In his April 10, 1978 budget address, Finance Minister Chretien declared that the federal government will restrict the growth of its spending to less than the trend growth of the gross national product; over the past year, both the federal and a number of provincial governments have taken action to cut back on spending policies. This new emphasis in restraint would seem 10 be a response to a mounting public reaction to the rapid growth of government spending - and taxation - over the past 25 years. Although this relatively new government posture on public spending may be admired by many, to others it raises the question: "Can the growth in government spending really be stopped?" This article comments on just how government revenues - and spending - have grown over the past few years in Canada, and mentions some of the issues relating to a slowdown in that growth.

Asbestos, an extremely useful natural resource, has been studied extensively mineralogically and for industrial application. Its extraction from ores has been greatly improved with respect to safety in the work place. In spite of that, there is a decisive effort in many countries to ban its use on the grounds that it is a toxic substance. This action resulting in drastic decrease in production and the possibility of destroying the industry. The chelation of asbestos with organic dyes seems to be a promising way to abate its toxicity. Dyeing can be done when the fibers are slurred in water at ambient conditions in the same way as textile fibers.

The production of titanium dioxide (TiO2) from its minerals such as ilmenite is challenging, and subsequent isolation of titanium from TiO2 is even more difficult because of the metal-oxygen bond strength. Currently, titanium sponge is mainly produced via the Kroll process, which is energy intensive and generates large quantities of waste. A number of international research groups have come up with technologies for the production of titanium metal. However, none of them have been commercialised, because of engineering or economic issues. The team at Bradford have confirmed that ultra-pure titanium powders can be separated from TiO2 powder through metallothermic reduction and are working to scale up the process.

Cyanide is exceptionally reactive, and in typical gold/silver processing liquors, cyanide may be transformed into various species and forms depending on the mineralogy of the ore and chemical make-up of the process water. The exact speciation and relative concentrations depend on the Eh and pH values, as well as the free CN concentration in the system. Very good cyanide balances can be achieved by the judicious selection of the analytical techniques used. The choices an analyst has to make (which analytical methods to use and which ones to avoid) in order to gain better understanding of cyanide speciation and balances in a particular system under investigation will be discussed. Examples of cyanide balances obtained for the laboratory scale tests (agitated leach and column tests) will be presented and discussed.

The South African base metals industry has been one mainly focused on the production of metals or metal compounds from primary ores. This is true for metals such as titanium, vanadium, chrome, manganese, cobalt, nickel, copper, zinc and aluminium. The steel making industry has traditionally used a substantial portion of scrap steel, and could thus be considered to be somewhat of an exception. Secondary sources have played much less of a role, possibly due to at least some of the following factors. Scrap material is often of unknown composition, and thus it requires additional chemical analysis, and possibly special treatment. Tonnages are relatively small, and the incorporation of secondary materials is possibly seen to carry undue risk and inadequate benefit. South African consumers are still not very conservation and recycling conscious, which limits the amount of scrap made available. This attitude might also be expected to influence decision makers in these industries. Finally, pressure from environmentally motivated activists locally has not been unduly large. This landscape has been changing, and is continuing to do so. Various municipal authorities such as those of Pretoria, Johannesburg and Cape Town are reporting increasingly limited landspace for waste (Bondolfi, 2007). There are increasing concerns regarding the leaching of hazardous metals such as chromium, mercury and cadmium from landfill waste, especially electronic and electric wastes ? the so-called eWastes. In more developed countries such as the United States of America and Western Europe the problem of eWaste has grown to the extent where legislation has been enacted, such as the Waste Electrical and Electronic Equipment (WEEE) legislation of the EU (European Union Directive 2002/96/EC). The 19th and 20th centuries have seen major technological advances. Relevant to this paper is the availability of centrally generated electrical power, telecommunication, entertainment through recorded and transmitted music and images, the growth and pervasive influence of electronics, and the handling of digital data by computers and microprocessors. These developments have placed ever increasing demands on resources for the manufacture of electrical and electronic equipment, as well as on the generation of electrical power. Most of the resources required are non-renewable: copper, steel, aluminium and other metals, various thermoplastic polymers such as PVC (polyvinyl chloride), polyethylene and ABS ( acrylonitrile-butadiene-styrene), thermosetting polymers such as epoxies, elastomers such as butyl rubber, glasses and ceramics, and composites such as fibre reinforced plastic (fibreglass). The conservation of non-renewable resources inevitably includes recycling. To a certain extent, recycling of materials locally is well established. The Rock Quality Designation (RQD) is a standard scalar measure of rock quality used in common rock mass classification systems (e.g. RMR, Q system). RQD is measured along diamond drill holes. RQD interpolation between holes is nontrivial. Despite the inherent limitations of drill hole data and the local complexities of structural geology, it is often the only information available for mining and major civil engineering projects. Therefore, maximizing the usefulness of this data is warranted. We derive a correction for directional effects that help reduce the bias and improve the accuracy of the estimations. The correction is derived with the aid of numerous simulations. It relies on simple information, the angle between the joint normals and the borehole axis (JO). A reference direction is identified as the borehole direction with smallest JO. A multiple linear regression model based on JO statistics in the various boreholes defines the correction model. The corrected RQD values are then interpolated. It is shown the method enables reducing the bias on RQD estimation by 50% and improves the accuracy of the estimates by 30%. The corrected RQD values show stronger spatial continuity than the raw values. The benefits of estimating the RQD indirectly by using joint frequency measures are also assessed.

