HOWARD N. EAVENSON, acting for the last time as president of the Institute, presided at the annual business meeting on Tuesday afternoon at 4 o'clock. He spoke briefly of his visits with Local Sections last fall, and read a scholarly address on "Mineral Fuels and Civilization," scheduled for early publication in these columns. Karl Eilers presented the Treasurer's report, showing last year's income to be $134,967.44, compared with expenses of $133.266.51. Comparable figures for 1933 were $121,689.90 and $115,462.60. The Institute's peak income was in 1923 about $208,000. Newell G. Alford read the report of the Membership Committee showing 750 new members elected and placed on the rolls in 1934, compared with 328 in 1933. Losses by resignation last year were 81, compared with 262 in 1933; and 691 were suspended for non-payment of dues, compared with 747 the year before. Total membership, including 579 Student Associates, was 7742 at the end of 1934. Applications for membership have been coming in freely the last few months.

"By the way," lie asked. "who have they nominated for your next president."' "Doctor Becket," I told him- "Oh. that's line," he replied, in a heartfelt tone that rang with sincerity. "I have come in contact with him occasionally and he is just the right type.' And that is the way Dr. Frederick M. Becket impresses everybody. The right type. Most Institute members of the western group of hard-rock minors do not know him, but then they meet him in his swing around the circle next year they will not require a long acquaintance to sense his kindly and outstanding personality, to realize that he is a gentleman in the bet meaning o1 that word, a man of wide sympathies and interests.

AT THE TURN of the century the nonferrous alloy industry was awakening to the value of scientific metallurgy, and brass foundries and rolling mills began to establish their own research laboratories for scientific research and control. As the industry grew and its scope broadened it became apparent that an organization was needed that would stand in the same relation to the nonferrous industry as the American Foundrymen's Association did to the iron foundry business. The brass founders' group of the foundrymen's association discussed the matter and it was finally decided to appoint a com- mittee to draw up a constitution for a new organization to be known as the American Brass Founders' Association. Charles J. Caley was chairman and Dr. Richard Moldenke secretary of this committee. The object of the organization as defined by the constitution was the study of the technological development of alloying and founding non- ferrous metals, and furthering the advance of nonferrous metallurgy and the standardization of materials and operations in cooperation with the Bureau of Standards and engineering societies.

The National Institute for Occupational Safety and Health has observed that many control rooms and operator compartments in the U.S. mining industry do not have filtration systems capable of maintaining low dust concentrations in these areas. In this study at a mineral processing plant, to reduce respirable dust concentrations in a control room that had no cleaning system for intake air, a filtration and pressurization system originally designed for enclosed cabs was modified and installed. This system was composed of two filtering units: one to filter outside air and one to filter and recirculate the air inside the control room. Eighty-seven percent of submicrometer particles were reduced by the system under static conditions. This means that greater than 87 percent of respirable dust particles should be reduced as the particle-size distribution of respirable dust particles is greater than that of submicrometer particles, and filtration systems usually are more efficient in capturing the larger particles. A positive pressure near 0.02 inches of water gauge was produced, which is an important component of an effective system and minimizes the entry of particles, such as dust, into the room. The intake airflow was around 118 cfm, greater than the airflow suggested by the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) for acceptable indoor air quality. After one year, the loading of the filter caused the airflow to decrease to 80 cfm, which still produces acceptable indoor air quality. Due to the loading of the filters, the reduction efficiency for submicrometer particles under static conditions increased to 94 percent from 87 percent.

INTRODUCTION Chronic overexposure to respirable silica dust (particle diameter < 10 microns) leads to a progressive lung disease known as silicosis. Workers who develop silicosis have an increased incidence of lung cancer and pulmonary disorders. In June 1997, the International Agency for Research on Cancer (1) found sufficient evidence to declare that inhaled crystalline silica in the form of quartz and cristobalite is carcinogenic. Mining is one of the leading industries for occupational exposure to silica dust (2-7). Control rooms located in dusty areas in some mines are of particular concern (8). Many mineral processing operations utilize operator’s compartments and/or control rooms to house workers who are performing particular job functions. Most industrial processing mills have rooms where a worker looks out over the facility and has direct control over the product flow throughout the entire building. In addition, primary crusher operators are often located in a compartment from which they are able to view the primary crushing function. Their job is to control when trucks dump into the primary jaw crusher and the rate of feed of the ore from the hopper into the crusher. Many of these control rooms and operator booths do not have filtration systems capable of cleaning air entering the control room or booth, which can result in elevated concentrations of dust in the room or booth. To reduce the dust concentrations in these rooms, it would make sense to clean the entering air with filtration/pressurization units similar to those proven to provide a clean environment in enclosed cabs."

