"The subject of this writing was first published in 1998 with the emphasis on the hardware cost comparison. Other costs, such as the required land area and spatial volume, were mentioned but not emphasized, as these were not deemed as important for new projects where the space was appropriated as required. During the last decade, these other costs have proven to be more than equal in importance. These costs are emphasized here through specific accounts of actual highangle conveyor installations that demonstrate the importance and the high-angle advantage An update on the progress in sandwich belt highangleconveyor technology is also provided.Origin and progress in sandwich belt conveyorsCover belts of the 1950s. Large volume, highangle conveying by “conveyors with cover belt, dates back to the early 1950s, when such systems were employed at the bucket wheel excavator boom conveyor in German lignite mines to increase the depth of cut without increasing the boom length. Various systems were developed, patented and built. These systems were not a lasting success for various reasons, which are noted by Rasper[1]. In his 1958 “Review of Cover Belt Systems,” Rasper summarizes the characteristics which are worth pursing and those that should be abandoned. The former are akin to good conveyor engineering. The sandwich belt conveyor model. The first sandwich belt conveyor model allowed calculation of the required hugging pressure to develop the bulk material’s internal friction and preclude material slideback. A modern, accurate version of the sandwich belt conveyor model is presented in Fig. 1. This model depicts accurately a derating of the material cross-section allowing an ample belt edge distance that can tolerate normal belt misalignment without material spillage. The calculations must thus recognize that only part of the hugging pressure is imparted onto the material with the remainder transferred belt edge to belt edge affecting a material seal. Mathematical development of the sandwich belt model is covered by Dos Santos and Frizzell in their 1983 article, “Evolution of Sandwich Belt High Angle Conveyors.”"

IN the zeal for opening up new ore-bodies, or for. extracting the ore from attractive bodies gal ready opened up, we very often lose sight of the fact, that, after all, the operation of a mine is a business proposition, pure and simple; and for the best working-results should be treated upon a strict business basis. Of course, in every mine of consequence a record is kept of expenditures and receipts, and such glittering generalities as "gross receipts," " net receipts," " mining expenses," .and " per cent. profit," can be told to the cent; but does this . record show economy of management, either as compared with the same record of other months, or as compared to the record of other mines of the' same class ? Moreover, if such a record shows that the cost of mining is high, does it in any way en¬able the manager to put his finger on the leakage? Does it necessarily follow that a mine which makes a profit of, say, 40 per cent on 25-dollar ore, is doing less economical mining than one which saves 60 per cent on 80-dollar ore ? Of course the figures in the latter case look the more attractive, but when it comes to a point of saving everything which can be saved, and of cutting down expenses to the lowest possible cost of operation, the former mine is doubtless on the most firm and economical financial basis. But as the relative merits of the system of mining in the two cases, nothing could be decided without a basis of detailed comparison ; if one system is more economical than the other, why is it so, and wherein does the advantage lie ? This can be shown only by keeping accurately the cost of each mining operation. And no matter how dissimilar two mines may be in character and operation, yet there are a few general heads common to all mining operations. Mining scenarios are prepared and evaluated for potential benefits and costs available through computer-assisted mining. Base criteria, parameters, and methodology are described.

Quantitative probabilistic ecological risk assessment has been used to evaluate the likely effect on fish diversity and abundance of filtered and bioavailable metals in streamwater affected by acid drainage from the abandoned and remediated Rum Jungle U/Cu mine in the Northern Territory of Australia. The water quality was determined using monitoring data from a gauging station on the East Branch of the Finniss River, downstream of the mine site, and modelled assuming a number of potential water quality management options. The management options ranged from no action, through some flushing options to full catch and treatment of contaminated seepage from the waste rock heaps. The computer code AQUARISK was used to undertake the analyses. Critical criteria for contaminant water concentrations at the site, derived from probability density functions of available fish ecotoxicology data, were found to closely approximate the regulatory trigger values for the contaminants of concern. Modelled predictions of reduced diversity and abundance were also in good agreement with in situ biodiversity measures. Based on a reasonable target of 67 per cent species tolerance for this heavy impacted site, it was found that none of the low cost options for wastewater management was acceptable. Combinations of two of the options approached acceptability. Both of the catch and treat options exceeded the arbitrary acceptability target well. This implied that the more expensive option of liming to pH 10 might be unnecessary at this site. Thus, the use of ecological risk assessment modelling has proven useful in undertaking cost-benefit analyses for this site. The approach provides a management decision-making tool that can be economically used to link expensive on-site environmental engineering options with site-specific ecological goals rather than the previous nebulous aims of æreduced contaminant loadÆ or æimproved biodiversityÆ that often resulted in excessive expenditure without achieving successful environmental benefit.

