"INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is located approximately 26 miles southeast of Carlsbad, New Mexico and is the nation’s first underground geologic repository for transuranic (TRU) and TRU-mixed waste (see Figure 1). The WIPP facility was opened for operation in 1999 when the first TRU waste shipment arrived at the WIPP facility for disposal.WIPP facility does not employ typical production aspects of a conventional mine. Instead, the mining focus is on the quality of the excavation to ensure safe disposal of TRU and TRU-mixed waste (Walls, 1991). GEOLOGY WIPP underground repository is mined within a 2,000 feet-thick bedded-halite formation (Salado Formation) (see Figure 2). The WIPP underground repository is located approximately 2,150 feet beneath the surface near the center of the Salado Formation. Geologic criterion and site-selection factors evaluated for the selection of the repository included topography, depth, thickness, lateral extent, lithology, stratigraphy, structure, erosion, dissolution, subsidence, surface water, aquifers, hydrologic transport, climatic fluctuations, manmade penetrations (U.S. Department of Energy, 1980).FACILITY DESIGN Profit did not play a major role in the WIPP’s conception like in a conventional mine. This was due to the extensive amount of additional regulations and safety controls that had to be built into the WIPP facility. Since it is nuclear and hazardous waste disposal facility, it must meet certain federal and state requirements for TRU-mixed waste. One of the major regulatory drivers for the WIPP facility is defined in the WIPP Land Withdrawal Act (LWA). One of the requirements in the WIPP LWA requires the DOE to submit documentation of continued compliance with Title 40 CFR Part 191, Subparts B, and C. These standards are regulated by the Environmental Protection Agency (EPA). The DOE must submit documentation of continued compliance (recertification) with these regulations every five years. In addition to the LWA, the Resource Conservation and Recovery Act (RCRA) is another major regulatory driver for the WIPP facility. Since the WIPP facility is categorized as a “Miscellaneous Unit” under 40 CFR, it must meet extensive environmental performance standards. These standards are defined in the WIPP Hazardous Waste Facility Permit (HWFP). The HWFP defines the terms and conditions that the Secretary of the New Mexico Environment Department has determined necessary to protect human health and the environment (U.S. Department of Energy and Nuclear Waste Partnership LLC, 2015)."

"In Antioquia region of Colombia – South America most of extractive activity is developed as artisanal and small-scale level, exploiting different types of minerals resources but predominantly gold. This is not only an ancestral livelihood of hundreds of families in this region, but also their unique way of subsistence. However, that situation has not had a positive effect in the sustainable development of this territory because of several unsustainability factors mainly related to mercury use for gold extraction, the incorrect management of tailings and the informal way in which miners perform their activity. In 2010 Antioquia was the place with the highest contamination by mercury in the world with serious effects in ecosystems and health of habitants of this region (Veiga 2010) This paper presents a Socio-Technical Model focused on strengthening capabilities and social capital of artisanal and small-scale miners and its surrounding communities in Antioquia region. This is based on processes of evaluation, design and implementation of appropriate technologies to obtain “clean minerals” without using mercury and with a right management of tailings. In gold extraction it is about gravitational methods of concentration, which take advantage of high density of this element. These methods not only are cleaner but more profitable for miners. Notwithstanding its technical origins, the current model proposes a holistic framework that manages the elimination of mercury in mining not only as a technology transfer matter. Thus, more than formalization the strengthening process seeks to promote a business vision in miners and to develop productive chains in surrounding communities, this means to improve the skills of artisanal and small-scale miners to organize in a corporative way and to help surrounding communities to provide support and supply services to mining and even to other companies. Besides, the articulation with local institutions drives to reinforce their functions of control and accompaniment. In shorthand, this effort aims to empower local institutions, miners and surrounding communities in such a way they are able to face together their own development challenges in a sustainable way."

"The addition of a new powerhouse at the existing Tulloch Hydroelectric site on the Stanislaus River in the western foothills of the Sierras Nevada Mountains of central California required a deep excavation in rock on the downstream face of the dam. A cofferdam (water exclusion device) was necessary to isolate the powerhouse construction site excavation from the existing Goodwin Reservoir and the turbulent discharge from the existing powerhouse. The cofferdam was positioned on a steeply sloping fractured rock surface exceeding 50 degrees.This paper describes the challenges encountered during design and construction of the cofferdam and describes the unique design features used to address these challenges including:•,The use of flat-sheet-piles to form cellular walls on the steeply sloping rock surface.•,The use of 5-ft deep tremie concrete plugs in the bottom of the sheet pocket cells to create the bottom seal of the cellular cofferdam walls against the sloping rock surface.•,The use of vertical post-tensioned rock anchors to provide shear resistance at the contact point between the base of the cellular-wall and the sloping rocksurface.INTRODUCTIONModification or expansion of existing hydroelectric power plants often require downstream cofferdams or water exclusion devices to temporarily separate new construction from turbulent downstream discharge of the existing dam. Most dams are positioned on solid rock in the narrowest and therefore the steepest section of the river. This combination of steeply slopingrock and the need for an exclusion barrier creates a challenge for the design engineer trying to maintain a safe dewatered construction site. Typical cofferdam solutions for hydroelectric dams usually use large granular filled circular sheet pile cells that perform as gravity structures. However, this type of structures is not well suited to steeply-sloping highly irregular rock surfaces in a confined area."

