The paper presents new advanced systems developed by the specialist contractor to bring, at all stages of the project, an efficient control of operations and presents a case history taken from the project at Tren Urbano, Rio Piedras Section, constructed beneath an historic commercial section of San Juan de Puerto Rico.

Indigenous people are nearly always affected when projects enter their territory. Crop and other asset compensation can help or undermine a project’s progress depending on the approach. When compensation is handled poorly, a technically viable project can get indefinitely entangled by local unrest. Stake holders associated with compensation issues include; the state, the indigenous people, non-governmental organizations, and the developer. Appreciation for the unique perspective of indigenous peoples and the influences affecting them can avert problems and prevent delays. A review of the compensation issues encountered in Ghana during its recent gold boom can assist in avoiding problems associated with handling poor and uneducated people.

O objetivo deste trabalho é demonstrar o desenvolvimento da compensação de sopro no Alto-Forno 3 da CSN durante as manobras dos regeneradores para o ciclo de sopro com o incremento da vazão do ar soprado vindo do moto-soprador. Para a realização deste trabalho utilizou-se a metodologia DMAIC. Na apresentação do resultado final serão demonstrados valores alcançados em torno de 60% de redução da pressão da base do alto-forno com o desenvolvimento e por consequência, um aumento de sua produtividade.

"Spherical grinding media (balls) are the most widely used media for comminution of ores by grinding. One way to optimize the grinding process in a tumbling mill is associated with the development and testing of a new media shape. By modelling simulation study of the behaviour of two types of grinding media (balls and tetraballpebs) in the grinding process was conducted to determine the possible advantages of the new media shape. Tetraballpebs are in the shape of tetrahedrons with spherical convex walls. D305 mm and L305 mm Bond ball mill sizes were used in the experiment. They are modelled milling tetraballpebs bodies corresponding by weight to five ball sizes, namely ¾, 7/8, 1, 1¼ and 1½ inches which form the grinding media used in a Bond ball mill. They are cast steel grinding bodies. Studies carried out with both types of grinding media include equal number of milling bodies of the same weight and volume. Having thus ensured a uniform mass of the grinding media and the same number of milling bodies, all other conditions and process parameters being identical, conclusions can be drawn about the influence of the grinding media shape on the grinding process. Compared to steel balls, the tetraballpebs used in laboratory tests carried out in closed cycle by Bond ball mill and the study of the rate of grinding gave five to six per cent higher yield of a control size of minus 0.1 mm. Measurements of the Bond ball mill power consumption demonstrated that tetraballpebs grinding media achieved energy saving of 4.7 per cent for the production of one gram of the control size of minus 0.1 mm."

The ability to identify hazards during a workplace examination is a critical skill for mineworkers to have in order to maintain a safe workplace. While research suggests that being able to successfully recognize hazards requires a complex set of competencies, it is unclear which competencies are most critical to adequately perform a workplace examination. This paper presents a hazard recognition competencies framework as an explanation of the competencies that affect mineworker hazard recognition. To better understand how the industry is selecting and preparing workplace examiners, researchers fromthe National Institute for Occupational Safety and Health (NIOSH) interviewed nine health and safety (H&S) professionals at surface stone, sand, and gravel mine sites throughout the USA. A primary purpose of these interviews was to verify the competencies included in the hazard recognition competencies framework and to understand why these competencies are critical. Finally, the results of this study are presented within the context of current NIOSH research findings related to hazard recognition.

Thank you Dr Barcza, President of the South African Institute of Mining and Metallurgy, for inviting me to share our experiences in Australia as regards the competency movement and my Association?s experience in assisting engineers become managers. This is my second visit to South Africa, and I am struck by the similarities between our countries. This extends to the professional issues associated with engineering and competencies in particular. I propose to outline two exciting stories today. ? Development of competency standards for professional engineers in Australia. ? Development of a management programme which has assisted professional engineers regain positions of leadership in Australian industry and government. First of all I would like to outline the Association of Professional Engineers, Scientists and Managers, Australia(APESMA).

Westwood Mine has experienced several episodes of increased seismic activity. While current geotechnical characterizations such as RMR, GSI, and Q' index can identify the general rock quality and zones at risk of convergence, they fail in identifying zones at risk of seismic activity. Previous research at Westwood Mine has shown a correlation between seismicity and areas with strong rheology contrasts. To characterize this contrast, 300 UCS tests were analyzed with their associated geochemical data, and statistical analysis and regression were performed using IOGAS software to establish a relationship between resistance and geochemistry. UCS-generated data with XRF results were transferred to Leapfrog Geo to create a block model of intact rock strength. This block model dataset was used to perform a competency contrast block model, and back-analysis of specific seismic sectors at Westwood Mine were conducted to validate the model. The purpose is to develop an established geomechanical tool capable in identifying areas with greater seismic risk associated to a change in the rock strength characteristics. By identifying those areas, mitigation measures can be implemented to minimize impact of seismicity on the operation.

