The last two decades have witnessed the resurgence in popularity of a century old tool for shaping laws and public policy – the ballot initiative. In recent years, anti-mining special interests have used the initiative process to secure voter approval of measures to ban modern surface mining for gold and silver. In November 1998, voters in Montana approved such a measure1 – the effects of which have been devastating to the mining industry in that state. In November 1999, anti-mining groups sought to place a nearly identical provision on the general election ballot in Colorado. They did not succeed, but the battle over mining’s future continues in the most important forum of all – the court of public opinion. The Colorado measure failed, in large part, because its proponents failed to convey a positive environmental theme. The mining industry also exercised early-on the rights available under state law for administrative and judicial review of the initiative, instead of relying upon the limited relief that would have been available had it waited until after the secretary of state approved the measure for the November election ballot. This article will summarize the ballot initiative process in Colorado and the proceedings that took place over Initiative No. 215.

INTRODUCTION Behavior of clay soils in response to tunneling is reasonably well understood by reference to the tunnel stability factor NT = Pz/su (Peck, 1969; Heuer, 1974). With this analysis tool, care must be taken to use a value of clay shear strength which represents the actual mass strength, considering such factors as slickensided fissures often found in stiff and hard clays. Behavior of clean sand and gravel soils is also reasonably well understood. Above the water table these soils must be assumed to act as running ground unless they are known to have significant cementation or have a very dense and angular interlocked grain structure. Below the water table they must be tunneled using some form of groundwater control such as dewatering, grouting, freezing, or internal fluid pressure in the tunnel such as compressed air or a slurry tunneling machine. The internal fluid pressure must approximately balance the external water head. Without such precautions these soils behave as flowing ground and may yield large volumes of water flow into the tunnel. A wide range of very fine sand, silty sand, cohesionless silt, and clayey sand soils exist in nature in a variety of geologic environments. The behavior of these soils in response to tunneling, and guidelines for anticipating their behavior, are not well described in the literature. Because of their content of fine particles, these materials may behave as if they initially have appreciable cohesion and moderate to low permeability. They may exhibit significant standup time, and require tunnel internal fluid pressure (compressed air or slurry pressure) less than the full external water head. It is important to be able to estimate the behavior of these soils when planning construction methods. For example, if the external water pressure is 140 kPa (20 psi), but soil stability at the tunnel face can be achieved as a compressed air pressure of 80 kPa (12 psi), a large cost savings may result.

The 13 km (8 mile) long Riverside Badlands Tunnel is planned for construction starting in 1998. Extensive geotechnical investigations indicate that the 3.7 m (12 ft) finished diameter tunnel will be excavated through soft ground, weak sedimentary rocks, and heavily fractured metamorphic rocks. Nearly 80 percent of the tunnel will be excavated beneath the groundwater level. Tunneling conditions are expected to range from raveling and over-stressed in the sedimentary rocks, to blocky and seamy/crushed with some squeezing in the metamorphic rocks. Two alluvium reaches will require dewatering. The variable and interspersed ground conditions are expected to be a key factor in selection of tunneling methods, equipment, and initial support.

Antimony and bismuth are two of the elements that need to be removed from copper electrolyte to ensure a trouble free operation as well as to maintain copper cathode purity. One method to control these impurities is the use of aminophosphonic ion exchange resins. Antimony is present as both Sb(III) and Sb (V). Sb(V) is very difficult to remove from these resins, requiring excess amounts of highly concentrated hydrochloric acid. In industry this affinity of Sb(V) for the resin causes a buildup of Sb(V) and degrading resin performance due to continual reduction of resin capacity. A new method for regeneration of aminophosphonic resins loaded with Sb(V) has been developed, which utilizes catalytic regeneration of the resin. Ion exchange can then be utilized for continual control of Sb and Bi in copper electrolyte.

