Laboratory and field work on the use of wetting agents for suppression of colliery dust is described. Although the results were inconclusive they were not discouraging and further investigation is required. The use of certain wetting agents may constitute a healthhazard.INTRODUCTIONCoal dust presents explosion and health hazards to the coal mining industry. The problem of dust suppression is particularly acute where water alone is unsatisfactory for this purpose. "The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

The smelter objective is to process wet concentrate to produce crushed, slow-cooled, sulphur-deficient nickel-copper matte rich in platinum group metals (PGMs), gold, and base metals for despatch to the Magnetic Concentration Plant at the Base Metals Refinery. Throughout its history, the smelter complex has been continuously upgraded in line with increasing production demand, changing feeds, environmental initiatives, and advances in available technology. The smelter receives filter cake and slurry from Anglo Platinum concentrators and joint ventures. Wet concentrate is fed through a flash drying process utilising coal-fired, fluidised bed hot-gas generators, to produce dry feed material for the electric furnaces and slag-cleaning furnace. For primary smelting, two electric furnaces are used, each with a rated capacity of 34MW. Furnace matte, containing the bulk of the base metal sulphides and PGMs, is tapped periodically into refractory-lined ladles and granulated using high-pressure water jets, then dried through electrically powered pneumo-driers to become the main feed to the Anglo platinum Converting Process (ACP). Slag is tapped semi-continuously, granulated, and treated through the slag mill. The ACP treats the combined matte output of Waterval, Polokwane, and Mortimer smelters. It is a top-blown furnace, with furnace matte, air, and oxygen being injected into the converter via a lance submerged in the slag. Converter matte is tapped and bottom cast into moulds, slow-cooled, crushed, and despatched to the refineries. Slag is granulated and dried for recycling to the slag-cleaning furnace. ACP slag is fed to the slag-cleaning furnace along with a reductant and a sulphur source. Slag-cleaning-furnace matte is granulated for processing by the ACP, while slag is granulated and processed in the slag mill. The slag mill and flotation circuit treats granulated slag from the electric furnaces and slag-cleaning furnace to recover entrained matte containing valuable PGMs and base metal sulphides.

Professional sport venue construction follows a very simple rule. Once the decision has been made to move the team to a new place, construction shall begin immediately, so that not more than one or two seasons pass by stuck in the old home. Such tight construction schedules require a different approach than traditional design-bid-build contracts. Design is mostly done on the fly, the construction schedule becomes a main risk factor and an early contractor involvement is desired. As specialty contractors become more and more sophisticated, owners, their construction managers or the general contractor have realized the value of ideas and modern technology they can bring to the table for a successful and fast project completion. Local knowledge and experience in a variety of solutions play a key role in the specialty contractor’s ability to provide added value to the project. This is also true for the specialty foundation contractor, who needs to understand the complexity of such modern structures from its integrate foundation, over the delicate concrete structure to a potentially fancy movable stadium roof. Not to mention all the modern high tech equipment which shall make such a place a great customer experience. His expertise shall enable him to propose the most suitable foundation element for the given ground condition and application. Rather to build what others have designed, his strength is to propose alternate concepts which will be faster and (hopefully) more cost effective. This paper highlights different value engineering (VE) input a specialty foundation contractor had on 3 major sports arena projects in California. Together with the entire team from owner to GC, including the Geotechnical (GEOR) and the Structural Engineer of Record (SEOR), the most efficient and best performing foundation solution can be found every time. But such an approach also requires the open mind of the owner to entertain last minute changes when the permit drawing set has already been submitted for approval.

