The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

This paper describes developments in ferro-nickel furnace technology, specifically improvements to cooling methods, furnace controls, and high voltage furnace operating regime. The evolution of these technologies is briefly presented, as context for describing the current state of the art that has enabled ferro-nickel furnace operation at over 75 MW and specific energy consumption of less than 400 kWh/t dry ore. Examples from existing operations are used to illustrate present best practices, and potential future trends are discussed. The paper begins with an overview of the fundamental aspects of pyrometallurgical treatment of lateritic ores that drive ferro-nickel furnace design. Furnace wall cooling methods are related to the requirements resulting from specific furnace process conditions, including slag and metal compositions, as well as arc and bath power. The benefits of high productivity and low specific energy consumption resulting from high voltage (shielded-arc) operating practice are discussed, along with the furnace controls and electrical power train that enable such operation even with captive power generation.

Platinum group metals are extracted almost exclusively in South Africa from three very different zones in the Bushveld Igneous Complex, called the Plat, Merensky, and the UG-2 reefs. The Plat reef is currently being exploited only by Anglo American Platinum, whereas the Merensky reef is exploited by them, Impala Platinum, Northam, and Lonplats. The UG-2 reef, on the other hand, is also processed by these producers, but Kroondal and Barplats have operations that exclusively treat ore from this reef. At present the extraction of pgms from ores in South Africa follows the traditional route of upgrading to a concentrate in a minerals processing circuit, further upgrading to a matte in a smelter, and final upgrading and separation of the individual metals in a refinery. Thus all operations that extract pgms require a minerals processing circuit, the design and performance of which is a topic of much interest, as it is a poorly understood and not a very efficient process in relative terms, compared to the other processes. Recoveries across the minerals processing circuit of between 75 and 90% are the norm.

In its most basic form, the process of sintering is very simple, and has been in use since the turn of the previous century. However, while the basic process is simple, control of the process relies on a number of extremely complex interdependent process parameters and requires a thorough understanding of the effect of these parameters on production capacity and product quality. Further, as with many other processes, the process parameters and hence design details of visually similar installations are highly dependant on the specific feed materials. While the industry trend has been towards an increase of capacity in order to lower unit production cost, typically in Iron ore sintering plants, this approach is not always possible for other commodities because of the scale of operation. This paper seeks firstly to describe some design considerations of sinter plants; secondly, to report on results from testwork performed with a specific series Manganese ore blends; and last, to relate these results to the design of new small-scale Manganese ore sinter plants.

Open cast mining has been practiced in South Africa since the late1970s under near ideal geotechnical conditions. In the past decade, with the exhaustion of the traditional South African coal fields, geotechnical conditions have deteriorated. In addition, the nature of the open cast coal mining industry is changing from the conventional strip mining of virgin coal seams to the extraction of underground coal pillars by buffer blasted highwalls. These industry changes have resulted in the need to re-examine the manner in which geotechnical engineering is applied to highwall design. This paper proposes a geotechnical design rationale for open cast highwalls. Furthermore, the rationale takes cognizance of the various geotechnical hazards associated with conventional strip mining and pillar extraction by buffer blasted highwalls. The need to use geotechnical domain models and blasting geotechnics, as proactive tools for rock fall reduction, are also discussed.

This paper presents a modelling tool that can be used to predict the behaviour of solvent extraction processes. In particular, this model allows calculating metal extraction efficiency as a function of pH, solvent flowrate, stripping flowrate and aqueous feed flowrate in the mixers-settlers. The common law requires an employer to take reasonable steps for the safety of employees. In general, the duty of care means that the employer, acting personally or through its employees or agents, must take reasonable care for the safety of its employees (Van Deventer v Workmen?s Compensation Commissioner; 1962 (4) SA 28 T; Oosthuizen v Homegas (Pty) Ltd 1992 (3) SA 463 T).The duty of care includes the provision of safe premises, safe machinery and tools and a safe system of work. The obligation is not an absolute one, but is restricted by the concept of reasonableness. The common law duty may, in certain cases, include the assessment of hazards and risks. 2 International law Great emphasis has been placed in the Western world on the prevention of occupational diseases and injuries. Detailed statutes and regulations govern specific industries in many countries. See, e.g. the Control of Substances Hazardous to Health Regulations of the United Kingdom and various regulations applicable to the use of asbestos and lead, fire protection, mines and quarries, petroleum, etc. Risk management is an important part of managing health and safety. In the United Kingdom, the Management of Health and Safety at Work Regulations, 1999, require every employer to make a ?suitable and sufficient assessment of the risks to health and safety of his employees to which they are exposed whilst they are at work?. The particularity of the assessment is determined by the risk in question.

