PLANS are now well advanced for the joint meeting of the Institute and over a dozen other engineering societies in Chicago during the week beginning June 26: Engineers' Week at A Century of Progress. All engineers planning to visit the Fair will find it to their advantage to be present at this time so far as the Chicago attractions are concerned, and Eastern members will also have the advantage of special transportation arrangements on June 24 and 25. The tentative program is given at the bottom of the next page. Monday morning, June 26, will be reserved for registration of members and guests and the Woman's Auxiliary at the Stevens Hotel, where special rooms will be provided. A luncheon will also be served there, and in the afternoon, a technical session on nonmetallics. Instead of having the big family dinner that evening at the Stevens, as at first proposed, the local committee has planned to have it at the Fair Grounds, where special facilities have been arranged. A meeting of the Board of Directors and a few invited guests will precede the dinner. All members and guests are likely to be interested in visiting the Museum of Science and Industry, so that will be the sole event on the program for Tuesday morning, June 27. The big attraction there at present is the model coal mine, the first operative coal mine ever built for exhibit purposes. It is based on the Deutsches Museum mine at Munich, but goes far beyond that in realism, and takes the visitor on an extended tour underground. It shows him in half an hour more types of modern mining machinery and coal geology than he would be likely to see in a week's underground study in the coal fields. The Institute members will be the first group to go through this mine.

INTRODUCTION The problems involved with moving millions of tons of rock are being addressed by nationally recognized tunnel contractors who have converged in Chicago over the past 5 years. This wealth of expertise has been needed to meet the risk and challenge of constructing the world's largest network of underground tunnels which in turn has required a dramatic advance in the art and science of tunneling. These pioneers, through innovation, adaptation, and hard work, have eliminated the one major concern of The Metropolitan Sanitary District of Greater Chicago - how to move 8 million tons of rock. The Metropolitan Sanitary District of Greater Chicago (MSDGC) serves 122 municipalities covering 866 square miles in Cook County, Illinois. Of these cities, towns, and villages, 53 have combined sewer systems. On an average of once every four days, these systems overflow about 4 million gallons of combined sewage and rainwater into the area's rivers and canals. The overflows occur at approximately 640 outfall locations of which 10% are owned by the MSDGC, with the remainder of the points belonging to various other municipal bodies. All those who own these "point" sources of pollution are in violation of Illinois State and Federal regulations. To enable its member municipalities to come into compliance with State and Federal law, the MSDGC is implementing its Tunnel And Reservoir Plan (TARP). TARP is a regional solution to the problem of combined sewer overflow in the metropolitan Chicago area. I regard it as one of the most important papers that have been presented on this subject, and worthy of complete study. I started out, on the limited time I had, on a system of study which I would recommend to any one else who has leisure to complete the investigation. I took the original report presented at the Cincinnati meeting, and selected from it' such tests as had the analyses reported along with the physical tests, giving the amounts of carbon, phosphorus, manganese, etc., taking only those in which all these elements are given.