"The alchemists' symbol for antimony is a diamond with a dot in the centre. The latin name ''stibium'' gives this mineral its chemical symbol ""Sb"" and the name to the principal ore containing antimony. This is Stibnite, a sulphide of antimony, and the valuable mineral at the Consolidated Durham operations. Stibnite chemically pure contains 71.69% antimony metal.Antimony is used in many forms, as an alloy in the production of metal products and as chemical compounds of oxides and sulphides. In Biblical times, antimony was used as a medicine and as eyebrow makeup.Today, the largest single use of the metal is as a hardener and strengthener of lead, and corrosion inhibitor in storage batteries. New applications for antimony in its oxide form as fire retardants are broadening the overall demand especially in the chemical, plastic and fabric industries. Other users include the Military for such things as tracer bullets, shrapnel, smoke screens and flame throwers. An unusual property of the metal is that it contracts when heated which has made it a valuable alloying metal in the printing industry, for heat shields on re-entry vehicles used in the space programmes, and also for the manufacture of bearings."

Manufacturers of filtering, thickening or clarifying equipment, have been active in developing machines to meet increasingly rigid operator requirements, and the innovations resulting from this effort are moving into commercial applications. In general, the results of these applications are reported to be good. Little has been reported on progress in theory. The growing insistence on the part of pollution control agencies that waste water discharged into streams contain less and less suspended solids is being felt by a broad cross section of industry. A new clarifier, based on the often rediscovered fact that suspended solids settle more rapidly in inclined channels, is being marketed by Neptune MicroFLOC of Corvallis, Ore. This unit employs modules of inclined tubes, mounted in the upper zone of the clarifier, which carry the water flow. These were developed for light solids, such as those encountered in domestic water treatment and in paper mill waste water. In these applications, flow rates up to about three times those permissible in conventional clarifiers are reported to give comparable overflow turbidity. By combining these units with mixed media filters, high clarity may be obtained with minimum capital. Use of such units in the metallurgical industry, particularly where water reuse or effluent quality is important, should grow.

"In this paper, manganous nitrate [Mn(NO3)z] was used to assist the etching of silicon wafer in hydrofluoric acid (HF) for the antireflective application, and alumina (Al2O3) layer was deposited on the surface of the etched sample by atomic layer deposition method for further antireflection. The surface morphological and compositional studies of these samples were performed by scanning electron microscopy attached with an energy-dispersive X-ray spectrometer. The surface reflectance measurements were carried out using UV-Vis-NIR spectrophotometer. Binary structures of pyramids and nanopores were obtained by etching the alkaline textured monocrystalline silicon wafer in HF and Mn(NO3)z mixed solution for not more than 15 min. But excessive increase of etching time of up to 30 min resulted in the whole destruction of pyramids. The average reflectances of the 5-min-etched sample before and after being coated with 75-nm-thick Al2O3 layer are 4.62% and 3.47% in the range of 200-1000 nm, respectively.1. IntroductionAs we know, the reflectance of silicon wafer after being sliced is so high that the maximal photoelectric conversion efficiency of silicon based solar cells is limited. Therefore, alkaline texturization process was used for silicon solar cell in industrial production. But the reflectance of this alkaline textured wafer is still greater than 10% and this process can only be used for monocrystalline silicon solar cell."

"Antiscalants were evaluated for control of calcium carbonate (CaCO3) in gold processing applications. Under severely supersaturated conditions, 100 percent inhibition was achieved with 30 ppm antiscalant. Laboratory and field testing established that an antiscalant could both inhibit scale buildup and remove an estimated 0.5 kg/m2 per annum of pre-existing scale. A program was developed to control CaCO3 at a gold mill experiencing severe scale buildup. Annual accumulation of as much as 3 cm of scale in process piping was reduced to unmeasureable levels when 10 ppm antiscalant was applied. No scale-related upsets in mill operation occurred during a five-month trial period.INTRODUCTION Inorganic mineral scale is a crystalline deposit that forms when dissolved mineral constituents exceed the solubility of the respective mineral phase. Formation of mineral scale adversely affects a wide range of industries and is of particular interest in mining and metals processing. Scale affects numerous stages of metal extraction processes. Restricted flow in piping, nozzles, valves, screens, pumps and other components used to transport mineral slurries, metal concentrates, and tailings as well as scale in millwater and thickener overflow circuits are primary concerns (Alfano & Boffardi, 1994). Heap leaching, comminuation, flotation, vat leaching, carbon adsorption, and heat exchangers as well as oxidation steps used in processing sulfidic ores are among key unit operations that may be adversely affected (Simmons & Gathje, 2003). Antiscalant chemicals are designed to prevent formation and growth of mineral scales such as CaCO3. These chemicals, which include two primary classes – phosphonates and anionic carboxylate polymers and copolymers - are added to the gold processing stream at low parts-per-million (ppm) concentrations to interfere with nucleation and growth of scale forming crystals and to disperse fine particulate material. Application points may be located throughout the gold extraction process. Evaluation of the performance of antiscalants plays a critical role in determining the best product for a specific application. Performance evaluations include laboratory testing, pilot scale studies, in-plant trials, and ongoing performance monitoring during mill operation."

