The paper presents a brief overview of the mineral industry in Norway, followed by a description of the mineral policy and relevant legislation including the roles of the Norwegian Directorate of Mining and Geological Survey of Norway in this context. The discussion then proceeds to describe the land use planning framework on a national, regional and local level, the interaction between land use planning and the Directorate of Mining and the Geological Survey respectively, and how this impacts on the mineral industry and the exploitation of mineral resources. Some recent Norwegian examples of land use planning conflicts are also presented.

The paper describes the main drive systems of an iron ore pelletizing plant and related important design aspects. It is shown how today?s drive systems provide the desired flexibility for the process and lead to high energy efficiency and system reliability. With respect to electric drives expansion projects have many technical issues in common with green-field installations. However, there are aspects where important, distinct differences occur. It is shown which considerations for selecting and sizing drive systems for such a plant as well as for integrating them into an overall plant control concept need to be taken into account. Besides the design of the drive systems a key aspect for such an expansion project is the network interaction. Harmonics levels at different points in the plant network need to be checked carefully with simulations during the design phase to avoid problems later-on during operation. The power factor compensation and the harmonic filtering of the new production line cannot be designed independently of the already existing plant. The paper highlights areas where problems could occur and which points need to be paid attention to when a plant is expanded.

Phosphogypsum is a byproduct of the manufacture phosphoric acid. There are approximately one billion tons of phosphogypsum stored in stacks in northern and central Florida. The Florida Institute of Phosphate Research (FIPR) is investigating potential uses of phosphogypsum. These include using phosphogypsum as a road base material, as a soil amendment in agriculture, as a daily cover in landfills, and as a construction material. The results of this research will be presented and will be discussed in light of regulatory barriers to the use of phosphogypsum.

This paper describes a number of aspects of the design and construction of a driven tunnel which forms part of the Boggo Road Busway project. The driven tunnel is 430m long with an excavated width of 15m and a full tunnel excavation height of 8m. The first section of driven tunnel was excavated under the heritage listed Boggo Road Jail for a length of 120m. The main jail buildings and perimeter walls were built in 1908 and are of brick construction. Ground cover over the tunnel beneath the jail site varied from 5.5m to 8m and as a consequence the predicted settlement values and their potential to cause damage to the buildings were critical to determining and obtaining approval for the selected tunnel alignment. The geology along the driven tunnel alignment was very variable, providing mixed face tunneling conditions and ranging from surface residual soils to high strength rock at depth. The maximum ground cover above the driven tunnel is 20m.

Feldspar, a low-alumina, and abundantly available aluminosilicate source, is explored in this study to extract aluminum and potassium values. The sample comprises lamellar layers of microcline and albite with quartz containing 17.4% Al2O3, 9.67% K2O, and 66.3% SiO2. Mechanical (milling) and thermal (alkali and acid baking) activation are investigated, followed by HCl leaching. The milling treatment up to 6 h is inefficient in phase dissociation and results in ~ 40% Al and K dissolution. The alkali thermal treatment yielded 80% Al and 71% K extraction. Direct precipitation of the dissolved Al and Si values yielded alumina purity of ~ 29%, and silica gelation separated SiO2 and improved alumina product (94% purity, 71% recovery). Acid baking yielded 98% pure alumina precipitate; however, Al and K extraction were limited to ~ 45% and 65%, respectively. The microwave-assisted alkali treatment was optimal with 800 W and 10 min processing conditions yielding 80% Al and 71% K recovery with 2.26 kWh/kg alumina of thermal energy consumption. Heap leaching efficiency is reduced by poor solution flow characteristics (channeling and ponding), which result from fines migration. Agglomeration of the ore can immobilize fines, but copper leaching requires an acid-resistant binder to stabilize the agglomerates. Until now, there has not been a satisfactory way to evaluate whether a binder was effective, other than squeezing a handful to see if it “feels right”. We have developed procedures to quantitatively determine whether a binder gives good performance in an acidic solution, and have identified several binders that will be suitable for copper heap leaching.