The propagation of explosions through short cylindrical channels has been investigated by the Bureau of Mines. In the experimental apparatus set up by the Bureau, a single such channel formed a connection between a small explosion vessel in which a gaseous explosion was initiated and a larger, partly enclosing, explosion vessel filled with suitable gaseous mixtures; the larger vessel permitted observation to determine if an explosion was induced therein by mass, energy, and species transfer through the channel, as a result of tie initial explosion, It has been found that transmission of flame through to channel is not an essential to induce the second explosion, for hot gases from an extinguished explosion are able to ignite cold combustible mixtures in the larger vessel. The schlieren patterns of flames or hot burned gases emerging from a channel into the explosion chamber were photographed. These show, in most instances, that vortexes of hot gas ejected from the jet into the cold explosive mixture are responsible for ignition. The study has practical significance in problems of rendering electrical equipment safe for use in potentially flammable atmospheres, INTRODUCTION The propagation of flames through cylindrical or annular channels has practical importance in flameproofing electrical equipment and for flame traps. Much practical work has been done to determine the minimum safe breadth of flanges and the maximum safe gap between the flanges that will permit venting an electric motor without allowing flames to pass.

A few studies on the relationship of the fusion temperature of the ash on coke to that of the corresponding coal have been made on commercial high-temperature cokes. H. J. Rose3/ in 1921 compared the fusion temperatures of the ashes of 10 coals and the cokes produced from them and concluded that they were in such hose agreement that either figure could be used. More recently, Quarfort4/ found that the ash of coke fused at a somewhat lower temperature than that of the original coal. As the ash of a coal and that off tie coke produced therefrom have the same origin their chemical composition should be identical, provided that carbonization has not altered the inorganic, or ash-forming, constituents of the coal, and such alteration seems highly improbable. However, it has been shown5/ that coke is liable to contamination by iron during crushing and grinding preparatory to sampling. Pieters6/ found that coke ash was contaminated in this manner up to 0.4 percent. Extraneous iron would lower the ash-fusion temperature because such iron may form ferrous silicate, which is readily fusible.7/ These results provide a basis for the prediction that the ash of coke will fuse at a lower temperature than that of the corresponding coal, especially if the fine grinding of the coke was done by rubbing -surfaces of iron, as in a disk pulverizer or bucking plate.

Science Applications, Inc. has developed for the U.S. Bureau of Mines a rapid response radon monitor capable of accurately responding within three minutes to changing radon levels of magnitude from 100 to 10,000 pCi/1, typical of the levels in working uranium mines. The instrument weighs 17 pounds, is sized 12" x 10" x 6", and is capable of 8 hours of continuous portable operation with a self-contained, rechargeable battery power source. Residual chamber contamination from a radon level allowed to remain in the chamber for 90 minutes is about 10 percent, decaying about a factor of two in one hour. The instrument sensitivity is a nominal 0.1 cpm/(pCi/1), with a background count rate of less than 1 cpm.

Approximately 2,500 tons of low-grade uranium ore were used to conduct a field-scale heap leaching test as well as throe column leach tests. The ore used to construct the field-scale heap leaching test had a grade 0.023% U308 while the ore used fur column leach tests had a grade of 0.027% U308. The ore was crushed to minus 4 in. The field-scale heap was constructed on a clay base with parallel effluent lines running under the heap spaced 7.5 ft apart. The heap was leached for 45 days, drained, washed, and dismantled. Based on residue analysis, approximately 205 tons of ore were leached with a final U308 extraction of 96%. The heap was 17.9 ft in height and leached in a near-vertical pattern down to approximately 1 ft, at which point the leached zone become bell-shaped. Two 8-ft column charges and one 18-ft column charge were leached for 36 and 45 days, respectively. Based on residue analyses, all U308 extractions were greater than 96%. The conclusions generated by the studies showed that (1) flow rates were similar for column leaching and field-scale leaching, (2) final U308 extractions were the same for both types of leaching; however, the deeper ore beds tended to require longer leaching times, and (3) the reagent requirements were reduced with increased bed depth.

Engineers at the Bureau of Mines Denver Mining Research Center have been a research program investigating the theory and application of mine sampling. Part of this program is an investigation of the efficiency of sampling methods that involves development of sampling-method theory through simulating ore-deposit samples and assays, using - electronic digital computer. Theoretical developments are checked against actual ore-deposit sampling, assay, and production data by the commonly used polygonal and triangular methods of computing grade and tonnage of ore reserves. To speed the computing procedures, a program has been developed utilizing a medium-size digital computer for computing ore reserves by the polygonal method. This program calculates nine prismoids per minute at a total cost of $0.21 per prismoid. The complete program, written for an augmented IBM 650 computer, is described in detail; it can be used without change for computing ore reserves for a low-grade deposit. Modifications necessary to convert the program to compute ore reserves for virtually any other type of deposit or grouping of ore horizons also are given; however, the program is limited to using only vertical drill-hole data.