The performance of seven antiscalants spanning a range of chemistries was evaluated for control of calcium carbonate (CaCO3) formation in gold processing applications. Three preferred chemistries were identified which provided up to 100 percent inhibition in static jar tests when applied at 30 ppm dosage. The three products were further evaluated using a model carbon extraction circuit developed for this application. The test circuit enabled direct measurement of calcium carbonate formed on the carbon from a supersaturated solution under dynamic conditions. The antiscalants lowered CaCO3 buildup on the columns by 15 - 26 percent compared to untreated controls. Impact of the antiscalants on the rate and extent of gold loading onto a carbon adsorbent was evaluated in laboratory carbon-in-pulp (CIP) studies. The antiscalants generated a 25 - 35% increase in gold loading at gold extraction efficiencies up to 65%. On-site testing at a gold processing facility demonstrated that 10 ppm of the preferred antiscalant was able to fully suppressCaCO3formation in thickener overflow water.

INTRODUCTION During a recent panel discussion on the topic of millwater antiscalants, the question was posed: "What would you like to see in the future?" Answer: 'We need an antiscalant that: can be fed without a pump (no maintenance), functions on residual basis (no fault), can be tested for colorimetrically in sub-part-per- mi 11 ion concentrations (no guessing) and will recycle back to the mill from tailings (no cost).” Impossible? Based upon today's level of technology, such a product does not exist. However, a few of the qualifications listed above are certainly food for future thought. Meanwhile, progress is being made in upgrading three essential elements in this critical area of ore processing. They are: 1. Antiscalant reagent research and development. 2. On-line monitoring programs. 3. Reagent storage and feed systems. The objective of this paper is to out- line the current direction being taken in each of these areas and to present case histories as examples of how theory has been applied in field situations to better improve operations. LABORATORY SCREENING TESTS Recent technical papers have explained the various generic chemical raw materials which are available in the marketplace. While the merits of each chemical component are open to debate, the processes used by most major reagent suppliers to evaluate products in the laboratory are fairly standard. Common techniques incorporate both static and dynamic conditions in the search for the most cost effective product. Static Test Perhaps the most common test procedure used is based upon NACE Standard Test Method 03-74, which is "a laboratory screening test to determine the ability of scale inhibitors to prevent precipitation of calcium sulfate and calcium carbonate from solution." The objective of this test is to measure the change in calcium ion concentration in a container of saturated stock solution prepared from calcium chloride and sodium carbonate which is heated in a water bath. After 12 hours at constant temperature (160°), the mother liquor is pipetted into a beaker and a titrated for gm/l of unprecipitated calcium ion. A simultaneous test is performed on stock solution with antiscalant added. The results are then charted to determine the most effective antiscalant (with respect to preventing precipitation of calcite). It should be noted that this procedure examines only the ability of a chemical additive to retain calcite in a saturated solution where thermal stress is applied. This is commonly referred to as sequestration or stabilization. It has been documented that products which act in this manner (i.e., inorganic and organic phosphates) are good scale inhibitors. However, low molecular weight anionic polymers function in a much different manner by distorting calcite crystal size, shape and charge density, thus preventing scale formation. Because of this different mode of operation, static tests may not prove conclusive where polymers and sequestrants are being compared. The simplicity of this test makes it easily adaptable for field use, although modifications are often made.

