Organized efforts toward the prevention of injuries and occupational diseases have been of comparatively recent origin in the mining industry, dating generally from the beginning of this century. Mining-and particularly underground mining- is more hazardous in many respects than most other major industries, and continual and increasing attention has been given to its health and safety aspects. The importance of the physical well-being of those engaged in mining was recognized by Agricola, who, after describing the hazards encountered in 16th century mining operations, stated that "Some of these evils, as well as certain other things, are the reason why pits are occasionally abandoned." In the past 50 yr particularly, mine managements and labor organizations, separately or collectively, have mounted productive efforts toward the prevention of accidents and industry-associated diseases and illnesses. A statistical study of this period indicates that increasing awareness coupled with the endeavors of all concerned agencies has resulted in decreasing frequency of occurrences of injuries and illnesses. In recent years particularly the mining industry has used the services of safety engineers, industrial hygienists, inspectors, ventilation engineers and other specializing in locating and correcting deficiencies affecting the welfare of employees. Concurrently, the labor movement has incorporated into its organization individuals working in the fields of health and safety, many devoting full time to these responsibilities. Others serve in behalf of their fellow workmen as on-the-job safety representatives. Most authorities agree that accidents are caused by (1) unsafe acts, (2) unsafe conditions and, exceptionally, (3) Acts of God. The "unsafe act" often is cited as the prime cause. but many accidents, and attendant injuries, are the result of a blend of "unsafe acts" and "unsafe conditions," with each chargeable in varying proportions. It therefore is necessary to consider both the physical elements of the mine plant and the training, mental attributes and actions of all personnel involved. Analysis of an accident, if based on hasty reconnaissance and unduly hurried questioning, seldom will disclose more than surface causes and consequently will result in inadequate measures to prevent repetition. Mining involves unavoidable and calculated risks, as in all facets of life. It is most important then that men employed in mining be schooled in the hazards and develop fully the ability to evaluate and minimize risks. The environment, of underground mining often is harsh and strange compared to the more natural surface conditions man has learned to cope with as a part of established life patterns. The miner. therefore, must adapt to unusual situations and conditions and must develop a mental attitude permitting acceptance of change. 3.1-INDUSTRY-AFFILIATED SAFETY AGENCIES L. S. AVAILABLE data for the first nine months of the Year indicate that accident occurrence in metal mining was well on its way to an all-time low for 1939. However, the relatively rapid pickup in mining production in the fall will be likely to boost both accident occurrence and also accident rates. Results of the National Safety Competition for 1938, the fourteenth of its kind conducted by the U. S. Bureau of Mines, were published in August, 1939. W. W. Adams, statistician of the bureau, states that "with 345 mines and quarries competing, more than in any previous year except 1931, the contest revealed low accident rates at many of the enrolled plants and, which is even more remarkable, it revealed 113 mines and quarries at which no lost- time accidents occurred during the con- test year." The National Safety Competition provides a means whereby mines and quarries may engage in active competition to stimulate their safety programs. Companies in the contest can compare their records with those of similar plants operating elsewhere and thereby determine to what extent their safety programs are successful. The Joseph A. Holmes Safety Association gave over 150 awards for safety performance in the mineral industries in 1939 and a remarkable phase of these awards was the considerable number given to individual miners who had worked fifty or more years without sustaining a lost-time accident.

