Inhibitors are used in coal mines as a precaution against accidental dust explosions. Although rock dust is the usual inhibitor many others have been tested. To facilitate testing a screening process using laser irradiation was proposed. The procedure includes irradiation of a coal-dust mixture followed by mass-spectrometric analysis of the evolved gases and an evaluation of the flammability characteristics of the gases. Carbonate-type inhibitors decreased the percentage of combustibles in the gases generated and inhibitors like NaCI (thermally stable salts) decreased the total gas generated. A suitable test procedure did not result from the investigation, demonstrating the inadequacy of fast heating, non-combustive techniques in rating inhibitors of coal dust explosions.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Tuwu-Yandong Cu deposit, located in the East Tianshan mountains in the eastern section of the Central Asian Orogenic Belt, is the largest and economically most important porphyry Cu deposit in Xinjiang, China. It contains ~3 Mt of copper at an average grade of 0.46 per cent Cu and 0.2 g/t Au, with significant amounts of Mo and Ag. The deposit is mainly hosted in the Carboniferous Qi’eshan Group and plagiogranite porphyry, and is controlled by faults that are east–west-, north-west- and north-east-trending. Ore minerals in the Tuwu-Yandong deposit are dominated by pyrite, chalcopyrite and molybdenite, with minor bornite, chalcocite, magnetite, sphalerite and galena. Gangue minerals are mainly composed of quartz, sericite, chlorite, epidote, anhydrite, gypsum, muscovite, biotite, phosphorite, sphene, dolomite, actinolite, barite, albite and calcite. Based on the megascopic and microscopic textural relationships and mineral assemblages, five stages of hydrothermal alteration and hypogene mineralisation are recognized in the Tuwu-Yandong Cu deposit: the potassic stage, propylitic stage, phyllic stage, late veins stage and supergene stage. Os Aços Inoxidáveis Duplex possuem uma estrutura constituída basicamente por ferrita e austenita na proporção aproximada de 50%. Este trabalho estudou a influência da temperatura de um tratamento térmico na morfologia e fração de ferrita e austenita no aço UNS S32304. Os tratamentos térmicos realizados consistiram no aquecimento das amostras, desde a temperatura ambiente até a temperatura de 1250°C, seguido de um resfriamento lento em um segundo forno estável em uma determinada temperatura. As amostras permaneceram neste segundo forno por um intervalo de tempo necessário para que suas temperaturas atingissem exatamente um valor desejado, sendo então imediatamente retiradas e resfriadas em água a 20°C para preservar a estrutura resultante do ciclo térmico aplicado. As amostras foram metalograficamente preparadas, atacadas e analisadas com o auxílio de um microscópio ótico. As frações de fases medidas por MO se aproximaram dos resultados obtidos por simulação utilizando o software Thermo-Calc. A morfologia das fases variou significativamente com a diminuição da temperatura de tratamento, uma vez que a austenita se mostrou mais fragmentada nas temperaturas mais baixas, porém o bandeamento não deixou de existir na estrutura.A transformação da ferrita em austenita se mostrou fortemente dependente do tempo.

"INTRODUCTION With the advent of war in 1941, military operations in Alaska were enlarged on such a scale that the demand for coal in the Territory more than doubled. Coal was needed urgently for heating forts and other military establishments, for use on large construction projects, and for handling the greatly increased volume of traffic on the Alaska Railroad. -The additional tonnage required, estimated at perhaps 250,000 tons per year, probably could have been supplied by the United States, but shipping space between Pacific Coast ports and Alaska was already overburdened with military supplies and construction materials. Moreover, although of only secondary importance in wartime, the cost of coal shipped into the Territory is reported to have been as high as $40 per ton. The alternative to importing coal was, of course, to increase the Production of the Alaska mines.Production of coal in Alaska reached, 350,000 tons in 1944, or more than double the prewar' output. The responsibility for increasing coal production was assumed largely by the Army, A Coal Commission attached to the Alaska Department arranged financial assistance for some mining operations, aided the operators in producing equipment for mechanization, and provided most of the labor necessary to operate the mines. The Bureau of Mines contributed to the program in several ways. First, exploration by the Bureau in the Moose Creek district revealed a substantial tonnage of coal of better grade than any currently mined in the Territory, 4/ and drilling in the Broad Pass district, where a mine to supply coal for the army had been started, revealed that the reserves were far less than had been supposed; this operation was abandoned. Second, coal-preparation practices were studied, and recommendations for improvements made, at two of the operating mines at which the quality of the coal makes preparation a factor of vital importance. Some of the information obtained in these studies forms the basis for the present report."