The use of backfill for regional and local support is receiving increasing attention in the South African mining industry. To ensure that fill materials meet the purposes for which they are intended, a test procedure to characterize the load-deformation characteristics for a particular fill was developed. The major variables identified as influencing the load-bearing proper- ties of backfill include particle size distribution, porosity, width-to-height ratio, strain rate, confinement, water content, and additives. The influence of these variables on the performance of backfill is described in relation to crushed waste, dewatered tailings and deslimed tailings. These investigations confirmed that no single test could be used to define the overall stress-strain behaviour of a selected fill. Nevertheless, resulting from this work, a preliminary standard test procedure for uncemented backfill materials, com- prising a suite of tests in unconfined and confined compression, has been formulated. This test procedure is a significant advance towards a more meaningful evaluation of fill materials. Test results will also provide numerical information for input use in computer programs for the design of mine layouts incorporating backfill.

An overview is given of the matte melting process used for the beneficiation of South African platinum group metal (PGM) ores. Most producers use six-electrode furnaces to melt the concentrate and Pierce Smith converters to oxidize excess iron sulphide from the furnace matte. Concentrates from two reef types (the so-called Merensky and UG-2 reefs) dominate the feedstock supply. Concentrate from the Merensky Reef is low in chromium and does not pose significant melting problems. Concentrates from the UG-2reef contain much higher levels of chromium, which results in the formation of chromium-rich spinels during melting. This is attributed to the low solubility of chromium in furnace slag under typical operating conditions (an oxygen partial pressure of 10-8?10-9bar at temperatures of 1550°C to 1600°C). During the converting process, care is needed to avoid excessively oxidizing conditions, which result in cobalt, nickel and copper losses to the slag. High nickel losses result in the formation of Fe2NiO4 (trevorite), which often forms solid solutions with FeCr2O4and Fe3O4. In future, the main challenge in the processing of South African PGM ores will be to cope with ever-increasing levels of chromium in the concentrate. A short-term solution to the problem would be to melt the concentrate under slightly reducing conditions to promote the formation of CrO, which is more soluble in the slag than Cr2O3.A longer-term solution to the problem would be to abandon the current matte-smelting process in favour of an alloy-based process, which would offer total flexibility with respect to the amount of chromium that can be tolerated in the feed. Metal mining operations, in particular gold mining operations, use intensive ore control procedures in order to manage the extraction of ore zones from benches containing both ore and waste material. Typical grade control procedures rely on blast hole samples to indicate ore grade. Statistical techniques and geological controls are then used to create two-dimensional polygons, which indicate zones of material designated as ore. These ore-polygons are calculated using pre-blast material locations and are generally not corrected for rock movement caused by blasting. This lack of correction appears to exacerbate the material mischaracterization problem of sending ore to the waste dump and/or waste to the mill. One Nevada gold mining company has estimated that this could be a $10 million per year problem for their operations. Using a simplified vector field algorithm, a method of taking point movement data and interpolating post-blast positions for all nodes in a polygon has been developed. Currently working in 2-dimentions (X-Y), this algorithm utilizes the movement vectors calculated from pre-and post-blast positions of targets placed in a blast, to generate a spatial transformation function for any point on the bench. This transformation is then applied to the nodes of the ore-polygons to produce modified dig lines ore polygons reflecting distortion and movement resulting from the blast. The method as implemented uses common mine planning routines and is performed using the Surpac software suite. The method may be adapted to use any pre-and post-blast point movement data available, and most mine planning suites include the simple interpolation algorithms used. A modified approach to the implementation of Gy?s sampling theory is discussed and used to design a procedure for sampling crushed gold ore feed to metallurgical process plants. The approach involves calibration of certain ore-specific parameters. These parameters were calibrated for two different crushed gold ores en route to grinding mills in process plants. The model predictions were compared with the predictions from Gy?s original model. Far smaller masses of samples are required by the modified model than by Gy?s model at the same relative variance. The representativeness of the sampling procedure if normally distributed errors are assumed was also calculated. These procedures and evaluations lead to significant savings on cost of handling and preparation of the samples and to a quantifiable degree of confidence in the analytical results for the process plant.