Tunnel contracts often include provisions for pre-excavation probing and grouting for areas ahead of the tunnel heading. If grouting triggers are met, tunneling stops, and grouting is performed. There is substantial variation within the underground industry on what criteria are applied to the grout verification hole that is drilled post-grouting and before excavation resumes. The criteria for determination of the effectiveness should be dependent on the geology and local hydrogeologic conditions. The purpose of this paper is to present specific criteria that can be used by a practitioner to determine whether tunneling can resume or if additional grouting is required.

Significant deposits (> 4,000 ha) of heavy mineral sands were discovered in the USA Coastal Plain of Virginia and North Carolina in 1989. The majority of these lands support highly productive row crop agriculture, and the development of restoration protocols that would return these lands to agricultural use was deemed to be critical to the long term sustainability of mining operations. Virginia Tech worked closely with all stakeholders to develop appropriate restoration protocols and to coordinate their implementation. Full-scale mining operations at the Old Hickory Project in Virginia were initiated in 1997 by Iluka Resources Inc., and restoration protocols have continued to evolve in response to a variety of economic, technical, and social issues. Approximately 750 ha of land are in various phases of backfilling and final reclamation. Return of these lands to agricultural row-crop production has been complicated by lateral variability in mine soil physical conditions, excessive compaction, and limited topsoil return. However, within the past two years, a series of tailings deposition and soil reconstruction practices have been developed and implemented that significantly improve post-mining soil productivity. Deep ripping and appropriate use of organic soil amendments have been particularly effective at restoring post-mining soil productivity.