This paper presents the results of numerical modeling of the fractured zone around longwall gateroads. The numerical computations have been based on the results of underground measurements of the fractured zone around longwall gateroads, which were performed for various geological and mining conditions and measured with the use of the endoscopic method with a digital camera. Having results of the underground investigations, trials of duplicating them by the Finite Element Method using software PHASE and the Hoek-Brown failure criterion were performed. In order that the fractured zone predicted by the model-based computations closely simulate that measured underground, some selected parameters in the Hoek-Brown failure criterion were modified based on the earlier determined relations used for prediction of the roof-to-floor convergence in longwall gateroads. As a result, the model-based computations produce results very close to those obtained from the underground measurements. Determination of the fractured-rock zone around the mine roads is of great importance to mining practice, especially in planning and designing supports for longwall gateroads. The influence of the front abutment pressure causes the fractured rock zone around the roads to increase and results in an increase of support load. Moreover, proper determination of the fractured rock zone is one of basic elements in the process of planning roof bolting for mine workings.

The Port of Shekou is situated at Shenzhen Bay on the east bank of Lingding Ocean. Its coastline is about 6 km long and the water depth near the shore is Favourable. Across the bay is the ' New Territories " of Hong Kong. The port is at a distance of 22-23 seamilesaway from center of Hong Kong and 80 seamiles to Huangpu Harbour of Guangzhou, its highway links with Shen-Guang Highay. Since 19 79 China Merchants Group of the Transportation Department, began to set up Shekou Industrial Zone, the port has been developing and flouri­shing in business. With 15 large or small berths in all, the present portline is 2600 m, and the annual cargo throughout is over 3,000,000 tons and the annual passenger traffic is about 2,000,000 persons. Equalling a medium-scale seaport, it has been officially approved as an oceangoing transit port by the ministry of Transportation. The construction of Shekou port is chara-terized by the self-collected funds and the short construction period. In view of this, the optional plan of the port structure must serve the requirements of simplicity in struture, economy in mate­rial and speed in construction. That accounts for the most application of the sheet piling type to the port in Shekou. Once the project was approved, the cons­truction started. Only within an average period of 7-8 months, a deep water pier was completed and put into operation, which covered series of processes from exploration, designing, tender for con­struction to completion.

The thermodynamic data presented in the literature for zirconium compounds are incomplete. Among the compounds for which adequate data are Zacking are zirconium fluoride and sulfate. This paper reports experimental heat-content values determined by the Bureau of Mines for these two zirconium salts throughout the temperature range of 273° to 1,200° K. No crystalline transformations were found in the two compounds investigated, and neither of the compounds melted over the temperature range studied. MATERIALS TESTED The Oak Ridge National Laboratories, Oak Ridge, Tenn., supplied the two zirconium salts used in this investigation. The zirconium fluoride was high- purity reactor grade material. The zirconium sulfate contained between 0.01 and 0.10 percent hafnium and calcium, and other elements in concentrations below 0.01 percent, A spectrographic analysis of the two compounds is given in table 1. Before use the compounds were dried at 400° C. for several hours to removed adsorbed moisture.

Kriging is an interpolation technique for predicting unobserved responses at target locations from observed responses at specified locations. Kriging predictors are best linear unbiased predictors (BLUPs) and the precision of the BLUP is assessed by the mean square prediction error (MSPE), commonly known as the kriging variance. Both the BLUP and the MSPE depend on the covariance function describing the spatial correlation between locations and on specific parameters. The parameters are usually treated as known, whereas in practice they invariably have to be estimated and the empirical BLUP (that is, the EBLUP) so obtained. The empirical or estimated mean square prediction error (EMSPE), or the so called ?plug-in? kriging variance estimator, underestimates the true kriging variance of the EBLUP, at least in general. In this paper five estimators for the kriging variance of the EBLUP are considered and compared by means of a simulation study in which a Gaussian distribution for the responses, an exponential structure for the covariance function, and three levels of spatial correlation ? weak, moderate, and strong ? are adopted. The Prasad-Rao estimator obtained using restricted or residual maximum likelihood (REML) is recommended for moderate and strong spatial correlation and the Kacker-Harville estimator for weak correlation in the random fields.

