INTRODUCTION The Sacramento Regional County Sanitation District (SRCSD) serves unincorporated areas of Sacramento County, parts of the cities of Sacramento and Folsom, and the cities of Citrus Heights, West Sacramento, Rancho Cordova, and Elk Grove. SRCSD maintains 145 kilometers (km) (90 miles) of interceptors that convey a combined total of 0.6 million meters3 per day (160 million gallons per day) or more of waste-water, with additional miles of sewer interceptors that are scheduled to be built by 2020. Wastewater is conveyed to the Sacramento Regional Wastewater Treatment Plant in the southwestern portion of the County, also managed and operated by SRCSD, in interceptors with diameters as large as 3.0 m (120 inches.) As part of its overall expansion program, SRCSD has constructed a number of major interceptors over the last few years with tunneling methods due to concerns associated with either the impacts of open cut construction in an urban environment (traffic, safety, noise, environmental concerns) or the need to achieve a crossing of a stream, river, or transportation corridor. This paper focuses on a specific issue that affected construction of the Upper Northwest Interceptor (UNWI) Sections 3&4 project, located at the northern limit of the SRCSD service boundary and within the limits of the City of Sacramento. This project involved the construction of 3.2 km (2 miles) of 2.1-meter (84-inch) and 2.4 km (1.5 miles) of 1.7-meter (66-inch) diameter reinforced concrete pipe (RCP) using MTBM, EPBM, and 3.3-meter (130-inch) two-pass TBM methods. The owner elected to install the RCP using tunneling for a number of reasons including a desire to avoid traffic impacts in a dense urban corridor, to minimize disturbance to the neighborhood, and to avoid potential dewatering-induced settlement issues along the western one-third of the project. For the western portion of the alignment the 2.1-meter (84-inch) reinforced concrete interceptor pipe was to be installed using a 2.7-meter (105-inch) earth pressure balance machine (EPBM). No external dewatering of shafts or tunnels was permitted for reasons of concern about settlement, discussed previously. At the intersection of Elkhorn Boulevard and Natomas Boulevard (at the extreme northwest corner of the project) the 2.7-meter (105-inch) EPBM tunneled past a recently constructed 11-million liter (3-million gallon) water storage reservoir, passing within 3 meters (10 feet) of the tank?s shallow foundation while tunneling through clean sands with a shallow groundwater table. The paper will discuss the implemented solution to mitigate additional settlement risk that was developed as a joint collaboration between the owner, CM, designer, and contractor.

The inquiry into the explosion at the Moura No. 2 Mine in August 1994 recommended -?Emergency procedures should be exercised at each mine on a systematic basis, the minimum requirement being on an annual basis for each mine.? (Windridge et al. 1996). In December 1996 the ?Approved Standard for the Conduct of Emergency Procedures Exercises? was published and has been subsequently revised (Queensland Department of Mines and Energy Safety and Health Division 1999). This document provided guidelines for conducting mine site emergency exercises as well as the requirement for a test of state-wide emergency response by holding a Level 1 Mine Emergency Exercise at one mine on an annual basis. From 1998 to date (January 2008) ten Level 1 Mine Emergency Exercises have been held in Queensland, Australia. This paper discusses each of the exercises conducted to date as well as the logistics, scenario preparation, planning and organising required to conduct emergency exercises at this level.

The formation of copper thio-complexes in sulfide solutions has been recognized for many years and the measured solubilities of certain copper sulfide minerals attributed to these complexes. Attempts to model this system have proposed either copper(I) or copper(II) thio-complexes, and these have been incorporated into computer programs for generating stability diagrams for the copper-sulfur-water system in order to delineate the region where the reductive dissolution of copper sulfide minerals is likely. In this paper it is proposed that the dissolution of copper from both ore bodies and sulfide tailings can be explained by the formation of the cupro-thio-complexes under anaerobic conditions. Stability diagrams are presented to depict the region and extent of the solubility.

The leaching behavior of silver and silver oxides in ammonical solutions has been studied. The current study is concerned with an effective recovery of silver from secondary sources such as spent silver batteries. Silver associated with these batteries appears in various forms including metallic silver, argentous oxide, Ag2O and argentic oxide, AgO. The leaching behavior of metallic silver in ammoniacal solution has been studied using an electrochemical mehtod. Oxidants used in this study include hyperchlorite, hydrogen peroxide, bromine and iodine. Results on cyclic polarization and Tafel plots on the silver anode in ammoniacal solutions are presented and the results are discussed. The dissolution rate of metallic silver in ammoniacal solutions is also compared with those of silver oxides.