Mine site restoration, involving the re-establishment of original ecosystems, is a far greater challenge than revegetation, which simply aims to stabilise the site and to give it a green appearance. One of the challenges is to establish a simple yet effective measure of restoration success. A potentially useful approach is to focus on particular groups of plants or animals which are likely to provide a general indication of the state of the ecosystem in which they occur. Ants have been used extensively by the mining industry in this context, particularly in northern Australia. Ants are likely to be useful bioindicators because of their general importance in the Australian environment, and because of the many linkages they have with other parts of the ecosystem. Moreover, ant community structure responds to stress and disturbance in predictable ways, and therefore provides an interpretable measure of ecosystem change. This is illustrated by a study of ant recolonisation at Ranger uranium mine. However, the extent to which ants reflect the responses of other ecosystem components is poorly documented. This is currently the subject of a collaborative project between OSS and CSIRO.

Frequentemente surgem discussões sobre a utilização de tecnologias mais limpas em todos os segmentos de mercado. A indústria de transformação por estar relacionada ao aumento crescente na geração de resíduos sólidos. Atualmente, toma como necessária ter um foco importante na busca pelo desenvolvimento sustentável. Este trabalho tem como objetivo comparar dois materiais, sendo a fibra de vidro e a fibra de Basalto tendo como base a análise do ciclo de vida (ACV), por meio das análises do inventário e dos impactos. De acordo com os dados obtidos estima-se que o gasto energético para produção da fibra de vidro é aproximadamente 3 vezes maior que a fibra de basalto. Segundo a participação percentual da produção das fibras nos impactos ambientais, a fibra de basalto apresenta os melhores indicadores positivos em relação à fibra de vidro. Como análise preliminar o objetivo deste trabalho foi alcançado, apresentando que os impactos gerados pela fibra de basalto são menores que as da fibra de vidro.

O trabalho teve o objetivo de analisar a atual condição de descarepação da empresa X e fornecer a melhoria no processo por meio da substituição dos chuveiros, troca dos bicos de descarepação e até mesmo a combinação desses dois fatores. Para isso, foram avaliadas a velocidade do escoamento interno dos chuveiros, a turbulência gerada e eficiência dos atuais bicos instalados por meio de análise CFD (Computational Fluid Dynamics). Em posse desses dados, foi possível sugerir a configuração ideal dos chuveiros no que diz respeito ao diâmetro da tubulação, espaçamento de bicos e o bico de descarepação adequado para otimização do impacto, tendo o objetivo final de melhorar a eficiência da descarepação do processo de laminação da empresa X.

Os processos de lingotamento contínuo e de lingotamento convencional apresentam diferenças na solidificação dos aços, esse fato tem impacto na distribuição, quantidade e forma de inclusões de óxidos e sulfetos. O objetivo desse trabalho é verificar de que maneira tais diferenças influenciam na distribuição dos sulfetos ao longo do aço solidificado de qualidade SAE 1050. Para isso, 20 amostras foram retiradas de eixos forjados e barras laminadas, produtos conformados de origem do lingotamento convencional e do lingotamento contínuo, respectivamente. As amostras foram analisadas em microscópio ótico e microscópio eletrônico de varredura no modo de análise automatizada de partículas. Através das imagens e de dados numéricos obtidos, foi visto que nas amostras de barra laminada há grande quantidade de sulfetos, se analisada na seção longitudinal, em relação às amostras de eixo forjado. Analisando na seção transversal, foram detectados menos sulfetos devido ao alinhamento dos mesmos. Entre as amostras de eixo forjado, a área ocupada pelos sulfetos é maior no pé do lingote, reduzindo em direção à cabeça, apesar de a cabeça apresentar mais sulfetos. Tais diferenças foram atribuídas à taxa de resfriamento, à seção transversal do produto e ao processo, que variam entre os dois tipos de lingotamento.

