Fifty years ago, the belief that "fillers" were added to paints for the sole purpose of diluting and cheapening the pigment may have been justified; but paint technology has made tremendous progress since that time, and today both the manufacturer and the consumer know that the judicious use of fillers may add desirable properties to a paint that cannot be introduced in any other way. A growing respect for these accessory materials has led to the use of the more euphemistic term "extender." The names "extender" and "filler" are to a considerable degree synonymous. The newer term, "extender," is adopted in this paper, though it is actually no more descriptive than the older name. Stewart's3/ definition of extender is: "A cheap pigment, usually of an inert type, used to extend or increase the bulk of a paint, thus reducing its unit cost. Extenders are also used to adjust the consistency of a paint and to let down colored pigments of great tinting strength. The use of an extender in a paint does not necessarily mean the resultant product will be inferior. In fact, extenders sometimes, improve -certain characteristics of a film." All extenders are not cheap, as, for example, wet-ground mica and diatomite. Research in the, use of extenders (also sometimes called "inerts") has been one of the host active branches of study in the paint field; and many thousands of dollars have been spent in establishing the physical and chemical characteristics required of various natural mineral extenders for numerous paint formulas

These inspection standards have been prepared for use in the Federal inspection of bituminous and lignite mines. They are a revision of "Tentative Coal-Mine Inspection Standards," published as Bureau of Mines Information Circular 7204 in February 1942 and employed a guide for Federal inspections. Numerous changes have been made in the original standards owing in part to recognition of shortages of some types of safety equipment due to the war, in part because of need of additional standards to cover certain mine conditions' arid' practices, and in part to conditions not foreseen when the original standards were prepared. About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however; failure to carry out the suggestions made in such of the other standards as are applicable may also' lead' to the loss of lives.

Magnesia (MgO) has a variety of uses, and it has become increasingly important as a war material because of the imperative demand for refractories to line metallurgical furnaces, and because magnesia is used to make the in aircraft and other implements of warfare. Magnesia occurs as an integral part of nearly 60 minerals, but it is extracted commercially from only a .smaller number, of them. The present commercial sources are magnesite, brucite, dolomite, raw sea water, sea water bitterns, and well brines. Magnesia Raw Materials Magnesite magnesium, carbonate MgCO3, theoretically contains 47.8 percent MgO and 52.2 percent CO2. There are two varieties of magnesite, crystalline and cryptocrystalline (dense or amorphous). The latter type, though, not so plentiful as the former, is generally purer. It resembles unglazed write pottery in texture, whereas the crystalline variety is generally dark and granular, though the color may vary. The principal domestic deposits, of crystalline magnesite are near Chewelah, Stevens County, Wash. (which has supplied most of the magnesite mined in the United States), in the Gabbs Valley area of Nevada (near Luning); and in Llano County, Tex. Crypto-crystalline magnesite occurs principally in California. Magnesite occurrences have also been reported in several other States, including New Mexico, New York, New Jersey, Pennsylvania, Massachusetts, Vermont, and Maryland, but these deposits have not been developed commercially.

Vermiculites are secondary minerals formed by the: alteration of biotite and philogopite mica and are associated with basic rocks such as dunites, serpentines, and pyroxenites. Vermiculite was first described by T. H. Webb in 1824. It remained a mineralogical curiosity until 1913, when the first commercial deposit was discovered in the Turrett mining district of Colorado. Expanded or exfoliated vermiculite was first marketed in 1915 from a deposit in this district 5 miles southeast of Hecla, Colo. This activity was brief, but successful and continuous commercial development began in 1921 in Montana. Although the thoughts and efforts of the great majority of people in many parts of the world are today directed toward killing each other, the purpose of this paper is to discuss means of conserving human life. In a world of turmoil and strife, we find time to discuss and make plans to achieve our objective -prevention of the "sacrifice" of life through avoidable accidents. The word" sacrifice" is used here advisedly, as one meaning of the word given in the 1942 edition of Funk and Wagnalls New Dictionary of the English Language is "the act of giving up some desired or valued object for the sake of *** future good." As everyone agrees that life is man's most priceless possession, one wonders if past sacrifices have been in vain. It appears that life is cheap in America; it is cheap because some of the industrialists are too much concerned with making a profit to devote much time and thought to conserving human life; it is cheap because some labor leaders apparently are interested solely in personal power and prestige; it is cheap because a great many workmen fail or refuse to cooperate energetically with the various organizations interested ill; their safety and welfare; it is of little value because, individually and collectively, we are indifferent to our responsibilities toward our fellow men.

