We look at the empirical evidence of coal block auctions in India to understand how competitive intensity affects the bid amounts in common value auctions. The results suggest that competitive intensity measured through the number of bidders for a coal block is instrumental in determining the bidding outcomes. The presence of higher numbers of bidders in the auction leads to higher bids - every additional bidder causes the bid amount to rise by INR 142.67 per tonne of coal for auctions studied for 127 coal blocks from 2014 to 2023. The paper also examines the moderating and mediating effect of competition on bids and on excess of bids from the comparative market price of coal from alternative source of Coal India Limited. The results indicate that competitive intensity does not have statistically significant impact on the relationship between common value of coal blocks and bids, neither as a moderator nor as a mediator. The strategic behavior of the bidders has also been observed as bidders have been seen to bid in a higher than market price in order to outbid the competitors.

The use of column flotation cells for recovery of phosphate is becoming more common practice in certain parts of the world (Brazil, Russia) where igneous phosphate ores are processed. Igneous phosphates are generally finer grained (< 200µm) than some of the traditional sedimentary phosphates (<400µm). Australian phosphate from the Georgina basin is sedimentary, but has a much finer grain size (typically < 106µm) than similar deposits in North Africa and the USA.In 2013, Arianne Phosphate completed a bankable feasibility study for the development of their igneous phosphate deposit at the Lac a Paul site in Quebec. Initially, lab test work and bench scale piloting indicated that using traditional mechanical flotation would be able to produce adequate concentrate grade and an economic level of recovery, but would necessitate the installation of a complex and operationally challenging flotation circuit. Later pilot plant testing using column cells resulted in a significant reduction in process complexity and facilitated the processing of the -20µm ore fraction which resulted in a 10% increase in P2O5 recovery and a 5% increase in concentrate grade %P2O5.Flotation column testing achieved a concentrate grade of 38.6% P2O5 at a P2O5 recovery of 90%. Using a mechanical flotation cell circuit, the concentrate grade was 36.4% P2O5 with a P2O5 recovery of only 78.8%. A noticeable feature of the testing was the simplicity of the column flotation circuit configuration (Rougher + 2 stages of cleaning + Cleaner Scavenger) compared to the mechanical flotation cell circuit (Rougher + Scavenger + 3 stages of cleaning).The financial benefit for this case study was estimated using a sales price of US$ 195/t FOB for a 38.6% P2O5 product, and an assumed cost of production of US$ 95/t, the netback price is calculated at US$100/t. For a daily milling rate of 55,000t/d, the improved flotation performance provides additional concentrate production of 1,203t/d. Using the netback price calculated above, this calculates to additional gross profit of US$ 120,260/d.Annualised, this equals US$ 40.7 million in additional revenue for a similar or reduced CAPEX.The use of column flotation on fine grained phosphate ore types often requires fine grinding and desliming to liberate the phosphate value, such as the Australian sedimentary phosphate ores. Metallurgical process control systems in mineral plants often employ state-of-the-art monitoring analysers in an attempt to optimise plant operations and enhance mineral recoveries. These systems are unfortunately invariably fed by simplistic ‘sampling’ designs consisting of various in-stream methods or pressurised probes. These are unfortunate compromises and provide a false picture of what a mineral flotation or other process can achieve. The situation is further aggravated by some manufacturers using misleading marketing to suggest discrete cross-stream methods for metallurgical accounting and unreliable continuous in-stream off-takes for control sampling and that they are of synonymous integrity.Reliable, absolute or representative samples are often absent in many modern day concentrator plants, due to compromises around sample taking, particularly in terms of delineation and extraction errors and thus leading to sample bias. For more reliable information from online analysers we need a continuous, but much more reliable sample taken, than is current practice.Online analysers require a fully proportional and continuous supply of sample for effective process control, otherwise maximised or benchmark recoveries will be nothing but a pipe dream. Large discrete cross-stream samples from mechanically less reliable equipment cannot be used as feed to online analysers, as it will negatively impact real-time feedback and efficient process control.It is possible to build correct sampling systems that could do both process controls online and metallurgical accounting at the same time. Multotec Process Equipment (Pty) Limited, in close association with experienced sampling consultant Francis Pitard, have jointly patented a concept to achieve this and which is embodied in the design of the unique Rotating Cone® Sampler (International Patent Application No. PCT/IB2016/057464). INVESTIGATION by German chemists during the World War showed that particles of iron oxide form rapidly in iron pipes carrying hydrogen gas under pressure when the gas contains small amounts of water. Under these conditions, the gas frequently exploded when expanding into a dirigible. The explanation of the explosions lies in the building up of a charge of static electricity in the flow just beyond the orifice and the ignition of the gas by a spark accompanying discharge of the electricity. Friction between the moving particles and the pipe generated the electric charge, which was manifested by a pale blue glow formed in the flow at pressures above two atmospheres. In one experiment, this glow, at eighty atmospheres, extended for a distance of forty to fifty centimetres, but did not ignite hydrogen and air mixtures until the charge was col-lected by a conductor and discharged across a gap between electrodes placed at the side of the column of gas. Autoignition did not occur when this discharge was effected at a distance from the gas column, nor if the gas used was thoroughly dried and free from impurities. The electric charge has been studied by placing various wire and screen conductors in the outcoming stream of gas, Guest having summarized these experiments. The application of these conclusions to fires in petroleum and natural gas issuing uncontrolled from wells is made in the following paper, citing the ignition of a wild gas well in Texas.

