Boron compounds have been considered for many years as possible additions to iron and steel. A very recent use of boron-steel rods was for the control of neutron intensity in the graphite-uranium pile at the Clinton plutonium plant(130).4/ Norris(129) reports that slags containing boric oxide reduce the ferrous oxide content of steels and thereby the aluminum required for deoxidation. Boron is not considered an alloying element, but minute amounts produce what is often called a "needled" steel. The study of a series of iron-boron alloys by convenient steps, starting with iron containing no boron, indicated that boron was a hardening agent and made the iron very difficult if not impossible to forge. Then came the discovery that very minute traces of boron are quite different from the smallest amount previously thought worthy of study.

The growing popularity of perlite (sometimes spelled pearlite) as a raw material for thermal expansion into pumicelike products in the Western States has prompted a preliminary investigation of the properties of such material and the problems that want solution to put a perlite industry on a firm foundation. The Bureau of Mines is undertaking the gathering of data and the solution of these problems, and the following paper records some of the available information. and the promise of the material, with some comparisons of advantages of the various competing lightweight aggregates that can be made from siliceous volcanic glasses and rocks containing entrapped or dissolved water that causes their expansion on' quick heating to their softening points. This new industrial rock has caught the fancy of the mineral industry in the western States because it has Fume advantages over natural pumice. Chemically, it is typified as rhyolitic in composition, and one may find obsidian, rhyolite, pumice, pumicite, and perlite from the same vant and contemporaneous in origin. The material need not be rhyolite but should be a siliceous or acid lava and contain 2 to 5 percent water still in "solution" in the rock. On quick heating to the softening temperature the material puffs, due to conversion of the contained eater into bubbles of steam. Slow heating causes gradual release of the imprisoned water by decrepitation and. cracking and-results in, very little puffing. Perlite is often in the form of ovoid volcanic bombs formed by explosive eruption of large masses of lava into the air, where they, quickly cool, with escape of little of the contained water, exceptt perhaps for a hollow interior. Since they cool in layers they have an onion-type structure and a pearly luster from interference of light between the. layers, which is' the origin of the name "perlite." Perlite may occur in intruded flows that have been quickly cooled and partly expanded but retained most of their magmatic water content. Obsidian may be the same lava cooled quickly under conditions that prevented crystallization of feldspars and other minerals, leaving the volcanic glass that may or may not retain all of the original contained water.

Since its beginning, the occupation of coal mining has been considered hazardous. It is true that there are hazards inherent in mining, but it is believed that most of them, at least, can be guarded against. Moreover, many man-made hazards can be eliminated by officials and workers adopting safer practices. Notwithstanding the hazards in coal mining, the fatal accident rate in the United States has improved. During the, period from 1911, to 1941, inclusive, the fatal accident rate varied from 5.35 to 2.22 per million tons of coal. With many handicaps during the war period, 1942-45, such as the lack of experienced manpower. and the, employment of untrained men, the increased average age of workers, and the shortage of equipment and supplies, the industry s ill further reduced its accident rate, so that it ranged from 2.30 to 1.724/ deaths per millon tons of coal. During 1944, 684,000,000 tons of coal was produced with a rate of 1.91, and during 1945, 631,000,000 tons was produced with a rate of 1.724/ deaths per millon tons of coal. The accident rate for 1945 was the lowest for the industry since records have been compiled.

Gasoline and other liquid fuels may be obtained from coal by direct and indirect hydrogenation.3/ The direct process, usually termed the coal-hydro-genation or the Bergius process, was patented in Germany by F. Bergius in 1914 and developed to a commercial stage by the inventor and I. G. Farben-industrie. From a chemical point of view, the coal-hydrogenation process consists of adding hydrogen to the complex coal molecules and removing oxygen so that its chemical constitution is changed to that of petroleum, whereupon the coal substance liquefies, yielding an aromatic crude oil. In the indirect-hydrogenation process, known as the Fischer-Tropsch process (invented by Franz Fischer and Hans Tropsch in Germany), coal, lignite, or natural gas is first converted to water gas, a mixture of carbon monoxide and hydrogen. This mixture of gases, in proper proportion and after suitable purification, is then passed over a solid catalyst at relatively low pressures (1 to 20 atmospheres) and temperatures ranging from 180° to 260° C. The products obtained are gasoline, Diesel oil, liquefiable gases, and paraffin wax.