"At the beginning of 2007 the Austrian contractor PORR was awarded with remediation works for a 48-km long part of the railway line from Campina to Predeal – part of the Trans European main Corridors TEN-T priority line 22 Bucurest – Brasov, connecting the southeast European countries with the heart of Europe.Due to partly new realignment and change of regular sections as well as protection against rockfall and slope slide a huge bunch of slope stabilization works became necessary, which were awarded to the contractor PORR and their designer IB-Brandner.Following the studies of the tender documents for the planned protection measures responsible managers of PORR decided to propose an alternative protection design by IB- Brandner. Changing the original design a more flexible and environmentally compatible solution consisting of high performance net, soil nailing and rockfall protection systems (fences) was elaborated and adapted to local needs. During design process, several critical areas were identified and additionally taken into account.In the paper examples of the design and erection process show how difficulties in implementation starting with the presentation of the idea continuing to the realization on site were managed and a technically more sophisticated and commercially competitive solution could be delivered to the customer Romanian Railway – case study.The European Commission awarded – following an election process in which all citizens of the EU could join - the remediation project Railway line Campina – Predeal in Romania as the environmentally best EU co-financed infrastructure project. GENERAL PROJECT EVALUATIONDue to original design slope stabilization should be done by concrete slabs fixed with prestressed anchors and shotcrete cover.The area to be secured was limited to a 12-meter strip left and right from the railway track without reference to nature and local needs. Discussions with the client and his designer and rising awareness for the hazards to address took several months. Site visits in Austria to provide insight in the problems of dealing with natural hazards helped to convince the client of the needs and our alternative design."

"A buffer’s ability to dampen production variations is directly related to its size. Small buffers cannot handle large variations in production, resulting in production losses when their inventory is depleted or saturated. This paper presents a predictive control algorithm used to regulate the inventory in a buffer of limited size, subject to large production variations caused by an upstream batch process. The algorithm was designed to manage the acid flow rates in an acid regeneration process, servicing batch leach reactors at Rio Tinto Fer et Titane, in Sorel-Tracy, Québec. The objective was to increase production by reducing equipment downtime caused by imbalances in the acid tanks servicing the leach reactors. The controller attempts to maintain acceptable acid tank volumes by optimizing the leach reactors acid/slag ratio and reaction time as a function of anticipated acid needs, all while maintaining product quality.INTRODUCTION Some beneficiation processes in extractive metallurgy require processing bulk material in batches. Typical examples of metallurgical beneficiation batch processes are smelting, leaching, electrowinning, elution and carbon-in-pulp. These processes are often situated midstream in an ore beneficiation flow sheet and either receive or transfer ore to continuous processes. Batch processes, by their very nature, introduce large variability in the flow sheet, because they process large finite quantities of material at nearly periodic time intervals. In order to dampen variations in production, various buffers–tanks and stockpiles–are utilized to accumulate ore upstream and downstream of batch processes. A buffer’s ability to dampen production variations is directly related to its size (Phillis & Gumede, 2011). Small buffers cannot handle large production variations, resulting in equipment downtime when their inventory is depleted or saturated (Everett, 2010, Berton et al., 2013). Consequently, the batch equipment production rates must be adequately managed to minimize production losses, attributed to depleted or saturated inventories, while maintaining product quality. Algorithms that anticipate or predict future production variations are often utilized to regulate buffer inventories, subject to large flow rate variations (Salvo et al., 2002; Bonvin, 2013). This paper presents a predictive control algorithm used to maintain an acceptable volume in a spent acid tank servicing several batch leach reactors. The algorithm is implemented at the acid leach plant of Rio Tinto Fer et Titane, in Sorel-Tracy, Québec."