As the global mining industry continues to grapple with ‘black swans’ (high consequence / low frequency events) for health, safety and environmental losses, the focus is shifting from risk assessment of these events to risk management using selected purposeful controls that reduce the risk.Fundamental to critical control management (CCM) is a soundly based rationale for selecting the right controls for each and every risk. The approach should be based on a thorough understanding of the dynamics of the event: What causes it? How frequently will it occur? How likely is the consequence to be realised? This is typically done through a bowtie and methodical numerical risk analysis. Core to this step, then, is the structure and content of the bowtie; specifically, the analytic architecture that is used to construct the bowtie. Different architectures yield different constructions, and bowties are no different.Although bowties for operational health and safety (OHS) hazards appear to have a common architecture, they are not generic. It is important to stress that they contain site specific information, are prepared by site based operational teams, and vary from site to site to reflect each site’s operational conditions. They are often a product of the knowledge and understanding of the operational teams involved, may be prone to human error, and potentially miss latent hazards that may have been embedded early in the planning, design or construction phase of a mine or facility, or within the mining equipment. Overcoming these deficiencies through constant re-evaluation of the risks, and challenging the content on the bowtie will help to minimise the chance that something will be missed.This paper will cover key themes in bowtie architecture, introduce the concept of barrier models for high consequence event (HCE) bowties and present a relevant case study to illustrate the issues that determine quality in bowtie construction and critical control (barrier) selection and management.CITATION:Mills, R, Andrew, M and Reynolds, H, 2016. From a distance, the 0.75-km (0.5-mile) rail line that sits in the shadows of Vale-Inco?s Stobie Mine outside of Sudbury, Ontario could be mistaken for a standard conveyor belt hauling ore from the nearby mine. But with its large, yellow-painted loop and interconnected green rail cars that invert themselves on the loop before correcting with a smooth rollover further down the track, one might assume that this is some sort of test track for a new roller coaster. The fact of the matter is that it is the proving ground for Rail-Veyor technology, a technology that the company hopes will one day change the face of ore transportation in surface and underground mines around the world. With a line of linked, low-profile rail cars that are capable of carrying up to 1 t (1.1 st) per car of ore by way of simple, above ground, lightweight rail track, the technology is not groundbreaking. In fact, it was developed in the 1960s for the French State Railroad. A demonstration plant for the Florida Institute of Phosphate Research was installed in 2000 and the first commercial under-ground installation was in 2007 in South Africa at Harmony Gold?s Phakisa Mine. There, a 4.7-km- (2.9-mile-) long tram between two shafts operates three Rail-Veyor trains on a shared track. The difference is that the application that is being tested day-and-night in Sudbury is getting closer to wide production, thanks to the use of computer controlled automation that has helped turn an old idea into a cost-effective modern solution.

Mining has evolved in recent years, taking steps forward in the way that the industry is considerate of the environment and the communities in which it operates. Technology plays a major role in that evolution. Osisko Mining?s Osisko Mine near Malartic, Quebec is developing a new way of doing business. One manager said, ?We are building the Osisko culture,? but the company is doing many things that could become industry changers. Much of the change is driven by mine ownership and management to offer a better workplace and better community relations. Mining equipment manufacturers are changing, too, by engineering products with more operator comfort, fuel economy, ease of maintenance and more cleanly designed machines. And for those drills working close to communities, smaller bore sizes and sound retention are just two changes for the better.

THE- impression which the public has of northern Canada is that it is a' vast wilderness of forests; river's, and. lakes, sparsely inhabited by. a few Indians and `containing a few, scattered trading posts of the Hudson Bay Co. This is far from the facts. The building of the Canadian Pacific Railway led to the discovery, in 1883, of the nickel deposits of Sudbury, Ont.; these are the largest known nickel deposits in the world and produce about 90 per cent. of the world's output of nickel. The building of the Temiskaming and Northern Ontario Railway north, from North Bay, to open up farming lands along Lake. Temiskaming, resulted in the discovery and development of the great silver deposits of the Cobalt area, Ontario. Since the discovery of these deposits in 1903 to Dec. 31, .1923, Cobalt has produced a total of ' 327,301,897 oz. of silver, valued at $212,668,434, and paid in. dividends $88,338,185. In 1923 the production of Cobalt amounted to 10,285,247 oz. of silver. Just south of Cobalt, in South Lorrain,. a. new silver district has recently been developed and mills have started production. These deposits are of such extent that 'a branch railroad is under construction from Cobalt to that area. Northwest of Cobalt is the Gowganda silver area which is also a producer of silver ore and is now attracting outside attention. This area is not connected by railroad.