Sustainable development is at odds with reality in the minerals industry. Increasing world population and aspirations are leading to increased energy and mineral consumption. Non-renewable fossil fuels are being exploited at a much faster rate than they are being discovered. Mineral reserves are diminishing and of lower grade. Despite recycling, many of the economic reserves of the rarer metals on which technological society has come to depend are being depleted, and many of the bulk metals are being exploited at ever increasing rates. And yet, mining continues, with a long-term downtrend in commodity prices, matched by more efficient mining and processing. Will society turn to a low carbon economy before fossil fuels are depleted? Will prices come to better reflect the full cost of mineral production? Will technology save us, or is it at the root of the problem? The key drivers continue to be an ever increasing aspirational population and the law of supply and demand, rather than sustainability considerations. The paper illustrates this with examples of worldwide and Australian data.

Capital investments are made for a variety of reasons, ranging from providing incremental capacity at existing operations to developing and implementing new technologies intended to radically improve a company's capabilities. These projects generate very different business opportunities and create value in distinctive ways. For incremental improvements, the capital budgeting process assures at least a loose fit between short-term goals and readily available resources. However, the criteria used to evaluate capital projects often prevent a company from committing to more aggressive goals, which lie beyond the firm's current abilities or resources. Such projects may not have clearly identifiable future cash flows, and the degree of interaction with other projects and the nature of the risk incurred may be difficult to estimate. Additionally, by focusing only on quantifiable benefits, the budgeting process often fails to recognize "soft" improvements such as increased operating flexibility or new knowledge generated by such projects. By rejecting these projects, the capital budgeting process may actually harm the company's future competitive position.

A pilot plant paste thickening campaign was conducted at the Anglo Platinum Limited Mogalakwena South Concentrator plant in South Africa in order to determine the water saving capability of P&TT technology. In the process a simple water consumption model was developed for estimating the overall water consumption of the mine. The model indicates that for the Mogalakwena tailings, significant water savings are achieved by discharging thickened tailing directly to the TSF but only at densities where free water release at the TSF is close to zero. Vision 21 is a government/industry/academia cost-shared partnership to develop the technology basis for integrated energy plants that will, early in the 21stcentury, result in the deployment of ultra-clean plants that produce electricity and “opportunity” products. Vision 21 plants will use fossil fuel feed-stocks in combination with other domestic resources, e.g., biomass, municipal waste, and petroleum coke. Opportunity products could include transportation fuels, steam, high-value chemicals, synthesis gas, and hydrogen. Performance targets for Vision 21 plants, example plant configurations, and the key technologies that will be needed are described.

