This paper examines the relevant theory, experience, and past practices relating to development mining near gas or oil wells. It addresses setback distance for both coal and stone room-and-pillar mining. This study also involved a review of accident reports involving well interceptions and downhole well surveys. It provides technical considerations for decisions regarding safe setback distances for development mining throughout the United States. The study’s scope is limited to mining near active or inactive (i.e., non-producing, abandoned or inadequately plugged) wells with known surface locations.

In this work, a new flotation strategy was proposed for the flotation of rutile. In this strategy, rutile was activated by Pb(NO3)2 and then floated with amyl xanthate (AX) as a collector at pH 8. Pb(OH)+ was the dominant lead species in the solution at pH 8 and is believed to be the major species reacting with the rutile surface. Time-of-flight secondary ion mass spectrometry (TOF-SIMS) study revealed that the lead activation products were well distributed on the rutile surface, and AX− could further bind with the Pb atom on the Pb-activated rutile surface. In this regard, the Pb-activated rutile could be floated by AX. Furthermore, X-ray photoelectron spectroscopy (XPS) analysis indicated that Pb(OH)2 was generated on the Pb-activated rutile surface. The electron transfer during the adsorption of the AX− on the Pb-activated rutile surface was also investigated by XPS analysis.

Introduction In 1967, Tenneco acquired Kern County Land Co. The primary reason for the acquisition was to obtain Kern's agricultural, manufacturing, and oil interests. Included in the Kern portfolio were the core of Tenneco's present sodium leases in Sweetwater County, WY. This lease base has been ex¬panded and now consists of 62 km2 (24 sq miles). Beneath this property lies more than 500 Mt (550 million st) of economic trona ore. Following the Kern acquisition, Tenneco continued exploration and feasibility studies concerning the trona leases. The effort was accelerated in 1976. Tenneco was attracted to trona because of the favorable lease position it held, the growth rate of the Wyoming industry during the 1960s and 1970s, and the prospects for a long-term, stable business enterprise. The reserve picture was certainly attractive to a company long accustomed to the never-ending struggle to replace oil and gas reserves. In 1978, Wyoming was a boom area that had experienced rapid growth for a number of years. Unemployment was very low and vacant housing nonexistent. The prospects for soda ash were somewhat different in the 1970s than now. But it was recognized even then that a new producer would have a challenging task to compete in this business. Tenneco knew the capital burden required to build a grassroots facility during inflationary time, would have to be offset elsewhere Since labor and energy are the dominant direct costs in mining trona and producing soda ash these factors have always received a great deal of attention. Contracting and permits Environmental monitoring on the site began in late 1977. With the already mentioned considerations in mind, engineering began by mid-1978. Brown & Root Inc. was selected as the general contractor for the project. S. A. Scott & Co. was the engineering subcontractor for the mine shafts, hoists, ventilation system, and miscellaneous mine facilities. Frontier-Kemper was awarded the contract for sinking the two mine shafts. Acquisition of numerous federal, state, and local permits occupied all of 1978 and 1979. The Wyoming Industrial Siting Permit, which addresses socioeconomic issues, drew the most public interest. Siting issues were all satisfactorily resolved by negotiating reasonable stipulations with various local governmental units, school districts, and the like. Site location The Green River project location is not truly remote. It is located within 5 km (3 miles) of Interstate 80 and only about 32 km (20 miles) west of the city of Green River. Nevertheless, a substantial investment had to be made in communication and utility links to the site. These included: • A 14-km (8.5-mile) rail spur connecting with the Union Pacific Railroad at Bryan, WY. This spur has four bridge structures including one crossing Interstate 80. Most soda ash is shipped by rail, and coal is received over this line as well. • A paved 5-km (3-mile) roadway connecting to Interstate 80. • A powerline extension of about 27 km (16.5 miles), along with two new substations. • A 24-km (15-mile) waterline connecting the plant to a pump station on the Green River. The site is located on gently sloping terrain at an elevation of about 2.1 km (6800 ft). Ground conditions are good for construction. Weathered bedrock lies near the surface in most places. Geology The general geology of the Green River Basin has been well described previously. Tenneco's ore is in several superimposed evaporate beds. But the bulk of it is present in Bed 17, located about 457 m

