"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 (PL 109-236, 2006) established the Office of Mine Safety and Health, functioning as the Office of Mine Safety and Health Research (OMSHR) within the National Institute for Occupational Safety and Health (NIOSH) and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued more than 150 contracts focused on worker health and safety. Initial funding for this program was provided by the United States Congress through two emergency supplemental appropriations and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation. Ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website (www.cdc.gov/niosh/ mining/researchprogram/contracts/index.html) and final reports are available in digital form on request. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously (Snyder et al., 2016).External contracts are broadly classified by the following areas:• Communications and tracking.• Emergency response.o Self-escape and breathing air supply.o Refuge alternatives.o Escape and rescue.• Equipment safety.• Fires and explosions.• Ground control.• Mine environmental systems (mine ventilation and atmospheric monitoring).• Worker/workplace health and safety.Contracts are issued under a request for proposal (RFP), through a broad agency announcement (BAA) or under an interagency agreement (IAA). An RFP solicitation includes a specific problem description and a well-defined scope of work to guide the offeror in preparing a bid to conduct the research. Under the BAA several problem areas are described and the offeror develops the scope of work and deliverables for the proposed research. An IAA is very similar to an RFP except it is a contract between two federal government agencies."

EVERETTE LEE DEGOLYER, past President of the Institute and Anthony F. Lucas Medalist, was presented with the John Fritz Medal at a dinner at the Wal-dorf-Astoria Hotel in New York, Jan. 14. Dr. DeGolyer is the third representative of the Institute in recent years to receive the John Fritz Medal which is awarded jointly by the four Founder Engineering Societies through a board composed of sixteen past presidents. In 1938 Paul D. Merica was given the award "for important contributions to the development of alloys for industrial uses" and in 1933 the distinction was given to D. C. Jackling "for notable industrial achievement in initiating mass production of copper from low-grade ores through application of engineering principles."

THERE has never been a great civilized nation which did not have a mining industry; civilization cannot flourish without metal mining. Without tools we can have none of the 'industries that are the foundation of civilization and without metal mining we cannot produce the material of which tools are made. Therefore, if we have no metal mining we have no metals, no tools, no civilization. An example to illustrate this may be drawn from a recent article in the Saturday Evening Post which described the run-down condition of modern Athens. Athens is nothing but a busted mining camp! In its palmy days the Greeks so applied the leasing system to the silver mines of Laurium that the royalties, paid the expenses of government and instead of a tax bill the inhabitants received a pay check. The Persians came over to capture these mines but the Greek navy was built to defend them. When the silver mines played out, Greek civilization declined.. Our mining must continue if our civilization is to continue.

THE production of tin from Mexico has never reached the point of being considered a national industry, but the distribution of tin ores is so widespread that there are possibilities that one day it may become of importance. Of the twenty-seven states of the Republic, tin claims have been taken up in sixteen. In all there had been taken up to the end of 1926, two hundred and twenty-five claims, of a total area of about 7400 acres. The first historical mention of tin in the Americas is found in a letter of Cortez to the Emperor, Charles the Fifth, of Spain, which is as follows: Speaking of his manufacture of some small cannon, he says: "For these reasons I took considerable pains to get copper from some provinces of this country, and bought it at a high price in order to get it quicker.

In previous work the influence of the casting speed on the flow field and the shape of the solidification front in an industrial 0.82 x 0.25 x 0.8 m³ bronze caster had been investigated. Both numerical and experimental model represented 1:1 the real caster geometry. A comparison of the results of both numerical and experimental models for the flow during the casting process showed a good agreement in the qualitative velocity fields (flow direction and vortex formation). This work represents a parameter study of the numerical model with variations of the turbulence conditions at the inlet in order to clarify their influence on the flow field in the caster. In order to find the best boundary condition at the inlet, the numerical calculations for water have been compared with the measured flow fields in the water model. The new boundary conditions were then applied to the numerical model of the bronze casting process.

