El presente trabajo señala la función de OSINERGMIN en el ámbito de la supervisión de las Normas de Seguridad y Salud Ocupacional de la actividad minera, así como revisa los procesos de supervisión minera en algunos países extranjeros. Por ello, se detallan las estrategias de supervisión adoptadas por la Gerencia de Fiscalización Minera, enfocándose en temas específicos como la geomecánica, la ventilación, los depósitos de relaves, y el nuevo enfoque que se le dará a las conocidas supervisiones regulares. Así también se analiza y sintetiza las estrategias más resaltantes de las autoridades mineras en países como Chile, Colombia, Estados Unidos, Canadá y Australia, con respecto a las estadísticas de los accidentes mortales, el marco normativo en seguridad minera y el alcance de sus funciones en la supervisión minera.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) performed a series of lab tests to evaluate the respirable dust removal capacity of an industrial air-cleaning fan. Limestone and coal dust were tested separately in NIOSH’s full-scale drill table simulator at the Pittsburgh Mining Research Division (PMRD). Gravimetric samplers with Dorr-Oliver Cyclones and 37-mm filters were used at two upstream and four downstream locations inside and outside of the drill shroud chamber. There were six tests performed for both the limestone and coal dust experiments. In the limestone tests, an average respirable dust concentration of 98.86 mg/m3 was achieved upstream of the air-cleaning fan. The filter results show that the averaged respirable limestone dust reductions were 7.84%, 8.81%, 10.94%, and 18.02% at the four sampling locations downstream of the fan. In the coal tests, upstream samplers achieved an average of 129.03 mg/m3 of respirable coal dust. The averaged dust reductions were 9.54%, 9.83%, 18.54%, and 19.21% at the four downstream sampling points. The results indicate limited cost benefits of using this technology because of the relatively low dust reductions determined from this laboratory study.

One of the main issues regarding the use of charcoal in metallurgical processes is its mechanical strength, which is much lower than coke. There is no defined standard to determine charcoal compression strength, and the methods described in the literature consist in using a prepared specimen and applying compressing load in the same direction of the charcoal fibres. As charcoal is highly anisotropic, it is proposed a procedure that does not use a specimen and with load applied on a specific direction. Instead, it intends to simulate industrial conditions by randomly dumping charcoal inside a tube, without preferential directional arrangement. This is an attempt to determine charcoal mechanical strength and predict the behaviour of bulk charcoal under a static load, as in a blast furnace. Experiments with controlled loads have been carried out on randomly distributed bulk charcoal with controlled initial size and their effect on the size distribution has been analysed. After compression, charcoal is screened and each size is weighed, determining the particle size distribution of the experiment. This method can therefore be used to evaluate charcoal mechanical strength.

ANTHRACITE in 1943, in common with the coal industry as a whole, passed through a year of wage negotiations that seemed endless. In the early months discussion of the United Mine Workers' demands was taken up and carried on continuously until May, finally reaching an impasse when the Union refused to continue at work, while submitting their demands to the War Labor Board. Thus a strike threatened, averted by the Federal Government taking over the industry, effective May 1, by order of the President. An office of the Bureau of Mines was established in Wilkes-Barre under the direction of J. J. Forbes, Mineral Production Security Division, as regional manager, who conducted operations until September, 1943, when the collieries were turned back to the operators. But the miners did not agree with the War Labor Board's award rendered in the fall, resulting in a recurrence of the previously threatened strike. again averted by Government control. In addition to the major upsets, a number of individual suspensions occurred at various mines. In spite of these drawbacks, to which might be added the difficulty of obtaining equipment and the scarcity of man power, the industry by November was only little less than a million tons short of the previous year. and in all probability, finally produced but little less than in 1942. This little less. however, was greatly missed in the market.

FOR the use of workmen and employees, the company should establish a dispensary and a -hospital where workmen who suffer accidents or professional diseases may be taken care of; and at suitable places in the mine or metallurgical plant it should install first-aid stations. Workmen have a right to receive 75 per cent of their wages while they are unable to perform their work as result of a professional disease; but some companies pay full wages and in the case of natural disease, with the exception of venereal, alcoholism, injuries from fights, and chronic illnesses, 50 per cent of their wages up to a period of two months. The number of diseases the Law considers as professional is large and increases almost daily. Among the professional diseases, the one which has caused greatest harm to the miners and expense to the companies is silicosis. To avoid its propagation, companies should take every possible precaution that the working atmosphere is free from dust, abating this by frequent sprinkling of the workings using, wet drills and furnishing the workmen adequate protective apparatus such as respirators.

