The coal reserve base in the Western United States is presented for coalbeds amenable to extraction by underground mining methods. The Federal Bureau of Mines has abstracted data on the quality and quantity of coal resources/reserves from numerous State and Federal publications and modified such data as necessary to allow computer storage and retrieval. Tonnages are compiled by State, county, coalbed, and rank, and allotted to sulfur categories by statistical apportionment. The coal reserve base in those States west of the Mississippi River, amenable to underground mining, is estimated to be approximately 131 billion tons. Of this total, about 30.8 billion tons are bituminous coal, 100.2 billion tons are subbituminous coal, and 126.4 million tons are anthracite. Lignite is not considered for underground mining in this report. Included in this report is a glossary of terms applicable to a classification system for coal resources and reserves as jointly defined by the Bureau of Mines and U.S. Geological Survey. The purpose of this system is to provide for direct comparison or compilation of various resource/reserve data.

The Bureau of Mines investigated ground support problems in four major block-cave mines to assess the current "state-of-the-art" and to delineate areas for future research. The most significant problem is the inability of present support systems to hold moving ground. Further, as mining progresses to greater depth, this problem becomes more serious. Providing adequate temporary support capable of withstanding primary and secondary blasting is the next most significant problem. A detailed analysis of the effect of mining methods on support problems is also recommended for future research.

The Bureau of Mines has compiled coal reserve data for the United States as of January I, 1974, for bituminous and anthracite coalbeds 28 inches or more in thickness to a maximum depth of 1,000 feet and for Lignite beds 40 inches thick or greater. These data were organized by State, county, coalbed, and rank. To evaluate the reserve by sulfur content, the reserve and analytical data from the Bureau of Mines energy data bank were synthesized using computer techniques. The reserve base in the Eastern States was determined to be 202.3 billion tons. Bituminous coal accounts for the greatest reserve base: 161.5 billion tons of deep-minable coal, and 32.5 billion tons of strip-minable coal. Virtually all of the anthracite reserve base, 7.3 billion tons, is minable by underground methods. All of the lignite, 1 billion tons, is strip minable. Subbituminous coal is not significant in the Eastern United States, About 14 percent of the bituminous coal reserve base, 26.5 billion tons, contains 1.0 percent or less sulfur. About 87 percent of the anthracite reserve base, 6.3 billion tons, is low-sulfur coal.

This report summarizes the cost of U.S, mining and milling industry compliance with the Environmental Protection Agency (EPA) interim water quality guidelines for waste discharges. Applicable excerpts from Public Law 92-500 are stated and interpreted in conjunction with the guidelines being used for implementation of the law. Over 200 U.S. Army Corps of Engineers applications for discharge permits were used to develop the quality and quantity data base needed to estimate the cost to comply with EPA guidelines, Cost of three basic treatment methods were considered: Aeration, addition of lime, and sedimentation. From the process design, cost-capacity graphs were developed to consider maximum flow rate, maxi lime addition, and average flow rates. The graphical method used in this evaluation should provide a reasonable guide to the effect of waste treatment and, therefore, Public Law 92-500 and corresponding EPA guidelines on the mineral processing industry. The cost of complying with the EPA guidelines will have the effect of prompting the mining industry to minimize the production of waste water and of undertaking some additional treatment, Two case studies are presented to illustrate efforts that might be fruitful for minimizing waste water production and for treatment of combinations of acid mine drainage, mill wastes, and metallurgical process wastes when treatment is deemed necessary.

This study estimates capital investment, operating costs, and selling prices for four underground bituminous mines producing coal with annual production ranging from 1.06 to 4.99 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes. Initial capital investment ranges from $23,629,500 for the 1; 06- million-ton-per-year (MM tpy) mine to $79,907,500 for the 4.99-MM-tpy mine. Total capital investment ranges from $35,336,500 to $1 18,863,500 for the same mines. Corresponding selling prices for the coal range from $13.57 to $11.36 per ton, assuming a 15-percent discounted cash flow rate of return after Federal income taxes.

