INTRODUCTION The first Dispute Review Board (DRB) was utilized on a tunnel project 20 years ago. Increasingly utilized on a wide range of construction projects, DRB's are becoming the norm on tunnel and underground projects. This paper summarizes the growth in this usage, uses observations and experience to establish that barriers to the utilization of DRB's are more perceived than real and that many arguments against the DRB concept are not valid, and notes some of the salient elements that should be considered in practice to optimize DRB effectiveness. The purpose of the paper is to provide an annotated checklist for current and prospective users. The basic concept, structure, and operation of DRB's are described elsewhere and will not be repeated here (ASCE, 1991). DISPUTE REVIEW BOARD USAGE A compilation of Dispute Review Board usage for tunnel and underground projects to January 1994 indicated use on 63 contracts with a cumulative construction value of $3.8 billion and a total of 60 disputes settled. As of that same date, DRB's were planned for another 63 contracts with an estimated construction value of $4.7 billion. (A listing of these 126 projects is available from the authors.) This success and popularity have spread to other civil projects as well as process and building construction. The increase in DRB usage has been exponential. See Figure 1.

Large diameter, surface blasting is less prone to dead pressing and other disruptions which commonly plague underground and construction blasters. The Rise & Shine Shear Zone is a shallow-dipping Cretaceous late metamorphic shear zone formed in a compressional environment. The Shotover mineralised system is dominated by normal faults with well-defined vein systems that cut across Miocene schist folds and faults related to the inception of the Alpine Fault. Despite the geological differences between these mineralisation systems, they share many common features of hydrothermal alteration that have resulted in disseminated gold in altered sheared schist. The most distinctive feature of both systems is the abundant ankeritic carbonate that has formed from decomposition of metamorphic chlorite. Excess iron from this alteration reaction combined with hydrothermal sulphur to form sulphides that host the disseminated gold. The chlorite decomposition reaction was reversed in the latter stages of both mineralisation systems, and this was accompanied by further gold emplacement in the Rise & Shine system.   Both alteration systems involved initial decomposition of metamorphic albite, followed by deposition of albite as a vein mineral in the latter stages. The fluid flow that yielded the disseminated gold was controlled by microshears that pervade host schists, in strong contrast to many Otago Schist vein systems where host rock alteration is absent. The ankeritic alteration in the Shotover and Rise & Shine mineralised systems has increased the volume of mineralised rock, and may have made suitable targets for large-tonnage, low grade gold deposits.

The Reefton Goldfield has produced 67 t of gold from mesothermal vein gold deposits in metasedimentary rocks of the Greenland Group (Cambrian-Ordovician). The Globe-Progress deposit contributed 13.2 t (418,000 oz) of this total, predominantly from quartz veins. Recently a resource of 14 Mt at 1.96 g/t Au (27.5 t or 882,300 oz of contained gold) has been delineated at Globe-Progress in quartz vein remnants and disseminated within adjacent sedimentary rock, much of which has been locally brecciated. The breccias consist of quartz vein and sedimentary wall rock fragments set in a matrix of clay ærock flourÆ and sulphide (arsenopyrite plus minor pyrite and stibnite). Gold, closely associated with sulphide, is disseminated within the breccia. Disseminated gold also occurs in massive siltstone and sandstone adjacent to the quartz veins and breccias. Exploration drilling at Globe-Pogress, and several other Reefton prospects (e.g. Capleston, Merrijigs, Big River and Alexander River), has intersected zones of disseminated arsenopyrite carrying up to 20 g/t more gold. These mineralised sediments commonly have little or no megascopic quartz and or carbonate veining. There is little visible indication of former primary or secondary permeability for the passage of hydrothermal fluid and deposition of gold. However, porosity and permeability were formerly present in inter-granular pore spaces and microveinlets now filled with quartz, carbonate and K-mica. The Fosterville gold deposit in Victoria bears many similarities to the Globe-Progress deposit at Reefton, in terms of age, host rocks, hydrothermal alteration and mineralisation style. Many ofthe disseminated deposits in Nova Scotia, including deposits at North Brookfield and Moose River (Touquoy Zone), have similar characteristics to the Reefton disseminated mineralisation, but commonly have abundant pyrrhotite and some deposits have disseminated metal alloy grains of complex metallurgy.