The last decade has seen an enormous increase in the use of contractors right across the Australian mining industry. So much so that contractors now operate 33 of the 68 underground metalliferous mines around Australia and are making significant inroads into iron ore in the west and coal in the east. Safety used to be a low priority for many contractors. The picture has changed dramatically in recent years as most contractors take a far more professional approach to safety management. This paper examines the changes that have occurred and the requirements for effectively managing safety in a contracting environment.

Sequential excavation of the Beacon Hill Station has been accomplished in highly complex and inter-layered sand, silt, and clay soils with multiple perched groundwater tables. Successful excavation has required the installation of a deep dewatering well system used to depressurize sand layers above and within the excavated tunnel faces. In addition, the presence of sand layers in the crown of the Platform Tunnels required jet grouting at depths of up to 49m (160-ft). This paper discusses the design intent, construction, and effectiveness of the dewatering system and the selective jet grouting of sand horizons and shaft break outs for the successful construction of the deepest SEM station excavation ever completed in the United States.

Decreasing copper content in slag is critical for improving copper recovery, where apparent viscosity is the main factor affecting the separation of matte/copper from the slag. The viscous behavior of copper converter slag was investigated during reduction process in this paper, and its non-Newtonian viscous behavior and shear thickening characteristics were clarified. The effects of silicate structure and solid particles in the melt on the slag apparent viscosity were investigated. As slag cleaning proceeded in an electric furnace, the magnetite gradually transformed into ferrous oxide, increasing the FeO/SiO2 ratio. With this ratio increased from 1.2 to 2.0, the slag structure was simplified, and its apparent viscosity decreased from 0.26 to 0.12 Pa·s at 1523 K. The iron phase was excessively reduced to metallic state; the slag contained metallic copper-iron alloy particles, increasing apparent viscosity. The apparent viscosity and phase structure of the slag corresponding to the iron phase reduction process were analyzed in detail; the results obtained in the present study are of great significance to the reasonable control of the converter copper slag cleaning process.

The need for onsite gas monitoring during, or following, a major incident at an underground coal mine has long been recognised. Recommendations from inquiries following Queensland mine disasters have included ?qualified persons and equipment for rapid analysis of gas samples be available in times of emergency? and that ?this may be accomplished by either mobile laboratories or laboratories established in each mining locality.? Following the Moura No. 2 disaster, the Queensland Government allocated funds to Simtars for a mobile laboratory to respond should such a disaster occur again in the future. This vehicle was commissioned in 1997 and has been used at many mine sites under a wide range of scenarios. Simtars, armed with over ten years of operational experience with this mobile laboratory, has taken an active role in the design and construction of a modernised replacement unit. With a twenty point tube bundle system and ultrafast gas chromatograph the result is, arguably, the best equipped mobile gas analysis laboratory for mine emergency response in the world. This paper outlines the features of the new laboratory, its capabilities and the philosophy behind the design and inclusions.

The presence of enargite (Cu3AsS4) is problematic in gold processing because it is environmentally hazardous due to its arsenic content but also because it is double refractory causing both cyanide and oxygen consumption to increase. Selective leaching and treatment of the arsenic would prove advantageous prior to applying conventional gold leaching methods. The reactivity of enargite samples from Butte, Montana and Quiruvilca, Peru were spectroelectrochemically studied under alkaline conditions, pH range of 8-13, using Raman spectroscopy and cyclic voltammetry. Raman spectra of the surface were collected during and after voltammograms were potentially cycled in order to determine and compare surface species against theoretical EH-pH diagrams determined from mass-balanced thermodynamic calculations using StabCal software. Under slightly oxidizing conditions, covellite (CuS) peaks were found in a short matter of time, above ~100mV vs SHE for pH 9-13, suggesting arsenic leaching specifically occurred. At longer conditioning times, elemental sulfur was observed and tended to passivate the surface. The presence of sulfur suggests that copper was eventually leached. By operating above pH 12, under slightly reducing conditions near -300mV vs SHE, arsenic can be selectively leached as thioarsenate (AsS43-) or thiosulfate (AsO43-) without sulfur formation.