The scope of this project was to research, develop and eventually produce a personal occupational hygiene and safety exposure monitor system to assist in recording and analysing various stress factors that could affect the health, wellness and safety of employees, i.e. that could result in injury or ill health of workers, create stress build-up within individual workers that could negatively affect worker alertness and safety, and, may even result in permanent disability or death. Utilized systems at the time were all reactive, whereas the DOHEMS (Proactive Digital Occupational Hygiene and Safety Exposure Monitoring) System enabled the measurement of exposure (and associated risk) in a proactive manner via real-time exposure and digitized recordings. The idea of the development was to create a unit that is so cost effective, small and light that every worker can use a system on a daily basis. The development will eventually replace current, bulky and expensive monitoring equipment. The device must be a portable battery operated device and monitor the immediate working environment by periodic sampling for vibration, noise, toxic gasses (NO/NOX/CO/VOC, etc.), body temperature and heart rate. The samples must be time and date stamped, utilizing a real-time clock (RTC) synchronized with the closest regional secondary time source and related to synchronized real-time video captured samples. These samples are then recorded onto a rugged non volatile storage device with the capacity to store a vast number of samples covering the entire working shift of eight (8) hours plus. The system has been fitted with a clear visual local alarm indication system, indicating any excessive exposures or stresses, for the worker?s supervisor to respond to. This system allows for a pro-active approach. The system is also a wireless system (to the external environment) so as to not affect the mobility of an employee and flameproof to allow for use in explosive environments. Mining companies and contractors are looking at Wirtgen Surface Miners to provide flexibility at their operations. Wirtgen Surface Miners have been used in the surface mining industry for over fifteen years. The principle behind the Wirtgen Miner is a rotating drum equipped with tungsten carbide tipped cutting tools that excavates and sizes the material. The drum helix augurs the mined material to the center of the drum where it is loaded onto the primary conveyor belt. From there the material is conveyed to the discharge belt and into a truck bed. The cutting drum is located in the center of the machine, near the center of gravity. This permits the machine to cut hard materials as the entire machine weight is converted into cutting forces. Conventional mining practices are process, equipment, and labor intensive. Furthermore, strict environmental requirements pertaining to noise levels, dust pollution, and blasting, near buildings or urban areas, limit the application of conventional methods. Mining/ Construction contractors are using Wirtgen Miners in various limestone excavation projects, such as highway expansion projects, and new roads in housing developments. Mining companies in the industrial minerals and coal industry are using Wirtgen Miners to load directly onto trucks, eliminating the rehandling process and ultimately, primary crushers.

"The demand for minerals and metals is increasing. Head grades of ore bodies are dropping. Remaining ores are becoming finer grained, more complex, and more logistically challenging. Mineral processing – in particular comminution – already consumes a huge amount of energy. But in 20 years’ time, it will require about six times as much energy as today to meet the world’s mineral demand.Unless we do something different.As minerals professionals, it is our job to find that “something different”. The world is relying on us. Of course, we must look for new breakthrough technologies and techniques. We must find them, and we will find them – most likely in surprising areas.But what if we also already know how to make 30-50% improvements to efficiency? Just by using existing technologies, by applying modern analytical techniques, by custom designing our plants, by applying manufacturing principles, by breaking down our management silos between disciplines.The thing is, industry professionals already know this. Yet – in spite of a lot of intelligent people trying very hard – we just can’t seem to make it happen.This discussion considers why, despite our best efforts, we don’t get the best out of what we already have. Why we are wasting energy and money. Once we understand why, we can set about unlocking that value and improving industry productivity and energy efficiency. We will discuss the role that professionals and volunteer professional organisations like CMP and CEEC can play in catalysing the changes."