The semi-solid metal casting process results in a unique solidification path. The microstructural features that were identified during the characterization of the as-cast microstructure, were used as evidence of the process history in order to determine the solidification path followed during the evolution of the microstructure. The morphology of the grains was characterized using SEM and the extent and distribution of the elemental segregation within the grain structure was analysed using EDS. This paper describes the following at the new Advanced Solid Rocket Motor (ASRM) nozzle manufacturing facility, which is being constructed inside an existing manufacturing facility: 1) generalized subsurface conditions, 2) pile load test program and evaluation, 3) pile selection, 4) problems associated with pile driving operations, and 5) production pile installation. The poor subsurface conditions, known and unknown underground obstructions, and work environment inside the existing building, used to manufacture the Space Shuttle external fuel tanks, required special pile installation equipment, procedures, and work schedules to install the economical pile foundation system ahead of schedule and without a lost time accident. GEOTECHNICAL STUDIES In April and May 1990, 16 soil test borings were drilled inside the existing building with a truck-mounted drill rig. The borings extended to depths ranging from 60 to 65 ft (18.3 to 19.8 m) below the floor slab. Typically, the silty and clayey soils were sampled by pushing "undisturbed" Shelby tubes, and the more sandy soils were sampled by driving a Standard Penetration Test (SPT) split-spoon sampler. The unconfined compressive strength, water content, and unit weight of the Shelby tube samples were measured in the laboratory. A geotechnical report was issued in May 1990 presenting the results of the field and laboratory testing and foundation recommendations (Gilbert, 1990).

The construction of the Guaigui Multipurpose Project includes a 74 metre high concrete face rock fill dam, a 350 metre long diversion tunnel and a 350 metre long spillway tunnel. The topography in the project area is very steep, and the rock masses are characterized as soft rocks. The stability of the 80 to 100 metre high dam abutments and the excavation of the tunnels in soft rock conditions have caused various challenges and problems to be solved. Limited pre-investigations have called to a great extent for estimation of parameters for the stability calculations based on experience. The preliminary calculation of the stability of the planned rock slope above the spillway intake platform has been carried out by conventional partial factor methods and by use of a computed based Slide Program. The two methods of calculation give different results , and that rock support is necessary to obtain an acceptable factor of safety for a slope inclination of 52o. The input parameters for the rock mass characteristics need to be verified for the permanent calculations.

"Construction of embankments up to 34 ft in height for twelve ramps and roadways needed for the New Jersey Turnpike Interchange 14A project required ground improvement. The subsurface conditions, consisting of up to 30-ft thick layer of highly-compressible peat and organic soils, would induce up to 8 ft of primary and 4 in. of secondary consolidation settlements to the embankments over a long period of time. Innovative ground improvement solutions were needed to meet unique challenges posed by the poor subsurface conditions, space and existing utility constraints, aggressive construction schedule, and massive size of the project. A variety of ground improvement techniques were utilized in six different zones of the embankments to limit settlements and ensure stability of the embankments. These techniques included preloading with surcharge and prefabricated vertical drains (PVD), load balancing using light weight fill, and concrete column rigid inclusions (RI). Additionally, augercast piles with load transfer platform were used under an existing bridge with low vertical clearance. An innovative approach consisting of preloading with surcharge and PVDs followed by installation of RI was needed in one of the six embankment zones with the worst, i.e., very soft, soil conditions. The design of the RI was performed by a specialty ground improvement contractor (SGIC) using Plaxis 2D and 3D softwares. The performance of the ground improvement systems was verified and monitored by load tests and instrumentations. This paper presents details of the ground improvement design, construction, monitoring results, and lessons learned, with a focus on the RI.INTRODUCTIONNew Jersey Turnpike Interchange 14A is located within the cities of Bayonne and Jersey City, in Hudson County, New Jersey. The New Jersey Turnpike Authority (NJTA) identified Interchange 14A as an area of mass congestion in need of redevelopment to improve the increasing demand of traffic and roadway safety. The New Jersey Turnpike Interchange 14A project included the construction of twelve (12) new roadways, in addition to the construction of four new bridges. The limits of construction are shown in Fig. 1.The fill height required to construct the roadway embankments varied from 2 to 34 ft. The proposed embankment side slopes varied from 6H: 1V to 2H: 1V. Additionally, mechanically-stabilized-earth (MSE) walls were utilized to retain the embankment fill along some segments of the roadways. As shown in Table 1, the proposed roadways were divided into six zones, based on location, subsurface condition, and embankment height."