Turbulent flow of liquid steel and its control is studied using different geometries of turbulence inhibitors. Four designs of turbulence inhibitors were characterized through experiments of tracer injection I a water model and mathematical simulations using the Reynolds Stress Model (RSM) of turbulence. Geometries included octagonal-regular, octagonal-irregular, pentagonal and squared. A layer of oil was used to model the behaviour of tundish flux during steel flow. Fluid flows in a tundish using these geometries were compared with that in a bare tundish. Experimental and simulation results indicate that the flow in the bare tundish and a tundish using turbulence inhibitors open large areas of oil due to strong shear stresses at the water-oil interface but the squared inhibitor. These phenomena are explained by the high gradient of the dissipation rate of the turbulent kinetic energy using the squared inhibitor. Using this device the kinetic energy reports a high gradient from the tundish floor to the free bath surface as compared with other geometries.

The dissociation (ionisation) constant of hydrogen cyanide, pKa(HCN), has been measured by high precision glass electrode potentiometric titrations in saline solutions containing up to 5 mol/L sodium chloride. The dissociation constant of water that is necessary for the calculation of pKa(HCN) has also been measured. In saline solution, and in contrast to literature values, pKa(HCN) changes considerably at both high and low ionic strengths as a result of changes in activity coefficients. In addition an equation is presented, using literature data, that describes the variation of pKa(HCN) with temperature up to 150°C. The significance of the changes in pKa(HCN) for optimising the pH of alkaline cyanide gold recovery streams is briefly discussed.

The dissolubility of a natural sphalerite (ZnS) in the entire pH range was theoretically calculated, and its practical dissolution in an aqueous solution at different pH values in an inert environment, together with its surface properties after dissolution, was fully investigated. The results of the investigation indicate that the total concentration of Zn (CZnT) decreases significantly with the increase of pH value, while the pH value is set below 8; however, it reverses when the pH value reaches 8. Such a tendency is similar to that of the theoretical calculations, although the experimental CZnT were much higher than those of the theoretical calculations. The X-ray photoelectron spectroscopy (XPS) of the sphalerite surface after its dissolution under alkaline solution shows that a polysulfide (Sn 2-) surface layer with a binding energy (BE) value of 162.96-163.25 eV is present on the surface, and the percentage of Sn 2- increases significantly with an increase in pH value; the undissolved and dissolved sphalerites under the acidic solution have a negligible difference in S2p peaks. The surface S/Zn ratio of all dissolved sphalerites shows a marked Zn enrichment and S deficiency. An atomic force microscope (AFM) view of the sphalerite surface, after its dissolution under the alkaline solution at a pH of 12, shows that the surface is significantly different in morphology from that of the undissolved one.

The leaching behavior of gold in ammonical solutions with iodine as an oxidant has been investigated using cyclic voltammogram and Tafel polarization. The majority of experiments was carried out at 75°C and the results were compared with the equilibrium consideration on the iodine-ammonia system. The distribution of nine iodide containing species at various pH values in the absence and presence of ammonia was considered at three different temperatures. It was found that by introduction of ammonia into the system, the concentration of iodide (r), iodine (12) and triiodide (13') is increased substantially which in turn helps the rate of dissolution of gold. The apparent activation energy was found to be about 46 kJ/mole, indicating a chemical controlled mechanism.

