Compliance with the EPA's emerging Clean Water Act regulations can be challenging. Open pit copper mines in Arizona have found themselves in a tangled web of changing rules, regulations, and guidance documents regarding storm water and process water discharges. Large mining properties must come up to speed on a myriad of issues including the definition of zero discharge, what constitutes a process related spring or seep, and tailings and waste rock Best Management Practices. The example of the Pinto Valley Mine in Arizona is used to illustrate National Pollution Discharge Elimination System regulatory issues.

The Cadia Hill concentrator at Newcrest’s Cadia Operations has undergone several modifications and upgrades to treat an increased throughput rate of harder ore from the Cadia East block cave mine.Subsequent to the commissioning of the expanded circuit, the flotation cleaner block has undergone a systematic optimisation programme tackling all facets of circuit operation. A good deposit of high sulphur coals of tertiary origin is existent in North eastern region of India. These coals are known to have indifferent characteristics in comparison to other Indian coals. The general Physico-chemical characteristics are low ash and high volatile matter, calorific value and sulphur content. Sulphur in these coals (70-95% of organic) is mostly affixed to the structure of the coal. Owing to the stringent environmental regulations, the utilization of these coals has severe limitations due to high sulphur content. In the present investigation, sulphur incorporation in to these coals has been discussed along with possible organic sulphur functionalities. The various desulphurization techniques carried out for removing sulphur from these coals have been discussed. Two step oxidative desulphurization processes has been found to be most efficient for organic sulphur removal along with mineral matter and potential toxic elements. In 1977, an article in World Mining (1) reported a total of 2726 rotary blast hole drills in service. This figure included only those machines produced by three of the manufacturers building drills of this type. The total, therefore, is much higher: Rotary drilling in the mining industry is big business to the manufacturers and suppliers involved, and a significant cost item, to mine operators. The time has come to take a hard look at rotary drilling technology with an eye to re¬ducing costs by increasing drilling efficiency. The efficiency of any rotary drilling operation is measured in terms of the rate of penetration achieved by the bit. In blast hole drilling, five factors affect the rate of penetration. They are: 1. Bit selection 2. Weight on the bit 3. Rotary speed 4. Hole cleaning 5. Formation properties Of these factors, all but one may be control¬led by the operator. Looking at any one in detail may reveal possible improvements in the system. Cleaning the hole is a good place to start. In order for a bit to perform at its maximum capability, each tooth or insert should strike fresh, clean rock as it falls into its drilling position. If the tooth or insert lands on previously drilled cuttings, a major portion of the energy delivered to the bit is absorbed in re drilling this broken material. A major portion of the interest, therefore, should be directed to the proper cleaning of the bottom of the hole.

Our Western Australian Operations are a signatory to the WA Cleaner Production Statement, through which we provide a Cleaner Production Plan to the State Government on a voluntary basis. "As ores degrade, mining techniques and chemistries change to meet market demand and maintain product quality. The balance of recovery and grade is a significant challenge in the Crago Process where an anionic collector is used to float phosphate, followed by acid scrubbing, then an amine float to improve product grade. As the grade is a requirement for DAP and MAP production, recovery is the criteria to suffer. Phosphate losses in the amine float can bring overall recovery down by as much as 18%, creating a growing need to think outside the box to improve recovery. This paper will focus on the theory of amine tail recycling and the best methods to optimize the overall phosphate recovery by recycling the tails from the cleaner flotation step. INTRODUCTION In 2014 the total US phosphate production was down 13% over the prior year, from 31.9 to 27.1 Mt, which accounts for 12.32% of the world’s phosphate rock production. Florida and North Carolina phosphate production accounted for 80% of total US phosphate production, which was down from 85% the previous year. This decline is due in part to the closing of the last phosphate mine in Polk County, FL - which had an operating phosphate mine for over 100 years (Gurr, 2015). Another factor contributing to the reduction in contribution from FL & NC is the increasing challenges in beneficiating the remaining ore deposits. The Central Florida mining district has historically been in the Bone Valley deposit, where raw apatite was abundant with P2O5 values as high as 15%. The Bone Valley ore also had characteristics favorable to beneficiation to 27.5-29.7 %P2O5 while achieving recoveries above 86%. The move southward into the Hawthorne Formation has seen the ore feed grade hit some historic lows, and the matrix characteristics pose more challenges to phosphate producers. The Hawthorne Formation experienced lateritic weathering after the Bone Valley formation which altered the apatite to aluminum phosphate minerals, and alteration of montmorillonite to kaolinite, releasing MgO that caused the dolomitization of the top of the Hawthorne limestone (Cathcart, 1966). Elevated levels of dolomite can yield an increase in slurry viscosities, reduce production rates, and increase energy costs in the wet-acid fertilizer process. The MgO will also act to dilute grade, making it more difficult to achieve a standard 18-46-0 product (McHardy, 1981)."