The National Economic Viewpoint? Any substantial project undertaken by private enterprise would normally be subjected to a Discounted Cash Flow analysis of its commercial viability, and would proceed only if the rate of return was judged satisfactory. A 'national viewpoint' analysis attempts to do the same but from the viewpoint of the community as a whole. The objective is to ensure that those projects are undertaken which yield the best return, economic and social, to the nation as a whole.

Today, the mining and mineral sectors are being impacted by highly fluctuating supply ? demand, extreme price volatility and tremendous market uncertainty on a world-wide basis. This pattern is expected to continue for the foreseeable future. In particular, large consumers of tonnage quantities of industrial gases (oxygen, nitrogen) all have to make informed investment decisions in this uncertain economic environment. Plant owners ? operators need to carefully examine their current and future industrial gas needs in order to develop the most cost-effective industrial gas plant configuration. This can be done by partnering with an experienced engineering company that offers a complete technology portfolio for producing industrial gases. Ideally, the mineral and engineering companies have to work together as a single team to identify the most efficient and economic plant design. This includes an in-depth assessment of capital and operating costs, in order to deliver an optimal solution, taking plant reliability and process safety into account. It is important to consider all the industrial gas needs at a given manufacturing complex, in conjunction with available utilities and infrastructure to develop the best possible long term solution. Oxygen (O2) requirements include: oxygen enriched and oxy-fuel combustion, smelting and hydrometallurgical operations. Nitrogen (N2) is used for annealing. All of these industrial gas requirements have to be examined at a given site over a long term horizon in a holistic manner. Cryogenic air separation was first practiced at a commercial scale in 1902. Since then, the technology has been constantly refined to reduce cost; and improve reliability and flexibility. Today, using advanced engineering techniques, including proprietary process simulation, and modern fabrication techniques, it is possible to build air separation plants that are both low cost and high quality at the same time. It is important to work with an engineering company that owns a complete portfolio of industrial gas technologies, functional engineering capabilities and a variety of plant solutions. Such a partnership can quickly identify a ?sweet spot? for a given situation. By drawing on experience gained from hundreds of projects, it is possible to quickly optimize a given requirement. In situations where a customer wants a complete solution it may be appropriate to provide an air separation plant on a turn-key basis. This will enable the mining and mineral processor to focus on their core business. By using global procurement and construction capabilities it is possible reduce cost and improve project execution, thereby making industrial gas plant procurement simpler and cheaper for the mining and mineral sector.

The current economic downturn has been at the center of media attention for several years. Today, the mining and mineral sectors are being impacted by highly fluctuating supply-and-demand conditions, extreme price volatility and tremendous market uncertainty on a world-wide basis. There have been numerous plant closings, project cancellations and employee layoffs. In this gloomy economic environment, it is easy to forget that the world?s gross domestic product (GDP) has more than doubled in real terms during the last 30 years. While current market turbulence may continue for some time, the long-term trend is unmistakably upward. Living standards are rising all over the world, thereby creating demand for food, clothing, transportation and housing. This translates into tremendous demand for the mining and mineral sectors. In the future, new capacity and plant expansions will be necessary to meet this need. These investments, which typically have a life span of 30-plus years, will have to be based on long-term economic considerations rather than current market conditions.

Mining and mineral processing is expected by society and obliged by law to operate in an environmentally friendly fashion, minimising the impact on and avoiding damage to the environment. Substantial efforts by the industry, as well as by process and equipment designers have resulted in many innovative developments, which show that operating in an environmentally responsible manner can be achieved in a cost-effective way. This paper showcases five emerging equipment best practices in industry including installation examples. Flip-flow screening machines are proven worldwide in the dry classification of coal and other minerals, reducing the size of beneficiation plants whilst reducing energy, water demand and media consumption. They also allow the screening of wet/sticky materials not able to be sized using conventional screens. The belt press filter is a small fraction of the operating and capital cost of alternative dry tailings technologies. This gives operators who must dry their tailings a competitive advantage and makes such ægreenÆ operations much more sustainable. The filtercake is disposed with other plant rejects, eliminating the need for tailings dams to be constructed and thus also often increasing mine reserves. Mining applications include coal tailings, sand tailings, sinter plant waste and power station fly ash. Screen-scroll and vibrating centrifuges are widely used in the coal, potash and salt industries to dewater the product to low surface moistures. Inclined plate Lamella separators are used for toxic water clarification and/or sludge thickening in many downstream metal industries with the underflow often dewatered in a belt filter press. Such low cost, high capacity thickeners could also be used instead of conventional thickeners at smaller mines. The simple and reliable continuous washing upward flow (CWUF) sand filters have been used for treatment of waste water from coal preparation plants and steel works as well as in the worldwide production of potable water. The filtered waste water from mining processes can then either be reused or discharged from site. Other installations include cleaning mine water to prevent the blocking of dust suppression spray nozzles.