Mining in China dates back at least 4,000 years. Today, with no less than 103,000 metal/nonmetal mines and between 40,000 to 80,000 coal mines, China’s mining industry is undoubtedly the largest in the world. Despite improvements in recent decades, seemingly endless mining accidents continue to make the news. Official coal mining deaths were 6,702 in 2003, and 6,027 miners died in 2004; actual figures may be much higher. Added to these were the 2,699 deaths in the metal and nonmetal industries. Most of these accidents were due to CH4 (methane gas) explosions and fires as a result of inadequate mine ventilation de-sign or practices. A good portion of these accidents occur in small, privately run and often technically illegal mines. During the past 10 years, the Chinese government has attempted to crack down on small and often technically illegal mines without much success. The number of accidents and associated fatalities has not significantly reduced. However, there appears to be a new urgency in China’s efforts to step up mine safety in the country. After its worst reported mine disaster in more than a half century, the government quickly paid reparations to families, suspended high-level officials in charge and announced additonal reforms. One of those was the elevation of the central government’s work safety office to cabinet-level status. There has been increased transparency in reporting and investigation of mine accidents and disasters in recent years. There has also been an increase in public criticism by labor leaders concerning the neglect of mine workersafety.1 This article examines the causes of China’s many mining accidents, current legal and enforcement structures, respective mining health and safety related laws and regulations, recent mining industry developments and the latest effort to curtail small mining operations.

Longwall mining technological improvements have provided significant increases in productivity over the last 15 years. Longwall productivity is anticipated to continue to escalate with expanded application of automated equipment. Automation technology that will likely be adopted over the next 5 years is memory cut with shearer initiation of shield movement supervised by a couple of face workers. Operations using this technology will most likely relocate many production workers from the face to the outby gate entries and position several face workers outby the shearer, exposing workers to different health and safety risks. These changing risks are primarily related to worker relocation and expected increased production levels. Workers outby the face will most likely have less dust and noise exposure, but will be exposed to other safety hazards associated with outby equipment movement, materials handling, and gate entry ground movements. The face workers will most likely be exposed to higher respirable dust and noise levels generated by the equipment at elevated production rates. Methane gas emission is also expected to increase with faster mining rates. These operational changes and the control technologies needed to reduce redefined longwall worker hazards at semiautonomous longwall operations require examination to maintain the health and safety of mine workers.

REDUCED activity of mining, because of the business recession, had the effect of lowering working time, hence of reducing exposure to accidents, so it is probable that 1938 will be found to have had a lesser number (both fatal and nonfatal) though the accident rate may remain about the same as in 1936 and 1937. During periods of re-employment, such as occurred during 1936, 1937, and 1938, the new men entering the industry are less experienced and not as well trained in accident prevention as are the older, more experienced men and are frequently subject to more accidents. This situation should tend to correct itself as the new employees be- come better trained.

LABOR disputes caused considerable turbulence in the coal mining industry during 1946. As an outcome of these disputes, a definitely fundamental change in safety procedure was instituted: establishment of safety regultions for coal mines through the agency of agreements between the miners' union and the agency or agencies operating the coal mines. Although a temporary plan at present, the future will determine the. extent to which it may become permanent. Notwithstanding the turmoil in the industry extending through much of the year, the safety record for the first eleven months of 1946 was the best in the history of the industry for that period. The fatality rate for 1946 is lower than in any other year in the history of coal mining in the United States. This follows a pattern inasmuch as new low coal-mine fatality records were also made in 1945, 1944, and 1943. The five-year period 1942 to 1946 inclusive has a coal-mining fatality rate far lower than any other five-year period in the history of the industry. It is significant that this period exactly coincides with the operation of Federal coal mine inspection which got under way early in 1942.

The patterns of occupational health pro- grammes in mining and metallurgy are discussed in relation to the impact of chemical and phy- sical hazards on the health of workers in these fields. Mining and metallurgy are quite unique in that their history and practice embrace virtually the total spectrum of occupational health problems and hazards as understood today. A panoramic concept of the possibilities would comprise the following fields: 1. The Pneumoconioses or Dust Diseases. 2. Physical stress due to exertion, and exposure to heat and humidity in deep mines. 3. The toxic effects of various metals in the mining of ore. The most obvious are lead, mercury, arsenic and manganese. 4. Diseases associated with mining. These include leptospirosis, ankylostomiasis and mycotic infections of the skin. 5. Health and safety issues are a very important aspect of mining activities. Although the application of scientific research and current technology shields workers from many dangerous aspects of mining, accidents do happen. Many companies and institutions worldwide have committed to a continuous effort to minimize such occurrences. In this study, the health and safety data pertaining to the Greek mining and quarrying industry for the last 3 decades are presented and critically evaluated with respect to number of workers, annual production, etc. Appropriate indices are also calculated regarding the incidence and frequency of accidents. Health and safety issues specific to mining in Greek are also discussed.