The objectives of the coal-research activities of the Bureau of Mines are very well expressed in the organic act of Congress establishing the Bureau. It reads as follows: That it shall be the province and duty of the Bureau of Mines, subject to the approval of the Secretary of the Interior, to conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources, through the prevention of waste in the mining, quarrying, metallurgical and other mineral industries; to investigate explosives and peat; and on behalf of the Government to investigate the mineral fuels and unfinished mineral products belonging to, or for the use of, the United States, with a view to their more efficient mining, preparation, treatment, and use; and to disseminate information concerning these subjects in such a manner as will best carry out the purposes of this act.

The principal equipment in the catalyst plants at Ludwigshafen-Oppau was inspected and is presented in the form of flow sheets for the manufacture of four of the principal catalysts. The equipment is in many cases of special design rather than stock items that was built by the company and modified in the coarse of the growth of the high-pressure synthesis of hydrocarbons in Germany. It is believed that if the manufacture of catalysts were to be undertaken elsewhere, the selection of equipment for the operations involved could be made successfully from the guidance furnished by this rather general report. Five additional catalysts are described, also. II. CATALYST 5058 FROM FRESH TUNGSTIC ACID In a supply tank of about 2,000 liters capacity, 500 kg. of tungstic acid (W03.H2O) that contains about 92-93 percent of W03 is dissolved at 60-70° C. in 1,500 liters of mother liquor. The solution is-effected by stirring for about 1-1/2 hours. The mother liquor is obtained from a previous, lot of catalyst and is first adjusted to a concentration of 13 percent 1H3 by passing in gaseous ammonia. The solution is allowed to stand without stirring for 1 hour, then is pumped into the saturating vessel through a cloth filter (three-quarters hr. to one hr.). The saturator is purged with H2S and thereafter the solution, which has been cooled to about 75° C., is heated in an atmosphere of hydrogen sulfide with stirring to about 70° C. This charge is slowly cooled to 50°, and then more rapidly to about 20° C. (time of cooling 6-7 hours).

This report deals with the Schmalfeldt gasification plant for making synthesis gas, the Fischer-Tropsch plant, the hydrogenation plant and the catalyst factory, and includes a report on lubricating oil. THE SCHMALFELDT GASIFICATION PLANT The information was obtained on May 9 and 11, 1945, from Dr. Schneeberger (director), Dr. Schneider (director and power plant manager), Herr Dassau (manager of gas plant) and Herr Schultz (manager of Fischer-Tropsch plant). The plant was shut down as the result of very heavy air raid damage to other parts of the works

The Leuna Factory of the I. G. Farbenindustrie A. G., situated near Merseburg, is the biggest heavy-chemical plant in Germany and produces a very wide range of products, mainly based on hydrogen or hydrogen and carbon monoxide. Its principal products are ammonia, synthetic petrol derived from the hydrogenation of brown coal, and synthetic alcohols made from hydrogen and carbon monoxide. The plant was first, visited on April 21, 1945, by a team including E. Cotton, V. Haensel, E. B. Peck, P. K. Kuhne, H. M. Weir, L. L. Hirst, W. W. Odell, G. U. Hopton, H. Hollings, J. F. Ellis, and H. G. Simpson. It was again visited on May 8-24, 1945, by a combined British and American team consisting of R, Holroyd, M. A. G, Banks, D. A. Howes, A. J. V. Underwood, R. A. Taylor, W. F. Faragher, H. Schindler, and J. G. Allen. This team was later joined by J. F. Ellis and R. J. Morley. A third visit with particular reference to catalyst manufacture was made by W. F. Faragher and W. A. Horne, and the notes of these latest investigators have been taken into account in preparing the report. This report was edited by Dr. R. Holroyd.

"INTRODUCTION During the recent war attention was directed to prevent the destruction of American industries by sabotage. By Executive order of Lay 19, 1942, the Bureau of Mines was required to conduct investigations and make recommendations that would prevent loss of production of essential war minerals. The Health and Safety Branch of the Bureau of Lines was able to extend its activities with minimum loss of time to include security surveys of the important mineral facilities in the United States.A Mineral Production Security Division was established in the Health and Safety Branch with funds appropriated for that purpose by Congress in April 1942. From July 1942 to July 1945 engineers of this division, under the direction of D. Harrington, Chief, Health and Safety Branch, and J. J. Forbes, Chief, Mineral Production and Security Division, conducted investigations of 1,560 metallic and nonmetallic mines and associated facilities in accordance with the requirements of the Executive order.PURPOSEAn analysis of losses in the production of minerals shows that failure or destruction of equipment either from deliberate or accidental causes produces essentially the same result. Maximum production is insured by the prevention of subversive activities, fires, and industrial accidents."