"The mixture of hydrochloric acid and magnesium chloride is a good lixiviant for leaching of laterite. The solution can enhance the leaching ability because of the proton activity deviated positively from ideal. Otherwise, the existence of magnesium chloride in the lixiviant affects the dissolution behavior of magnesia, which may be an advantage of the process with less hydrochloric acid consumption. An investigation of magnesia particle dissolved in strong hydrochloric acid solution has been conducted. Influences of concentration of the magnesium chloride and hydrochloric acid and temperature on magnesia dissolution were studied. The dissolution mechanism was also discussed in this paper.IntroductionThere has recently been much interest in the use of hydrochloric acid leaching processes for recovering metal from ores or secondary resources [l-41_ Compared with sulfuric acid, the use of hydrochloric acid as lixiviant offers significant advantages including faster leaching kinetics even at atmospheric conditions, higher leaching rate and greater solubility for most metal chlorides [5-61 .With the gradual decline of the nickel sulfide supply, the extraction of nickel from laterites has become increasingly attractive [7-s1. Nickel may be co=ercially recovered from laterites both by pyrometallurgical and hydrometallurgical processes. The drawbacks of pyrometallurgical processes include the requirement of high grade ores, substantial energy input and loss of cobalt bound within ores. The extraction of Ni from lower grade nickel laterites ores is suited by hydrometallurgical routes, which play an increasingly important role with depletion of higher grade deposits."

"Aiming at the development of more effective recycling processes, dissolution behavior of rhodium into molten slag was investigated. Using a pure rhodium crucible and Na2O-SiO2 slag system, equilibration experiments were carried out for 18 h at 1423-1623 K under various oxygen partial pressures of 0.005-1 atm with varied slag basicity. Rhodium solubility increased with increasing oxygen potential, slag basicity, and temperature. Rhodium dissolved into slag as rhodate ion ([RhO2]-) by the endothermic reaction: Rh(s) + 3/4O2(g) + 1/2O2-(in slag) = [RhO2]-(in slag). In the dissolution reaction, the “rhodate capacity” of slag is newly-defined. The correlation between rhodate capacity and optical basicity is reported.IntroductionDue to its high chemical resistance and outstanding catalytic properties, rhodium (Rh), one of the platinum group metals (PGMs), is utilized in various applications such as catalysts, molten glass vessels and containers, and electronic devices. Owing to the rarity of Rh resources in nature, recycled Rh from scraps such as spent automobile catalytic converters is currently considered as an important source of Rh supply [1]. According to the recycling practices, Rh is currently mainly recovered from scraps along with other PGMs such as platinum (Pt) and palladium (Pd) by a dry process (e.g., smelting), a wet process (e.g., leaching and subsequent separation of PGMs from aqueous solution), or a combination of both processes [2]-[4]. Among these processes, smelting is commonly applied because PGMs can be effectively separated from a relatively large amount of various impurities coexisting in scraps. In the smelting process, Rh and other PGMs are collected in the collector metal (e.g., iron and copper), and impurities in scraps are removed into slag [4]-[6]. The process may be carried out at a temperature range of 1573-1973 K, in either an oxidizing or reducing atmosphere. Due to the high oxidation resistance at high temperatures, Rh is expected to be collected efficiently in the metal collector rather than being oxidized and forming RhOx in a molten slag. However, Rh loss into slag does occur in this process [7]."

The leaching behavior of silver and silver oxides in ammonical solutions has been studied. The current study is concerned with an effective recovery of silver from secondary sources such as spent silver batteries. Silver associated with these batteries appears in various forms including metallic silver, argentous oxide, Ag2O and argentic oxide, AgO. The leaching behavior of metallic silver in ammoniacal solution has been studied using an electrochemical mehtod. Oxidants used in this study include hyperchlorite, hydrogen peroxide, bromine and iodine. Results on cyclic polarization and Tafel plots on the silver anode in ammoniacal solutions are presented and the results are discussed. The dissolution rate of metallic silver in ammoniacal solutions is also compared with those of silver oxides.