The University Link project extends Seattle?s light rail from downtown to University of Washington (UW). It includes 5.0 kilometers (3.15 miles) of twin-bored, 6.4 meters (21 feet) excavated diameter tunnels, and two cut-and-cover stations. The Capitol Hill Station (CHS) requires an excavation 170.7 meters (560 feet) long, 22.6 meters (74 feet) wide, and 22.9 meters (75 feet) deep. The University of Washington Station (UWS) requires an excavation of about 238.4 meters (782 feet) long, 21.3 meters (70 feet) wide, and 33.5 meters (110 feet) deep. The project is within the glacially diverse soils of the Puget Sound region, below groundwater. This paper highlights major station and tunnel design elements, including the approach to support of excavation at both station boxes, and the site staging requirements.

Organized efforts toward the prevention of injuries and occupational diseases have been of comparatively recent origin in the mining industry, dating generally from the beginning of this century. Mining-and particularly underground mining- is more hazardous in many respects than most other major industries, and continual and increasing attention has been given to its health and safety aspects. The importance of the physical well-being of those engaged in mining was recognized by Agricola, who, after describing the hazards encountered in 16th century mining operations, stated that "Some of these evils, as well as certain other things, are the reason why pits are occasionally abandoned." In the past 50 yr particularly, mine managements and labor organizations, separately or collectively, have mounted productive efforts toward the prevention of accidents and industry-associated diseases and illnesses. A statistical study of this period indicates that increasing awareness coupled with the endeavors of all concerned agencies has resulted in decreasing frequency of occurrences of injuries and illnesses. In recent years particularly the mining industry has used the services of safety engineers, industrial hygienists, inspectors, ventilation engineers and other specializing in locating and correcting deficiencies affecting the welfare of employees. Concurrently, the labor movement has incorporated into its organization individuals working in the fields of health and safety, many devoting full time to these responsibilities. Others serve in behalf of their fellow workmen as on-the-job safety representatives. Most authorities agree that accidents are caused by (1) unsafe acts, (2) unsafe conditions and, exceptionally, (3) Acts of God. The "unsafe act" often is cited as the prime cause. but many accidents, and attendant injuries, are the result of a blend of "unsafe acts" and "unsafe conditions," with each chargeable in varying proportions. It therefore is necessary to consider both the physical elements of the mine plant and the training, mental attributes and actions of all personnel involved. Analysis of an accident, if based on hasty reconnaissance and unduly hurried questioning, seldom will disclose more than surface causes and consequently will result in inadequate measures to prevent repetition. Mining involves unavoidable and calculated risks, as in all facets of life. It is most important then that men employed in mining be schooled in the hazards and develop fully the ability to evaluate and minimize risks. The environment, of underground mining often is harsh and strange compared to the more natural surface conditions man has learned to cope with as a part of established life patterns. The miner. therefore, must adapt to unusual situations and conditions and must develop a mental attitude permitting acceptance of change. 3.1-INDUSTRY-AFFILIATED SAFETY AGENCIES L. S. Introduction The most commonly used ground control design in coal mining is the determination of pillar size by various pillar strength formulae for mine layout (Bieniawski, 1983; Holland, 1973; Hustrulid, 1976; Obert and Duvall 1967; Wilson and Ashwin, 1972). However, there have been few documented case histories concerning the validity of those strength formulae. Recently there are indications that those strength formulae tend to overdesign considerably. From a safety point of view, there is nothing wrong with overdesign. But an overdesign with large chain pillars reduces the flexibility of machine movement and decreases production. It also reduces coal recovery and, thus, shortens the reserve's life. This is especially true for small operators who own a limited reserve. Those small mines, through past practices or out of necessity, experiment with smaller pillars than those predicted by the strength formulae. Conclusive ev¬idence has been collected that points to the need of a new concept of coal pillar design. Two case studies will be cited to illustrate this point. 3-D US pillar strength formulae Figure 1 shows a sectional layout of a one-unit mine. The seam was about 1.3 m (50 in.) thick with a uniform cover of 64 m (210 ft). A house was located near the center of the section. The homeowner demanded that no surface subsidence and domestic well dewatering should ever be allowed as a result of underground room-and-pillar mining. Physical properties - strength and Young's modulus - of the rock strata including coal were obtained by testing small samples in the laboratory. The uniaxial compressive strength of the coal was 3660 kPa (823 psi). Using various pillar strength formulae, the homeowner recommended that square chain pillars be at least 11 m (35 ft) wide. The coal company, however, desired to pursue optimum coal recovery in the safest and most economical manner. They engaged in three-dimensional finite element analysis of the section taking into account the complete stratigraphic sequence of the overburden. Results indicated that the section can be developed by 5.5 m (18 ft) wide entries at 21 m (70 ft) center-to-center. In retreat, the pillars can be splitted along both centerlines leaving a stump pillar of 5.5 m (18 ft) square at each of the four corners. The Bureau of Mines, under a Cooperative Agreement with the Bear Coal Company, Somerset, Colorado, conducted a large scale evaluation of the effect of time lapse on roof stability. Time lapse in this study is the interval between exposure and permanent support of the mine roof. The study indicates that time lapse is not a critical factor in roof stability provided permanent support is installed before catastrophic failure begins. Concurrently with the time lapse study, investigations were made of stress distribution around resin-grouted bolts, the regional stress field, and anomalous geologic conditions. The behavior of the resin-grouted bolts, at least in the Bear mine, appears to fit the Coulomb-Navier Theory. Geologic conditions are primary factors in trends of roof stability that extend across the mine.