The Ludwigshafen and Oppau plants are largely independent I. G. factories situated some 23 miles apart on the west bank of the Rhine facing lannheim. The former factory is a general organic chemical works specializing in dyes, dye intermediates, plastics and synthetic rubber,. while the latter is a heavy organic chemical factory producing ammonia, methanol, higher alcohols and their derivatives. Before the war much of the I. G. research and development work was carried out at Ludwigs- hafen; in particular the high pressure research section directed by Dr. Mathias Pier played a very active part in all hydrogenation developments. Apart from the possibility that a full scale hydrogenation or Fischer Tropsch plant had been erected at Ludwigshafen/Oppau during the war, the main objectives of an oil team investigation were: - (a) To obtain from Dr. Pier and his staff an advance general picture of German fuel production processes. (b) To study the fuel developments still in the research and pilot plant stage. (c) To examine any new developments in hydrogen or synthesis gas manufacture. (d) To look for new processes for production of high anti-knock fuel constituents and for new fuel additives. (e) To investigate new chemical syntheses based on raw materials obtainable from oil. The Ludwigshafen and Oppau factories were first visited by the large team listed in Appendix A during the period 25-31st March. The investigation revealed that no large plant for synthetic fuels or lubricants had been operated at this target. All the important members of the Fuel Research Section staff had been evacuated to Heidelberg and information on the work of this department was therefore limited to that contained in seized documents, the greater part of which have still to be examined in detail. Valuable information on synthesis gas production from hydrocarbon gases was obtained as well as interesting data on a num- ber of chemical syntheses. Two members of the above team Holroyd and Faragher accompan- ied by Major Tilley (interrogator) went on to Heidelberg, contacted Dr. Pier and the chief members of his staff on April 1st and obtained from them the hydrogenation information given later in the body of the report. Later, after visiting Leuna, Holroyd, Faragher and Ellis paid a second visit to Heidelberg and to Ludwigshafen/Oppau on 27th-30th May to check a number of details, particularly with respect to hydrogenation costs, and to obtain information on the pressure.conversion of water gas to hydrogen and on the manufacture of Wickel pressure vessels.

Accordingly, Dr. Pier and a large number of other men of the I.G. Farbenindustrie, A.G. plant at Ludwigshafen/ Oppau were further interrogated in July-1945. "INTRODUCTION Diesel locomotives have been used successfully in underground mines of Europe for 18 years, and much has been written on the technical details of the design of these machines and the safeguards provided by the manufacturers. The actual conditions under which' the Diesel locomotives are used have not been publicized as well and consequently are not well-known. In 1945 the writer observed numerous Diesel locomotives working underground in coal and metal mines of several European countries and was favorably impressed with the practical approach to the safe use of this- type of equipment.Recent statistics showing the number of Diesel locomotives in use are not available now because of the World War, but the extent to which this type of mine locomotive was used immediately before the war is indicated by table 1, which classifies the number of locomotives used in several countries according to the type of power, such as compressed air, Diesel, and electric.Mining conditions observed by the writer in the European countries are very different from those in most coal-mining districts of the United States. The surface plants are larger and are permanently constructed of brick or concrete; numerous coal beds are worked through one shaft; the crosscut rock tunnels or levels, driven to intersect the coal beds, are lined with brick or concrete blocks where needed instead of timber; the coal beds dip more steeply and are not as thick as in most fields of the United States."

"INTRODUCTION The tremendous expansion of industry during the war and the unprecedented demands for metals and minerals are reflected in the production and use of explosives during that period. The increased use of explosives brought added safety problems to industry because of the necessity of using men as blasters who were not entirely familiar with and some who were totally unfamiliar with the characteristics of some or all of the various explosives. A discussion of the characteristics of the ordinary types of explosives used in: industry should assist in giving a better understanding of the hazards attending their use. Explosives are compounded so they may be used with reasonable safety provided the user understands and follows the procedure recognized as standard safety practice. Short cuts and the failure to understand and use recognized safe practices, as well as the selection of explosives unstited for the work at hand, are all part of the safety problem,The extent to which explosives are used in the United States is shown by a study of the statistics compiled by the Bureau of Mines 4/ regarding them. Some of these statistics are shown below and serve as an indicator of the tremendous number of men engaged in the transportation, storage, and use of explosives. Theme men are exposed to the inherent hazards attending this occupation and they should be familiar with the recognized safe practices relative to explosives."