In introducing to an American audience a description of the work done in dry coal separation in England and in Europe generally, it is perhaps desirable to give a short history of the development outside the United States of the particular processes with which the author is connected, and perhaps to stress a little the differences in the nature of the conditions to be faced. England actually presents one set of problems and the Continent of Europe another, since the character of the coals to be treated is entirely dissimilar, and the attitude of the coal industries towards coal preparation is also dissimilar. England for generations has been working by hand good seams of clean coal of the highest possible quality and has not felt any pressing need to clean its coal. Most Continental countries, however, especially in Central and Western Europe, have been working friable and often very dirty coals for so long that a washery is accepted as a part of the normal equipment of a colliery, with the result that the art of wet washing has reached a high state of perfection, particularly in Belgium and Germany. The advent of machine mining has intensified the problems to be faced in all countries, and in England has been coupled with the working out of the best seams in the older coal fields, thus bringing about the necessity of working thinner and dirtier seams with resultant difficulties as regards marketing the products, while Poland, with clean and well prepared coal, has in recent years been attacking established British markets in Scandinavia. In recent years, therefore, interest in coal preparation has been steadily gaining ground in England, although it has not yet reached Continental dimensions. Broadly speaking, the differences in preparation problems between England and the Continent boil themselves down to one of size. In England, for example, with the exception of the Kent coal field, the proportion of coal of a size less than ? in. to the coal less than 2 in. is very much less than on the Continent, and since the principal difficulties in dry cleaning lie in the fines it is easier to produce good figures on

"IntroductionTHE LOW-VOLATILE bituminous coals of the Brazeau field, Nordegg, Alberta, are soft and weak in structure. The seams contain .bands of inferior material, locally designated 'black jack', and thin bands of friable carbonaceous shale having no definite horizon but usually 'floating' in the seam. Because of the weakness• of the coal and the friable nature of the shale bands, run-of-mine coal usually contains a very high percentage of fines, as •Shown in the following table:SIZE WEIGHT. %Plus 1/2 in 25.61/2 – 1/4 in 13.31/4 - 1/8 in 14.6Minus 1/8 in 46.5The most convenient way of cleaning the fine coal would be by treating it in association with the coarse coal, so that no additional plant would be necessary. To a limited extent this is possible in certain types of equipment, notably the jig. A system of washing without pre-sizing is not •attractive, however, when dealing with the friable coal under consideration, which contains •a preponderant proportion of fines. At the new Brazeau washery, separation is made at 3/8-inch on •a Robins 'Vibrex' •screen, the coarse sizes being cleaned in •a standard pulsator-type jig. A feldspar jig is used to clean the minus 3/8-inch fraction."