All technical facilities of the Bureau of Mines have been geared for more efficient use and conservation of mining equipment, developing plans for safety, improving the quality of coal through better methods of preparation, studying the problems of coal storage and utilization, and extending the uses of coal5/ for the war and postwar economy. The Bureau is now analyzing all of the coal purchased by the Army and much of that required by the Navy. Work on boiler feed water was doubled over last year to meet the increased demand made by the War Department for protecting vital boiler plants in many new camps and defense plants. Progress has been made in safely storing coal to reduce dangers of spontaneous ignition to a minimum and to preserve coking power. Mixtures of oil and coal to be used as a substitute fuel have been investigated. Static gravimeters, unastatized and. astatized, are considered to be the most practical for oil exploration. One gravimeter is described using a beam whose moment about a pivotal axis is elastically balanced. Magnetic or electric fields are deemed unsatisfactory for balancing gravitational force because they cannot easily be kept constant. The gravimeter described is capable of detecting a change in altitude of 3 inches and a change in latitude of about 150 feet. V. S.

Insofar as prevention of mine explosions is concerned, it is apparent that the coal-mining industry has profited but little from experiences during the past 15 years. The fact that explosions can be prevented if well-known preventive measures are adopted and conscientiously carried out appears to warrant the conclusion that many coal-mining people are indifferent to the hazards that may result in explosions. Although the principal burden of preventing explosions is upon the management, and much of the evident carelessness in failing to place in effect and to enforce suitable precautions, is assessable directly against management, the worker also has a very definite responsibility, and numerous explosions have resulted because of his failure to carry out his part in accepted principles of safety. The record of fatalities from mine explosions during the past 5 fiscal years has been anything but encouraging or about which coal-mining people can take pride; more men were killed by explosions (673) than were killed from the same cause during the preceding eight years combined (577). During each of the fiscal years 1942 and 1943, 152 fatalities resulted from explosions, compared to 163 during the fiscal year 1941, 206 in 1940, and only 16 in 1939.

The prevention of accidents to children from blasting cans is of vital importance not only to everyone using commercial explosives but to the country at large. The manufacturers of explosives have realized this danger for years and have attempted to publicize the hazards of allowing blasting caps to fall into the hands of children. Unfortunately, many of tie users of explosives have failed to realize the danger or have ignored their responsibilities in the matter. Investigations of accidents to children from blasting caps (and scores of them occur annually) reveal that most of them are caused by blasting caps picked up or made easily accessible to the victims. The children who are blinded, maimed for life, or killed are in large part the innocent victims of the carelessness, thoughtlessness, or negligence of their elders, by whom blasting caps are left lying about, carried in the pockets, dropped or lost around blasting operations, stored away and forgotten, or left in places where trey can be found or are accessible to children. Many such accidents occur to children under 12 years of age, when they are still curious or inquisitive. One of the first reactions of a child upon finding a blasting cap is to investigate and "see" how it is made or how it "works." A blasting cap in itself, with one end open, invites a child to poke it with a nail, piece of wire, or some other object to see what is inside; or he may attempt to break it open with a rock or hammer. A lighted match could be thrust into the open end, and there are numerous other approaches, may of which can result in serious accidents.