Enclosed cabs are a primary means of reducing equipment operators? silica dust exposure at surface mines. The National Institute of Occupational Safety and Health recently performed a laboratory study to evaluate which factors on an enclosed-cab filtration system are most significant. The various factors evaluated were intake filter efficiency, intake air leakage, intake filter loading, wind infiltration, use of a recirculation filter, and the use of an intake pressurization fan. The result of this laboratory testing has shown that the two most important factors for an effective filtration system on an enclosed cab were the efficiency of the intake filter and the use of a recirculation filter. A higher-efficiency intake filter considerably increased the quality of the intake air that was delivered into the enclosed cab. It also was determined that air leakage around the intake filter notice-ably reduced its air cleaning effectiveness. The second key factor is the use of a recirculation filter, which was shown to improve the air quality in the enclosed cab by six to 12.7 times more than the intake filter alone. The reason for the significant improvement was that the cab air was constantly drawn through the recirculation filter, thus continually filtering the dust out of the air.

The only economically significant deposit of dolomite in New Zealand is at Mount Burnett, in north-west Nelson. The dolomite, associated with marbles and schists, is complexly deformed, and is of Paleozoic age.A very large quantity is present, although the recoverable amount is to some extent limited by the difficult terrain.Physically the quality of the dolomite is excellent. It is a tough, durable, fine grained rock. Chemically it is a little more variable. The range and frequency o~ the more important impurities are illustrated by hlstograms, as is the "dolomite factor"-a measure of the amount of the mineral dolomite in the rock. lbe dolomite factor averages 84 per cent, the remainder of the rock consisting largely of calcite. Quarrying, milling, production, and uses are described. In 1966 production reached 13,250 tons.

The viability of physico-chemical purification methods such as selective flocculation for separation of two components having similar chemical composition and same crystal structure but different surface properties is demonstrated. Loss of selectivity was observed in a dolomite-dolomite mixture with Polyethylene Oxide (5 million molecular weight) as the flocculant. Hetero-flocculation was minimized using a low molecular weight PEO (MW -105) as the site blocking agent (SBA). Near complete separation was achieved at pH 10.5 at 100% recovery level.

"Dome mine, in the Porcupine mining camp of northern Ontario, is one of the important gold mines of Canada, its production of gold from the commencement in 1910 to the end of 1946 having a value of $149,000,000.GENERAL GEOLOGYThe oldest rocks in the mine are greenstones of Keewatin age(l). Those to the south are known as the southern greenstones, but little is known of their structure. Those in the northwest part of Fig. 1 and the north part of Fig. 2 are known as the northern greenstones or greenstone 'nose'. They face north, dip steeply north, and end to the east against an unconformity which pitches northeast about 20°. The volcanics are overlain unconformably by Timiskaming .conglomerate and slate. All these rocks are cut by porphyry. Closely associated with the porphyry is a group of rocks that have suffered extreme alteration. Diabase dykes intrude all the other rocks and the ore. The principal massive rocks in the mine are two adjacent flows known asthe andesite (south) and dacite (Fig. 1). They are composed chiefly ofmassive, medium-grained lava. Pillows, flow lines, and other typically volcanicfeatures are found along the tops of both flows and at other places in theandesite. These parts nearly everywhere show a slight schistosity panllelwith the flows except in the orebodies, where they are massive."

PRODUCERS of both bituminous and anthracite coal have for many years been worrying about the gradually decreasing consumption of their product in the United States. Twenty years ago production had climbed to a peak of 569,000,000 tons of bituminous and around 90,000,000 tons of anthracite. In 1939 it was about 393,000,000 tons of bituminous and 51,000,000 tons of anthracite. This does not mean that the country is using less polver than it did twenty years ago, or that we are living in colder buildings. As a matter of fact, about three times as much electric power is now being consumed as in 1920. In general two factors are responsible for the drop in coal consumption: (1) greater efficiency in the use of coal, and (2) increased competition from hydro power, internal-combustion engines, and substitution of oil and gas for coal in conventional furnaces. As to the first factor, it took 3 Ib. of coal to generate a kilowatt-hour of electricity in central stations in 1920 and it takes 1.4 Ib. now; it took about 175 Ib. of coal in railroad locomotives to haul 1000 long tons a mile in 1920 where it talces about 120 lb. now: and marked economies have also been made in the use of coal in steel plants: in by-product coke ovens, and in other large uses. As to the second factor, three times as much electricity is produced from water power now as was produced in 1920; three times as much oil is being consumed in various ways; and likewise, the consumption of natural gas has tripled- whereas coal consumption in the same period has dropped by 40 per cent