Exposure to hand-arm vibration (HAV) among the labor force in the mining industry can result in permanent vibration diseases such as behavioral disorders, visual impairment, osteoporosis, pain (mostly in the hands, wrists, and shoulders), circulatory system disorders, and malnutrition. In this study, the vibration exposure of excavator operators working regularly in 25 different natural stone quarries was measured. In addition, the relationship between vibration exposure and rock properties was investigated. Gloved and ungloved vibration measurements were performed and revealed that antivibration gloves reduce excavator operators’ vibration exposure by 7.10–25.95%. Samples from each quarry were characterized with rock mechanics tests. The correlations between the hand-arm vibration measurements and the natural stone physical–mechanical properties (uniaxial compressive strength, Shore hardness, Knoop hardness, apparent density and total porosity) were determined to be over 70%. One finding of the study was that the health risk in excavators cannot be reduced sufficiently by the sole use of antivibration gloves. Furthermore, the excavation of any rock with a Knoop hardness above 121 is associated with an 81% risk of HAV. To increase awareness of the danger of vibration exposure for natural stone miners, training programs should be provided, and technical and operational changes should be implemented.

The recycling of electronic waste (e-waste) tends to be a rather complex undertaking when considering the intimate bonding of materials in the average printed circuit board. The development of a recycling process is further complicated when considering the wide variety of products being generated under the heading of “electronics” as well as the constant change in materials of construction coupled with the speed at which electronics are changing. CSM researchers have undertaken a survey of the current state of pyrometallurgical processing of e-waste. This base-line will set the stage for the development of new recycling technology at CSM.

The Morenci concentrate leach plant construction was completed and successfully commissioned in October 2007. The plant was designed to operate at medium temperature, 160ºC and pressure, 2,100 kPa. The concentrate leach plant utilized many innovative design features. This paper examines the first year?s operation, the challenges, the successes and the lessons learned. The future plans for Morenci concentrate leaching will also be presented.

Shovel excavation constitutes a significant component of production costs in any surface mining operation. This makes shovel loading an important cost center that needs to be improved to lower production costs. Optimization of tool design will improve energy efficiency in earthmoving operations. However, modeling the soil-tool interaction is a complex process due to the fact that forces for excavating particulate material are functions of many variables. The magnitude of this resisting force depends not only on the type of soil but on the size, shape and orientation of the cutting element. Moreover, part of this complexity is attributed to the fact that the behavior of the material during excavation is not yet well understood. For the past five decades, researchers have mostly used the passive earth pressure theory to study the soil failure patterns around a cutting tool and to develop force prediction models for design optimization with some success. Although the force models developed from the passive pressure theory have been successful to some extent, they can hardly be extended to a general case because of the underlying assumptions and simplification of tool shapes. This paper aims at reviewing some of the existing empirical and analytical methods of cutting and excavation tool modeling with a focus on their merits and limitations. The paper also explores the use of numerical methods, specifically the discrete element method, for dealing with the unresolved aspects of soil dynamics in excavation.

Missouri River Division (FORD), U.S. Army Corps of Engineers (COE), has completed (October 1982) a study for the U.S. Air Force Ballistic Missile Office, in which desireable and needed changes in contracting methods for underground construction were identified. Due to the importance of geotechnical considerations in such construction, a good number of the resulting recommendations relate to geotechnical considerations. Corps contracts have traditionally served as models for contract documentation by public agencies and in private enterprise. Several standard features of present-day contracting methods were Corps innovations. Corps officials are generally in agreement with the recommendations of the Better Contracting reports published by the U.S. National Research Council (NAS/NRC), through its U.S. National Committee on Tunneling Technology (USNCTT). However, the findings of the 1982 MRD study indicate that additional changes are warranted for underground construction contracting methods; changes that deal specifically with site geological conditions, both known and to be reasonably anticipated, as well as with their associated impacts on construction. The 1982 MRD report identifies the need for nine specific improvements in geotechnical aspects of contracting; improvements based on recognition of geological conditions.