Fluorescence is of growing interest to the mineral industry because certain minerals may be detected thereby and because, as shown in figure 1,4/ many minerals (natural or synthetic) are needed in tubes and lamps. The use of fluorescent lighting is expanding, and large numbers of lamps of many sizes and shapes are being made and used in works, factories, stores, offices, homes, and in photography. Fluorescent tubes, as distinguished from clear tubes filled with neon, argon, or other rare gases through which a current of electricity passes, fluoresce owing to specially, selected and prepared minerals placed in the tubes. Luminous chemicals and paints also contain special minerals and are used in similar applications; therefore, these also will be considered in this report. Although the quantity of minerals (in tons) that are used for fluorescent purposes is small, and probably will continue to be so, this use is significant because it exemplifies a requirement for "pure" minerals in which a trace of contaminant as" minute" as one part in ten million may distinguish between the acceptance or rejection of a particular material. This extreme purity makes synthetic minerals almost essential, and natural mineral's are now little used.

"The dangerous nature of explosives makes them a potential hazard wherever they are used, but they are likely to exercise their greatest harmfulness under conditions inherent in coal mining. The ease with which explosives can be detonated and the suddenness and violence with which they detonate require great care in their handling and use, if acci-dents are to be avoided. Campaigns have been waged by the manufacturers, the Federal Bureau of Mines, coal-mining companies, and other agencies to educate users of explosives in their dangers and in their proper use and care.Probably 95 percent of the explosives accidents can be attributed to poor judgment, carelessness, negligence, or chance taking. In many explosives accidents it is difficult to determine the cause definitely, as the evidence of the origin is destroyed by the blast and frequently those involved have been killed. Survivors of the accident often are of little help in determining the cause, as the accident occurs so suddenly they cannot tell what happened or prefer not to divulge the information they have because it may point to their own carelessness.A survey has indicated that about 10 percent of all fatalities in coal mines were caused by explosives accidents (excluding gas and dust explosions initiated by explosives). A list of explosives accidents by States, from 1925 to 1932, classified according to the severity of the accidents, indicated that Kentucky and Wyoming had the greatest number of fatalities resulting from explosives accidents. Records of the Bureau of Mines show that 14 coal-mine explosions occurred from January 1 to June 1, 1943. Explosives were involved in four of these explosions. Black powder caused two of the accidents and permissible explosives used in a nonpermissible manner the other two. These statistics are mentioned to show that explosives are still causing severe accidents.Elimination of the hazards associated with explosives begins on the surface. Storage magazines should have no opening, except for entrance and ventilation; ventilators should be screened effectively to prevent the admittance of sparks as well as to prevent unauthorized entrance. The interior should be kept clean and dry, and the floor should be of nonsparking material with no metal exposed. The surrounding area should be kept free of combustible material for not less than 25 feet (and preferably 50 feet) in all directions. Storage magazines should be fire-resistant and reasonably bulletproof."

The wearing of self-contained oxygen breathing apparatus, although relatively safe if proper precautions are taken, is dangerous if defective apparatus -is worn, if men with inadequate training, experience, and physical requirements are used, or if improper procedure is followed. This is proved by the fact that at least 26 men are known to have lost their lives while wearing-oxygen breathing apparatus since its introduction in this country about 35 years ago. Self-contained oxygen breathing apparatus, commonly called "mine rescue apparatus" and sometimes improperly referred to as "oxygen helmets," is the only equipment that can be used for respiratory protection against poisonous mine gases, regardless of concentration or against an atmosphere containing little or no oxygen.3/ Apparatus of this type was introduced in this country in 1907, and since that time it has been widely used in conducting rescue and recovery work after mine fires and explosions and in some other work. All oxygen breathing apparatus used in this country before 1918 was imported from Europe, and although this equipment provided safer, more rapid means of conducting recovery work after mine disasters, there were many mechanical deficiencies in the apparatus which resulted in the death of some of the wearers. This led to the research and experimental work by the Bureau of Mines that resulted in the development and manufacture of more reliable and efficient types of apparatus in this country.