Sometimes in assessing where we are and where we are going it is informative to take a look at where we have been. Whether or not it adds to our understanding of the present, I think it may be interesting to review some of the past history of our industry. As a starting point I chose to use the famous Paley Commission Report, formally known as "The U. S. President's materials Policy Commission -Resources for Freedom."(l) The Paley Commission report said "Fluorspar is an essential raw material for the steel, aluminum, and chemical industries." Of course this statement is still true. It also said, "United States known reserves of fluorspar would be sufficient for some 15 years at present rates of consumption--about 426 000 short tons in 1960. Projected consumption for 1975, however, is several times as great, and reserves in other free countries do not appear adequate to supply United States deficiencies during the next 25 years." This simply demonstrates how even the most learned and competent people can observe all the facts avail-able to them at a given time and yet be unable to predict the future very accurately. We all know that reserves in other countries are more than adequate to supply the United States today, 25 years since the report was published. In fact, the report estimated free-world reserves at something over 36 million tonnes (40 million short tons). Contrast this with 246 million tonnes (271 million short tons) estimated as total world reserves from the section on fluorspar from Commodity Data Summaries of 1974, published by the Department of the Interior. (2) The Paley Report discusses other matters pertaining to fluorspar that are still of interest, such as improving mining methods. Furthermore, it certainly did a good forecasting job in noting that greater recycling should become possible in the aluminum industry in regard to fluorine lost in wastes and also concerning the substitution of fluorspar in the steel industry by other fluxing materials. It also suggested that non-fluorine containing propellants should be investigated as a replacement of those containing fluorine as a conservation matter. Some discussion was devoted to recovering the fluorine content of phosphate rock, which is being practiced today, but was in its infancy in 1950.

Introduction US steel production dropped 5% in 1985 to 79 Mt (87 million st). US operators are producing at only about 65% of capacity. More than 600 steelmaking facilities have closed in just 10 years. And McDonalds Corp. now employs more people than the entire US steel industry's 200,000. Not gloomy enough? Well, the North American iron ore industry can expect more plant closures and capacity reductions in the coming years. And don't count on the Federal government's voluntary restraint agreements with foreign steel producers to bail out the industry. In 1985, the first full year of the restraint agreements program, steel imports were more than 25% of domestic consumption, well above the 18.5% target. That's the grim truth, according to M. A. Hanna's Robert F. Anderson. Hanna's chairman was speaking to a group of iron ore, taconite, and steel industry executives at the Minnesota Section AIME meeting in Duluth in January. Despite those depressing facts, Anderson said he believes the domestic iron ore and steel industries can survive, although they will both be shadows of their former selves. But, he is giving them five years to make the necessary adjustments or both will die. Major steel producers during the last four years have added about $7 billion in losses to their books, he said. In Minnesota's Iron Range, employment in iron ore and taconite has gone from 14,000 10 years ago to less than half that today. Anderson explained that steel producers have more capacity today that more than meets their demand for iron ore. This places great pressure on iron ore producers to restructure to survive. Hanna, for example, has been forced to close or divest its iron ore interests in Missouri, Michigan, Canada, and Minnesota since 1980. The latest casualty was the company's Butler taconite project in Minnesota. "In just five years we've reduced ownership of active pellet capacity by 80%," he said. Technological ironies Improved technology is one cause of the industry's woes, Anderson said. While these improvements are welcome in terms of remaining competitive, the irony is that some of these technological improvements are coming at the expense of the iron and steel industries. There is a growing demand for lighter and less expensive substitutes for steel. Automobiles contain about 318 kg (700 lbs) less steel than they did 10 years ago. And, Anderson said Ford Motor Co. has indicated it plans to reduce steel usage an average of 50 kg (112 lbs) per car in the next few years. One leading steel analyst has predicted that steel usage in cars will fall another 40% in the coming years. Improved steelmaking technology has also decreased raw steel production. Continuous casting is more efficient than traditional forms of steelmaking, Anderson said.