The water cyclone washer has a number of advantages that makes it a desirable machine for the cleaning of fine-grained and friable materials such as 1,4 x 0" slack coals. In this paper results are presented of tests carried out on a shaly coal containing a high percentage of inter-grown materials from the Minto area, New Brunswick. The tests were con-ducted in the pilot plant of the Western Regional Laboratory in Edmonton. The test results show that the cleaning characteristics of this coal can be improved by lightly grinding the recirculating middlings fraction, which constitutes approximately 30 per cent (1.45-2.00 fraction) of the raw feed. • The cleaning of 1;4 x 0" fines by water cyclones compares favourably with other coal cleaning machines and has an added advantage of being extremely simple to operate, low in capital and operating cost, and high in capacity. "The South Hartford Conveyance and Storage Tunnel (SHCST) project is a significant component of the Hartford Metropolitan District’s (MDC) long-term control plan (LTCP), which is overseen by the Connecticut Department of Energy and Environmental Protection (CTDEEP). This project will address a portion of the MDC’s Clean Water Project (CWP), which will reduce combined sewer overflows (CSOs), eliminate sanitary sewer overflows (SSOs), and reduce nitrogen released into the Connecticut River. The purpose of the SHCST project is to eliminate West Hartford and Newington SSOs, eliminate Franklin area CSOs discharging to Wethersfield Cove and minimize CSO discharges to the South Branch Park River. The locations of each overflow are shown in Fig. 1. In 2010, the district prepared a preliminary design report (PDR) for the SHCST project, which included relief of the Folly Brook trunk sewer and proposed to keep the tunnel boring machine (TBM) retrieval shaft within the city limits of Hartford. Figure 1 shows the 2010 PDR recommended tunnel route. Subsequent to the PDR, the objectives of the SHCST have slightly shifted. In accordance with ongoing revisions to the LTCP, relief of the Folly Brook Trunk Sewer is no longer necessary. Additionally, the MDC has decided to perform less sewer separation in the Franklin Avenue drainage area. To replace the sewer separation, new relief points are proposed within the Franklin area and will be diverted to the SHCST. Figure 1 also shows the current recommended tunnel route (Alignment F). During 2012, the MDC conducted an evaluation of the potential of connecting the proposed North Tunnel (originally proposed as an independent tunnel with its own pump station) into the South Hartford Conveyance and Storage Tunnel. This evaluation concluded that the two proposed tunnels could reasonably be connected together and operated as a single tunnel system utilizing the tunnel pump station at the eastern terminus of the South Hartford Tunnel (Fig. 2). It also was concluded that this alternative was less costly than two independent tunnel systems."

It is not uncommon for overall quality of coal from a mine to deteriorate as the mine is developed or for an improved-quality coal specification to be imposed during the life of the mine. Either of these conditions typically results in management pressuring mine personnel to take greater care in delineating the seam from top and bottom rock. When mining and seam conditions require a portion of the seam to be removed to ensure sufficient rock is removed to meet the quality specification, physical-coal cleaning may become economically competitive with in-pit seam grooming. The additional cost of coal cleaning may, in some cases, be justified by permitting higher recovery of the coal seam than is possible when cleaning the seam with excavators in the pit. This paper compares projected coal cleaning results with present in-pit grooming techniques and reports the economic results.

Due to a tight ash constraint on the clean coal product and difficult middlings washability characteristics, a considerable amount of coal was being lost in the jig middlings at the Monterey No. 2 Mine. An investigation was conducted into circuitry to recover this lost coal with minimal effect on the total clean coal ash. A reverse two-stage hydrocyclone system cleaning at low specific gravities was selected. This system is currently recovering approximately 5.8 kg/s (23 tph) of 11.5% to 12.5% ash coal. The specific gravity of separation for the system is about 1.5 and the probable error is 0.13.

In recent years, coal beneficiation has gotten considerable attention. Selective oil agglomeration has been accepted as the best method to produce clean coal with a high removal of pyrite sulphur. In this study, spherical oil agglomeration of Datong coal fines was carried out using diesel oil as a bridging liquid. The oil agglomeration has a surface properties based on coal cleaning technique. The effects of fundamental parameters have been investigated including the concentration of bridging liquid, the size of coal particle, the solid content of slurry, the agitation time and rate, pH, surfactants on the agglomeration performance and various salts on the ash rejection and removal of pyrite of the agglomerated products. The optimum conditions of particle size, diesel concentration, solid content, agitation speed and time, pH and the dosage of active agent have been determined as less than 8µm, 20wt%, 1200r/min and 10 minutes, 7.5g/t and 100g/t, respectively. Under these conditions the ash content in the products can be achieved 1.5% below, the ash rejection was up to 92%. It has been observed that ionic strength of the aqueous medium affects the agglomeration performance. The precombustion coal cleaning process based on improved selective agglomeration results in high ash and pyrite sulphur removals. Over 80% removal of pyrite sulphur can be achieved from run-of-mine coals by offering a more cost-effective sulphur reduction solution rather than any other SO2 removal technology. In addition, the removal of pyrite sulphur is very necessary for not only the prevention of environmental pollution but also economical reasons.