"Best practice for acid rock drainage (ARD) risk assessment still relies solely on the geochemical properties of sulfidic rocks and mineral processing products, despite the fact that a rockÆs tendency to produce acid also depends on mineralogy and texture. Consequently, there are a plethora of geochemical tests routinely utilised by the mining industry to predict ARD formation. Due to limitations associated with these tests and their relatively high costs, analysis of recommended best practice sample numbers is rarely achieved, reducing the accuracy of waste management plans. Our research addressed this through examining the application of geometallurgical data for predicting acid formation, and led to the identification of potential environmental geometallurgy indicators.Samples obtained from an iron-oxide copper gold deposit were subjected to the geochemistry-mineralogy-texture (GMT) approach, an improved methodology for classifying acid forming potential. GMT results were compared against geometallurgical and assay data sets to evaluate: relative carbonate content measurements (measured by HyLogger) and identify how these could be used to calculate effective acid neutralising capacity mineral hardness (measured by EQUOtip) to determine application of this data for calculating lag-time to acid formation opportunities to automate the acid rock drainage index (ARDI) using classified images produced by a GEOTEK logger and automated microscopy.Links between the GMT approach and geometallurgical data sets were identified. Classified mineralogy data has application at stage one, HyLogger and EQUOtip at stage two and computer-based ARDI evaluations of classified images at stage three. Through such integration, ARD characterisation costs can be reduced, with value added to geometallurgical data sets. Furthermore, deposit-wide ARD domaining is possible, and acquisition of total-orebody knowledge more likely. This paper shows an economic feasible approach to implement greenhouse gas (GHG) reduction measures into the mining and metallurgy industry (MMI). The goal to improve energy consumption is directly linked to the reduction of GHG emissions in the MMI. A baseline scenario of the considered reference system and of the respective reference year has to be designed and analysed. In a second step an analysis of the same operation using the best available technology (BAT) processes is carried out to generate a basis for a benchmark system. The identified gaps will be reported and the potential GHG emission reductions will be put into relation to the investment, running cost and generated carbon credits of the new process technologies to be implemented. This economic feasibility calculation is necessary to realise a cost efficient GHG reduction roadmap decision-making for implementing new technology into the companyÆs business operations. The GHG reduction roadmap is developed using the marginal abatement curve approach.

Refinement of environmental procedures can produce significant cost savings at most mines. Grouting permeable aquifers reduces water pumping and disposal costs. Stable groundwater quality supports reduced groundwater monitoring; and for contaminated groundwater, in-situ or natural restoration should be evaluated. Waste-rock characterization can be minimized using fewer (but more representative) samples, inexpensive surrogate analyses (e.g., NAG instead of humidity cells), and appropriate tests (e.g., avoid meteoric tests on sulfide). Selective waste-rock handling should be compared to random emplacement, which is often cheaper and more stable. Finally, incorporating schedule uncertainty in modeling allows the flexibility to revise mine plans within permits.