The problems confronting the development of Latin America&apos;s mineral resources have hinged largely on the political and economic climates-in short, the investment climate--existing and often changing in each nation. .The attractions and risks confronting today&apos;s investors in such mineral developments have been described and debated to considerable length during the past two decades, the arguments pro and con colored by the previous experiences incurred by the would-be investor, whether company or individual. In an effort to shed light on the investment climates existing today throughout Central and South America, the Council of Economics brought four experts together at the AIME Annual Meeting last March to give their views on this subject.

Newmont has installed advanced control and online optimization on the dry grinding circuit and both roasters on its Carlin Trend refractory ore treatment plant. Subsequently, Newmont has developed a master plan for institutionalizing advanced control and optimization on all its processing units. Newmont is committed to a program of applying advanced control and optimization from crushing of ore to pouring of gold. This paper describes Newmont&apos;s experience with implementing advanced control and optimization and the benefits received. In addition, identification of advanced control and optimization opportunities and their economic justification is discussed.

"The Code was developed in 2004 through the Collaboration Agreement between Institution of Mining Engineers of Chile (IIMCh) and the Ministry of Mining (Chile) in Dec 2002. It is an amalgamation of current practices with respect to standards and procedures for exploration prospects, mineral resources, and reserves for the purpose of public reporting. Certification is required to prepare and issue information on mineral assets according to the guidelines that regulate the technical, economic, and environmental aspects that satisfy the conditions set by the Chilean capital and financial markets.The Mineral Resources Committee of the Instititution of Mining Engineers of Chile (IIMCh) is pleased to introduce theCode for the Certification of Exploration Prospects, Mineral Resources and Reserves which is the result of a Collaboration Agreement between the IIMCh and the Ministry of Mining established in December, 2002.This code synthetizes the present practice of the mining industry in regard to standards and procedures applied to exploration prospects, mineral resources, and reserves with the purpose of reporting publicly on financial instruments based on these mine assets in the capital markets. These standards follow general criteria already adopted and applied by capital markets in those countries characterized by a very dynamic and well developed mining sector such as Australia, Canada, Southafrica, United Kingdom, and others. The work done by the Mineral Resources Committee of the IIMCh has had the recognition of the Combined Reserves International Reporting Standards Committee (CRIRSCO) that leads the establishement of an international code in these matters. CRIRISCO is an entity formed by representatives of the countries previously mentioned, a representative of the Society of Mining Engineers of the UStates and a representative of the IIMCh. The Institution thanks the Ministry of Mining, the representatives of these Ministry in the Mineral Resources Committee, and specially the Minister of Mining, Sr. Alfonso Dulanto Rencoret due to the genuine support given to the IIMCh in the preparation of this Code.The Institution also thanks the Superintendencia de Valores y Seguros (SVS) because of the help given continuously to the Committee as well as by the interchange of opinions and suggestions received during the preparation of this document."

A HISTOR Y of the development and application of instruments, from the simplest U gauge to a modern indicating recording controller, would contain many interesting accounts of difficulties experienced and over-come. Important as is the history of development to any branch of science, this phase will, of necessity, have to be omitted from this paper and remarks confined to the results from the use of instruments in their present form. The steel industry bas, in the past decade, become increasingly instrument minded. More than ever, economy and adherence to doser specifications are demanded, and any tool that will aid in attaining these objectives by intelligent application and use finds a ready acceptance. The open-hearth furnace bas offered a field for instruments which is different from almost any other and one in which even a small percentage saved in operating costs may represent a considerable sum. Nevertheless, this department of the steel industry has been more cautions than most others in accepting the benefits which automatic control bas given on many other types of industrial furnaces, and one is puzzled why open hearths have not more generally benefited by the application of controlling instruments. The furnace operator bas to adjust the same three main valves that control fuel, combustion air, and stack draft as on most other furnaces, with the additional regulation of reversing the furnace. He is just as aware of the importance of proper draft control and correct air volume to burn most economically the applied fuel as any good boiler-plant engineer. What, then, are the special conditions that pertain to the open-hearth furnace?