Chemical analyses and assays.11. Instrumentation.12. Environmental control.A staff of approximately 35 supervisors, engineers and scientists, and 80 technicians, supply the foregoing services. Consulting engineering and drafting firms are used to supply specialized services and technical personnel in-house at Timmins to handle overloads on capital projects under the direction of Ecstall engineers.The operating and maintenance departments depend on the engineering department to supply engineering, design and drafting services for any new facilities or for any planned alteration to existing facilities. To do this efficiently requires a high level of communication and co-operation with these departments. This has been a major factor in developing the present organization of the department shown in Figure 63.The organization is predicated on a strong central technical and engineering resource from which personnel can be assigned responsibilities for different projects, and in different areas, as the work load demands. Job satisfaction is very high because of the variety and challenge in the tasks. Additionally, participation in projects with production and maintenance personnel broadens each technical employee's knowledge of operating and maintenance problems."

It is often necessary for a mining company to extract coal from a seam underlying a previously mined coal seam. The impact of the overlying mine workings on the stress distribution within the underlying mine workings is very difficult to assess without the use of numerical modeling techniques. This paper demonstrates the usefulness of applying numerical modeling to evaluate alternate startup-room locations for a longwall panel considering the effects of multiple seam interaction. MULSIMIPC, a code adapted by the former U. S. Bureau of Mines, was used to compare stress patterns in two proposed startup-room locations. These model results were not only compared to each other, but also to results from a model with no overlying mine workings to provide baseline criteria for evaluation of the two proposed startup-room locations. The numerical modeling study was successful in providing useful information to the coal company and the regulatory agency (MSHA), resulting in a mine design that was both safe and efficient, and prevented the sterilization of a large volume of coal reserves.

In the grand scheme of things, the 9.5-t (21,000-lb) shipment of molybdenum concentrate that left Freeport-McMoRan?s Climax Mine site on May 10, 2012 was not unlike the thousands of others that have been hauled away from the site during the last century, except for the fact that this shipment marked the official rebirth of one of America?s greatest mines. For nearly two decades, 17 years to be exact, there was no production from the mine that was once the largest underground mine in the world and was so important to the Allies? effort during World War II that it was assigned the highest priority of any mine in the United States by the War Production Board. The economic recession in 1980 put an end to the mine?s success, and the Great Recession of 2008 nearly derailed the mine again. But, like the nearby town of Leadville, CO, the mine survived thanks to an investment of more than $700 million by Climax Molybdenum Co., a Freeport-McMoRan company, to bring the Climax Mine back into production.

Approach The Bureau of Mines developed basic principles to determine existing biaxial stresses in rock mass by using an instrumentation package consisting of one 3.8-cm-diameter hydraulic cylindrical pressure cell (CPC) and two 5.7-cm-diameter cement-capsulated flat hydraulic borehole pressure cells (BPC) to he installed in a single drill hole.

The mineral resource potential of the Los Bronces deposit was successfully evaluated by an intense, coordinated program over a 37-month period (April 1978-May 1981) as part of an economic feasibility study. The program included more than 120 km of core drilling, 63 km of access road construction under adverse topographic and climatic conditions, detailed geological mapping, plus other related activities. This Tertiary-age copper-molybdenum deposit is composed of an earlier mineralized porphyry-type body intruded in part by a large complex of mineralized hydrothermal breccia pipes. Both intrusive and extrusive igneous rocks are present. Erosion, oxidation, leaching, and supergene enrichment of copper have resulted in a deposit now exposed at the surface that contains more than 368 Mt grading about 1% copper equivalent as sulfides.

Against the receding background of the October stock market crash and the December overhang of inventories, the economy began with a shaky start in 1988. As 1988 began, the Administration's estimate of real growth for 1988 had just been reduced from 3.5% to 2.4% and economists and other ob-servers were concerned that the expansion that was 5 years old might be near the end and that a recession might be around the corner. The ensuing moderately strong economic activity, however, belied all the negative signals that were evident earlier, and the real GNP continued to grow at an estimated 2.3% annual rate during the first quarter of 1988, extending the ongoing recovery into the sixth year (table 1.). The relatively accommodative policy of the Federal Reserve Board (the discount rate was cut by 0.25% in January), a strong performance by the export sector, and the revival of consumer spending were major forces underlying the economic strength. But as the quarter drew to a close, signs of tight capacity utilizations were apparent in many of the export and capital goods sectors, including textile, chemical, plastic, metal, and machinery. Employment was at a record high level while the unemployment rate was close to a historical low. Prices were rising at a faster pace than those of 1987, and the dollar resumed its slide after a brief recovery in January and February. These factors gave rise to the fears of higher inflation. Long-term interest rates increased, casting a pall over the prospect of a robust growth for the rest of the year.