A utilização de ligas Al-Si tem se expandido industrialmente principalmente no setor automobilístico. Cabeçotes, blocos de motor, rodas entre outros são exemplos de componentes produzidos com essas ligas. Estes componentes normalmente estão sujeitos a carregamento cíclico. O objetivo desse trabalho foi estudar o comportamento da liga A356 utilizando corpos de provas submetidos à fadiga por flexão rotativa nas condições brutas de fundição e tratadas termicamente por T6. Corpos de prova para ensaios de tração e de fadiga foram obtidos por fundição por gravidade em coquilhas. A comparação dos resultados foi realizada com os resultados do limite de resistência, do limite de escoamento, do alongamento e das curvas S-N. Adicionalmente análises fractográficas foram realizadas para verificar o comportamento de fratura. A liga tratada termicamente apresentou melhores resultados no ensaio de tração e de fadiga na faixa de 103<N<107.

O material refratário que constitui a placa de válvula gaveta é selecionado de acordo com vários critérios, cuja adequação vai influenciar diretamente no desempenho e vida útil das placas. Estes refratários apresentam alto grau de desenvolvimento tecnológico, demandam tempo para sua substituição em intervalos de poucas corridas e apresentam custo relativamente alto. No presente trabalho foi realizada a caracterização técnica e microestrutural de placas de refratários aluminosos com carbono, de diferentes fornecedores. As propriedades técnicas desses materiais foram relacionadas com o desempenho em serviço. Inclui-se nesse estudo a comparação do refratário novo com o usado (post mortem), relacionando-se os aspectos estruturais com o desgaste do canal da placa. Os resultados mostraram diferenças significativas dos constituintes microestruturais das placas, os quais explicam o melhor desempenho de um material na prática industrial.

O setor Petróleo e Gás Natural vem tendo enormes gastos com as paradas de manutenção. Estes gastos estão relacionados à degradação sofrida por seus equipamentos de refino devido à corrosão. Uma possível solução seria a utilização de novas ligas de aço inoxidável ferrítico com elevados percentuais de molibdênio, o que teoricamente favoreceria um aumento da resistência à corrosão. No entanto, pelo fato dessas ligas serem aplicadas na condição como soldada mudanças microestruturais significativas podem ser geradas, além de considerar o fato da solda das ligas em estudo ser realizada com material dissimilar, e a diferença existente entre o metal de adição e a região afetada pelo calor (ZAC) pode propiciar ao surgimento do fenômeno eletroquímico conhecido como pilha galvânica. Portanto, o objetivo deste trabalho foi analisar o comportamento corrosivo na solda dissimilar de duas novas ligas de aço inoxidável ferrítico com diferentes teores de cromo e um elevado teor de molibdênio, ambas com adição de superliga de níquel, verificando a influência da pilha. O resultado da soldagem foi avaliado através de exames metalográficos e ensaios eletroquímicos. As micrografias do metal de adição utilizado na soldagem das ligas mostraram que o mesmo possui uma microestrutura dendrítica e os gráficos obtidos dos ensaios de Polarização Potenciodinâmica Cíclica não reproduziram para as ligas soldadas, o que foi melhor analisado observando os resultados dos ensaios de forma separada, para as regiões que constituem a solda das ligas, o metal de adição e ZAC. Sendo possível verificar a existência de uma maior resistência a corrosão no metal de adição.

A espectrometria de fluorescência de raios X (FRX ou XRF) é uma das técnicas analíticas mais utilizadas em geoquímica. Na indústria mineral também se utiliza a espectrometria de absorção atômica (AA). A comparação de concentrações de sílica e alumina de oito amostras padronizadas de minério de ferro obtidas a partir das técnicas FRX e absorção atômica, constitui o objetivo deste trabalho. Foram realizadas análises dos mesmos padrões em outros dois laboratórios para reprodutibilidade dos resultados. Foram utilizados um espectrômetro FRX e um espectrômetro de absorção atômica para realização dos ensaios. As análises produziram resultados satisfatórios, com desvios médios de 0,502 para a sílica e 0,096 para a alumina.