The subject of the influence of coal-dust in mine-explosions has received considerable attention both in England and on the continent of Europe, but until the recent disaster at Pocahontas, Va., it seems not to have been of special interest to engineers in this country. FoR the convenience of those who do not care to enter into the details of this long essay, I begin with a summary of the most important results it presents. The extraction of silver by the lixiviation-process from ores which have been subjected to a chloridizing-roasting, is based upon the fact that silver chloride is easily soluble in solutions of sodium or calcium hyposulphite, and that silver is precipitated from such solutions by an alkaline sulphide, with regeneration of the hyposulphite salts. In case the ore contains lead a large portion of the latter is and dissolved, lead sulphate being soluble in hyposulphite solutions. If, at the same time, copper is present, the sulphides precipitated from the solution, contain silver, copper, and lead, a combination of metals not desirable for subsequent treatment. Mr. E. H. Russell, of Park City, Utah, is the inventor and the patentee in the United States and several foreign countries of a new lixiviation-process, based upon the chemical facts discussed in this paper. Mr. Russell has discovered that lead can be completely separated from a sodium hyposulphite solution, as lead carbonate, by sodium carbonate or purified soda-ash, without precipitating any copper or silver. After decanting the solution from the lead carbonate, silver and copper are obtained from it in the usual way. This method of separating lead prohibits the use of calcium poly-sulphide as a precipitant for the sulphides, because any calcium entering the regenerated lixiviationsolution would also be precipitated as a carbonate with the lead by soda-ash. Hence, a sodium sulphide must be employed. A full investigation has demonstrated that this is by no means detrimental. Sodium sulphide and hyposulphite are more advantageously used in the lixiviation-process than the corresponding calcium-salts. At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. The Childe Harold deposit was mined by the Granny Smith Joint Venture (GSJV) from late-March through to early-December 1993. This was a fast-tracked mining project whose history began with an offer to purchase agreement being signed at the end of October 1992. A feasibility study was completed by the end of December 1992 after completion of a reverse circulation (RC) and diamond drilling program. Subsequent additional definition drilling culminated in a remodelling of the reserve by March 1993, by which time all necessary governmental and company approvals had been granted. "Abstract - The Domeyko Cordillera, the westernmost uplifted crustal block of the composite High Andes of northern Chile (20°S to 28°S) hosts a narrow N-S trending belt of Late Eocene-Oligocene giant porphyry copper deposits, which include Collahuasi, Chuquicamata, El Abra, La Escondida, and El Salvador. These deposits are spatially and genetically associated with the closing igneous activity along this range, prior to a 30 km eastward jump of the magmatic front in response to tectonic plate interaction. The porphyry copper deposits are also spatially associated with a major intraarc strike-slip shear system, the Domeyko Fault System. Although the tectonic uplift of the 3000 m to 5000 m high range has generally been assumed to be mostly Miocene in age, field relationships suggest that the Domeyko Fault System and tectonic uplift were active as early as the Eocene, coinciding with porphyry copper emplacement between 41 Ma and 30 Ma. Apatite fission track (FT) thermochronology provides both age data and a time-temperature history for rocks since they cooled below a temperature of ca. 125°C (equivalent to a depth of 4 km to 5 km under normal geothermal gradients) on their way to the surface during exhumation, or after a heating event. Apatite FT data from the Paleozoic crystalline basement of the Domeyko Cordillera indicate that at least 4 km to 5 km of rocks were eroded during exhumation of this tectonic block between ca. 50 Ma to 30 Ma (Middle Eocene to Early Oligocene), a time that immediately precedes and overlaps with the emplacement of giant porphyry copper deposits. The FT data constrain the age and duration of a period of crustal thickening and extensive erosion known as the Incaic compression, an event recognized in the Andes of Chile and Peru. Assuming that cooling was due to denudation alone, modelling of the FT data allow estimation of denudation rates between 200 and 100 m/My during this period. In contrast, exposures of pre-porphyry Paleocene intrusives on the western edge of the Domeyko Cordillera reveal apatite FT ages that are concordant with biotite 40Ar-39Ar dates, indicating shallow emplacement, fast cooling and negligible exhumation. The apatite FT ages of the Chuquicamata and El Abra porphyry copper deposits are only marginally younger than their 40Ar-39Ar dates, implying fast cooling/exhumation of shallow mineralizing systems (ca. 2 km to 3 km). Their FT time-temperature history is compatible with extremely low rates of exhumation (ca. 50 m/My) since about 30 Ma (Early Oligocene). This limited extent of erosion, due to exceptional aridity, has greatly contributed to the preservation of rich supergene enriched blankets above some of the porphyry copper deposits.A model is proposed, which is consistent with field relationships, geochemical, and geochronological data. High relative velocities and intermediate-angle oblique convergence between the Nazca and South American plates in the Eocene-Early Oligocene led to intra-arc transpression partitioned into reverse faults of opposing vergence and a right-lateral shear system (the Domeyko Shear System) localized along the magmatic front. Crustal shortening and thickening led to uplift within the Domeyko Fault System and to erosion of at least 4 km to 5 km. Crustal thickening deepened the zone of magma generation, and magmas accumulated in the lower crust, allowing small volumes to rise rapidly to shallow levels along transtensional domains of the regional shear system. A similar model of crustal thickening and shortening before and during porphyry copper emplacement in zones of transtension may also apply to the Miocene-Pliocene giant porphyry copper province of central Chile."