A portable electronic instrument was designed and constructed to detect unknown stress magnitudes in rocks. The principle used to detect stress is based on the propagation velocity method. This method allows the stress in a rock subjected to a load of unknown magnitude to be determined, provided that the wave velocity-stress relationship for similar rock is known. This is accomplished by measuring the travel time of longitudinal mechanical waves passing between two points a set distance apart in a rock. The velocity of the wave is calculated and the stress determined from the wave velocity-stress relationship. If the sending and receiving transducer spacing is constant, a time vs. stress relationship rather than the velocity-stress relationship may be used. The method is nondestructive and tests can be made without drilling or otherwise disturbing the rocks. The first studies undertaken in the United States to determine stress in rocks using propagation velocity techniques were reported by Obert1,2 in 1939 and 1940. The Soviet Union first reported using propagation methods to study rock pressures in 1951.8 Success of the method led to the development of a pulse-type ultrasonic seismoscope4 in 1953. Using this instrument, Ivanov and Betaneli5,6 in 1963 succeeded in devising and testing under field conditions a method of investigating coal pillar stresses. In 1967 Osipova7 reported results of similar studies in the Nakhichevan salt mines. In France, Tincelin8 has used the propagation velocity method to study the stress distribution in iron ore pillars. Uhlmann9 has investigated stresses in salt and potash pillars in Germany, using velocity techniques. Determination of uniaxial stress by propagation velocity methods is limited to rocks which have readily detectable wave velocity-stress variations. The present stress detection instrument is restricted in application to rocks which have a velocity change under stress of at least 300 fps. Examples of rocks which meet this requirement are sandstones, coal, and possibly some limestones. Testing of this instrument was limited to a laboratory study and the results may or may not be indicative of what would be found in a field test. A program of field experiments to study the feasibility of using this instrument to determine mine pillar and tunnel stresses is in progress. Instrument Design The instrument has two main components: A probe and a control-display unit. The probe is a hand-held device to which two identical rodlike transducers are rigidly mounted. Coaxial cable connects the probe to the control-display unit which is mounted in an enclosed carrying case measuring 7 % x 9 x 13 in. The instrument is designed so it may be carried and operated by one man. Weight of the probe and enclosed control-display unit is approximately 20.1b. The probe consists of two transducers identical in construction. One transducer is used to convert electronic pulses to mechanical waves and transmit these waves into a rock. The other detects the transmitted waves in the rock and converts them back into electronic signals. The basic element in both transducers is a piezoelectric crystal. The crystal is a disk made of lead titanate zirconate and has a natural resonant frequency of 400 kHz ±1% in the thickness mode. A schematic of one of the two identical transducing elements is shown in [Fig. 1.] A spacing of 6 in. between sending and receiving transducers has been found to be most satisfactory. The control-display unit consists of a pulse generator and a 1-in. oscilloscope. Various electronic devices are used for the power supply, amplification, and calibration. The amplitude of the square wave from the pulse generator can be continuously varied between 0 and +20 vdc. Pulse width can be set at 1, 2, 3, or 4 µsec. The repetition rate of the pulse can have the following values: 50, 75, 100, 150, 200, 250, 300, 400, 500, 750, and 1000 Hz. The oscilloscope delay system allows the travel time of the longitudinal wave passing through a rock to be measured to an accuracy ±0.1 µsec in the range from 0 to 995 µsec. Fig. 2 is a schematic of the various electronic sections in the control-display unit. This paper presents a review of the state of the art in coal preparation plant instrumentation and a discussion of automation practice that could be applied based on current mineral beneficiation experience and demonstrated foreign technology in coal washing plants. Specific e-mules of applications of remotely controlled slurry values, pneumatic and electronic field transmitters, computers for control and data logging, and on-line analytical instrumentation are given. A program, to demonstrate this technology is described.