"South African mining operations depend on the skilled professionals produced through the tertiary education sector. In geoscience courses at the University of the Witwatersrand, which lead into the mining sector, there has been a significant increase in student intake over the past 15 years. This increase has been characterized by a radical shift in demography: in classes where white male students once formed the majority, black female students are now in the majority. This demographic shift appears closely linked to policies addressing issues of social justice and transformation in post-apartheid South Africa. We document this change and consider the role played by employment equity legislation (as in the Mining Charter) and corporate social investment strategies in the mining industry, notably through bursaries offered to black female students. We also look at the changing needs of the industry, where the critical need for managerial skills, not just technical knowledge, is highlighted through data from surveys of past students and industry managers. Our findings indicate the need for a curriculum adjustment to meet these changing requirements, as well as more rigorous selection criteria for bursars than simply gender, race, and appropriate matric results. IntroductionThe South African economy has historically been linked to mining and the exploitation of mineral resources. South African mining operations are dependent on the professional labour that is produced through the tertiary education sector, with critical thinking, teamwork, and the art of negotiation having been identified as the crucial skills required for this industry (Sideropoulos, 2014). Over the past three decades the South African system of education has gone through a period of dysfunction that it is struggling to rectify (Maphai, 2014). This has impacted on the levels of academic preparedness of students applying for places in higher education. Concurrently, government and university policies have widened access to higher education in response to the need to address issues of social injustice and transformation related to South Africa’s history of apartheid. As a result, the number of students admitted to universities has increased dramatically. In the School of Geosciences at the University of the Witwatersrand (Wits), the increase in student numbers has been accompanied by a significant change in demographics: classrooms which in the past were dominated by white males have given way to classrooms in which black females are often in the majority. This demographic shift is related to legislation such as the Mineral and Petroleum Resources Development Act and the Broadbased Socio-Economic Empowerment Charter, developed to reshape the socio-economic and equity frameworks of the country (Botha and Cronje, 2015). Requirements aimed at transformation in terms of management, skills development, and employment equity, together with corporate social investment (CSI) requirements, have resulted in bursaries being made available to attract students from designated groups, which in turn has increased the number of black students, and notably black female students, taking courses in geosciences. However, due to the economic downturn, instability in the mining industry has recently resulted in the downsizing of some mines, with international investors pulling out of South Africa. This instability resulted in devastating strikes across all sectors of the mining industry (Stewart, 2013) and in Marikana, an important platinum mining area, the strike culminated in a deadly shoot-out between miners and police. The resulting tensions spilled over into the gold mining sector, resulting in further strike action, shaft closures, and retrenchments. These challenges have implications not only for the mining industry in South Africa, but for the tertiary education providers whose graduates would have been absorbed into the mine-related workforce."

"Sublevel caving in Malmberget mine results in mining-induced surface deformation. One of the currently mined orebodies is the Printzsköld orebody. As mining deepens there is need to assess the behaviour of the cave formed in the subsurface above this orebody. Numerical analysis was used to assess the effects of extraction to deeper levels and perform strength parametric studies. Stress redistribution was studied, and the results showed high stress buildups in the hangingwall and the crown pillar. Two failure mechanisms have been identified – shear and tensile. Reducing cohesion by 50% increased the area of the yielded zone by more than 100% in the hangingwall.IntroductionThe Malmberget mine is owned and operated by the Luossavaara-Kiirunavaara AB (LKAB) mining company. Iron ore is extracted by large-scale sublevel caving. The mine comprises a total of 20 orebodies, about 10 of which are in production today (Figure 1). The mine is located in the municipality of Gallivare, about 100 km north of the Arctic Circle (Figure 2).Successful sublevel caving requires progressive caving of the orebody after initial blasting. This results in caving of the hangingwall, sometimes all the way to surface, resulting in surface deformation. As mining progresses to deeper levels a larger area is affected by deformation. Over the years, extraction from the Malmberget orebodies has led to deformation of the ground surface, affecting residential areas and existing infrastructure.Forecasting the caving process is not straightforward as it can be rapid or slow, depending on the rock mass conditions, stress conditions, the failure mechanisms at work, etc. Moreover, several of the orebodies in Malmberget are non-daylighting, which makes reliable caving analysis even more difficult, primarily since there is less available experience from such cases. The present study was designed to improve the understanding of the caving and deformation mechanisms at Malmberget, and in particularly for the Printzskold orebody"

"Conventional mining operations can produce a wide range of wastes containing gold and other precious metals but which are less suitable for processing by traditional methods. There are also types of ore that do not fit easily into a traditional processing flowsheet, e.g. because the refractory nature of their minerology or the combination of valuable metals is less suitable for traditional processes. Nevertheless, these potential sources of valuable metals remain unexploited resources that have attracted growing interest in the metals and mining industries over recent years. The challenge is therefore to develop and use alternative processing methods that have the flexibility of operation to cope with a wide variety of material types and tonnages, whilst providing high recoveries for valuable metals. Tetronics’ DC plasma smelting technology achieves industry-leading recovery rates for precious metals from a wide range of input materials and initial precious metal concentrations, whilst generating an inert slag-based material as a by-product (even when starting from a hazardous waste input material), approved within the EU for use in construction applications. This paper describes how this technology can be used as a key part of an overall process for the recovery of precious metals from these interesting materials.INTRODUCTION The extraction of gold from its ores by various forms of cyanide leaching has been practised by the mining industry for over a century (Minerals Council of Australia, 2005) and it remains the primary extraction method in a wide range of mining operations. The ability of cyanide to extract gold efficiently and quickly from lower grade ores without extensive additional processing, coupled with well-known methods to recycle the cyanide for re-use within the process mean it is often both the most economically preferable and environmentally acceptable method for recovering gold. As a result, 88% of all gold produced from mines in the USA in 2014 was recovered via leaching of open heaps or dumps (UGGS, 2016). Nevertheless, there are occasions where certain combinations of mineralogy and other circumstances reduce the effectiveness of cyanidation techniques, so that ever more elaborate additional processing steps are required, with inevitable increases in operating costs (Swash, 1988). In these circumstances, which are likely to be more common in future as ore qualities diminish, other methods of extraction may offer better alternatives. Whilst much less commonly used for Au extraction at present, pyrometallurgical methods are amongst the longest-established of these alternative approaches and merit serious consideration in such cases."