"TiCxOl-x solid solutions were synthesized by sintering a mixture of titanium carbide and titanium monoxide at 1600 °C. The corresponding structures and morphologies of the TiCxOl-x solid solutions were characterized by XRD and SEM. A series of tests has been performed on the electrochemical dissolution behavior of TiCxOl-x solid solutions in NaCl-KCl molten salt. The influences of synthesis time and electrokinetic parameters on the anodic dissolution behavior were also investigated. The results showed that TiCxOl-x solid solutions can dissolve as Tin+ into alkali chloride melt. Titanium ion species dissolved from TiCxOl-x solid solutions changes between Ti2+ and Ti3+ depending on the applied potential. The tail gas on the anode was monitored by a mass spectrometer. It was found the synthesis time significantly affects the components of the anodic gas.IntroductionTitanium and titanium alloys have been desired greatly because of their many uses. The critical factor that restricts the range of uses for Ti is its high cost of extraction. The primary titanium metal, sponge titanium, is still produced industrially worldwide by a process invented by Dr. Kroll in the 1940s[1] •Since the early 1970s, the research focus of the titanium industry has been directed towards developing a continuous process to produce high purity titanium at low cost. [2-10] Of the many alternative methods that have previously been investigated, the electrolytic process has been considered a promising method for titanium metallurgy [4-10]. Recently, several electrolysis and related methods such as the PFC-Cambridge process[11-15], calciothermic reduction[16-18], USTB [19,20] and MER[21] process were extensively investigated.The USTB process is a new approach where the pure titanium can be directly obtained by the electrolysis with an anode of titanium oxycarbide in molten salts[19, 20]. "In this study, H2SO4 and HCl leaching behaviour of an ore sample containing 1.87% of Ni, obtained from the Karaçam (Eskisehir-Turkey) lateritic deposit that started operation recently was investigated. Acid concentration, temperature and reaction time were investigated as variables by comparative leaching tests and the optimum leaching conditions were selected on teh basis of Ni, Fe, Co and Mg behaviour. For H2SO4 leaching, optimum leach parameters were 95°C, a 12 normal H2SO4 concentration and 90 minutes of reaction time, and under these conditions Ni and Fe dissolutions were 97.6% and 95.4% respectively. On the other hand, 70°C, an 8 normal HCl concentration and a reaction time of 90 minutes were found to be the optimum parameters for HCl leaching, and Ni and Fe dissolutions found were 97.1% and 97.8%, respectively.INTRODUCTION Today, nickel and various nickel compounds are obtained from sulphide and lateritic nickel ores (Moskalyk & Alfantazi, 2002). Even though about 72% of the world's nickel reserves constitute lateritic ores, only about 42% of nickel is produced from these ores. The decrease in production from sulphide deposits, on the other hand, and increases in the use of nickel in the iron and steel, and battery production sectors, and especially the production of nickel cast irons in recent years, have accelerated the importance of making use of lateritic deposits (Luo et. al., 2010; Chang et. al., 2010). In the beneficiation of sulphide nickel ores, mostly pyrometallurgical methods are used. On the other hand, about 39% of lateritic ores are beneficiated by pyrometallurgical, and 61% are beneficiated by hydrometallurgical methods (USGS, 2009). In laterite beneficiation, the ore properties are of significance; that is to say, limonitic ores are eneficiated by high pressure acid leaching or via the Caron process, nontronitic ores are beneficiated by high pressure acid leaching or heat treatment (smelting), and ores containing serpentine by pyrometallurgical methods (Berezowsky, 2004; McDonald & Whittington, 2008a; Dreisinger et. al., 2015)."

The increasing demand for pure aluminum and aluminum compounds of industrial quality from kaolinite ore cannot be overemphasized. Nigeria is one of the African countries endowed with abundant solid mineral resources that have not been sufficiently exploited to assist its indigenous industries. A wide array of applications of pure aluminum and its compounds are available, such as paper filling, refractories, adsorbent, catalysis, and paint additives. In this study, the upgrading of a Nigerian biotite-rich kaolinite ore by a hydrometallurgical route was investigated in oxalic acid media. During leaching studies, the effects of parameters including reaction temperature, lixiviant concentration and particle size on the extent of ore dissolution were examined. At optimal conditions (1.0 mol/L C2H2O4, 75 °C), 92.0% of the initial 10 g/L ore was reacted within 120 min. The dissolution curves from the shrinking core model were analyzed and found to conform to the assumption of surface diffusion reaction, and the calculated activation energy of 33.2 kJ/mol supported the proposed model. The unreacted product (~8.0%) analyzed by XRD was found to contain siliceous impurities and could serve as a valuable by-product for certain industries.

