The Fifth International Heavy Minerals Conference (HMC) was held Oct. 16-19, 2005, at the Marriott Sawgrass Resort in Ponte Vedra, FL. With SME as sponsor, the 2005 conference marked the first time that the HMC was held in North America. The conference is held every two years and provides an important forum for professionals in the heavy minerals and related industries to meet and discuss issues related to heavy mineral exploration, mining, processing and marketing. Previous locations included Australia and South Africa. The conference consisted of technical presentations, field trips to heavy mineral operations, a trade show and social activities. It was appropriate that Ponte Vedra was selected as the location for the conference. Ponte Vedra, located on the Atlantic Coast 17 km (10 miles) southeast of Jacksonville, FL, is the birthplace of heavy minerals mining in North America. Ponte Vedra beaches were mined from 1916 to 1929 in what was then called Mineral City. Though Ponte Vedra is now a golf and beach resort, there are still four heavy mineral mines operating within an hour’s drive. Today the Ponte Vedra Country Club and Golf Course is situated in the center of the former mining site.

A standard planning system for the development of roadways was adopted for German coal mines based on the results of geotechnical and rockmechanical investigations. Its goal is to provide for sufficient support systems under conditions of multiple seam mining at great depth. The report points out the required determination of geotechnical parameters and the basis for achieving a high level of planning reliability and resulting high performance in roadway development and longwall mining. The instrumentation and the planning procedure for selecting the support design most appropriate for the geotechnical conditions are described and demonstrated by examples.

An assessment of potential groundwater movement beneath the tailing impoundment at the Red Dog Mine was performed, and has indicated a unique aquifer situation within sub-permafrost groundwater at the site. The aquifer was shown to be isolated from both vertical recharge and a real discharge, and is characterized as a virtually no-flow system. The permafrost resulted in a deep aquifer with high tidal efficiency, meaning that variable surface loads are easily transmitted to the fluid. The tidal efficiency has been characterized through analysis of water level fluctuations that respond to earth tides, barometric pressure loads, and loading from the pond.

A leaching column technique that produces effluent similar in quality to coal mine drainage in the Eastern Interior Basin has been developed. The columns are charged with 1000 grams of crushed overburden and cycled through the leaching process once a week for twelve weeks. Inter-relationships among the important chemical constituents are very similar to those present in actual mine drainage waters, but the overall concentrations of ion are more dilute in the leachates. Multiplying the leachate concentrations by a factor of 4.5 gives values similar to mine waters. Available data suggests that each of the leaching cycles represents about three years of natural weathering, so that the leaching technique can predict the evolution of the mire drainage water over a time span of nearly 40 years. Use of the leaching technique with drill core samples should provide a method of approximating mine drainage quality in advance of mining and should be quite useful in identifying potentially toxic units in the overburden. However, the results should he considered to be a 'worst case' situation because the technique' does not consider the effects of reclamation.

During the mining of an open stope, deformation of the hanging-wall and the potential for dilution generally increase with the size of the exposed hanging-wall. Excluding discrete structures that may delineate unstable blocks, the mechanisms that drive hanging-wall deformation and possible dilution comprise several factors which can include elastic, plastic and discontinuum deformation. These stages of deformation are not mutually exclusive and at any point during mining all three of these mechanisms may be acting on the hanging-wall rock mass. Computer modelling techniques are available to analyse the three stages of deformation, but the difficulty lies in trying to obtain realistic rock mass properties for input and in determining when each stage of deformation is acting. Instrumentation data can be used to predict the effect of continued mining. However, it is often difficult to calibrate numerical models against field data owing to the large number of input parameters required. An empirical approach is recommended that uses two new parameters, the radius factor and the effective radius factor. A method is proposed for predicting the effect of continued mining from existing deformation and dilution data for a given hanging-wall

THERE are certain facts that the mining industry in Australia is faced with at the present moment which may be accepted as axioms. The industry is at a low ebb, as evidenced by statistics. Metals form the basis of all modern industries, and are necessaryfor the welfare of Australia. Mining is a wasting asset. Every ton of ore extracted is one ton less which c.annot be made good, and it should be our duty to get as much profit froin that ore as possible, otherwise there is a permanent loss to the country.The metal market cannot be controlled by Australia; it is more or less an international matter. Australia has not been thoroughly prospected. There are no mines being developed that are likely to replace those which are being depleted.Our mining engineers are as capable as those in other parts of the world, and have made good where they have been given a chance. There is no one cause for the present depression; there are several, more or less, interwoven. Of course, the war has had an adverse effect, but that has only dislocated things temporarily; it upset our markets, influenced the price of metals, and affected the labour market and cost of stores. Labour troubles made their appearance before the wave of unrest swept over the world. The cause of labour discontent must be investigated, and if possible removed. As each industry has .its·own problems, miners must inquire into their special problems, as there is no sovereign remedy that will suit all cases.It is obvious that we cannot mine ore if we do not know where it is; therefore, the first thing is to discover workable deposits.