"Rare Earth Elements (REEs) and their compounds are essential for numerous modern high tech applications such as renewable energy technologies, catalysts and defense applications. The destabilization of REE pricing owing to the global demand and supply deficit has forced many countries to re-evaluate the possibility of indigenous production of REEs. Cost effective and eco-friendly opportunities are being widely explored for extraction of REEs from non-conventional mineral sources such as coal and coal byproducts to stabilize the supply chain. Coal from Central Alaska (Healy Coal Mine) and Southern Alaska-Cook Inlet (Wishbone Hill) province have been found to possess elevated REE concentrations as compared to average world coal estimates. The objective of the study is to enrich the REEs in the fine size fraction (-75 Microns) from Healy and Wishbone Hill by froth flotation technique. A Box-Behnken design was applied for modeling and optimization of some operating variables on the flotation to maximize REE enrichment. The variables studies were frother dosage, pulp density (% Solids) and collector dosage. Experiments were carried out using a statistical design and the main and interaction effects on response variable was evaluated by analyzing 3D response surfaces. Based on the experimental results the optimum flotation conditions for maximum REE enrichment in the froth fraction was obtained at 4.2% Solids and 32.7 ppm of frother dosage for Healy coal sample and 10% Solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic equation for modelling and optimizing the response variable is found to be independent of collector dosage for both the coal samples. INTRODUCTION Alaskan coal deposits are distributed in three major coal provinces and are in Cretaceous and Tertiary rocks. The climate, vegetation type and sedimentation process has attributed to low sulfur content (averaging 0.3 percent) in Alaskan coals compared to other coal deposits found across the globe. In Central Alaska-Nenana and Southern Alaska-Cook Inlet coal province coal resources are contained in Tertiary rocks while bulk of the Coal resource in North Slope coal province is contained in Cretaceous and Tertiary coal bearing rocks [1]. Coals from Central Alaska- Nenana (Healy) and Southern Alaska-Cook Inlet province (Wishbone Hill) have been found to possess elevated concentrations of critical REEs as compared to the amounts present in world coals (Figure 1). The Wishbone Hill deposit is considered a relatively small deposit, with about 14 million tons of identified reserves, compared to Healy which has over 500 million tons identified [2]. The REE concentrations up to 286 ppm and 524 ppm on ash basis have been reported by Gupta et al. in 2016 with elevated concentrations Ce, La, Y and Nd which are expressed to be of critical importance by US Department of Energy. Accordingly, the two coal samples possess the potential to be used as a REE resource in the near future under favorable socio-economic and geo-political scenarios. [3, 4]"

"Ferrochrome (FeCr) is vital for the production of stainless and high-alloy ferritic steels, since it is the only source of new Cr units. FeCr production is an energy-intensive process. The pelletized chromite prereduction process is most likely the FeCr production process with the lowest specific electricity consumption (SEC), i.e. MWh/t, currently in operation. However, due to increases in costs, efficiency, and environmental pressures, FeCr producers are attempting to lower their overall energy consumption even further. Recently, it was proven that pre-oxidation of chromite ore prior to pelletization and prereduction significantly decreases both the SEC and lumpy carbonaceous reductants required for smelting. This paper presents the first attempt at conceptualizing the technoeconomic feasibility of integrating chromite pre-oxidation into the prereduction process. Financial modelling yielded a net present value (NPV) at a 10% discount rate of approximately R900 million and an internal rate of return (IRR) of approximatelyy 30.5% after tax, suggesting that the implementation of pre-oxidation prior to pellet prereduction may be financially viable. Sensitivity analysis indicated that the parameter with the greatest influence on project NPV and IRR is the level of prereduction. This indicates that the relationship between maintaining the optimum pre-oxidation temperature and the degree of prereduction is critical for maximium process efficiency. IntroductionStainless steel is a crucial alloy in modern society. Virgin chromium (Cr) units used in the manufacturing of stainless steel are obtained from ferrochrome (FeCr) – a relatively crude alloy consisting predominantly of Cr and iron (Fe) (Murthy, Tripathy, and Kumar, 2011; Beukes, van Zyl, and Ras, 2012). FeCr is produced mainly by the carbothermic reduction of chromite ore in submerged arc furnaces (SAFs) and direct current arc furnaces (DCFs) (Neizel et al., 2013; Beukes, Dawson, and van Zyl, 2010; Dwarapudi et al., 2013). The energy required to heat, smelt, and reduce the chromite ore to the metallized state is supplied by electricity (Pan, 2013). FeCr production is an energy-intensive process, with a specific electricity consumption (SEC) varying from 2.4 MWh/t to more than 4.0 MWh/t FeCr produced, depending on the process applied (Pan, 2013; Neizel et al., 2013). Daavittila, Honkaniemi, and Jokinen (2004) stated that the typical operational costs of FeCr smelters can be divided into four categories, i.e. chromite ore (30%), carbonaceous reductant (20%), electricity (30%), and other production costs (20%). This makes electricity consumption the joint largest factor that influences operational costs in FeCr production."

