surrounded by a more extensive halo of refractory, disseminated gold associated with an arsenopyrite-pyrite sulphide mineral assemblage. Three subparallel mineralised structures host the mineralisation. These structures are highly oblique to the country rock orientations, extending approximately 250 metres along a northeast-southwest strike and at least 220 metres down-dip, with an average thickness of 12 metres and moderate dip to the southeast. Records of historical workings indicate that mineralisation extends further down-dip and remains open at depth. 5175 ounces of gold were mined historically at the Supreme deposit. OceanaGold have defined an Inferred Resource for the Supreme deposit of 0.84 million tonnes at 1.46 grams per tonne for a total of 40 000 ounces (at a 0.8 grams per tonne cut-off). Higher-grade zones of mineralisation exist within the deposit and further drilling is planned to test the extent, continuity and geological controls of the mineralised structures.

To cope with varying raw material qualities and increasing prices for energy, a more frequent and accurate monitoring of the processing of iron ore became the focus in sinter plant operations. Traditionally, quality control in iron producing industries has relied on time-consuming wet chemistry or the analysis of the elemental composition. The mineralogy of a sinter that defines the properties and behaviour in the blast furnace is often not frequently monitored. One fast method to analyse the mineralogical composition of iron sinter, raw mixtures and iron ores is X-ray diffraction (XRD). Recently statistical methods such as similarity analysis or partial least square regression (PLSR) in combination with XRD raw data has become more and more popular in handling large amounts of data and correlating process-relevant parameters directly with an XRD measurement. PLSR can be used to correlate process parameters directly from the XRD pattern without investigating the mineral content. Hidden information that is present in the measurement but not determined with traditional methods can be used to improve the characterisation of the analysed materials.CITATION:König, U and Norberg, N, 2017. "The times they are a changing, and, for the mining industry, the optimism is high. On Nov. 8, Donald Trump was elected as the 45th president of the United States, and the Republican Party won a majority of seats in the U.S. Senate and the House of Representatives, ushering in what many hope will be a positive change for the mining and extractive minerals industries.Trump has stated that one of his top priorities as president will be to increase spending on the nation’s infrastructure, which could help spark a boom for mining. He has also pledged to bring back coal jobs and reverse many of the environmental regulations that were put in place by the Obama administration. However, before the mining industry gets too far ahead of itself and plans for another Super Cycle, there are stark reminders that any work in the natural resources sector is complicated and challenging. On Dec. 4, the U.S. Army Corps of Engineers announced that it would not grant an easement that would allow the Dakota Access Pipeline to pass under a portion of the Missouri River in North Dakota. The proposed crossing of the oil pipeline is approximately a half a mile upstream from the Standing Rock Sioux’s Reservation, and for months, hundreds of protestors camped out at the site in an effort to halt the project, saying they feared how it would impact water supplies and sacred lands.Energy Transfer Partners, the company building the pipeline, said the pipeline is a $3.78-billion investment that will connect the Bakken and Three Forks production areas to major refining markets. The company signed voluntary easement agreements with landowners representing more than 85 percent of the properties along the four-state route but faced an organized protest from the Sioux Nation at Standing Rock. The protest gathered momentum and support through social and traditional media and became the focal point of global environmental and indigenous activism. The protestors claimed victory, at least temporarily, when the Corps of Engineers said it would look for alternative routes for the project. It’s a decision that could lead to a lengthy environmental review and one that has the potential to block the construction of the pipeline for months or even years."