"The word ""instrumentation"" has expanded from its original meaning, which in engineering perhaps referred to measuring apparatus alone. In its broadest form, it now includes sensors, display instrumentation, standard pack-aged controllers and, most recently, the use of stored program computers for on-line process control. The paper traces the evolution, in tutorial form, of the successive application of mechanization, measurement instrumentation, automatic control, central operating systems, programmed control, process computer control, direct digital control and, finally, hierarchies of computers used for process control and corporate management as a fully integrated business system. In the field of industrial minerals, the cement industry has seen the most widespread acceptance of these techniques. Computer control has been accepted as the way of life for the blending of chemical materials and for on-line control of the cement kiln. Accordingly, the cement application is selected for further presentation in the paper. This illustrates the trend progressing from control of single loops on process variables toward the objective of total control of the product quality. The economic justification for instrumentation, centralized control, automatic control and computer control is .discussed with reference to savings in fuel, maintenance, operating labour, depreciation, power and product quality improvements."

ROTARY kilns, varying in construction, are used in a variety of processes. Products differ and operating conditions vary according to economic requirements. All of these variables influence the degree of instrumentation and type of control necessary or profitable to install. Products fired in rotary kilns are the results of combined temperature and time treatment and the interrelation of these two factors should be kept constantly in mind in the perusal of this paper. MEASUREMENTS OF KILN TEMPERATURE The securing of proper temperatures within the rotary kiln, either of the charge or of the kiln lining in the high fire zone, are basic objectives of kiln operation; therefore the measurement of these high-temperature conditions merits first consideration.. For these measurements, radiation pyrometers, properly designed and protected, have proved adequate, particularly where records or automatic control are desired, while optical pyrometers may serve as portable indicators. Light-sensitive devices or photoelectric cells in this service are capable of producing records as well as certain forms of automatic control. High-temperature measuring devices for rotary-kiln work should have the measuring unit protected from dust, as a continued accumulation of deposit would lower the readings. Fig. I shows a typical application of radiation equipment to a rotary kiln, mounted far enough away from the sighting hole through the kiln hood to be protected from puffs or stingouts and with a sighting tube having a series of settling chambers, to prevent dust from reaching the lens. Although dust conditions inside the kiln itself usually fluctuate considerably and have their effect upon the readings at that moment, such effects are not cumulative and show as a continuous fluctuation in the temperature indicated, provided the radiation unit and recorder are responsive to such slight and rapid temperature fluctuations. The ambient temperature to which a measuring unit is subjected fluctuates from possibly o° to over 200°F., therefore these changes should have no effect upon the final reading or upon the life of the measuring unit. A very narrow sighting angle is desirable, so that measurement of temperature may be made as far as possible into the high fire zone without. effect of the flame temperature. There should be some sighting means on the measuring unit, so that the proper field may be viewed. Measurement of wall temperature taken at a point where the charge has just left the wall is less affected by dusting conditions than when taken elsewhere. UK Mr. Price expanded on the content of his paper and presented elements of various case histories of bored piles instrumented by the Building Research Establishment. In particular, the interpretation of data from instrumented piles is critically related to: (i) the construction process (ii) concrete stiffness and variability (iii) the effects on the pile due to installing instruments The main role of the instrumentation in the examples presented was to establish pile performance under service loading conditions. Of particular interest is the mobilisation of skin friction and soil shear modulus.

A rock mechanics instrumentation and monitoring program was implemented during pillar extraction at Gulf Mineral Resources&apos; Mt. Taylor Mine, the deepest uranium mine in the U.S. Three types of monitoring were employed: (1) drift convergence around stopes (using a portable tube extensometer), (2) stress changes in pillars (using vibrating wire stressmeters in horizontal boreholes), and (3) load changes in haulageways under stopes (using vibrating wire load cells in jack stands). Results include convergence-time graphs, convergence contour maps, stress-time graphs, a stress increase contour map, load-time graphs, and abutment load limit maps. Major factors influencing results include (1) size of pillars around the extraction area, and (2) presence and orientation of a major fault adjacent to one extraction area. These factors, combined with pillar extraction, produced evidence of load transfer over 120 m from a stope measuring only 55 m x 45 m. Vertical stress increases of 7 to 17 MPa (1000 to 2500 psi) within 60 m of the stope were obtained using the stress- meter manufacturer&apos;s method. The fault apparently prevented load transfer in the down-dip direction but increased load transfer in the up-dip direction. Convergence rates of up to 1.3 cm/day (0.5 in/day) were measured at two stations. Instruments were generally reliable despite adverse underground conditions. The instrumentation and monitoring program at Mt. Taylor provided a warning system against ground control problems and a characterization of ground behavior for future development and extraction of pillars. Recommendations are made for future mining and instrumentation practices.