A quasi-thermodynamic calculation is presented for estirt~ating vacancy Parameters in fcc metals. For fcc metals the equilibrium vacancy concentration at the melting point can be approximated by a constant mole fraction. The Gibbs free energy of formation of the vacancies can then be expressed as a simple function of the absolute melting temperature alone. From this description the formation energy Ef, the vibrational entropy Sv, and the formation volume of a vacancy can be calculated in terms of known thermodynamic parameters. The calculated values are in good agree-rnent with available experimental results. IT appears that many of the physical parameters associated with lattice defects can be empirically related to thermodynamic melting parameters.'-7 Besides the implicit correlations between melting phenomenon and point defects, the melting temperature itself at atmospheric pressure can be used as a reference temperature for the purpose of comparison of vacancy concentrations in a given crystal class. The concentration at the melting point then corresponds to the maximum vacancy super saturation in the crystalline state at a fixed pressure. For pure fcc metals such as Au, Cu, Al, Ag, Pb, and Pt the mole fraction of vacancies at the melting point8 is of the order of 10*"3 to 10"1. The equation expressing the equilibrium vacancy concentration at the melting point contains three parameters: the formation energy, the vibrational entropy, and the absolute melting temperature, see Eq. [2]. Since these three parameters cover a wide range of values8 in the above-mentioned metals, it can be assumed that in other fcc metals, for which no reliable data are available, the mole fraction of vacancies at the melting point most likely lies in the range 10~3 to lO"4. This is then the basis of the calculations described in this article. Within this range the mixing entropy can be linearized and the vibrational entropy, the formation energy, and the vacancy formation volume can be calculated in terms of known thermodynamic constants. 1} LINEARIZATION OF MIXING ENTROPY The Helmholtz free energy of a crystal containing n vacancies at the melting point can be writteng as where Ef, T,, k, and S, are the formation energy of a vacancy, the absolute melting temperature, Boltz-mann's constant, and the vacancy formation entropy, respectively. After applying Stirling's approximation in Eq. [l] and minimizing with respect to n where (n/N), is the equilibrium vacancy concentration in mole fraction at the melting temperature at 1 atm pressure. If instead of setting (6~/6n) = 0 immediately after Stirling's approximation in Eq. [I], the configurational partition function is simplified, then some useful and significant results can be obtained by utilizing the experimental inforrnation After applying Stirling's approximation and rearranging is plotted as a function of (n/N) in Fig. 1. The route of a new, 4-mile long, electrical transmission line passed through residential neighborhoods and commercial areas of a small town in the South Carolina Coastal Plain. The new line consisted of 54 new poles and a one-mile underground section. Most of the new poles were constructed within 50 ft of existing structures, and in some cases, within 8 ft to 20 ft. A widely-space subsurface exploration consisting of 20 cone penetration test soundings indicated the subsurface conditions along the alignment generally consisted of saturated, loose to medium dense, fine slightly silty to silty sand. The pole foundations consisted of 20 to 30 ft long, prefabricated ?caissons? (essentially an open-end pipe pile with a prefabricated connection system at the top) with diameters of 28 to 56 inches. The steel caissons were installed with vibratory pile hammers. To help prevent damage and defend against possible allegations from nearby property owners, vibration and settlement monitoring was performed during all foundation installation activities. Limited structural condition assessments were also performed before and after foundation installation. For 53 of the 54 foundations, the ground vibrations recorded at distances coincident with the nearest structure locations ranged from 0.05 inches per second to 1.46 inches per second. With consideration of the dominant frequency, the majority of these values were below the commonly used USBM vibration limits. For a foundation installation that was only 8 ft from the nearest structure, a peak particle velocity of 3.06 inches per second was recorded, which exceeded the USBM limits. For all cases, the measured ground surface settlement was negligible (i.e., less than ¾ inch). Several spurious claims alleging vibration-induced damage were made, but the monitoring program provided an adequate defense. One claim involving artwork that fell to the floor during foundation installation at a distance of 8 ft from the house was deemed legitimate.

Phosphogypsum is a byproduct of the manufacture phosphoric acid. There are approximately one billion tons of phosphogypsum stored in stacks in northern and central Florida. The Florida Institute of Phosphate Research (FIPR) is investigating potential uses of phosphogypsum. These include using phosphogypsum as a road base material, as a soil amendment in agriculture, as a daily cover in landfills, and as a construction material. The results of this research will be presented and will be discussed in light of regulatory barriers to the use of phosphogypsum.