At Kerr-McGee's Galatia Mine in southern Illinois, the need for safe and efficient longwall moves prompted a detailed planning effort. Galatia Mine operates two longwalls on separate coal seams with different geologic conditions. An overview of the longwall move planning as related to manpower training, roof control, ventilation, transportation, equipment recovery and setup will be discussed. The impressive safety record achieved during each of the longwall moves at Galatia Mine verifies that health and safety planning does play a major role.

TWO papers on health and safety were given Thursday afternoon when a joint session of the Health and Safety Committee and the Mining Methods Committee was held. T. T. Read presided and the first paper, on ventilation at Climax, was presented by the author, L. H. Glanville. In the subsequent discussion by Cloyd M. Smith, P. B. Bucky, B. F. Tillson, D. F. Haley, J. L. G. Weysser, and others a number of interesting points not covered by the paper, which appears in full in the January Mining Technology, were brought out. Ventilation troubles in mines so often hinge on the air being too hot and damp that it was interesting to hear of one where it is frequently too cold and too dry.

Regional characteristics in the coal resource base have resulted in application of different mining methods across Canada. Longwall methods predominate in eastern Canada, whereas open pit, hydraulic and room-and-pillar methods are utilized in the west. Both provincial and federal agencies have regulatory responsibilities and both also share in the development of R&D programs. This paper outlines the scale and scope of the various agencies involved with health and safety R&D in our expanding coal mining industry. Specific R&D activities in ventilation, dust control, explosion hazards, tunnel boring, strata control and truck braking, which form part of the national program, are outlined.

Two characteristics of the modern mining industry are that there is a skill shortage and that young professional people rise rapidly into highly responsible supervisory positions. With this responsibility comes the burden of identifying and managing health and safety risks. Without the benefit of a comprehensive health and safety training program, these young professionals may be putting both themselves and those under their supervision at risk. The Moura Mine explosions and the asbestos health disaster should not be just artifacts of history, but highly valued lessons that impress the need for comprehensive health and safety risk management strategies on young professionals. From the perspective of the former secretary of the Committee to implement the findings of the Moura (Disaster) Inquiry and as the former coordinator of the Coal Workers Health Scheme, key issues in occupational health and safety management systems are explored.

Communication was the buzzword for health and safety products at the 2008 MINExpo, and it is still important in 2012. Products unveiled following the Miner Act in 2006 have been upgraded and improved. Saving lives and reducing injuries through better leadership, planning and practice is the goal of every mine professional.

The coal mining area in Northern Shaanxi, China, has been taken as the study area, and the damage mechanism of the ecological environment is discussed on the basis of analyzing the characteristics of natural eco-environment and resource development in this area. Mining subsidence is taken as an example, and by using the Gray Correlation Analysis method, the key impact factors have been selected. An assessment model with fuzzy comprehensive evaluation has been constructed, and 12 coal mines have been quantitatively assessed. This paper also constructs an ecosystem health assessment method and index system in the coal mine area on the basis of ecosystem health theory, and assesses the ecosystem health status in the Shenfu coal mining area from 2000?2006. The research results are expected to help the eco-environment protection process in the designated coal mining area.