"Due to the low concentrations of gold, direct measurement of gold concentration in ore on belt has not been seriously considered to now. Pre-concentration or sorting strategies have largely consisted of particle sorting based on secondary characteristics such as colour, which can be successful in select cases. CSIRO has produced sample measurement results using gamma activation analysis of ~300 gm samples with accuracies of around 30 ppb at best. With this encouragement, a feasibility study into gold ore measurement on belt for the purpose of sorting pods of gold ore has been undertaken. The study described here included, prototype design options with existing industrial Linacs, extensive Monte Carlo modelling of measurement sensitivity and shielding, further sample measurement, a study of the interaction of target measurement accuracy and sorting efficiency, and a rough estimation of potential economic benefit. The projected model sensitivity of around 0.1-0.15 ppm (1 standard deviation) in 10 seconds for 1 ppm average feed result in good bulk sorting performance and intriguing economic potential.INTRODUCTION Pre-concentration or sorting strategies for gold ores have largely consisted of particle sorting based on secondary characteristics such as colour or density, which can be successful in select cases (Klein, 2010). No method is available to measure gold content for sorting in particles or even in bulk on belt, principally due to the low concentrations of gold present. In fact, in many cases it is difficult to do rapid bulk grade measurements of base metal ores with concentrations many orders of magnitude higher. By a fortunate quirk of nature gold is particularly amenable to gamma activation analysis (GAA). CSIRO has performed extensive work in GAA of samples of crushed ore (Tickner, 2017). This has resulted in the Photon AssayTM technique that is currently being commercialised through the CSIRO spinoff company Chrysos. The technique relies on the recent availability of industrial high intensity X-ray sources such as Linacs which are currently being used in industry for security, medical and sterilisation applications. This development has led to CRC ORE funding a feasibility study to determine whether on-belt measurement of gold concentration is possible at a rate and accuracy sufficient to be useful for bulk sorting, where pods of ore are diverted rather than individual rocks. The study in the first instance is based on Monte Carlo modelling that has successfully predicted the performance of the sample based gold measurements. As well as the measurement feasibility consideration was also given to the likely heterogeneity of gold ores and hence the degree to which useful separation could be achieved. This is then tied to a back of the envelope evaluation of the order of magnitude economics of bulk sorting in an example deposit."

"The demand for commercial and residential construction has continued to evolve across the United States over the last decade. Our markets demand larger, deeper and inherently more complex structures, located within increasingly constrained urban locations and with challenging geotechnical conditions. As project demands incrementally escalate, specialty contractors are continuously challenged to extend their state of practice. Development in the size and capabilities of construction equipment, tooling, techniques, monitoring and verification systems over the last decade has consistently allowed contractors to build larger and deeper. For support of excavation (SOE), in addition to scale, selection of the most appropriate system has been a key to success in the most challenging ground conditions. This selection process is based on sound engineering and construction practice, and also prior experience, both positive and negative. Ultimately many Owners have chosen to manage their risk of SOE construction through design-build contracts, which allows specialty constructors to optimize the balance of cost, schedule, scope and associated risk based on their local expertise. Successful implementation of a design-build methodology begins long before a contractor is selected, with identification of key project requirements and risk factors during the feasibility studies and design development phases. In these early stages of the project development, advice and budgets are frequently solicited from Specialty Contractors. The Owner, Construction Manager and Consulting Team will filter this input from multiple sources to provide their specific recommendations, develop construction documents and select the appropriate form of contracting. Only in the final stages, after award of a Design-Build Subcontract, can the successful specialty contractor directly influence risk management approach on the project. A case study is presented from Block 9 in San Francisco’s Transbay District. This project demonstrates the incremental identification, assignment and mitigation of construction risk through the planning and design build process for SOE on the deepest planned excavation in San Francisco.INTRODUCTIONThe mature urban development market in United States results in high demand for complex Support of Excavation (SOE) schemes on constrained sites. The Design-Build approach can be applied to increasingly difficult SOE challenges, combining regional specialty subcontractor knowledge and experience in order to optimize solutions for cost and schedule. The most successful applications will involve early engagement of shoring subcontractors within the project teams, during feasibility and design development stages, in order to identify key scope and risk issues, and their potential solutions. Throughout the project development, it is important to reasonably assign responsibility for construction risks amongst the project stakeholders who are best able to control them.This paper presents a case history for San Francisco’s Block 9, a well-planned and successfully executed design-build SOE project in San Francisco’s Transbay Redevelopment area. Throughout the 4 year period from the Developers initial proposal to the Redevelopment agency, through completion of excavation down to subgrade, the project team developed a series of increasingly refined SOE schemes, with corresponding scope definition and cost and schedule estimates. This program relied on early identification of key challenges and risks for the project, and evolved through multiple phases of proposals as first the General Contractor (GC) and then Specialty Shoring Subcontractor were engaged for the project. The scheme, cost and schedule refinements continued throughout construction in order to accommodate unanticipated conditions and events as they unfolded."