The McLaughlin Mine is a world class epithermal gold deposit located in the coastal thrust fault of Northern California, U.S.A. Homestake adopted a proactive strategy in the permitting of the Mine. Extensive environmental base line studies were undertaken. Engineering and process alternatives were evaluated for environmental impact along with other factors. A unique pressure oxidation process was selected. Screening studies were conducted as a basis for the selection of waste rock and tailings disposal sites. Project engineering and permitting were fast tracked. Construction required eighteen months and the first gold bar was poured in Parch of 1985, six years after the initial discovery. Project facilities are designed and operated so as to minimize environmental impacts. A comprehensive monitering program demonstrates permit compliance. Reclamation of the site is ongoing throughout the Mine?s twenty year life. Non-mined lands are managed to maximize wildlife habitat value.

Inflation and burgeoning costs are two among many factors which have generated a new surge of interest in "fringe benefits" (sometimes referred to as "supplementary remuneration" or "supplementary compensation"). Other specialized forms of compensation ("perks", in the vernacular) such as company cars, windowed offices, etc., which also are the subjects of current study, are outside the scope of this paper. For businesses, interest in fringe benefits is based on concern for employees? welfare, compliance with government requirements, and an increasingly burdensome impact on bottom lines. In 1980, according to Fred D. Lindsey in the October 1980 issue of Nation's Business, employee benefits will cost American employers an estimated $420 billion. To paraphrase Winston Churchill, "some fringes!" Indeed, few if any administrators consider employee benefits as fringes. Employee benefits impact other major areas of a company's operations as well. As listed by Beadle (1980), these areas include employee relations, collective bargaining, short-term costs, long-range funding, manpower planning, compliance with legislation, taxation for the company and for the employee, corporate image in the community, competitiveness for staff, communications, administration, claims cost containment, etc., etc.

It is the intent of this paper to discuss the autogenous grinding circuit at Hibbing Taconite. The scope of the presentation includes; a brief history, the process flowsheet and the steps taken to improve mill productivity, availability and metallurgical performance. Hibbing Taconite is located near the center of the Mesabi Range in Northern Minnesota 100 miles from the Canadian border and 80 miles north of the Lake Superior Port Cities of Duluth and Superior. A 105 mile railroad connects us with the port of Superior, Wisconsin, where our pellets are loaded into lake carriers for lower lake destinations. It is worthy to mention the Mesabi Range's most famous landmark which is immediately to the south of our mine area. This is the Hull Rust Mahoning Mine which operated until the mid-1970's producing more than 700 million tons of red ore between 1893 and 1973.