Most structures are designed so that the possibility of failure is eliminated. However, some degree of failure in the rock around deep mine excavations is inevitable if mining operations are continued. The presence of failed rock constitutes a hazard the magnitude of which can be predicted by computer models from calculations of the energy change per unit area mined in stopes, or the field stress around service excavations. Empirical relationships between these calculable quantities and the incidence of rock failures and delays associated with them have been established. Experiments on the computer using different layouts enable the mining engineer to select the least hazardous of otherwise acceptable alternatives, and to predict the incidence of damage ahead of actual mining, so that appropriate measures to maintain an adequate degree of safety and productivity can be planned in advance.

Some observations on 'ancient' mining at Phalaborwa C. E. MORE. B.A. (Pretoria) (Visitor) A brief account is given of historical references to the Phalaborwa area, the first being to the mountain of copper and iron sought by Francois de Cuiper in 1725. These are followed by a description of several finds in the area, which are related to finds described in the literature and to Bantu tradition on the subject. Phalaborwa is one of the earliest known mining sites in the Republic of South Africa, Loolekop having been a mining centre, as shown by carbon-14 dating, since 770 A.D.

Existing processes for the recovery of platinum group metals (PGM) from UG-2 ores place stringent requirements with regard to chromite content upon feed material to the plant. An alternative hydrometallurgical process for which this is not an issue is proposed that involves reductive roasting of the ore followed by leaching with HCl/chlorine, ion exchange, and recovery of PGM from the ion exchange eluate by reduction. Problems associated with leaching of PGM are discussed and results of laboratory testwork for each of the process steps are given.

AngloGold South Africa region currently consists of twelve gold plants. These plants use a combined total of $20 million of cyanide per annum. Of this, the major portion (60%) is consumed at two Ergo dump retreatment plants. Historically the primary motivation for cyanide control at Ergo has been one of leach/cost optimization. However, more recently, with the increased public awareness of cyanide in the environment, a secondary but increasingly important motivation for control has been to ensure that only the minimum amount of cyanide is added to the process whilst not compromising leach performance. Following a brief overview of the Ergo process, the methodology in determining the amount of cyanide to be added is described. The paper then traces the developments in cyanide control from very basic manual systems to the current automated control system. In line with the increasingly sophisticated control systems, developments also took place in regards to the method of cyanide analysis. The development of these analysers is also discussed. Whilst cyanide is one of the major drivers, if not the major driver of gold dissolution, it cannot be viewed in isolation particularly with respect to the relationship between cyanide and oxygen as ascertained from the Elsner?s well-known equation. Consequently, in order to control cyanide addition, knowledge of the relative cyanide/oxygen profiles is necessary. Various means investigated at Ergo for pulp oxygenation have therefore been included for the sake of completeness. Finally a comparison is made of the control achieved from the current system compared to the original manual system. The knowledge and experience gained at Ergo is now being used to draw up guidelines for the installation and optimization work at the other AngloGold plants. The net effect of this will be reduced cyanide consumption for the region, which also, apart from the obvious economic benefit, translates into a reduced environ-mental risk.