This publication contains analyses and related source data for 352 natural gas samples from wells and pipelines in 18 States and 5 foreign countries. All of the samples were obtained and analyzed during calendar year 1974 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economics. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. To meet escalating energy requirements, substantial increases in production from the strippable coal and lignite deposits in eastern Montana, western North Dakota, and northeastern Wyoming already have occurred, and further expansions are expected at least until the year 2000. Such production, attributable largely to rising demand for low-sulfur coal, must be accomplished with a minimum of adverse effects on the environment. Information on geology, climate, and current land use in the Upper Missouri River basin is presented in the Bureau of Mines review as a guideline to what operators may expect during and after mining. Proven methods of protecting the air and water from pollution and of restoring mined land for other uses are described, and untried methods of land reclamation, some with equipment yet to be manufactured, are discussed as possible means of maintaining aesthetic values in the basin. Costs incurred to protect the environment are part of the production cost and thus are borne by the ultimate consumer. Unit production costs are less for the thick coal and lignite deposits of the basin than for the thinner but higher Btu coal deposits of the Eastern and Midwestern United States. Precise comparisons of environmental protection costs between mines in such disparate areas cannot be made, because of differences in physical conditions, accounting procedures, and other variables.

Research workers From the Bureau of Mines and industry met with other government and industry representatives in Pittsburgh, Pa., on January 22, 1975, to discuss the results of research under the Bureau of Mines Noise Control Program. The program, aimed at reducing noise in mines, is functionally divided into three major areas: Instrumentation, personal protection, and noise abatement. This proceedings contains the opening remarks to the seminar and seven technical presentations based on various aspects of noise abatement and control.

The Bureau of Mines conducted a state-of-the-art study of techniques currently employed to close large openings in underground mines. A large opening was considered to be any opening over 10 feet high and having a cross section of at least 200 square feet. Five salt mines and one limestone mine were visited to observe various methods of sealing large openings. Because of the variations in conditions from mine to mine, no definite conclusions could be drawn as to which is the best method. In mines where waste material is available, stoppings built by piling waste material are efficient and economical. Where waste material is not available properly constructed brattice cloth stoppings are superior to those built from wood, concrete block, or urethane foams.

This Bureau of Mines publication presents an analysis of information related to the transportation of bituminous coal by unit trains and slurry pipelines. Even for short hauls from mines to markets, transport costs frequently account for between one-third and one-half of the delivered price of coal. Minimizing these costs has become an even more critical objective for hauls from the western mines than for hauls from farther east. Factors related to minimizing costs and transporting the western coal receive special attention. Although no general rule of preference is likely to be developed that can be applied to all shipments, both rail and pipeline service will be needed on an increasing scale. The study should provide useful background information and analysis for government and industry in approaching investment decisions in the mining and transportation industries.

An economic evaluation was made of the Bureau of Mines incinerator residue separation process to update the one published in 1971 to a mid-1.974 cost basis. This evaluation includes a modification of the glass-recovery operation used In the original plant design as well as a unit to bale the ferrous scrap product before shipment. Products from the plant are ferrous metal, aluminum and copper-zinc scrap, and a mixed-color glass cullet. The Federal Bureau of Mines evaluated the prospects for using geothermal energy to generate electricity for mines in remote areas. Given the development of a geothermal resource for this purpose, the subsidiary uses of space heating and agriculture were then examined to see if other industries might be viable given a cheap source of heat energy. Sites investigated were located in three areas of Alaska: Kobuk in the northwest, Unalaska in the southwest, and Stikine River in the southeast. Each site was relatively close to mineral deposits whose prospects for development would be enhanced with cheap power.