"REVIEW OF ISA's DRAFT EXPLOITATION REGULATIONS – HAVE KEY STAKEHOLDERS' CONCERNS BEEN ADDRESSED ADEQUATELY?In early August 2017, the ISA published a revised draft of the exploitation regulations. My presentation will focus on the extent to which key State and Contractor issues raised in formal submissions in November 2016 have been addressed in the revised draft and any additional key issues in the revised draft which are likely to cause significant concern for Contractors.ABSTRACTFollowing the ISA's call for submissions in response to draft zero of the exploitation regulations in July 2016, 43 responses from stakeholders were received by the ISA in November 2016. My presentation will start by briefly looking at how the ISA has continued to engage with stakeholders following the publication of draft zero of the exploitation regulations, including at payment regime workshops in London (November 2016) and Singapore (April 2017) and at the environmental workshop held in Berlin in March 2017. It will also touch on the publication in February 2017 of what was in effect a very preliminary draft of the environmental regulations before moving on to consider in detail the extent to which key State and Contractor issues have been addressed in the ISA revised draft exploitation regulations which were published in August 2017. My review of the formal submissions will include, amongst other things, commentary on:(i) the level of Stakeholder response (State Parties to UNCLOS, Sponsoring States, Privately owned Contractors, State Owned Contractors and NGOs);(ii) the quality of the submissions (particularly by States and Contractors); (iii) the key concerns raised by State and Contractor stakeholders and how those issues have been addressed in the revised draft exploitation regulations; and(iv) how all stakeholders need to further engage with the ISA to ensure that the exploitation code adequately addresses the legitimate and reasonable concerns of each Stakeholder group (e.g. Contractors, Sponsoring States, Developing States and NGOs)."

Black Thor chromite ore from the Ring of Fire deposit in Northern Ontario was carbothermically reduced in a microwave system to produce a ferrochromium alloy. The as-received ore contained 43.0% Cr2O3, 19.9% Fe2O3, 14.5% MgO, 13.4% Al2O3, and 7.0% SiO2. Activated charcoal was utilized as the reducing agent. Firstly, TGA/DTA and permittivity studies were carried out in order to determine the relationship between the reduction process and the microwave susceptibility. Secondly, microwave reduction experiments were performed on the chromite ore. The variables investigated were; the amount of carbon, processing time, input power and type of atmosphere. A maximum chromium grade of 76.1% and a chromium metallization of 82.7% were obtained for a processing time of 20 minutes, a power input of 800 W, and a carbon addition of 15% in an argon atmosphere.

"The acoustic emission/microseismic monitoring (AE/MS) technique has widely been used in the mining environment for the monitoring of rock mass stability. A successful implementation of the method is hinged on being able to accurately determine the P- or S-wave arrival which is then used in the determination of the source of an event. Determination of the arrival phase is usually performed visually by a human expert. However, the mining environment is characterized by high noise levels and different noise types of varying intensities. Therefore, performing manual phase picking on time series data acquired from the AE/MS monitoring system can sometimes be tedious and time consuming if not impossible. In this paper, a proposal for improving manual P-wave phase arrival picks is discussed. The method involves the filtering of the AE/MS data using a stationary discrete wavelet transform (SDWT) method. After filtering, appropriate scales/levels of the multi-level decomposition process are then selected for further processing. The first step in the picking process after filtering, requires the computation of the signal power and the root mean square (RMS) using the signal amplitudes at each scale. The preliminary P-phase arrival time is picked using the results of the calculated power and RMS values respectively. The calculated RMS values are then superimposed on the calculated power values to determine the final arrival picks. If the arrival time picks obtained by both methods coincide or are within 5 to 10 sample points, the pick is considered reliable. The accuracy of the method was verified using AE/MS data from two datasets obtained from two separate underground mines. The results of the study showed that the picking method is reliable and robust. Based on the data studied, it can be concluded that the method will help reduce the time usually spent in processing AE/MS data from mines. INTRODUCTION A successful identification and location of the source of acoustic emission/microseismic (AE/MS) events is mainly dependent on the onset time of the P-wave phase. In many seismic networks, initial picks are performed by picking algorithms followed by manual picks by human experts. If the waveform signal-to-noise ratio (SNR) is low, the P-wave onset time picks by the human expert is generally reliable and accurate [1]. However, for waveforms with high SNR, picking of the P-wave onset could be a major challenge. Also, due to the volume of data acquired daily, manual processing could be stressful and time consuming [2]. These challenges continue to provide motivation for alternative means of providing reliable and efficient ways of improving manual phase picking. The AE/MS technique has been an intergral part of safety monitoring in mines [3] due to its capacity to identify zones of instability in a monitoring area. To obtain an accurate source of an AE/MS event however depends on the quality of the data used for P-wave phase picking [4, 5]. AE/MS data from mines are generally contaminated with excessive background noise generated by the different mining operations. The AE/MS signals of interest are mostly buried in background noise which makes it difficult to pick the P-wave phase arrivals [4]. Processing AE/MS data acquired in noisy environment remains a major challenge due to the weak nature of AE/MS signals [6]. As noted by [4] most of the data recorded in the mine environment are mainly due to events not related to AE/MS events of interest. The complexity of data in this type of environment makes the detection and picking of P-wave arrival by human experts a very difficult task."