Concentrator plants intake the ore from the mine and produce concentrates by extracting valuable minerals in a succession of process steps. Controlling the extraction process and detecting changes in the process requires updated information on a minute basis. Moreover, due to economical reasons, one must also collect metallurgical samples on a daily basis for monthly reporting.In this paper, we present how slurry samplers were installed in a Cu-Ni flotation plant to accomplish the aforementioned tasks. An on-stream elemental analyser at the plant is used for flotation process control by taking samples from selected process streams. Two process streams, the flotation feed and tail, are also equipped with metallurgical samplers. The metallurgical samplers were designed to have low head loss, be robust and easy to maintain and to collect slurry samples in a reliable way for the metallurgical accounting.Samples were collected by different sampler types and we discuss the uncertainty arising from sampling in the assays. Variographic analysis was carried out on the process data in order to find periodic components in the process, and estimate the correct number of shift sample increments and measurement error components. The metallurgical samplers were proven to be reliable devices with zero downtime and no sanding issues in the main process flows. "IntroductionShot-saws are used for sawing rock throughout the dimension stone industry especially in granite quarry mills. Shot-saws, as currently designed, have an inherent wear problem which leads to slow cutting rates and repetitive blade changes which consumes much time. Because the saw blades are made from steel the abrasive shot used with them is limited to a certain hardness which effects the over-all efficiency of the sawing operation. Suggestions are made toward optimization of blade design and the sawing process. Blade DesignA common steel blade design is shown in Figure I. Note the perforations in the blade. These perforations or holes in the blade serve two or three purposes. The most obvious reason is to allow the abrasive shot a pocket in which to collect at the bottom of the blade, so that it can be distributed from these pockets into the cutting zone underneath the blade. The abrasive is fed to the saw in a slurry and usually comes in from the top. The blade must then cut a kerf wider than itself in order that the abrasive grains have a path leading from the top of the blade, down along its sides, and finally reaching the pockets and cutting zones. This circuitous path followed by the abrasive leads to side wear on the blades and high friction which can lead to blade buckling in severe cases. However, the fluidized path of the abrasives down the sides of the blade serves another purpose which is a positive gain if conditions are properly controlled. The abrasive slurry interacts with the perforations of the blade, the blade itself and the rock. This gap and the perforations in the blade, which are fluid filled, are sites of constant shearing motion. Eddy currents form in these gaps and pockets which tend to stabilize the blade by setting up balanced hydrodynamic forces which otherwise might not form in a non-perforated blade. A stable blade produces a more uniform cut in the rock. The third and final reason for the perforations are to allow the blade to wear in such a fashion that new pockets are always being formed and, consequently, new cutting surfaces between these pockets are also formed."

Toxic fumes generated during shot firing under actual mining conditions were measured. Eight shots with Gelodyn-2X and seven shots with Tovex-100 4VT were monitored. Average CO values for Gelodyn-2X and Tovex-100 4VT were 0.20 ft3/lb and 0.09 ft3/lb, respectively. Average N0x values for Gelodyn-2X and Tovex-100 4VT were 0.049 ft3/lb and 0.026 ft3/lb, respectively. The results obtained with these in-mine tests will be used by the U.S. Bureau of Mines in the development of a large chamber method of measuring fumes from shotfiring of explosives.

Ergonomics is the scientific discipline concerned with the understanding of interactions among humans and other elements of a system, and the profession that applies theory, principles, data and methods to design in order to optimize human well-being and overall system performance. Despite the fact that the application of ergonomics principles can make a major contribution to the management of significant occupational safety and health risks, ergonomics is currently applied on a limited scale in the South African mining industry. The objective of this paper is to provide a perspective of ergonomics, the main aim being to create a point of departure for the development of strategic objectives to enhance existing health and safety initiatives through the application of sound ergonomics principles. Two of the major consequences of poor ergonomics, namely work-related musculoskeletal disorders and worker fatigue, and possible means of introducing ergonomics into the South African mining industry, are discussed.