This study focuses on the amosite mining region in South Africa and associated health effects, compared to other mined asbestos fiber types. Historically, dust and fiber levels were high in the amosite mills and mines, and many miners and members of the surrounding communities were exposed to the fibers. Research has shown that amosite produces both benign and malignant disease. Nevertheless, the mesotheliomagenic potential of amosite is several fold lower than crocidolite. The risk of disease associated with amosite exposure is difficult to quantify. Reasons for this include the scarcity of available information, including fiber measurements, and case ascertainment, as well as the juxtaposition of the amosite and crocidolite asbestos seams in South Africa. © 2007 Elsevier Inc. INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. The planning, design and operation of mines must include the development of positive environmental, community and land-use benefits if it is to achieve good corporate social responsibility and minimise detrimental impacts throughout the life of the mine. Life-of-mine (LOM) planning should, therefore, consider conducting mining activities in the best socially, environmentally and economically acceptable manner, from the commencement of exploration to post-closure of the mine. Current knowledge of LOM activities in relation to public health (life-of-community, or LOC) impacts neither fully captures the full suite of human health and well-being impacts, nor comprehensively informs society on these issues. This knowledge gap is becoming more apparent as public antipathy is increasing towards mining activities within Australia, Canada and globally. The purpose of this paper is to present preliminary and informative results of a literature review to gain insight into the extent of available public health and well-being knowledge associated with mining development. LOM development must also benefit the LOC, in that it must aim to minimise detrimental impacts, and maximise beneficial (including health) impacts on all associated communities. Health planning and programing for mitigation of potential adverse health impacts of mining should extend beyond the scope of work-related injury and illness (resulting from chronic exposure to harmful substances, infectious and lifestyle illnesses), to the health and well-being of workersÆ families and extended associated communities. In spite of a global economy that continues to seesaw and a U.S. Congress that is at odds with the president and themselves, cities around the world are still spending billions on their infrastructure. And that bodes well for the underground construction and tunneling industry and the professionals who work in it. In June, 1,405 of those professionals gathered in San Francisco, CA for the Rapid Excavation and Tunneling Conference (RETC). In addition to the first rate technical programming, attendees were able to see first-hand the latest in tunneling technology from 127 exhibitors who occupied 152 booths. Two short courses preceded the conference and two field trips were offered following the conference.

Knowledge of risks from exposure to hand-arm vibrations is usually presented by clinicians and researchers from a medical and engineering point of view. There is a strong need to develop innovative health promotion programs for exposed workers. Risk perceptions by vibration exposed workers and HAVS (hand-arm vibration syndrome) affected workers are less well known. In 1983, Brubaker demonstrated that 75% of studied fellers thought that whitening of the fingers was part of the job and/or an unrelated nuisance, while only 25% believed it was a disease. 1Grounds also showed that even though there were a very high number of forestry workers with white fingers, none considered quitting because of their condition. 2 It seems that many workers hesitate to declare the illness or believe they are less affected than they really are, perhaps from fear of losing their jobs and livelihood. 3 Risk awareness, on the part of exposed workers and their employers, as well as knowledge and acceptance of available preventive solutions are necessary steps before installing adequate preventive measures, whether organizational, behavioral or environmental. Workers need to understand fully the hazards and risks in order to be able to make informed decisions under uncertain conditions.4 Prerequisites include the following: workers knowledge about the risk, their attitude towards it, which in turn, can be influenced by values, needs and interests. Also, knowledge and attitudes towards safety behaviour, organizational or environmental barriers must be taken into account. Our research focuses on these key elements, which help bridge the gap between health promotion research and practice. Methods A descriptive exploratory study is in progress with workers exposed to hand-arm vibrations. It uses qualitative methods that include focus group discussions with workers exposed to hand-arm vibrations, as well as individual interviews with other key informants (employers, health care professionals). An open-ended questionnaire was developed to collect qualitative data on perceived risks and solutions to prevent or reduce HAVS. Based on an integrated theoretical framework related to known determinants of behavior change, the analysis will focus on the following5: 1) knowledge of health effects, safety, well-being and/or quality of life 2) related beliefs about individual susceptibility and severity of consequences 3) attitude and values related to hand-arm vibration exposure 4) knowledge and attitudes towards exposure reduction, as well as perceptions of barriers and facilitating factors for these measures, in the workplace environment or otherwise.