This paper analyses the scope and instruments employed by the Basel Convention for regulating the transboundary movement of hazardous wastes, the present and projected hazardous waste regulations of Chile, reviews the Chilean import/export trade of wastes of the period 1985-1995, and discusses, the influence that the Basel Convention has had on mining trade, its perceived benefits and costs, and possible effects on Chile's trade of the application of the Convention's Decision III/l. There is no quantitative estimation as to the effect of the Convention on the general volume of imported or exported materials destined for recovery, recycling, reclamation, or reuse. All recycling imports, with the possible exception of residues of petroleum oil, which occurred during the decade 1985-1995, can be classified tentatively as non hazardous. The entry into force of the Convention has had several effects on Chile's trade. It has brought home the need to have a comprehensive hazardous waste legislation, it has been a base for applying import restrictions, which in all likelihood, would .have otherwise not been applied, The benefits and costs of this import restriction, as well as those of the multilateral export ban are analyzed.

This paper is an outgrowth of a continuing compilation of the geology of Chilean ore deposits by Carlos Ruiz who was the author in 1965 of Geologia y Yacimientos Metaliferos de Chile which was the definitive compilation of the ore deposits of Chile. A new version was written by him in 1988, with the co-operation of Federico Peebles L, published in Geologia, Distribucion y Genesis de los Yacimientos Metaliferos Chilenos. Over the past eight years J David Lowell studied the geology of the Chilean mineral belts in connection with planning mineral exploration for copper and gold.

APPROXIMATELY 26 percent of the total ore production to date from the largest single deposit of copper-bearing material in the world was mined during the war years, 1942 to 1945, at Chile Exporation Company's great open-pit mine at Chuquicamata, Chile. About 18 percent of the total waste removed during the life of the mine was handled in the same period. The total of ore and waste represents approximately 24 percent of the total material that has been excavated from the pit. On March 18, 1964, the 52,000 dwt ore carrier M/S Houn Maru called at the port of Coquimbo, Chile, on its maiden voyage to take iron ore to Japan. This marked the first time a vessel of this size ever arrived at Coquimbo, and the event promises to drastically accelerate henceforth iron ore exports from Coquimbo province. This was made possible by the use of a versatile shiploading system recently installed by Cia. Minera Santa Fe. Coquimbo has no mechanized loading facilities other than six conventional 5-ton cargo cranes. Limited space on shore further complicates the stocking problems. To make the best of what is available, a meticulously organized semi-hand-loading system has been developed through the years.

The Chimney Hollow Reservoir Project (CHRP) is located southwest of Loveland, Colorado. CHRP is a component of the Windy Gap Firming Project, operated by the Municipal Subdistrict of the Northern Colorado Water Conservancy District. The inlet/outlet tunnel (IOT) for CHRP contains a reinforced concrete lined alve Chamber with PC membrane waterproong that was ecavated via seuential ecavation method to a diameter of feet. The IOT was ecavated using both drill and blast and road header with ground support consisting of steel sets, rock bolts, wire mesh and shotcrete. The IOT will withstand 300 feet of water head and rock ll surcharge load from the dam embankment constructed over the tunnel.

Mining in the Colorado Springs coal field took place from the 1880's to 1940's. The depth of mining in the coal field varied from about 10 meters to over 150 meters. Review of sequential historical aerial photographs from 1937 to 1960 indicated about 2400 chimney subsidence sinkholes had developed throughout the study area. Statistical analyses of the location and size of these sinkholes with respect to the time since mining, depth of mining, mined thickness and type of mining indicated definite trends in the time of occurrence, size, and location of these features. This data is valuable in the assessment of potential future subsidence in this and other areas of similar mining conditions.