The Tri-State, or Joplin, zinc and lead mining district in south- western Missouri and adjoining, parts of Kansas and Oklahoma is one of the great mining districts of the world. It is in flat-lying or gently rolling agricultural country near industrial centers and coal, oil, and gas fields. The nearly horizontally, lying bedded rocks in which the ore bodies are found were originally limestone but are now largely chert containing minor percent- ages of dolomite and other minerals. The ore occurs in nearly vertical fis- sure zones, large and small, and in blanket (sheet-ground) deposits. The mining depth ranges from surface diggings to $50 feet. The average tenor of the ore mined, in recent years is much lower than that of ore produced in other large zinc and lead districts of the United States. Mining and mill- ing costs are low because of the shallowness of mining, amenability of ores to concentration, efficiency resulting from long experience of management and labor, and other factors. The operators comprise many small and medium-size producing companies and partnerships, as well as individuals and a few larger producers. About 7,000 men are employed in the mines and mills during normal industrial activity. The concentrates produced are sold f.o.b. the mill bins to local representatives of smelting companies at prices quoted on the Joplin market. The productive life of the district began with the discovery of lead near Joplin in 1848, but output was not large until after mining for zinc began near Granby in 1871. In most of the intervening years through 1945 the district produced more zinc than any other field, and it generally ranked third or fourth in the United States in lead production. Figures compiled from sources given later in this paper show a total output for the district from the beginning through 1945 of 20,755,020 tons of zinc concentrates and 3,334,057 tons of lead concentrates valued altogether at $1,110,058,581 in the mill bins. The output, in terms of recoverable metals, was 10,609,408 tons of zinc and 2,529,121 tons of lead, valued in all, at the average yearly market prices of the metals, at $1,691,282,419. During the 39 years (1907-1945) for which complete figures are available, the annual output of the district fluctuated from 23 to 66 percent of the total United States mine output of zinc and from 5 to 18 percent of the total lead; the averages for the period were 40 percent for zinc and 11 percent for lead. peak yearly production was attained in 1926, with an output of 423,800 tons of recoverable zinc and 102;117 tons of lead. Since that yoar the production rate has trended downward, accentuated at first by the depression in the thirties and later ameliorated somewhat under the stimulus of heavy demand and higher metal prices during World War II; the output in 1945 was 139,274 tons of recovorablo zinc and 23,556 tons of load. The above figures show the groat contribution made by the Tri-State district in the past toward the country's supplies of primary zinc and lead, cspecially zinc. However, the district's production is expected to decline both in quantity and in proportion of total United States mine output unless important discoveries are made. "INTRODUCTION The heavy loss of life from mine fires in some coal mines recently has focused attention on the importance of maintaining reliable communication systems between the active working sections of mines and the surface. A study of conditions following disasters in mines indicates that in several instances lives could have been saved if telephone communication had been available. Communication systems were not installed in some of these mines where disasters occurred, and in other mines they were installed in such a manner as to be rendered useless following a mine explosion or fire. Lives have been lost because of the inability of the rescue crews or persons di-recting the rescue to communicate with trapped men. Cases are known where many lives might have been saved had it been possible to give instructions for escaping or for location of barricades.More than 500 major disasters in which 5 or more lives have been lost have occurred in mines in the United States. The total number of lives lost in these disasters has exceeded 13,000. Some of the victims died instantly; but for many it was hours and in some instances days before death occurred. Evidence found in recovery operations following some of the disasters indi¬cates that many died needlessly because of the lack of suitable means of communication between the underground working areas and the surface.A localized gas and dust explosion in a coal mine in 1930 resulted in the death of 82 men; 2 were killed outright by the force of the explosion, 6 by a combination of burns and afterdamp, and 74 by afterdamp. About 140 men escaped or were rescued following the explosion, Of these, 119 escaped with little or no assistance, 2 were rescued promptly following the explosion, and 19 were rescued from behind a barricade. Seven bodies were re-covered from behind an ineffective barricade in another place; subsequent investigation proved that these men might have been guided to a safe location had an effective communication system been available."

"INTRODUCTION While investigating prevention of sabotage and maintenance of production of essential war minerals, engineers of the Bureau of Mines visited more than 1,400 metal and nonmetallic mines, quarries, and open pits in all parts of the United States.The need for, uniform safety practices is indicated by the fact that during 1938-1940, inclusive, the Western Safety Conference, under the sponsorship of the California Department of Industrial Relations, undertook the prepara¬tion of a set of standard safety regulations for the 15 participating political subdivisions. The membership of these political subdivisions is comprised of representation from Alaska, Arizona, British Columbia, California, Colorado, Hawaii, Idaho, Lower California, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming, For the guidance of its own engineers; the Bureau of Nines found it necessary to prepare a set of safety practices that could be used uniformly throughout the United States. These safety practices were compiled from State mining regulations, mining company safety rules, and the experience of Bureau of Mines engineers for more than 3 decades, and represent the best safety practices of the Nation's' mineral industry.The purpose of this publication is to make safety practices available for the non-coal branches of the mineral industry, with the hope that they may assist in reducing accident occurrence. The Bureau will welcome questions and suggestions regarding these practices in order that changes may be made as necessary.Where the adoption of any practice would not materially increase the safety of employees or would work undue hardship on the operator, the Bureau does not recommend such adoption."