In January, 1969, the Central Research Division of Continental Oil Company initiated a research program on roof control. The purpose of the research was to improve roof stability. Toward this end, it was necessary to determine which of the many geological and geometrical variables have a significant effect on roof stability. The isolation of these significant variables would allow research effort to be concentrated where it would be most effective in improving roof control. The research effort was directed toward two major objectives. One was to de-fine the geological and/or geometrical parameters that affect the severity of roof conditions in any particular area of the mine. This study was concerned with roof fall intensity. The second was to define why roof falls in Humphrey No. mine (and in northern West Virginia-south-western Pennsylvania coal mining areas) are oriented so that they occur primarily in north-south rooms or entries. This study was concerned with roof fall orientation. To provide a reference framework for further discussion, a geological description of the area is presented in Part II. In Parts III and IV, the procedures, methods, and 'results of the research applied toward the afore-mentioned major objectives are presented. Part V contains the conclusions and recommendations for-warded by this study.

Earle Faig Along with other transportation modes, the barge industry will be greatly affected by trends in domestic coal production. Traditionally, coal has been one of the major commodities moved by barge. Now, because of events in the international energy market, coal is finally getting the recognition it deserves as a major component of the country's energy program. Perhaps even more significantly, a series of events has caused other countries to turn to the United States as a source of coal. Although the outlook for coal demand is optimistic, it will be greatly influenced by the ability of the transportation sector to handle the additional traffic. Because of its long experience in moving large quantities of coal, the barging industry is in an excellent position to capitalize on coal's increased popularity. A brief description of the barging industry should facilitate the discussion of coal as it relates to that industry. Barge companies operate on a river system that is over 40 Mm (25,000 miles) long. It includes the East and West Coasts and the Mississippi River System comprised by the Allegheny, Monongahela, Kanawha, Ohio, Illinois, Missouri, Tennessee, Cumberland, Arkansas, Warrior-Tombigbee, and Mobile Rivers, and some smaller tributaries. The Gulf Intracoastal Waterway stretching along the Gulf Coast from Brownsville, TX, to Apalachicola, FL, also is considered part of the inland waterway system. Approximately 1,800 companies operate on the inland river system and have a combined fleet of about 4,400 towboats and 28,000 barges. The fleet of towboats represents 4.8 GW (6.4 million hp) of power. The towboats comprising this fleet vary in size from a small harbor boat to a large line haul boat with 7.5 MW (10,000 hp) of power. The choice of size and power of the boat depends on a number of factors, including the size of the river and operational constraints, such as lock size, river-current rate, and water level. The choice also depends on the tow size. A single tow on a river capable of locking through 15 barges at a time handles up to almost 20 kt (22,000 st), whereas a tow on the lower Mississippi, which has no locks, can accommodate up to 41 kt (45,000 st) of cargo. Because the quality of coal is not typically damaged by exposure to the elements, it is usually moved in open hopper barges, although covered barges are used occasionally. The most frequently used size is the jumbo barge that measures 59 m (195 ft) long by 11 m (35 ft) wide by 4 m (12 ft) deep and can handle up to 1.4 kt (1,500 st) of coal. Advantages of Barge Transportation Barging offers several inherent advantages in transportation of bulk commodities like coal. First, barges can carry large quantities of product. A single jumbo hopper barge can handle 1.4 kt (1,500 st) of cargo while it takes 15 91-t (100-st) capacity rail cars or 57 trucks hauling 24 t (26 st) each to move an equivalent amount of cargo. Thus, barges can move more tonnage with less equipment than competing forms of transportation. Second, barging offers the most fuel efficient means of transportation. Less energy is required to push a load over water than to pull a similar load over land. The amount of pollution attributable to barge traffic is minimal because barges consume less fuel. Third, barging is an inexpensive form of transportation. The inland waterway industry transports about 12% of the nation's freight for about 2% of the total freight bill. This can be attributed to competition between the large number of companies on the river system and competition with other transportation modes. Fourth, barging is an environmentally safe method of transportation. Inland river routes expose fewer urban areas to hazardous substances than rail or truck. And barge spills occur less frequently than rail or truck spills. The industry does pose some disadvantages. The waterway system is constrained by the natural river network, so barges cannot travel on the most direct straight-line route. This means that barging is usually an incomplete form of transportation requiring interface with truck or rail. The industry's market is limited to those geographical areas that are located on or near the rivers. In addition, it is a time-consuming transportation mode, making it impractical for many types of commodities.