"INTRODUCTION For the last several years the oil industry has been turning more and more toward conservation arid the study of related production problems. It is generally conceded that ultimate recovery is increased by holding the natural gas in thy sand which is net needed in lifting the oil. The retained gas lowers the viscosity and surface tension of the oil and helps flow the oil from the sand. Lewis states that ""while the operator can not control the original conditions of energy and resistance in the sand, he can partly control the efficiency of expulsion. As it is the energy contained in the compressed and absorbed gas rather than the oil that is exhausted, it is but logical to judge the efficiency of a producing method largely by the relative quantities of gas produced with each barrel of oil. If by a change in method the producer lessons the proportion of gas with each barrel of oil, he should increase the total recovery- of oil correspondingly, even if the rate of production is temporarily reduced somewhat.""The effect of ""pinching in"" or controlling the flow of oil wells in an effort to lessen the proportion of has never been definitely known. The general belief has been that ""pinching"" a flowing well causes the oil and gas volumes to be reduced proportionately, maintaining the same gas-oil ratio as before the reduction in flow was made. Studies of gas-oil ratios in many fields have shown that much gas has been wasted, insofar as its effectiveness in oil production is concerned. Swigart and Bopp carried."

The performance of commercially available portable instrumentation for detecting nitrogen dioxide, sulfur dioxide, and hydrogen sulfide was evaluated. Length-of-stain detector tubes from several manufacturers were included in the study. The instruments were evaluated in atmospheres with 50-and 80-percent relative humidities at 75° F and containing test gas concentrations of 0.1, 0.25, 0.50, 1.0, 1.5, and 2.0 times the threshold limit values. The results from the gas analyzers were correlated with the known contaminant concentration by calculating and plotting an estimated line of regression, confidence limits, and correlation coefficient for each detector system. An increase in the relative humidity from 50 to 80 percent at /5° F changed the instrument response to the contaminants. The uncertainties in detection precision reported are for the observer-instrument system. The main difference or inconsistency in toxic gas concentrations determined with length-of-stain tubes resulted from the observer's interpretation of the results rather than from a predominant difference in the tubes.

"This paper describes an innovative method, used for the first time in India, for the construction of a 1.0metre-thick positive plastic concrete cut-off wall (CoW) at the upstream toe of the dam at the Kishanganga Hydro-Electric Project in Jammu & Kashmir- India. The extremely difficult bouldery geology with an overburden laden with very hard Panjal Volcanics (quartz, feldspar, muscovite and chlorite minerals) boulders of up to 0.8m to 1.8 metres in size with UCS of up to 265 MPa and the requirement of socketing the CoW into the underlying hard bedrock (UCS 265 MPa) for 1.50m made the choice for the excavation methodology critically difficult. After having evaluated several other existing methods – including hydromill trenchers – the Civil Contractor Hindustan Construction Company, in agreement with its Foundations Engineering Consultant (Ricerca e Sviluppo – Cantieri e Gestioni) opted for a two-stage construction method: firstly, preliminary full-depth drilling and “surgical” blasting with full-length inclinometer checking of borehole verticality to ensure the exact location of rock fracturing and fragmentation coincided with the required position and that it was vertical, notwithstanding efficient trenching into the bedrock of a nominal 1m by 1.5m section; and, secondly, excavation by using heavy duty mechanical rope grabs made locally and developed by the Consultant in collaboration with the Contractor. The details of the methodology and the salient construction data is presented and commented for the 33-metre deep CoW installed at a working platform elevation of 2364.50 m above sea level in a very remote area.BACKGROUNDThe Kishanganga Hydro Electric Project (KGHEP) is a ROR (run-of-the-river) project is located on the Kishanganga River some 140kms North-West of Srinagar, capital of Jammu & Kashmir State of India, for generating 330MW of power in a 90% dependable annual year. The key components of the project are: Concrete Face Rockfill Dam (CFRD), Chute Spillway, Plastic Concrete Cut-off Wall (CoW), Head Race Tunnel (HRT), Surge Shaft (SS), Inclined Pressure Shaft (PS), underground Power House and Transformer Hall, Tail Race Tunnel (TRT).The Power House Site is accessible throughout the year from Srinagar while the remote Dam Site, with its tortuous road climbing the Rajdan Pass at 3556m (11,667 ft) above sea level and several 20-tonne capacity Bailey bridges removed prior to snowfall, remains inaccessible for around 4 months between mid-November to mid-May due to winter and heavy snowfall - the only access is by helicopter, weather permitting. Temperature at the Dam Site drops down to minus 27degrees Celsius during winter, therefore, careful planning from the beginning was most essential for the successful delivery of the Project.This paper deals with the Cut-Off Wall construction which was performed, for the first time in India, adopting a “Drilling and Surgical Blasting” method. No blast evaluation is complete without fragmentation measurements which until now were inaccurate, costly, time consuming and created delays in production. “WipFrag.s”is a fully automated PC based fragmentation analysis system that uses digital photo analysis techniques to measure broken rock. Fragmentation can be measured in minutes using compact videocameras for image acquisition. Even subtle changes in rack quality can be detected providing the information necessary for pattern optimization, explosives evaluation, timing selection, benchmarking and blast model validation.