The most important single operation in mining is the ventilation of underground areas in a manner conducive to the health and safety of employees. Adequate volumes of pure air must be supplied at the working faces, along the haulageways, and wherever men work, so as to dilute and carry away the methane liberated from the coal and adjoining strata, noxious gases evolved by the use of explosives, and the carbon dioxide exhaled by men and formed by oxidation of carbonaceous material, as well as any other gases, and also dusts which may be found in mine workings. A sufficient quantity of air must also sweep abandoned or worked-out areas of the mine to prevent the accumulation of gases, where sealing methods are not utilized to isolate old workings. Air, in a quantity adequate to meet the needs of the particular mine to which it is applied, is necessary, and supplying it can be made very expensive through failure to observe good practices in its direction and apportionment." Educational campaigns conducted by the manufacturers of explosives, the Bureau of Mines, mining companies, and safety organizations have contributed greatly in reducing accidents caused by explosives arid blasting. Despite these campaigns and the dissemination of information, accidents from explosives and blasting continue to be the direct cause of scores of fatalities and hundreds of nonfatal accidents annually, not only in the mineral industry but essentially wherever explosives are used. The experience of many mining companies and other users of explosives has proved that accidents from explosives can be prevented or averted by the proper training of employees in the handling and using of explosives and by the enforcement of definite rules and instructions for their use. Unfortunately, throughout the years numerous false impressions and ideas have grown up and around the use of explosives. Many of these can be traced back to the manner in which the users of explosives were originally taught, if instructed at all; and as with many types of misinformation in nearly all walks of life, those false ideas are decidedly persistent and being so cause much damage. Many if not most of the users of explosives gained their knowledge of explosives and blasting by watching others and more or less "absorbing" the procedures and thrones of the other fellow, who acted unconsciously as teacher or instructor. A study of explosives accidents reveals the results of such "teachings" when the causes of the accidents are determined, and as might be expected the results very often are far from good. "INTRODUCTION These inspection standards have been prepared for use as a guide for the Federal inspection of anthracite mines. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7231 in January 1943 and used as a guide for Federal inspections. Numerous changes in the original standards have been made, due in part to recognition of shortages of some types of safety equipment due to the war, in part to need of additional standards to cover certain mine conditions and practices, and in part to conditions not foreseen when the original standards were prepared.Throughout these standards reference is made to determining the methane content of the mine air by using a permissible flame safety lamp. The Bureau has approved various electrical devices for the detection of methane, but it is recognized that new devices for determining the percentage of combustible gases as well as the percentage of oxygen, might be perfected for general use in mines, and therefore it may be necessary to revise certain standards to include the use of such equipment if and when the device is accepted as being permissible.About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however, failure to carry out the suggestions made in such of the other standards as are applicable may also lead to loss of life.With continuing change in mining methods, some of these standards may become inapplicable, and further revision will be advisable. Therefore, question regarding these standards and suggestions regarding new standards should be brought to the attention of the Bureau, so that changes may be made from time to time. Numerous changes proposed by mine operators and by State mining departments have been incorporated in these standards."

A list of permissible mine equipment, tested and approved by the Bureau of Mines previous to January 1, 1942, was published in Bureau of Mines Information Circular 7207.3/ The list of that date was complete as to equipment then available and in current use. Information Circular 7240,4/ published as a supplement thereto, listed equipment approved curing the calendar year 1943. The present list is another supplement covering approvals issued during the calendar year 1943. The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification. Thus, Information Circular 7207 gave 19 drills and drilling machines on the Bureau's active list. No additional approvals were given in 1942, but the three issued in 1943 bring the total to 22. Item 102, under Loading Machines and Conveyors, also appeared in Information Circular 7207, and items 120 and 124 appeared in Information Circular 7240. These numbers are repeated here to show that approvals were granted during 1943 for additional voltages on machines previously listed for one voltage only. Equipment listed in these circulars is approved by the Bureau of Mines only when found upon inspection and test to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal-mining industry. The use of such equipment in mines known to be gassy, as well as in those that may become so, is earnestly recommended in the interests of safety.