Analytical and computer models are used to evaluate information obtained from existing data and investigation programs so mine water control systems can be designed and developed. These models allow the geohydrologist to predict the amount of groundwater inflow and the impact of dewatering and stream diversion on the hydrologic regime, and to determine the schedule and equipment needed for mine dewatering. This article describes uses of the model and the essential components necessary to construct an effective and practical one. Hydrologic models are constructed to determine the extent that mining activities will affect the ground water and surface water hydrologic regime. These models range from basic analytical, mathematical models to the more sophisticated finite difference and finite element groundwater models. Many factors determine the degree of sophistication, including the mining stage, the complexity of the hydrologic regime, the mining process, and regulatory requirements. Model Uses The geohydrologist and engineer construct models so the entire ground and surface water handling and supply system can be integrated and optimized. These models can provide the following data: • Information for water balance studies-the entire hydrologic regime for the area, including precipitation, transpiration, evaporation, infiltration, runoff, and the effect of geologic features. • Data on seepage rates during mining. • Information to design the depressurization and dewatering system, including water well spacing, location of sumping systems, need for grout curtains, and possible horizontal drain and underdrain locations. • Data needed to schedule dewatering and mining operations. • Prediction of initial and long-term impacts of mining and dewatering, including local and areal drawdowns, effects on existing wells, and modifications to the surface-subsurface hydrologic regime. Potentiometric surface maps and hydrographs can be prepared from these data. • Prediction of the effect of discharge from the water control system on the surface hydrology and data input to design systems for water discharge, storage, recharge, or reinjection. The results of a computer study that illustrates the effect of dewatering and reinjection into an aquifer to confine the cone of depression are shown on the accompanying figure. • Information to forecast potentiometric surface recovery after mining ceases. The accompanying figure shows the pumping and reinjection rates in a program that is adequate to dewater a mine and permit the recovery of potentiometric levels to approximate premining levels after mining ceases. • Documentation and design information for monitoring systems to be installed during all mining phases. • Water quality predictions and geochemical changes, including the possibility of brackish or saline water intrusion because of extensive dewatering or depressurization operations. • Documentation and data for acquiring permits from regulatory agencies. Model Input Program For any model to be effective, detailed hydrologic and geologic data must be gathered from a review of existing information and from an investigative program. These data should cover entire model limits. Data updating, revising, and refining should occur as new information is received from the investigation and monitoring programs, and from the mining operation as it progresses through the pre-mining, mining, post-mining, and reclamation

The Deep Underground Science and Engineering Laboratory (DUSEL) is to be constructed at the defunct Homestake Mine, in South Dakota. As a cornerstone of DUSEL?s research program, it is intended to conduct experiments into the fundamental nature of neutrino and proton particles. The experimental apparatus required to con-duct these experiments will be housed in large rock cavern(s) sited at depths of over a kilometer. As conceived, these cavern(s) are planned to have mined volumes of up to half a million cubic meters, and spans of approximately 50 meters. The paper will describe key end-user requirements, and outline the in situ rock conditions and mine site constraints that are likely to play determinant roles in identifying candidate sites and developing cost-effective design options(s).

To keep Homestake's Bulldog Mountain silver and lead mining and milling operation in southwestern Colorado workable, natural ground water and decant water from the mine's sand backfilling operation must be continually pumped from the workings. Left untreated, this water exceeds maximum allowable levels for various contaminants that may be discharged to the environment. To comply with regulations, a National Pollutant Discharge Elimination System (NPDES) permit was obtained and a mine water treatment plant for heavy metals removal was constructed in 1977. Due to equipment capacity and operational problems, and the lack of on-site technical personnel and analytic equipment, the first water treatment plant could not consistently meet permit limits. In 1979, Homestake entered into a consent decree with EPA and the Colorado Department of Health, calling for the construction of a water treatment facility to meet NPDES permit limits. Initial construction began in the spring of 1980 and the plant now produces effluent acceptable for discharge.

Hilltop Interceptor Contract G is one of the segments of the wastewater control system in the greater Cleveland area. The tunnel is a relief interceptor constructed by the Northeast Ohio Regional Sewer District to minimize combined sewer overflows in the Easterly Service Area. The design study identified the need for a 3.35 m (132 in) diameter, 3.35 km (11,000 ft)in-line storage conveyance tunnel to be constructed at depths of 30 to 70 m (100 to 230 ft).Six structures for access, future flow drop, work shafts and overflow control were required to complete the system. The interceptor reduced the design peak flow from 12.5 m3/s(285 mgd) to 6.1 m3/s (140 mgd) by detaining in line 22,800 m3 (six million gallons) of wastewater.