This paper examines the chimney occurrences in the Hanna Coal Field, Wyoming. Chimney caving is defined, previously proposed mechanisms involved in the development of a chimney are critically reviewed, and factors controlling chimney cave are identified. The main portion of this paper deals with the identification and characterization of chimney subsidence due to underground coal mining in the Hanna Mining District. In an attempt to characterize the subsidence, sink-hole occurrences are correlated with the depth of coal, thickness of mined-out beds, mining methods, nature of overburden, structural geology, and hydrology. Most sinkholes in the Hanna Basin appear to be conical in profile, with the apex upward. The average diameter is 15 meters (50 feet), with an average depth of 11 feet. Most have developed above an overburden of less than 61 meters (200 feet). The average mining height to width ratio is 5. Much of the chimney development is governed by the thickness and character of the overburden, the width and height of the mine opening, and the in situ state of stress.

The “China & East Asia Mineral and Energy Re-sources Symposium — CEAR 2000” was held Jan. 23-26, 2000 in Denver, CO. Conference sponsors included Resources and Technology Symposia of Colorado and the Asian Journal of Mining. The meeting was attended by representatives from China, Japan, Mongolia, Korea, eastern Russia (Siberia) and the United States. The US attendees consisted of interested parties from mining and energy companies, financial institutions, consultants and government agencies. In his opening statements, L. Maness, Jr., president of Resources and Technology Symposia of Colorado, said that the “goal of the conference was to make jobs and friendships and to introduce people to each other.” The conference provided an opportunity for Western mining interests, including mining companies and investors, to meet with government agencies from both sides of the Pacific.

Introduction Coal has always been China's predominant energy resource. The country ranks among the three richest countries in coal reserves in the world, next to the US and the Soviet Union. According to China's Ministry of Coal Industry (MCI), coal accounted for about 72% of the total national energy consumption. Despite efforts to increase the output of oil and hydropower, coal is predicted to remain dominant on the energy scene by increasing its share to 77% by the turn of the century. To match the rapid growth in the agricultural and industrial sectors, MCI has targeted the coal industry to double coal output from 600 Mt/a (660 million stpy) in 1981 to 1.2 Gt/a (1.3 billion stpy) by the year 2000. How is this goal to be achieved? According to MCI, it will be accomplished by: • building new underground and surface mines with a total output of 400 Mt/a (440 million stpy); • increasing the output of existing state-controlled mines from the present 344 Mt/a (368 million stpy) to 400 Mt/a (440 million stpy); and • developing and increasing the output of small, local mines run by province, county, and production brigade from the present 276 Mt/a (304 million stpy) to 400 Mt/a (440 million stpy). Building new underground and surface mines New underground coal mines will be developed in areas where the coal industry has already made headway and infrastructures currently exist. This is to optimize hardpressed capital spending on investment. Ten existing coal production bases were selected in nine different provinces that met these requirements. The underground mines scheduled to be constructed in stages at he existing coal production bases will have a total output of 200 Mt/a (220 million stpy) by the end of the century. Regarding surface mines, four mines in the Inner Mongolia Autonomous Region and one in Shanxi province have been earmarked for construction during the same period. By the year 2000, these surface mines are expected to produce 200 Mt/a (220 million stpy). Foreign equipment, machinery, and surface mine stripping technology were all involved in different degrees in the development of the five new surface mines. Some have signed joint venture agreements. Occidental Petroleum Corp. is in a joint venture with China in developing Ping-shou's 15 Mt/a (16.5 million stpy) Antaibao No. 1 open-pit. The Shentou power station, situated nearby, is anticipated to consume 3.2 Mt/a (3.5 million stpy) of the coal it produces. Some is designated for export. Increasing output There are 554 state-controlled mines that have been in operation since before 1980. They produce 344 Mt/a (379 million stpy). To increase capacity, MCI has laid out some guidelines. • Coal prospecting near existing mines must be given top priority and intensified so that workable reserves can be increased. This would lengthen the mines' useful life. • Many mines and slopes that were constructed during the 1950s are very small and densely populated.