The Modified Zincex® Process, developed by Técnicas Reunidas, is highly flexible dealing with a wide range of pregnant leach solutions. No matter if those solutions are produced from primary or secondary raw materials, and/or are based on conventional leaching, pressure leaching, heap leaching or bio leaching the result is always high-purity zinc product. The zinc solvent extraction unit within the process is a very effective barrier for impurities and a buffer for the composition of the pregnant liquor. This unit achieves an extremely pure aqueous extract that can be converted into different final products. All of them are characterized by fulfilling the highest purity standards. Also, there is the possibility to adapt the global process to a wide range of pregnant liquor compositions and various production capacities up to a zinc production limit over 150 000 t/a with a single solvent extraction plant.

Reference materials have always been important for validating and controlling analytical methods. They have recently become even more important as quality requirements have become more stringent and customer demands for properly verified and controlled results increase. Clients, especially from the resource exploration industry, demand critical validation of all results reported. Mintek has been producing geological and semi-processed ore references since the early 1970s and recently, due to increase in demand, other manufactures have entered the South African market. This paper describes analytical challenges from the customers? perspective, the customers being metallurgists, mine geologists, environmental scientists and geologists from resource companies. Reference materials with their appropriate use and a good understanding, can aid greatly in building confidence in the results, choosing the right laboratory for a project, deciding which set of results is correct and providing evidence to the customers? clients that the best possible results have been obtained

Dowding, Reynard and Associates Mineral Projects (DRAMP) was approached by the ARM/Lion Ore JV during July 2006 to conduct a feasibility study and control budget estimate for a new greenfield project for their NKOMATI Nickel mine 45 km east of Machadadorp. The scope included the evaluation and review of previous studies as well as a techno-economic trade-off on four possible comminution circuits ranging from conventional crushing and ball milling to fully autogenous milling. The following document encapsulates the thought process, decisions and the references used in selecting the final comminution route for the new 375 ktpm MMZ concentrator. Apart from the pilot test work performed, design simulations from a number of sources, performance results from a recently commissioned 100 ktpm MMZ concentrator, together with an understanding of the geology and mineralogy of the orebody and possible variations in the characteristics of the orebody over the life of mine were assessed. The results from all the above-mentioned work indicated that it would be possible to treat the MMZ ore at the desired throughputs to the desired grind sizes in a fully autogenous grinding (ABC-type) circuit. Autogenous milling is generally considered to be one of the higher risk milling circuits. This is mainly due to the fact that the ore, which is utilized as the grinding media, could be variable in terms of hardness and mineralogy/geology. Nevertheless, it is a very popular route as the cost benefits, more specifically the operating cost, are normally very attractive. This is especially the case when large low grade orebodies are evaluated. In North/South America, autogenous and semi-autogenous grinding circuits have been successfully employed during the past 20 years on large scale low grade operations. Taking all the above factors into account, the DRA/Nkomati project team recommended an autogenous circuit with the option to add steel to both the primary and secondary mills (if required) for the new operation in order to create the opportunity for significant operating cost savings. One has to bear in mind that all the new design simulations and decisions are based on previous work and potential unknown variations within the orebody will never be fully understood until the pit is operational for some time.

Mintek developed the MinataurTM leach-solvent extraction-precipitation technology as a cost effective, easily operated alternative to conventional gold refining processes. The technology was first commercialized at the Harmony Gold Refinery in 1997 to produce 99.99 per cent gold product and has subsequently led to development of various value-addition steps including the casting of various investment bars, gold wire drawing and gold potassium cyanide powder production. In addition to refining gold to high purity, if an appreciable amount of silver is present in the feed material it is also refined to 99.99 per cent purity. The major advantage that the Minataur? technology has over other gold refining processes is the relatively low gold lock-up and reduced operating costs. The operating cost1as at April 2001 for the expanded Harmony refinery (24-ton per annum gold production) was approximately half that of conventional smelting and toll refining. The extractant employed for solvent extraction is relatively cheap and highly selective for gold, making the technology attractive in situations where significant quantities of platinum group metals or base metals are present.