Re-commencement of mining in the Western Zone of Beaconsfield Gold Mine following a seismically-induced rockfall fatality in April 2006 required a change of mining method involving drilling and blasting from specially developed drives in the footwall of the orebody. Broken ore is mucked remotely from ore drives on each level. Support in the footwall drives is required to maintain stability during their development and as stopes are retreated, which increases induced stresses and further seismic events are triggered. The paper outlines the challenges involved and methods used to select the footwall drive support to handle both static and dynamic load demand. The importance of load development in the support system, its displacement capacity, the compatibility of support elements and energy absorption capacity of the support system are highlighted. It is usual in any support selection process to ensure that capacity exceeds demand to create a factor of safety. In this case the demands on the system relate to load, displacement and energy absorption and the support system capacity for each must ensure that appropriate factors of safety for each are achieved. The paper shows how these factors are not independent and that selecting a high factor of safety for load can lead to compatibility problems with support elements in the support system.

Since the 1981 record of 54 mm tons of US fertilizer consumption, grain surpluses in the US have brought about massive acreage reduction programs, decreased fertilizer consumption, and resulting price pressures caused by excess capacity. The strong US dollar that reduced export sales of both grain and fertilizer, and new offshore manufacturing capacity using US engineering/contracting know-how have combined to put US producers of phosphate fertilizers in uncompetitive postures. While recent events suggest the industry may be growing out of this capacity problem, the cost of US phosphates will continue to be disadvantaged by such external factors as taxes, environ- mental regulations, and high power costs. There is no reason to expect help from the government in the form of reduced environmental regulation and taxation. In order to survive, phosphate fertilizer producers will have to develop technologies and adopt strategies that result in world competitive production costs. Current responses to the need to reduce costs include reduced energy costs through cogeneration, innovative reclamation techniques that create valuable land, and in- creased raw material recovery achieved by operator proficiency. While new technology offers long-term benefits for the producer, present efforts are concentrated on more mundane management efforts to reduce costs. Major attention is being given to the problems of labor utilization and productivity. Raw materials suppliers are being asked to renegotiate contracts which more appropriately reflect conditions in an industry operating at about 50% of capacity. Achievements in these and other areas will allow the producers to continue operating until longer term benefits materialize. `

During static strain-aging of low carbon steel, when the material is pre-strained, the dislocation density increases. If totally or partially unloaded and aged for a prescribed time, interstitial solute atoms diffuse under the influence of the dislocation stress fields, thus tending to lock dislocations causing an increase in yield stress. If held for long periods at certain aging temperature, a decrease in yield stress (over-aging) is observed following the initial increase. This behaviour has been variously attributed to either recovery of cold worked dislocation structure and/or formation and coarsening of carbide precipitates. The present work demonstrates that, using a "process control" model for the competing processes of hardening and softening, dislocation recovery is responsible for over-aging of mild steel specimens under conditions tested during this investigation. The demand and supply of wollastonite has gone through a dynamic period in the 1990's. A 10% -15% growth rate of demand stimulated interest in evaluating new projects. However, the mid-1990's brought declining prices for commodity applications and natural barriers to entry for technical applications, making many of these potential projects uneconomic. Successful projects that were brought to market were done so by incumbent producers. This work examines the competitive structure of the wollastonite market by evaluating the strategic decisions of the industry leader, NYCO Minerals Inc., and a new market entrant, Orleans Resources, in an attempt to identify the environmental threats and opportunities of this industry. Results suggest new entrants like Orleans Resources face significant entry barriers for technical applications, while NYCO Minerals could improve its profitability by having less exposure to commodity applications.

The Coteau Properties Company's Freedom Mine is a surface lignite mining operation located near Beulah, North Dakota. Coteau, a wholly owned subsidiary of The North American Coal Corporation, produces more than 13.5 million tonnes per year, ranking it among the largest mines in North America. In 1993, Coteau ranked seventh in terms of annual coal sales, becoming the largest mine outside the Powder River Basin of northeastern Wyoming. However, for the Freedom Mine to stand among these Powder River heavyweights, Coteau over-came several obstacles, including a coal seam with three quarters the heating value and overburden to coal ratios three times higher than the Powder River mines. Coteau's ability to compete has been built around a program of continuous productivity improvement, cost efficiency, and innovation. This report highlights a few of the major improvements implemented in recent years.