The dissolution rate has also been obtained as a function of Si02, CaF2, MgO and MnO contents in the slags. Recovery of gold from refractory ores was studied by pressure oxidation as the method of ore pretreatment followed by bromination of oxidized residues. Three different ores were examined, Au-Ag, Au-Ag-Te, and Au-silver free ore. Pyrite was the major host mineral for gold in these ores. The effect of pressure oxidation parameters (temperature, pressure of oxygen, time, and pulp density) on subsequent bromination under standard conditions was examined. Bromination of residues produced under standard pressure oxidation conditions was examined as a function of: temperature, bromine and sodium bromide concentration, and time. Recovery of gold on activated carbon, from the pulp after bromination, was studied too. Recovery of gold from silver containing ores was lower (87-91%) than the recovery of gold from silver free gold ore (97%). In each studied case, the presence of activated carbon in the pulp further increased the recovery of gold.

Ferromanganese is a ferroalloy with high manganese content which finds many uses for example as deoxidizer in steelmaking industry. However, there is very little data on the dissolution rate of carbonaceous materials in Mn containing metals. In this paper, the kinetic analysis of carburization reactions is investigated for Mn–Fe alloys. Dissolution rate of graphite in pure iron and four different alloys with 10 wt%, 40 wt%, 60 wt% and 85 wt% manganese at 1823 K was studied. Results showed that the dissolution rate of carbon from graphite increased with increasing time for all alloys. The dissolution rate constant increased with the increasing manganese content from 6.5 × 10−3 cm/s for 0%Mn to 23.6 × 10−3 cm/s for 85%Mn.

"The efficiency of hydrochloric acid (HCl) leaching of gold from low grade gold-bearing material has been investigated in the presence of sodium hypochlorite (NaOCl) to produce in situ chlorine gas which is an oxidizing agent able to oxidize gold metal to its soluble forms. The effect of concentrations of HCl, NaOCl, and mixtures of HCl + NaOCl was sought. Iron and potassium present in the feed were leached and consumed all the HCl. Gold found as inclusion in pyrite was not exposed to the lixiviant. Therefore, leaching of gold from low grade gold-bearing material in aqueous chlorine solution is not an effective process for now.INTRODUCTIONHydrometallurgy of gold is commonly based on cyanide leaching solution. Due to the environmental concerns related to cyanidation and mercury processes, and inefficiency of cyanide gold leaching to dissolve refractory ores, sustainable alternative lixiviant systems, capable of generating gold (I) and gold (III) complexes must be studied. Amongst non-cyanide gold lixiviants there is the chloride/chlorine system (Hilson and Monhemius, 2006; Senanayake, 2004; Pilsniak and Trochimczuck, 2007; Wang et al., 2007; Reeves et al., 1999; Khodadad et al., 2008).In practice, the most oxidizing agents utilized for the leaching of gold as chloride, are chlorine (Cl2) or hypochlorite (HOCl) which are either generated in situ by suitable reaction or added in solution (Adamson, 1972). The dissolution of gold concentrate using hydrochloric acid, sodium chloride and sodium hypochlorite (Cl-/HOCl system) were studied (Puvada and Murthy, 2006). The effect of NaOCl and NaCl concentrations were also investigated. The leaching was performed under the following conditions; time: 4h, solid–liquid ratio = 1:4, at room temperature. It was found that the increase of the NaOCl concentration from 25 to 75 g/L did not have any meaningful effect on the recovery of gold which was about 30% (experimental conditions; S/L ratio = 1:4, NaCl concentration: 25 g/L, HCl concentration: 0.35 M). It was also found that from 25 g/L to 200 g/L NaCl, the recovery of gold rose from 30% to 40% (experimental conditions; S/L ratio: 1:4, NaOCl concentration: 25 g/L, HCl concentration: 0.35 M)."