One of the major problems encountered with recirculatory breathing apparatus presently used by mine rescue teams is that the inspired air becomes uncomfortably, and often dangerously, hot. This is also true with self-rescuers. It is well known that man can tolerate very high dry-bulb temperatures if the wet-bulb temperature is low, but not vice- versa. The maximum tolerable, wet-bulb temperature is about 42 °C (108 °F). A continuously inhaled wet-bulb temperature above this value can cause irreversible damage to the throat and lung tissue, and wet-bulb temperatures close to it cause extreme discomfort (1) and seriously retard the capability of the man to perform useful work. A theoretical analysis, combined with experimental results, has shown that it is the carbon dioxide absorbent that is the major cause of high wet-bulb temperatures of the inspired air in the Siebe Gorman Proto 4, and in the Draeger BG 174 apparatus, both of which are used by rescue teams on South African mines (2). In the Proto 4 apparatus, the absorbent for the carbon dioxide is soda lime (calcium hydroxide). The German Draeger BG 174 also uses this absorbent but under arduous conditions such as in hot environments (50 °C, 122 °F), the use of an alkali absorbent cartridge is recommended which consists mainly of caustic soda (sodium hydroxide). Lithium hydroxide is used in some apparatus in the United States. It is clear that different absorbents will produce different quantities of heat and moisture for a given rate of absorption of carbon dioxide. The proportion of this heat and moisture which is transferred to the user depends upon how much can be removed from the recirculating air between the absorbent and the mouthpiece. This paper discusses the present methods of heat removal and describes the design and test results of a prototype evaporative cooler.

Coal fines of less than 0.5 mm particle size, discarded as too fine for gravity separation, were subjected to flotation tests at varying pH and temperatures using modified dosages of kerosene as oil phase and methylisobutylketone (MIBK) as frother. Optimal coal recovery of over 74% was obtained using 200 kg kerosene and 4 kg MIBK per ton of coal fines at a pH of 9.7 and an ambient temperature of 26° C. The coal concentrate obtained under these optimal recovery conditions assayed 9.10% ash, 0.35% sulfur and 0.011% phosphorus, representing reductions in the ash, sulfur and phosphorus contents of approximately 75%, 43% and 8.3%, respectively. Its gross calorific value was 32.9 MJ/kg, its percentage of volatile matter measured 30.6 and the fixed carbon content was 66.3% (d.a.f). Caking tests showed the optimal concentrate has a standard welling number of 1 and is a Gray-King coke type C. These results show that the optimal flotation product could be utilized for such industrial purposes as steam raising or for processing in gasworks, but it would be unsuitable for metallurgical coke production.

Recently the operating philosophy at concentrators processing platinum bearing ores has started to move from a recovery dominated system to one in which the production of high grade concentrates at the expense of some recovery would provide greater benefits in the further upgrading of the platinum group minerals (PGM). The low grades usually obtained are associated with the presence of naturally floatable talcaceous gangue minerals in all PGM ores. Polysaccharide depressants such as guar gum and carboxymethyl cellulose (CMC) are used to improve the grades of the concentrates. Recent testwork has shown that the use of high depressant concentrations can prevent any naturally floatable gangue from reporting to the concentrate. The only gangue present in the concentrates would be due to its entrainment in the froth. Under these conditions much higher grades can be achieved. The sulphide minerals themselves, however, become susceptible to depression at high depressant concentrations. This work examines how the recovery of sulphide minerals in two Merensky ores was affected by the type and concentration of the collector in the presence of high depressant concentration (500 g/t) and that the response of the sulphide minerals was also dependent on the type of depressant used (guar or CMC).