The Bureau of Mines investigated mine subsidence caused by recent underground mining, estimated the extent of damages, and formulated a procedure for evaluating subsidence costs. On the basis of the quantity of material removed from beneath the surface, bituminous coal mining currently causes more extensive subsidence problems than mining of other minerals; costs are highest in areas such as western Pennsylvania where urban and suburban development and related types of land use conflict with mineral recovery. The Bureau of Mines estimated subsidence costs, including surface damages and control costs, for a 12-county area in western Pennsylvania for 1968. Total surface damages attributable to the underground production of bituminous coal in the 1-year period were $295,000; in addition, 12.4 million tons of coal, valued at $4.3 million, was left in place to minimize potential surface damage. Of the total subsidence cost ($4.6 million), $2.7 million was classified as external or social costs, not reflected in the market value of bituminous coal; this averaged $0.05 per ton of production, or slightly less than 1 percent of the market value.

"Production at the remote Kumtor Gold Mine in Kyrgyzstan commenced on schedule in December 1996.The ore mined during the first few months of 1997 from the upper benches of the pit did not produce the results predicted by the feasibility study. Low metallurgical recoveries experienced at the time were cause for great concern.It soon became clear the recovery difficulties centred around the preg robbing nature of the ore.Procedures were developed to selectively stockpile highly carbonaceous low recovery ore types. Testing methods were developed in the mill to quante the preg robbing activity of the ore. Preg robbing masking agents were added to the process to reduce the preg robbing activity of the ore.The importance of coconut carbon activity relative to the preg robbing activity of the ore was realized. Every aspect of the performance of coconut carbon in circuit was evaluated and optimized to improve carbon activity.Mineralogical analyses were completed defining the deportment of gold in ore and process tailingsBy year end the recovery difficulties had been overcome and plant design production had been achieved. Process improvements continue through 1998."

The title of this address was selected before I had an opportunity to consider in detail the matters that I would like to discuss. Accordingly, I chose a very broad subject-so broad indeed that it would be foolhardy for me to attempt to deal with more than a few aspects of it. I do not propose to touch. at all on the developments to date of our mining and metallurgical enterprises, beyond paying a sincere tribute'to the skill and enterprise of those who have established an international reputation for Australian mining and metallurgy. I would rather look ahead and discuss certain factors that will play a decisive part in the future development of our mineral resources. I do this in no dogmatic spirit, and I hope that my remarks may lead to discussions which will stimulate action where it is needed.In recent years my colleagues and I have been forced by circumstances to give consideration to problems in the fields of mining and geology, and in process metallurgy, which lie outside the scope of our own research work. People come to us with metallurgical problems because they know of no more appropriate place to go, and it is distressing to have to inform them that it is nobody's job to offer them advice and assistance. I want to suggest to your Institute that it should press strongly for the provision of properresearch facilities for the mining and metallurgical industries, such as aready exist in most enlightened countries. In such countries, those connected with the development of mineral resources are able to obtain information and advice from Geological Surveys, Mines Departments or Bureaux of Mines, which offer far more comprehensive services than are available in this country.Before discussing specific technical problems of the mining and minerals industries, I shall enunciate certain general principles that I believe should be followed in respect to the technical side of the development of all Australian industries. The problem can, I suggest, be considered in three parts-technical education production, and research. I shall confine my remarks mostly to the research aspect, for it is with this that I am most familiar.For the efficient development of any industry in Australia, it is essential firstly that We should learn what is going on abroad, and secondly that we should simultaneously conduct independent research. Precast prestressed concrete piles designed to be end-bearing in a sand stratum at Drax Power Station met with extremely variable resistance during driving. Some piles came to virtual refusal almost immediately on entering the sand whereas others were driven to considerable penetration with very low resistance. Redriving and load tests on piles experiencing low resistance on initial drive showed that take up in strength occurred over a relatively short period of time. Investigations involving the use of pneumatic piezometers revealed the development of significant excess pore pressures during driving. Samples from boreholes showed that piles met the least resistance when the sand had a high silt content. Comparison with the original site investigation data demonstrated the difficulties in predicting detailed pile behaviour. The varied behaviour could not be related to the original borehole logs or to SPT or static cone penetrometer results. The factors controlling pile driving behaviour were essentially geological and could only be explained with reference to local soil grading.