A selective extraction and separation of zirconium by solvent extraction with 1-octanol is proposed. The process is based on the dissolution of the metal basic carbonates in hydrochloric acid in the presence of potassium fluoride, using 1-octanol as extractant. The effect of several process parameters, including hydrochloric acid and potassium fluoride concentrations, reaction time, and phase ratio between the aqueous and the organic phase was investigated. Zirconium is enriched in the organic phase. The best extraction and separation results were obtained with the basic carbonate dissolved in 10% hydrochloric acid and 1.5 M potassium fluoride. The optimum reaction time was 15 min with an organic to aqueous phase ratio of 2:1. Based on the selectivity of zirconium over hafnium in the organic phase, a McCabe-Thiele diagram was constructed. A near complete stripping of zirconium from the organic phase was achieved using a 3 M sulphuric acid solution. Additional studies are required in order to determine the reaction mechanism and the chemical speciation of the current investigation.

Hematite floatability from two low grade banded iron ores of India, namely banded hematite quartzite (BHQ) and banded hematite jasper (BHJ) using fatty acids and amine as the collectors is investigated under identical physico-chemical conditions. The results indicated that hematite present in BHQ ore is easy to float using both the collectors, compared to BHJ ore. The difference of flotability between the two banded iron ores is that quartz grains are coarser and well liberated below 100 micron size in case of BHQ compared to BHJ ore. In case of BHJ ore, fine hematite and quartz grains are intimately inter-grown and are dispersed in thick jasper bands leading to liberation problems. Besides that, dusty jasper particles coat over hematite surface in case of BHJ ore during the process of grinding, which hinders specific adsorption of collector on hematite or quartz surfaces. This is substantiated by scanning electron microscopy (SEM). The flotation studies have indicated that it is possible to achieve ~64% Fe with ~67% recovery from a BHQ ore using both anionic and cationic collectors from a feed containing around 38% Fe. In contrast, the hematite recovery in BHJ ore was poor. Differences in the ore characteristics that affect the flotability of hematite present in both the ores are compared. The Yankee Gulch sodium minerals project (YGP) is a solution mining project operated by American Soda. The mine operates on a federal lease administered by the U.S. Bureau of Land Management (BLM). Commercial operations began in November2000. In 1964, Irv Nielsen discovered nahcolite mineralization where the YGP pilot plant is now located near the Piceance Creek in Rio Blanco County, Colorado (Nielsen, 1969).Development of the project accelerated after Williams Corp., of Tulsa, OK, joined with American Alkali in1996 to form American Soda. Pilot testing by American Soda led to commercial permitting, plant design, construction and startup. Figure 1 shows the location of the Yankee Gulch leases and the location of the upper and lower plant sites.

With ore grades continually decreasing and finer mill feed requirements, it becomes increasingly important to have the capability to handle the larger tonnages economically. With the 10 ft. Standard capable of reducing 1,633 metric tons per hour (1,800 short tons per hour) to 80 percent passing 50 MM (2 inches) and the 10 ft. Short Head following to produce a mill feed of all minus 12 MM (1/2 inch) at a rate of 608 metric tons per hour (670 short tons per hour), we feel significant savings will be realized in installation and operating costs. The largest concentration of cost in the secondary and tertiary crushing stations is the building itself that houses the process equipment. An example of the savings to be attained can be seen from an examination of a 40,820 metric ton (45,000 short ton) per day crushing plant. A total of nine 7 ft. Symons Cone crushers is used to generate 12 MM (1/2 inch) ball mill feed. The average center distance between units is 6.1 M (20 feet) and allowing a 6.1 M (20 feet) nominal distance from the centerline to the wails, the building becomes 61 M (200 feet) long. For this production rate, four 10 ft. Symons Cone crushers would be required. With the 10 ft. crushing plant requiring a center distance spacing of 7.6 M (25 feet), the building length totals approximately 38 M (125 feet). Construction costs vary depending on location, but a reduction in building length from 61 M (200 feet) to 38 M (125 feet) will result in estimated savings of between $2,500,000 and S4,000,000. While the 10 ft. Symons Cone has been involved in a number of feasibility studies for some time, the Process Machinery Division of Rexnord commenced detail design work on the 10 ft. Cone crusher in 1972. For comparison purposes, the 10 ft. and 7 ft. capacities are given in Table 1.