The Zuni Mountains, located in Cibola County, New Mexico is an uplifted area that exposes Proterozoic igneous and metamorphic rocks overlain by Permian and younger sediments. Sedimentary-hosted Cu deposits and fluorite veins in the district have recorded production, but other deposits exist. Proterozoic ultramafic rocks may host Ni and PGE. A recent regional stream sediment survey collected 76 samples as part of an exploration geochemistry course at New Mexico Tech with the goal of assessing the critical minerals potential of the district. Whole rock and trace element chemistry of the sediment samples (<2 mm) show a variety of critical minerals possibly worthy of future targeted exploration including up to 700 ppm As, 2100 ppm Ba, 26 ppm Bi, 25 ppm Co, 640 ppm Cu, 145 ppm Ni, 110 ppm Sb, 170 ppm V, and 500 ppm Zr. Positive correlation between Bi, As, Cu, and Sb suggest that these critical minerals are found together within copper veins related to shear zones in the district. Samples collected from streams that drained outcrop of mafic and ultramafic rocks were found to generally contain more Ni, Co, and V. Samples elevated in Ni will be reanalyzed for PGE.

Responsible mining requires stakeholder engagement throughout all operational stages and after mine closure. By assessing the current and anticipated future socio-economic and environmental impacts, a company can maximise the positive impacts they can have on a community, whilst minimising any negative impacts. Despite the current emphasis on companies maintaining effective stakeholder relations to gain their ‘social license’ to operate, findings of the present study reveal a wide variation in community expectations, with different degrees of ‘acceptability’ evident across seven sites in Romania (Rosia Montana), Sweden (Kristineberg), the United Kingdom (Cornwall), Bosnia Herzegovina (Vihovici) and Russia (Karabash, Gay and Mednogorsk). These variations reflect the current status of mining within a community, as well as its socio-economic background and the nature of existing engagement with mining companies already operating in the region.

Introduction Rock bolting is a general term that encompasses pinning, roof bolting, rib bolting, and cable bolting. Rock bolting contributes the highest nonproductive cost and is the most significant safety risk in mining today. Total installed bolt costs are now more than $20 per bolt. Rebolting or repair work doubles this. And bolting accidents account for about 30% of all fatal and nonfatal lost time accidents. It is only logical, then, for the mine operator to install the highest quality anchors possible. Every bolt on the market - tensioned, untensioned, full contact, or point anchor - has designed capabilities in axial, shear, and fluctuating ground conditions. Bolts will provide a designed support if material specifications and installation procedures fall within the manufacturer&apos;s recommendations. This also assumes that there are no unexpected geological or operational changes. Proper material specifications and installation procedures should guarantee the mine operator a quality anchor. To help assure this, the Mine Safety and Health Administration (MSHA), the US Bureau of Mines (USBM), and the AMC Manufacturers group developed stringent ASTM materials standards. These govern mechanical point anchor bolts and bolts using threaded and nonthreaded rebar. There are also minimum standards that suppliers must comply with in the manufacture of frictional bolts. However, most frictional bolt standards are based on the manufacturer&apos;s own specifications. It would be impossible to set uniform regulations on frictional bolts. Each bolt provides support in a slightly different manner and thereby requires different material needs. Quality Control In any case, material quality can generally be assured through tight order specifications and periodic quality control checks. The problem with installing quality anchors does not solely lie with the material. It includes all the events that occur from the time a bolt leaves a manufacturer to the time it is installed. The anchoring ability of any major type bolt can be affected by transportation, storage, mechanical performance of installation equipment, installation demands of the operator, proper drilling accessories, and local geology. Table 1 and Fig. 1 document the negative events that can affect each bolt and the degree to which it can be affected. Drilling a hole of oversized diameter, for example, is an operator controlled factor. It will adversely affect most bolts. An over-sized diameter reduces, or even eliminates, the anchorage capability of a mechanical shell. It will reduce the support capacity of a split set to nearly nothing. And it will cause a partial or incomplete grouting around the resin bolt. Frequently, due to bit wear, holes are drilled undersized in diameter and may not be properly cleaned out. In this case, it will be difficult for the operator to push the mechanical shell into the hole, thereby causing him to drill another hole. In cases where the bolt is obviously not providing anchorage, operators will probably drill another hole and place another bolt. Rock Bolt Regulations It is the situations where a bolt is improperly installed in the hole, but gives the appearance of a good bolt, that are frightening. In fact, some safety officials and engineers believe that only 50% to 60% of installed bolts are working. These bolts cause irregular ground load transfers in other bolts and overload them. This causes hazardous situations and overstressing. It is these bolts that fail prematurely 200 to 255 mm (8 to 10 in.) behind the face and possibly contribute to the high accident rate. The instrumentation, monitoring, and prediction of a major slope failure at the Chuquicamata mine are described. In December 1967, pre-existing tension cracks on the south end of the east wall of the Chquicamata mine began to open. Various forms of instrumentation were installed for continuous monitoring. These systems included tension crack stakes, crack extensometers, linear extensometers, tape and transit lines, sliding wire contacts, and a seismograph. From the information obtained, the failure date was accurately predicted some five weeks before failure, enabling the mine to reroute truck and rail access; hence, causing a minimal mine shutdown of two and one-half days and preventing any injuries to persons or damage to equipment. The shape and form of the sliding mass are analyzed, as are the possible modes of failure.