There was little change during 1988 in the production of minerals in Burundi. The Government of Burundi, which banned all commercial mining operations in the country in 1979, lifted the ban on mining of alluvial gold deposits and started a program of small-scale artisan gold mining in October. Along with the legal mining of gold, licensed gold trading counters were established. Other mineral commodities produced were kaolin clay, lime, and peat. In compliance with the Government ban, the only mineral wealth exploited for commercial sale and export was alluvial gold. Through financial assistance from the International Bank for Reconstruction and Development (World Bank) and the United Nations Development Program (UNDP), a study to inventory the country's mineral resources continued throughout the year. As part of this study, during the year, a West German company undertook a drilling program to further outline the nickel reserves of the Musongati area in central Burundi. Results of the work as of yearend were disappointing, with only 12 million tons of ore identified with better than 2% nickel content proven. Investigations also continued during the year regarding the centrally located deposits of vanadium-bearing titaniferous magnetite. A Norwegian company contracted to prepare a prefeasibility study for developing the deposit. The British Sulphur Corp. Ltd. was nearing completion of its $1.2 million2 study of the phosphatic limestone deposit at Matongo-Bandaga at yearend. Ore reserves of about 17 million tons grading 11% phosphorus pentoxide (P2O3) had been identified. The phosphate zone overlies a carbonatite rock, which could provide the basis for a cement industry. Additional drilling was planned for 1984. Exploration for gold was underway in 19S3 in northern Burundi through UNDP funding. Several primary deposits of shallow semimassive sulfides with gold values ranging from traces to 11 grams per ton had been discovered. With assistance from the Federal Republic of Germany, bastnasite reserves of 5,400 tons, with associated high europium oxide and cerium content, were verified, and the prospects for finding

Plots were established on regraded abandoned mine spoil to determine if nearby good quality spoil could be used in place of topsoil for the reclamation of these sites. Gypsum, calcium chloride, and power plant ash were also tested to determine the effectiveness of these materials in reclaiming these sites. Two sites were selected on which very little vegetation was growing on highly sodic spoil material. Gypsum, calcium chloride, and ash were added to the spoil at a rate designed to reduce the (sodium adsorption ratio) SAR in the surface 15 cm to 10 or less. The good quality spoil (replacement soil) was then laid on the swface at rates of 0, 5 or 15 cm of material. The plots were seeded to a mixture of smooth bromegrass (Bromus enennis Leyss.), crested wheatgrass (Agropyron desertorum (Fisch. Ex Link) Schult.) and alfalfa (Medicago sativa L.). The addition of 5 or 15 cm of replacement spoil significantly improved vegetative growth on these sites. Chemical treatments had no effect on vegetative growth. Weathered ash showed no adverse effects on plant growth or soil properties.

The data published in this report cover only one phase of a special study of the physical and chemical properties of Alabama coals made by the Bureau of Mines. In addition to determinations of friability, the survey included determinations of grindability, B.t.u. value, end ash-fusion temperature. Assay distillation tests, both for high- and low-temperature carbonization, and proximate and ultimate analyses were made also. However, this preliminary paper is concerned only with the results of friability tests and is issued to expedite the release of this information to the public. The friability test measures the liability of a coal to break into smaller pieces when subjected to repeated handling, as occurs in the mining, preparation, and transportation operations. Friability depends on many physical characteristics of the coal that vary not only between different seams but also in the same seam. The laboratory methods of determining friability have been developed to give a practical means of estimating degradation of size. So far as is known to the authors, no data on the friability of Alabama coals have ever been published. This paper makes available for the first tine fairly comprehensive information on this subject. Because the procedure for the tumbler test for determining the friability of coal is relatively new to the coal operators, the authors have included a complete description of it in this report.