"Researchers from the National Institute for Occupational Safety and Health (NIOSH) recently developed a coal-mass model to realistically simulate the deformation and loading behaviors of the ribs of coal pillars in underground coal mines. The scale-dependent properties (stiffness and strength) of coal material were considered in the coal-mass model. In this paper the orientation of face cleat with respect to driving direction was integrated in the coal-mass model. The controlling parameters (dimensionless coal-mass scale and fracture strains) of the modified coal-mass model were calibrated using a published case study of coal pillar strength. Numerical models with wide ranges of controlling parameters were conducted to simulate the test pillar. The best match between the numerical modeling results and the measured stresses and deformations was achieved by using a coal-mass scale of 30 and fracture plastic shear and tensile strains of 3.25% and 0.325 %, respectively. INTRODUCTION The failure of coal pillar ribs by itself are a major hazard in underground coal mines. Furthermore, failing ribs can indirectly contribute to roof and floor instability by increasing opening widths across intersections and entryways. Over the past decade, rib failures have resulted in 12 fatalities, representing 28% of the ground-fall fatalities in U.S. underground coal mines. Mining depth has always played a very important role in assessing rib stability. Gauna and Mark (2010) completed an analysis of rib fatalities that occurred between 1996 and 2010. One of their most prominent and influential findings was the identification of a relationship among fatalities, depth, and mining height. Therefore, Coal rib stability will continue to be a challenge for future deeper mines in U.S. coal basins. In the past several decades, research efforts have focused on roof support. The current rib control practice in U.S. coal mines is to select rib bolts through a trial-and-error approach (Mohamed et al., 2015a). Rib failure incidents can be can be substantially reduced or even eliminated by adopting an engineering-based coal rib design approach. The factors affecting rib stability in coal mines are numerous and mutually dependent. These factors include but not limited to mining height and overburden depth, interburden thickness for multiple-seam mining, coal strength, cleat density, entry direction with respect to cleat orientation, existence or absence of partings in the coal, percentage of extracted roof and/or floor rock, density of rib bolt support (Mohamed et al., 2015a). Moreover, it is difficult to isolate the particular effect of a specific factor on the overall rib stability. Therefore, a reliable empirical rib design approach is not achievable because it requires a significant number of case histories to be collected in order to have a reasonable range of all of the critical parameters. However, numerical modeling can be a practical tool to assist with rib support design if the modeling is realistic, which can only be achieved through calibration and validation of the numerical model against field data."

Iron ore mining in the Adirondack region of northern New York dates back to the Revolutionary War. It is recorded that Benedict Arnold in his campaigns in the Lake Champlain area during the American Revolution utilized the local ores to produce armament and cannon balls. Through the efforts of early pioneers, the iron mining industry in northern New York gained impetus so that in the 1880's mines in the area accounted for nearly one fourth of the iron ore produced in the United States. Both magnetite and red hematite ores were mined during this period. With the discovery of the Lake Superior ores, the iron ore industry in New York started to decline and remained relatively unimportant until 1938. Modern day methods of mining and beneficiating sufficiently high tonnages of low-grade ores to justify the large expenditures for plant and equipment prompted a resurgence in northern New York mining. During the past several years, the production of iron ore from the Adirondack magnetites has greatly increased, and production which amounted to .6%, of the United States total during the 1918-1928 period (Mining and Metallurgy, November 1943) has been increased to 2.85% of the total in 1948. Using normal low pressure filtration methods for the dewatering of fine china clays, the best that can be achieved is cakes with about 30% moisture. In order to get the moisture levels down to acceptable levels the traditional method used is thermal drying, which is both costly and dust creating. It was to improve this process that ECC International embarked upon a programme of development of filtration equipment using high pressure to achieve significantly lower moisture levels. This development work investigated several design philosophies and culminated in the production of two quite different solutions. The High Pressure Plate Press uses round plates / chambers of one metre diameter and a filtration pressure of 70 bar. This press is fully automatic and produces a surface dry cake that has sufficient plasticity for the further processing that is required on specific qualities of china clay. The TUBE PRESS on the other hand uses a unique design configuration and operates at a filtration pressure of 100 or 140 bar, depending upon the model. The TUBE PRESS produces a brittle, surface dry cake that is easy to handle and a filtrate that is usually crystal clear. The TUBE PRESS achieves a much higher degree of separation than is possible with conventional equipment, which is particularly important if the filtrate is the product. Over the past 15 years plants incorporating both HP Plate Presses and TUBE PRESSES have been installed in the china clay operations of ECC International and are giving excellent trouble free service. The TUBE PRESS has also proved to be extremely versatile, effectively dewatering a wide range of fine particled slurries, in a number of diverse industries.

Magnetite pellets were simultaneously reduced and indurated on a laboratory scale in order to determine the effects of temperature, induration time, degree of metallization, and sulfur content upon the physical and chemical properties of prereduced pellets. The reductants were commercially-pure tank gases. Among the findings were these: 1,100° C is the minimum temperature that will produce acceptably hard pellets using carbon monoxide as the reduc-ing gas. Prolonged treatment time improves the pellets' crushing strength, but the rate of improvement falls off sharply after 2 hours' induration. At 1,120° C, 75-percent metallization produces the maximum crushing strength; there was no corresponding peak at 900° or 1,050° C. Sulfur in the furnace atmosphere lowers the required induration temperature. A few tenths of 1 percent sulfur in the pellet increases the sintering rate of metallic iron in pellets by forming a liquid FeS phase that facilitates iron transfer.