?We are certain there is need for research in every phase of mining." This statement by R. M. Crump of the Jones and Laughlin Steel Company (047) paraphrases opinion widespread among mining people. It is undoubtedly true. In preparation for this presentation, 193 organizations were asked to describe their mining research efforts. 60% responded, The meaning of "research" was taken in several different ways. The continual efforts of progressive companies to improve themselves were reported as research. We will call this and any effort to solve specific and immediate problems "practical research". The continuing investigation of subjects of long range interest will be called "basic research".

THE idea of burning blast-furnace gases directly in gas-engines, instead of under steam-boilers, as had previously been done, was first put into practice barely ten years ago, almost simultaneously in Great Britain, Germany and Belgium. The pioneers of this movement made their first experiments with small engines. After these experiments had given satisfactory results, and it had been shown that the thermal value of the poor blast-furnace gases, in spite of defective scrubbing, could with safety be directly transformed into mechanical work in the gas-engine, there very soon arose a considerable demand for gas-engines of large power, similar to the large steam-engines employed in metallurgical works. In face of these sudden requirements, the gas-engine builders were placed in a difficult position; for up to that time the gas-motor was considered as suitable for small engines only, and it was generally believed that the limit of size bad been attained with 100 to 150 effective h.p. in a single cylinder. Manufacturers of gas-motors, however, did not underrate the advantages offered by this new field for their manufactures, and it so happened that in Germany the Berlin-Anhaltische Maschinenbau-Gesellschaft, of Dessau, was the first to undertake the construction of a 600-h.p. two-cycle gas-engine, with two cyl¬inders of the Oechelhäuser-Junkers type, for the Hoerder Mining & Smelting Company. The Nak?azdli First Nation and the municipality of Fort St. James are located in the Stuart Lake/Nak?al Bun area and are not unfamiliar to mining. These northern British Columbian communities have been associated with the historic Pinchi Lake Mercury mine and today are closely linked with British Columbia?s newest mine, the Mt. Milligan mine. Prior to the construction of Mt. Milligan, community health and social service providers were concerned about potential impacts that would occur from new mineral development activities. This concern has led to a partnership between the above communities and researchers with expertise in the area of mining and health. This paper describes: the current mining and health environment with a focus on British Columbia; mining trends in the Stuart Lake/Nak?al Bun area; the current community-based health research project funded by the Vancouver Foundation and the Canadian Institutes of Health Research, and; a suite of community-based health recommendations to mining companies on key issues to consider when developing projects near municipalities and Aboriginal communities in Canada, based upon one of the newest mines under development in Canada.

Thorium and cerium are two of the group of elements known as "rare earth metals," and are obtained from the mineral monazite. Previous to the employment of thorium and cerium in incandescent gas mantles these elements were nothing more than laboratory curiosities, as the rest of the rare-earth metals are to-day. The most important salts of these rare earths are the nitrates. In the manufacture of gas mantles, thorium nitrate is the principal ingredient and forms prom 92 to 99 per cent of the impregnating material; the other 1 or 2 per cent is largely cerium nitrate and is quite as necessary, for without it there would be little luminosity to the mantle when in use. When the mantle is "burned off," the nitrates are changed to oxides. The monazite used as a source of thoria contains from 6 to 9 per cent of thorium oxide (Th02) and 24 to 32 per cent of cerium oxide (Ce203). As only the thoria and a very small hart of the ceria from the monazite could be used in gas-mantle manufacture, for a time the residues consisting mostly of ceria with somewhat smaller quantities of other rare earths found no commercial application. Later, however, they came to be utilized in several ways, the most important being: (1) the manufacture of cored flaming arc carbons, a great, irmprovement over the plain arc carbons used in electric lighting; (2) cerium metal used in the manufacture of pyrophoric or sparking alloys or "flints" for automatic pocket lighters and miners' lamps; and (3) the production of special kinds of optical and art glass.