"Underground operation ventilation energy requirements constitute a significant portion of mine energy consumption (40–50%) and total energy costs (25–40%). In general, mine ventilation systems are energy inefficient; the author has found several systems that operate at efficiencies below 65%. This paper presents how engineering design principles can improve the performance and efficiency of ventilation appliances, resulting in reduced power consumption and operating costs. Case studies demonstrate that, by retrofitting ventilation appliances using proper engineering concepts, systems will operate at efficiencies well above common operating efficiencies, resulting in a drastic reduction in costs and base electrical and energy loads.RÉSUMÉ Les besoins énergétiques nécessaires à l’aérage d’une exploitation souterraine représentent une part considérable de la consommation d’énergie d’une mine (de 40 à 50 %) ainsi que des coûts totaux liés à l’énergie (de 25 à 40 %). De manière générale, les systèmes d’aérage d’une mine sont loin d’être écoénergétiques ; l’auteur a trouvé plusieurs systèmes fonctionnant à des rendements inférieurs à 65 %. Cet article présente les principes de conception technique qui peuvent améliorer la performance et l’efficacité des systèmes d’aérage, entraînant une réduction de la consommation d’électricité et des coûts d’exploitation. Des études de cas montrent qu’en les rénovant à l’aide de concepts techniques adéquats, les systèmes d’aérage fonctionneront à des rendements bien supérieurs aux rendements habituels d’une exploitation. Ces rénovations donneront lieu à une réduction considérable des coûts ainsi que des charges électriques et énergétiques de base.INTRODUCTIONIncreasing electricity supply problems in North America have encouraged an industry-wide evaluation of energy consumption, resulting in a more urgent emphasis on energy-efficient design and operation for all energy-consuming systems. Ventilation systems normally operate 24 hours per day, 365 days per year, and account for 25–40% of the total energy costs and 40–50% of the electrical consumption of a mine operation (De Souza, 2013). The profitability of gold placer mining operations is determined by more factors than many placer miners recognise until too late. This study is based upon field trips to examine the efficiency of mining and transportation of gravels to a wash plant by bulldozer and truck. At the examined open pit mining operations gravels were washed using water canons, derockers or scrubber trommels. The objective of this study was to determine the relationship between unit costs and power requirements for gravel mining and processing. The author conducted a number of time and motion studies at four open pit gold mines, including the Maly Patom Creek, the Nizhny Patom, the Taimendra Creek and the Kadali-Makit in the Bodaibo District, Irkutsk Region and collected and processed field data. As a part of the study significant correlations were determined and empiric regression equations derived between: power requirements (Ep) and unit cost (Cp) for gravel processing; and total power requirements (Et) and total unit cost (Ct) for gravel mining, transportation and processing. Based on the results of the study it was proposed to modify the current mining procedure methods and to replace water cannons at the Maly Patom Creek with a PPM-5 derocker. Introduction of the proposed technology resulted in 2004 in US$385 000 mining cost reduction at the Maly Patom Creek over a short-time Siberian mining season.

"Mana/ta Coal Ltd. 's Costello Mine, located seven kilometres east of Estevan, Saskatchewan, has been operating at the present location since 1960. During the past twenty-three years, annual production of lignite coal has averaged 590 000 tonnes. The coal is used for power generation and for industrial and domestic use. Markets, operating techniques, facilities in place and reclamation are discussed. Introduction The Costello Mine (formerly the Klimax Mine) is located in southeastern Saskatchewan, approximately 210 kilometres southeast of Regina and 5 kilometres from the United States' border, as shown in Figure 1. The present mine, 7 kilometres east of the city of Estevan, has been operating since 1960. The history, however, of the Costello Mine and of the Estevan Coalfield dates from the initial settling of the area in the 1880s. Mining initially consisted of burrowing into the side of the Souris River Valley or other hillsides where the coal seam was exposed. Eventually, slopes were put down in the Estevan/Bienfait area and vigorous underground activity existed. In the late 1920s surface strip mining was introduced. The use of strip mining progressed to the point where it completely replaced underground mining in the 1950s and it is the only method in use today. During the past 23 years annual production has averaged 590 000 tonnes. The lowest production was in 1960 when the mine was starting up at 167 000 tonnes and the highest production was in 1977 when production was 1 509 000 tonnes. The Costello Mine controls approximately 11 400 hectares of mineral rights in the Estevan area. This is made up of 4 900 hectares of freehold coal and 6 500 hectares of leases. The area forms a large, irregular shaped configuration. Most holdings are contiguous and adjacent. The mine also owns some 8 400 hectares of surface rights. The lands under the Costello Mine's surface rights control, which are not being used in the mining operation, are leased to local farmers and ranchers. This ensures that the land is used to its full potential, both before and after mining."

Over the last six years Mandalay Resources has increased production rates and improved safety outcomes at its Costerfield mine in Victoria, Australia. This mine is an underground operation utilising narrow mining techniques to extract vertical veins, and produces up to 80 000 equivalent ounces of gold per annum, in both gold and antimony value.The operational challenges of narrow vein mining include controlling overbreak when veins being mined are only 300 mm wide. The mine has developed methods and modified equipment to suit extraction of these veins. Productivity improvements over the period have involved development of a stoping method and equipment to suit 1.8 m wide development drives. Over the last five years and during a skills shortage, recruitment, training and retention of personnel has been key to keeping corporate knowledge and skills to execute a careful efficient mining technique to minimise overbreak.Managing an underground operation close to nearby residents has unique challenges. Historically Victorian residents had family members work as underground miners; however, in the current day with few underground operations in this jurisdiction, community knowledge of mining has decreased. The Costerfield Operations are only 100 m from the nearest residence and the company values community engagement, partnership and investment with local Heathcote organisations.The mine has invested substantially in executive coaching of its leadership team early, which has paid dividends in problem solving potential of that team and ensuring the operation delivers on its promises to all stakeholders. The operation has become safer and employees are now more aware of their individual contribution in producing safe, efficient gold and antimony that benefit the whole operation, community and the region.CITATION:McCarthy, M, 2016. Many mining operations are uncertain of what costs they should be achieving. The majority of cost estimates are based on historical costs that have added contingency factors. Historical costs are a valuable source of information but a more precise costing method is necessary. There are several alternative methods for predicting costs. A methodology which provides the best indication of the achievable costs is one using a standard inventory list and a bill of quantities. The model is termed a Basic Principles model and addresses basic design principles and engineering constraints.