Development of a new method of treating flotation concentrates for the preparation of feed suitable for direct charging to blast furnaces or converters is described. The method takes advantage of the fact that pyrrhotite contained in the concentrates can be made to undergo exothermic reactions which, under properly controlled conditions, result information of oxidation products that serve to cement the concentrate particles together. Thus green concentrates either in the form of pellets or briquettes containing 5 to 8 pct moisture not only were hardened, but also completely dried autogenously by continuous countercu,vrent shaft treatment with air. The process was developed through pilot plant operations ranging from 35 1b per hr to 2.5 tph, culminating in products evaluation tests on a railway-car scale. Falconbridge Nickel Mines Ltd., Falconbridge, Ont., have practised sintering, on a travelling grate machine, for many years to prepare a pyr-rhotite-bearing Cu-Ni sulfide flotation concentrate for blast furnace smelting. In recent years the development of new mines, and the construction of concentration plants some 40 miles from the smelter has increased the quantity of concentrate shipped, and encouraged the search for a method of producing dry, hard pellets or briquettes suitable for direct charging to a blast furnace or converter, and capable of withstanding considerable handling. The cementing properties of pyrrhotite oxidation products were discovered during a search for a suitable agglomeration method for sulfide concentrates, and were exploited in a process subsequently developed for autogenously drying and hardening pellets and briquettes of pyrrhotite-bearing Cu-Ni sulfide flotation concentrate. EARLY TEST WORK The production of hard, dry pellets of concentrate filter cake was attempted in the drying plant of one of the new concentrators. While soft pellets were produced containing 5 pct moisture, attempts at further drying resulted in disintegration of the pellets and intolerable dusting. The plant therefore was controlled to produce a concentrate containing about 6 pct moisture. The partially dried concentrate, which was shipped to Falconbridge for sintering, tended to heat spontaneously in transit. An at- tempt to briquette the moist concentrate at Falconbridge, in a plant incorporating a muller, a 20-in. roll briquetting press, and a steam-heated travelling grate oven, was more successful, although the equipment corroded rapidly due to the acid nature of the concentrate after spontaneous heating had occurred. Several research projects have been conducted in the western United States to determine the optimum soil replacement thickness for reconstruction of rangeland and cropland. However, the information gained from these studies tends to be site-specific and not broadly applicable. Moreover, the possible interaction between soil thickness and mechanical and fertilizer manipulation of the overburden has not been adequately studied. To meet these information needs, research was initiated at Trapper Mine in northwestern Colorado in 1980 to study vegetation response to soil thicknesses of 15,30,45, and 60 cm and five manipulations that included disking, ripping, and fertilizing. All crops were harvested at peak standing crop and then weighed in the laboratory. Wheat grain yields were highest when soil thickness was 45 cm and the soil and overburden were ripped. Alfalfa yields appeared to be highest when overburden was disked and fertilized and soil was replaced to a thickness of 60 cm. For range vegetation, standing crop biomass was highest when overburden was ripped and soil was replaced to 60 cm thick. However, optimum performance was obtained from the maximum number of species and life forms by disking overburden and replacing 15 cm of soil. The performance of most range plant species has improved over the three years of the study. When the results of this study are compared to the results of other soil thickness studies, we can conclude that selection of management practices should be influenced by local climate, local soil and overburden conditions, type of crop or vegetation to be grown, and specific management goals for that crop or vegetation.

"Abstract Contaminated land remediation using soil mix technology (SMT) is a relatively recent development which has been shown to be a cost effective and versatile system with numerous environmental advantages over other remediation techniques. The added complexities and variability associated with contaminated sites has escalated the need for field trials, field monitoring and specific QC measures to be undertaken for this setting and was the rationale behind project SMiRT (Soil Mix Remediation Technology). The main aim of project SMiRT was field validation, testing and assessment to provide stakeholder confidence in SMT and increase its uptake for land remediation in the UK. The field trials involved the treatment of 800 m3 of soil, through applying six different remediation techniques with four different SMT systems and introducing over thirty binders and binder compositions with a range of installation methodologies. Various issues were faced during the installation process and which were addressed on site. This paper presents some aspects of early age field observations, field monitoring, in-situ testing, coring and laboratory testing of cored samples and highlights some lessons learnt, providing valuable information on the issues that need to be addressed for this application of SMT.IntroductionAlthough soil mix technology (SMT) was developed in the 1960s in Japan and Sweden for geotechnical applications, its potential in geo-environmental applications became evident more recently the 1980s in the US and in the 1990s in Europe, having since increased to provide a range of remediation systems (Al-Tabbaa and Evans, 2003; Al-Tabbaa et al., 2011). The most common applications to date have been (a) the construction of low permeability containment walls or cut-off walls to contain a contaminated site; (b) stabilisation/solidification (S/S) treatment, with cementitious binders, for physical and chemical encapsulation of contaminants in soils and (c) the installation of permeable reactive barriers (RPBs), which are permeable walls that intercept the groundwater flow and remove contaminants from it, by mixing special additives with the native soil. Contaminated land remediation using SMT is a cost effective and versatile approach with numerous technical and environmental advantages over other remediation techniques. These advantages include the use of simple and well established techniques and equipment, speedy implementation, applicability to sites of any size and to multiple contaminants, elimination of off-site disposal, low risk and low emissions. There is a lack of competing alternative technologies that offer the same level of versatility and economic, environmental and social benefits, under current environmental legislation constraints. In addition, most currently available contaminated land remediation techniques are only partially effective, and are relatively contaminant-specific. This makes SMT a promising and timely contender to lead the market place in offering a cost-effective, efficient and low risk solution to contaminated soil and groundwater remediation and has resulted in a range of recent innovations."