The conservation of fuel became a critical problem during the recent war, particularly in the East. Fuel-oil supplies were short, the demands for coal increased, and householders were called upon to reduce the temper- atures in their homes. Home owners were urged to employ every means avail- able to reduce fuel consumption, the most important of which was to insulate their dwellings. The Bureau of Mines, United States Department of the In- terior, took steps to promote the conservation of fuel by issuing a report3/ on home insulation which has been widely circulated. The American populace responded patriotically to the requests of various Government agencies for voluntary conservation of fuels; they accepted cheerfully the restrictions imposed, the crisis was weathered, and with termination of hostilities the unhappy situation was relieved. Fuel conservation, however, is not merely a war emergency problem; it is a continuous, ever present issue. Coal and petroleum resources are ir- replaceable assets, and when fuel is burned it is exhausted - there is no scrap recovery. Fortunately, the United States has been richly endowed with mineral fuels; but population is growing, industrial demands for fuel are increasing, and mines and oil wells are becoming deeper and more costly to operate. For the sake of generations to come all national resources, particularly irreplaceable fuels, should be conserved. A long step in the direction of fuel conservation is the general rec- ognition that insulation is an essential element of dwelling construction. Fortunately, when the home owner takes measures to conserve fuel, he is not called upon to make purely unselfish (altruistic) sacrifices to advance the general welfare; he has the added incentives of saving money and promoting more comfortable living in his own home.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation, and utilization of coal . The mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British Committee . Engineers from other allied countries cooperated in some of the investigations . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , deputy solid fuels administrator . The personnel of the mission consisted of H. F. Yancey , in charge , J. W. Buch , Thomas Fraser , L. L. Newman , and L. D. Schmidt , of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology ; H. J. Rose , vice president and director of research , Bituminous Coal Research, Inc .; and F. H. Reed , chief chemist , Illinois Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These and microfilms of supporting data obtained in the course of the investigations are on file at the Bureau of Mines , Washington , D. C. where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproductions of all declassified reports . A Bibliography of Scientific and Industrial Reports is issued weekly by the Department of Commerce , Office of the Publication Board , and is sold by the Superintendent of Documents , Government Printing Office , Washington 25 , D. This same phonomonon of diffraction may be transposed into the X-ray domain. All that is necessary is to reduco, in the samo proportion, the wavo length of the light and the diameter of the particlo; thus, with radi- ations whose wave length is of the ordog of angstroms, the dimensions of the active particles go from 10 to 100 A that 18, the dimensions of col- loidal particlos. The evidence of this fact is shown by the following experimental schomo (fig. 1a): A narrow beam of X-rays passes through a thin layer of a modium containing micelles; the photographic film is placed a few centimeters behind the sample, and a small absorbing screen stops the direct beam in order to prevent its fogging the film. The intersect of the direct beam is surrounded by a narrow spot whose blackness decreases with the distance from the center. We will call this the spot of central diffusion (fig. 1b). The phenomenon, in spite of its relatively reat intensity, has been observed only by a few authors, who have simply given a qualitative description without attempting any quantitative de- ductions. This is due to the fact that observation of this phenonenon is not possible with the apparatus generally used to obtain X-ray diagrams, because the parasite foggings in the vicinity of the incident beam are sufficiently important to hide those produced by the sample. With the monochromator, however, used by us to obtain Debye-Sherer diagrams, this parasitic diffusion can be totally suppressed. In this way our attention was again directed to the spot of central diffraction, and we were led to make a detailed quaititative study of it.. then several papers have been published on this subject. Hosemann, using methods of calculation outlined by us, has extended them to the special case of fibrous substances, Kratky, on the other hand, starts from an entirely different theoretical point of view; ho examines the case, not of scattered particles, but of closely packed particles. 6ince We will now describe the experimental methods, summarize the calcu- lations needed in the elaboration of diagrams, and finally review the first results obtained in the vast domain of these new physical-chomical studies.