Simulated weathering tests are used to estimate leachate quality of rocks containing varying concentrations of pyrite and carbonates at mines. This study reports the inter-laboratory results from the third phase of a three part effort to develop a standardized, reproducible simulated weathering test for coal mine overburden. Initial development in phases I and II included evaluation of different test apparatus, effects of particle size, gas composition, leaching frequency and other variables. Phases I and II results are reported by Brady et al (2004) and Hornberger et al (2004). In Phase III, a standard column leaching protocol was used by eight commercial, government and university labs to test five rocks of different lithology, pyrite and carbonate content. Ideally, a simulated weathering test should have three characteristics to be useful in mine drainage studies. These include the capability to produce repeatable results, accuracy in simulating field conditions, and a concise test protocol of weeks to a few months. Simulated weathering, or kinetic testing, produces an effluent that simulates mine drainage composition. This can be beneficial for predicting mine drainage quality in comparison to whole rock analyses. The effluent may be tested for the same water quality parameters as the drainage produced during mining, such as pH, acidity, alkalinity, sulfate, iron, manganese, aluminum or other parameters. If the physical, chemical, and biological conditions of the kinetic tests are representative of those found in the mine environment, leachate composition may be used to estimate the water quality parameter concentrations produced during mining. Hornberger and Brady (1998), and Geidel et al (2000), compiled comprehensive chapters on kinetic tests for mine drainage prediction. These sources included: (1) a chronology and synopsis of scientific literature on these kinetic tests as they have developed over approximately 50 years, (2) discussion of the influence of physical, chemical, and biological processes, and (3) general guidelines for test procedures, data interpretation, and recommendations for further research to develop standard methods. Most of the kinetic test methods in use today were substantially developed and applied more than 40 or 50 years ago, including leaching columns (Braley, 1949), humidity cells (Hanna and Brant, 1962), Soxhlet reactors (Pedro, 1961), and field scale tests (Glover and Kenyon, 1962). . The most commonly used kinetic tests for mine drainage prediction are leaching columns and humidity cells. While these kinetic test methods and others have been used in hundreds of mine drainage studies as shown in Hornberger and Brady (1998) and other references (e.g. Sorini, 1997), they have rarely been used in coal mine permitting by either regulatory agencies or the mining industry. The major impediment to routine use of kinetic test methods is the variation in the design and operation of these kinetic tests, and lack of a standardized, accepted (e.g. by EPA or ASTM) test method. Interpretation and data comparison from different studies can be difficult. METHODS Five rocks of varying lithology, mineralogy, carbonate and pyrite content were collected in bulk from Pennsylvanian age coal measures in Pennsylvania, West Virginia and Indiana. Mineralogical composition of the samples was characterized in detail by Hammerstrom et al (in press) using optical, X-ray diffraction, scanning electron microscopy and electron microprobe methods. Acid Base Accounting (Sobek et al 1978; Skousen et al, 1997, Kania, 1998) was performed on bulk samples for % total sulfur (%S) as a measure of pyrite and potential acid generation, and Neutralization Potential (NP) as an index of carbonate content. A modified NP test, following the procedure suggested by Skousen et al, 1997 was also conducted for four of the five samples. The modified NP test accounts for initial acid consumption, Fe oxidation, and subsequent Fe hydrolysis by the iron carbonate mineral siderite. Siderite, even though it is a carbonate gives zero net alkalinity. Lithologic, Acid Base Accounting and general mineral composition data for the five rocks are shown in table 1 (see Appendix). Whole rock elemental analysis for major and trace elements was conducted on a sub-sample of each rock type. One laboratory was contracted to mix, homogenize, and size the bulk samples and prepare sub-samples for all the participating labs. Splits were sent to eight labs, and each organization was provided a detailed set of instructions for column assembly and leaching procedure. The protocol was developed based on results from phases 1and 2 of this study. The principal features of the column assembly are: a specific composition of particle size by weight (table 2), weekly leaching cycles, and incubation under humidified air containing 10% CO2. Figure 1 shows the column construction. [ ] The particle size distribution of the crushed rock sample is largely an artifact of the crushing process, rather than a natural systems process like the particle size distribution of a soil or an unconsolidated sedimentary deposit. The standardized particle size distribution, shown in Table 2, promotes operational consistency of the weathering test procedure, and provides better control over reaction kinetics. Large amounts of fine particles within specific zones of the leaching columns have been found to impede uniform fluid flow and/or gas flow (Hornberger and Brady, 1998). Regarding reaction kinetics, the importance of surface area to volume ratios has been described in a previous phase of this study (Brady et al., 2004), and significant differences in crushed particle size distributions and effective surface areas were found among the lithologic units. Lift height, overall heap height and climate all play an important role in determining precious metals leaching rates, recoveries, operating costs and capital cost requirements for heap leaching operations. The effects of these factors are not easy to predict from testwork, and this can result in unexpected delays in metal production, lower recoveries than expected and higher capital and operating costs than necessary. This paper investigates the economic impact of lift height, overall heap height and climate on heap leaching and provides criteria to assist in the design and operation of leaching facilities. Descriptions of three heap leach operations in the western USA are provided to support the discussions and conclusions.