"World metallurgical coal imports totalled 110million tonnes in 1978. Of this amount, Japan imported 50 million tonnes, making it by far the largest and most important coking coal market . British Columbia and Alberta exported 12.0 million tonnes of coking coal in 1978, or 11% of the world total. Virtually all of these exports were directed to Japan, making up 22% of total imports.Some observers have suggested that because Japan is almost the exclusive buyer of British Columbia and Alberta metallurgical coal, the benefits of the coal trade may be primarily on the side of the powerful Japanese buyers. Buttressing this suspicion is the fact that Japanese trading companies have taken substantial equity positions in B.C. coal mines, thus presenting the possibility of non-arms-Iength transfer arrangements. There is then at least some evidence to support the hypothesis that Canada's western coal producers receive prices that are less than would prevail in a more competitive market; that is, that they are exploited.This paper produces evidence that Canada's coals are not underpriced in respect to U.S. and world markets. The conclusion is drawn that British Columbia and Alberta metallurgical coals receive prices that are equal to prices known to be competitively determined. This conclusion follows an in-depth analysis of prices, coal qualities and the economic characteristics of all major coals traded in the Japanese market. A by-product of the analysis is an equation capable of predicting the value of any metallurgical coal sold to Japanese buyers, or, for that matter, any buyer. Hopefully, this can be of some use to coal producers in developing their marketing strategies."

To ensure the continued growth and economic viability of the Western coal industry, both in the domestic and inter- national markets, it is essential for the industry to become more creative and active in confronting the most serious obstacle in this objective; and that is, the inherently long distances which Western coal must be transported inland to reach its major markets. Figure 1 shows the 1982 coal consumption by state for those states where Western coal was consumed. (Except as noted in this paper, Western coal producing states are defined as Colorado, New Mexico, Arizona, Utah, Wyoming, Montana and North Dakota. Any exceptions used will have only an insignificant effect on the content of the paper). This figure illustrates the long distances that are required for Western coal to reach its markets. The total production for 1982 from the Western coal producing states was approximately 220 million tons, of which only 85 million tons was consumed within the boundaries of these states. The remainder was transported to markets outside the area. This map also shows, based strictly on the consumption of the states to which Western coal was shipped during 1982 and not considering other factors which are involved in the marketing of coal, the total market potential of Western coal would amount to a total of 445 million tons. This does not include export coal from the West Coast, which is now estimated to be less than 2 million tons for 1983. In 1980, it had been estimated that by 1985 the West Coast exports would have been at least 10 million tons per year, which will not be attained.

PRICE changes in competing fuels in the last three decades have reflected the changes in the consuming habits of the people of the United States. Prior to World War 11 the importance of fuel oil and fuel gas increased almost constantly while the relative importance of both bituminous and anthracite coal decreased. During this same prewar period coal prices increased to a much greater extent than oil prices. In fact, in many years, oil prices declined and in most cases are now no higher than they were back in 1925-26. During the war natural economic trends were entirely upset because of the tremendous petroleum requirements of the Army and Navy. Under these conditions many industrial plants were converted to the use of coal and the new installations in home heating and industrial plants of all kinds which might have used oil were practically eliminated. During the last decade there were pronounced changes in the competitive pattern of the fossill fuels It is proposed to trace these trends and describe inter-fuel competition, first as it relates to the economy as a whole and then more specifically to examine competition of the fossil fuels as these share the electric utility market. Table 1, Competitive Fuels and Water Power Used in the United States, 1950-1959, shows the growth in the consumption of coal, oil, gas and water power 'during the past decade. Uses which are not directly competitive among the fuels, such as tractor fuel, carbon black, and consumption of petroleum products in the making of synthetic rubber, have been excluded from these statistics. The experience of the three fossil fuels in competition since 1950 shows natural gas expanding more rapidly, than oil by roughly twice as much, 219.0 percent' compared to 124.1 percent growth in B.t.u.s of oil consumed in the ten-year period. Percentagewise, water power little more than held its own, and coal, including anthracite, actually decreased more than one-fifth.

"Vanadium is widely utilized as an important element to improve the quality of alloyed steels in iron and steel industry. Moreover, the crystallization process of V-containing spinels plays a significant role due to the aim of achieving a fairly larger size of spinel crystals in vanadium extraction. Thus, a comprehensive exploration and discussion on the competitive precipitation and growth of vanadium, chromium and titanium spinel crystals in vanadium slag during a cooling process were carried out in the present study on the basis of a crystallization kinetic model. To be more specific, the abilities of forming crystal, precipitation order and suitable temperature range for crystallization of the three kinds of spinels were discussed with both theoretical and experimental methods.IntroductionVanadium is an important element which is used almost exclusively in ferrous and non-ferrous alloys due to its excellent physical properties such as high tensile strength, hardness, and fatigue resistance [1]. Various kinds of processes of vanadium extraction from V-containing hot metal are available at present. However, only four processes which are the Highveld process (South Africa), the Pan-steel process (China), the NTMK duplex process (Russia) and the New Zealand steel process (New Zealand) take the dominant positions [2, 3]. Although the type of reactor and the initial vanadium content in hot metal are different in these techniques, they share the same principle that vanadium is oxidized by oxygen into vanadium slag."