Mining operations are generally reluctant to install high-cost sampling systems at operations that have been functioning for many years. The principal objection to installing appropriate equipment to extract correct and representative samples in process flows is the time and costs involved. The Theory of Sampling (TOS) provides a structured framework for identifying and quantifying the errors and bias associated with any sampling event, but this may be insufficient to initiate substantial investment in correctly designed sampling equipment. Financial losses arising from substandard sampling installations are usually disregarded because the value-add from a good quality sampling solution is invisible, but the cost is quite obvious. Depending on the needs, a less-than-perfect or fit-for-purpose sampling solution may be acceptable, provided the magnitude of sampling errors is understood and the assay results are interpreted accordingly. Categorical levels of acceptable accuracy and precision can be established depending on the sampling position in the mining value chain and the nature of the decisions to be made. The objective benefits of proposed fit-for-purpose sampling solutions should be presented to relevant decision-makers in such a way that adverse subjective decisions are countered so that appropriate solutions are implemented. Practical examples of the benefits from motivating the implementation of fit for purpose sampling solutions at sampling facilities around the world are provided.

The reclamation of surface land areas disturbed during the course of coal recovery became a major, universal consideration upon the implementation of the Surface Mining Control and Reclamation Act of 1977. This legislation not only established reclamation as an absolute requirement, but also presented guidelines for reclamation standards and required bond-posting procedures to assure completion of the reclamation process. The Office of Surface Mining was established to enforce the provisions of the Congressional mandate by promulgating specifically detailed regulations and supervising the State participation in this regulatory process. The major operational consequences of the reclamation-related provisions of the Act and the OSM regulations are the increased costs and complex procedures necessary to accommodate the regulatory authorities. It is anticipated that many of these costs and procedures have not been adequately evaluated by either the coal operators or the regulatory bodies. It is, therefore, necessary to proceed with an examination of the general reclamation processes, the effect of these processes on product costs, and the methods, if any, which may be utilized to minimize their impact on the overall operation.

THE subject of taxes appears to engage our attention altogether too lightly. At least it would seem that, notwithstanding the increase in the cost of government, and its concomitant increased taxation, little constructive work is being done with a view to solving the problem of increased taxes. I believe that the inattention of the public generally to the subject of increased taxation is due largely to the fact that shareholders are not advised of the amount of taxes paid by industry. Were companies to advise their shareholders the amount of monies paid or payable out of each year's earnings for taxes in one form or another, and were such amounts compared with the amounts available for distribution to shareholders, the effect would be a general demand for more equitable taxation methods. While I am not unmindful of the burdens and inequities in taxation confronting industry generally, I believe that the mining industry in this Province does not fully appreciate the burden represented by the costs of taxation. My reason for this belief is based partly upon1the fact that no serious effort has so far been made to devise some means By which the mining industry in British Columbia might protect itself against the ever-increasing burden of taxation. In addition to this fact the widely diverse nature of mining in British Columbia makes the accumulation of comparable data a problem which, so far as I can ascertain, has never been attempted in a manner which would be authoritative. It should not be necessary to cite the effects of this burden upon any one mining company or upon any branch of the mining industry, such as coal mining, placer mining, base-metal mining, or the precious-metal mines. In my opinion, the operation of our mines by large corporations is conducive to the payment of taxes with much less protest than would be the case were the taxes being taken out of the earnings of just a few partners or a very few shareholders. We appear to be too unmindful of the taxes, paid by mining companies, of a kind that are not so prominently brought to our attention as are the taxes which are calculated upon the taxable income of the company at the end of its fiscal year. British Columbian mining companies pay many other taxes besides those which are calculated upon taxable income. Among these are school taxes, property taxes, gasoline taxes, mineral taxes, coal royalty, to say nothing of fuel-oil tax, sales tax, and excise taxes.