The proper selection of a coal for a particular use depends on knowledge of fundamental data concerning the coals that offer, particularly their type and rank. Type of coal depends on the nature of the original plants and the environment in which they accumulated.Rank reflects the subsequent metamorphism of the coal, and is of two kinds-physical rank and chemical rank.INTRODUCTIONIn the different coalfields of the Commonwealth of Australia there occur many different kinds of coal which provide the coal-research worker with a wide range of material, but to the fuel technologist they represent complex problems in utilization.In the past it has been common practice to instal coal-using equipment of a design based on plant used in large industrial centres of other countries and then search for supplies of suitable coal. This has led to the transportation of coal mainly from New South Wales to other States, which have inadequate supplies of coal suitable for use in the equipment they have installed. However, modern economy and industrial practice demand local resources of coal for the development of industry, transport and domestic services, and a change in the old order is rapidly taking place. Technologists and engineers are now faced with the problem of designing and installing equipment to use whatever kind of coal is available in local coalfields.Much has been accomplished in this direction and important investigations are at present being carried out, but there still remains a wide field of problems for research.In planning and carrying out investigations into coal utilization it is essential that fundamental data and knowledge should be available and that its significance should be appreciated.

ArcelorMittal Mining has a global portfolio of 14 iron ore operating units across Brazil, Bosnia, Canada, Kazakhstan, Liberia, Mexico, Ukraine and the United States. Iron ore products include concentrate for sintering and pelletising, pellets, directly shipped fines and lump ore. This paper presents an overview of ArcelorMittal iron ore mines including iron ore typologies and the annual production of each unit. Mining companies are continually looking for product-ivity and efficiency improvements with their equipment to reduce operating costs. This paper will review the results of a productivity analysis conducted at the Luscar Ltd. Boundary Dam and Bienfait mines near Estevan, Saskatchewan using a Computer-Aided Earthmoving System (CAES) installed on a track-type dozer. The CAES TTT system is a Global Positioning System that provides the operator with constant survey guidance. The study includes a productivity comparison between two similar test sites, one with the aid of the CAES system and the other, without. The CAES TTT system shows a productivity improvement of between 20 and 35% in the reclamation slope leveling application. Even with the CAES TTT system deactivated, some of the advanced features of the system were used to: retain terrain data for volume calculations; track the equipment position; and, accurately record and separate idle time from working time.

"An introduction to the metallurgical requirements of the Flin Flon concentrator reveals the magnitude of ore blending which is required in its operation of three flotation circuits. The resulting variability in flotation heads which has in-creased the separations complexity justified the development of an on-line analysis system.This paper provides a summary of the development and operation of that system. Particular attention is devoted to the problems encountered and where possible their solutions; as the requirements of accurate information and minimum downtime of the sampling system and x-ray analyzer are considered essential. The addition of a recess central computer has provided information in a more easily understood form and as well has allowed the start of automatic reagent control.An indication of the on-line analysis system's value to the concentrators' operation is provided by an examination of the plant in metallurgical data and reagent costs in previous years.The metallurgical plants of Hudson Bay Mining and Smelting lie adjacent to the city of Flin Flon on the Manitoba-Saskatchewan boundary. Plant operations commenced in 1930 treating copper-zinc ore from the local mine. In recent years ore bodies near Flin Flon and in the Snow Lake area, about seventy-five miles east, have been brought into production.By the beginning of 1973 the number of producing mines had increased to nine; with all the ore being handled by the Flin Flon concentrator. Movement of ore and waste from the Hilton Mines pit is accomplished by truck haulage. With the aim of reducing costs, a study of truck fleet replacement was initiated. The study included on-site short-term tests and longer-term rental purchase agreements for haulage trucks. The operation and maintenance characteristics of different trucks, along with projected haulage conditions, were used to prepare cash flows, from which the most advantageous trucks were selected. The results of the study and implementation of the recommendations gave a cost saving greater than had been estimated. The study also indicated areas where improvements could be made, and resulted in much more attention being paid to road conditions, the training of operators and mechanics, and the development of a practical preventative maintenance scheme.