The Galore Creek Mine project is one of the newest major mining projects underdevelopment in Canada. The project is located in a very remote area of northwester British Columbia and is being developed by Nova Gold Resources of Vancouver. The mine project comprises one of the largest and highest grade undeveloped porphyry-related gold-silver-copper deposits in North America. In order to access the mine site anew 120 km road is planned to be constructed including a 4.4 km mine access road tunnel. Glaciers with heavy snow pack cover approximately two-thirds of the tunnel alignment with a maximum cover of 1,200 m. The size of the access road tunnel is about 50 m2 and has been designed as a large single lane road tunnel to accommodate the transport of large size mining equipment for mine start up and ongoing operations. The rock conditions along the tunnel alignment comprise very strong volcanic rocks. Key services for mining operations will be incorporated into the tunnel comprising diesel and power as well as the concentrate pipeline. Structural portal canopies have been incorporated into the tunnel design due to the risk of rockfalls and avalanches in the portal areas. The mine access road tunnel is a significant and critical-path component to the overall project to provide vehicular access to allow construction of the mine site. In order to meet the expected mine start up date the construction of the tunnel works are to commence prior to any other works at the mine site and will be constructed entirely by helicopter support. Geotechnical investigations commenced in the summer of 2006 with the removal of the overburden materials at the portals to assess bedrock conditions. Tunnel construction from both portals is expected to commence in the spring of 2007. The construction of the mine project is subject to and awaiting environmental approval in the spring of 2007. The mine access road tunnel will be the longest private road tunnel in North America. The key design and constructability issues for the mine access road tunnel project are presented and discussed.

The regulations for current coal mine refuge alternative (RAs) require that there be sufficient life support to sustain survival of the maximum number of RA occupants for a minimum of 96 hours. This minimum duration assumes that rescuers can access the RA through the mine within four (4) days of the onset of the mine emergency. But what if mine rescue teams cannot reach the miners within the RA before the RA air supply is severely limited or exhausted? What could be done to extend the duration of the RA life support capability into the 97th hour and beyond? In addition, what might be done to enable more rapid rescue of the miners if they could not be reached through the mine in a timely manner? This paper describes a systems approach to address the potential need to extend the duration of RA life support beyond current design limits. New capabilities that need to be developed in advance of such a dire need include more reliable emergency communications, highly mobile and efficient drilling rigs, enhanced directional drilling techniques, and a standardized RA external life support interface along with RA internal design modifications to accommodate use of an external supply. The following sections describe the need, intent, and technology gaps associated with each of these capabilities. Government agencies and the mining industry should consider initiation of a program to investigate, design, and develop effective means of extending the current 96-hour time restriction on coal mine refuge alternative life support. The development process should begin with a focused study to refine the overall operational concept, investigate the current state-of-the art of critical technologies, identify specific technology development priorities, and make recommendations for a development program to provide in an organized, efficient, and timely manner a solution for extended refuge alternative life support and occupant rescue.