THE increase in the number of coal-cleaning plants employing dense-medium processes occurring since 1946 is especially interesting when viewed historically. Both sand and magnetite were introduced as material for heavy mediums at about the same time, sand in the Chance process in 1921 and magnetite in the Conklin process in 1922, but from that point on their records diverge. The Chance process enjoyed a steady growth from its inception, whereas no additional magnetite plants were built in the United States for over 20 years. Then, following the close of the World War 11, magnetite was again introduced, this time with marked success. During the following years some 47 plants employing magnetite medium were built.

THE need for standardizing methods of arriving at definite conclusions regarding the cleanability of a given coal, and for measuring the performance of coal-cleaning equipment, is constantly increasing. Earlier notes by the author on this subject are amplified in this paper, because he believes that better preparation of bituminous coal is a partial solution of the coal operators' troubles. WASHABILITY STUDIES The term "washability" of coal was coined when washing was the universal method of separating coal from its impurities by utilizing their difference in specific gravity. This and analogous terms are still used in their broad sense although pneumatic or air separation is now used to clean coal. These terms are so used in this paper. Too much time or money, can hardly be spent on "feed surveys" to get a "picture" of the coal that is to be cleaned. There have been too many "rule of thumb" methods used. Screen analyses and "sink-and-float" tests on the raw coal enable the coal operator and washery man to predict within reasonable limits the results that may be expected from any efficient cleaning apparatus.

FUSED quartz is a glass made by the fusion of nearly pure silica. Some confusion in terminology exists but in the trade today "fused quartz" generally refers to the perfectly transparent colorless product made from rock crystal whereas "fused silica" is a white, translucent product made from silica sand. Vitrified silica is the term preferred by purists for all quartz glass, but it lacks the definiteness of -the trade terms. Since the raw materials, methods of production, and properties of the finished products arc different for the two types, the trade terms are preferred. As fused quartz is amorphous, it-physical properties differ greatly from those of quartz crystal. Lacking crystallographic directions and having no piezo-electric properties, fused quartz. of course, has no value for the making of radio oscillator plates; but it does have other valuable and unique properties. Perhaps the 'best known and most useful properties are its extremely low coefficient of expansion and its ability to transmit short-wave ultraviolet radiant energy. The California Surface Mining and Reclamation Act (SMARA) is the nation's first legislation establishing a statewide mineral resource policy governing mining activities that recognizes regional needs and retains local autonomy. The Southern California Rock Products Association supported this proposed legislation. It was through our efforts that SMARA was passed in 1975. The local planning and zoning processes, which are so critical to the mining industry, have been significantly improved with implementation of SMARA. Recognition of the importance of the mining industry is now being developed by the State Mining and Geology Board and the California Division of Mines and Geology (CDMG).

Miner?s exposure to dust remains a top concern among regulatory agencies, particularly at production facilities with high levels of silica. This respirable dust is present in almost all operations and is a direct cause of the deadly disease silicosis. Silica is one of the most abundant minerals on Earth and is a threat at all operations, especial-ly granite and sand and gravel facilities. The National Institute for Occupational Safety and Health continues to analyze silica?s threat. The institute?s research indicates that heavy-equipment operators have an increased risk to dust exposure, especially when drilling or breaking rock, even when working from an enclosed cab. However, there are methods to reduce an operator?s exposure further, according to recent NIOSH research, which is detailed in its report, Improving Air Quality in Enclosed Caps with Uni-Directional Filtration/ Pressurization System. NIOSH indicates that when surface mining equipment is new, the operator?s dust exposure is normally at accept-able levels. As the equipment ages and components such as gaskets and seals deteriorate, the level of protection can degrade to a point where it is no longer acceptable. However, the institute indicates that at least two critical factors necessary for an effective system.