Characterisation and Processing of Electronic Waste for the Recovery of Metal Values Electronic waste (e-waste), which is a hazardous waste, can indeed be a good source of metal values especially for Cu, Pb, Sn including the precious metals such as Au, Ag, etc. In the present work a protocol for sorting and disassembly of e-waste consisting of computers, TV sets and mobile phones, as well as the characterisation and processing are investigated. E-waste consists of assorted materials consisting of metals, plastics and polymers, ceramics and glass. These components are classified into nine categories. The components, in which metal is embedded into non-metallic base, require complete pulverisation for liberation of the metal. The liberation size is observed to be around 1 mm. Several stages of crushing, shearing and shredding and grinding are required to achieve the required feed size. It is evident from detailed chemical analysis that the pulverised particulate is quite rich in metal values. Computer waste has 23 per cent metal by weight with over six per cent Cu while TV waste has 20 per cent metal with about 4.5 per cent Cu. Mobile phones are much richer in metal content with about 56 per cent metal including 32 per cent Cu in it. Metal content is observed to be more significant in the larger size classes and Pb and Cd are found to be the major contaminants. Morphological studies show that a substantial fraction of the particles is flat or elongated. Based on detailed characterisation, a flowsheet is developed involving dry and wet methods to separate the metallic materials from the plastics physically. It is established that according to this flowsheet a metal rich fraction with over 90 per cent recovery of the metal values can be achieved. Considering the relatively inexpensive unit operations involved in the flowsheet it is envisaged that it would provide a commercially viable scheme for processing large tonnage of e-waste.

Bubble attachment time measurements for the rare-earth phosphate minerals monazite and xenotime were made as a function of oleate concentration, sodium fluoride addition, and temperature. Results indicate that the rare-earth phosphates behave similarly to other phosphate minerals, notably collophanlte and fluorapatite, which have been studied previously. The addition of sodium fluoride yielded a modest decrease in bubble attachment time with fluoride additions below the apparent fluoride surface precipitation point, while at fluoride additions greater than the apparent precipitation point a significant decrease in attachment time occurs. Increasing the temperature or the system gave a slight decrease in bubble attachment time in the absence or sodium fluoride. With sodium fluoride addition and below the apparent fluoride surface precipitation point, an increase in temperature actually increased the attachment time. For sodium fluoride additions above the apparent fluoride surface precipitation point, a temperature increase significantly decreased the attachment time.

Project delivery strategies are determined by project context, business case requirements, scale of project, market conditions, ownerÆs capability and preference, contractorÆs experience, resource and skill availability, project location and type of project or facility.Successful project management requires the setting of coherent, effective and realistic business objectives and success criteria. The management team needs to lead, prioritise, resource, align, plan, track and communicate the processes that enable the realisation of these business objectives and success criteria.For any given project there is a unique balance between selection of a simple project delivery strategy that minimises interfaces and a complex strategy that necessarily engages the use of expertise and experience from numerous parties. The right balance for a project between these "book-end cases" is a function of how the project owner or managing contractor defines its objectives and chooses to manage risk, cost, schedule and project quality, in the context of the conditions affecting the project.Selection of an effective project delivery strategy requires a detailed appreciation of the range of external and internal environmental / shaping factors which influence the project. These factors include the project constraints imposed by the business, market or operational environments and the selection of an effective mix of primary (head contract), secondary (mix of vertical and horizontal packages) and tertiary (type of individual contract) strategies. The selection of the primary, secondary and tertiary strategies also shapes the project, the size and responsibilities of the ownerÆs team and the framework for delivery of outcomes.How does an owner or prime contractor decide? What is the optimum for a given project? Those with operations management backgrounds will have different views to those with project and construction management backgrounds.Is the simplest practical approach the best approach? Each and every interface needs to be managed.The owner will want a very experienced team that is engaged directly with the owner. The team will have a track record of successfully performing projects using contractors skilled in their respective disciplines and selected using competitive tendering on brilliantly designed scopes of work and good contract terms, with a fully defined project scope and appropriate schedule, for which all significant risks have been addressed and no scope changes are outstanding. Budget and schedule will be expected to have been developed with a full understanding of the scope, situation, risk management requirements etc.The problem is that these conditions rarely exist. The challenge in selection of a project delivery strategy is to resolve how best to address the inadequacies between the ideal case and the present reality.