We present a review of research and development for coal based clean energy systems aiming for zero emissions to the atmosphere. These systems can utilize all kinds of coal or other solid carbon sources such as tar sands as well as liquid hydrocarbons. The chemical energy of carbon is transferred to hydrogen and used in power generation, in fuel cells, or hydrogen combusting turbines. The waste products of these future power-generating systems are ash, sulfur compounds and CO2. We also summarize current and developing technologies for processing of CO2to produce mineral carbonates for permanent disposal, and associated byproducts.

In the last four years, 2007~2010, 9 out of 24 metal/nonmetal underground mine fatalities were caused by ground fall across United States of America (Mine Safety & Health Administration, MSHA). To reduce or eliminate incidents/accidents caused by ground fall, this paper clarified how to design and select ground support based on different ground conditions, how to use mine ground support standards, what geotechnical engineers and underground operators should do to keep mine production free of ground failures.

Increased consumption of concrete in the Pacific Northwest has pushed aggregate resource development pressure from urban areas west of the Cascade Range to rural areas east of the Cascades. Some recent development has focused on barge and rail accessible off-reservation Indian allotments that are exempt from state and county regulations. These lands have their own unique set of challenges, especially when Federal and Tribal governments have conflicting goals and attitudes pertaining to resource development. This paper discusses issues of leasing, reclamation, Federal vs. Tribal authority, cultural resources, and the history of allotment.

Heavy minerals have been mined from the sands of the United States’ Atlantic Coastal Plain since the early part of the twentieth century. Production of ilmenite from beach sands near Mineral City (Ponte Vedra), Florida, began in 1916. The first reported large-scale recovery of zircon in Florida was reported from this deposit in 1922 and of rutile in 1925. These operations ceased in 1929. Today the Ponte Vedra Country Club and Golf Course is situated in the center of the former mining site. In 1942 heavy-mineral operations were established on 202 hectares of land situated in Duval County, Florida. The location is about 16 kilometers east of the center of Jacksonville, Florida, in an area known as Arlington. This operation demonstrated that low-grade sand containing only 2 to 3 percent titanium minerals could be concentrated economically with the Humphreys spiral and that the oxides could be separated from the heavy silicates by electrostatic methods. Much of this area is now covered by a large mall and is a major retail- commercial center. Between 1958 and 1964 the Skinner tract, a deposit about 4 kilometers south of the above deposit, was mined. Today the area of this deposit is known as Deerwood, a gated country club community on the southside of Jacksonville. Further inland, E.I. du Pont de Nemours and Co. has been mining heavy minerals from a physiographic feature known as Trail Ridge since 1948, and a deposit near Green Cove Springs, Florida has been in production since 1972. Since the start of heavy-mineral mining in the southeastern United States, nine heavy-mineral ore bodies either have been or are being exploited in Florida and Georgia. Other deposits either have been lost to mining or are yet to be mined. These deposits have different origins. Some formed along shorelines at the heights of marine transgressions while others formed on regressional beach ridge plains during periods of temporary stillstands or slight transgressions. These different origins are reflected in the chemical and physical characteristics of the deposits. Ilmenite in older, more western deposits has a higher TiO2 content than ilmenite in younger, more eastern deposits. TiO2 content does not very with north-south direction. Garnet and epidote are absent or rare in the older Trail Ridge deposits, but progressively become common in the younger Duval Upland, Crestal Pamlico, and Holocene deposits. Grain size is coarsest for Trail Ridge sediments and finest for sediments in Duval Upland and Crestal Pamlico deposits. The average grain size for Holocene deposits is intermediate between Trail Ridge and Duval Upland deposits. The two models for the origin of the heavy-mineral deposits – deposits formed at the height of major marine transgression; and deposits formed during periods of temporary stillstands or slight transgressions that occur during a general marine regression; - are consistent with known sedimentological data and depositional trends.