THE present ruling principle in shop and factory, induced by conditions of. keen competition, is to do the greatest amount of work in the shortest time, or in other words, to secure the greatest output at least cost, a condition which generally necessitated the substitution of machinery for manual labor. The chemical laboratory in our industrial establishments has remained a factor of minor importance, and, for this, reason, not only has progress been permitted to lag, but the methods of analytical work have been carried on along individual traditional lines. Some works-laboratories are equipped with such conveniences as Gooch filters, suction-pumps, compressed air, shaking-machines, centrifugal machines, crushers, etc., yet there is much room for improvement, particularly in laboratories of metal smelting and refining plants, in which long series of filtrations and stirrings are performed singly by hand in a slow and laborious manner. There are also many other instances in which collective handling appears rational. As a rule the chemist wastes much time by such manual labor, which, in a modern establishment and under up-to-date management, could be more advantageously applied to useful chemical work; and such higher chemical work is gradually and surely becoming recognized as an essential extension of old-time methods of assaying. While it maybe said that in some laboratories, boys and not chemists do the manual labor, it should be borne in mind that all chemical work requires care and accuracy and in these respects boys are naturally a source of concern to the responsible chemist. Moreover, the cheapness of child-labor is largely offset by the increase in the expense-account of laboratory materials, caused chiefly by breakages resulting from care¬lessness. Por tal motivo, el objeto del presente texto es remarcar la función del laboratorio químico del Banco Minero del Perú, en tanto le suministre información analítica y compleja sobre el campo mineral inorgánico, asi como garantice los resultados analíticos uniformes con la más alta calidad. Asimismo la disposición de dicha entidad química, abarca las compras del Banco Minero, plantas de beneficio del Banco Minero y el control químico requerido por las nuevas unidades de los laboratorios Metalúrgico y Petrográfico que son parte integrante de este Laboratorio Central. En este punto,el laboratorio petrográfico, como fuente permanente de información básica ayuda al geólogo o metalurgista y planifica mejor la función del laboratorio central, mientras que el metalúrgico, desarrolla pruebas de molienda de minerales, flotación mecánica y no mecánica, y pruebas de concentración por gravedad. Posteriormente están las secciones de recepción, trituración y muestreo del laboratorio, las cuales se componen del departamento de trituración, departamento de muestreo y departamento de archivo, respectivamente. Finalmente, este equipo de laboratorio, cuenta con un laboratorio de Microscopia, de preparación de muestras para el examen microscópico yde ensayos especiales, que en conjunto permiten un mejor tratamiento y descripción sobre los minerales a investigar."

The characteristics of weak floor strata associated with actively mined coal seams in Illinois are very important from ground stability point of view and, in many cases, are the governing factors in determining the size of pillars and mine openings. Laboratory and field getotechnical characterization studies of weak floor strata were conducted at six mines during the period 1985-1988. Correlation analysis among engineering index properties, and laboratory, and field determined strength-deformation properties were conducted to identify simple tests which can be used to estimate ultimate bearing capacity and deformation properties of immediate floor strata. It was concluded that the ultimate bearing capacity (UBC) and strength- deformation properties of the weak floor strata can be estimated from simple tests such as, natural moisture content, atterberg limits, and axial swelling strain. Indirect tensile strength was found to be a better estimator of UBC than unconfined compressive strength.

The National Institute for Occupational Safety and Health conducted laboratory and field tests to evaluate the effectiveness of dust collector bags for reducing dust liberation and operator exposure from a roof bolter?s dust collection system. The laboratory tests evaluated the bag?s effectiveness to contain dust and the effect on canister filter loading in both a bag and bagless condition. The dust emissions from the collector?s exhaust were also measured in each condition during laboratory testing. Laboratory results show that nearly 100 percent of the test dust fed into the collector was captured by the dust bags. Loading and pressure drop on the dust collector?s canister filter is greatly decreased when using the bags, enabling longer periods of drilling without filter removal/cleaning. The field results showed that, even though dust standards were met, respirable dust in exhausted emissions was reduced around the bolter. Laboratory and field results show that benefits from use of the bags are realized in all areas of operator exposure.

The design of excavations in high displacement mining environments requires consideration of both the load and displacement capacity of the ground reinforcement and support systems. This paper is a case study on the design of point anchored rebar bolts using laboratory tests and field trials at the Ridgeway Deeps block cave. A laboratory testing program was carried out to measure the mechanical properties of the Strata Control Systems R27 Secura resin bolt which is currently being installed on the extraction and undercut level at the Ridgeway Deeps block cave. The aim was to quantify elastic, plastic and energy parameters for various bolt, mesh and plate systems. Experiments were performed on bar segments, bolt/plate systems, and bolt/plate/mesh/resin systems. The mechanical properties were calculated from tensile tests with a 500 kN Avery machine. Load-displacement data was collected from four different testing configurations. The laboratory results are compared with underground measurements and observations of bolt performance.

"This paper discusses the aspects of tracking cutters related to the computer-aided design of shearer drums. A comprehensive computer analysis of drum dynamic parameters for multi-tracking tool arrangement is not presently available, as the current computer programs mainly consider the aspects of single tracking. Despite the fact that the single-tracking arrangement is recommended for efficient cutting, some major drum manufacturers have been seen to persistently adhere to multi-tracking, probably due to a lack of information. Further studies in this field are believed to contribute greatly to the current understanding of the computer-aided design of shearer drums.A number of laboratory simulation trials and long-term underground investigations were carried out in detail on tracking cutter arrangement, and an equation required for a computer program was derived. The results obtained from computer assessment of dynamic parameters for drums with multi-tracking arrangement were found to be in accordance with those of the underground trials, indicating the validity of the equations. The procedure adopted for the computer appraisal of the shearer drums designed with a multi-tracking concept, as described in this study, is therefore recommended to be considered in the currently employed computer programs."