"Ferromanganese crusts and nodules from the Amerasian basin of the Arctic Ocean are characterized by a unique composition compared to crusts formed elsewhere in the global ocean (Konstantinova et al., 2017; Hein et al., 2017). One of the most significant differences from global ocean crusts is the high detrital mineral content; mass balance calculations show that it may be as high as 35% in some samples (Hein et al., 2017).These Arctic Ocean Fe-Mn crusts also typically have three distinct megascopic layers, except for thin crusts; less commonly, four layers are noted for thick crusts. The age of initiation of Fe-Mn crust growth in the Amerasia Basin varies from 14.8 Myr to 0.7 Myr ago based on the Manheim and Lane-Bostwick (1988) Co chronometer, Be isotopes, and Th excess methods (Dausmann et al., 2015; Konstantinova et al., 2017; Hein et al., 2017).Samples and MethodsFourteen Fe-Mn crust samples recovered on Russian and U.S. research cruises were chosen for analyses based on their morphology, composition, water depth, genetic type, and location in Amerasia Basin. Seven samples from four distant dredge sites along Mendeleev Ridge and seven samples from four locations on the Chukchi Borderland are included (Fig. 1). Dredge site water depths vary from 3850 to 2100 m with the deepest samples from the Chukchi Borderland. Many of the selected samples were described in previous publications (Konstantinova et al., 2017; Hein et al., 2017)."

"Deep foundations utilize the varying soil conditions to provide the most cost-effective or practical scope for a given jobsite. Once the scope has been determined and the engineering applied, the element can be installed and tested to determine if it is suitable. QA/QC programs are vital for the assurance that the element designed by the engineer has not only been properly constructed but that the design assumptions are confirmed. The two deep foundation elements referenced are drilled displacement piles (DDP) and micropiles. Each of these elements allows for large loads to be distributed deep into the subsurface geology. Having the technology and ability to monitor the tests in real-time can be beneficial to a contractor in determining if the design is adequate or if adjustments need to be made on future piles. The proper QA/QC guidelines for installation and monitoring need to be in place to ensure that an accurate interpretation can be made on the pile. This paper discusses the typical testing and the positive results that the author has encountered using the latest advances in strain analysis.KEY TERMSDrilled Displacement Piles:A deep foundation system that has the ability to shed load into the geology through shaft resistance as well as tip resistance, similar to drilled shafts. This pile element is unique in that it has a consistent pile section and thus a consistent modulus of elasticity.Micropile:A deep foundation system used in applications where the foundation lies over material not suitable for a spread footing and the ideal soil stratum is deep below the foundation. Micropiles will have two different cross-sections consisting of a cased section and an uncased section. For this reason, this pile type requires additional analysis when computing stress-strain relationships.Geokon Strain Gauges:Instrumentation such as Models 4911A-4911 Vibrating Wire Strain Gauges ( known as Sister Bars) are designed to be embedded in grout and calculate loads based on the change on grout strain over a period of time.Stress:A pile element is under a compression (axial loading) load when a force acts along its axis and is normal to the plane of the section. The corresponding stress the pile is experiencing is described as a normal stress. The stress is obtained by dividing the magnitude of the load distributed over the cross-section by the area of the pile cross-section, as shown in Eq. 1."

"In many gold deposits, a reasonable amount of the gold that remains in the cyanide leach tailing is associated with pyrite. Some gold plants have found it economical to incorporate gravity circuits on the cyanide leach tailing to recover the gold bearing pyrite before subjecting it to fine grinding, then recycling the ground pyrite back to the cyanide leach circuit. For low grade gold deposits the loss of gold bearing pyrite is exacerbated as the broader process economics normally favour a coarse grind (> 150 ?m). An option that has received attention over the last decade is to recover the gold bearing sulphides in the milling circuit by gravity, similar to the widely-practiced gravity recovery of free liberated gold. The modelling and simulation of a gravity gold circuit in a milling flowsheet is relatively simple compared with a gold bearing pyrite circuit, as the recycle advantages and breakage functions for gold and pyrite are quite different. This current work represents an attempt to simulate the gravity recovery of gold bearing sulphides in a milling circuit that also incorporates fine grinding, using relatively simple simulation models. The simulation results are further explored with reference to the economics of this type of circuit.INTRODUCTION It is well known that gold is associated with pyrite in most sulphide gold deposits and that the amount of gold associated with pyrite will vary from deposit to deposit. Most of the gold associated with pyrite is liberated in the grinding circuit during the processing of a gold ore. However, some gold remains occluded in the pyrite and is lost in the final leach tailings. Little information is available in the literature on methods to enhance gold liberation from pyrite by specifically removing pyrite, either in the grinding circuit or from the final tailings stream, and grinding it finer. One of the earliest record of this approach is described by King (King, 1949) where pyrite present in Witwatersrand gold ores was recovered by circular jigs and Johnson barrels followed by fine grinding of the concentrate prior to cyanide leaching. Dominy et al., 1970, provides information on the use of Yuba jigs to recover pyrite from the discharge end of ball mills. Again, the jig concentrate was ground to a fine particle size before cyanide leaching to recover the liberated gold. Unfortunately, no information is provided in these articles on the additional gold recovery from implementing these circuits in a flowsheet. Martins et al., 1993, provides details of a gravity circuit using Reichert cones and spirals to recover gold bearing pyrite from a cyanide leach tailings followed by fine grinding of the pyrite concentrate in a Tower mill. The ground concentrate returned to the front end of the already installed leach circuit. Overall recoveries were increased by some 2% to 4% depending on the amount of gold and pyrite in the plant feed."