In Canada, the market for cement is not a national one but rather a collection of local or regional markets. Excess capacity on a national basis does not necessarily preclude a shortage on a regional basis. with portland cement selling for less than a cent a pound, the low price-to-weight factor makes transportation to the market a major cost item and thus a small plant can be justified to serve a limited regional market. The Brookfield plant of the Canada Cement Co. is designed to supply the Province of Nova Scotia, a regional market that shows promise of growing to a point where it will support a one-kiln plant. The market is presently being served by boat shipments from the Canada Cement Co. plant at Montreal East, Quebec, and from the North Star Cement Ltd. plant at Corner Brook, Newfoundland, and by rail and road shipments from the Canada Cement Co. plant at Havelock, N. B.

"Fluorspar mining in the St. Lawrence area of Newfoundland and Labrador began in the 1930s and ended in the mid-1980s. In 2013, Canada Fluorspar (NL) Inc (CFI) discovered a new ore body, the AGS vein, which proved amenable to more economic open pit mining methods and began developing this resource. This paper discusses the flowsheet development of the AGS vein deposit. Testing at SGS began in 2009 with samples from other deposits in the area. The testwork included pilot-scale dense medium separation (DMS), laboratory-scale flotation tests to develop the flowsheet and a flotation pilot plant. The more recent work that is presented here has been devoted to the AGS vein, and included a variability testing program that gave tremendous insight into the metallurgical drivers of processing the deposit. The ore was found to be fairly variable in terms of fluorite grade, but also gangue mineralogy, which had greater implications on the DMS performance. The gangue mineralogy was also found to significantly impact the grindability characteristics of the DMS product. This paper will detail the testing conducted and the mitigating steps which were identified for the operation.INTRODUCTION Fluorspar is the industrial trade name for the mineral fluorite (CaF2), which is the primary industrial source of fluoride. There are a number of categories of fluorspar, most notably acid-grade fluorspar and metallurgical fluorspar (metspar). Acid-grade fluorspar has stringent specifications and is suitable for the production of hydrofluoric acid that is used for many applications. The typical specifications of acid-grade fluorspar are >97% CaF2 and less than 1% each of SiO2 and CaCO3, with a particle size distribution in the order of 80% passing 100 µm. Metspar is typically used for metallurgical purposes, typically as a flux in smelting, and has significantly more relaxed specifications (< 15% SiO2). The principle source of fluorspar in Canada has been from the Burin Peninsula in Newfoundland and Labrador. More than 3 million tonnes of fluorspar were produced there between 1940 and 1978 and from 1987 to 1990, when production ceased (Fulton & Montgomery, 1994)."

"Fluorspar mining occurred in the St. Lawrence area from the 1930s until the mid 1980s. In 2013, CFI discovered a new ore body, the AGS vein, which proved amenable to more economic open pit mining methods. A new mill was designed to produce 200,000 tonnes per year of high quality, acid-grade fluorspar concentrate. The simple mill flowsheet includes crushing, dense medium separation (DMS), grinding, sulphide flotation, pulp thickening, fluorite flotation, thickening, and concentrate filtration. The type of flotation cell used is being installed for the first time in North America. Site clearing commenced in the spring of 2016, followed by mill building erection completed by the fall of the same year. Civil and mechanical installation as well as site-wide construction was completed by the end of September 2017. Commissioning commenced, and at the time of paper submission mill production is on track to ramp up to full capacity by the beginning of 2018. This paper will focus on the use of fluorine NMR analysis applied to fluorite and the development of on-stream analysis, flotation cell selection and the decision to install the new cells, and the water control program designed to maintain process control with the least possible environmental impact.HISTORY St. Lawrence is located on the south-eastern coast of the Burin Peninsula in Newfoundland and Labrador. The first occurrence of fluorspar in the St. Lawrence area was recorded in 1843 by British geologist J.B. Jukes (DNR 2010). Fluorspar was likely extracted in small quantities prior, however commercial fluorspar mining did not commence until 1933 at the Black Duck Mine. The Black Duck Mine operation processed ore by washing and screening – acid-grade was hand-picked from the oversize, the undersize was sold as a lower grade product. The Black Duck Mine was closed in 1941 (Wilson 2010). The American Fluorspar Limited (New Fluor) commenced operations on the Director vein in 1936, and was bought by Alcan in 1942 (Cooper 2012). Alcan also developed the Iron Springs as well as the Tarefare deposits. The Black Duck Mine mill had closed, and a new mill was built. This new mill crushed the ore prior to dense medium separation, the sinks of which were sent to Quebec for use in Alcan’s aluminum smelter (CFI 2016). Alcan shut down it’s mining operations in 1977 due to the dropping price of fluorspar as well as labour disputes. In 1986, the British-based Minworth Limited began producing ore from underground at Blue Beach North and Blue Beach South, as well as from open pits at Tarefare and Director veins (Cooper 2012). A new mill was built by Minworth in order to process the ore using flotation to produce an acid-grade concentrate. The low price of fluorspar caused Minworth to shut down operations in 1990. Whilst exploration has been ongoing, no mining had occurred in the area since 1990."