Explosions in U.S. coal mines have caused death and injury to miners and destruction of workings since the first reported explosion in 1810. These explosions are caused when buildups of explosive gas and/or dust in the mine are ignited by the presence of a flame or spark. Methane gas is inherently generated and held by adsorption in coal and is normally liberated during mining. Because this gas is explosive in the range of 5%–15% by volume, fresh air is constantly supplied to the working face to prevent the methane/air mixture from reaching this explosive range. The required amount of ventilation air is based on estimates of gas release under normal conditions. Occasionally, unanticipated and unusually high emissions are encountered, which, despite normal ventilation controls, result in an explosive mixture that a spark from a cutting bit or electrical equipment can easily ignite. Investigations have shown that such emissions are often associated with anomalous geologic features or conditions. Although most operators are aware that certain geologic features may adversely affect productivity, few are aware of their potential as a gas emission hazard. This report presents a historical framework detailing the impact of geologic features on excess gas emissions and resultant mine explosions. It also provides operators with specific information on recognizing and alleviating potential hazards from methane emissions related to these geologic features.2

WHEN mining development began in the Kirkland Lake camp, twenty-five years ago, there was very little information obtainable from surface showings as to the nature of the ore deposits. A length of almost a mile of the main 'break' lay under the south arm of the lake, and elsewhere most of the outcrops were covered with glacial drift. Shafts were sunk on ore-bodies of uncertain value, either on the outcrop of the veins or-because of the lake to the north-in the south or hanging-wall. In the second year of the camp's development, the Great War broke out and retarded progress for its duration. He would have been a real optimist who, in those early years, could have foreseen mining at depths of more than a mile.

While refuge chambers are common place in most underground mining projects, there are different philosophies as to what life support systems are to be considered and how these systems are to be applied. Case studies in the underground mining industry have examples of emergencies where the external compressed air and power supply to the refuge chamber were compromised due to proximity of services to the fire location. In 2005, The Department of Industry and Resources, Western Australia, drafted guidelines that listed specific requirements for refuge chambers which included a secondary life support system that would operate independently of external sources. The objective of this document is to examine what critical life support systems are essential for safe entrapment in the event of an emergency and to examine considerations for their application.

In the last 40 years, New Zealand has developed a number of liquid- dominated geothermal steam fields, for electricity generation and indus- trial process steam. New technologies were developed, and in this work, New Zealand led the world. The policy of full publication of the results, in a wide range of sciences, provided a reservoir of detailed data defin- ing the geology, size and shape, and the chemical and physical regime, of many geothermal fields and their constituent parts. The discovery of precious and base metal deposits /precipitates in geothermal drill cores and steamfield equipment, suggested a clear link- age with epithermal mineral fields in general, and with that of the Coromandel (Hauraki) Region in particular. Further work on geothermal/ epithermal relationships have implied that the techniques, developed to obtain an understanding of geothermal fields, could be applied also to epithermal mineral exploration. This work is developing fast, and is now proceeding in many coun- tries. Future work may show that the presumed relationship between geothermal and epithermal deposits may be applicable in the wider con- texts of all hydrothermal deposits, and possibly in many other minera- lised areas with volcanic "country rocks".