This Bureau of Mines report delineates the coal reserve base of anthracite, bituminous and subbituminous coals, and lignite, by mining method and sulfur content, for coal-bearing States west of the Mississippi River. The parameters used to establish the reserve base definition are the result of a joint agreement by the Federal Bureau of Mines and the U.S. Geological Survey. The reserve base of low-sulfur coal, =10 percent sulfur, is 167,324.5 million tons; medium-sulfur coal, 1.1-3.0 percent sulfur, is 37,531.5 million tons; and high-sulfur coal, >3.0 percent sulfur, is 11,244.1 million tons. The reserve base of coal with an unknown sulfur level is 18,323.0 million tons. The percentages of deep and strippable coal are 56 percent and 44 percent, respectively. The basis for reserve base estimates and analytical data for this report was the Fuels Availability System, a Bureau of Mines data bank containing numerous data tin fossil fuels. Information contained in the system was obtained from publications of the Bureau of Mines, U.S. Geological Survey, State agencies, private publications, and company data.

The papers contained herein summarize results of various recent Bureau of Mines investigations in the area of mine power distribution systems. They are based on information from Bureau personnel, contractors and grantees, and Mining Enforcement and Safety Administration. Conclusions drawn from a series of parameter measurements on mine power systems, taken over a 3-year span, are presented. Personnel and equipment hazards due to faults on isolated, solidly grounded, and resistance grounded three-phase systems are discussed. Two papers cover dc applications of circuit breakers, including a novel protection scheme for trolley lines. The methods of suppressing induced arcing currents and voltages in a-c machines are evaluated. An evaluation program for ground monitors is described. Acceptance test procedures and the importance of various paparameters for trailing cable splice are covered. A number of techniques for locating faults in trailing cables are described.

Reclamation costs were estimated for 20 coal surface mining operations in the Appalachian and Midwestern Coal Supply Districts (these two districts were divided into three multi-State regions). The cost data were obtained through onsite observations, interviews with mining company personnel, and the authors' cost estimating procedures. The cost data are presented in terms of dollars per acre, dollars per ton of coal produced, and dollars per cubic yard of overburden moved during backfilling. The reclamation process is divided-into three cost categories: Premining planning, backfilling, and revegetation. The average total reclamation costs for the three regions are $2.77 per ton of coal produced and $8,168 per acre. As the result of comparisons of reclamation costs by region, by mining method, by slope, and by size of operation, the most important reclamation cost difference is between area mining methods ($1.73 per ton) and contour mining methods ($3.81 per ton). The Federal Bureau of Mines conducted this study to determine as accurately as possible the actual costs involved with the reclamation of coal surface mined land done in conjunction with active mining operations.

Computer programers are often required to make modifications to unfamiliar Fortran routines. This Bureau of Mines report describes a computer program designed to aid the programer in such a situation by reorganizing: Fortran routines. This reorganization includes a sequential renumbering of the routine's statement numbers, a sequential renumbering, and relocation of format statements, an alphanumeric reordering of dimensioned and typed variables, a uniform pattern of text spacing, and a sequential numbering of the records in the final Fortran routine. The computer program has been extensively tested by the author and has proved to be a valuable tool for reorganizing Fortran routines developed under contract and later utilized by the Bureau, and for preparing routines for publication.

The Bureau of Mines conducted this study to provide information concerning the availability of and the demand for construction-mineral aggregates in the Baltimore, Md., Standard Metropolitan Statistical Area (SMSA). The demand is discussed with reference to the area's current consumption and estimates of the area's demand for aggregates through 1990. Estimates of aggregate supply are presented in conjunction with an examination of the geology of the area, the availability of substitutes, and the effect of transportation costs. A discussion of the constraints affecting aggregate availability precedes the conclusions and recommendations. The availability of aggregates is subject to geologic, economic, and political constraints. As of January 1974, an estimated 20,100 million tons of stone was available to meet the demand projected through 1990 (188.7 million tons). An estimated 139 million tons of sand and gravel was available to meet the demand projected through 1990 (84.3 million tons). Several alternative actions are available within the area to insure the adequacy of the stone supply and to increase the supply of sand and gravel: (1) The establishment of special mineral resource zones; (2) the application of sequential land use techniques; and (3) the exploration of previously undeveloped regions.