Canada&apos;s only current tungsten producer started up in 1962 with a small open-pit mine on the Flat River , 180 air miles north of Watson Lake, Yukon Territory. The orebody was in a contact-metamorphic skarn zone and contained about 1.5 million tons of ore grading an estimated 2.47% W03 and 0.5% copper. Near the end of the open pit , a new zone was discovered on the lower limb of the same structure, and the decision to go underground was made in 1972. The new "E Zone" contains over 4 million tons of ore grading an estimated 1.6% W03 and 0.28% Cu , and has been supplying the concentrator at about 175,0 00 tons/ year since late 1974. A continuing program of change and up-grading is necessary in the conversion from a seasonal open-pit mine with limited life to an underground operation with twenty years of reserves. Changes are necessary in plant and services as well as the mine. Also, environmental protection requirements have changed from rudimentary to rigorous over the life of the operation. This paper sums up the changes in the operation since 1971 and outlines the changes yet to come.

"The opening chapter of this volume, by A. Ignatieff, places in perspective Canada's coal resource base as part of the world scene. This chapter will focus on the Canadian scene.Units of measurement in this report are in the International System of Units (SI) as approved for official use by the Canadian Standards Association and Metric Commission Canada. These units have been adopted by the Mining Association of Canada and the Coal Association of Canada. To assist with the shift to metric units these two associations have published ""Metric Practice Guide for the Canadian Mining and Metallurgical Industries"", 1978(1J, Appendix ""A"" lists some useful conversion factors along with SI prefixes. The last official assessment of Canada's coal resources and reserves was done by the Department of Energy, Mines and Resources and presented in Report ER 79-9 ""Coal Resources and Reserves of Canada"", published in December 1979 and authored by H.U. Bielenstein, L.P. Chrismas, B.A. Latour and T.E. Tibbetts(2). The Geological Survey of Canada has a continuing project concerned with coal resource assessment as does CANMET, whose concern is with coal reserve assessment and coal quality. As well, Alberta's Energy Resources Conservation Board (ERCB) has a continuing assessment program for coal in Alberta and publishes an annual reserves report, the current issue of which is cited as reference No. (3). The difference in resource and reserve terminology as used by EMR and ERCB has a major effect on derived tonnages for Alberta. This difference will be discussed later. In 1982 the Department of Energy, Mines and Resources produced a map titled ""Canada-Coal""<4J which outlines coalfields and illustrates coal import and export movements for the years 1981and1980. A copy of this map is contained in the map pocket of this publication. Two other resource assessment reports are noteworthy, the first is ""Coal Resources of Southern Saskatchewan: A Model for Evaluation Methodology"", by J.A. Irvine, S.H. Whitaker and P.L. Broughton<SJ which is one of the major outputs of a joint federal-government study of southern Saskatchewan's lignite deposits. (Another output from this same study' is the Geological Survey of Canada's SASCO file, a computer processable file holding borehole and coal quality data.) The second is ""Deep Coal Resources of the Interior Plains, Estimated from Petroleum Borehole Data"", by G.D. Williams and M.C. Murphy(6) which identifies coal resources from nearly 4,000 petroleum exploration boreholes distributed uniformly over an area spanning Manitoba, Saskatchewan, Alberta and British Columbia."