"The first SkimAir flash flotation cell was installed in Outokumpu’s Hammaslahti Copper Concentrator in 1982 to prevent overgrinding of soft sulphides in the milling circuit. Since this first installation the popularity of the flash flotation has fluctuated depending on metal market conditions and regional preferences. Units have been installed in many commodities including copper, lead, gold, PGMs, silver and nickel. Though it has been successfully employed in many operations around the world, flash flotation technology is still not well understood by many in the mining industry. This paper will discuss aspects of flash flotation flowsheet development along with some of the metallurgical and engineering considerations required to successfully incorporate flash flotation into new or existing milling circuits. This paper will also try and debunk some of the myths that exist around flash flotation cells and their operation. Case studies of flash flotation implementation will be discussed.IntroductionModern flash flotation technology was developed several decades ago by Outokumpu, with the first commercial installation of this technology being at the Hammaslahti concentrator in Finland in 1982 (Kallioinen & Niitti, 1985). This was a relatively modestly sized SK80 cell producing final grade copper concentrate directly from the flash flotation cell operating in the grinding circuit. Since that time the size and number of flash flotation cells installed globally has grown considerably to the point where today, it is a widely known application of flotation technology for amenable ores. Owing to their long history in developing the technology, Outotec are the market leader with their SkimAir range of flash flotation cells. Though there is a general awareness of flash flotation process in the mineral processing industry, there is a lack of detailed understanding of the process and the benefits it can provide to new and existing operations."

"A Demag CC1800 crawler crane was partially erected on crane mats adjacent to a seawall when settlements near a corner of the crane mat area were observed to be slightly larger than previously assessed. A ground improvement program including installation of dry soil cement mix (DSM) piers was implemented to improve soil bearing capacity. Due to near-surface obstructions, only 75 percent of the DSM piers were installed to the design depth. Because of the partial installation of the DSM piers, an evaluation of the crane pad stability and the effect of the crane loading on the stability of an adjacent 10-ft high concrete seawall, which was believed to have limited (if any) reserve capacity, was required. A two-dimensional finite element model was developed to evaluate the responses of the partially improved ground and the sea wall to the loads imposed by the crane. Geotechnical site investigation and laboratory testing programs were performed to better define the subsurface conditions near the area where settlements occurred and to provide the required mechanical parameters for the soil constitutive model. Analysis results indicate that total and differential settlements of the crane pad and the increase in load on the seawall were tolerable provided limited excavation and replacement of weak dredged soils outside the DSM area would be implemented.INTRODUCTION & BACKGROUNDA Demag CC1800 was erected on 8 ft × 16 ft crane lattice mats at about 12 ft from an existing seawall. Approximately 3.5 in. of subsidence was observed at one corner of the crane mats, while the crane was partially erected and stationary. The approximate location of the crane mats with respect to the existing seawall when the subsidence occurred is shown on Fig. 1.The seawall consists of a reinforced concrete wall connected by reinforced concrete bents to a composite section of sheet pile wall; the total depth of the seawall is about 29 ft. The bents are spaced at about 20’4” and supported by five piles at each bent location. The composite sheet pile consists of concrete and a sheet pile section with a reinforced concrete wale section. The retaining wall is about 10 ft in height and is supported at three levels. The first support level comprises a 2-½” diameter steel rod near the top of the wall spaced at 40’8” the second and third level supports comprise 1-½” diameter steel rods spaced at about 5’6”. The second level support is inclined at about 10 degrees below horizontal and the third level support is oriented horizontally through the wall footing. A schematic of the seawall section is shown on Fig. 2.A geotechnical site investigation was implemented soon after the subsidence was observed. The program included advancing four borings to a depth ranging from 16 ft below ground surface (bgs) to about 30 ft bgs. In general, the investigation showed sandy material (likely fill that was used behind the retaining wall) from the ground surface in two borings located immediately behind the retaining wall. The other two borings furthest from the retaining wall showed very soft to soft clay (possibly dredged material) from the ground surface to a depth of about 10 ft bgs. Based on this information, the ultimate bearing capacity of the subsoils was estimated to range from 1,200 to 2,000 pounds per square feet (psf). From the anticipated crane loading (weight of the crane and loading lifts), a minimum allowable bearing capacity of about 1,500 psf would be required for safe operation. To achieve the required bearing capacity a ground improvement program was selected and implemented."