The Chairman opened the session by wondering why so few papers on Maritime Structures had been received for this conference. Perhaps because the marine environment is so hostile and the access so difficult that engineers tend to be more prudent about new ideas and designs. Dennis Waite noted the number of grey hairs in the room - grey hairs which could be equated with experience gained the hard way. He hoped that this experience would be passed on in the discussion period of this session. The Chairman was delighted to welcome two authors from China, Mr Sun and Mr Liang. He was most grateful on behalf of the conference for their efforts both in preparing their papers and for being able to present them. He regretted that Messrs Noce and Fedolino were not able to present their paper and then welcomed Mr Christensen from Denmark who would present the first paper.

"This paper presents an analysis of fragment size distribution and characteristics of fracture surface in coal cutting using a rotary coal cutting simulator. Coal cutting by a drum type continuous miner was simulated in the laboratory. A series of tests along both the face and butt cleat direction of coal under different operating and in-situ conditions were performed. In each experiment the cut surface was photographed microscopically and the coal cuttings were collected and sized. Data were used to show how and to what extent various parameters effect size distribution of the coal cutting and how this correlates with the characteristics of the fracture surface. This study resulted in establishing a number of distinct correlations between the size distribution and fracture surface. These correlations were primarily based on the degree of interaction between adjacent bits and the amount of bit-coal interaction taking place on the cutting path. Some of the major results of this study are as follows:Zones of bit-coal interactions proved vital toward understanding the effect the conical bit has on the fragmentation process. This in turn led to the identification of areas which are responsible for the production of fines and generation of respirable dust.The various parameters employed in the coal cutting experiments which showed a strong effect on the coal fragment size distribution were: bit type, bit spacing, depth of cut, in-situ stresses, and cleat orientation. Bit angle and cutting head velocity exhibited the least effect and no correlation was established.From this study it is obvious that the key to achieving efficient coal fragmentation is to limit the degree of bit-coal interaction that takes place throughout the bit path while causing maximum interaction between adjacent bits. Accomplishing this not only increases the percentage of large fragments produced but limits the amount of secondary crushing that takes place in the bit path thus resulting in decreasing fines and consequently, the amount of respirable dust generated.Over 2,000 continuous mining machines (introduced in the 1950's) equipped with conical bits or point attach bits account for well over half of the United States' production from underground coal mines. Today, competition in the coal industry has increased, due mainly to coal market conditions and legal restrictions, thus placing an emphasis upon increasing production, efficiency and health/safety of the workers. Mine operators are always interested in finding the most efficient performance of continuous mining machinery to produce the largest amount of size of coal at the lowest cost. An increase of fine material sent to the cleaning plant can seriously overload the plant to the extent that plant efficiencies deteriorate significantly (1). Also, the difficulty and expense of cleaning very small particles often cannot be done economically and thus, thousands of tons of coal are sent to the refuse pile because of costly or ineffective cleaning facilities. It has been said, ""the efficient extraction of coal or rock implies breakage into a size range that contains a minimum quantity of very small sizes"" (2). All known fragmentation theories concur that more fragmentation requires more energy (3). So, the importance of reducing fines is already evident from an outlook upon efficiency.Now, let's consider another view point., duet generation."

The relationship between efficient liner exchange, concentrator availability and concentrator profitability is well documented. Russell Mineral Equipment’s (RME) relationship with OZ Minerals’ Prominent Hill site personnel enabled sound collaboration between the two parties. Both parties worked together to identify the sources of productivity and efficiency loss and developed solutions to reverse them.This paper chronicles the identification of production inefficiencies and the resulting removal of mill relining from the critical path through the materialisation of mill relining optimisation strategies. Many factors about the HIC (hydrogen-induced cracking) resistance of pipelines are discussed in this paper. The main factors that influence the ability of HIC are environmental and material factors. The chemical compositions, non-metal inclusions and microstructure are discussed in detail, while a group of tests on HIC resistance are done according to varying C, S, Mn and P contents in pipeline steels, different experiment time and different strength to the coupon. It is concluded that decreasing the amount of C and S can obtain good HIC resistance; the test time has an effect on the different microstructure of X70; microstructure is the most sensitive factor for the initiation processes of HIC.