"THE WORLD'S coal resources represent the largest component of non-renewable energy resources. Coal is now regaining Its position following a temporary decline, particularly in North America during a period of about a quarter of a century. This period provided the opportunity to improve both surface and underground mechanization, thereby increasing the productivity and improving conditions for humans in the mines. Similarly, in preparation, improved cleaning of coal from various impurities including sulphur was achieved, to meet the more demanding requirements for coking coal. Progress was also made in combustion, particularly related to the reduction of pollution. Canada participated in most of these developments, despite the country's strong commitment of the use of hydrocarbons during this period. _Bearing in mind the vastness of this land (3.85 million sq. miles) by comparison with countries like U.S.A., U.S.S.R., and China, Canada's coal resources estimated to date are not large and they are scattered. The original evaluation of 1913 estimated the ""reserves"" from seams over one foot in thickness and a limiting depth of 4,000 ft at 1.2 trillion metric tons. D:. ~.R. MacKay, in his evaluation for the 1946 Royal Commission on the coal industry, known as the Carroll Commission, reduced the ""reserves"" to 99 billion short tons. The increased knowledge now available would indicate that the 1913 estimated was too liberal and the 1946 estimate too conservative but both were closer to a resource than to a reserve designation. Some adjustments of Dr. MacKay's estimates were made in 1970 by B.A. Latour of the Geological Survey of Canada and L.P. Chrismas of Energy, Mines and Resources Canada (EMR). In the last decade the Alberta Energy Resources Conservation Board has developed its own methods of evaluating coal resources and reserves. A methodical approach of exploration and evaluation was carried out by Saskatchewan jointly with the federal government of the lignite resources of Southern Saskatchewan. A similar joint program is in progress in Nova Scotia. Meanwhile, the industry itself carried on an extensive exploration program on the outcrops of promising projects in the Inner Foothills belt of Alberta and British Columbia in preparation for surface mining on a very large scale, with some development of hydraulic mines. All these activities have been reflected in the increase of the country's resources and reserves, which now fortunately are separately defined. In 1979 EMR issued Report E.R. 79/9(1>; the data were developed in 1978 and provided to the World Energy Conference Organization<2>. In 1980 the World Coal Study (Wocol), an international group that included Canada carried out a study which updated the W.E.C. data, indicating some reduction of the 1978 figures; quantities were reported in million metric tons of coal equivalent (C.E.)*(Jl."

Copper, a world commodity, and the first metal used by man, played a great part in the beginnings of modern civilization, which rests so dependently on the utilization of metals. Then, long after the close of the so-called &apos;bronze age,&apos; when iron and steel had attained great prominence as the world&apos;s most important metals, the practical application of electricity to industry and commerce, for the improvement of every phase of man&apos;s multitudinous activities, gave a new impetus to the production of copper. Improved metallurgical practice made it possible to work low-grade properties at a profit. Research disclosed many new uses for copper. The metal, now produced from the mines of the world in the proportion of about one pound to every 50 tons of pig iron, has attained an importance which rivals that of iron and steel in the commerce and daily life of every nation. New fields of copper-bearing ore have been discovered in Canada in recent years. Established mines in the United States and Chile are producing on a great scale. Africa looms up as one of the great question marks in the future of copper. Whereas, a few years ago, the end of the world?s resources was predicted as being in sight, the evidence now available seems to show that the copper production of the world is likely not only to continue, but to increase for a long time yet to come. Canada&apos;s future in copper is a great subject; in the present paper only a few of the most outstanding factors affecting Canada&apos;s destiny in this large field may be noted, but if consideration of the points raised herein serves to focus attention on the magnificent possibilities of Canada as a producer of copper, the preparation of the paper will be more than justified.