The D47 and D39 Mechanical Dynamic Extra bolts (D47 MDX and D39 MDX) have been developed in response to the ever-increasing demand from the mining industry for rock bolts with high dynamic capacity. To prove such capacity, Sandvik has performed numerous in situ dynamic testing with the unique Dynamic Test Rig (DTR) (Darlington, Rataj and Roach, 2019; Roach, Rataj and Darlington, 2019). To complement the collection of testing data, Sandvik, in collaboration with the Swedish Research Institute for Mining, Metallurgy and Materials (Swerim) have performed additional experiments in laboratory condition using Swerim’s new drop test rig. This rig utilises a momentum transfer method to apply a dynamic load to the bolt. The sample falls together with the mass until the support beam impacts stationary dampers and the momentum energy is transferred to the bolt. Part of the charged energy is released by the dumpers while the remaining portion is absorbed by plastic deformation and/or displacement of the ground support element. The D47 and D39 MDX bolts have been tested at Swerim’s test facility with different levels of input energy. Six tests were performed at the specification energy of 36 kJ and six tests were carried out with the maximum allowable energy from the facility, ie 44 kJ. The bolts confirmed their dynamic performance absorbing the input energy without failure. The D47 MDX bolt absorbed up to 33 kJ with 150 mm displacement while the D39 MDX bolt absorbed up to 35 kJ with 162 mm displacement. This work will present an overview of the drop test rig at Swerim’s facility and a collection of results of the test performed on the D47 and D39 MDX bolts. The test method and results will be analysed and compared to the tests carried out with the in situ DTR.

The purpose of this Bureau of Mines investigation was to measure the amplitude and shape of the strain pulse and the size of the crushed zone produced in a granite by different explosives and to determine how these quantities are related to the detonation properties of the explosives. The reflection theory of rock breakage has shown that the amplitude and shape of the strain pulse incident at a free surface determine the fragmentation and volume of rock broken. Determination of the properties of an explosive that control the characteristics of the strain pulse produced in the rock will help in evaluating explosives for use in blasting. The investigation showed the different explosives produced a twofold variation in the amplitude of the strain pulse but little variation in the shape of the pulse. The explosives also produced a twofold variation in the volume of the crushed zone, but differences among the explosives were more accurately determined by strain-amplitude measurements than by crushed-zone measurements. The peak amplitude of the strain pulse and the volume of the crushed zone correlated with the calculated detonation pressure of the explosive.

This paper will underpin the future development of intellectuals having greater understanding of patent law and legislation, IP rights, and innovation. To understand this idea, I present a case study of China?s progress in the last 31 years in the rare earth research, innovation, and simultaneously patents area. Rare earth elements (REE) are at the centre of high technology and are the next wave of world innovation. Much of modern society depends on rare earth elements through their use in computers, lasers, telecommunications, iPods, medical technology, military applications, and so on (Long et al, 2010). The rare earth research, a large research body is being provided by Chinese sources. China devoted three or four university centers to the study of rare earths (Lifton, 2009). These measures are all designed to keep China at the forefront of REE production, materials, technology, and innovation. As a result in the last fifteen years there has been a shift from a US-dominated REE industry patents to Chinese patents. The world must identify strategic areas of rare earth innovation and provide funding to firms and universities that conduct such research. Not only research and innovation is vital but filing patents and preserving IP rights for research and innovation is even more important. We (rest of the world) need a comprehensive strategy to guide the development of patent and IP rights for research and innovation. Recent developments in energy conversion, mining and minerals processing, pollution control, and chemical equipment have placed in-creased demands on heat-resistant alloys. Higher corrosion rates from oxidation, hot corrosion, and sulfidation have increased consumption of materials that contain critical and strategic minerals and in many cases have limited productivity. The Bureau of Mines is conducting re-search on substitute materials having greater resistance to high-temperature corrosive atmospheres above 6000 C compared to austenitic stainless steels such as AISI 304, 316, and 310, with the goal of conserving critical metals such as Cr and Ni. The substitute materials are based on Fe-Cr-Ni-Al compositions. Aluminum additions to Fe-Cr-Ni alloys significantly improve high-temperature corrosion resistance, particularly sulfidation resistance. In the alloy, devised by Bureau researchers, aluminum additions are held in the form of a second-phase precipitate, 8NiAl. Minor additions of Ti, Mn, and Si improve workability.
